Coal-fired power plants in the U. S. produce approximately 20 million metric tons of Hue-gas desulfurization sludge every year. The sludge mainly consists of calcium sulfite and calcium sulfate. This can be converted to synthetic gypsum, which in principle could be a marketable commodity. However, many Hue-gas scrubbers produce sludges that do not meet the quality requirements of the gypsum industry, and so their sludges must be landfilled as a waste. If a suitable method can be developed for removing certain objectionable impurities from the sludge, it will then be possible to market the material instead of landfilling it. A sludge from a natural-oxidation scrubber was characterized, and the main contaminant was found to be calcium carbonate from unreacted limestone. Based on the particle size and the characteristics of the material, froth flotation was considered as a method for purifying the material. Since no flotation studies have ever been carried out to separate calcium carbonate particles from calcium sulfite or calcium sulfate particles, it was first necessary to select a suitable collecting reagent. Based on Zeta-potential studies, the most suitable reagent was found to be an octadecylamine-octadecylguanidine complex. Results are presented for flotation of calcium carbonate from scrubber sludge using this reagent, in a reverse-flotation process. The best results were obtained when the sludge was first pre-cleaned using a water-only cyclone to remove unfloatable coarse limestone, followed by froth flotation to remove fine limestone.

INTRODUCTION Prior to excavation in soil and rock, it is useful to know the subsurface structure. This is important information both for safety and for equipment scheduling reasons. It is useful to know whether parts of the subsurface might be potentially troublesome or of different character than is generally thought present. By using geophysical probing, it is possible to infer the location and size of these unusual regions. The ground structure is commonly estimated from core samples taken from boreholes. These cores give a detailed knowledge of the structure in the borehole. However, knowledge of the structure exterior to the borehole can only be extrapolated from core data. By using seismic and electromagnetic cross-borehole geophysical probing, remote probing can be used to sense the region exterior to boreholes. A recent advance has significantly improved the state-of-the-art for defining the ground structure between boreholes. This new procedure utilizes large amounts of data and provides a detailed picture of the subsurface. The data processing algorithms used are similar to those in medical imaging of the human body using x-rays, a science called x-ray tomography. This imaging of the ground is called geotomography, which is a shortened acronym for geophysical tomography. Several examples of geotomography applied to imaging ground structure are presented. Our approach has been to probe the ground with electromagnetic and seismic waves. We map the region of interest with signals transmitted between multiple source and receiver pairs lowered in boreholes on opposite sides of the region (Figure 1). M.S. Azun I have many objections to the content of the author's paper. Before discussing it, however, I would like to repeat the property of semivariogram function. Second order stationary properties of regionalized variables (ReV's) such as semivariogram function y(h) are perfectly known in geostatistics. Also, the kriging equations in the language of mathematical statistics using second order stationary properties are well understood. However, the way to use the sample (estimated) semivariogram function in any one of the kriging procedures is vague. The sample semivariogram function is given as follows: [ ] where N is the total number of samples, Xi is the sample value at the i - th location, Xi+h is the sample value at the i + h - th location, and h is the distance among the samples. An estimation variance of sample semivariogram function of first lag is smaller than that of higher order lag. The theoretical semivariogram function reaches the variance of samples asymptotically. But this is not easily observable because of the larger variation involved in the estimate of semivariogram function. In general, an estimation procedure is done for h = 0, 1, 2, up to the greatest integer less than N/2, even though sample semivariogram function can be computable through N-1. After estimating semivariogram function, the critical question of how to model sample semivariogram function arises. As seen in the above equation, sample semivariogram function is discrete and can be smoothed by the model being selected. Therefore, modeling of sample semivariogram function is the most important step in geostatistics. It not only smoothes a discrete function but also affects the results of the kriging procedure. When the only aim is to model the semivariogram function, which is the basic point of the author's paper, one can employ any fitting techniques, such as curve fitting, or any arbitrary functions, which are called submodels in the paper. The term "arbitrary function" is used rather than "submodel" because there is no basic understanding of developing them. The author suggests that the sum of those submodels can also be used for the modeling of sample semivariogram function. The combination of any arbitrary functions brings many problems instead of giving an insight of the domain structure considered. The author used two arbitrary functions and the nugget effect in response to sample semivariogram function (Fig. 10). For the same example, he stated that the parameters involved in the mixed arbitrary function model can be accepted when the discrepancy between sample semivariogram function and the model is small visually. For verifying the fitting behavior of any selected model, one should not be contented with the visual satisfactory. Some statistical measure such as goodness of fit has to be used. The author's practice is no more than an exercise in curve fitting without any fundamental understanding or conceptualization of the underlying physical mechanism. Furthermore, the selection of any model is not an easy task if the purpose is the search for the "best" response to the observed second order properties of ReV's. I suggest that the Markovian model (Azun, 1983), on the basis of a theoretical understanding of underlying mechanism, which gives more information about the occurrence of regionalized variables, is used to respond all properties of ReV's. There are a lot of problems for modeling of one-dimensional sample semivariogram function. Thus, it is not appropriate to go to higher order dimensional sample semivariogram function modeling. In the meantime, I would recommend that one can connect the values of standardized sample semivariogram function rather than simple values of semivariogram function in the two-dimensional estimation. The standardized values can be computed in dividing the semivariogram function value by the number of sample pairs involved in each lag regardless of the directions. In conclusion, geostatistics is an interdisciplinary area in mining that uses the principles of mathematical statistics. Thus, it should not violate any probabilistic and statistical rules. When Matheron was developing the theory of geostatistical study in the early years of geostatistics, many mining people had a reservation accepting the geostatistical tools. However, this does not mean that we, the geostatisticians, might try to convince those people using some "strange" tools or rules as some authors implied (Baafi and Kim, 1984). Instead, we have to develop and explain the geostatistical tools staying only in the framework of statistical concepts and properties. Rendu The interactive method proposed by Rendu allows practitioners to develop semivariogram models that take into account not only the numerical information obtained by sampling, but also highly significant additional information that often cannot be quantified. The geology of the deposit - including hypotheses concerning its genesis, sampling methods, assaying methods, and mathematical methods used to calculate the semivariograms - all have an influence on the numerical results obtained and on how these results should be interpreted. If all the information concerning the spatial distribution of values in a mineral deposit was contained in the sample values, it could be argued that statistical techniques alone would produce optimum models. However, this is rarely, if ever, the case. Methods that allow the user to take into account his experience and his geologic understanding of the deposit should not be rejected for the sake of theoretical statistical purity.

