The combined 76th Annual Minnesota Section of SME meeting and 64th Annual University of Minnesota Mining Symposium were held April 8and 9, 2003, in Duluth, MN. This year’s theme was “Stakeholders, Partners in Change.” The meeting included four keynote speakers, technical presentations and a tradeshow. Engineers, executives, mining managers and suppliers from throughout the United States and eastern Canada attended the meeting. Reflecting the theme of the meeting, all agreed that the mine owners, the government, the community and the employees are all “stakeholders.” They must be “partners in change” for the iron ore mining industry to survive in the region. Compared with past meetings, where improved technology was the primary focus, this year the focus was on the dramatic restructuring of the entire industry. As noted by several of the speakers, “This time, the change is not in technology.”

INTRODUCTION Underground blasting with perimeter damage control can reduce the requirement for loose rock scaling and reduce the risk of ground-fall injury. In previous work Johnson and associates (2010) from the National Institute for Occupational Safety and Health (NIOSH) developed a rock blasting perimeter damage and control design method included in the DRIFT software tool (NIOSH, 2018). This blast design software tool utilizes current methods of perimeter blasting with the added design element of a buffer row coordinated with the perimeter row to reduce perimeter damage. The coordination is in applying one of several blast damage models to calculate the damage extent for each production, buffer, and perimeter blast hole in the design. The calculated damage is then applied to the spacing between the blast holes. The basis of the buffer row design is the practical damage limit and is supported in this paper with computer models of signature blasts and full blast rounds using PFC2D (Itasca Consulting Group, Inc., 2018). Practical damage limit The practical damage radius (Rd) is not to be confused with burden. The practical damage extends toward the burden side and inward into the rock mass. For all practical purposes, the practical damage radius equals one half the burden (Hustrulid, 1999). The maximum extent of radial crack damage around a blast hole (Rcrack) and the maximum extent of radial crushing damage (Rcrush) are illustrated in Figure 1. A “practical” radius of damage (Rd) lies between the crushing limit and the cracking limit. The “practical” damage means that if the rock mass lying outside of the practical damage circle were removed, the rock remaining within the circle would easily break apart. Blast pressure and strain Work by Johnson (2010) and associates included signature blast tests in large concrete blocks. A signature blast test in concrete as exampled by strain data in Figure 2 was designed to monitor the dynamic strain at incremental distances from a single fully coupled blast hole, measure crushing and radial cracking extent by wire-sawing to expose the damage, and relate the damage to overbreak that is common in underground blasting. The initial slope or rising strain as the stress wave passes by the strain gages shows very high strain and strain rates close to the single blast hole. Since the derivative of strain versus time is strain rate, a line tangent to each of the strain curves at the maximum strain rate is drawn and the strain rates identified. The high strain rates were then plotted on a semi-log in Figure 3 to show a linear trend. The strain rate is greater than 100 s-1 within 20 cm from the blast hole for the signature blast experiment. The strain rate at the blast hole wall is projected to be 300 s-1. Figure 4 illustrates the damage in the NIOSH block exposed by a wire saw cut.

Cyclones have become standard unit operations in mineral processing for both dewatering mineral slurries and for making separations at given particle sizes. Conventional cyclones are normally able to make moderately sharp cuts. However, the limited ability to control water flow out of the apex means that cyclones have difficulty handling fluctuations in feed. Underflow-regulated cyclones are cyclones with a rubber boot attached to the underflow. This boot acts as a non-return valve and restricts flow out of the apex of a cyclone. Normally, this type of restriction on a cyclone causes severe difficulties in cyclone operation. However, by adding a siphon arm to the overflow, water flow can be controlled. The siphon arm creates a vacuum that reduces or eliminates the air core, permitting better control of the ratio of water flow out of the overflow and underflow. A Linatex-developed underflow-regulated cyclone was compared to a conventional cyclone for its ability to dewater a sand slurry. The underflow-regulated cyclone produced slurries with solids contents as high as 80% in the underflow. Conventional cyclones produced lower solids content in the underflow under similar conditions.

