Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. The first part of this article is a review of industry techniques and styles during the past 50 years. It is followed by my career history during the same period. The second part covers my ideas about what works in mineral exploration. These include estimates about discovery costs, thoughts about education of explorationists, organization of exploration groups and my opinions about the relative value of exploration techniques. Evolution of exploration techniques [Table 1] shows the evolution of mineral exploration techniques and styles from 1950 to 2000. During the first half of that period, there was a progressive increase in exploration drilling. During the second half, there was a decrease in prospecting and an increase in high technology, indirect exploration and a rapid increase in discovery cost.

"Environmental considerations are a key driver within marine mining consenting processes across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. At the individual project level, the environmental effects of any given development project are typically defined within the scope of an Environmental Impact Assessment (EIA). For well-established industries operating in well-studied environments this approach typically works well. However, where emerging industries or existing industries that are operating within new environments are concerned, there may be significant knowledge gaps pertaining to our understanding of how specific anthropogenic practices or activities interact with the marine environment. These knowledge gaps can cause significant uncertainties pertaining to the likely significant effects of a project. Such uncertainties may result in barriers to industry and economic progress, increased consenting risks, increased project costs to be borne by individual project developers through the acquisition of additional environmental data during the pre-consent or post-consent project phases, project delays and/or significant increases in environmental monitoring burdens with corresponding increases in project costs."

Resource nationalism is essentially mandatory government intervention in natural resources businesses by political or economic means in order to benefit the nation and the people. It is attacking the mining industry more and more rampantly by all kinds of means since the twenty-first century. Poor countries who count on a resource-led economic growth usually find themselves trapped into “resource curse”. The harmfulness of resource nationalism for investors is that one event can quickly escalate and lead to a chain of events which make projects commercially unavailable. In spite of historical and theoretical social investigations in the causes of resource nationalism, rare studies engaged in quantification of dominant parameters of it. The objective of this study is to find significant factors that dominate the occurrence of resource nationalism for important metal and energy resources producing countries and quantify their marginal effects. The study applies binary choice logit model for panel data using pooled method. One feature of the research is that binary data set of occurrence of resource nationalism are sorted out by authors referencing U.S. Geological Survey’s reports. The results indicate that high-technology export (% manufactured export), ores and metals exports (% merchandise exports), rule of law (world governance indicator), trade (% GDP), and natural resource rent except forest (% GDP ) dominant the occurrence of resource nationalism for high and upper middle income group countries; government effectiveness (world governance indicator), policy perception index (The Fraser Institute), high-technology export (% manufactured export), and mineral rent (% GDP) dominant the occurrence of resource nationalism for lower middle and low income countries. According to our model, probability of occurrence of resource nationalism in 90 countries are predicted. Top 10 risky countries in 2012 are estimated to be North Korea, India, Honduras, Indonesia, Kazakhstan, Burkina Faso, Mongolia, Cuba, Bolivia, and Peru. The study is a primary trial of researching on resource nationalism and provides some insights for theoretical building and simulation on the issue.

Erie Mining Company, a pioneer in the iron ore pelletizing industry, has continued to develop methods and equipment to improve cost and quality. Under the management of Pickands Mather & Co., this property, owned by Bethlehem Steel Corporation, Youngstown Sheet and Tube Company, Steel Company of Canada, Ltd., and Interlake, Inc., has initiated a number of operating improvements for the taconite industry. One of the most noteworthy of these, which is applicable to the entire mineral industry, is the principle of fine screening with rappers (FSR). Erie's original efforts in the field of fine screening, which date back to 1961, were described in the April 1967 issue of the MINING ENGINEERING magazine. In that same month, Erie placed into operation a full scale PSR and regrind plant addition, capable of processing 10.3 million long tons of iron ore concentrates, produced by conventional taconite grinding, classification, and magnetic separation methods. Since this first successful commercial operation of the PSR principle et Erie, it has been applied in eight other iron ore beneficiation plants end is being tested by other U.S. and foreign companies. In addition to the use of PSR units at Erie Mining Company, Pickands Mather has applied PSR to other of its managed properties end to projects under development. This paper covers these applications as well as a now application at Erie Mining Company.

