Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia's underground coal mining industry has reported few new cases of pneumoconiosis for more than 20 years. Mortality from coal workers' pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in X-ray surveillance programs are also lower in Australia. The U.S. National Institute for Occupational Safety and Health (NIOSH) was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among U.S. coal miners. A number of factors, including coal dust exposure, silica exposure and coal rank were examined as potential contributors to the above noted differences. Comparison of coal rank data from each country did not illuminate the issue. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. If quartz is contributing to the greater number of cases of pneumoconiosis in the United States, more effective dust control measures, as well as an independent exposure standard for respirable quartz in coal mining, should be implemented to reduce this potentially disabling condition.

A process for the conversion of stibnite (Sb2Sj) concentrates, crude antimony oxide, or metal to a pure cubic antimonous oxide (senarmontite) has been developed on a laboratory scale. The conversion of stibnite to senarmontite has been piloted. The high purity of the final product is the result of forming antimony trichloride as a low temperature distillable intermediate. To obtain the antimony trichloride the stibnite, or crude oxide is slurried in molten antimony trichloride and reacted with gaseous hydrogen chloride. Antimony metal is oxidized to the trichloride with chlorine. The hydrogen sulfide produced from the hydro- chlorination of stibnite can be upgraded to a strength of 95% or greater for further treatment. The crude antimony trichloride is separated from the gangue by a preliminary evaporation and then is fractionally distilled and the trichloride distillate has less than 50ppm of arsenic and lead combined (the most troublesome impurities in antimony processing). The purified antimony trichloride is then hydrolyzed with sodium or ammonium hydroxide to produce the cubic form of antimonous oxide (senarmontite) to the exclusion of the rhombic form (valentinite) which is photosensitive. The advantage of this process is the ability to treat a wide range of antimony ores, concentrates, and metal to yield a high purity oxide in a controllable range of particle sizes.

Introduction The Pinto Valley open-pit copper mine is located in southern Arizona, 11 km (7 miles) west of Miami. Production at Pinto Valley began in 1974. About 350 Mt (386 million st) of ore and waste was removed by the end of June 1982. At that time, the mine was using more than 90 major equipment items with a total mobile fleet numbering 320. Some of the major equipment consisted of four Marion M4 rotary drills; six P&H 15, 11.5- and 19.1-m3 (15- and 25-cu yd) shovels; and 24,136- and 154-t (150¬and 170-st) Wabco haulage trucks. This equipment was used to move more than 139 kt/d (154,000 stpd) of ore and waste. The mill was processing more than 50 kt/d (55,000 stpd) of mine ore. Shutdown A two-week vacation shutdown began in July 1982. Maintenance jobs were scheduled, and most employees left for the vacation. During the vacation period, copper prices fell below $1.32/kg ($0.60 per lb). Inventories remained at alarmingly high levels. At this point the mine was losing more money operating than it would by being shut down. The vacation shutdown was first extended to five weeks. But, after further evaluation, the mine was shut down indefinitely. In Dec. 1982, Cities Services Co., owner of Miami Operations (which included the Pinto Valley mine and mill), was acquired by the Occidental Petroleum Corp. On March 1, 1983, Occidental sold the operations to Newmont Mining Corp., and Newmont created Pinto Valley Copper Corp., as a wholly owned subsidiary. Copper continued to be produced by the Pinto Valley solvent extraction-electrowinning (SX- EW) plant because of its low cost per pound of production. Tectonic stress is an important parameter for understanding the dynamics of underground engineering and for the exploitation of coalbed methane. Multiple-period structural features usually have complex spatial relationships in tectonic superposition areas, which provides evidence for identification of the sequence of the tectonic stress period. Conjugated joints and slickensides are used to reconstruct the tectonic stress of the No. 8 Mine in Pingdingshan. Based on the geological unit division and field measurements, data on hundreds of joints and slickensides are collected from 33 stations. The tectonic stress results indicated by the conjugated joints show that there are mainly four directions of tectonic stress: NEE-SWW, NW-SE, NE-SW, and NNESSW. The tectonic stress results of the slickensides indicate that there are mainly four directions of tectonic stress: NNE-SSW, NNW-SSE, NEE-SWW, and NW-SE. According to the systematic analysis of the joints and slickensides, this paper separates the superposed joint and slickenside sets and identifies the tectonic stress periods with their abutting relationships. Three tectonic stress periods are determined and the sequence of the tectonic stress periods is NE-SW, NW-SE, and NEE-SWW. The results are consistent with other tectonic stress measurements for both the region and the locality.