The Pipeline gold ore body was discovered in Lander County, NV in March 1991. Construction of the new mine and mill did not start until early March 1996. The $289-million project was placed on a fast-track development schedule upon completion of permitting and corporate approval. The mine and mill were commissioned 11 months after the start of construction and the project ended up $40 million under budget. Project design and construction management were provided by Placer Dome Project Development Division (PDD). History The Cortez Joint Venture has operated in northeast Lander County since the late 1960s. The business structure is comprised of 60% Placer Dome and 40%Kennecott Exploration. Throughout the years, production has been from several small open-pit deposits— Cortez, Horse Canyon, Gold Acres and now Pipeline.

The Bureau of Ocean Energy Management (BOEM), a bureau within the U.S. Department of the Interior, has responsibility over both energy and non-energy mineral development on the United States Outer Continental Shelf (OCS) under the OCS Lands Act (“OCSLA”). BOEM’s Marine Minerals Program (MMP) manages federal offshore mineral deposits through non-competitive, negotiated agreements for sand and gravel (“sand”) used in coastal restoration efforts and the competitive leasing of critical and hard economic minerals (“critical minerals”). As the steward of OCS critical minerals, BOEM MMP is responsible for understanding where critical minerals are located, identifying and understanding their environments, managing activities that affect these resources, and implementing pertinent federal policies. Fulfilling these responsibilities involves the collection and analysis of environmental, geological, and geophysical data; supporting the science needed to understand the impacts of resourcerelated authorized activities on the biological, physical, and sociocultural environments; encouraging emerging technologies that can reduce the environmental impact of activities; and communicating with stakeholders to foster an understanding of existing federal regulations and potential needs to revise the legal framework. Four U.S. federal rules in the Code of Federal Regulations (CFR) currently inform MMP’s procedures: 30 CFR 580 (prospecting for minerals), 30 CFR 581 (leasing of minerals), 30 CFR 582 (operations in the OCS related to minerals), and 30 CFR 583 (negotiated noncompetitive agreements for sand). Other federal laws and regulations are also pertinent, particularly those supporting the National Environmental Policy Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, Coastal Zone Management Act, Clean Air Act, Federal Water Pollution Control Act, and Magnuson Stevens Fishery Conservation and Management Act.

The paper presents a description of the procedures that were used to generate a ventilation criterion based on measurements of ambient mine air exhaust pollutant gases and ventilation airflow quantities. Today's economics dictate that a ventilation requirement be based on actual operating conditions. This will assure optimum economics and a safe working environment at the same time. The paper presents a methodology by which a ventilation requirement is based on the average maximum expected concentrations of nitric oxide (NO), nitrogen dioxide (NO2), carbon monoxide (CO), and carbon dioxide (CO2) that equipment operators in one of our Southeast Missouri mines will be subjected to. A graph has been generated whereby the expected maximum levels of NO, NO2, CO and CO2 are plotted against the ventilation quantity of a mine stope.