The purpose of roasting gold ores is to release for extraction, typically by cyanidation, the small particles of gold which are surrounded by refractory stone. The roasting simply opens up passages for the penetration of solution into the interior of the ore particles. This is accomplished by the removal by volatilization or formation of volatile oxides of certain constituents such as sulfur, arsenic or antimony. Temperature is an important parameter. High temperatures tend to form a dense iron particle rather than a "spongy" calcine. The dense iron particles result in lower gold recoveries. High temperature can cause melting of some components which also results in gold encapsulation. Roasting of refractory gold ore concentrates has been practiced for decades. Multiple hearth, rotary kiln and muffle reactors were first used for roasting. Fluid bed roasting provided a low capital cost, low maintenance technology with better process control and soon became the favored technology. The first fluid bed concentrate roasters were commissioned in the late 1940's. Early fluid beds were "bubbling" type. Environmental considerations did not significantly impact on the design. Feedstocks were highly exothermic and reaction rates were relatively rapid. Roasting today must compete with other technologies for treatment of refractory ores. Ore bodies which are not

INTRODUCTION The principal means for transporting men, supplies, and mined material in an underground or surface mine are rail systems, conveyor belt systems, or a combination of the two. Typically, large underground mines use rail haulage from the mining sections to the hoist, with conveyor belts being used within the sections. Small mines use conveyor belts in the mains and sub- mains as well as in the panels. The size and layout of surface mines also contribute to variations in the way these haulage systems are applied. The following sections address the typical problems confronting mining engineers in designing these haul- age systems. For rail, these include rail selection and turnout design, locomotive tractive-effort calculation, and motor sizing. Belt haulage calculations include belt width and speed specifications, tension and take- up requirements, idler spacings, and motor sizing. TRACK LAYOUTS Introduction The adequacy of mine track layouts is dependent upon such factors as rail weight (Table l), suitable ties, a well-drained roadbed, and properly designed curves, grades, and track alignment. As long as the installation conforms to the manufacturer's recommendations, good service can be expected from the rail system. Typically, mining-engineering calculations for rack layouts have dealt almost exclusively with the design of turnouts. As such, the following section provides the necessary information for computing the theoretically correct dimensions of turnouts. Turnout Design Fig. 1 shows a typical turnout with an identification of the component parts. Fig. 2 identifies the variables that are used to determine the turnout dimensions. The development of larger size flotation machines, which started in the 1950's and 19601s, is still proceeding. The largest mechanical flotation machines available today have unit volumes in the range of 38 to 42 m3 (1,350 to 1,500 cft). In fact, the motivating forces of increasing capital and energy costs and decreasing ore grades, which created the need for large flotation cells, not only still exist, but are becoming more critical. This paper reports the development of an improved mechanism for these large flotation machines. The starting point in the development of a new mechanism was the identification of design and performance features of existing machines where improvements were desirable. The result of this work was a mechanism which is an improvement over existing designs. This new design is characterized by an efficient overhung stator and a vortex profile rotor. The overhung design of the stator removes unnecessary and undesirable baffling in the lowest parts of the tank, while maintaining a quiescent froth layer. This results in lower power consumption and better pulp circulation and solids suspension. The vortex profile rotor acts as an efficient pump, with higher pulp recirculation rates as evidenced by the increased air dispersion capabilities, good solids suspension, and low power consumption.

Mining in outburst hazard seams may be safe and effective if some preventive measures, such as lowering gas and rock pressure as well as speed regulating of a continuous miner in cutting the seam would be practised. The driving speed should be optimal as the low speed lowers labour productivity but the high speed may cause gaso-dynamic phenomena. At this mine the driving speed is regulated by seismo-acoustic control of the seam condition.