The Bulldog CIP plant treats the slime portion of current tailings and reclaimed flotation tailings from the adjoining 350 tpd (3.67 kg/s) silver-lead flotation mill. Changes to the dredge reclaimer, pulp storage tank and trash removal system have allowed an increase in tonnage treated to a sustained 460tpd (4.83kg/s). CIP feed is 3-4 oz/T Ag (102.9-137.1 ppm). Following conventional cyanidation, carbon is added to the slurry. Silver loaded carbon is stripped in atmospheric-pressure vessels using hot caustic cyanide. Silver recovery from this solution is by Zadra- type cells. Some of the modifications to the plant and operating techniques are discussed.

With the advent of acid rain legislation included within the Clean Air Act Amendments of 1990, a great deal of uncertainty with regard to price, source and production quantities has been cast into the coal market. Powder River Basin and other western coals continue a rapidly accelerating migration eastward, South American coals move into the northern markets, states propose legislation to assist utilities in complying with the new regulations in hopes of maintaining their own coal industries, while some utilities question the long term availability of eastern compliance coal. Any major coal producer must make decisions now to assure their continuing presence in the market place; several companies have adopted a strategy to acquire eastern compliance reserves while others have invested in technology to compete as a low cost producer. This paper discusses some of these options in light of the uncertainties of the market place, from an eastern coal producer?s viewpoint.

Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Coals capable of emitting 2 lbs SO2/106 Btu heat input must be defined as high sulfur coals. This is because electric utility plants built after 1971 may not emit more than 1.2 lbs SO2, and those built before 1971, and regulated under the State Implementation Plans (SIP), may exceed the 2 lbs S0 limit only under closely defined restrictions concerning ambient air quality and prevention of air quality deterioration. Coals produced in Kentucky, Illinois, West Virginia, Ohio, Pennsylvania, and Indiana account for 77% of SO2 pollution potential and are, therefore, the subject of this investigation. These coals have suffered market share losses in the 10 years from 1974 through 1984. This is due to their sulfur content as well as their lack of price competitiveness with low sulfur western and imported coals. Kentucky and West Virginia have been able to increase their compliance quality coal production substantially, but other states have largely been unable to do so because of nonavailability of low sulfur coal deposits. Assuming that the current relative productivity and cost competitiveness of coal producing states will not change significantly by 1994, this paper makes two projections of coal production in the selected states. In scenario I, the current clean air regulations are assumed to apply until 1994, and coal production in the selected states is projected to in¬crease by about 6% in 1994 compared to 1984. In scenario II, it is assumed that acid rain legislation will be implemented, which will adversely affect the markets for high sulfur coals. Coal production in the selected states under this scenario is projected to decline about 10% between 1984 and 1994, jeopardizing up to 13,000 mining jobs. The author concludes that better coal quality and greater cost competitiveness are both essential to stem the market losses and to regain strength.

