CalMat Co. is one of the largest producers of construction aggregates in the United States. The CalMat Reliance plant is located in Irwindale, California, and is situated on an alluvial fan formed by the San Gabriel River. The fan deposits are of Quaternary age and were derived from granitic and metamorphic bedrock exposed in the San Gabriel Mountains to the north. The sediments are poorly sorted and range in size from large boulders to clay size particles. The coarse material is hard and durable and consists of quartz diorite, granodiorite, granitic gneiss, schist and minor amounts of volcanic rock. The matrix is comprised of silty sand with varying amounts of clay. Thin silt and clay lenses occur sporadically throughout the deposit. The clay content of the matrix and the degree of weathering of the coarse material increases with depth. Based on seismic data, the alluvial fan varies from 200 to 400 feet thick and overlies crystalline bedrock. The Reliance plant was constructed in 1971 and 1972. It has a nominal capacity of 1200 to 1400 tons per hour, and typically produces more than three million tons of aggregate products per year. Alluvial fan sediments are mined from a gravel pit situated adjacent to the plant. The material is fed through a mobile, 48- by 60-inch, in-pit jaw crusher, then transported by conveyor to the main plant to be processed. The plant is modern and highly efficient. It has a typical wet and dry circuit and is capable of producing a wide range of aggregate products. To extend the life of the plant, a 9,000 foot conveyor system is being constructed to connect it to a granite quarry operated by Azusa Rock Inc. The quarry is located north of Irwindale, and is 50 percent owned by CalMat Co. The conveyor will be used to export crushed rock from the quarry to Reliance. The existing plant will be modified to process the crushed rock.

INTRODUCTION Before a mine is planned in detail, a preliminary analysis is often conducted. This preplanning permits the mining engineer to make a rapid assessment as to whether or not a particular mining property warrants further consideration. In fact, a properly conducted preplanning phase can come within 10% to 20% of the actual results, thereby saving the mining engineer valuable time before committing himself to a fine-tuned analysis. The questions to be answered by mine preplanning are (1) What will be the operating conditions for the mine? and (2) How long will it take to complete the project? To answer these questions, calculations dealing with reserve estimation, production planning, man- power planning, and project scheduling are conducted. The following sections discuss these various phases of mine preplanning in greater detail. RESERVE ESTIMATION The estimation of the various characteristics of a reserve, such as quantity, grade, and thickness, is an ongoing process throughout the life of a mining venture. However, the reserve-estimation phase of mine planning is more closely associated with the preplanning phase. There are many different techniques employed in reserve estimation of solid mineral deposits; variations among them are introduced because of such considerations as ease of application or level of accuracy. In any event, each technique is developed in the following manner: (1) the mineral body is represented pictorially and then subdivided into blocks related to one or more samples of exploration data, (2) the area and volume of each block is determined, (3) the volumes are converted to representative tonnages (or, for example, grades), and (4) the results are tabulated. To illustrate this procedure, the polygonal (area-of- influence) technique will be presented due to its ease of application, flexibility in dealing with different deposits, and general acceptance. The polygonal method assumes that all characteristics of a mineral body extend halfway between a point of observation and any other point of observation. The explored portion of the mineral body is represented by polygonal prisms whose depths relate to the characteristic in question (grade, thickness, etc.) and whose plane bases relate to the area of influence of each point of observation (drill hole, etc.) as shown in Fig. 1. The polygons must be constructed in a definite order, usually clockwise and from the periphery to the center of the deposit. Table 1 can then be used to calculate the characteristics in question. Since, by definition, the polygonal method assumes that the characteristics of a mineral body extend half- way between points of observation, it becomes readily apparent that the evaluation of a vertical-drill hole exploration program requires that the sides of the polygons be formed by the intersection of perpendicular bisectors (Fig. 2). Figs. 3 and 4 show correct and incorrect construction of the polygons. The criterion for correct construction of the polygons is that all points within a particular polygon must be closer to its rallying point than those located in any other polygon. This is clearly not the case for certain points that are located in the polygon containing rallying point B in Fig. 4. Although this method can be used where the drill holes are irregularly spaced, calculations become less tedious when a square net (Fig. 5) or a chessboard (Fig. 6) grid is adopted. The numbers shown in Figs. 5 and 6 represent the relative weight for each of the shaded areas. In general, the greater the number of polygons, the more continuous the mineral body, and the more regular the grid, then the more accurate the computations will be. PRODUCTION PLANNING Before an acceptable evaluation of the production potential of a mine can be determined, a thorough exploration program should be conducted. It seems obvious that the nature and properties of the deposit and adjacent strata, the presence of impurities, and other mining conditions should be adequately determined prior to production planning and equipment selection. The lack of sufficiently detailed knowledge of the many mining parameters has led to the failure of numerous operations. For example, targeted production tonnages and equipment sizes for a coal mine are intimately related to the seam thickness. Needless to say the quality of information that is gathered from an exploration program can have a tremendous impact on the production plan. In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

