The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. The Porters Creek clay is mined for its absorbent properties. The formation is part of the Upper Mississippi embayment and is recognized in Alabama, Mississippi, Tennessee, Kentucky, Illinois, and southeast Missouri. Major minerals in order of abundance are Montmorillonite, Quartz, Illite, Kaolinite, and Chlorite. Mining consists of open pit operation utilizing track loaders or scraper. The clay is dried or hardened in rotary kilns and crushed to size by roll crushers. The clay granules are sized and air classified prior to storage for shipment or packaging. Granules are sold for pet absorbents, oil absorbents, anti-skid material, fertilizer, and pesticide carriers.

The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

With the aim of solving the large deformation problem of surrounding rock in coal mine roadways with a thin sand-mudstone interbed roof, transportation roadway 1603 in Haoyuan Mine was considered. The failure mechanism of surrounding rock was studied through comprehensive on-site investigations, borehole image analysis, mineral composition analysis, and other means. Numerical simulations were performed to determine the influence of roof layer thickness, lateral pressure coefficient, and coal rib strength on the stability of the interbedded roof. The main reasons for support failure and deformation of the roadway are softening and swelling of the sand-mudstone interbed roof upon exposure to water, insufficient support capacity of the roof due to the soft coal rib, an unreasonable support scheme, or poor construction quality, which can reduce the bearing capacity of surrounding rock. Based on our analysis, a control strategy was devised for a thin coal-mudstone interbed roof. The support scheme combines long and short cable support, strengthening of the coal rib to consolidate the roof, and partially shotcrete grout, and was found to improve the overall mechanical strength of surrounding rock and maintain the stability of the thin sand-mudstone interbed roof. The results of the numerical simulations and monitoring data indicated that the proposed support scheme effectively controls the deformation of the surrounding rock of thin sand-mudstone interbed roof of coal mine roadways while maintaining the safety and stability of the surrounding rock and supporting structure.

The U.S. coal industry is under-going dramatic changes to meet the challenges of the keenly competitive fuels market. The application of innovative technologies is needed to improve safety and to increase productivity in order to make coal more competitive as a fuel. As more coal companies shift into capital intensive longwall mining, there is a clear need to invest more in exploration before mine plans are made. Coal seam anomalies may create adverse mining conditions. The early detection of these anomalies could make the longwall mining safer and more productive through improved planning. A standard exploratory drilling program can provide only limited geologic information. The seismic reflection technique can be used to detect coal seam anomalies and is effective in reconnaissance surveying. Recent advances in the quality of coal seismic data have increased the success rate of seismic surveying. Therefore, surface seismic surveys, coupled with selective drilling, will come to play an integral role in coal exploration in the 1990s.

The fly ash from coal combustion often has a high unburned-carbon content. This can make it unusable as a cement admixture, which is the major fly ash utilization market. As a result, high-carbon fly ashes currently disposed of by landfilling, at sometimes considerable expense. In this paper, the use of froth flotation to remove the unburned carbon from fly ash is described. Three different fly ashes were studied, which had Loss-on-Ignition (LOI) values of 6.79, 6.90, and 11.11 %. It was found that the use of an alkanolamide/oil mixture as a froth-conditioning reagent could greatly reduce the amount of collector needed, by increasing the affinity of the collector for oxidized carbonaceous surfaces. For each of the three fly ashes, froth flotation reduced the LOI of the ash to less than 2% which is well below the ASTM specification of no ' more than 6.0% LOI for Class F fly ash. Increasing carbon content of the ash tended to increase the quantities of reagents needed in flotation.

The Mexican fluorspar industry is faced with and will face serious problems, some of their own making and others beyond their control. However, they still offer the most secure source of fluorspar for North American' consumers. Since 1975, even in light of declining markets, they have, increased then production capabilities' as shown in Table #1. In analyzing Table #1, we note that Compania Miners Rio Colorado has closed down due to their ore reserves being exhausted. Fluorita de Rio Verde expanded their acid grade fluorspar capacity in anticipation of additional North American business. Campania Miners Las Cuevas presumably increased capacity to meet their North American contractual commitments and to supply their own hydrofluoric acid plant (Fluorex) at Juarez, Mexico. Historically, the Mexican fluorspar industry has relied on the United States as the mainstay for their sales. As shown in Tables #2 and #3, the Mexican share of the United States market has moderately decreased. However, as noted in Table #4 the volume loss is substantial as explained below.

