Impacted waters, often complex, are created in mining which at some point in the mine life cycle will need to be attended. The simplest and most cost effective method of handling impacted water is to reuse it as makeup water for operations. At the end of mine life, operational reuse will not be an option and the impacted water will require treatment to achieve alternative reuse goals. Conventional mine impacted water treatment is successful in removing unwanted constituents but create brine and sludge that may require special handling or additional treatment, resulting in additional liabilities and costs. Freeport-McMoRan Copper & Gold has taken an approach to water treatment that focuses on transformation not concentration. The Water Treatment Test Facility located at Sierrita Mine has three test plants that are piloting the mine impacted water transformation process. Two plants have been designed for the removal of calcium and sulfate with products of gypsum and sulfur. The third plant removes metals from process water and transforms them into marketable metal sulfides. The transformation, rather than concentration, of mine impacted water solutes greatly reduce long term risks.

Signal processing is a major challenge for In-Seam Seismic (ISS) technique. Fourier Transform is an important tool for signal processing such as frequency analysis. However, for ISS signal, localized information, especially time-frequency localization is even more important. Wavelet Transform (WT) provides another approach to study the signal as a function of frequency and time. The objective of this paper is to demonstrate the application and advantages of WT to seismic signal analysis. Both transmission and reflection signals from coal mine void detection experiments are analyzed. The results illustrate that WT appears to be a powerful and convenient method for the in-seam seismic signal processing.

Steady increases in longwall production have required operators to apply greater quantities of ventilating air in an effort to control and dilute respirable dust. Significant increases in shearer speeds necessitate that longwall supports also be advanced at a faster rate. Both of these factors may contribute to overall respirable dust levels on the longwall face because as supports are lowered and advanced, broken material falling from the top of the canopy is entrained directly into the air stream. To address this issue, the Pittsburgh Research Laboratory collected respirable dust samples from four longwall faces to characterize shield-generated dust. This paper investigates the influence of air velocity and shield advance rates on respirable dust levels. Also discussed are engineering controls currently used to reduce shield dust and alternative controls being investigated by the National Institute for Occupational Safety and Health (NIOSH).