Introduction Ventilation engineers have always felt somewhat uneasy when, in the normal course of their work, they are forced to consider the flow in any mine entry as "wholly rough." Under such conditions in pipes, friction factor is no longer a function of Reynolds' number. This assumption serves to simplify the problem and overcome an evident lack of information concerning the variability of K-factors. During the summer of 1985, a unique opportunity to investigate the reaction of friction factor to changing flow rates presented itself. A Utah coal mine was temporarily directing a substantial airflow through a single entry. By regulating the quantity, it would be possible to obtain a wide range of Reynolds' numbers in an entry composed of two distinct coal thicknesses. This paper describes the conducted study. The theory covering basic fluid flows in pipes that led to the questioning of constant K-factor is presented first. Experimental procedures are then described, including the use of a view camera in determining entry area and perimeter. Finally, a discussion of the observed variations in friction factor versus Reynolds' number is given. Changes of 34% and 45% in K-factor were seen in this study for the two entry heights. The implications of ignoring the relationship in this case and a call for an expanded research effort are also presented. Theory Since a gas is a fluid, the general principles of fluid mechanics are equally applicable to airflow in a mine entry as they are to the flow of water in a pipe. The Darcy equation is, therefore, equally applicable to pressure drop calculations in both situations. This famous formula was originally derived for use in circular cross sections and may be modified for any other shape by the use of hydraulic radius (defined as the area divided by the "wetted" perimeter). The Darcy equation relates the physical parameters of the pipe (diameter, length, and resistance to flow) and fluid velocity to the energy needed to create the flow. A study by Nikuradse (1933) brought to light the suspected dependency of the friction factor term in the Darcy equation upon Reynolds' number. By performing a large number of laboratory experiments, he established some basic concepts upon which other researchers built. Chief among these contributors was Colebrook (1939). Using commercial-grade pipe, he established an empirical relationship between Darcy's friction factor and Reynolds' number that is still in use today. If Colebrook's system of equations is plotted on log-log paper (as was done by Moody, 1944), the curves have some very distinct features. Of importance to the subject at hand is the relative response of friction factor to Reynolds' number at a given relative roughness. Simply stated, a pipe can appear to be either smooth or rough, depending on the flow conditions. As the Reynolds' number increases, the friction factor decreases at a decreasing rate until it becomes nearly a constant value. At this point, the flow is said to be "wholly rough." It is upon this condition that many traditional ventilation solution methods depend. For calculating pressure drops in a mine entry, Atkinson's equation is much more popular than the Darcy equation. Both of these formulas describe the same phenomenon and so have similar forms and functions. The K-factor in the Atkinson equation is equivalent to the Darcy friction factor and can be related by simply changing units, equating the pressure drops, and canceling like terms. A generalized form of this relationship is presented below as equation 1. K = yf/28,800g = [q]f/28,800 (1) where K is Atkinson's friction factor in kg/m3 (lb - min2/ft4), Y is the specific volume in Nt/m3 (lb per cu ft), p is the fluid density in kg/m3 (slugs per cu ft), g is the acceleration due to gravity (9.8 m/s2 or 32.2 fpsz), and f is Darcy's friction factor, which is unitless. The objective behind Eq. 1 is to show the strong correlation between K and f. Since these two quantities differ only by a constant (q]/28,000), the assumed independence of K-factor and Reynolds' number is suspect in light of the known response of f. Unfortunately, the formulation does not provide information concerning the actual relationship, as entry geometry likely plays a major role in the response curve. Only an indirect indication that such a relationship might exist is provided. Previous work on this subject was performed by Thomas Falkie (1958). The study involved a laboratory model composed of sections of straight, steel duct and a range of Reynolds' numbers from 15,610 to 137,200. Results from this work show a variation in friction factor with Reynolds' number in much the same way as it was found to vary in pipes. Over the range of velocities examined, a decrease of approximately 38% in K-factor was observed. This previous experience provides additional incentives to investigate the phenomenon under field conditions. Past model studies done at the University of Utah by Ozukurt (1945), Biron (1944), and Greenhalgh (1942) present similar evidence of this variability. Operation and maintenance of California?s water tunnels is an important factor and vital link in California?s infrastructure. These tunnels are owned and operated by a variety of large and small private and public water and power utility companies, municipal agencies, and irrigation districts. Visionary pioneers such as Michael O?Shaughnessy (San Francisco Hetch Hetchy Water Supply System), William Mulholland (Los Angeles Department of Water and Power and Metropolitan Water District of Southern California?s Colorado River Aqueduct), and John Eastwood (Southern California Edison Big Creek Hydroelectric Project) built large and small water supply, irrigation and hydroelectric tunnels, which have supplied environmentally friendly-water supply, renewable electricity, and uninterrupted service to a burgeoning population and economy. This paper introduces these pioneers and describes several case histories and lessons learned during condition assessment and rehabilitation of tunnels providing enlightenment of California?s vital water projects.

Ever since the industrial Revolution both major and small companies have put much emphasis on the use of incentives to compensate top management for extra effort and extra skill. For many years industries have also provided hourly rate employees with incentive plans. More recently incentive plans have been extended to include the "front line" supervisors. Many companies have what are called Christmas bonus or profit-sharing plans. The incentives for foremen in mining, which we shall discuss, differ from such bonus plans in that the incentives are paid on a definite measured performance for each individual, and thus directly reflect his effort and skill. What is the objective for paying incentives? The objective for any part of an industrial Engineering Program is to increase productivity and reduce unit cost. The unit cost must include the entire cost of the program. From what base do we start an incentive plan? One should think of art incentive program as the top rung of the Industrial Engineering ladder. Therefore, a company must take several steps before reaching this top rung. Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