Advances in the technology of abrasion resistant irons and steels, which could help in combating abrasion and wear in mining operations, are reviewed. Nodular irons alloyed with nickel or copper and molybdenum, with acicular, bainitic or bainitic-martensicic microstructures are described. These alloy irons combine excellent castability and relatively easy machinabilitv with good resistance to wear. Recent progress in the development of high chromium molybdenum alloy irons is outlined, by which high temperature heat treatment of massive castings can be eliminated, alloy costs can be reduced and cracking problems avoided. Data is also given on the erosion-corrosion resistance of these irons. Trends in the development of improved cast steels are outlined. Factors influencing the toughness and abrasion resistance of manganese steels are considered. The 6% Mn 1% Mo manganese steels are shown to have a useful combination of toughness and abrasion resistance. Composite castings are seen as a means of com- bating abrasion in applications involving severe impact. A brief appraisal is given of recently developed martensitic wrought steels with improved weldability.

Much criticism has been levelled at bacterial oxidation over the quantities of air required for successful operation. Examination of the oxidation reactions and the assumptions concerning oxygen transfer made in the literature (1) indicate that the aeration requirements can be much less than those beirig suggested. Observations made on a large scale pilot test have confirmed reasonable aeration levels in extended site operation over a six month period. These aeration levels have implications for the engineering design and the power needed for aeration and agitation. Thus, these parameters effect both capital and operating costs as well as influencing the complexity of the design and normal operation. A number of companies have developed bacterial oxidation cultures intended for commercial ·expl oi tat.ion ( 2, 3, 4). Most of these cultures have been based on Thiobacillus and operate at temperatures between 30°c and 40°c. This temperature range limits their application in hotter regions unless means for both heating and cooling are provided in the design. Thiobacil!us cultures are also reported as not able to oxidize arsenic (III), which may limit the application of these cultures to successfully treat arsenopyritic ores and concentrates (5). BacTech (Australia) Pty Ltd has developed a culture which operates at temperatures above 4o0 c and which has been tested in a large site based continuous pilot plant at up to 55°c over a six month period. The culture showed resistance to high levels of soluble arsenic, allowing the arsenic to be retained in solution for control led precipitation and disposal. Data for. the arsenic precipitates indicated that these waste solids were relatively stable and, under the correct circumstances, were suitable for disposal into tailings dams without causing environmental problems.

The objectives for closure of a hard rock mine include minimizing long term environmental liability, attaining regulatory compliance, and maintaining geotechnical stability, while closing as cost-effectively as possible. Proper planning for closure should come during the feasibility study, design and permitting phases, and during operations as updates. The lack of a proper or updated closure plan can result in severe environmental and economic consequences. Effective mine closure is the result of a combination of innovative concepts, long-term commitments, and multi-party cooperation. The purpose of this paper is to discuss concepts, commitments, and cooperation as they relate to an effective closure plan.

In medium- to high-grade metamorphic terrains such as found in New York City(NYC), rock mass texture and mineralogy are important factors in predicting TBM penetration destiny. Integration of data from over two decades of traditional field and tunnel mapping suggest that hard-rock TBM penetration in the NYC area depends upon textural, mineralogic, and structural control. The bedrock of NYC consists of many different lithologic units of varying age, composition, texture, and metamorphic grade including many varieties of intrusive rock. In addition, brittle faults of numerous orientations cut the polydeformed crystalline bedrock, producing zones of highly fractured and disturbed ground and high water inflows. Pre-bid compilation of published bedrock data, drill core analysis by geologists to establish lithologic and mineralogic trends, integrated surface geologic mapping along a proposed alignment, and targeted petrographic and geotechnical investigations to characterize the rock mass conditions together constitute an important prelude to successful subsurface bidding and tunneling. A carefully planned program of as-built geological mapping, structural analysis, fracture class mapping, and monitoring of machine performance data provide important information for adjusting to changed conditions. In complex terrains, a clear understanding of the structural geology of any proposed tunnel line is the simplest and most cost-effective method to mitigate losses encountered during TBM tunneling.

