INTRODUCTION East Side Access (ESA) Contract CQ028 is located in the New York City Borough of Queens. The contract involves construction of a 230-meter (760-foot) long open-cut excavation with a permanent deck supporting Amtrak yard tracks over a semi-circular TBM launch wall on the east end, and the 36.5-meter (120-foot) long Northern Blvd. Crossing on the west end. The Northern Boulevard Crossing will be mined under an existing New York City Transit (NYCT) five-track subway tunnel; Northern Boulevard, a heavily traveled five-lane truck route; and an existing NYCT three-track elevated line; connecting to an existing open-cut shaft adjacent to the existing 63rd Street Tunnel bellmouth. When completed, Contract CQ028 will provide access for future Manhattan and Queens tunnel contracts. The footprint of the open-cut was determined by the geometric requirements of the future Plaza Interlocking facility to be constructed within in another future ESA contract. See Figure 1. This paper discusses design risk mitigations for the key elements of the contract, namely the Northern Blvd. Crossing and the semi-circular TBM Launch Wall. PROJECT OVERVIEW The Metropolitan Transportation Authority Capital Construction Company—East Side Access Project for the Long Island Rail Road will provide Long Island commuters with direct access to Manhattan’s East Side via a new rail line between the Harold Interlocking in Queens and Grand Central Terminal in Manhattan. The project connects the unused lower level of the existing tunnel under the East River at 63rd Street to new connecting tunnels in Queens and Manhattan. Contract CQ028 Scope and Construction Schedule This contract consists of the excavation of an open-cut from the east side of Northern Boulevard, through an existing MTA-owned rail yard and into the western limits of Amtrak’s Sunnyside Yard. "The impact of mine closure is perceived through a veil of compliance to human laws and regulations rather than the laws and equilibrium of nature. This perception motivates present research. Understanding the causes and effects of mine closure defines levels of responsibility. This understanding evolves from mine closure's legacy. Mine closure is characterized in perpetuity by three aspects: Future liabilities; level of technologies for extraction and, usage of mineral resources. These aspects must be updated to a rationally appropriate level. This paper will address the following questions: Will the minerals remaining in the process of mine closure ever be recovered? Will the mine closure inhibit the availability of minerals for the next generation? How many mines are designed to perform a successful mine closure? Do we close the mines or do we close nature? Is it responsible to continue mine closures as we do them today? Is mine closure a complement of mine operations or a contradiction of mining? Do we need to perform mine closures, yet? This paper reviews mine closure practices and principles with the level of responsibility to nature and for the next generation.PREFACE The planet has irreversible issues to deal with regarding the depletion of mineral resources and contamination occurring from human activities. The population increased exponentially to more than seven billion, this high population with its lifestyles, demands a higher supply of minerals. In spite of these conditions, mining is a vital industry to keep ""civilization"" in society. This is evidenced by what we see around us, in that everything ""made"" in society is directly or indirectly due to mining. Hence, mining cannot be avoided or ignored. Society misunderstands the importance of mining in relation to other activities. At this time, mining is fragmented and economically oriented to supply cheap minerals to a market with peculiar characteristics regarding products that could be designed for recycling and stimulate nature’s equilibrium. These issues add important “variable factors” to the equation, when they are considered as parameters for the next generation. It also raises many questions regarding principles and attitudes about morals and ethics exercised in all anthropogenic activities. The industry's practices have many flourishing paradigms which are subject to a variety of criticisms and observations. Some of these observations will be described in this paper. It is important to clarify in advance a ""normal disclaimer"" about the ""apparent contradiction"" that could take place in the writer's comprehension when we abruptly ""jump to conclusions"". We must remember that we are profiling the future in an arena that demands a better understanding of solutions to problems created by actual mining."