By ensuring minimal variations in chemical composition, everything from heat treatment and welding to automated machining can be carried out with high consistency. With precisely controlled material properties based on an existing processing route and exact load case, customers are able to minimize their total tool production costs while ensuring optimal performance for their end products. Development of Hybrid SteelBuilding on this experience in the mining industry, Ovako has developed a new steel family, known as Hybrid Steel, designed to meet the demands of high-stress, elevatedtemperature applications where mechanical and fatigue strength are critical. Traditionally, steels for these applications are produced by expensive small-batch processes. Hybrid Steel, however, enables high volume production at a competitive cost.The world of steel has traditionally been divided into clearly separated categories of tool steel, stainless steel and lower alloy engineering steel. Reliable prediction of dynamic deformations is important when planning to undermine important structures that cannot tolerate large relative deformations and or large horizontal strains. This paper presents examples of dynamic deformation profiles that include subsidence, horizontal displacements, and horizontal strain for a number of points over a retreating longwall panel in the eastern United States. The prediction points are located at different distances from the excavation rib and therefore present a different response in terms of dynamic movements. The formulation is based on the influence function method as implemented in the Surface Deformation Prediction System (SDPS). Results show that the subsidence development curve may be reliably predicted for surface points in the middle of the panel. However, in cases where points may be affected by the magnitude of the edge effect offset, subsidence predictions may be very conservative, that is, higher than actual movements.

The possibility of using surfactants as wetting agents for the suppression of sulphide ore dust has been investigated. Numerous surfactants were examined to determine their characteristics and to investigate their ability to improve the wetting of the sulphide ore dust. However, the surfactants selected as suitable dust suppressors proved to have a negative effect on the flotation of the ore contaminated with such reagents. A method was developed to eliminate the detrimental influence of dust-suppressing surfactants. It consisted of surfactants adsorption on activated carbon and separation of loaded carbon prior to flotation. The technique is simple and requires minimal changes in the plant flowsheet.

"The fortunes of mining companies and their implied value are tied to cycles - both economic and commodity – within which they operate. Hence the determination of appropriate future metal prices is one of the most critical factors faced by mineral valuators especially for advanced projects. Price, and hence revenue, is usually the most sensitive input to the valuation model. Empirical studies of past forecasts show that the success rate for commodity price forecasting is very poor. This paper explores various approaches and comments on their strengths and weaknesses. We conclude that careful evaluation of long-term metal prices is a key element and is hardly a luxury that can be left to simple averages or rules of thumb. INTRODUCTION Discounted Cash Flow (""DCF"") analysis, is well suited for the valuation of advanced mineral development assets, for which there are identified mineral resources and some form of economic assessment (Pre-Feasibility or Feasibility Study). The DCF method is also the most commonly used method for determining value for such assets. It provides a means of relating the magnitude of expected future cash flows from profits (or losses) to the magnitude of the initial cash flow (investment) needed for capital expenditures to purchase or to develop an asset for commercial production. The method proves useful in making investment decisions as it allows for the quantification of the Net Present Value (“NPV”), as well as the Internal Rate of Return (IRR) and Payback Period on initial investment capital. Valuation by its very nature is a forward-looking exercise. The DCF method attempts to estimate the NPV of expected future cash flows, by selecting factors that will likely affect future cash flow based on informed analysis. One of the most critical and sensitive factors is the determination of appropriate future commodity prices. “The variables that have the greatest impact on a DCF evaluation are the reserves, the metal prices, and the discount rate.”1 The determination of future commodity prices for valuation purpose or during M&A negotiations is a hotly contested issue. There are a number of analysts, institutions and specialized commercial data suppliers that provide both short and long-term commodities price forecasts. Also, the use of an aggregated mean for all available forecasts, or consensus forecasted prices for valuation purposes is not uncommon. The methods used in making forecasts for each forecaster may vary and in many cases may not be publically disclosed. Nonetheless, the aggregated mean of all forecasted commodity prices of reputed institutions is usually taken to “represent the market’s view of likely future commodity prices.”"

Some of the most difficult coal mine roof in the U.S. can be found in the Illinois Basin. Factors contributing to the high roof fall rate include: weak moisture-sensitive roof rock, high horizontal stress, and limited longwall mining. The depth of cover ranges from 90-1,000 ft and roof damage from horizontal stress can be severe. Moisture sensitive-roof rock is common above the Springfield-Harrisburg Herrin #5 and #6 seams in the Illinois Basin, and contributes to roof skin deterioration. The roof fall rate increases significantly in the humid summer months. The National Institute for Occupational Safety and Health (NIOSH) has shown, using lab and field studies, that highly moisture-sensitive roof rock can be directly correlated to poor roof conditions. Controlling the skin is the key to reducing rock fall injuries, and roof screening is, by far, the best remedy. Illinois Basin coal operators have been successful in reducing the number of rock fall injuries in recent years. NIOSH has documented best practices for screen installation which has resulted in safe, efficient operations. Other solutions to skin failure include: the use of denser five bolts per row patterns to reduce spans between bolts, systematic supplemental support in intersections, straps and large pans protecting operators, and air conditioning to remove moisture from the intake air.

