The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. Selective flocculation enables the production of high-brightness kaolin products from kaolin ore once considered too poor in quality for beneficiation into paper-coating pigments. Anatase, Ti(1-X)FeXO2, with X = 0 to 0.05, is a common iron-bearing impurity in sedimentary kaolin that can be unresponsive to kaolin beneficiation processes, such as magnetic separation, due to its extremely fine particle size (<0.3 µm), or chemical bleaching, because of its chemical stability. Described here are selective flocculation technologies that separate anatase by flocculating anatase or flocculating kaolinite from dispersed slurries. Applying the advances in the chemical and mechanical dispersion of ultrafine particles and the selective aggregation of kaolinite or anatase particles have resulted in the selective flocculation processes practiced today that have increased process recoveries from those technologies practiced beginning in the 1960s.

With increasing land development, the potential of fatalities from abandoned mine shafts increases. To minimize potential liability, shaft closure should be a critical part of mined land reclamation. The Bureau of Mines is conducting research into using lightweight foam concrete in sealing abandoned coal mine shafts. A demonstration seal consisted of a 3m thick foam concrete plug to provide lateral stability inside the shaft. A high density concrete cap provided load-bearing capacity for a 100-year service life. The USBM has also completed research into changes in foam concrete when it is pumped or dropped from different heights. It is concluded from the research that foam concrete can undergo significant air loss with pumping or dropping. This foretells significant changes in the characteristics of the concrete as well as an increase in the weight and cost of the in-place concrete seal. When using foam concrete to seal abandoned mine shafts, care must be taken to minimize air loss during placement.

Velocity of detonation (VOD) is an important variable when evaluating the performance of mine blasts. Typically, for a VOD measurement, individual probes have to be loaded into each blast hole that requires a measurement, which increases the loading time and is not representative of the whole blast. Experimental studies of electromagnetic pulse (EMP) from the detonation of explosive charges show that electric and magnetic field signals are observed when chemical explosions occur in the air, at the ground surface, and in the underground. EMP has the potential to evaluate VOD of the whole blast without impeding the loading process. Due to a variety of physical causes which make the electromagnetic effects complex, measuring EMP of the detonation of explosive charges has not been fully studied yet. Five different antennae were tested with explosives, which are commonly used in mining industry. Among the five antennae, aluminum and copper tape, and wire were successful to detect the EMP. INTRODUCTION The measurement of the velocity of detonation (VOD) helps in evaluating and comparing relative performance of explosives in mine blasts. A VOD of an explosive is usually predicted by empirical mathematical equations or measured in-hole by VOD meters. However, conventional methods to measure a VOD have constraints: only a limited number of holes can be measured because cost of consumables for such systems is very high, and systems only allow a certain number of holes to be measured. The measurement cables have to be placed into the holes prior to loading with explosives which means that preparing to take the measurement is time consuming and has to be well coordinated with the mine. In order to evaluate VOD for a whole blast, there is a possibility of using electromagnetic pulse (EMP) from the detonation of the explosives. As there are many parameters that affect the generated EMP from explosive charges, measuring EMP of the detonation of explosive charges has not been fully studied yet. Most studies conducted relate to military related explosives, not the ones frequently used in mining industry. This research has been performed to have a better understanding of EMP from the types of explosives which are commonly used in the mining industry. To discover a way to detect EMP efficiently, five different types of antennae have been studied in the air and in the underground blasting conditions: coil, monopole rod, log periodic, wire, and aluminum and copper tape. LITERATURE REVIEW Conventional methods of measuring VOD Over the years, demands for more accurate theoretical predictions and physical measurements of the effects of the explosives have increased. Especially when both demand and commodity price decline, mining companies are keen to understand the effectiveness of explosives since it has a direct relationship with fragmentation, which influences their production rate. Since the 1940s, various methods have been devised to determine VOD of explosives.

An article entitled "The Rule of the Geologist in the Industrial Mineral Field" by G. R. Gullet, was published in the August, 1967, issue of the Canadian Mining Journal. Mr. Gullet defined industrial minerals as follows: "Industrial minerals are largely non-metallic minerals and rocks that find value because of their physical or chemical properties." This definition is brief, but all-inclusive. Mr. Gullet continues, "They include all useful minerals and mineral commodities except those used as fuels and those from which metals are extracted. Factors in the evaluation of an industrial mineral deposit are generally as different from those used in the evaluation of a metal deposit as is the assessment of a potential oil field. The key to the successful development of an industrial mineral, deposit is more often a balance of accessibility, transport, and proximity to markets than to any natural quality advantage of the deposit itself."