In April, the US Synthetic Fuels Corp. broke a three-year silence and made its first financial award by approving a $820,750 loan for the First Colony peat-to-methanol project in North Carolina (ME, May, page 403). Peat Methanol Associates (PMA), a partnership between Koppers Co., ETCO Methanol Inc., Transco, Peat Methanol Co., and l. B. Sunderland, broke ground at First Colony last year and plans to begin production in Dec. 1985. Although the award is only a small part of Synthetic Fuels Corp.'s $15-billion budget, it does signal the corporation's intention to move aggressively ahead. It also is a positive indication that First Colony will be completed and operated successfully. This article describes the methods and equipment that will be used to harvest peat at First Colony, as well as how the peat will be converted to methanol. Introduction Peat deposits found along North Carolina's coastal plain contain high-quality fuel-grade peat with an average heating value of more than 23.3 MJ/kg (10,000 Btu/lb) (dry), with a low sulfur and ash content. The deposits differ from other US peats in that they contain large, sound Atlantic White Cedar and Cypress logs, stumps, and roots that may extend throughout the full depth of the deposit. A second difference is that these deposits are much more highly decomposed and, in the raw state, have the appearance and feel of a heavy, reddish-brown grease. These factors make it impractical to use standard production equipment so a new line was developed. Also, because of these conditions, techniques were modified to facilitate production. First Colony Farms, located near Creswell, NC, developed and evaluated a milled peat program. Equipment for this production method was designed and built, production rates were established from field operations, drying rates were established, weather data were analyzed, and total operating and capital costs were estimated. The method depends on the sun and wind for drying peat to the desired moisture content, in this case around 40%. Therefore, field preparation is actually the construction of a large solar collector to dry the peat so it can be harvested and stockpiled. It is essential that this collector be properly profiled initially and maintained during production to prevent precipitation from ponding. Initial Field Preparation Initial field preparation includes cleaning existing canals and constructing ditches and water control structures for proper drainage of rainwater run-off, building adequate roads for site access, removing surface vegetation, and profiling and sloping the fields. At First Colony, the 60.7-km2 (15,000-acre) harvesting area was divided into 129.5-hm2 (320-acre) blocks about 1.6 km (1 mile) long and 805 m (0.5 mile) wide. This was accomplished by cleaning main outfall canals with adjacent roads built from canal spoil at 1.6-km (1-mile) intervals. Existing intermediate canals that feed into main outfall canals at 805-m (0.5-mile) intervals also are cleaned. Headland roads are constructed from canal spoil along each side of each intermediate canal. This 129.5-hm2 (320-acre) block is then divided into 32 harvest strips by small V-ditches constructed at 50-m (165-ft) intervals. At the end of the field with the lowest elevation, corrugated steel pipe culverts are installed under the headland road in each V-ditch to control rainwater runoff into intermediate canals. Runoff water from the fields is diverted to a holding pond to prevent any increase in peak water runoff rates and to allow for more uniform drainage rate than experienced to date. After the drainage system is installed, harvest strips are ready for grinding and sloping operations. Surface vegetation, made up of small, waxy-leafed shrubs such as Gallberry, Bayberry, Magnolia, and scattered pond pine, can be effectively ground and incorporated into the upper surface of the peat layer. Here, it will rapidly decompose and have little effect on overall peat quality, thus eliminating the standard practice of pushing the vegetation and upper wood layer into long windrows with bulldozers and hauling this debris from the fields. Incorporating vegetation into the upper surface is known as the initial 102-mm (4-in.) surface vegetation grind and is accomplished by using a modified Bros Rota Mixer. Following this operation, and by using the same unit, a sec¬ond grind with a depth of 200-255 mm (8-10 in.) is made. This reduces the debris to a finer consistency, mixes it with the upper peat layer, and grinds any wood found in the upper 200-255 mm (8-10 in.). HARRY HINDS: Our second speaker today is Rich Perry. Rich is the manager of leach and dewatering at Newmont Gold Company's Carlin operations. He has been the operator of Newmont's refractory leach development program for the past three years. Prior to joining Newmont in 1994, he was plant superintendent at the Big Springs and Jerritt Canyon Roasting Mills for Independence Mining Company. He graduated from the University of Nevada's Mackay School of Mines, and has lived with his wife and three children in Elko, Nevada, for the past 12 years. Please welcome Rich as he presents "New Facility Design Engineering: On-Site Versus Engineering Companies' Offices." RICH PERRY: Newmont Gold Company has been mining and processing gold ore at its Carlin, Nevada, operations since 1965. Processing is done using oxide milling, heap leaching, and whole ore roasting methods. Newmont began development of refractory leach processing technology at its research and development facility in 1988. The R&D staff focused on developing processing methods for low-grade refractory gold resources at Carlin that could not be economically processed by refractory milling methods. The term refractory ore refers to those ores that contain quantities of sulfides and/or organic carbon that result in low recoveries using conventional cyanide leaching. The R&D staff developed two potential processes deemed worthy of further testing: heap biooxidation to liberate gold occluded by sulfides and ammonium thiosulfate leaching for gold recovery from carbonaceous preg-robbing ores. These were piloted in small heaps by the staff of the R&D and Carlin metallurgical labs from 1990 through 1994. By 1994, Newmont's R&D and metallurgical staffs had unlocked the chemistry and kinetics of the two processes, and it was decided that the operations group would be brought in to begin development of a commercial plant. A project manager at Newmont's Denver office was assigned to the project. Scale-up issues such as biooxidation leach pad design; on/off heap heights; handling of various ore types during stacking and reclaiming; operating costs; and environmental, health, and hygiene concerns using a new process chemistry remained unanswered.

