The Pardee Chemical Feed Shaft Project involves construction of two new chemical feed shafts to improve raw water treatment capabilities at the East Bay Municipal Utility District’s (EBMUD) Pardee Reservoir in Valley Springs, California. The project includes construction of two 250-foot deep, 16-inch diameter stainless steel chemical feed shafts that penetrate an existing 8-foot diameter concrete lined conveyance tunnel. The design approach required the shafts be installed using top-down drilling methods and within a strict verticality tolerance (0.1%). Innovative precision drilling techniques ensured that the shafts penetrated the tunnel in their planned locations and the installed chemical feed lines would function as designed. Challenges included extremely limited access to the tunnel because of a requirement to maintain the tunnel in service during construction. This paper discusses the overall project’s design and construction approach, including unanticipated conditions that the project team faced and how these conditions were managed and overcome through collaboration between the contractor, designer, and owner.

Planning, as defined in Webster's New Collegiate Dictionary, is a detailed program of action designed to achieve an end. When developing a detailed plan to incorporate all the complex activities involved in a surface lignite mine, many elements must be carefully evaluated as to the individual and cumulative effects on the end result. The following elements are generally evaluated when planning a surface lignite mine: ? Reserve evaluation, including lignite quality characterization; ? Delineation of mining parameters, including lignite recovery factors, geotechnical factors, land control factors; ? Selection of mining blocks; ? Pit sequencing; ? Reclamation, including soil reconstruction design and land use planning; ? Overburden handling design; ? Selection of equipment; ? Sizing of equipment; ? Manpower requirements; and ? Other elements, including contract negotiations and execution, financing, investment return, operation economics, permitting and scheduling.

Talc has been the focus of recent civil litigation based on claims that asbestos minerals exist in talc deposits and therefore have caused asbestos-related diseases in those who have regularly used talc products. Such litigation, and ensuing confusion over the petrology and asbestos content of these deposits, challenges the talc mining industry in Montana and elsewhere in the world. The talc deposits in southwest Montana were formed by hydrothermal alteration of dolomitic marbles and are still actively mined. In general, talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic and lacking in amphiboles. This paper includes data from analyses of representative ore samples from this mining region in southwest Montana. The results conclude that the presence of asbestos minerals — both amphiboles and chrysotile — is unlikely and that the ores are nearly monomineralic, as expected. Samples were characterized using a suite of analytical methods, namely, powder X-ray diffraction, X-ray fluorescence spectroscopy and electron microprobe analyses, which allowed us to determine the minerals present and the formation process. Our data and interpretations suggest that previous identification of asbestos minerals in these deposits is not accurate.

The molybdenite flotation plant at the Magma Copper Co. San Manuel concentrator has been in operation since 1956. In January of 1980, the plant was converted from a hydrogen peroxide-ferrocyanide process to the current sodium cyanide-sodium hydro- sulfide process. This paper is an operational review of Magma Copper Co.'s molybdenite recovery circuit, column cell flotation experience, and use of on-stream X-ray fluorescence analysis.

The molecular structures of isobutyl xanthate (IBX), diisobutyl dithiophosphate (DIBDTP), O-isobutyl-N-ethyl thionocarbamate (IBETC), O-isobutyl-N-ethylcarbonyl thionocarbamate (IBECTC) and O-isobutyl-N-ethylcarbonyl thiourea (IBECTU) were fully optimized using density functional theory (DFT) at the B3LYP/6-31+G(d,p) level with the integral equation formalism for the polarizable continuum model (IEF-PCM) in the aqueous phases. The effects of the polar groups in these thiol molecules on their collecting performances were determined by the energies and compositions of frontier molecular orbitals and the atomic charge values. Our results indicate that the sulfur atom(s) in IBX, DIBDTP, IBETC, IBECTC, or IBECTU molecule is the centre of reactivity. And the collecting abilities of these reagents for copper sulfide minerals follow the order as: IBX > IBECTU ? DIBDTP ? IBECTC > IBETC, and the order of their selectivities against pyrite is suggested as: IBX < DIBDTP < IBETC < IBECTU < IBECTC. The theoretical analysis provides an insight into the collecting powers of these collectors, and offers an atomic scale approach to understand the experimental data available in the literature. Kaiser Resources Ltd. operates a coal mining complex in Southeastern British Columbia. A large surface mine, a conventional underground mine, and an innovative hydraulic underground mine are presently in operation. The products of these mines are fed to the Elkview plant. This coal has to be prepared to 9. 5% ash and 6&apos;o total moisture for export from the port of Roberts Bank near Vancouver, British Columbia to Japan at a rate of 4. 5 Mltpy. The moisture requirement for the coal product was recently increased to 8. 0% total moisture. The entire operation has been described in various publications (1), (2), (3). Details of the venture will not be repeated in this paper. In this paper we hope to describe the modifications made to the original coal preparation plant in order to satisfy market requirements for quality and quantity of coal.