Although it is apparent that porphyry copper deposits may have formed in the Andean orogen from Permian time onward, commercial deposits thus far developed appear to have Cenozoic ages only. Following Chilean useage, the porphyry deposits are divided into either: (a) a stockwork, or (b) a tourmaline breccia model. Stockwork type deposits tend to occur on major strike-slip structures which may be either transcurrent or transverse faults related to plate movements, while the tourmaline breccia type may more frequently form independently of regional faults. Stockwork types may be conjugate fractures that intersect and ramify as a network of veins and veinlets, cutting altered rock, and genetically related to a major regional fault, or in other cases they may reflect the intersection of two large fault structures. Circular fracture patterns may more rarely occur in stockwork deposits in response to a specific intrusive. Tourmaline breccia types are characterized by circular and radial fractures genetically connected in some way with tourmaline breccia pipe development or an intrusive piercement that preceded it. Each structural model contains mineralized intrusive8 which have a close time-space relationship to ore and in each model, mineral paragenesis is similar, regardless of age or location in the plate. Also, each model contains the same type of alterntion halos (phyllic, argillic, prophllitic) as are developed in intru- sive centers in porphyry copper deposits found in North America. The potassic zone is exposed best in the older deposits. Examples of each type of deposit are illustrated, demonstrating the feature evolved.

Within the last few years, there have been numerous techno-logical advancements within material handling due, in part, to the introduction of conveying systems and mobile material handling systems to the industry. Although the traditional material handling methods are still commonly used, the introduction of conveyors to the industry has provided companies with some very efficient and economical options. These "new" systems change with the industry to accommodate rigorous demands, ease of operation, and low operating cost requirements. The number of mobile material handling systems utilized in mining operations is increasing, especially in heap leaching applications. Ten years ago, mobile material handling systems like Mobile Stacking Conveyors (MSC) were considered a novelty. There were two (2) MSC&apos;s in actual operation and only one of those in a heap leaching application. Today there are numerous proven systems operating at mine sites around the world-La Coipa, Zaldivar, Florida Canyon, Cananea, El Abra, Chuquicamata, and Radomiro Tomic. The popularity of mobile systems is due to the benefits realized by individual projects. As technology advances, so do the concepts behind mobile material handling systems. Implementing self leveling mechanisms, Programmable Logic Controllers, and Global Positioning Systems to control the equipment are just a few of the recent advances that will be discussed in this paper. We will also discuss current proven systems, and touch on what we see as some of the future advances.

For many years drilling and blasting has been considered more of an art than a science. This is still true in some respects, but today scientific approaches to drilling and blasting design must be used to plan an efficient operation which achieves desired fragmentation within constraints. These constraints involve minimizing damage to the wall or nearby permanent structures and avoiding undesirable fragmentation and mine dilution which can adversely affect operation costs. The degree of fragmentation by blasting is the most important single factor in any attempt to optimize the overall cost of the mining operations. The mining cycle begins with the drilling and blasting operations, which result in a given blasted rock size distribution. While this operation represents only about 20% of total mining costs, the efficiency and costs of the subsequent operations are strongly dependent on the fragment distribution obtained.

The Denali Prospect (147° 08&apos; 20" W, 63° 08&apos; 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer&apos;s Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

The deterioration rate of any metal or alloy is increased in a erosion-corrosion application because the passivated surface layer is removed by the solid particles contained in the pumping fluid and the material surface becomes corrosion active again. Numerous attempts were made to engineer a stainless steel with higher hardness and unaffected corrosion performance. Alloys of special interest in such an area are the duplex stainless steels particularly the CD4MCu material which has the capability of being hardened due to its ferrite-austenite microstructure. Unfortunately, the CD4MCu with higher hardness comprises different intermetallic compounds which will increase the corrosion rate. The paper is analyzing the erosion-corrosion performance of a new type CD4MCu with 32% higher hardness and superior wear performance. The corrosion performance of this new alloy is better than the corrosion performance of the common CD4MCu material which the industry could supply. The corrosion effectiveness was evaluated with the Huey test, the potentio-dynamic anodic polarization test and the weight loss test whereas the erosion resistance was established with a low stress ball-on-disk type apparatus. The Wilfley hard CD4MCu material had 39% lower weight loss and 32% smaller volume loss than the common CD4MCu alloy The hardness range of the centrifugal pump parts poured and processed with the Wilfley hard CD4MCu is 320-350 HBN versus 250-255 HBN hardness of the common CD4MCu. After approximately 18 months of experimentation and field testing it was clearly established that the life time of the Wilfley hard CD4MCu is higher than the common CD4MCu and consequently centrifugal pumps were supplied to different customers in North and South America. Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