Methods of utilizing flocculants as settling and filter aids for mineral processing slurries are reviewed. Broad chemical classifications and techniques for proper dilution, multiple addition, and combination treatments are discussed. A variety of custom built and commercially available systems for make up and delivery of flocculants to the application points are in use through- out the mining industry. Those concepts which, in the author's opinion, are particularly important to the successful make up and use of flocculants are presented in relationship to the available make up and feed systems. Actual industrial applications are included in the presentation.

The World Bank Group (WBG) believes that extractive industries can make significant contribution to sustainable development and poverty reduction, providing that environmental, social, and corporate governance issues are properly managed. The WBG recognizes that stakeholders have legitimate concerns about the impact of extractive industries, and management proposals are built around the central theme that investments and policy advice in the extractive industries should lead to poverty reduction. To help governments create appropriate policy and regulatory frameworks, this paper focuses on the linkages between overarching policies and laws and the management / governance of extractive industries at the local communities. It encourages the use of new instruments designed to help ensure that local communities benefit from extractive industries.

The Melbourne City Link Tunnels have been constructed through a BOOT process, the largest undertaking in Australia to date. Tolling commenced on the 1.6 kilometer Domain tunnel in April 2000, and the 3.4 kilometer Burnley tunnel December 2000. The project was delivered by design construct contracting and under ISO 9000. There were a number of major challenges in completing the tunnels, including much higher than expected groundwater infiltration, hydrostatic pressures greater than 6 bar, and unique design and construction applications required to prepare the tunnels for service. This paper covers the end play and final delivery of the tunnels.

The U.S. Department of Energy is charged, by federal law, with the responsibility for developing and implementing programs for long- term storage and terminal disposal of high- level radioactive wastes from both commercial and defense nuclear operations. Approximately 288,000 cubic meters of defense high-level wastes are currently in storage at the government's Hanford Reservation in the State of Washington, the Savannah River Plant in South Carolina, and the Idaho Chemical Processing Plant in Idaho (U.S. Department of Energy, 1980a). High-level wastes from commercial nuclear power production are stored in water pools or basins at various power plant sites. At the end of 1980, approximately 7.460 metric tons of uranium, contained within 28,300 fuel assemblies was in storage at various reactor basins. Although the present inventory of defense wastes are many times larger in volume and in total level of radioactivity than the commercial wastes, in the future, the latter will constitute a substantial quantity of wastes that will have to be disposed of. The present electric generating capactiy of nuclear power plants in the United States is 56.5 Gigawatts-electric (GWe). The amount of spent fuel that would be discharged and accumulated by the year 2000 from these operating reactors would be 38,000 metric tons. With a projected growth of the nuclear industry to 180 GWe in the year 2000, the amount of spent fuel accumulated at the turn of the century could reach 89,000 metric tons of uranium or approximately 318,000 assemblies. In any case, whether one postulates a no growth pattern or one where nuclear power provides its share in the country's electric generating capacity in the next two decades, a means for safe and environmentally accept- able disposal of high-level nuclear wastes must be found. Storage of commercial wastes in water basins, either at reactor (AR) sites or at away from reactor (AFR) sites, and storage of reprocessed defense wastes in surface or near surface tanks is a temporary solution and is not an alternative for permanent disposal.

As evidenced by Calandra’s more than 20 patents on ground control devices (not to mention the additional 80 patents his companies hold), his innovation and commitment to safety have made underground mining safer and more efficient. In the late 1970s and early 1980s, Calandra was instrumental in upgrading American Society for Testing and Materials (ASTM) standards in roof control for both state and federal regulations. Through his work with industry associations such as the National Mining Association, National Coal Council and Center for Energy and Economic Development, among others, Calandra has contributed his time, expertise and financial support to ensure a balanced political and regulatory climate for mining. The Pogo Mine, near Delta Junction, Alaska is a new 2500 STPD gold operation. The control system of the mine and milling operations are a hybrid of DCS (Distributed Control System) control and PLC (Programming Logic Controller) control. A DeltaV DCS system serves as the main control and operation platform while the PLCs operate a multitude of vendor specific packages. The communication backbone of the DCS system is a hybrid of star and ring fiber optic topology, which provides reliability and flexibility. The communication between the DCS and PLCs is typically facilitated by serial communication. This communication insures the integrity of the whole control system.

Sustainability issues are from rising interest and importance for the mineral industry worldwide. In order to bring them into management processes and to improve decision processes, economic, ecological and social aspects of products, services or technologies have to be assessed. In this paper, the concept of integrated sustainability assessment is presented. Each aspect is assessed with quantitative or qualitative methods. The results of these ecological, social and economic sub-assessments are integrated by the means of Fuzzy Logic in order to regard preferences of decision maker and circumstances of decision situation. An example demonstrates the application of this new instrument.