For many years The Hanna Mining Company has been investigating the flotation of the non-magnetic iron ores located in the Western Mesabi Range of Minnesota.1 During the 1950's a number of anionic iron procedures were evaluated and in the late 1950's and early 1960's the anionic silica floats and the cationic silica floats were tested with improved results.2 The cationic float became more attractive and effective by the use of the improved ether amines. About 1962 a desliming process by selective flocculation was developed by the U.S. Bureau of Hines at Minneapolis', Minnesota.3, 4, 5 This is a very efficient method of desliming and was first tried with the anionic silica float and then the more practical cationic silica float. In the mid 1960's The Hanna Research Laboratory began studies to optimize the selective flocculation process for our ores. This was followed by studies to optimize the cationic silica float after desliming by selective flocculation. This testwork was done on large, 500 to 1000 tonne bulk samples of oxidized taconite which were later successfully piloted at .68t/h (1500 Lbs. /hr.). A program was then begun to test the oxidized portions of numerous taconite drill holes to outline the ore bodies and develop mining plans. This paper will discuss our optimization results of both the selective flocculation and the cationic silica float as applied to our various ores. In addition the pilot plant studies and drill core testwork will be discussed.

The name Perlite applies to both a hydrated volcanic glass containing from 2% to 5% combined water and to the lightweight material that is produced from expanding the sized volcanic glass. Upon heating, Perlite expands to about twenty times its original volume which results in a material of low density, low thermal conductivity, and high sound absorpt'ion. Perlite ore is mined by open pit methods and is crushed and sized to provide specific gradations for expanding into products used in acoustical tile, built- up roofing, filtration, lightweight concrete and horticultural applications, among others. In 1983, the U.S. production of crude Perlite came from 12 mines and 6 western states, with apparent consumption and production estimated to be about 6% lower than 1982. The average price per ton was slightly higher than in 1982.