A series of gas inrush events occurred during development at Grosvenor mine resulting in exposure to elevated levels of methane at the production face. A total of 22 gas inrush events occurred releasing between 15 and 130 m3 of methane during each event. The presence of an undrained seam in the immediate floor, geotechnical characteristics of the floor, and the stress environment all contributed to these dynamic floor events, while the geological characteristics of the seam below, such as the seam thickness and ash content of 75%, prevented effective pre-drainage. However, events only occurred in headings mined parallel to the principal horizontal stress direction. In cut-throughs (C/Ts) perpendicular to the principal stress direction, no events occurred, and higher methane levels were observed at the production face.

The sinking and lining of a large mine shaft with 8.0 m i.d. and 1,133 m total depth is described in detail. The ground freezing method was applied to safely sink the shaft through unstable, waterbearing strata. Following a brief introduction to the geological and hydrological conditions and the owner&apos;s shaft requirements, is the general technical concept to sink and line the shaft. Particular emphasis is put on the lining system which has to provide stability and absolute watertightness for the lifetime of the shaft, even though mining takes place in its immediate proximity. Machinery and equipment used to execute the work are mentioned and commented. Furthermore, the excavation and lining of the large filling stations using rock anchors and shotcrete are described. Details on performance rates are given.

A PC image-based on-line coarse particle size analyzer has been developed to measure particle size distributions under plant situations where overlapped particles are being transported on a moving belt conveyor. Although previous testing had shown satisfactory performance of this image-based system for separated particle size measurements (the non-overlapped case), it was necessary to modify original algorithms in order to solve the overlap problem and make the system suitable for plant operations. On-site testing has been conducted at a large copper concentrator in the southwestern U.S. for further investigation of the overlap problem.

Greensand, greensand marl, and green earth are names given to sediments rich in the bluish green to greenish black mineral known as glauconite. The word glauconite is derived from the Greek word glaukos, meaning bluish green. The term "greensand" as a rock name for a glauconite-bearing sediment is more appropriate than "greensand marl," a term that has been doggedly perpetuated in the literature. Because of its potash and phosphate content, greensand was mined and marketed as a natural fertilizer and soil conditioner for more than 100 years. The advent of manufactured fertilizers with adjustable nutrient ratios led to a decline in the use of greensand in agriculture. The material has since been recognized as useful in water treatment. Unfortunately, despite large reserves and world- wide distribution, glauconite has not been utilized to any significant commercial extent because no major application has been found for a substance with its chemical composition and properties. This is probably due mostly to a paucity of research on its potential commercial uses. Extraction of potash received considerable attention during and just after World War I. Because of relatively high extraction costs and a generally low potash content (viz., less than 8%), glauconite lost its appeal as a source of this commodity. Historical Background Greensand was used as a fertilizer in New Jersey in the latter part of the 1700s. During the early 1800s its use became more common; applications of as much as 22.5 kg/m2 were sometimes made, although recommendations for agricultural use suggested 4.5 to 11 kg/m2 (Tedrow, 1957). Many crops, especially the forage type, were said to improve with greensand application; however, because of its slow release of potash, large quantities were required. Certain greensands that contain sulfur and sulfide minerals are harmful to plant growth, and these were classified as poison, burning, or black marls. The availability of higher grade potash salts from other mineral sources and the manufacture of prepared fertilizers displaced the agricultural use of greensand during the latter 1800s. During the mid-1800s the greensand industry, centered in a small section of the eastern United States, grossed more than $500,000/y. Toward the end of the century, however, annual production had dwindled to less than $100,000 in value. By 19 10 there were only six or eight greensand producers grossing less than $5,000/y each (Tyler, 1934). There was a brief revival of the US industry during World War I because of the curtailment of foreign potash, especially from Germany. During the latter 1940s and early 1950s greensand was again recommended as a food nutrient for plants and farm crops. Agronomic studies discussed its potential as a soil additive that gradually releases potash and many trace element nutrients essential for plant growth (Tedrow, 1957). Greensand was sold with the idea that it would condition soil and absorb and hold water while its base exchange properties would release trace elements. For a short time glauconite was used in certain parts of New Jersey as a binding additive in the brick industry, and in the 1800s it was used for making green glass (Cook, 1868). In the early 1900s the base exchange properties of glauconite were recognized for water treatment and the mineral gained acceptance as a water softener. Mansfield (1922) does not mention base exchange even though this phenomenon was known in 1916 or earlier. From 1916 through 1922 several patents for the use of glauconite as a water softening agent were granted. A method was also patented for treating greensand to improve it for water softening and ready regeneration with common sodium chloride brine (Borrowman, 1920, Spencer, 1924, Kriegsheim and Vaughan, 1930). Treated glauconite, on contact with water containing magnesia or lime, takes up magnesium or calcium ions and releases sodium ions. This exchange is limited to the outer surface of glauconite grains, and when all the surfaces have absorbed their capacity, the grains must be regenerated. Regeneration, simply stated, consists of treating or backwashing the glauconite with a sodium chloride solution, which replaces the hard water elements with sodium, thus reviving the glauconite. The process has become more sophisticated due to competition among companies in the water softening business. Greensand products for water softening generally consisted of several different grades distinguished by the particular treatment the glauconite was given during processing. The standard greensand water softener was produced from natural glauconite that was only washed and classified. Its characteristics for water softening are given in [Table 1].

