INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

What will this deal do to the company’s stock price? This question arises when a publicly traded mining company is presented with a new mine project, or business combination. The standard tool for addressing this question is to use discounted cash flow analysis, or net asset value(NAV), which is discounted cash flow net of liabilities. Cash flow-based analysis is invaluable for assessing project costs and other impacts on debt service capacity and internal rates of return. But cash flow analysis and NAV do not work very well for stock price analysis.

The process of flotation is an extremely important solids separation technique employed in a wide variety of industrial process applications. Froth flotation is practiced in the coal industry to recover fines produced during the mining and cleaning of coal. A recent review article by Aplan (1) covers the processing variables encountered in the flotation of coal and the variety of chemicals and operating conditions which affect recovery. Numerous engineering and scientific studies have been performed with the goal of providing semifundamental laws of flotation behavior for improved screening of flotation chemicals, better equipment scale-up factors, etc. Often the results of such work are expressed in the form of mathematical models (e.g. 2, 3, 4, 5, 6) which are potentially useful for evaluating (simulating) on paper such alternatives as possibles process operating or configuration changes, the effects of ore and reagent changes, etc. It appears to be commonly accepted that a complete scientific/engineering characterization of flotation is immensely complicated and not sufficiently developed at the present to accurately predict (or understand) many important industrial facets of flotation. Thus, one is often reduced to detailed experimental characterization in both the laboratory and plant in order to fully evaluate flotation changes or alternatives. It is the purpose of this paper to describe a method of batch laboratory data characterization that is useful in evaluating flotation chemical reagents including froth flotation of coal. The approach consists of running a series of time-recovery curves in a batch float cell followed by the computer curve fitting of this data to a series of mathematical models based on semi-physical reasoning. The unknowns or parameters of these models are then optimally chosen so as to best fit the experimental data. An operating problem encountered at the Moa Bay operation in Cuba, where nickeliferous laterite ore is processed by sulfuric acid pressure leaching, is the formation of alunite and hematite deposits on the autoclave walls. The AMPX Extractive Research & Development, Inc., metallurgical laboratory (Golden, Colorado) has made substantial improvements in the Moa Bay process in the areas of metal recovery, energy consumption, and feed versatility. One of the advantages of AMAX's process is its ability to treat substantial portions of nickel- and magnesium-rich serpentine while maintaining acid utilization efficiency. The process minimizes scale formation by combining staged acid addition with vigorous agitation and 270°C operation, but does not eliminate scaling. This paper describes how advantage can be taken of MgSO4?XH20 precipitation both to inhibit alunite scaling and to disperse hematite scale within the MgSO4?XH20 matrix. Cooling the autoclave from its 270°C operating temperature down to 180°C takes advantage of the reverse solubility of magnesium sulfate. The magnesium dissolves, liberating entrained hematite, thus providing a means for control of autoclave scale with minimum process disruption.

Mining and environmental objectives have traditionally been in conflict. This conflict reflects a delicate balance between the need to spend money to protect the environment, and the need to save money by extracting minerals efficiently. In an increasing number of cases, profit margins diminish rapidly with new environmental regulations and reactionary measures. Forced cleanups and increasing restrictions are unwelcome expensive processes. A practical solution lies in planning rather than reacting. This requires the ability to precisely quantify and qualify environmentally sensitive problems by providing effective engineering tools to model, visualize and analyze subsurface conditions. Prevention of environmental conflicts, and effective cost control are both rooted in the mining company's ability to construct accurate models, monitor changes, assess contamination risks and to design effective remediation plan. This paper presents a case study where these issues are addresses through the application of a new and innovative technology.

