The United States is faced with increasing demands for electricity, coupled with continuing demands for crude oil and gas. Superimposed on these' national requirements are our national requirements for clean air and elimination of thermal pollution of our rivers. From the coal viewpoint, this situation is complicated still more by the rapid advances in nuclear power. In this paper, I hope to show a way to use our Western coals as a solution to this involved national problem by producing: 1. High quality crude 2. Low cost power 3. Economic byproducts We could expect these products to be made at one site in an integrated plant that would mine (extract) coal, process it, and convert it to electricity. Perhaps the most important attribute of the plant is its reduced water requirement and the elimination of air pollution from the power cycle. Quite logically, such a plant would probably recover valuable byproducts, such as pipeline gas, sulphur, cement, aluminum, and the like. Although the plant projected in this paper is a conceptual one, it is based on work now underway by Government and industry. Prediction of the future is a most hazardous occupation, but plants such as the one projected are based on current knowledge and can be expected to reach commercial operation in the near term future.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. As air quality sensor networks become increasingly popular in underground coal mines, it is important to generate paradigms for the application of the collected data. To date, air quality sensing has been primarily used as an early warning system for hazardous air conditions. Using data collected from a network of sensors in a US underground coal mine, we have created multiple visualization methods to show the interactions of carbon monoxide evolution with ventilation airflow. These visualization methods can allow for further analysis of the source of contaminant, as well as better data resolution across the area of concern within the mine. By utilizing univariate spatial interpolations, we present methods for identifying the movement of carbon monoxide at one-minute intervals. The resulting visualizations display the evolution of carbon monoxide concentration across a sizeable study area over a period of 14 minutes.

The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.

The present study provides an overview of the challenges and opportunities in processing complex gold-copper ores. The systematic literature review was conducted using Scopus database and seven-step methodological approach. The study indicates that the major challenges in processing complex gold-copper ores through the conventional cyanidation method include (1) increase in cyanide consumption; (2) increase in cyanide destruction cost; (3) low gold recovery; (4) decrease in adsorption efficiency; (5) decrease in electrowinning efficiency, and (6) difficulties in the measurement of free cyanide concentration in the leaching system. Moreover, the study indicates that several methods have been developed and some have been implemented in the mining industry for processing complex gold-copper ores. This includes ore segregation, pre-aeration, pre-treatment methods (e.g., ammonia), alternative lixiviants (e.g., thiosulfate, thiocyanate, glycine), cyanide destruction methods, and cyanide and copper recovery technologies. The study concluded that using lixiviant mixtures (e.g., cyanide-glycine), pre-treatment with environmentally friendly reagents (e.g., glycine) and the integrated membrane-based process (SuCy process) are new directions in processing complex gold-copper ores. However, more investigations are required to advance these processes to a commercial scale.

Geological and hydrological conditions in the strata overlying the Salado Formation vary considerably in the Carlsbad, New Mexico area. The first four shafts sunk at international Minerals and Chemical Corporation's property have been located in competent and essentially dry conditions, while other shafts on adjacent properties have had such adverse conditions that ground freezing has been chosen as the water and ground control technique for shaft sinking. At the location of the IMC No. 5 Shaft there has been extensive-erosion and salt dissolution in the Rustler Formation which has led to collapse of some zones of the strata. Both ground freezing and pregrouting were considered as alternative methods of stabilizing the extremely poor ground conditions and controlling the potentially very heavy water inflows it was decided that pregrouting the shaft was feasible and would offer substantial cost and time saving over a ground freezing technique. This paper describes the pregrouting techniques used and illustrates the requirement for flexibility in a grouting program so that it can be codified to reflect any new or additional information which is obtained during the progress of the grouting.

Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

Jim Walter Resources Blue Creek No. 3 Mine was opened in one of the most gassy coal beds in the United States. Although face ventilation requirements exceeded 14,000 cfm (6 .6m3/s) air, continuous miner sections experienced an unacceptable frequency of frictional ignitions. Modifications offered primarily by the U. S. Bureau of Mines such as diffuser fans, water spray fans, and slow speed cutting motors were used with little success. However, laboratory tests conducted at the U. S. Bureau of Mines indicated that an increase in bit attack angle from 50° to 55°-57° significantly reduced the chances of the bit causing a frictional ignition. An experimental miner drum was built using this concept coupled with a new bit designed by the Bureau and manufactured by Hughes Tool Company that better protected the bit steel shank with a carbide cap. It was installed on a continuous miner and placed in an area of the mine prone to ignitions. 50,000 tons (45,500 metric tons) of coal were cut without a frictional ignition. When the miner was withdrawn for rebuild and a machine with an unmodified cutting drum placed in service, two ignitions occurred before 10,000 tons (9,100 metric tons) were mined. Other machines have been rebuilt and are in service, and to date none have been known to cause an ignition.

Over the last few years, and especially the last few months, issues relating to Corporate Governance in industry in general, and the Minerals industry in particular, have become increasingly topical, as a result of a number of scandals and failures. The development of International and National Codes for the reporting of Mineral Resources and Reserves began some years ago, and has been followed by more stringent Listing Rules for the Securities Exchanges, as well as more standardised formats and protocols for financial reporting of assets and activities. More recently, some countries have adopted Codes for the Valuation of Mineral Properties, which have focussed on standardisation of valuation approaches to be adopted, and the qualifications of people deemed competent to sign off such valuations. This process has not been without criticism, the main criticism being the proliferation of local standards and regulations, which are often difficult to apply and regulate, or which are too prescriptive for multinational mining companies to deal with. In South Africa, these concerns have been recognised, while at the same time a need has been identified to establish a Code which could be applied to South Africa, and the African continent as a whole. Such a development would necessitate that the Code satisfies the needs of the continent, but in a global context. This global context has already been set by the activities of the International Organisation of Securities Commissions, the International Valuations Standards Committee and the International Accounting Standards Board. This paper explains the progress and process that has been established in South Africa for this purpose, and highlights the key issues which are open to public debate, so that the process is inclusive and transparent, whilst at the same time it is consistent with international time frames, and provides a deliverable product that meets the desired objectives.

The Hardy Cross iterative method is the most popular technique for solving a ventilation network problem with natural air splitting. This method traditionally solves each mesh equation by an approximation during each iteration. Thus, it is interesting from both a theoretical and a computational viewpoint to be able to solve for an exact solution to the mesh equation. Presented in this paper is an algorithm for computing the exact solution to the mesh equation with a variable fan pressure. The algorithm uses signum functions for air quantities to generate an alternative mesh equation in the form of a quadratic equation that has two solutions defined by the well-known quadratic formula. The condition that the derivatives of the alternative and the original equations must be the same provides a basis for the correct choice between the solutions.

Longwall mining offers low cost potential for coal with high capital investment. As opposed to two shifts-per-day operation in most long- walls, Saarberg Mines in Germany increase utilization of capital by operating their longwalls around the clock. Differentiation between capital and operating costs, corrective maintenance versus preventive maintenance, improved roof conditions, and economical life of equipment was investigated. A surprisingly high degree of improvement was attained. Capital costs at Saarberg longwall coal mines have been reduced through a step-by-step research and trial program. This reduction was particularly influenced by the high performance pilot longwalls at the Ensdorf mine. The following presentation shows data and figures of those longwalls. End results were 40% reduction in capital costs, which could contribute favorably to investment decisions in the coal industry in a supply side economics environment.

The Indian Mining sector is subjected to a number of trends including call for global transition towards the route to sustainable development. Several regulations were enacted by the Government departments, from time to time, in order to identify the problems faced by the mining industry, including small-scale mining operations and to suggest appropriate mitigation measures in the form of environmental standards and certifications. During this process, a pursuit of sustainable development is regarded as an important area responding to socio-economic conditions, priorities and thus guides eventually corporate policies and practices. Thus, there is a need to formulate strategies for sustainable development. Based on these strategies some environmental indicators were developed in order to track down the progress and to evaluate its success. A case study pertaining to a group of iron ore mines in North Goa and Chromite mines in Sukinda, Orissa was selected for this study. Base line environmental data has been generated in the respective study sites. A core set of environmental indicators monitoring environmental progress based on the P-S-R model pioneered by OECD is linked with indicators for assessing the integration of environmental concerns.