Indian coals, which are of Gondwana origin, contain high amounts of mineral matter, wherein the extraneous material was intimately mixed in the coal matrix during the formation stage, causing a high level of impurity in the run-of-mine (ROM) material. These coals possess difficult to very difficult washability characteristics. Beneficiation of high-ash non-coking coals of India has become the prerequisite for improving the overall economics and efficiency of power generation. The use of dry cleaning systems in India for beneficiation of non-coking coals has gaining renewed interest recently. The benefit of the dry beneficiation process is to exploit the given resources while providing a more reliable and consistent quality fuel with a low operating cost. M/S Allmineral has introduced a technique for the dry beneficiation of coal, which is being tried in India for the treatment of high-ash non-coking coals. The first commercial air jig of 50 t/hr capacity was installed and commissioned to beneficiate high-ash coals of 40 x 5 mm feed with an ash content of 40%; a clean coal product of 33% ash was produced and is being used for a sponge iron plant.

This study compares the cementation performance of metallic iron, metallic aluminum, and metallic tin in terms of the reaction conditions and parameters in synthetic antimony chloride solutions. The effects on the antimony recovery (%) caused by the cementators’ types, stirring speed, reaction time, and temperatures were explored thoroughly. The cementation kinetics of antimony were also explored for each cementator. The activation energies were determined to be 10.99, 9.09, and 13.58 kJ mol– 1 for Al, Fe, and Sn, respectively. The results reveal that the reaction is diffusion controlled, and comparable results were obtained for each cementator. At 25 °C, 40 mg of iron powder was found to reduce all antimony ions (i.e., approx. 99% recovery), but even when 100 mg of Al and Sn cementators were used, the antimony recovery did not reach 100%. This result shows that iron is the best candidate to cement antimony out of the solution.

The ventilation of a mine is one of the key elements to a successful mining operation. It is, or should be, one of the primary concerns of the mining engineer at an underground mine. Too frequently, however, insufficient thought is given to future requirements. As a result, the mines suddenly find themselves with ventilation problems that cannot be corrected economically, or in short order, and have to suffer the consequences of being on the verge of having units shut down from time to time until the venlilaltion system can be improved. Insufficient ventilation in capital-intensive mining can cause production losses, the values of which far outweigh the significant costs of providing and operating an adequate ventilation plan. Many theories, and techniques in planning and control of underground ventilation systems have been developed over the years . It is the intent of this paper to point out some of the fundamental concepts, from the practical point of view, in the design and operation of a ventilation system, with special reference to underground mines using a room-and-pillar method.

Western bituminous coal can be processed to low sulfur liquid fuels by fast reactions. A process (LEFCO) under development at the University of Utah uses coal and catalyst under hydrogen pressure to convert 60 to 70 percent of the coal matter to fuel liquids and gases. Coals have been processed in small diameter (less than 1/2 inch) tubes and at reaction residence times of less than 10 seconds. Effects of process variables on the yield and quality of products have been studied. General features of the process and the properties and characteristics of the products produced are presented. Special features of the process that distinguish it from other liquefaction processes under development are also discussed.

The Deserado Mine and transportation system is the fuel supply portion of the Bonanza Power Plant project. Deserado Mine con¬sists of an underground mine with a capacity of 1,224,700 tonnes (1,350,000 tons) of clean coal per year, a 649 tonne (715 tons) per hour closed water circuit jig type preparation plant, a 5.6-kilometer (3 ½ -mile) overland conveyor with covered slot storage, a unit train rail load-out and 59.5 kilometers (37 miles) of totally independ¬ent, captive electrified railroad. Planning and exploration started in March of 1978. Construction of all facilities was completed in April of 1984, approximately six years after initial planning was commenced. This paper will discuss exploration, environmental permitting, mine planning, engineering and construction of the Deserado Mine project.

