There are two steps in evaluating potential mine waste impacts on ground and surface waters. Characterize the mine waste (characterization methodologies) and assess potential impacts (assessment strategies). One or both may be required for mine permitting, operation and closure. The first step is to characterize the waste. Determine if it has the potential to release chemical constituents or acid rock drainage to the environment. If no potential exists for release to the environment, the evaluation process is complete. A monitoring plan is then established. If the potential exists for release of chemical constituents or acid rock drainage to the environment, a strategy to evaluate potential impacts must be implemented. Strategies discussed here to evaluate potential impacts were developed during investigations at precious metal and base metal mines in Nevada. Water resources in Nevada consist mostly of ground water. So the strategies discussed focus on potential impacts to ground water. However, several of these strategies also apply to assessing potential impacts to surface water. Implementing these strategies has helped determine the potential for impact and has been successful in permitting mine expansion as well as allowing continued operation and obtaining mine closure at several mine sites in Nevada. These strategies were carried out in accordance with Nevada Division of Environmental Protection (NDEP) regulations and through the National Environmental Policy Act (NEPA)

Each year approximately 5,000 tons of a sulfide concentrate grading 1 ounce gold per ton are produced at this operation. The material is refractory and as shipping costs and custom smelter charges increase, options to process it on site are becoming more attractive. Three methods of treating the ore have been investigated in detail. The first option of ultra fine grinding the concentrate produces a 35% gold recovery with relatively low capital and operating costs. A second option of pressure oxidation is very capital intensive and has high operating costs but recoveries in the order of 95% are achievable. The final option, biological leaching offers both capital and operating costs which are less than pressure oxidation, while still achieving 90% gold recoveries. Bioleaching of gold concentrates has been gaining acceptance but there is a risk factor associated with this or any emerging technology.

The requirements placed on belt conveyors grow increasingly complicated No longer is it sufficient for the conveyors to merely move material from "Point A" to "Point B. " Now these systems must be able to produce a specified flow, guaranteeing a plant can operate as scheduled without peaks and valleys in material flow and production rate. In addition, the conveying system must provide effective control, to minimize the problems and costs associated with the escape of fugitive material these problems include unscheduled shutdowns, premature equipment failures, regulatory headaches, poor neighbor relations, and health and safety issues. The key to accomplishing these goals is the loading and discharge of the conveyor belts. Fortunately, new designs for the chutes that accomplish conveyor loading and discharge can move material efficiently, without blockages and while minimizing the amount of dust generated This innovation is the development of engineered flow chutes

The boron review did not arrive in time for publication in the June issue. The United States was the world's largest producer and consumer of boron compounds during 1992. The US Bureau of Mines estimated that boron mineral concentrate and chemical production in the United States totaled 1Mt (1.1 million st) in 1992, yielding 521 kt (574,000 st) of B203 for a total estimated value of $333 million. That was about 20% less than 1991 revised production figures, and less in value by $107 million. The United States continues to provide essentially all of its own boron supply while maintaining a strong position as a source of sodium borate products and boric acid to foreign markets. Domestic employment in the mining and beneficiation of boron products in 1992 was about 900 people, the same as in 1991. In 1988, 1250 people worked in the boron industry. The Bureau estimated that total world production of boron in 1992 was about 3 Mt (3.3 million st), or about 1.2 Mt (1.3 million st)of B2O3. World production in 1992 was about equal to revised 1991 levels. Some of you will recall from the last Randol conference held in Cairns, Australia in April 1991 that I shot my mouth off when I declared that I believe that these conferences are covering only a small slice of the overall mining industry pie because the major emphasis is on ore processing. The attendees at these conferences to date have been composed principally of metallurgists, which naturally leads to a preponderance of papers on this important feature, but it is only one of the areas of the mining business.

An investigation has been completed of the technical and economic feasibility of construction of a processing facility for gold extraction from arsenical tailings, grading nearly 12 g/t, stockpiled near Snow Lake, Manitoba, Canada. The tailings dump is comprised of arsenopyrite (45%), pyrrhotite (12%), and gangue constituents. The majority of the gold occurs as fully encapsulated particles or as a solid solution in the arsenopyrite grains. The chemical composition of the Snow Lake tailings (referred to as "ore" throughout the remainder of the text) is shown in Table 1.

Given the dependence of the mineral industry's future on effective innovation, it is essential that we understand the causes of failure. Case histories are presented and the out- comes are analyzed in terms of the driving forces for innovation and the steps taken during development. Industry's current attitude toward and capacity for technological innovation are discussed, and a methodology is suggested for predicting successful innovation.