This study outlines implemented tactics and results for community empowerment through participation in questionnaire surveys, educational programs, and discussion on sustainable sourcing from new critical raw materials (CRMs) projects. Utilising questionnaire surveys, including the Public Participation Geographic Information System (PPGIS), the research gathered public opinions from Estonia, Germany, Poland, and Zambia, receiving 1,068 responses. These responses addressed various social, economic, and environmental issues related to CRM projects. Feedback from educational courses with participants from over 25 nations and public events provided additional insights. The collected data and feedback offer crucial input for advancing sustainable and responsible CRM sourcing strategies in these regions.

A ventilation study was conducted at a western U.S. coal mine to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. This field study was part of a project investigating the effect of longwall face length and caving characteristics on longwall face air behavior and its potential movement on and off of the face. Tracer gas experiments using sulfur hexafluoride (SF6) were done to describe air movement on the face and in the mined-portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob.

Federal mine safety regulations prohibit the recirculation of face air In a gassy Class III metal-non metal mine. Tg Soda Ash, Inc, operates a 2.0M ton/yr (2.2 million st/yr) underground gassy Class III trona mine In southwest Wyoming, currently liberating approximately 5,700 m3/day (200,000 ft3/day) of methane. Because of the low methane emissions and the incombustibllity of trona, it was decided that Tg would be an excellent environment to test recirculation at a U. S. gassy mine, for possible future use by Industry. A research program was begun with the cooperation of MSHA, the U.S. Bureau of Mines, the University of Utah, and Tg. Initial testing centered around re-using shop air under¬ground. Next, conduct a continuous miner section recirculation test to see how the face contamination was affected by 305m (1,000 ft) and 610m (2,000 ft) recirculation distances. A district test followed to examine the effects of the critical parameter - respirable dust. Finally, a long-term program to study respirable trona dust transportation and deposition in mine airways to plan for district fan siting and effects on face air dust levels.

Frasch sulfur production/pricing decisions are based on market demand, less nondiscretionary sulfur supply. Price covers the cost of Frasch production and byproduct sellers accept the Frasch price structure. Large stocks have led Canadian byproduct producers to price aggressively at times, but their near-term drawdown suggests more passive price policies in the 1990s. Expanding continental nondiscretionary supply is combining with sizable Frasch supply increments to weaken prices. Simulations using a market model embodying these structural characteristics indicate that expanding demand may not result in substantial recovery from 1992 price lows before 1996.

"These studies address the relationship between mill media sizing and its grinding efficiency. Starting with the results from a review of the literature, the issues of initial media sizing for a new ball milling circuit, and then optimal media sizing for an existing milling operation, were studied. The Functional Performance parameters “Mill Grinding Efficiency” and cumulative “Mill Grinding Rates” from both plant and test-scale equipment were used, and provide valuable new insight into this topic. A plant media sizing diagnostic tool is presented, as are newly developed testing equipment and evaluation methods, and recent case studies. REVIEW OF MEDIA SIZING LITERATURE For a plant metallurgist to answer the question “How can I maximize plant profit by manipulating this grinding circuit variable?” she must know what effect the variable has on grinding circuit efficiency. Despite the significant cost of grinding media and its potential effect on production capacity, the ‘best’ media sizing remains ill-defined for any given ball mill circuit in the industry today. The underlying reasons for this will be discussed. But the importance of this issue drove Metcom and its industrial partners to take on the challenge of how to engineer the ball charge for an existing grinding circuit. In the absence of any proven method, the first step was a review of the literature. Sponsored by Cleveland-Cliffs, Inc., a broad review of the literature was undertaken, producing “The Effect of Media Sizing on Ball Milling Efficiency” (McIvor, 1997). Among hundreds of publications that were reviewed that discuss the topics of media sizing or wear, forty-five were studied in detail. These were grouped into: plant experiences; laboratory and pilot plant investigations; media wear studies; population balance modeling studies; and general papers on ball milling which included the topic of media sizing. The reader is encouraged to refer to that review. The findings remain unchanged, although some relevant papers have been written since (e.g. Staples et al, 1997; Banasi et al, 1999; Orford et al, 2006; LaMarsh, 2015). The U.S. coal industry has long utilized the pillar-extraction mining technique as a method for maximizing coal recovery. Like longwall mining, it causes large-scale movements that progressively propagate from mine-level to the ground surface and may affect the groundwater regime, surface drainage and surface structures. The U.S. Department of Energy, in an effort to foster in- creased use of total extraction mining techniques, has recognized the need for a better understanding of these movements that will lead to a greater compatibility between coal mining and present and future land use. As part of that goal, GAI Consultants, Inc. is currently in- stalling instrumentation to monitor the ground movements associated with pillar extraction mining at Kitt Energy Corporation's No. 1 mine in northern West Virginia.