The largest structure along the Tauern highway section between Salzburg and Villach is the 6.4-km-long Tauern Tunnel. The major geotechnical problems that came up surprisingly while driving the headings of that tunnel and their successful solution form the content of this article. There is considerable interest in the iron and steel industry in the development of technologies that can reduce carbon dioxide emissions, as the iron and steel industry is the third largest producer of carbon emissions in the world, after automobiles and the power generation industry. The E-Iron Iron Nugget Making Process, invented by Dr. Komar Kawatra and Dr. Tim Eisele, provided a major breakthrough in the iron making process as the process uses biomass in the form of hard wood or soft wood as the reductant in the place of coal. Dr. Kawatra recognized that biomass is rich in both carbon monoxide and hydrogen, two important reducing agents. This resulted in initial experiments conducted by Dr. Kawatra and Dr. Eisele in the laboratories of the Chemical Engineering Department of Michigan Technological University (Michigan Tech) that prepared self-reducing pellets with wheat flour as the reductant and limestone/dolomite as the flux. Initial results were encouraging so they extended their work to include hardwood, which is in huge supply in the forests of Michigan and Minnesota, as the reductant. Dr. Kawatra has also applied the E-Iron Technology to other iron bearing minerals to produce pig iron grade iron nuggets. He used the E-Iron Process to convert red mud, a high iron waste product of the aluminum industry, into pig iron nuggets with the rare earth elements reporting to the slag. This work resulted in a patent with Dr. Kawatra and Dr. Michael Archambeau named as the inventors. Dr. Kawatra then extracted the rare earth elements as a separate high value bi-product using oxalic acid, which he produced from carbon dioxide. Dr. Kawatra also conducted a test program that produced pig iron nuggets from New Zealand beach sands. The vanadium in the beach sands was retained in the iron nuggets, recoverable as a valuable bi- product in a separate process. The titanium dioxide in the beach sands reported to the slag. This demonstrates the potential use of the E-Iron Process to convert the large ilmenite reserves in Northern Minnesota into pig iron and titanium dioxide. Another use of the E-Iron Process discovered by Dr. Kawatra was its ability to produce iron nuggets from manganiferous ores. Dr. Kawatra was able to direct the manganese into either the metal or slag by adjusting process temperature. The above discoveries are included in several patents that were assigned to Carbontec Energy. This presentation will only address the use of the E-Iron Process to produce pig iron nuggets from steel mill waste and un-pelletized, mid-grade iron ore. Carbontec Energy Corporation agreed to sponsor additional research directed at improving this new technology that would later be trade named, The E-Iron Process. Carbontec Energy conducted further work that proved that the E-Iron technology could also convert steel mill waste into metallurgically acceptable iron nuggets. Carbontec also collaborated with the Lawrence Livermore National Laboratory and Purdue University Northwest to conduct a Department of Energy (DOE) sponsored program that would use their high performance computer capability to both verify and model the E-Iron Process. Purdue University Northwest reported that the E-Iron Process can produce pig iron nuggets with 85% less carbon emissions than a blast furnace. The E-Iron Process is similar to the ITmK3 process, developed by Kobe Steel, that also produces iron nuggets but uses coal as the reductant.