Introduction With the increasing need to mine lower grade ores, high energy-related costs in comminution are of major concern. Very fine grinding is needed to liberate the fine mineral particles in these ores. Not only is this expensive, but it leads to greater losses in slimes. Gravity concentration techniques become unacceptably inefficient for particle treatment below 25 to 50 µm, and even flotation fails in the ultra-fine range. Ore from the South Crofty mine near Redruth, Cornwall, was subjected to thermal pretreatment in the hope that differential thermal expansion of the minerals would lead to intergranular cracking, and thus enhanced liberation. South Crofty ore contains about 1% tin as cassiterite associated with a complex assemblage of quartz, chlorite, tourmaline, and hema¬tite in granite and slate. Recovery of cassiterite can be as low as 70%, as overgrinding occurs during stage reduction of the material to 1 mm (primary grinding) and 180 µm (regrinding). Cassiterite is present in grain sizes ranging from submicroscopic to + 10 mm, the bulk being predominantly in the range of 50 µm to 3 mm. Experimental Flat polished sections of the ore were photographed in reflected light using a Vickers M17 microscope. The sections were then heated in a Carbolite LMF4 muffle furnace. The heating rate and temperature were monitored by a thermocouple immersed in the bed of particles. Previous work by Sherring (1981) on the same material showed that a 55% reduction in grinding resistance occurred when the material was rapidly heated and cooled through the quartz inversion tem¬perature (573°C), where a volumetric expansion of 0.86% occurs. The samples were therefore heated to 650°C at 26°/min, and were then water-quenched to room temperature. The effect of heat treatment on the mineralogy and fracture network was assessed by examining the same area after treatment. Results Most of the sections examined showed that extensive transgranular cracking occurred as a result of heat treatment. Such cracking, although weakening the rock and hence reducing the work index, would in no way enhance the liberation of the cassiterite from the host minerals. Intergranular cracking, which would lead to enhanced liberation, was difficult to discern under reflected light, but there was evidence of such cracking in some of the sections examined. Figures 1 and 2 are examples of typical sections before and after heat treatment. Figures la and lb - show cassiterite in hematite, Fig. lb, in normal incident illumination, illustrating clearly that after heat treatment, transgranular fracture is evident in the cassiterite. If any intergranular cracking has occurred, it is not evident in this photograph. Figures 2a and 2b show cassiterite in quartz before and after treatment. Fracturing in both minerals after treatment can clearly be seen, and there is evidence of intergranular fracturing. However, protruding "arms" of cassiterite are severed by transgranular fracture. Subgrains of quartz have also been isolated by trans¬granular fracture. There is major transgranular cracking across the wider sections of cassiterite. Discussion The effect of rapidly heating South Crofty tin ore to 650°C, followed by water-quenching to room temperature, has been studied by observing the fracture networks in mineral grains. The choice of 650°C as the heating temperature was influenced by the work of Sherring (1981), who found considerable reduction in grinding resistance after thermal pretreatment of the same ore. Scheding et al. (1981), however, have shown, by means of a crude calculation, that heat treatment cannot be justified solely on the basis of reduced grinding costs. The cost of heat treatment far out-weighs that of grinding, resulting in the combined costs for heat treatment being over six times that for grinding unheated material. The most economically attractive aspect of heat treatment is the possibility of enhanced liberation of the valuable mineral due to increased intergranular rather than transgranular fracture. Grinding costs would be greatly reduced by improved liberation at coarser sizes, and the costs of ancillary processes, such as dewatering and tailings disposal, would be reduced. The most significant economic effect, however, would be in improved metallurgical efficiency. Improved liberation would increase concentrate grades, and recoveries would be higher, particularly in the case of ores where high slime losses are produced due to the excessively fine grinding required to produce adequate liberation. Manser (1983) has shown that only a 1% increase in tin recovery, at the same concentrate grade, would be sufficient to offset heat treatment costs on South Crofty ore. Heavy liquid analysis and shaking table separation have been used to evaluate the effect of thermal treatment on processing (Binns, 1984; Scheding, 1981; Sherring, 1981). However, treatment of unheated and heated samples of South Crofty ore, ground to the same product size, by such methods have shown little evidence of improved metallurgical efficiency after thermal pretreatment. The large amount of transgranular fracturing revealed by reflected light studies helps to explain this lack of improvement. The purpose of this paper is to summarize some of the author's experiences in applying population balance models to a variety of industrial grinding circuits. Over 26 separate industrial circuits have been studied in detail during the last 10 years, each unique in its equipment type and layout as well as in the material (s) being ground. The success of the population balance approach during these studies was variable. Fourteen of the circuits were shown to be very amenable to such an approach while the remainder had conditions present that sufficiently violated the standard population balance assumptions so that the analysis was of less than optimal utility. Some discussion of the importance of standard population balance assumptions will be given. It is increasingly becoming this author's opinion that the use of population balance models has its greatest utility in defining logically and cheaply (in contrast to actual physical testing), the relative limits and comparisons of different proposed circuit configurations and changes in equipment types and/or operating conditions. As far as specific quantitative predictions and actual optimization of existing plant performance, the results of applying the population balance approach have been often disappointing and need to be coupled at the plant level with other engineering quantification techniques in order to achieve desired improvements.

An application of goal programming (GP) in evaluation of proposed purchases of major mining machinery is presented. It incorporates historical operating data compiled on mechanical delays to production time. The goal programming technique, which is an extension of integer programming, is used to maximize an objective function. The objective function combines the capital budgeting evaluation methods of net present value, payback period, profitability index, and total net earnings as goals weighted according to a management preference. The GP method gives an optimal solution to a multiple-goal problem. A sensitivity analysis is performed to determine the effect of an increased production forecast or a tightened budget on proposal selection.