Procedures for the determination of the operating point that results when a fan is connected to a mine and placed in operation have been a source of confusion for decades. A variety of techniques has been proposed, often to the detriment of the practicing ventilation engineer trying to apply the techniques to the multitudinous mine/fan matching problems encountered in the engineering of mine ventilation systems. This paper proposes some different assumptions and definitions that simplify the solution of problems in determining the operating point. As a result, a set of procedures is provided for determining the operating point of a mine/fan system when the outlet areas of the mine and fan are known. To establish a major simplification in the development of procedures for the determination of the operating point for a mine/fan combination, the authors suggest that the mine pressures be redefined and then used in such a manner that the conservation of energy is ensured. This provides the basis for the recommendation that the fan operating point be determined using the fan total pressure and the system total pressure characteristics. This procedure can be applied to fans in the blower, booster, and exhaust positions equally well and to both single-fan and multiple-fan networks. Another advantage is that the method is applicable to fans with or without an evase.

This study investigates upgrading of low-grade banded hematite quartzite iron ore (Fe ~31%). Conventional beneficiation was found to be futile. The susceptibility of iron phases to microwave exposure and their selective absorption assists in the liberation of iron values. Microwave exposure of coarse particles at 540 W for 10 min yielded a concentrate with Fe 56.30% and recovery of 50.68%. Conventional carbothermic reduction at 500 °C, 60 min and 9% charcoal yielded a concentrate with Fe 57.6% and iron recovery of 68%. The presence of sufficiently bonded silica leads to an easy formation of a fayalite phase. The microwave reduction design yielded FeG of 57.6%, FeR of 47% and a yield of 24% at an optimal condition of 540 W, 8 min and 6% charcoal. It was found that a small fraction of microwave-irradiated ore-charcoal mixture melted rapidly, and pure ferrite balls were observed within 8 min. An optical micrograph of a ferrite ball reveals the retained austenite and martensite phase.

As part of the Link Light Rail project in Seattle, WA, work was completed at the Pine Street Stub Tunnel (PSST) in early 2007 for the Central Link project. This tunnel was excavated using cut-and-cover construction within the limits of Pine Street. The stub tunnel provides a turn back via double crossover for light rail trains running in the Downtown Transit Tunnel (DTT), as well as a connection point for the next phase of the project, the University Link (Fig. 1). Designing the new University Link tunnel connection to the existing PSST was a tricky task. The on-site geotechnical conditions, buried obstructions, geometry, requirements for construction and balancing operational considerations and neighborhood stakeholder concerns associated with the recently completed PSST combined to create a uniquely challenging assignment.

A cooperative study was undertaken by representatives of the environmental community, the mining industry, and state government to identify and resolve environmental issues associated with base and precious metal mining in a neutral atmosphere before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried non-ferrous mining regulatory program using three hypothetical mining developments sited in environ-mentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environ-mental issues that will need continued deliberation before resolution, and characterization of data necessary for environmental review and permitting decisions.

Thirty years ago, the appearance of a female mining engineer, geologist or miner in a company, union or mine environment would have been unthought of, unwelcomed and violently opposed. Twenty years ago, the intellectual perception of the news that women were interested in becoming mining engineers, geologists and miners had been accepted by the industry-but no one wanted to be the first to hire one of these exotic creatures. Ten years ago, those who had been most vehemently opposed to the philosophical idea of women working in these areas were faced with competent, productive engineers, geologists and miners-who only incidentally happened to be women-and began hiring them. Historically, of course, one can always find the isolated individual who worked in these areas-the first female graduate of the Colorado School of Mines with a mining engineering degree graduated in 1903-but the concept of woman as professional engineer was very slow in arriving in the United States. The few who worked as miners generally worked in small family enterprises, such as some of the coal mines in both Eastern and Western United States. Others accompanied husbands or sons into wilderness areas searching for gold and other precious metals.

NFPA 502, Standard for Road Tunnels, Bridges and Other Limited Access Highways establishes minimum fire protection and fire life safety requirements for road tunnels, bridges and other roadways where access by emergency responders is physically limited. The 2008 edition of NFPA 502 represents the Technical Committee?s consensus of current best practice for fire protection and life safety requirements for road tunnels, bridges and similarly limited access highways. Research of national and international test programs, design guidelines and regulating standards was per-formed and considered in an effort to establish a singular, comprehensive document representing a recognized base threshold of fire safety in these type facilities. This paper provides an overview of the more significant revisions including the application of fixed fire suppression systems, guidance on tenable environment, protection of structure and dangerous goods transport.