The Metropolitan Transportation Authority (MTA) East Side Access project (ESA) will, when it is complete, provide a new link to the east side of Manhattan from Long Island, NY that, linked with the Second Ave. Subway currently under construction, will assist in relieving overcrowding at Penn Station as well as the Lexington Ave. subway. ESA will bring Long Island Railroad (LIRR) directly from Long Island into a new station located 37 m (120 ft) beneath the existing Grand Central Terminal (GCT) located in the heart of Manhattan. It will connect the LIRR?s mainline tracks in Queens, via the existing 63rd Street Tunnel under the East River, to a new terminal constructed within, and beneath, the historic Grand Central Terminal.

This paper provides estimates of large-scale temperature gradients that can be used to support modeling of natural convection and cold-trap processes in thermally perturbed drifts. Temperature influences estimates of the quantity and chemistry of water contacting engineered components (e.g., drip shields and waste packages) in a potential high-level waste repository at Yucca Mountain, Nevada. Temperature gradients drive natural convection and cold-trap processes, which could affect the distribution, quantity, and chemistry of liquid-phase water contacting drip shields (waste packages).The confluence of high temperatures, liquid-phase water, and high chloride may lead to corrosion of drip shields and waste packages. An overview of the evolution of environmental conditions in thermally perturbed drifts is presented to provide a context for the estimates of temperature gradients. A mountain-scale conduction-only model is used to estimate temperature gradients and temperature differences for a drift located at the center of a potential repository. Thermohydrologic models and heat transfer algorithms are used to evaluate the reasonableness of the conduction-only results. Estimates of temperature using an in-drift heat transfer algorithm account for the possibility of drift degradation and formation of a rubble pile on the drip shield. Temperature differences between the center and ends of the drift are estimated to rapidly increase to 80 °C soon after repository closure. That temperature difference decreases over time to 15 °C after 10,000 years. Local temperature gradients are generally estimated to be less than 0.2°C/m, though the gradients can be much larger near changes in lithology and near the end of the drift. The estimates of temperature gradients do not account for intermediate- and small-scale variations, such as those influenced by differences in heat loads between waste packages, intra-layer variations in thermal properties of the surrounding fractured rock, or localized drift degradation.

Federal regulations require that refuge alternatives (RAs) be located within 305 m (1,000 ft) of the working face and spaced at one-hour travel distances in the outby area in underground coal mines, in the event that miners cannot escape during a disaster. The Mine Safety and Health Administration mandates that RAs provide safe shelter and livable conditions for a minimum of 96 hours while maintaining the apparent temperature below 35 °C (95 °F). The U.S. National Institute for Occupational Safety and Health used a validated thermal simulation model to examine the mechanisms of heat loss from an RA to the ambient mine and the effect of mine strata composition on the final internal dry bulb temperature (DBT) for a mobile tent-type RA. The results of these studies show that 51 percent of the heat loss from the RA to the ambient mine is due to radiation and 31 percent to conduction. Three mine width and height configurations and four mine strata compositions were examined. The final DBT inside the RA after 96 hours varied by less than 1 °C (1.8 °F) for the three mine width/height configurations and by less than 2 °C (3.6 °F) for the four mine strata compositions.