The Bureau of Mines has developed and tested a new concept of combining thermal and hydraulic energy processes for hard rock cutting. The study shows that this novel combination method overcomes the fragmentation limitations of the thermal process in nonspalling rocks and the cuttability limitations of the hydraulic process in high-strength rocks. The method effectively cuts hard rocks at moderate hydraulic pressures (below 30,000 psi). Theoretical predictions of the rock damage process are made and are correlated with experimental results obtained by using both single pulse and continuous water jet hydraulic systems. Traversing point heating and line heating techniques were used for heating rocks preceding the continuous jet impingement. Heating induces structural weakness of the rock material and assists fragmentation by the water jet impingement. The thermohydraulic process is effective if the significant depth of heat penetration induced by the surface heating exceeds the cutting depth produced by the jet impingement. Hydraulic specific fragmentation energy values reduce by about an order of magnitude using the combination technique. The process efficiency and the rate of themohydraulic hard rock cutting increases significantly by increasing the intensity and duration of heating.

Hawaii is located approximately 2,500 miles from the mainland, but has basic needs for its thriving developing community. Cement is one of these needs Cement production in Hawaii is not without handicaps. The necessary raw materials are practically non-existent except for limestone. Even at that, the available limestone is marine in origin, coralline in nature and amorphous in characteristics - unlike calcite which is normally the calcium carbonate source for cement manufacture. There is no clay or shale for the argillaceous portion of cement raw mix. Hawaii being volcanic in origin is too young geologically for clays and shales to evolve and whatever there is, most likely is washed into the ocean.

Imaging is a fundamental requirement when characterizing minerals, ores and related products. Images are used for presentation, texture analysis, characterization, image analysis, identification, etc. The image mode that is utilized is dependent upon the application, mineral properties and available instruments. Different instruments produce images that display different features; in order of increasing complexity they are: hand specimens, a non-polarizing microscope, polarizing optical microscope, scanning electron microscope (SEM), low vacuum SEM, microprobe, secondary ion mass spectrometer, staining, cathodoluminescence, tomography and others. Image analysis uses images produced with either an optical microscope or a SEM, but the SEM images are superior in this application.

"This project is exploring the potential for developing trees tolerable to degraded un-reclaimed mine site soils and tailings as a solution to re-establishing long-term tree growth on those sites. The project incorporates growing tree seedlings in an underground greenhouse grown from seeds planted in the degraded mine soils in which they will eventually be planted. The outcome of the project is expected to lead to a successful solution for re-establishing tree growth in soils and tailings containing high metal concentrations with minimal post-planting human intervention. The research is being conducted in an underground greenhouse located 100 feet below the surface in the old Orphan Boy Mine Underground Mine Education Center (UMEC) located on Montana Tech’s campus in Butte, Montana. INTRODUCTION In an effort to improve Butte Area One natural resources, the research project was proposed to help restore tree growth in the Butte Priority Soils Operable Unit Boundary (BPSOU). Research by Blicker, et al. (2003) found that, the BPSOU, which is part of the Silver Bow Creek/Butte Area National Priorities List (Superfund) Site within and near Butte, Montana has multiple historic mining sites situated entirely within the urban setting of Butte. Mine wastes and mill tailings, accumulated from over 100 years of gold, silver, and especially copper mining are dispersed throughout Butte, posing health risks to human and environmental receptors. Stabilization of tailings sites is needed to control fugitive dust, prevent run-off of toxic material resulting in subsequent sediment deposition in streams, reducing the volume of water seepage through acidic and heavy metal contaminated material, and improving land productivity and aesthetic VALUES ((Watkin and Watkin, 1982). If successful, the project will help restore water quality and maintain stream flow in Silver Bow Creek where it flows through Butte Area One. Trees native to Butte are being grown in an underground greenhouse located in the UMEC and will be planted in five areas located within the BPSOU designated for tree planting by the Butte Silver Bow government. Growing trees is expected to help restore vegetative ground cover within the watershed contributing to stream flow in Silver Bow Creek. They will prevent soil and tailings from eroding and being deposited in Silver Bow Creek where they could degrade water quality and choke stream flow."