The methodology used to obtain fly ash subsamples of different sizes is generally based on wet or dry sieving methods. However, the worth of such methods is not certain if the methodology applied is not mentioned in the analytical procedure. After performing a fly ash mechanical dry sieving, the authors compared those results with the ones obtained by laser diffraction on the same samples and found unacceptable discrepancies. A preliminary study of a wet sieving analysis carried out on an economizer fly ash sample showed that this method was more effective than the dry sieving. The importance of standardizing the way samples are handled, pretreated and presented to the instrument of analysis are suggested and interlaboratory reproducibility trials are needed to create a common standard methodology to obtain large amounts of fly ash size fraction subsamples.

The tracer gas method of conducting ventilation surveys is a means of determining air quantity in underground mines with knowledge of the concentration of the tracer in the atmosphere and the flow rate at which the tracer is being released. The technique is useful in inaccessible areas of underground mines and areas where traditional point measurement of velocity is not practical. Sulfur hexafluoride (SF6) is the industry standard tracer(Kennedy 1987) used in underground mines because it is safe, stable, and not naturally occurring in the mine environment. The implementation of a second tracer will increase the versatility of the tracer gas technique allowing for simultaneous releases for the study of interrelated ventilation circuits, and for conducting multiple experiments in less time. This paper will detail the selection of perfluoromethylcyclohexane (PMCH) as a novel tracer with sensitivity, physical properties, and analysis characteristics similar to SF6. Methods for the release of liquid PMCH into underground mines will be recommended, and the vulnerabilities of sample loss due to condensation of vapor PMCH will be explored. Finally, the benefits and implications of using PMCH as a second tracer will be discussed.

Cyanide leaching of two West African gold ores was studied in multiple laboratories to provide process-engineering data for plant design purposes. Unusually slow leach extraction kinetics were observed using routine cyanide leach test procedures with pregnant solution monitoring. Carbon-in-leach testing, however, showed normal rapid kinetic behavior, with the same ultimate gold extractions being reached in much shorter elapsed times. Kinetic curves based on washed solids assays also exhibited more typical leaching characteristics. The results bore all the hallmarks of some equilibrium inhibition of the leaching. It was surmised that ore gangue components were responsible for weakly adsorbing gold-cyanide complex reaction product, thereby holding up soluble gold in the solid phase. The term ?preg-borrowing? was coined to describe the reversible phenomenon and distinguish it from irreversible preg-robbing. The two ores investigated may represent an extreme form of a more general effect that in most instances might pass unnoticed. The effect can lead to misinterpretation of kinetic leach curve data and underestimation of calculated ore head grades.