INTRODUCTION The flotation process, in the real industrial complexes, is characterized by the existence of the significant number of the close reciprocal interrelationship between the input and output Darameters. Traditional complexity is appeared with regard to absence of the suitable a priori information for the physico-chemical characteristics of the flotation process. It’s led to needful of taking of consideration about the undefinition which have got the place in the real conditions and application of the statistical methods. The identification of the flotation process through statistical methods is conception of the more-stages procedure, including the collection and previous analysis, the choice of the model structure and valuation method, the estimation of the model un- known parameters and the results interpretation. The essential concept for the subject of this paper belongs to the empirical models ("black-box") and deals with optimizing in constant industrial plant process. The offered method envisages the application of process operation data in order to improve the work process or constant accomplishment of better results for the target function in relation to the former achievement. The optimum process solution isn't afixed value under the influence of various factors, but "a moving point" along the response surface and deviates from the scheme solutions. The evolutive planning method constantly "investigates and approaches" the optimum solution for the selected target function. As a matter of fact the expert operates the plant without interrupting the normal work process. The essential concept of method is to attain changes in the standard conditions, but so limited that they will not effect either production or the product. This method is based on statistical concepts and availability of following the risk of error. The possible influental factors for the flotation process (m=l, 2, 3) is following: the metal content in the feed ore; production level (t/h); grinding fineness in the flotation pulp; pH-values; the consumption of collectors and modifiers The possible target functions are: the recovery of plant capacity, metal recovery in the concentration process and concentration quality. The application of the evolutive operativity method in the chalcopyrite flotation- Bucim concentrator, combines the statistical data and the operator's experience in the interpretation and making a decision which adds up to the precise automatic performance of the process. The advantages of this method in relation to the existing procedure for the flotation process are the following: • The method is unexpensive and losses are reduced to the time necessary to collect the data and record them in the computer. This method provides a constant process control and a quality decision which is better than those brought by an ex- pert with great experience ("hit-and-miss method"). • The method also provides incidental data about the effects. • The method should not be considered as a procedure for solving an incidental problem ("crash program"). • The obtained results must be interpreted by an appropriate expert in order to be considered instructive. MATHEMATICAL STATISTICS Taking into consideration the complexity of the enrichment processes it's necessary the application of "black-box" and mathematical modelling. The presence of the indefinite elements compel us towards the both theory of the probability and mathematical statistics. The mathematical statistics by the mineral processing investigation of the valuable raw materials in the last years has had greater signifance and widely spread application. The application of the mathematical statistics methods for the technological pro- cess analysis and the construction of the mathematical models is bound up by the task putting of the automatic control system de- sign (Fisher R. A. 1941, 1949). The statistical analysis in the enrichment processes is applied formerly, especially in the sampling estimation. Contemporary, in the last years is imposed the tendency of mathematical statistics application for the obtaining of quantity characteristics and quantity valuation from the individual influental factors. Above mentioned tendency in the significant level is based by the mathematical statistics development as a mathematical discipline close connected with the technical cybernetics general joining to the investigated object as a "black-box". Another essential factor in the mathematical statistics development is appeared the created mathematical theory of experiments as a new, to some extent, autonomous statistical domain. The theory of experiments has demonstrated exclusively importance for the investigation of the complex more-factorial processes in the chemistry, mineral processing, metallurgy etc. The investigation by the enrichment processes of the valuable raw materials and their management is possible by the statistical method application. In the same time, it's possible to use the wide-spread traditional methods of the statistical analysis, such as the methods of the dispersion, correlation, regression etc. Also, it may be mentioned above all the methods of the statistical planning of the extreme experiments. The more perspective are representatived some cybernetic methods which are based by the probability as an approach in the process analysis, for example, the identify of the ways and forms, the graph application as an additional instrument in the correlation analysis, the dynamic programming etc. The mathematical statistics application in the laboratory investigation scale is connected above all by the experimented material analysis and the compact representation of the obtained results. The mathematical statistics methods are more varrying and may be applied in the investigations of the wide circle of problems

Surface coal mining productivity in the U.S. and Illinois has shown a general declining trend since 1969. The U.S. Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions such as overburden preparation, overburden stripping, reclamation, coal handling, etc. during the period 1970-1982. Statistical analysys techniques including multiple regression were utilized in the study.