The Hemlo Gold District, located on the north shore of Lake Superior, was discovered in 1981 and will become one of the largest gold mining camps in Canada. Three major Canadian mining companies are presently developing large orebodies and are scheduled to commence production at various times through 1985 and 1986. This paper describes the types of shaft sinking equipment and technology being used by contractors in constructing the required shafts to depths below 1000 metres. The principal shaft design criteria, types of shaft sinking machinery and relevant manpower allocations are discussed.

INTRODUCTION The authors, by means of this paper, will attempt to show the role of Induced Polarization and Resistivity surveys in the discovery of the orebodies of Gibraltar Mines Limited (N.P.L.). In this paper, we will also attempt to show the importance of conducting large enough surveys in order to properly evaluate the results obtained from these surveys. LOCATION The orebodies of Gibraltar Mines Limited (N.P.L.) are located on the western slope of Granite Mountain, central British Columbia (52°30' north, 122°16' west) (See Fig. 1). The property lies approximately 28 miles north of Williams Lake, B.C. and can be reached by way of 10 miles of newly improved road from McLeese Lake, on the Cariboo Highway. The area in and around Gibraltar Mines has a moderate topographic relief with elevations between 3,500 and 4,100 feet. {EARLY HISTORY AND GEOLOGY The present Gibraltar Mines property before amalgamation consisted of the Pollyanna property (Duval-Canex) and the Gibraltar property (original Gibraltar Mines) as well as some Coast Silver and McLeese Lake Copper claims (See Fig. 2). The Pollyanna property was first described in the 1917 B.C. Minister of Mines Report which referred to it as the "Rainbow Group". The development at that time consisted of several open-cuts on copper bearing quartz veins.

Since 1951, Molycorp has operated the Mountain Pass Mine in San Bernardino County, California to extract fourteen lanthanide elements, or rare earths, from a carbonate ore body. Wastes generated by the open pit mining operation consist of overburden and 1800 tpd of tailings. The tailings are classified as Group B mining wastes by California regulators. Paste tailings is one of several alternatives being considered during the permitting process for future mine operations. This paper presents the findings of study to assess the feasibility of using paste tailings to develop an unsaturated tailings stack instead of dilute slurry discharge behind a tailings dam.

Longwall mining began within the Pittsburgh coalbed of Pennsylvania (PA) in the early 1970?s. Originally, longwall mine layouts were designed to fit within existing room-and-pillar operations, where panels were limited to that of typical production panels, e.g. a few hundred feet wide by a few thousand feet long. In these early designs, the gate entries were comprised of chain pillars similar to those found along main entry systems or within pillar recovery sections. The modern longwall mine has little in common with their 1970?s predecessors. Today the entire mine layout is designed around the longwall mining method. The longwall panels have grown to well over one thousand feet in width with lengths now measured in miles. In addition, development pillar sizes and shapes are matched to specific performance requirements.

Thermal treatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The assistance of thermal pretreatment prior to grinding by microwave heating is scrutinized in this study. For this purpose three copper ore samples with different chemical composition were used. To see the effect of microwave heating on ore; work index, breakage rate and breakage distribution functions of original and heat treated samples were examined. The results obtained in this study did not show significant improvement in the grindability characteristics of the studied ores with microwave heat treatment. The inadequate amount of microwave transparent matrix was the main reason for the absence of cracks and micro-fractures in the microwave heated copper samples.