The financial analyst's job is to make an objective appraisal of the investment opportunities which exist within the various industries under his supervision within the context of the economic model provided by his firm and the a climate of investor sentiments. Industry analysis is critical. When a major investment trend develops, usually the stock of all companies within the specific industry react in the same direction. I should emphasize here, however, that an investment trend is influenced by the economic outlook, but economics is not the only determinant - investor psychology and arbitrary political factors may be of equal or greater importance. Part of our job is to recognize trends early and determine whether they are valid. Following industry analysis, the analyst must examine the specific companies within that industry since some companies usually react more violently than others to industry trends, whether they be favorable or adverse. To simplify the process of evaluating an investment opportunity, it is convenient to isolate three types of factors which have a bearing on every sort of business although the degree of influence of each factor may vary from industry to industry. These categories are, 1) independent or external factors insofar as they are beyond the control of corporate management, 2) interdependent factors insofar as influence may be exerted by industry-wide action, and 3) dependent factors covering the area of internal decisions which are basically under the control of the individual corporate managers. Although the title of this paper, "The Corporate Use of Cash Flow," is only one segment of the third category, it may be useful to continent on the first two categories as well. The independent factors may be either economic or governmental. The economic factors include cyclicality which may be very high in the case of the basic commodity industries or relatively low as in the case of utilities. "Controlled recirculation may be considered as a beneficial means in mines of cold climate, where heating of air is required, and in deep or extensive mines, where cooling of air is required. Controlled recirculation can be designed by proper sizing of the booster fans with respect to main fan. Intuitively, it seems that the buildup of methane at the face will cease when a steady state condition is attained, and also that, at that same time, the maximum concentration at the face will remain same as in the return air. This supposition is proved by mathematical analysis that considers uniform mixing of methane in air in successive cycles of recirculation. This study includes two scenarios to show the effect of controlled recirculation on methane concentration in a sample network. Firstly, when recirculation crosscut exists near the working face; secondly, when recirculation crosscut exists away from the working face. The later scenario shows lesser buildup of methane concentration than the former one. INTRODUCTION The controlled recirculation is designed purposefully to allow a partial fraction of used air that increases the air velocity due to increased quantity of air and consequently allows effective dilution of contaminants to improve local ventilation condition at the working face. It can be designed by proper sizing of booster fan with respect to main fan in a ventilation network. Controlled recirculation may be categorized as crosscut, in-line or combined system based upon the configuration of the booster fan locations in a district ventilation network. Research on controlled recirculation has shown numerous benefits of controlled recirculation especially in deep or extensive underground mines, where further heating or cooling is required (Calizaya 1990; McPherson 1993 and Jones, 1987). However, fear of buildup of concentration has misled the mining communities to view the controlled recirculation as a hazard and deprived the mining industry to derive benefits from recirculation. "One of the most common emissions from detonating explosives are nitrogen oxides (NOx), which are potentially deadly if inhaled. Lab studies estimate emission quantities, though great variation is shown based on site-specific conditions, and lab tests may not fully represent field results. Field VALUES (have not been measured due to the vast area affected. OSMRE recently promised to release a ruling regarding surface mine NOx production. Once the ruling is implemented, it may eventually be necessary to monitor site-specific NOx production from blasting. A small unmanned aerial vehicle system (sUAS) is able to carry a NOx gas monitor, rapidly travel to the blast location, and to follow resulting clouds of dust and emission gasses. This project will perform laboratory tests to expand on current estimations, determine an optimal method for collecting data, and evaluate the ability for this unique application of sUAS to assist in health risk assessment for mine employees and nearby communities. Additionally, large initial NOx concentrations do not necessarily correlate to unsafe conditions, and this project will be ground breaking in observance of surface blasting emission dispersion. The project is still in early phases at the time of submission for this paper (Nov 1, 2017). Therefore, this paper focuses primarily on summarizing background research related to the project and a description of the project plan. INTRODUCTION Nitrogen oxide gases (NOx) are common emission by products of surface mine blasting. These gases can potentially cause risk to human health and safety, both for mine workers and communities near the blast site. However, these emission quantities are largely unmeasured and no attempts have been made to relate these VALUES (to human health risk. The primary objectives of this project are to determine actual quantities of emission gases produced during surface blasting, to evaluate immediate and long-term risks to nearby people, communities, and ecosystems, to develop a system for mine employees to easily monitor emission and risk levels, and then provide guidelines for mitigating health risks based on a location’s emission results. BACKGROUND Current research regarding health risk produced by surface mine blasting NOx emissions is extremely lacking. Estimations have been made based on laboratory research, though these same test results show wide ranges of possible gas quantities produced based on site-specific conditions. Even if these estimations are accurate, no method has been created to relate gas quantity produced to human exposure concentrations. To further understand this field, background research was studied pertaining to blasting emission gas formation, laboratory and field measurements, harmful effects of blasting emission gases, and relevant government regulations. Screening during the production of high-grade lump ore for blast furnace burden, particularly from recently developed ore deposits in Australia, South America, and Africa, has resulted in large tonnages of fine iron ore. Certain owners have decided to stockpile these fines until some later date; however, others have either sold these fines "as is" for agglomeration at the steel plant or have established their own pelletizing plants to produce a premium quality agglomerate. Normally these fines consist of the higher oxides of iron and the hydrated oxides. Unfortunately, grinding these types of materials in a wet process produces a slurry that is difficult to filter to obtain the requisite moisture level for the subsequent balling and indurating operations. The purpose of this paper is to review recent developments in fine dry grinding of iron ore and to discuss the various design and operating parameters involved. Although dry grinding of raw feed and clinker has been practiced in the cement industry for many decades, its significant application to the iron ore industry has taken place within the past ten years. Even though the basic concept of dry grinding has been borrowed from the cement industry, the successful application to iron ore grinding has not taken place without some difficulties. Consequently, the application to iron ore has required the solution of several unique design and operating problems.