This paper evaluated using a water-filled abandoned mine (Orphan Boy) as a heat source for a 240- kW closed-loop heat pump with the goal of heating a 2,000-m2 building. The mine has a 245-m vertical shaft connected to a large stope by three horizontal cross-cut shafts. There is 1,250 x 106 L of water at a consistent temperature of 24-26° C that is available mostly in the stope. The only heat exchanger placement option is in the vertical shaft. Therefore, the focus was to model heat exchanger placement in the vertical shaft to determine the extent to which the systems will induce thermal currents between the stope and vertical shaft. Modeling of thermal currents, temperature profiles and heat contribution from the ground was done using finite difference and computational fluid dynamics. An optimal configuration was determined showing sufficient water movement and heat transfer will occur with a low water temperature in the shaft above 20° C. This project supports a U.S. Department of Energy (DOE) grant that will implement the full-scale system.

The study examines productive and unproductive hours in four underground mine shifts: 6 h, 8 h, 10 h, and 12 h. Moreover, two sub-scenarios of single or two blasts examined the effect on mine utilization regarding effective working hours in underground mines. Cuiabá Mine data, the Brazilian’s largest and deepest underground gold mine, was used in both sub-scenarios. Under the first sub-scenario, which assumes two blasts per day, the 6-h shift had an effective work time (EWT) of 13 h and 30 min or 56.3% of the day. The EWT was 15 h and 20 min, 63.9% of the day, in the 8-h shift scenario. The 15-h, 30-min EWT took 64.6% of the day in both 10/12-h shifts. The 6-h scenario had an EWT of 16 h and 15 min (67.7%) in the second sub-scenario with a single blast daily. The 8-h scenario boosted EWT to 18 h and 25 min (76.7%) daily. An EWT of 18 h and 35 min daily (77.4%) was found in 10/12-h shifts. Comparisons of both sub-scenarios show that EWT positively correlates with shift length. Sub-scenario 1 has a 7.6% incremental step from 6 to 8 h, while sub-scenario 2 has 9%. EWT increases from 8-h to 10/12-h shifts by 0.7% for single and two blasts daily. Compared to the two sub-scenarios, halting operations for blasting once daily improves the EWT average by 12.5%. Reducing blasting and changing underground mining shift duration might boost economic viability.

The Magmont Mine, a 50/50 venture between Cominco American Incorporated (the Operator) and Dresser Industries, Inc., (Halliburton), is a metallic mining and milling facility in the new lead belt of Missouri. The mine is located approximately 100 miles southwest of St. Louis. Legislation passed in 1992 by the Missouri legislature requires all metallic mining and processing facilities to apply for a Metallic Minerals Waste Management permit (MMWM) for their waste facilities. Regulations were subsequently promulgated by the Missouri Department of Natural Resources (DNR). Cominco obtained a MMWM permit (MM-006) from the Missouri DNR in 1992.

The so-called "construction aggregates," sand and gravel, crushed stone, and several kinds of metallurgical slags, are used principally in the construction and maintenance of all kinds of roads, engineering structures, buildings, homes, airports, etc. Production of these aggregates is approaching two billion tons annually. In terms of tonnage produced, sand and gravel has been the leading mineral since 1954, with crushed stone gradually approaching an equal tonnage. Sand and gravel is of widespread occurrence and of wide variation in suitable gradation and quality. It is a low-value, heavy-loading, short-haul commodity. These characteristics account for the historic concentration of production tonnage in and near urban areas where construction activities are concentrated. The combination of improved urban and near-urban highway systems and the steadily rising rail rates for short-haul traffic has fostered a consistent change since World War II from rail to truck transport, with trucks now accounting for more than 807 of the tonnage moving away from the production sites. While there are increasing numbers of exceptions, truck transport of sand and gravel is generally limited to about 30 miles. The expansion of the urban and near-urban areas of even moderate density, which became so pronounced after World War II, has been the source of most of the sand and gravel industry's environmental difficulties. Dust, noise and truck traffic associated with the operations -- particularly truck traffic -- have, of course, generated public complaint. This has been particularly true in those many cases where housing developments have approached and even surrounded sand and gravel operations which were in operation before the development started.