Nonbauxite ores such as aluminum silicate clays and coal fly ashes have been widely considered as potential resources of alumina (Al2O3). The interest focused on these ores is due to their high alumina content. Over the years, in countries where there are little or no bauxite reserves or where the recovery of existing bauxite ores to produce alumina with the Bayer process is not economical, alternative processes have been explored. Among these processes, acid leaching is seen as the most attractive process. In the acid leaching process, heat treatment for thermal activation to destruct the refractory structure of the minerals in the ores is generally recommended as a pretreatment method. Recently, the applicability of high energy ball mills, which are useful for mechanical activation as a pretreatment method before leaching, has attracted much attention. This is a short summary of our previous review [1], giving the details of alumina manufacturing from thermally and mechanically activated clays and coal fly ashes by acid leaching.

Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

Automation techniques are used during the design stage of continuous miners to decrease the time required and ensure the accuracy of the design. This is followed by automated manufacturing processes to reduce manufacturing time and improve the quality and consistency of parts. Combined, the result is a more reliable machine that can provide ongoing production capability. With the use of automation to enhance operator effectiveness and monitor machine condition, the productivity of machines is also improved. Productivity of continuous miners doubled over a 10-year span (Fig. 1). Although this article focuses on the continuous miner, it should be recognized that production increases of the continuous miner would not be realized without increased capabilities throughout the rest of the mining system. There are several aspects of automation that have played a role in providing increased continuous miner productivity. Though some are considered indirect, they still had significant influence on the overall result. Basically, productivity increases are obtained by cutting, loading and transporting the coal at a maximum rate. In addition, these tasks must be consistent, with minimal downtime. Therefore, the miner had to improve in operational capability and reliability. Automation techniques used during machine design, manufacturing and operation have all played significant roles in achieving higher productivity.

Waste solutions from sea water desalination processes are enriched in minerals by a factor of two or three. This suggests that extraction of selected mineral components from the concentrated brine might help pay desalination costs. The possible recovery of gold has received particular mention. Sonstadt, in 1872, reported the gold content of sea water as 65,000 micrograms per cubic meter, or 65,000 parts per trillion. At $35 an ounce, this is equivalent to $0.065 per ton of sea water. Fritz Haber, however, after his abortive venture to restore Post War I Germany to economic health by recovering gold from the sea, concluded the gold content was 4 micrograms per cubic meter. Haber's analysis is equivalent to 0.0004 cent per ton. In the past 10 years, investigators using advanced analytical techniques reported from 4 to 27 micrograms per cubic meter. Our brief experiments to determine a threshhold value for the gold in sea water employed solvent extraction for initial concentration, evaporation of the gold-loaded organic for further concentration, and atomic absorption analysis of the gold in the concentrated organic. Radioactive gold was used as a tracer for monitoring the gold through the concentration and analytical steps. Our method established that sea water contains about 11 parts gold per trillion parts sea water, or 0.001 cent worth per ton. This agrees closely with results of recent studies by other investigators employing ion exchange resins and neutron activation techniques.