"Longwall mining has a significant influence on gas wells located within longwall chain pillars. Subsurface subsidence and abutment pressure induced by longwall mining can cause excessive stresses and deformations in gas well casings. If the gas well casings are compromised or ruptured, natural gas could migrate into the mine workings, potentially causing a fire or explosion. By the current safety regulations, the gas wells in the chain pillars have to be either plugged or protected by adequate coal pillars. The current regulations for the gas well pillar design are based on the 1957 Pennsylvania gas well pillar study. The study provided guidelines for gas well pillars by considering their support area and overburden depth as well as the location of the gas wells within the pillars. As the guidelines were developed for room-and-pillar mining under shallow cover, they are no longer applicable to modern longwall mining, particularly under deep cover. Gas well casing failures have occurred even though the chain pillars for the gas wells met the requirements by the 1957 study.This study presents seven cases of conventional gas wells penetrating through longwall chain pillars in the Pittsburgh coal seam. The study indicates that overburden depth and pillar size are not the only determining factors for gas well stability. The other important factors also include subsurface ground movement, overburden geology, and weak floor, as well as the construction of gas wells. Numerical modeling was used to model abutment pressure, subsurface deformations, and the response of gas well casings. The study demonstrated that numerical models are able to predict with reasonable accuracy the subsurface deformations in the overburden above, within, and below the chain pillars, and the potential location and modes of gas well failures, therefore providing a more quantifiable approach to assess the stability of the gas wells in longwall chain pillars.INTRODUCTIONIn the eastern United States, abundant gas wells have been drilled through coal seams that are being actively mined by longwall mining. The existence of gas wells in the U.S. coal fields, whether active or abandoned, have caused many issues for longwall mining. First of all, any gas well in the mining area has to be located by all possible means. Secondly, the gas wells within longwall panels have to be plugged, as cutting through gas wells will allow natural gas to flow into the active longwall mines. On the other hand, the gas wells within longwall chain pillars or barrier pillars can be left in place if the wells are protected by properly designed pillars."

The proposed Caldecott fourth bore will consist of a two lane highway tunnel along California State Route 24 near the City of Oakland. The proposed design and construction sequence for the 15-m-diameter tunnel are based on the New Austrian Tunneling Method (NATM). The initial support system incorporates combinations of shotcrete, rock dowels, lattice girders, spiles, and grouted steel pipe canopies. The final lining is cast-in-place reinforced concrete. A waterproofing membrane and drainage system are placed between the initial and final linings. State Route 24 is a lifeline route, required to be open to emergency vehicles within 72 hours after a major earthquake, defined as having a return period of 1,500 years and a peak ground acceleration of 1.2 g. Although the seismic design criteria are stringent, the design of the tunnel lining system is ultimately controlled by static ground loads in the weak rock along the alignment.