Research by the U.S. National Institute for Occupational Safety and Health (NIOSH) has shown that heat/humidity buildup is a major concern within coal mine refuge alternatives. High temperature and humidity levels inside a refuge alternative may expose occupants to heat stress. Due to the safety risks associated with testing using human subjects, NIOSH partnered with ThermoAnalytics Inc. to create detailed thermal simulation models of refuge alternatives with human occupants. The objective of this effort was to predict a miner’s core temperature response and moisture loss in environments that may be encountered in a coal mine refuge alternative. These parameters were studied across a range of temperatures and relative humidity values to determine if the current 35 °C (95 °F) apparent temperature limit for refuge alternatives is reasonable. The results indicate that the apparent temperature limit is protective, provided that miners are supplied with sufficient water. The results also indicate that the body core temperature does not reach dangerous levels even at an apparent temperature of 54 °C (130 °F). However, the results show that moisture loss increases with apparent temperature. Therefore, if the apparent temperature limit were raised, the water provided in a refuge alternative would have to be increased to offset moisture loss.

Dasher Regarding the March 1991 ME technical paper by De Souza and Moore: For more than a decade since my February 1981 article on how to use modern metric, which SME-AIME had decided to do, I have monthly pointed out metric errors to the editors. In part, I do this because there has been no action to allow editors to fix figures and tables or to allow them to require authors to do so. The latest resulting atrocity provokes this discussion of vibrating drill handle units being stated in decibels. Reply by T. Moore We have read the discussion of our paper by Mr. Dasher. Our reaction is one of surprise and incredulity. It would seem that Mr. Dasher takes exception to the use of the decibel scale to present vibration acceleration data, and the use of hertz as the unit for frequency. The basis for his objection to the decibel appears to be that it has no dimensions (which somehow invalidates its use), that it is "non-metric" and, finally, that it is parochial (of limited or narrow scope). His objection to the use of the term hertz is not stated, but we will assume that it stands condemned as "non-metric" and parochial. Obviously we disagree with Mr. Dasher's views and will now outline our reasons. Although the decibel scale originates from transmission line theory and telephone engineering, it is also at present widely used, not only in the fields of electronic engineering and acoustics, but also in the area of vibration. The original definition of the decibel (dB) was based on power ratios: dB = 10 log 10(W/W0) where Wo is a reference power. However, as the power measured across a given impedance is related to the square of the force acting upon this impedance, Z, a more commonly used definition is: [2 dB = 10 logF /Z) = 20 log F/F 10\ F0 2 /Z(0)] where F and F0 are the r.m.s. values of the forces. Now, if the measurements are related to one and the same impedance, the decibel notation in the form of 20log10(X/Xo) may be used as a convenient relative magnitude scale for a variety of quantities. Thus, X may, for instance, be an r.m.s. displacement, velocity or acceleration. It is only required that XD always be a reference quantity of the same type as X. That is, when X represents an acceleration, then X0 represents a reference acceleration. This is the formulation used in our paper. This was not an arbitrary choice on our behalf but reflects standard practice as specified in the International Standard ISO 5349-1986(E) Mechanical Vibration - Guidelines for the Measurement and the Assessment of Human Despite the metric prefix, the decibel is a parochial expression of (l) the logarithmic ratio of the loudness of a sound to what is normally audible or (2) the logarithmic ratio of two power signals in radio or electronics. A decibel is not a unit, much less an SI, unit and has nothing whatsoever to do with the acceleration of drill handles. Stating that m/s2 (acceleration) is decibels is without reason. Whoever reviewed this material should not have allowed publication of figures of dB and H.[ ] Exposure to Hand-Transmitted Vibration. This was clearly stated in the "measurement protocol" section of our paper. This quantity is then referred to as the acceleration level and is expressed in dB. We may have inadvertently caused some confusion when we simply used the term acceleration to refer to acceleration level on our diagrams. At the time, we felt the use of dB or m/s2 would make the context clear to the reader. For any confusion this decision may have engendered, we apologize. Since the decibel expresses the ratio of two like quantities, it certainly has no dimensions. It is, however, common practice to treat "decibel" as a unit as, for example, in the sentence, "The acceleration level measured at the operator's hand was 160 dB." The expression of measured quantities in dimensionless form is not inherently unacceptable. In fact, in many areas of engineering it is standard practice (consider the use of Reynolds Number, Nusselt Number, etc.). The fact that the decibel is a dimensionless quantity makes the question of whether it is a SI unit nonsensical. However, it is valid to insist that the dimensional quantities used to obtain the decibel values be expressed in SI units. A careful reading of our paper will make it clear that the measured acceleration was, in fact, expressed in units of m/s2 as was the reference acceleration (l x 10-6 m/S2). These are the accepted derived SI units for acceleration. See, for example, the standard ASTM E380-89a Standard Practice for Use of the International System of Units (SI) (The Modernized Metric System). Concerning Mr. Dasher's implication that hertz (Hz) is an unacceptable unit of measure for frequency, we would again refer him to the standard ASTM E380-89a. Here, he will find (section 2.4.2) that hertz is an accepted "special name" for the derived SI units-1. This is in keeping with numerous other international standards including ISO 5349-1986(E) to which we referred in our paper. In conclusion, we agree with Mr. Dasher on the desirability of expressing measurements in modern SI units. But we would remind him that the standards that define the use of these units, and the accepted means of presenting measured data, are in a continual state of refinement. It is, therefore, incumbent upon him to keep abreast of these changes if he wishes to constructively critique the work of others.[ ]