Solutions to typical leaky ventilation circuits such as multiple entry headings and ventilation tube or brattice face ventilation are obtained using the discrete continuous simulation language SLAM II. While the continuous aspect of the language allows exact numerical solution of leaky systems, the particular discrete-continuous interface of this language is easily adapted to space varying geometry and flow parameters encountered in mine ventilation. The ease with which this simulation system is adapted to ventilation problems and the availability on personal computers encourage its wider application in the field.

Gold surveys were sent to 21 gold operations around the world. Eleven different surveys were sent, each targeting a dif­ferent unit operation used commonly in gold processing. On a monthly basis the individual reports were returned to the opera­tions. Empirical data collected during the surveys has con­tributed to more effective engineering design. Graphical rela­tionships established have been used by the operations to "benchmark" performance against the industry and identify areas of possible improvement. This paper presents some of the findings related to the fol­lowing four surveys that investigated parameters specifically relating to carbon processing. There are many variables to consider in the evaluation of nickel laterite deposits including the concentrations of nickel, iron, silica, and magnesia. These variables show complex relationships with each other such as mineralogical constraints, non-linear correlation, and heteroscedasticity. The complex multivariate relationship between the variables cannot be reproduced by conventional Gaussian or indicator geostatistical techniques. We introduce the stepwise conditional transformation method as a pre- and post-processing multivariate transform for the stochastic simulation of a nickel laterite deposit. Transformed data are multiGaussian and independent at h = 0; thus, cosimulation can be avoided after verification that variables are independent at all lag distances. Back transformation restores the features of the input multivariate distribution to the simulated realizations. The complex multivariate correlations are reproduced and sensitivity issues are addressed.

The Romanian mining industry, especially salt mining, is going through a restructuring phase taking into account the Environment Acquis of the European Union1. In order to preserve the centuries-old salt mines and to develop new ones, in the same salt rock deposit, the long term stability assessment of the saline complex is very important. This case study refers to the Praid salt mine, which includes old salt mines, with impressive sizes, located above the new mines, with activity in progress, in order to provide the means and solutions for efficient conservation and sustainable exploitation for the salt resources. The DKRControl method and FLAC 3D code were used in order to assess the confidence level for the computed prediction of the stability of the salt mine complex salt.

ERIC GUTIERREZ, Knowledgescape: Our next speaker is Randy Ynchausti. He's the director of development, Knowledgescape systems division, of EIMCO Process Equip- ment Company. The title of Randy's talk is "An Expert Control System for Phosphate Beneficiation." RANDY YNCHAUSTI: System integration. How does the systems integrator survive when caught between plant engineers, plant management, and third-party engineering firms, and stay within the budget of the corporate goals? I'm not sure that anyone knows how to do all of that on one project. Results are critical when we talk about how systems integrators work with operating people, how the operating people want systems integrators to work with them, and how both groups work together so that at the end of a project, you have been provided with solutions that meet your needs and solve your problems at a fair price. How does the integrator's role change when working with different types of professionals, such as plant managers, plant engineers, engineering firms, or other system integrators? Finally, what is the dynamics of people working with machines and providing services and solving needs? The average number of employees per pound of copper processed has decreased significantly during the past 15 years. I would dare to generalize and say that the average number of employees per whatever unit of measure we have in whatever industry we work in has decreased over the last 15 years. From a system integrator's perspective, there are some clients who lack a bit of internal expertise as corporate downsizing occurs, and that's one reason why we go out to system integrators or third-party vendors and buy things from them to solve our problems. Downsizing really amounts to savings, but more than that, I think Brian expressed this and I agree with him, it also amounts to a cost. Unfortunately, most of us count the savings and none of us count the cost in that approach. It's easy to count the savings, which is one reason why we count it so quickly. Maybe that also accounts for why we set our pencils down so quickly after we get that dollar value. Maybe we should pick that pencil up every once in awhile and refigure the expense, the cost to us, and determine what we're going to pay during the next year or two or three in losing that expense, or that staff. The Jones Trickett Ratio (JTR) is generally used in investigations of fires and explosions for the determination of the composition of the fuel. This paper takes a close look at the JTR and finds it unreliable and ambiguous for the determination of fuel composition. A new index is presented, termed the (H/C) Index which uniquely determines the fuel composition. The (H/C) Index is simple to use requiring only the results of a single gas analysis of the combustion products. Experimental data testing the (H/C) Index for methane, propane, ethylene and coal dust are given, showing that the Index unambiguously determines the composition of the fuel. The (H/C) Index is also applied to the gas analysis data of several mine fires, illustrating how the Index changes with the progression of the mine fire.

