The percentage depletion deduction on Federal Income Tax Returns under the provisions of the 1939 Internal Revenue Code and of Sections 611 to Section 615, inclusive, of the revenue act of 1954, have created innumerable administrative difficulties, and a new interpretation of "gross income from the property" in that the Courts have expanded the ideas of what constitutes "gross income from the property" to a degree unheard of and unthought of prior to the enactment of these two codes. Originally, under the Revenue Acts of 1917, 1918, and 1920 depletion was allowable, based upon mine valuations as of March 1, 1913; if the mine was owned prior to March 1, 1913; upon cost, as of the date of acquisition if purchased subsequent to March 1, 1913; and upon a "discovery" basis if the mine was discovered after March 1, 1913, The "jab" for mine valuations as of March 1, 1913 and for discovery valuations and depletion was not as bad as it has been made out to be. Thousands of valuations and estimates of reserves were made and agreed upon between taxpayers and Internal Revenue Service engineers and as the years went on the answers have been found to be "reasonable." However, human nature being what it is each case was a battle of wits - of a sort - and many resulted in severe differences of opinion and litigation. As tax rates increased the situation was not bettered. I could talk for several hours on this phase of depletion but it is all past now andwould not give any real service or better understanding of the matter.

Neutron activation analysis for mineral identification has attracted the attention of numerous investigators, judging from the publications on this subject in the past few years. 1-9 The appealing aspect of this method of mineral analysis is its proven sensitivity in the laboratory. In principle, activation analysis is one of the few petro-physical methods whereby a direct analysis for a mineral itself is possible in a borehole. The successful application of activation analysis requires the use of particular neutron reactions, measurement of selected gamma-ray energy intervals, and optimum bombardment and detection times. For copper analysis, Labanov et al., 10,11 using a low-energy PuBe source, reported an acceptable logging means. On the other hand, Pradzynski12, in analyzing ores and process tailings, used high-energy neutrons and photons for surface measurements of process samples. The work of Labanov et al. was based on measuring the rate of decay of the activated copper and hence was not as definitive as might be desired. Equipment is commercially available to carry out activation studies in the field 13,14 Gamma-ray spectra can be successfully transmitted over ordinary logging cables and, with borehole high-energy neutron accelerators and lower-energy chemical neutron sources, a variety of neutron activation methods can be studied. The purpose of the study discussed in this paper was to determine the feasibility and practicability of logging for copper using neutron activation techniques and commercially available equipment. The laboratory study showed that Cu could be detected in rock samples in the laboratory by high-energy neutron activation of 63 Cu. In the field, however, due in part to the large volume irradiated, the direct detection of copper using high-energy neutrons was not as promising. Detection of copper by measuring both the direct gamma-ray emission and the excessively strong low-energy gamma-ray absorption appears promising. Copper was not detected either in the laboratory or

In 1956 the Legislature of the Commonwealth of Pennsylvania created a "Coal Research Board" in the Department of Mines and Mineral Industries. Over the years through amendments to the original legislation, the scope of authority for research has been expanded from the narrow area of improving and increasing the utilization of coal to covering all aspects of coal technology and any other area of interest which would be of value to the coal industry. In January of 1964, the Board commenced a vigorous program using appropriated funds and funds donated by the coal industry to finance a research program devoted to seeking solutions to the mine drainage problem. A review of published literature on the treatment of mine drainage indicated that much work done up to that point in time concerned only the mechanism of mine drainage formation and theoretical chemistry. Very few applied, developmental, or engineering studies had been devoted to finding practical solutions to the problem of polluted waters being discharged from active or abandoned mines. Projects were therefore undertaken on a wide variety of more utilitarian approaches. This paper will discuss briefly some of the pollution abatement approaches which have been funded by the Coal Research Board of this State, and will describe in some detail a multistage flash evaporator treatment plant now under construction.

Toxic substances in On solutions can retard biological leaching of copper sulfide dump ores. On solutions were analyzed for metals, organics, and chloride, and showed inhibitory concentrations of aluminum, manganese, and chloride. Inhibition of bacterial activity by the solid fraction of On solution, with and without the organic constituents, was evaluated. Toxicity to bacterial species was evaluated by monitoring bacterial numbers, pH, Eh, and rates of iron oxidation. The On solution solids were toxic at 50 -60% of their field concentration. Most of the toxicity of the On solution was due to the organic fraction. Different SX reagents show varying degrees of inhibition of T. ferrooxidans. Bacterial inhibitory effects of carriers and lixiviants used in the SX plant should be determined so that entrained SX reagents do not retard biological dump leach systems. The reagents used should be the most cost effective and the least toxic.