Although the mineral shortages of twelve to eighteen months ago have given way to oversupply, their memory lingers on. These problems were man-made: booming demand throughout the industrial world, political and industrial unrest and the oil embargo all contributed. But in the minds of many, the shortages conjured up visions of the depletion of the world's mineral resources, a disaster that could be staved off only by drastic curbs on consumption and therefore, curbs on economic growth. A little historical research shows that fears such as this are not inventions of the 1970's. A hundred years ago, for example, the imminent exhaustion of the world's coal supplies was being predicted in Great Britain. The English economist, John Stuart Mill, who was usually more perceptive, wrote a few years earlier that "it is only in the backward countries of the world that increased production is still an important object". And later there was Franklin Roosevelt who said in 1932, "Our industrial plant is built; the problem just now is whether under existing conditions, it is not overbuilt". His concern, in other words, was not with the discovery and exploitation of new natural resources, but with the administration of known resources and with seeking foreign markets for surplus production. In light of copper prices at the time -- just under 6¢ a pound -- that was understandable. These instances illustrate how, throughout the world's industrial history, concern about surpluses of raw materials has alternated with alarm about the adequacy of supplies and with calls for restricting growth.

Douglas W. Fuerstenau (DWF) grew up on a farm and in several small communities in rural South Dakota during the depression years, where he learned the value of hard work. Working hard can produce results but being clever and hardworking will give you a bright future. In his later school years, Fuerstenau’s family moved to Rapid City where his intellectual curiosity and capacity helped him graduate with a B.S. in Metallurgical Engineering from the South Dakota School of Mines and Technology in 1949. His technical interests led to graduate studies and completion of a master’s degree from the Montana School of Mines in 1950 and Sc.D. degree from the Massachusetts Institute of Technology (MIT) in 1953.