OUTLOOK FOR COAL UTILIZATION In 1975, about 650 million tons of bituminous coal and lignite mined in the United States was used to meet 55% of the primary energy input for electric power generation and 26% of the total industrial consumption.1 Even though this amounts to only 21% of the total energy requirements, it is believed that with the declining natural gas resources and uncertainty of liquid fuel imports, coal will assume a more dominant role in suppplying our future energy needs. A regional breakdown of the coal reserves of the United States along with their characteristics is shown in Table I. At present the United Stares Energy Research and Development Administration (ERDA) and the US Bureau of Mines (USBM) are financing extensive research programs in advanced mining methods and energy conversion processes. The increased demand for wal which may result from these research programs may also create large-scale environmental protection problems. As more and more coal is mined the production of undesirable coal fines and dust also increases proportionally. The USBM and the Environmental Protection Agency (EPA) research in this field includes development in the areas of instrumentation for qualitative and quantitative analysis of wal dust, protective devices, and dust collectors. Dust control by water sprays, steam, and foam are also being investigated. Other aspects of safety in mining include developing methane drainage techniques prior to coal mining, fire and explosion prevention, and neutralization and disposal of acid mine waters. It is the belief of coal technologists that when the emphasis shifts to coal as the primary source of energy. the existing methods of mining and preparation of coal must be improved considerably to supply large quantities of quality coal for energy conversion. It is the objective of the present large-scale research financed by ERDA to produce substitute fuels from coal. Large-scale gasification pilot plants are being constructed by Bituminous Coal Research, Consolidation Coal Co., Institute of Gas Technology, and the Pittsburgh Energy Research Center to produce coal gas of natural gas standards at 1,000 psig. The processes being adopted by these pilot plants are oriented towards recovering most of the sulfur from coal by absorbing H2S and its subsequent conversion to elemental sulfur. The environmental protection standards will be strictly followed in using the results of these pilot plants to construct large-scale coal gasification plants in the latter part of the 1970's. With the increasing awareness of the need for air pollution control, considerable research is being done to minimize sulfur dioxide emission from thermal power plants. Utilization of limestone and dolomite scrubbing systems and caustic treatment of stack gases have proved to reduce sulfur and nitric oxide emissions by about 90 to 96%.3 Currently, about 22 scrubbers are in use in the United States to reduce sulfur in stack gas emission. In the long-term, it appears that optimal combinations will be developed involving both advanced coal preparation technology and wet scrubbing. The sulfur compounds are converted either to elemental sulfur of sulfuric acid. Besides the sulfur compounds, the major byproduct of the coal utilization industry is the large amount of coal ash. The Coal Research Bureau at West Virginia University has developed a practical use for coal ash as a structural material. The coal industry will undergo revolutionary changes when coal becomes the primary source of energy. New coal mining and preparation processes will be introduced to meet the ever-increasing per capita energy requirements. 2. BENEFICATION Introduction Coal preparation, like the beneficiation of ores, is also aimed at the separation of values from associated waste. Even though the unit operations involved when enriching ores and coal are similar, there are certain characteristics unique to coal preparation. Unlike the scattered and concentrated veins of underground minera1 ores, coal is distributed uniformly and very much in abundance in the coal mines. Coal occurs as the metamorphosed sedimentary deposits of vegetable matter, while metal and mineral deposits occur in great varieties of forms, structures, and origin-from igneous to sedimentary and metamorphic. The mined coal, being much more friable than mineral ores, is subjected to less intensive size reduction operations. Ores are usually ground to a very fine size for subsequent concentration, while coal is crushed to a coarser size, since considerably less liberation is needed to achieve the desired degree of separation. Since mineral matter is to a great extent discretely distributed in coal, concentration is mainly achieved by taking advantage of differences in specific gravity between clean coal and associated waste. In general, about 90% of coal is concentrated using specific gravity separation and about 10% by froth flotation. In contrast, these operations are frequently reversed in the beneficiation of ores. In coal preparation almost all fractions separated during various stages are made use of. while large amounts of gangue material are rejected in the concentration of ores. Hence, coal generally has a much lower ratio of concentration than ores. Since ore deposits are frequently more variable and mineralogically complex than coal, beneficiation of ore may require more plant flexibility and point-to-point quality control. This characteristic difference between the mineral ores and coal is attributed to the generally used one-step processing in coal as compared to the multiple-step processing of ores. Dewatering to enhance the energy content of coal is usually considered a major unit operation. Even though thickening and filtration are common for dewatering ore concentrates and cleaned coal, vibrating centrifuges and disk filters find unique application in the coal industry for achieving these types of solid-fluid separation. In coal preparation, thermal drying is carried out in separate units at the mine. While ore concentrates are usually dried at the smelter. Although the drying of ores is seldom considered dangerous, volatile matter and combustible dust are reasons why the thermal drying of coal can be hazardous. Open air storage of ores and mined coal results in partial oxidation. Unlike the oxidation of ores, the oxidation of the pyritic and carbonaceous constituents of coal together with the heat of condensation of moisture contribute to spontaneous heating and the subsequent combustion of coal in storage. Among the other significant difference between concentration of ores and coal are the weight and capacity of processing equipment. Coal processing employs less cumbersome, higher capacity units while the beneficiation of ores usually requires much more massive and frequently lower capacity equipment. Properties of Coal Which Influence Design The widely varying and heterogeneous composition of coal, due to metamorphism, determines the preparation design and uses of the resulting products. Over the last years, the importance of the assessment of environmental and social aspects as well as of issues of good governance has increased significantly in mining finance. For this, international standards as well as internal guidelines of the banks and other involved institutions have been established and continuously improved. Considering these standards and regulations, the banks can influence the sustainability of mining projects - and they have done so in the past -, mainly by implementing certain provisions and covenants in the loan documentation, binding the financing to the mining company’s adherence to the agreed sustainability standards. However, there are limits to the banks’ influence due to the competitive environment with other available means of financing. Nevertheless, the experience of the last years has shown that the standards and regulations bound to the financing by the banks help to lead the mining industry towards more sustainable projects.