Maintenance costs in the mining industry often account for as much as 18-20% of total operating costs and with the cost of labor and materials rising, they threaten to become an even larger percentage of the total. Yet, without an effective maintenance program costs can soar beyond what they would be without a program. In other words, when production equipment is down, there is no production and no product to sell in the marketplace. This cost of downtime in lost product far exceeds the actual cost of maintenance, which is defined here as labor and materials. Thus, mine management must have an effective maintenance program to avoid downtime and meet production targets. Attaining an Effective Maintenance Program Many mine management and operations supervisors believe that an effective program is a function of how hard they push maintenance. Yet, when vital production equipment is inoperable and production is lagging, no amount of pushing helps. In actuality, maintenance has little control over its own destiny and needs support from other departments to deliver good service. Success of the maintenance program depends on gaining control of those factors that directly influence maintenance. Consider the following. Organization-The maintenance organization must be structured for maximum responsiveness to production needs. Unfortunately, some needs are immediate and many are unknown in advance. The maintenance department has little control over them. These outside influences limit the department manager's ability to control his own organizational structure. Preventive maintenance procedures-Routine lubrication, equipment inspection, minor adjustments and the like are controlled mostly by maintenance. Yet, scheduling preventive maintenance depends also on the availability of equipment controlled by other departments. Planning-The purpose of planning maintenance jobs is to ensure that the best use is made of maintenance resources. If the production department creates an environment of running repairs and emergencies, there can be little planning. Even well-planned jobs will suffer if there is less than full cooperation in carrying them out. As a consequence, the maintenance department is not blocked from planning, but the value of its planning is reduced. Scheduling-Maintenance scheduling should be a joint effort. Although maintenance does the planning, production must agree to the scheduled maintenance of its equipment. Workload-As a service organization, the maintenance department has limited control over its workload because it must consistently respond to other department's demands. At best, maintenance controls only the fixed portion of its workload-utility work, janitorial service, maintenance shop work, and assigned repetitive and preventive maintenance duties. Unscheduled and emergency work are initiated by operations. Major maintenance actions require full cooperation. Labor productivity-The effective use of labor is tied to other key functions of maintenance. These include organization, preventive maintenance, planning, scheduling, and emergency work. An area type organization, for example, can often respond more quickly to immediate needs than a centrally controlled maintenance group. Yet, area maintenance can result in lower labor productivity unless tight control is exercised. One of the advantages of a good "detection-oriented" preventive maintenance program is early discovery of problems and better opportunity to schedule corrective work in advance. Under planned work conditions, use of labor can be more productive. Complete planning and scheduling can minimize time spent on each job, increase effectiveness of supervision, and improve labor productivity. Finally, if emergency work is minimized, there are fewer delays, less lost time, better coordination, and more productive use of labor. While labor productivity is an important factor in carrying out maintenance, it also is influenced by outside factors. However, few realize the impact of being able to improve maintenance productivity. Lafarge Corporation's Texas Quarry, in Baltimore MD, achieved a substantial expansion of pit reserves by removing an inactive underground mine. The day lighting program, designed, and completed in 1997, open pit mined more than 400 meters of room and pillar workings which were originally developed to recover high brightness Calcium Carbonate. The project proved to be a challenge throughout its course as the pit plan was modified and successful daylighting techniques were developed to remove the mine without adversely affecting the safety of the operation, quality of the stone recovered, or negatively impacting the surrounding community. The design parameters and techniques developed and implemented at Texas may prove of interest to other operators as they are faced with daylighting opportunities. This article will detail the challenges we faced and the solutions which made the project a success.

Although surface chemistry fundamentals of semi-soluble minerals have been studied by many researchers, detailed understanding of these systems is still incomplete. In-situ FT-IR/IRS techniques have recently been used to successfully describe the adsorption of carboxylates at semi-soluble mineral surfaces. However, the wetting characteristics of these adsorbed films require further consideration. In this regard, the hydrophobicity and stability of transferred Langmuir-Blodgett (LB) monolayers of fatty acids at fluorite and calcite surfaces has been studied by contact angle measurements with polar and apolar liquids. Generally, it was found that the transferred LB monolayers of fatty acids at a calcite surface are unstable whereas such monolayers transferred at a fluorite surface are stable, as revealed from advancing and receding contact angle measurements. These results are believed to be due to the incomplete reaction of fatty acid monolayer at the calcite surface. In addition it was found that a closely packed well-ordered stearate monolayer with good hydrophobicity, equivalent to that of a transferred LB monolayer, can be formed at fluorite surfaces by spontaneous adsorption and self-assembly from aqueous solutions.

It is a generally accepted and widely discussed fact that the world in general, and the United States in particular, face a shortage of energy at the present time which will become worse in the future. There is, however, no sign of a similar concensus as to the actions which would prevent or overcome this expected shortage. An immense variety of solutions has, however, been put forward, ranging from the purely political to the outer fringes of sophisticated technology. One resource which surprisingly is often only cursorily included in this discussion is the immense known petroleum reserve lying within the United States. When this subject is discussed, indeed, it is usually in the context of the improvements in production or new discovery rate that could be expected to result from possible politico-economic actions that would raise the real price obtained for domestic crude. This interest in the potential for improved domestic production is undoubtedly justified, but very little attention is normally drawn to the fact that even under the most favorable policy framework the majority of the oil that has been, or will be, discovered will remain in the ground due to the inherent limitations of production through surface wells.