"Mine disasters, such as fires and explosions, can create a hazardous atmosphere due to the generation of carbon monoxide (CO). After a mine disaster, contaminated mine air can enter the refuge alternative (RA) as miners enter. Most built-in-place (BIP) RAs use an air delivery system to provide an unlimited supply of breathable air through a borehole which also serves to purge contaminants. In order to determine what levels of contaminants enter the RA, researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted testing in NIOSH’s Pittsburgh Experimental Mine using groups of 5, 15, and 30 subjects entering the RA. The experiment used sulfur hexafluoride (SF6) as a tracer gas that was released into the air outside of the BIP RA to establish a uniform concentration. After the human subjects entered the BIP RA, the SF6 levels inside the RA were measured to quantify how much of the tracer gas entered the BIP RA. In tests conducted while the borehole air supply was left off as test subjects entered, interior contaminant levels were less than 3% of the exterior concentration. In tests conducted with the borehole air supply activated as test subjects entered, the interior contaminant levels were measured at less than 2% of the exterior concentration. Considering a mine disaster can result in 10,000 ppm of CO in the mine atmosphere, these percentages indicate that unhealthy CO concentrations that may lead to headaches, dizziness, and loss of judgement can occur in a BIP RA. This information will help mines make decisions concerning air locks, air delivery systems and a determination if purging mechanisms are necessary. INTRODUCTION The Mine Improvement and New Emergency Response Act of 2006 (MINER Act) was enacted in the wake of three mine explosions/fires that claimed 19 lives that year. Intended to help improve underground coal mine accident preparedness, the MINER Act includes provisions that target mine safety issues in areas such as emergency response planning, adoption of new technology, training and education, and enforcement of mine safety standards (MSHA, 2006). Section 13 of the MINER Act specifically directs the National Institute for Occupational Safety and Health (NIOSH) to provide for research into the effectiveness and viability of RAs for underground coal mines. This mandate culminated in the 2009 adoption of changes to the 30 CFR mining health and safety regulations, requiring underground coal mines to provide RAs capable of maintaining a life-sustaining environment for persons trapped underground. Such RAs can be either pre-fabricated or BIP shelters. The regulatory changes also include provisions establishing requirements for Mine Safety and Health Administration (MSHA) approval of RAs and their components, and among these provisions are numerous criteria for providing a safe, breathable atmosphere within RAs."

The Bituminous Coal Mining Industry of the Federal Republic of Germany produces nearly 100 million t/yr of clean coal. The largest coal mining area is the Ruhr District with dimensions of 100 x 40 km (65 x 25 miles). Figure 1: Here is the general administration of Ruhrkohle Akteingesellschaft RAG with its three divisions. Other coal mining areas in Germany are the Saar District and the Aachen District. Ruhrkohle produces 70 million t/yr of clean coal. The company operates 28 mines in the Ruhr District with an average raw coal production of 18000 t/day. Their average mining depth is 831 m (2740 ft.) and the average seam thickness is 177 cm (70 in.). Figure 2: Preparation plant reject is 44.6%. All following production figures will be with reference to raw coal because the raw coal production is the technically relevant number. Mining operations are mainly in non-dipping coal deposits whereby mechanized equipment for flat seams is also applied to deposits dipping up to 45? Coal extraction is done exclusively by the longwall method. Approximately 200 longwall installations are in production at any time. The average longwall length is 221 m (730 ft) ranging between 140 and 290 m (460 ft and 960 ft). The average longwall advance of all operations is 2.8 m/day (8.4 ft per day). Average production

This study is devoted to the improvement of the decision-making process in occupational protection of uranium miners in France. Its purpose is to apply the principles which are recommended by the I.C.R.P. in the field of radiation hazards. These principles, which have introduced the notion of "optimization" in standard setting, suggest the importance of applying cost-benefit and cost-effectiveness analysis to this sector. The objectives here are twofold : to evaluate the present organization of radiation protection on the basis of a simulation model of polluted air flow in the mine (due to the decay of a radioactive gas, radon) and to develop cost-effectiveness analysis of the various radiation protection policies.