Beat exchange in an open air-water system is considered. The system incorporates a vertical cooling tower, and a horizontal multi-stage spray chamber with unlimited number of stages. Mixing of two streams of both water and air is permitted. A spread-sheet implementation estimates temperatures of outgoing water and air for given mass flow of water and air, factor of merit for heat exchangers, barometric pressure, wet- and dry-bulb temperatures, and the temperature of incoming water.

Two recent Bureau studies evaluated workers' dust exposures in automated pallet loading processes. The first study involved a Bureau designed dust control system using a push-pull ventilation technique. The unit was shown to reduce workers' dust exposures by 76% during pallet loading at a ground silica operation. A hydraulic lift table was used to automate the bag stacking process; this kept the loading height constant throughout the entire pallet loading cycle. The second study evaluated different commercial automated pallet loading systems. These systems automatically stack the bags onto pallets, shrink wrap the pallets, and deliver the pallets to a fork lift pickup location. Results from a ground silica evaluation site indicated respirable dust samples taken were below the Threshold Limit Value (TLV) as established by the Mine Safety and Health Administration (MSHA).

The potential for the utilization solar energy for the production of industrial process steer in mineral processing industries is discussed briefly. To advance the technical and economic feasibility of solar-thermal systems applications, U.S. Department of Energy has funded several projects. NL industries of Newberry Springs, California is one among them and has been chosen as a case study. The NL Industries solar system consists of 950 square meters of Del, single-axis, tracking, parabolic-trough, concentrating collectors. It was designee to produce a portion of the 420°. 530°k. steam utilized in a trying operation reduce the moisture content of hectorite ore from 10 percent to 4 percent. (Hectorite is an hydrous magnesium silicate which, when refined, is of significant commercial interest because of its applications in various chemical and food processes.) is estimated that implementation or this solar system could result an annual savings of 3.545 billion KJ ,3.360 billion BTUs), or the equivalent of 90 cubic meters (600 barrels) of oil and a net reduction of 1,860 kilograms (4100 pounds) of air pollutants annually. The technical, economic and institutional issues encountered in the course of this project are also discussed. Finally, the impact of the commercialization of solar energy applications in mineral processing industries is evaluated.