The physical and mechanical properties of coal play a important role in the planing and design of coal mines. However, due to the complexity conditions in situ and the influence of unknown factors, it is hard for people to evaluate the physical and mechanical properties of coal directly. In this research, uniaxial compressive stress was used to change the attribute of coal samples, and the ultrasonic measure technique was used to evaluate the physical and mechanical properties of coal. The results of laboratory test showed that there was a strong relation between uniaxial stress and velocity of ultrasonic wave. Sensitivity analysis with numerical simulation was used to define the relation between the physical-mechanical parameters of coal and ultrasonoc wave. With the dynamic analysis module of FLAC, three elastic and plastic models were built to model the coal samples. The modeling parameters were changed pro rata, and the correlation of coal and ultrasonic wave properties were summarized and presented. The result from this research will be base for further analysis of caving behavior of coal.

The minerals industry consumes billions of dollars in raw materials, equipment, tools, services and chemicals. The industry, though, has turned overmuch of the research and development (R&D) for these products to manufacturers and suppliers. Now the industry and its suppliers must decide how much R&D the mining industry should be responsible for and what role the suppliers should play. Promoting R&D As a result of the current environment in the mining and minerals industry, there has been a substantial decrease in R&D. Depressed prices, stagnant growth, cost cutting and rationalization are evident.

The most common methods of processing of uranium ores is sulfuric or carbonate leaching with conversion of hexavalent uranium to uranyl carbonate or sulfate anionic complexes followed by sorption of the later by strong base anion (SBA) exchange resins. It is known that chloride anion has high affinity for SBA resins so that it depresses sorption of anionic complexes of uranyl. Application of the SBA resins becomes impractical for recovery of uranium when chloride concentration in pregnant leach solution exceeds 3-5 g/l [1-3].

In Australia during the 1990s, Zeni Drilling took on several demanding shaft boring contracts. This paper describes the safety, operational, technical and environmental advantages derived through the implementation of mechanized boring methods for two of these projects. The paper first describes a 3-meter (10 ft) diameter access shaft blind bored from an underground location to 440 meters (1,444 ft) deep for a gold mine in Tasmania. The construction of a 5.8-meter (19 ft) diameter, 515-meter (1,690 ft)deep ventilation shaft for a longwall coal mine in New South Wales is also described.