The ability to detect and quantify ground movements in underground mine workings is of the utmost importance to the safety of miners and continuity of operations. Rib sloughage is one of the most common forms of underground deformations. Remote sensing techniques, such as laser scanning, can be used to quantify this rib sloughage, by recording precise, time-lapse point clouds of mine workings. In order to determine sloughage volumes and locations, a total of 11 laser scans were performed 41 days apart at a working section of an underground limestone mine. During this period, significant sloughing and scaling occurred, allowing for differentiation between the initial and final point clouds.

Much has been published lately about the application of advanced control strategies in the automatic control of autogenous and semi-autogenous grinding circuits. The application of adaptive control algorithms, self-tuning controllers, state estimation, and expert systems has been well documented. While these approaches can be very effective; experience has shown that quite often simply "fixing the fundamentals" can have a significant positive impact on overall grinding circuit performance. This paper will highlight the results of process optimization and process control work by the authors at a variety of autogenous and semi-autogenous installations. A review of one approach for quantifying the mill load/bearing pressure/power relationship is provided. Accurate monitoring of key mill process variables is a necessary prerequisite for both effective process analysis and process control. This paper discusses some of the concerns related to defining steady state operating conditions and the issues related to signal conditioning. The paper concludes with a discussion of an effective application of algorithmic constraint control which incorporates many of these considerations.

Gold mineralization at the Colosseum Mine is submicroscopic and associated with pyrite. Pyrite occurs in breccia clasts, replacing dolomite, in crackle breccia veinlets with traces of quartz, and as disseminations in two small, interconnected intrusive pipe complexes of rhyolitic felsite and breccias of felsite and wall/country rock. Breccia types grade from felsite plus wall rock of Pre-cambrian gneiss to cross-cutting breccias "of felsite, gneiss, and Paleozoic sedimentary rocks that are in contact with the Precambrian gneiss terrane one-quarter mile (40Om) southwest of the Colosseum pipes. Mineable reserves are estimated to be 8 million short tons (7.3 million metric tons) at 0.074 troy ounces of gold per short ton (2.3 g/metric ton) at a cutoff of 0.03 troy ounces of gold per short ton (1.0 g/metric ton).

Believe it or not, good, honest, enterprising capitalism is still alive and flourishing north of our common border, and I am living proof that capitalism is still working for the little guy. My personal story of mining development in Canada isn't all that rare -- you've probably heard something like it from other areas and other days several times -- but my case brings it up-to-date. I would like to Tell you briefly the history of Northumberland Mines Limited, a contemporary case of individual enterprise getting a mining operation underway. And if I can do it you probably can too.

Resource estimation for the West Leeville deposit is prepared using a conventional explicit approach. The geologic model is developed using interpretive methods based on visual logging. Grade shells are then prepared at low and high grade cutoffs. The low grade shell includes material of interest (Au > 0.010opt), while the high grade shell is developed slightly below the economic cutoff grade for mining. Grade estimates are made within these boundaries. This paper documents a conditional simulation study to evaluate the uncertainty contributed by both the grade shells and grade estimates. Multiple realizations are generated for the grade shells and the grades. The full combinatorial of realizations are merged to assess the uncertainty and the relative contribution of the grade shell and grades.