The present work describes an investigation of a hydrometallurgical process for the recovery of mercury from spent silver oxide button cells. The cell paste was leached in nitric acid to solubilize silver, mercury and zinc. The optimum leaching conditions, in which mercury is entirely converted to Hg2+ ions and, therefore, does not coprecipitate with silver chloride during treatment with potassium chloride solution, were 1.0 M HNO3, 45° C, 1 hour and 200 rpm. After the silver was removed from the solution, mercury was cemented out with zinc powder with an efficiency greater than 99%. In the cementation experiments, the amount of zinc powder, shaking rate, temperature and solution pH were investigated in detail. The mercury recovery (%) increased as the amounts of zinc powder and the temperature were increased. Zinc hydroxide was precipitated from the waste solution by the addition of sodium hydroxide. The Zn(OH)2 precipitate was then converted to zinc oxide. The proposed process is proven to be simple, straightforward and environmentally friendly.

A viable mineral economy requires availability of economic deposits, the ability to exploit then, and protection of the public interests. The natural tendency for each party to consider only its legitimate self interests can lead to delays or deadlocks. The paper presents several viewpoints aimed at opening each party's mind to the ideas of others in the hope that negotiations might be more reasonable and rapid for the benefit of all concerned.

"A pressing issue that has often been the topic of discussion in iron-making operations in India is the high content of alumina in the country’s iron ore deposits. The presence of alumina has hampered production by affecting slag fluidity, and thereby the hot metal quality. Iron ores from Indian mines are generally rich in hematite, with traces or small amounts of goethite/limonite, kaolinite, gibbsite and quartz reported from time to time. In day-to-day production, emphasis is placed on checking the chemical analysis of product samples, but the true solution to the alumina problem lies in estimating the mineralogy of the ore samples. We developed a mathematical model, based on singular value decomposition, to predict mineralogy from classical chemical analysis. We then used X-ray diffraction patterns, scanning electron microscope analysis, and grain counting with an optical microscope to determine actual mineral compositions and to test the values predicted by the model. The results indicate that with regular calibration, the model can be used as a simple, fast and effective tool to predict on a regular basis the mineralogy of multiple samples.IntroductionIndian blast furnaces use high-grade iron ores (as lumps or as sinter) and coke (obtained from the destructive distillation of coal) as raw materials for the production of high-quality hot metal to be converted into different steel products through the Linz- Donawitz process. The iron ores are mainly sourced from the Singhbhum region of Odisha and Jharkhand states, the Bailadialla region of Chattisgarh state and the Bellary region of Karnataka and Goa states, and are mainly classified based on size as (1) lump ore (fed directly into blast furnaces), (2) fines (converted into sinter/pellets and fed to blast furnaces) and (3) slimes (< 0.15 mm; currently dumped in huge slime ponds). Any variation in the quality of the ores supplied results in variations in the production trends of hot metal."

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920&apos;s composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I&apos;m not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I&apos;m using the term "battle" loosely because, in reality, it wasn&apos;t a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I&apos;d like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government&apos;s harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.

The expansion of the United States economy in the postwar period has had a tremendous impact on the demand for energy. Not only has total energy consumption increased at an unprecedented rate, but there have been major shifts in the composition or mix of energy resources within the end-use sectors. Because of the numerous interrelationships between substitutable energy resources and their markets, the energy economy can only be analyzed in terms of the trends of its component parts. This problem takes on additional complexity when attempting to chart the nation&apos;s future energy requirements. Total energy consumption can be forecast with reasonable accuracy for periods up to 15 years by relating this to projections of economic indicators. However, forecasting the component parts of the energy economy constitutes a dilemma in that the sum of the projected parts frequently exceeds predictions for total energy. Areas of uncertainty in energy forecasting tend to mount rapidly when proceeding from total energy to the consideration of specific energy resources consumed as fuel, power, or raw materials.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation&apos;s uranium. I&apos;ve been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I&apos;ll discuss some of each type. I&apos;ll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won&apos;t take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson&apos;s Laws, Murphy&apos;s Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner&apos;s offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I&apos;ll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn&apos;t being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950&apos;s they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors&apos; conference in December 1960, state mine inspection agencies, in the early 1960&apos;s, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature&apos;s version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

High-production methods like longwall mining with hydraulic powered supports are necessary to increase underground coal production in India. Longwall mining had a mixed success record for Indian geo-mining conditions. In this paper, an analysis is presented to optimally design an array of chain pillars in multi-seam longwall mining panels in the deepest coal mine in India. The study found that a chain pillar of 80-m width and 195-m length is necessary for long-term stability without any reinforcement. It was also observed that an optimum chain pillar can be designed by providing suitable side reinforcement (side bolting) which will reduce the chain pillar dimensions to 55-m width and 160-m length. Optimum design of chain pillars will reduce the coal locked up in these chain pillars by ~ 77%. This will also reduce the gestation period of longwall mining panel development. This paper also evaluates the maximum tensile subsidence strain induced at the surface and finds that the values are within the safe working limit of 3 mm/m. Thus, this paper finds direct application in the design of future multi-seam retreating longwall mining panels in Indian geo-mining conditions.