INTRODUCTION This chapter on underground rotary drills briefly describes the equipment features, selection or applica¬tion criteria, safety features, and relative costs of both face and roof drills. After a brief description of the basic components, the application, safety, and cost con¬siderations will be explored. ROTARY DRILL COMPONENTS As illustrated in Fig. 1, an underground rotary drill consists of five basic components. These components are the energy system, chassis, boom, feed assembly, and operator's station. Energy System The energy system of a typical underground drill con¬sists of an electric motor, driving a hydraulic pump or pumps. Usually, the drill is equipped with a cable reel to store the trailing power cable from the portable power center in the mine. A simple control box is supplied to house electrical switchgear and protective devices. In addition to the pump, the hydraulic portion of the energy system includes the hydraulic cylinders, hydraulic tram motors, relief valves, control valves, etc., necessary to actuate the various machine functions. Chassis The chassis provides the frame or support structure for the other four basic components of the drill. Fre¬quently, it incorporates an oil reservoir for the hydraulic system. The chasis provides the support for the trans¬mission, which drives rubber tires or, in the case of some foreign machines, the crawler tracks. The steering link¬age and steering tires also may be considered as parts of the chassis. Boom The boom is the structure that supports the feed assembly; it is either hinged or pivoted on the front of the chassis. Hydraulic cylinders on the boom are used to lift or swing the boom relative to the chassis and to swivel or "roll" the feed assembly. Feed Assembly The feed assembly is made up of the support struc¬ture with an integral thrust mechanism, a rotation unit, centralizers to stabilize the auger, and a hose handling arrangement. In addition, most drills have an extension frame with a tilt device to aid in positioning the feed. Operator's Station The operator's station is the area from which the miner operates the drill. UNDERGROUND ROTARY DRILL APPLICATIONS Underground Face Drills Underground face drills are used in mining opera¬tions that utilize the conventional mining system. The face drill is used to drill holes in the exposed face of the material, and the face is then "shot" by means of explo¬sives or high pressure air. The loose material then is ready for loading and transporting from the face to the preparation plant. Typical specifications for under¬ground face drills are listed in Table 1. Certain parameters should be established as to where the drill is to be used and what is expected of it. To create an awareness of some of the considerations that too often are overlooked, some questions are listed that should be asked in conjunction with the selection or application of the proposed drills. Energy System: Can the drill be supplied with the proper voltage to match the available or proposed elec¬trical power system of the mine? Is the system 250, 460, 500, 550, or 950 v; dc or ac; 3-phase; 60 or 50 Hz? Is the drill equipped with an adequate electric motor to handle the proposed duty cycle? Studies by the National Institute for Occupational Safety and Health (NIOSH) and the Bureau of Mines (BOM) have demonstrated that: (1) 90% of diesel particulate is less than one (1) micrometer in aerodynamic diameter; (2) more than 90% of the respirable mass in electric coal mines was greater than one (1) micrometer in aerodynamic diameter; and (3) in coal mines using diesel equipment, average diesel concentrations can represent up to 53% of the MRE respirable coal dust standard. For mines approaching the 2 mg/m3 standard, compliance may be easier to attain by controls directed at diesel exhaust particulate as opposed to coal dust control. First, however, a Simple instrument is needed to measure diesel exhaust particulate concentrations. This paper describes such a sampler, its construction, and use. While results from this sampler are primarily utilized to identify control areas, NIOSH is also using the sampler for estimating worker exposures in epidemiologic studies.