Introduction A number of processes for deriving more convenient liquid and gaseous fuels from coal are commercially available or in final stages of development. Generally, synfuels from coal processes have efficiencies ranging from 50 to 70%. Considerable engineering design and development work are necessary to bring forth commercial plants using the various technologies-but technological breakthroughs are not expected or needed. Gasification While a variety of solids handling, gas contacting, and gas quality upgrading techniques may be employed in the various gasification processes, the primary goal is the same-to convert a sulfur-containing solid to an essentially sulfur-free gaseous product. The gaseous product may be a mixture of hydrogen and carbon monoxide with nitrogen. Definitions are not rigorous, but high-Btu gas is generally over 900 Btu/scf(33 534 kJ/m3) and low-Btu gas is generally below 350 Btu/scf(13 041 kJ/m3). Medium or intermediate gas falls between these values. High-Btu production is more difficult, as it requires additional upgrading of a low- or intermediate-Btu gas stream to produce a commercially acceptable product. The carbon/ hydrogen ratio is adjusted either by rejecting a portion of the carbon, increasing the hydrogen, or a combination of both. The chemical processing steps include production processing gas containing carbon oxides and hydrogen by the reaction of carbon and steam (gasification); reaction of hydrogen and coal to form methane (a hydrogasification process); reaction of hydrogen and carbon monoxide to produce methane (methanation); and the removal of impurities. The gasification processes share a number of common techniques. The coal received at the plant site must be further cleaned and crushed or ground before it can enter the gasifier. Conventional cleaning methods are used to remove extraneous materials such as metal, rocks, etc. For some processes the coal must be finely ground so it may be fluidized or entrained in a flowing gas stream. For other processes crushing and sizing only are required. Agglomerating coals may be pretreated by heating, mild oxidation with air, or other procedures to assure smooth gasifier operation and to avoid reactor plugging. Nonagglomerating coals Such as lignite and subbituminous coal normally do not require pretreatment. Feeding a solid material such as coal to a higher pressure reactor is a difficult task. Dry feeders using a series of pressurized lock hoppers, or wet systems in which a slurry is pumped into the reactor, are used. The gasification step is the heart of the process. Here, the solid feed material is contacted with synthesis gas (carbon monoxide and hydrogen). The coal is devolatilized and a portion of the fixed carbon converted to methane. The gas-solids contacting methods used include fixed beds, fluidized beds, moving beds, entrained beds, and free-fall systems. The gasification process, overall, is endothermic and the heat required to maintain reaction rates is usually supplied by burning a portion of the coal feed. External heat sources such as electric resistance heating, molten salt or solid heat carriers, and the introduction of a hot hydrogen stream also have been tested. Following the gasification step the particulate materials and heavy hydrocarbons contained in the reactor effluent are removed by a water quench and solids separation system. If low-Btu gas or synthesis gas is the desired product, the raw gas is scrubbed to remove carbon dioxide and sulfur compounds and then is used directly. Cyanide is one of the most used reagents in the precious metal extraction process; as well as the most efficient from the point of view of the dissolution process; but it is also a toxic product that requires a lot of care in handling. Likewise, the residual solutions of the process must be followed because they can be a risk of contamination of water, animals and human health. In the artisanal processes of obtaining gold and silver, neutralization of the residual solutions is used to passivate the present cyanide. During this process ammonium cyanate is formed which decomposes rapidly in the presence of air and sunlight in carbon dioxide and ammonia gas, contributing to the greenhouse effect. In this work the use of the ammonium cyanate obtained in the process of neutralization of the cyanide solutions as a reagent to obtain urea is proposed. Urea was obtained indirectly through the use of the reagent kit UREA/BUN-COLOR. The process is effective at pH ≤ 4.5 with a rapid increase in solution temperature, and addition of hydrogen peroxide. The urea crystals begin to form at 50°C. The cyanide / urea ratio obtained was 1 / 7.5 INTRODUCTION In the processes of extractive gold metallurgy, the use of cyanide leaching is perhaps the most widely used method worldwide; by the ease of operation, its low cost and high levels of precious metal recovery. However, neutralization, in most processing plants, is not done properly, and leftovers of solution with free cyanide are dumped in concentrations harmful to the environment, in particular animals and humans. Cyanide can enter surface water through releases from industries using cyanides. Due to its high toxicity, the presence of cyanide in water is a matter of great concern (Jawale et al., 2017). The pollution generated by the effluents from the leaching of gold ores is one of the main obstacles of social opposition presented by mining activity due to the impact of both surface and groundwater. During the cyanide decomposition process, a compound known as ammonium cyanate OCN(NH4), which is a raw material for the manufacture of urea, CO(NH2)2 is generated. In the case of good neutralization, cyanide is no longer a toxic compound through oxidizing reagents, but as a result, there is the generation and emission of ammonia and carbon dioxide into the atmosphere, generating both a greenhouse effect (Gómez, 2012). This is evidenced by the strong effervescence of the reaction, and a penetrating smell of ammonia, which can irritate respiratory mucous membranes and eyes; however because they are greenhouse gases they are considered pollutants.