In many papers concerned with fundamentals of the froth flotation process, authors have considered the contents of a flotation cell to be comprised of two immiscible phases, the froth and the pulp. I (Of course, each of these phases is in turn made up of several solid phases plus air and water.) This generalized concept of the flotation system can be extended by considering the cell contents to include two phases: an extracting phase, the air bubbles plus the collector, which removes a selected mineral component from the second phase, the ore pulp. Thus, there is an analogy between a flotation system on the one hand, and chemical extracting systems, such a solvent extraction system or a leaching system, on the other hand. Such extracting systems may be operated in cocurrent or countercurrent fashion. This paper includes first a brief discussion on the general nature of cocurrent and countercurrent operation as applied to froth flotation, and then presents the experimental results of flotation of a specular hematite ore by each method, using a tall oil fatty acid as collector. Cocurrent Flotation A conventional flotation circuit involving roughing, scavenging, and cleaning flotation is illustrated schematically in Figure 1. In such a circuit the col¬lector, or extractant, and new feed ore enter together at the head of the rougher circuit, and flow cocurrently to the scavenger circuit where more collector is added. According to this practice, sufficient collector is added to the head of the rougher (and scavenger) so that the final tailings are of low enough grade to be discarded. Since the flow of collector and ore is cocurrent, the process consists of single stage contact between the extracting phase and the ore pulp. If the scavenger concentrate is recycled to the head of rougher, the overall circuit has some of the characteristics of countercurrent flow. The wear behaviors of grinding media with different chemical compositions and microstructures in wet grinding of a quartz-pyrrhotite mixture was investigated under various environments. The marked ball wear tests showed that the wear rate could be minimized by a suitable combination of martensite and ferrite within the same ball. A ball composed solely of hard martensite exhibited increased wear under an oxygen environment, while balls composed of both soft ferrite together with hard martensite exhibited decreased wear due presumably to the difference in their passivation? behaviors. The galvanic interactions between the two phases as well as among these phases and an electroactive mineral were investigated through electrochemical measurements under abrasive conditions in a slurry. The rates of formation of passive films controlled the corrosion currents of the high chromium steel media. Corrosive wear and its effect on flotation are discussed using the passivation kinetics model thereby developed.

Increasing transportation costs, clean air regulations and the decreasing availability of landfill space are factors in the increased interest in the utilization of low cost disposal sites for coal combustion residues (CCR). Inactive surface and underground coal mines can satisfy the conditions for stable CCR disposal sites, and subsurface CCR injection can be beneficial in reducing the amount of acid mine drainage (AMD) often produced at such sites. The material is expected to add alkalinity to the subsurface environment and to decrease the permeability and porosity of the buried spoil. Both mechanisms can reduce the amount of acid normally generated at a mine site. The Bureau of Mines is cooperating with an independent coal company in a test of subsurface injection of a mixture of fly ash, from conventional power plants or from fluidized bed combustion (FBC) , with AMD sludge into a reclaimed surface mine. Changes in water quality parameters and the concentration of heavy metals in water samples from wells and seeps are being used to assess the effect of CCR injection. The preliminary results discussed here indicate that improvement in subsurface water quality was related to fly ash injection and that components of the fly ash were stable in the acid environment.

The adaptation of pelletizing processes involves the coordination of various factors such as temperatures, gas flows, productions, etc., in order to obtain optimum performance. The consequent problems are considerable due to the large number involved as well as the lack of knowledge of their correlation. It is therefore essential to establish a fundamental theory which takes into account the heat transfer phenomena and the secondary factors which are relevant to the properties of the product. Straight grate and grate kiln pelletizing processes involve heating of a stationary bed on a travelling grate. The heat transfer conditions are therefore of primary importance. This is why this article pays particular attention to conditions which obtain when a stationary bed is heated, in which certain special reactions occur. The conclusions drawn from this penetration of the heat transfer phenomena can be expressed in postulates acting as guide-lines for the establishment of proto-typal processes. Examples of elaborating such processes are also given in the article. Some operational experience at LKAB are also given.

Texasgulf Inc. currently operates an open pit phosphate mine in the central coastal plain of North Carolina. The area of phosphate deposition lies within the Aurora Phosphate district which consists of an embayment which is in the center of the Neogene phosphate deposition. A variety of solid and liquid fertilizer products are produced at the Texasgulf complex. One of these products is known as North Carolina Natural Phosphate (NCNP). New potential for use of unacidulated natural phosphate, now exists in regions with acid soils due to the discovery of the findings from recent research, cost advantages, and moves to reduce chemical inputs.