"INTRODUCTION A positive workplace environmental, health, and safety (EHS) culture affords organizations and corporations many benefits, including increased trust and employee morale, sustainable EHS performance improvements, and reliable productivity and profit margin growth. Unfortunately, many leaders and EHS professionals struggle daily to achieve and maintain positive workplace cultures and consistent business results. While lack of management support, corporate or employee buy-in, resources, and time are common factors that conflict with an EHS culture and safe work behaviors and processes, there are many other actions that threaten the positive attributes of an organization’s culture. Often these culture killers are not recognized, or worse yet, ignored because they are considered taboo. For example, voicing observations or questioning long-held management practices or process that were initially designed to promote EHS values, but no longer do so. Unfortunately, this could be viewed as challenging authority, not being a team player or even not valuing EHS. And for those that speak up, the potential for negative consequences can be real impediments to positive change. Having an open mind, constantly striving to identify culture killers, and putting forth the effort to eliminate them are the first steps to begin reaping the benefits of having a sound workplace culture. This paper helps readers to: • Recognize culture killers that negatively impact fostering and maintaining sustainable EHS cultures in the workplace. • Understand how to prevent, avoid, and respond to culture killers, before they wreak havoc in your organization. • Assess EHS culture strength, and implement plans to continuously improve it. The desire to draw boundaries around concepts, put things into boxes, and nail down requirements for something that is virtually impossible to solidify for any length of time is quite fascinating! These desires can pose challenges when trying to define what the perfect EHS culture should look like. The very act of trying to define our culture tends to create silos, and these silos, in turn, can become “culture killers”. The following is one of the most common culture killers. UNBALANCED ORGANIZATIONS TRIGGER CULTURE KILLERS Unbalanced organizations occur when an organization’s constantly shifting focus forces other important needs to take a back seat--until the focus changes again. This balancing act can be detrimental and lead to catastrophic results including low morale, lack of trust, employee dissatisfaction, high turnover, increased incidents, poor profit margins, loss of market share, and ultimately into organization-wide failure."

Recent NIOSH published information has shown an increase of rapidly progressive coal workers? pneumoconiosis (CWP) in the southern Appalachian coal region (SAR) of the U.S., despite the fact that compliance data indicates that most coal miners have been exposed to coal mine dust concentrations below the statutory limit of 2.0 mg/m³. While the exact cause of these elevated CWP levels in the SAR has not been established, several factors may be contributing to the increase in occupational lung disease among coal miners. The mining of high rank coal is known to lead to higher CWP rates, and this type of coal is mined in a portion of this region. Also, a high percentage of the mines in the region are on reduced dust standards because of the high silica content of the airborne dust resulting in miners possibly being exposed to excessive amounts of respirable silica dust. Exposure to excessive amounts of respirable silica dust can lead to silicosis, a disabling and potentially fatal lung disease. NIOSH's Respiratory Hazards Control Branch has been investigating the possible causes that would account for the observed higher trends in disease progression through literature review, data analysis, and in-mine surveying. The investigation to date has revealed that underground mines are faced with cutting large amounts of rock in order to maintain haulage clearances. Cutting rock not only increases the potential for silica exposure, it increases the requirement for machine maintenance which was a concern observed during dust surveys conducted by NIOSH. Over half of the mines operating in the SAR are on reduced standards due to high silica content. Adequate face ventilation of the continuous miner and roof bolter and limited down-wind operations from the miner are also issues of concern and items which require the constant attention of miners operating in these conditions. In previous reports by Hausel et. al., (1979 a, b, and c), Leighton and McCallum (1979), and McCallum (1974;1979), several exploration procedures were examined as to their effectiveness in locating kimberlite intrusives in northern Colorado and southeastern Wyoming, where approximately 90 kimberlites have been recognized within 5 districts (Figure I). Briefly, geological mapping and stream sediment sampling for indic- ative heavy minerals of kimberlite (pyrope garnet, chrome diopside, and magnesian ilmenite) proved to be the two most effective methods in isolating kimberlite occurrences within the granitic terrain of Colorado and Wyoming (Hausel et. al., 1979 a, b, and c; Leighton and McCallum, 1979). Where a kimberlite intrusive is deeply weathered, remote sensing using color and color infrared aerial photography may be a potential reconnaissance tool in kimberlite exploration. The kimberlitic eluvium supports thicker grassy vegetation, and at least one species of grass (the Bluebunch Wheatgrass) is found to grow only within the eluvium. The result is that vegetation in the kimberlitic eluvium is a better infrared reflector than the vegetation in the surrounding granitic soils (Hausel et. al., 1979 b; McCallum, 1974