Copper, nickel, zinc and other ?penalty? metals are found with gold together in nature, and have a similar chemical affinity for cyanide used in leaching operations4. As a result, solutions that come from the heap leach pads contain a significant concentration of penalty metals along with the desired gold. In solution, gold and cyanide form the complex Au(CN)2- that is readily adsorbed onto activated carbon. Penalty metals as individual metal ions also load onto activated carbon and, depending on the concentration of cyanide and the pH of the solution, can form various cyanide complexes. Some of these complexes can also load onto carbon while some are significantly inhibited from loading. Copper, for example, can form the dicyanide complex Cu(CN)2-, the tricyanide complex Cu(CN)32-, and the tetracyanide complex Cu(CN)43-. At a low pH and a low concentration of cyanide, the dicyanide complex predominates. At a higher pH and a higher concentration of cyanide, the tetracyanide complex predominates. Without excess cyanide, however, individual copper ions can remain present. Activated carbon is used in gold extraction because it is highly selective for gold and less so for other metals, such as copper3. However, copper has the ability to adsorb (?load?) onto activated carbon and block the adsorption of gold when it is in the dicyanide form and in a high enough concentration. When copper is in the tetracyanide form, copper loading is significantly inhibited, allowing for the maximum gold recovery. In order to ensure the tetracyanide complex is formed, a combination of both available cyanide and elevated pH must be present. In the South Area of Newmont Mining Corporation?s Gold Quarry mine in Carlin, Nevada, copper and nickel loading becomes a problem when certain acid generating zones of the heap are leached. Copper, nickel, zinc and other penalty metals become leachable and the lower pH uses up more of the cyanide and creates carbon loading conditions for the metals. This decreases the carbon?s ability to extract the gold from solution, decreasing the recovery and increasing the concentration of gold in the barren solution that leaves the carbon columns. In this study, operational data from March through to May of 2007 is presented to show how Newmont developed a quick fix to lower pH and elevated metal concentrations that were causing low gold loadings on activated carbon at their South Area Leach (SAL) heap leach operations. Laboratory tested were also conducted to examine the chemical kinetics of metal loading and the individual effects of increased cyanide concentrations. THEORY Copper I ions form four different complexes with cyanide in solution: the monocyanide species CuCN, the dicyanide species Cu(CN)2-, the tricyanide species Cu(CN)32-, and the tetracyanide species Cu(CN)43-. The species are formed from the following reactions: [Cu)(?+-+ K1 (1) Cu ß2 (2) --+?+23)(3CNCuCNCu ß3 (3) --+?+34)(4CNCuCNCu ß4 (4) ] where K1 equals 1019.50, ß2 equals 1024.03, ß3 equals 1028.65, and ß4 equals 1030.35. Along with these complexing reactions, hydrogen cyanide and water also dissociate in solution, as per the following reactions: [H?+-+ KH (5) OHOHH2?+-+ KW (6)] where KH has a value of 109.24 and KW has a 1014 value2. These six chemical equations compete with each other, with domination of one over the others dependent on the CN- and H+ concentrations. Each complex also has different properties when it comes to its loading behavior on activated carbon. The dicyanide copper complex and the monocyanide copper complex have an affinity for adsorption onto activated carbon that is greater than the affinity of gold cyanide for adsorption. They also have a lower solubility in water, which enhances adsorption. The tricyanide copper complex and the tetracyanide copper complex are water soluble and have an affinity for loading adsorption on activated carbon that is less than the affinity of gold cyanide for loading adsorption1. There are three prime reasons for this phenomenon. First, the extra cyanides mask the metal ion more, which blocks the main adsorption characteristic of the complex. Second, the complexes are also larger, making it harder to physically fit into the active sites on the carbon. This helps make the latter two complexes kinetically inhibited from adsorption, freeing carbon active site to load with gold cyanide complexes. Third, it is also important to consider the expressions of the mass and charge balance. These balances describe all the overall concentration of copper and cyanide in solution, as well as marking overall charges of the ions in solution4. This is important because significantly changing the charge from positive/neutral to more negative is another reason for activated carbon to reject adsorbing the higher cyanide complexes. The speciation of copper and other penalty metal cyanide complexes in solution is dependent on the pH. At lower pH values, increased hydrogen ions (H+) can out-compete metals for cyanide ions. Lower free cyanide in the system leads to the lower cyanide species of copper cyanide predominating, with a noticeable concentration of the free metal, monocyanide and dicyanide species of copper cyanide. At higher pH values, hydrogen ions are significantly reduced, reducing the kinetics of HCN formation. More free cyanide remains in the system, allowing for more complexing. With this higher amount of cyanide in the system, the tetracyanide species of copper cyanide predominates, also with a noticeable concentration of the tricyanide species of copper cyanide. The planning of an underground mine for successful extraction of a bedded deposit in sedimentary rocks requires the integrated evaluation of many interdependent problems. The development and coordination of feasible solutions are the responsibility of the mining engineer. One of these problems will be discussed herein; this is the design and .layout of mine workings to secure effective control of the strata above and below the deposit. The objective is the simplest possible repetitive system permitting safe maximum recovery at optimum cost. Mining conditions to be encountered must be predictable. The best mining equipment is ineffective unless strata are controlled. Conversely, a mining layout is only of academic interest, if equipment can not be adapted to work it with adequate provision for ventilation, compliance with mining laws, proper ingress and egress and other practical requirements. Strata control, then, is but one of the mining engineer's problems, and the solutions must be worked out concurrently with solutions to other problems. Dr. Karl F. Fetters in his introductory remarks before the Fourth International Conference on Strata Control and Rock Mechanics at Columbia University said that mining engineering ?has come from the stage of empiricism backed by intuitive reasoning, to where it is based on fundamental scientific and engineering principles?. The standard curriculum in mining engineering now reflects such a change. In common with other branches of engineering education, less and less emphasis is placed on practical skills and more and more on broad scientific education. Science, research and the quest for basic truth are stressed, while descriptive courses and the teaching of specific skills are limited.

Ontario Power Generation is building a 10.4-km water diversion tunnel in Niagara Falls, Canada. The tunnel is a two-pass, cast-in-place prestressed concrete-lined pres-sure tunnel with a nominal internal diameter of 12.7 m. It is mostly situated within the Queenston formation which swells in contact with fresh water and has very aggressive groundwater. Tunneling in this material presents challenges in both design and construction. The tunnel design includes for a membrane to eliminate the potential for rock swelling and to protect the concrete liner from the ground conditions. A unique three-stage Geotechnical Baseline Report (GBR) is being used and is expected to provide an equitable method of dealing with any variations in subsurface conditions.