Automation techniques are used during the design stage of continuous miners to decrease the time required and ensure the accuracy of the design. This is followed by automated manufacturing processes to reduce manufacturing time and improve the quality and consistency of parts. Combined, the result is a more reliable machine that can provide ongoing production capability. With the use of automation to enhance operator effectiveness and monitor machine condition, the productivity of machines is also improved. Productivity of continuous miners doubled over a 10-year span (Fig. 1). Although this article focuses on the continuous miner, it should be recognized that production increases of the continuous miner would not be realized without increased capabilities throughout the rest of the mining system. There are several aspects of automation that have played a role in providing increased continuous miner productivity. Though some are considered indirect, they still had significant influence on the overall result. Basically, productivity increases are obtained by cutting, loading and transporting the coal at a maximum rate. In addition, these tasks must be consistent, with minimal downtime. Therefore, the miner had to improve in operational capability and reliability. Automation techniques used during machine design, manufacturing and operation have all played significant roles in achieving higher productivity.

Jim Walter Resources Blue Creek No. 3 Mine was opened in one of the most gassy coal beds in the United States. Although face ventilation requirements exceeded 14,000 cfm (6 .6m3/s) air, continuous miner sections experienced an unacceptable frequency of frictional ignitions. Modifications offered primarily by the U. S. Bureau of Mines such as diffuser fans, water spray fans, and slow speed cutting motors were used with little success. However, laboratory tests conducted at the U. S. Bureau of Mines indicated that an increase in bit attack angle from 50° to 55°-57° significantly reduced the chances of the bit causing a frictional ignition. An experimental miner drum was built using this concept coupled with a new bit designed by the Bureau and manufactured by Hughes Tool Company that better protected the bit steel shank with a carbide cap. It was installed on a continuous miner and placed in an area of the mine prone to ignitions. 50,000 tons (45,500 metric tons) of coal were cut without a frictional ignition. When the miner was withdrawn for rebuild and a machine with an unmodified cutting drum placed in service, two ignitions occurred before 10,000 tons (9,100 metric tons) were mined. Other machines have been rebuilt and are in service, and to date none have been known to cause an ignition.

"A beautiful America will require the effort of government at every level, of business, and of private groups. Above all it will require the concern and action of individual citizens, alert to danger, determined to improve the quality of their surroundings, resisting blight, demanding and building beauty for themselves and their children." "Improvement of our environment" has become a cause much like "motherhood". The increased awareness of the public concerning this subject makes it most unpopular for anyone to be involved in anything that seemingly is detrimental to our environment. And this awarement goes far beyond our biggest pollution problem in America - the distribution of paper, abandoned automobiles, beer cans and other garbage by our enlightened society along every city, highway, trout stream, river and mountain in America. In fact, the greatest awarement comes because of the "sensational" reporting and writing in our various national communication media, wherein the same voting citizens who so generously distribute their refuse about the countryside are emotionally aroused and duped into transferring what is truly a national problem onto the shoulders of a few industries - notably and particularly the mineral extraction industry. Certainly mankind is more and more stumbling over his own garbage daily, a fact that is easier to sell a citizen of one of our large cities than a resident of the wide open spaces of the west. Yet even in the Rocky Mountain states, the "Land of Sky Blue Waters", the "Big Sky Country", and particularly in Salt Lake valley smog is not unknown. Pollution and littering have become problems that need to be faced squarely. In North Dakota alone it has been estimated that one section of farm land each year flows down the mighty Missouri and the greatest producer of sediment is now reported to be the highway department.