"INTRODUCTION Chino is an open-pit copper mining complex faced with intricate material routing requirements. Historically, this was challenging at the mine, in part because the shovel dig plan, haul plan, and dump plan were prepared completely separately. The mine now uses an integrated workflow for faster evaluation of schedules, which facilitates preparing balanced cutoff grade-to-equipment requirements, supports better mineral production, and improves schedule viability, while considering operational implications. Located in the state of New Mexico, Chino is one of nine Freeport-McMoRan mining operations in North America. This presentation discusses the benefits of implementing an integrated approach to tactical mine planning, and shares practical examples that were learned as Chino implemented an integrated tactical planning method. This includes improvements in completion time for preparing a schedule, minimal risk from manipulating Excel macros, data integration required to make short-term planning decisions, and better understanding of the mine plan’s effect in relation to the business’s key performance indicators. Ultimately, the integrated approach to tactical mine planning at Chino has led to production forecasts which are more achievable and reduced planning and execution variance. PROJECT OVERVIEW Chino mine is a porphyry copper deposit wholly owned by Freeport-McMoRan, the largest publicly traded copper producer in the world. Chino mine is located in Grant County, New Mexico, a short distance east of Silver City. Ore material mined from the pit today includes oxides, primary sulfides, and secondary sulfides. The mineralized material is sent to a mill, with a rated throughput of 42,000 tons per day, or to ROM leach pads with variable dumping capacities. At Chino, the short-range objective is to maximize total copper pounds sent to the mill, but no fixed cutoff grade accomplishes this for all periods. Instead, 12 different material classifications, including four sulfide classes that can feed either the mill or other destinations, and 38 cutoff bins, are aligned with the needs from operations, leaching, and the concentrator to create a schedule. Cutoffs vary from one week to another to cope with a highly intermittent ore body."

The Natural Gas Act, of 1938, which put interstate pipelines under the jurisdiction of the Federal Power Commission, did not place a protective competitive shield around such companies - nor does any provision of the act guarantee them a profit. Natural-gas pipelines are competitive with each other and also with the coal and oil industries. Gas distributing companies must compete not only with the coal and oil industries, but also with the electric industry. Natural gas has captured markets from oil, which had taken them from coal. Oil men contend that gas prices have: been, held to an artifically low level by regulation. The electric industry is moving into the space-heating market, which pleases the coal people because the coal industry&apos;s largest customer since losing the railroads to dieselization has been the electric companies. The coal industry is attempting to monopolize the industrial and electric generating market through government intervention, and this is being done under the guise of concern for the national welfare through advocation of a "National Fuels Policy purporting to, further the cause of fuel conservation. Such a policy is contrary to American principles and would result in the individual&apos;s loss of freedom of choice and ultimately, in less reserves of preferred fuels because of diminished exploration efforts.

The word adapt means "to change so that one&apos;s behavior will conform to new or changed circumstances." Applying this definition to process controllers suggests that an adaptive controller can change its behavior in response to changes in the dynamics and disturbances of the process. In the minerals industry there are many control cases where adaptive control will provide superior control as compared with more traditional PID (proportional, integral, derivative) control. A typical plant uses as many as 100 to 200 control loops for lprocess regulation. Therefore, the task of initially tuning and then periodically retuning these controllers is a formidable problem, During the time the controllers are "un-tuned", product quality may deteriorate and unstable operations may result. Adaptive controllers are capable of tuning themselves, thus avoiding this problem. The computers commonly used in distributed control systems are easily capable of implementing adaptive controllers. In addition to the possibility of using the control computer to implement adaptive controllers, many distributed control systems will offer adaptive control as a standard feature in the near future.

One need be neither an historian nor technologist to recognize that activi¬ties related to the conversion of coal to other usable energy forms have been active for nearly fifty years. The degree of such activity and its evolution to significant commercial proportions has, however, fluctuated widely with world circumstance. For the past decade there has existed both a consistent technology evolution effort in classic R & D proportions, and a mainstream commercial acti¬vity but in rather modest proportions when viewed from the vantage point of world energy needs. But the chain of events wherein it became increasingly obvious that we were in energy trouble irrespective of world politics, spurred alternative energy source activities in the fossil fuels areas. The oil embargo of 1973-1974 made the obvious even more so and provided additional emphasis for the need of such alternatives. Yet the preponderance of these added expenditures and activities (with one notable exception which is the subject of this discussion) has been focused on the intended identification of the best or ultimate process by means of analytical and modest empirical means, whereas our circumstance dictates a bold, higher-risk effort to prove the viability of coal conversion as an industry on a real-time, real-size, real-economics basis. With such proof on hand, industry demands in all related areas will provide the stimulus, motivation and environment for all processes. There is both need and room for many who will compete for a meaningful segment of this new industry which can grow at a rate never seen before in our growth history. The single program in the world today oriented specifically toward the goal of proof of industry viability is the Energy Research and Development Administration&apos;s CBF (clean boiler fuels) Program for which COALCON is proud to be the prime contractor.