The Folsom Area Stormwater Improvement Project is part of SFPUC’s flood resilience efforts under the Sewer System Improvement Program. This 4,000-foot-long, 12-footinside- diameter tunnel will help reduce the risk of flooding in San Francisco’s low-lying Inner Mission neighborhood. The project is in a high seismic hazard zone and extends through a complex geologic corridor that includes full-face soft, compressible Bay Mud, Colma Sands, and full-face rock with several stretches of mixed-face conditions. Additional challenges include removal of 99 piles beneath an existing box sewer, tunneling under commuter rail tracks, and an underground tie-in. This paper examines these challenges and how they are being addressed.

"INTRODUCTION Background Diesel Particulate Matter (DPM) has been a critical issue during the last decade in underground mines. This problem is threatening the health of mine workers, as well as the mine’s productivity. It has been confirmed that the diesel engine exhaust is the main source for the diesel particulate matter (DPM), and that it has the highest impact in raising carbon monoxide, carbon dioxide, oxide of nitrogen, and hydrocarbons in the underground environment. Miners who are exposed to this kind of emission are at high risk for developing lung cancer and other lung diseases. The Mine Safety and Health Administration (MSHA) has issued standard rules to regulate diesel emissions in underground mines. The final ruling confirmed in 2008 that the total carbon should not exceed 160 µg/m3. (MISHA, 2008) Monitoring DPM in underground mines has become important to ensure compliance with the MSHA regulations. There are many different types of DPM monitoring systems that are currently being used in underground mines. Two methods are typically used for DPM sampling: the personal sampling method or the direct exhaust sampling method, which takes a direct sample from the engine’s tailpipe. Many mines do not recommend using the direct exhaust sampling method since it involves complex measuring equipment and procedures, as well as it is not regulated in the United States or Canada. Thus, the personal sampling method is the preferred method in many mines when taking DPM samples. Even this method includes many variations, such as the Respirable Combustible Dust (RCD) method and the method devolved by the National Institute for Occupational Health and Safety NIOSH 5040. The NIOSH 5040 method is the preferred method overall because it gives more accurate measurements compared to the other methods. This method does not allow organic carbon sources other than those coming from diesel engine exhausts to interfere with the measurements, which otherwise would lead to overestimating the actual amount of the DPM in the mine environment. An impactor feature in the cassette, which holds the samples in the instrument, characterizes this method. Since the diesel particles are less than 0.9 micron, this impactor does not allow particles more than 0.9 microns to be collected in the cassette filter. The cassette is then analyzed in a lab and the concentrations of organic carbon (OC), elemental carbon (EC), and total carbon (TC) are determined. Lately, the National Institute for Occupational Safety and Health (NIOSH) has developed a new instrument that can use the same concept of NIOSH 5040, but with instant measurements of elemental carbon. It utilizes laser radiation with the cassette so it can give a real time measurement. The real time measurements give instant information about the underground environment that will allow the mining engineer to take immediate action and enact plans instead of waiting for results from the laboratories where NIOSH 5040 method may take several weeks to get the measurements."

This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

The past few years have produced a rash of demands for changes in America's way of doing things. From manufacturer to consumer, the rules have been changed. Some of the demands were needed and, when legislated to requirements, did manage some good for all concerned. Other demands made by zealots and taken up by regulatory agencies have forced costly changes on our way of life. No segment of industry has been exposed to more new rules and regulations than the deep coal mining industry in the United States. There is no denying that some good has evolved, but most mining men know that the effects have done more to reduce production and increase cost than they were ever intended to do.