Precious metal mineralization at Mt. Hamilton, NV is associated with a polymetallic, garnet-pyroxene skarn system developed in middle to upper Cambrian calcareous shale, limestone, and dolomite. The skarn is developed around the Cretaceous Seligman and Monte Cristo calc-alkaline stocks. Gold is associated with intense retrograde alteration. Later epithermal quartz veins contain gold, silver, base-metal sulfides, and sulfosalts cross-cut skarn alteration. Westmont Mining Inc. is currently developing two mineralized zones containing a geologic resource of about 7 Mt (7.7 million st) that averages 1.7 g/t (0.05 oz per st) gold and 17.2 g/t (0.5 oz per st) silver. The project will have an estimated mine life of seven years, with a planned annual production rate of I t (35,000 oz) of gold and 9.3 t (300,000 oz) of silver.

In order to reduce the resistance of hard rocks to excavation by the available cutters, and in order to reduce the wear of the cutters and thus to increase the efficiency of the conventional tunneling machines and to improve their rate of advance in hard rocks, surface active agents have been studied in the controlled laboratory environments and have been experimented with in the field of actual tunneling operations. The laboratory study utilized a notched beam test to measure the effectiveness of 30 different surface active agents on the amount of surface energy required to cause stable fracture in the rock specimens. In addition to the type of rocks, geometry of the specimens, type of surface active agents, the effects of environmental factors such as temperature and degree of saturations were studied. The principle mechanism responsible for weakening of rocks in the presence of surface active agents was believed to be that of stress activated corrosion. The application of surfactants in the laboratory resulted in a reduction of up to 50% in rock strength, while limited experiments in the field have shown a 10 to 20% increase in the rate of advance. Substantial efforts both in the laboratory and in the field are needed to fully understand the mechanism involved and to utilize the effectiveness of surfactants as weakening agents for hard rocks.

The use of electrokinetic or zeta-potential phenomena in studies of the properties of mineral sulphides has increased greatly over recent years. This review aims to examine and discuss the body of literature on the subject of electrokinetic properties of sulphides in a comprehensive and critical manner. Although the review covers the period from 1925 to 1975, it is only in the past ten years that researchers have been fully aware of the implications and problems of chemical reactions, notably oxidation and precipitation reactions, on the surface properties of sulphide minerals. These papers are discussed in more detail than the earlier publications. A table containing a list of determinations of iso-electric- points and points-of-zero-charge of mineral sulphides, and the methods employed in obtaining these results, is presented.

With computerized balance techniques gaining prominence in recent years, it is essential that engineers understand the basic principles that underlie the new methods, as well as the various applications for design of new plants and analysis of existing operations. This chapter discusses two important types of metallurgical balance: (1) steady-state design (2) operating data adjustment Application of computerized steady- state design balancing is demonstrated through the example of a typical copper concentrator flowsheet. Operating data adjustment to achieve a consistent balance is demonstrated for a typical concentrator operation.

INTRODUCTION The Washington, D.C. rapid transit system (METRO) when completed will consist of 98 miles of double track rail. Fifteen miles will be tunneled in rock and 12 large underground rock chambers will be constructed at station locations. The University of Illinois is under contract to Metro to provide observations and instrumentation services in the initial phase of construction. The work is coordinated through DeLeuw, Cather & Co., the General Engineering Consultant to Metro. The program is designed to monitor construction conditions as well as to provide information useful for the design of future rock tunnels and rock chambers in the Metro system. This paper presents the results of observations in the rock tunnels constructed to date. Most of the observations are in a 5000-ft-long, 30-ft-wide, double track tunnel in downtown Washington, D.C. Observations were also made in single track tunnels, shafts, enlargement areas, and pilot tunnels, and are being made in a large rock chamber 700 ft long, 76 ft wide, and constructed at shallow depth in a schistose gneiss. One of the major objectives of the observational program was to determine the orientation and character of joints and shear zones and to evaluate their effect on support requirements for various tunnel orientations and configurations. The consistency of geologic features throughout the Washington area has made the results of the initial study applicable to evaluation of support requirements on future tunnel contracts. The first section of this paper summarizes the geologic conditions in the tunnel and their effect on overbreak and rock movement.