The primary grinding stage in the Vuonos concentrator comprises a rod mill in open circuit and a semi-autogeneous mill in closed, circuit with a hydrocyclone classifier. The instrumentation of the grinding circuit is displayed in Fig. 1. All the measurements have computer interfaces and all the control circuits have been implemented by the process control computer. The crushed ore feed to the rod mill is measured by a belt-weigher and controlled by a belt-feeder. The pulp density in the rod mill is stabilized by proportioning the waterfeed at the mill inlet to the crushed ore feed. The slurry level in the pump sump is measured by a pressure transducer and it is controlled by charging the speed of the direct-current drive pump.

The Subtropolis mine is a room-and-pillar mine extracting the Vanport Limestone near Petersburg, Ohio. In February 2018, mine management began implementing a heading reorientation to better control the negative effects of excessive levels of horizontal stress. The conditions in the headings improved, but as expected, stressrelated damage concentrated within crosscuts. The mine operator has worked to lessen the impact of the instabilities in the outby crosscuts by implementing several engineering controls. With the implementation of each control, conditions were monitored and analyzed using observational and measurement techniques including three-dimensional (3-D) LiDAR surveys.

This paper describes a series of mechanical flotation cell results run with various chemical reagent schemes designed to economically improve the flotation performance associated with selected industrially available coals. The emphasis is on the identification of practical flotation methods of processing coals containing unusually coarse and/or fine feed sizes, of increasing the recovery of oxidized and/or difficult to float coal, and of increasing the selectivity of coal over pyrite in high sulfur coals.

All uranium mills are required to perform sampling and analysis for radioactive particulates in their gaseous effluent streams and in the environment. Pacific Northwest Laboratory was requested by the U.S. Nuclear Regulatory Commission (NRC) to provide technical assistance to them for their Uranium Mill Health Physics Appraisal Program. In conducting appraisals, air sampling methods used at NRC-licensed mills were reviewed and several deficiencies noted. This paper includes only environmental and effluent particulate sampling although much of the information is applicable to both in-plant and environmental samples. First, the components of a proper sampling program are discussed: program objectives, program design, sampler design, analyses, quality assurance, and data handling. Then the specific deficiencies, or the "pitfalls" from the first 8 mill appraisals are discussed. The first consideration in establishing an air sampling program is defining the objectives of the program. What is air sampling suppose to accomplish? Many of the deficiencies we have observed have resulted because the desired objectives were not clearly established in the minds of the radiation safety staff. PROGRAM OBJECTIVES An environmental air sampling program ought to fulfill the following seven objectives. The first is to: 1) [demonstrate regulatory compliance]. Although a goal of most programs, regulatory compliance, is not well understood. One has not only to comply with the conditions of the source materials licensee, but one must also demonstrate compliance with 10CFR20 and 40CFR190. For example, 10CFR20.106 states: "A licensee shall not possess, use, or transfer licensed material so as to release to an unrestricted area radioactive material in concentrations which exceed the limits specified in Appendix B, Table II of this part .... For purposes of this section, concentrations may be averaged over a period not greater than one year." Even if a mill&apos;s license does not require sampling at the site boundary of maximum concentration, a sample may be necessary to demonstrate compliance with 10CFR20. Most mill personnel are painfully familiar with 40CFRl90.10, which states: "Operations.... shall be conducted in such a manner as to provide reasonable assurance that: (a) The annual dose equivalent does not exceed 25 millirems to the whole body.... of any member of the public as the result of exposures to planned discharges of radioactive materials, radon and its daughters excepted... from uranium fuel cycle operations..." This means a licensee&apos;s sampling program must give "reasonable assurance" that the member of the general public receiving in the most exposure gets no more than 25 millirems per year. The sampling program necessary to provide that assurance may or may not be a license requirement. However, merely meeting the license requirements and the explicit regulatory requirements does not necessariarly ensure an adequate effluent and environmental air sampling program. The second objective of the environmental air sampling program, is to 2) [identify the source(s) of contaminants]. This will include not only the routine program, but special sampling for verification of sources and nonsources. Only after sampling can a mill operator be assured that roof vents, laboratory hoods, and other localized ventilation systems are not making a significant contribution to environmental releases. An environmental sampling program should also allow the mill operator to fulfill the third objective, to 3) [estimate exposures]. Even before 40CFR190, a sampling program should have provided the mill operator with the information necessary to determine the dose to the "fence post" person, or at least to determine if doses were well below the 10CFR20 limits previously allowed. The program should 4) [detect and measure unplanned releases]. If there is a fire, a scrubber failure, or if a drum of yellowcake breaks open, measured releases will almost always be lower than conservative estimates. Whether or not a system to provide sampling during accidents is needed is almost always a cost-benefit decision. In general, uranium operations do not sample just in case an accident may occur. Yet they may decide on continuous air sampling in lieu of intermittant sampling partially because of the potential for accidents. Another objective of air sampling is 5) [to provide information on the effectiveness of control systems]. This is always a concern with new or modified equipment and may dictate sampling frequency in other situations as well. For instance, if a small leak in a bag filter cannot be detected by other means, then more frequent stack sampling may be indicated. A routine effluent and environmental monitoring program should also fulfill the sixth objective,