U.S. National Institute for Occupational Safety and Health (NIOSH) reports state that about 100 million rock anchors are installed annually in U.S. coal mines (Tadolini et al., 2006), and rock-related safety remains an issue. The majority of these coal mines have conditions that make corrosion probable in the longer term. Despite this, very little research has been performed to analyze corrosion and its effects on rock anchors in coal mines. To further evaluate the effects of corrosive conditions in coal mines on rock anchors, three different experiments were conducted during an initial Illinois Clean Coal Institute (ICCI)-funded project from 2008-2009. The results of these experiments were further studied, with additional tests, in the extended ICCI-funded project during 2011-2012. The experiments were destructive testing, electrochemical testing (potentiodynamic polarization tests) and open circuit potential (OCP) testing, conducted in order to study corrosion in environments similar to those found in Illinois coal mines with a focus on major rock anchor types typically installed underground. Destructive test results showed highest reduction in peak strength at higher pH and temperature. From the destructive test results, epoxy-coated and galvanized anchors were observed to be better when compared to uncoated. Electrochemical testing was performed to find the corrosion potential and corrosion rates of ASTM A615 steel grades 40, 60 and 75 in four different solutions of varying sulfur content at ambient temperature. The effect of temperature and pH levels on corrosion potential and corrosion rates of steel grades were also evaluated with additional electrochemical testing, where an increase in temperature with all other constant conditions caused a significant increase in the corrosion penetration rate. OCP data indicated higher corrosion potential values (-mV) for rock anchors in wet areas, when compared to those from the dry areas. OCP test results of the rock anchors from the laboratory corrosion chambers were similar to those measured in the sampled coal mines.

As part of a general project to simulate a concentrator, the Brenda Mines Limited secondary crushing plant, located near Peachland, B. C., was sampled during the summer and winter of 1975 to develop a digital crushing plant simulator specific to the Brenda operation. The purpose of this simulator was to study the influence of manipulable process variables on important responses and to permit study of alternative circuit configurations if desired. This paper describes the simulation methodology employed and presents the results of a computer study of the secondary crushing plant (1).

The coal reserves in the United States are estimated to be in excess of 300 billion recoverable tons, and current projections of energy requirements indicate our increased dependence upon these reserves. The Department of Energy's Energy Outlook for 1984 projects that coal consumption in the United States will increase from 737 million tons in 1983 to 958 million tons in 1990, and then to 1,110 million tons in 1995 (Table 1). As shown in this table, the future utilization of coal in the United States is closely tied to the electric utility market, a market that consumes about 85% of the coal produced. Be- cause of this dependence on the utility market, the uncertainties of new environmental regulations, particularly those concerning sulfur emissions, could have a significant adverse impact on future coal demands in the United States. SULFUR IN U.S. COALS Most of the Nation's coal reserves contain too much sulfur to be fired directly and meet existing emission control standards. In Table 2, the sulfur contents of the coals of the eastern United States are summarized by sulfur levels according to regions. While the coals of some of the eastern regions are predominantly high in sulfur content, it is important to recognize that large tonnages of coal with relatively lower sulfur content are available in these regions. Furthermore, an often significant portion of the sulfur occurs in the form of iron sulfide (Fes2 or pyrite). Because pyrite occurs as discrete particles of high specific gravity, it can often be removed by simple, inexpensive physical coal beneficiation techniques after being liberated by stage crushing. The potential for physical removal of pyrite by conventional specific gravity processes combined with stage crushing is summarized in Table 3 on a regional basis.