The mine fire at Wilberg Mine in 1984 reached the surface resulting in the failure of the vertical ledge forming the roof and entrance for three main intake portals. The fallen material was covered with a concrete cap to seal the air from the mine. As the mine was recovered and ventilation pressure was placed on seals on the perimeter of the fire area, the concrete capped rubble proved ineffective. Due to the steep and rugged terrain and the inaccessibility to the portals from underground, horizontal holes were drilled into the portal entries and three seals were placed remotely. The seals in conjunction with pressure balancing the seals around the perimeter of the fire area resulted -in the control of the mine fire.

U. S. Steel&apos;s Oak Grove Mine experienced several top hinge failures on their caving shields. It was determined that all the caving shields needed to be replaced with new caving shields before more thilures occurred. The cost and amount of time needed for several scenarios of caving shield change outs were compared. This paper discusses how Oak Grove Mine decided to and did change 126 caving shields in six specially designed jig stations underground during a longwall move using their own UMWA employees.

INTRODUCTION Crude oil reserves in the United States are still very large, even though for many years they have not been sufficient to supply our entire domestic requirements. They are continuously being depleted as oil is pumped from the ground, but new discoveries and improved secondary and tertiary recovery methods are helping to reduce the rate of depletion. It is thus a slowly diminishing resource, but even as it is being consumed, immense reserves of oil are left behind as the so called "un-recoverable" portion of petroleum formations. Most oil fields can only obtain a 15 to 40% recovery of the original reservoir, and it is widely quoted that there are still about 300 billion barrels of this un-recoverable oil still in place (Mauch, 1980, etc.). With the present comparatively high oil prices, and the possibility of even higher future prices and short supply, this oil becomes an interesting potential reserve. Mining the petroleum formation would be one means of recovering at least a portion of this oil. The concept of oil mining is neither new nor limited to conventional oil fields, since the procedure could be equally employed with the otherwise difficult to produce heavy oil deposits, and the solid or semi-solid tar sands and diatomaceous hydrocarbon formations. Estimates place the U.S. tar sand resource at about 30 billion barrels, and heavy oil at 5-10 billion barrels (Unitar, 1982). Figure 1 graphically summarizes the heavy oil reserves based upon formation depth and characteristics, while Figure 2 shows their location. The leaching of gold and silver by ammonium thiosulfate solutions in the presence of copper has been actively studied in recent years. Newmont Gold Company has successfully tested the ammonium thiosulfate for gold extraction following biooxidation pretreatment of low grade refractory carbonaceous/sulfidic ores. In this paper, the chemistry of the copper catalyzed leaching process is reviewed. Factors affecting both the leaching reactions and the stability of the lixiviants are reviewed and discussed from a solution chemistry perspective.

Precast concrete segmental lining systems have been gaining widespread use in seismically active areas and a single-pass version of such a system has been developed for use on the Silicon Valley Rapid Transit (SVRT) Project in San Jose, California. The response of tunnel linings to seismic shaking is often predicted using engineering judgment, elastic closed-form solutions and numerical modeling. Such analyses generally assume a continuous structural system and hence do not explicitly model the behavior of the jointed segmental lining. A number of analyses were performed to predict radial and circumferential joint behavior during seismic ovaling and wave propagation. These analyses included a complex, three-dimensional finite element based ground-structure interaction model that incorporates inelastic constitutive soil behavior, cracked concrete properties and no-tension, frictional segment joint surfaces. The paper discusses the results of the analyses and provides guidelines for the design of precast systems in zones of high seismicity.