"The acoustic emission/microseismic monitoring (AE/MS) technique has widely been used in the mining environment for the monitoring of rock mass stability. A successful implementation of the method is hinged on being able to accurately determine the P- or S-wave arrival which is then used in the determination of the source of an event. Determination of the arrival phase is usually performed visually by a human expert. However, the mining environment is characterized by high noise levels and different noise types of varying intensities. Therefore, performing manual phase picking on time series data acquired from the AE/MS monitoring system can sometimes be tedious and time consuming if not impossible. In this paper, a proposal for improving manual P-wave phase arrival picks is discussed. The method involves the filtering of the AE/MS data using a stationary discrete wavelet transform (SDWT) method. After filtering, appropriate scales/levels of the multi-level decomposition process are then selected for further processing. The first step in the picking process after filtering, requires the computation of the signal power and the root mean square (RMS) using the signal amplitudes at each scale. The preliminary P-phase arrival time is picked using the results of the calculated power and RMS values respectively. The calculated RMS values are then superimposed on the calculated power values to determine the final arrival picks. If the arrival time picks obtained by both methods coincide or are within 5 to 10 sample points, the pick is considered reliable. The accuracy of the method was verified using AE/MS data from two datasets obtained from two separate underground mines. The results of the study showed that the picking method is reliable and robust. Based on the data studied, it can be concluded that the method will help reduce the time usually spent in processing AE/MS data from mines. INTRODUCTION A successful identification and location of the source of acoustic emission/microseismic (AE/MS) events is mainly dependent on the onset time of the P-wave phase. In many seismic networks, initial picks are performed by picking algorithms followed by manual picks by human experts. If the waveform signal-to-noise ratio (SNR) is low, the P-wave onset time picks by the human expert is generally reliable and accurate [1]. However, for waveforms with high SNR, picking of the P-wave onset could be a major challenge. Also, due to the volume of data acquired daily, manual processing could be stressful and time consuming [2]. These challenges continue to provide motivation for alternative means of providing reliable and efficient ways of improving manual phase picking. The AE/MS technique has been an intergral part of safety monitoring in mines [3] due to its capacity to identify zones of instability in a monitoring area. To obtain an accurate source of an AE/MS event however depends on the quality of the data used for P-wave phase picking [4, 5]. AE/MS data from mines are generally contaminated with excessive background noise generated by the different mining operations. The AE/MS signals of interest are mostly buried in background noise which makes it difficult to pick the P-wave phase arrivals [4]. Processing AE/MS data acquired in noisy environment remains a major challenge due to the weak nature of AE/MS signals [6]. As noted by [4] most of the data recorded in the mine environment are mainly due to events not related to AE/MS events of interest. Barrick Goldstrike Mines Inc. (BGMI) operates the Betze-Post openpit and the Meikle and Rodeo underground mines. Because the majority of the orebody is located below the water table, mining at BGMI requires a significant dewatering program. BGMI has a comprehensive dewatering and water management system that experienced a peak dewatering rate of 4,400 L/s in the mid 1990s. Changes to the hydrologic/hydrogeologic system caused by the mine dewatering have been monitored by an extensive network of groundwater monitoring wells and surface water monitoring stations, which cover about 1,550 km2. In addition to the monitoring program, a new tool, called Interferometric Synthetic Aperture Radar (InSAR), has also been used to enhance the evaluation of changes. Finally, a groundwater flow model has been developed that successfully simulates and predicts aquifer responses in the mine area and region. The well-calibrated flow model has served as a reliable tool to develop dewatering and mining plans, and project post-closure hydrologic conditions in the region. This paper introduces the BGMI dewatering and water management system and the means used by BGMI to evaluate and anticipate hydrologic responses in the region. The water management and analysis system has been and continues to be an integral part of managing ongoing operations, planning and pricing out future activities and evaluating the long-term effects of mine water handling.

Real copper prices during the past several decades display two striking characteristics. First, they are highly volatile. Within a year or two, copper prices can rise or fall by 30% or more. Second, over the longer term, they are falling. Indeed, since 1970, the secular trend price for copper is down by more than 50%. Figure 1 highlights both of these characteristics. It shows the average annual US producer price for copper since 1970 measured in constant 2001 US dollars. While the London Metal Exchange (LME) copper price is not shown, it and the US producer price have for some time moved more or less together. So pronounced short-run fluctuations around a significant long-run decline describe copper prices, not only in the United States, but around the world.

In another situation, Dave Zegeer, the Assistant Secretary of Labor for Mine Safety and Health, whom all of you know very well, would have taken the opportunity to talk with you. In his absence, however, I would like to reference some of his recent comments which may help us to see the issue of mine safety in historical perspective. Dave pointed out that this year is the eightieth anniversary of the Great Earthquake and Fire of San Francisco. The whole world heard about that disaster--it and the 452 people who died in it. In that same year, nearly five times as many people died in coal mines, but no one particularly noticed.