This study addressed the separation and recovery of vanadium(IV), iron, and titanium from synthetic and real leach solutions of vanadium-bearing titanomagnetite using extractant P204 (di-(2-ethylhexyl) phosphate) and P507 (2-ethylhexyl hydrogen- 2-ethylhexyl phosphonate). Based on the speciation analysis of vanadium in sulfuric acid medium, the single-stage extraction efficiency of vanadium, iron, and titanium was 94.21%, 3.45%, and 5.32%, respectively, under the optimal extraction condition of P204-P507 concentration of 15% (v/v), P204 to P507 ratio of 3:1 (v/v), TBP (Tributyl phosphate) concentration of 5%, sulfonated kerosene concentration of 80%, initial pH of 1.8, contact time of 8 min, and phase ratio (O/A) of 2:1. By confirming the predictions of the McCabe-Thiele diagram, a five-stage countercurrent extraction was carried out and the desirable extraction efficiency for vanadium reached 98.13%. The maximum co-extraction coefficient and distribution ratio of vanadium were 2.58 and 26.23, respectively. The stripping efficiencies and concentrations of a vanadium-rich solution by three stages of countercurrent experiments with 20 vol.% sulfuric acid reached 99.14% and 0.58 g/L, respectively, while almost all of the titanium remained in the organic phase. The mechanism of synergistic extraction between hydrogen ions of P–O–H and VO2+ in acidic conditions was confirmed by ATR-FTIR spectroscopy and molecular structure derivation. Besides, the separated impurity ions ( Fe2+) after oxidation, precipitation, and roasting process form a qualified iron oxide pigment with a total iron content of 97.2%.

The concrete block industry can trace its beginnings to the early 18th century when most of the experimental work was being carried out in England. In America, the concrete masonry industry got started shortly after the Civil War and has had sometimes a spectacular, but always a steady growth since then. From a few hundred thousand concrete masonry units made in the late 19th century, the industry today produces approximately 3.3 billion concrete masonry units making it the largest industry in the United States for masonry wall materials. There were 3500 concrete masonry plants manufacturing these units after World War II. This nwnber decreased to 1500 by 1970 although the production of concrete masonry units increased by over 100% in the last 25 years. One of the reasons for this increase in production by less than half of the plants which once existed, is the tremendous strides made in automation of production machinery. The concrete masonry plant of today is probably one of the most automated small businesses in existence. Within a few years it will be possible to push a button and the entire manufacturing process will begin with no human hands touching the units until they are laid up in a wall at the manufacturing plant and are trans-ported to the job site. No other concrete product has reached this state of manufacturing sophistication and it is one of the reasons why the price of a concrete masonry unit is not much different than it was 2S years ago. Because of automation, it is safe to say that concrete masonry will remain a highly competitive building material for many years to come. The problems that beset the continued use of this material are not related to the cost of manufacturing and delivering the product. What are some of the problems as well as some of the opportunities and is the golden age of opportunity knocking rather than a wolf in disguise? The use of concrete masonry has grown each year because a larger unit was provided at less cost than other competitive materials. Is the laboratory sized coal specimen much stronger than underground coal pillars? The answer to this question has a profound implication to many coal operators. It will decide how much of the coal reserve can be recovered. Or, in many cases, it will determine whether it can be mined economically. Recent trends in several eastern states to establish regulations regarding coal pillar design to prevent surface subsidence long after mining heighten the debates. And, in some cases, these trends highlight the existing practices that seriously question the conventional wisdom. Currently, nearly all researchers and practitioners agree that as the size of rock specimens increases, its strength decreases. This concept has been universally adopted as the basic principle for coal pillar design in the United States. Several formulas have been derived to account for this effect. The reduction factor for underground coal pillars ranges from one-half to one-sixth of the strength obtained in the laboratory, depending on the formula selected. Recent case studies indicate that the reduction factor is not justifiable, at east in some cases. The use of a reduction factor is based on the assumption hat smaller rock specimens as tested in he laboratory contain none or fewer fractures or planes of weakness than larger specimens or underground coal pillars. In other words, the larger the rock materials, the more fractures it contains and subsequently weaker in strength. Do all underground coal pillars have more fractures than laboratory sized coal specimens? Not necessarily. All coal contains cleats. Some are con¬spicuous but others are not. In terms of cleat density (number of cleats per unit area), there is no difference between an underground coal pillar and a laboratory sized specimen, provided the specimen size is larger than the cleat spacing, which is mostly 25 to 75 mm (1 to 3 in.).