Magnetic liners can improve the performance of ball mills by increasing grinding efficiency, extending service life, and reducing maintenance costs. Despite their importance, the fundamental understanding and the quantitative investigation on the effects of the magnetic liners has not been addressed in the literature. This paper addresses this gap by studying charge motion, and how the use of a magnetic liner affects the breakage mechanism of the mill, using discrete element method (DEM) modeling and the Hertz-Mindlin contact model with relative velocity dependent (RVD) rolling friction. Charge motion was modeled under different mill speeds. Compared to conventional steel and rubber liners, the charge motion in the magnetic liner mill was predominantly cascading. Quantitative analysis of the energy dissipation within the mill was conducted to investigate mill breakage. Regardless of speed, over 50% of the total energy dissipation in the magnetic liner mill was in the form of abrasion and attrition. The results highlighted the appeal of magnetic liners in secondary and regrinding application, where abrasion and attrition are considered more efficient in the fine material breakage, and where impact is ideally minimized to reduce mill wear. A number of experiments were conducted to assess the effect of different model parameters on the performance of the magnetic liner mill. The highest abrasion/attrition intensity was observed with high values of the model parameters namely the restitution coefficient, static friction coefficient, and rolling friction coefficient.

On average, one to two fatalities occur every year when a miner is struck or pinned by a continuous mining machine (CMM). Proximity detection systems offer an effective means to prevent these types of injuries and fatalities by sensing the presence of a miner and automatically disabling machine motion. The Mine Safety and Health Administration (MSHA) is expected to finalize a regulation that would require the use of proximity detection systems on all CMMs. Approximately one-fourth of all CMMs in use in the United States are already equipped with such a system. The use of these systems will save lives, not only by automatically preventing accidents but also by acting as a tool for educating miners and reinforcing safe work practices. Researchers at the Office of Mine Safety and Health Research (OMSHR) have conducted a series of field evaluations to quantify the performance of these systems in an underground coal environment. These field evaluations measured the distance at which the warning and stop zones were activated. The technology provided consistent activation of the warning and stop zones under many of the conditions tested. However, some performance inconsistencies were observed which present opportunities to improve the reliability of proximity detection system technology. Some of the notable variables that caused significant changes in performance and should be considered in the design, implementation, and use of proximity detection systems include interaction with the trailing cable, performance changes during tramming, and orientation of the miner-worn component.

Seventeen percent of US coal production now comes from the 19 surface coal mines in the Powder River Basin of northeastern Wyoming. The Powder River Coalfield, which coincides with this topographic and structural basin, is unique to the conterminous US, in that it contains an estimated 934.4 Gt (1.03 trillion st) of in-place coal resources. At least 13.2 Gt (14.6 billion st) is a compliant, strippable reserve base. In 1993, an estimated 162 Mt (179 million st), or 98% of the coal mined in this Wyoming coalfield, came from the thick - average 30.5 m (100 ft) - subbituminous, Wyodak coalbed, or from the Anderson and Canyon coals in the one mine where the Wyodak is split into two separate coalbeds. The other 2.7 Mt (3 million st) of coal mined in the Powder River Basin in 1993 came from the School, Badger, Monarch and Deitz No. 3 coalbeds. In this "world class" coalfield, there are at least 13 other persistent, 3 to 15 m (10 to 50 ft) thick, coalbeds as well as the Big George and Lake De Smet coalbeds, which are each 61 m (200 ft) or more thick in places. None of these latter 13 coals are mined at this time.

The Lenox Avenue Reconstruction Project involved the excavation and replacement of 750 m (2,500 ft) of deteriorated subway invert concrete, 5 to 7 m (15 to20 ft) below water table in very permeable ground. The Replacement work was done over an 8 month period, while maintaining track service through this subway section. The project was dewatered with a single 125 l/s (2,000 gpm) wellpoint system,750 m (2,500 ft) in length, which was installed from inside the active tunnel structure and configured to coexist in the subway tunnel with operating trains as well as the construction activities. A thin diaphragm jet grout wall was utilized on one end of the site to cut off the flow of water across a difficult geological interface that was situated immediately below the tunnel invert. The thin diaphragm jet grout wall permitted the large 116th Street Station area to be dewatered completely with well points from outside of the excavation.