Video technology coupled with data logging exposure monitors have been used to evaluate worker exposure to different types of contaminants. However, previous application of this technology used a stationary video camera to record the worker?s activity while the worker wore some type of contaminant monitor. These techniques are not applicable to mobile workers in the mining industry because of their need to move around the operation while performing their duties and tasks. The Helmet-CAM is a recently developed exposure assessment tool that integrates a person-wearable video recorder with a data logging dust monitor that are worn by a miner in a backpack, safety belt, or safety vest to identify areas or job tasks of elevated exposure. After a miner performs his or her job while wearing the unit, the video and dust exposure data files are downloaded to a computer and then merged together through a NIOSH-developed computer software program called EVADE (Enhanced Video Analysis of Dust Exposure). By providing synchronized playback of the merged video footage and dust exposure data, the EVADE software allows for the assessment and identification of key work areas and processes, as well as work tasks that significantly impact a worker?s personal respirable dust exposure. The Helmet-CAM technology has been tested at a number of metal/nonmetal mining operations and has proven to be a very valuable assessment tool. Mining companies wishing to use this technique can purchase a commercially available video camera and an instantaneous dust monitor to obtain the necessary data, and the NIOSH-developed EVADE software will be available for download at no cost on the NIOSH website.

Mine equipment fires remain as one of the most concerning safety issues in the mining industry, and most equipment fires were caused by hot surface ignitions. Detailed experimental investigations were conducted at the National Institute for Occupational Safety and Health’s (NIOSH) Pittsburgh Mining Research Division on hot surface ignition of liquid fuels under ventilation in a mining environment. Three types of metal surface materials (stainless steel, cast iron and carbon steel), three types of liquids (diesel fuel, hydraulic fluid and engine oil) and four air ventilation speeds (0, 0.5, 1.5 and 3 m/s) were used to study the hot surface ignition probability under these conditions. Visual observation and thermocouples attached on the metal surface were used to indicate the hot surface ignition from the measured temperatures. Results show that the type of metal has a noticeable effect on the hot surface ignition, while ventilation speed has a mixed influence on ignition. Different types of liquid fuels also show different ranges of ignition temperatures. Results from this work can be used to help understand equipment mine fires and develop mitigation strategies.

Small tonnage ore bodies can be developed at a profit on a short life basis. Such is the case of the Bardon Mine in. the Big Indian Mining District in San Juan County. Utah. Faced with a small initial tonnage of high grade uranium ore, the Shattuck Denn Mining Corporation Engineers developed some new ideas for sinking the shaft and planned extraction to warrant the capital risk to mine a limited reserve. The Bardon Mine is located fifty miles southeast of Moab, Utah in the south end of the Big Indian Mining -district. Shattuck Denn Company, a wholly owned subsidiary of the Shattuck Denn Mining Corporation, manages and operates the property under an operating agreement with Kerr-McGee Oil Industries, Inc. of. Oklahoma City. Oklahoma, and Anderson Development Corporation of Albuquerque, New Mexico. Based. on Kerr-McGee drilling., a tabular ore body about 350 feet long by 250 feet wide with an average thickness in excess of seven feet was indicated.- The ore body strikes easterly-westerly and dips from nine to twelve degrees to the south. Uraninite is the dominant uranium ore mineral associated with vanadium. The ore occurs in an arkosic conglomeratic sandstone with some interfingering of mudstone and shale in the Mossback member of the Chinle formation in contact with the underlying Cutler formation. The ore horizon is overlain with 40 to 60 feet of mudstone and shale. Fortunately, the back. immediately over the ore is a reasonable competent shaley sandstone which has made a fairly good. environment for roof bolting.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. The role of governments as a factor in the international non-metallic minerals industry can take several forms. Classically, the government acts as a taxing agent, collecting part of the economic rent on behalf of the country from private-sector mine operators. In addition to its taxation policies, the state can and does provide the practical commercial framework of regulatory and fiscal incentives and restraints that shape the activities of the mining firms. In addition to its functions as an agent of the public interest, the government can choose to take a more direct stake in the mining industry, and has done so in the instance of several industrial minerals that are actively traded on world markets. In this paper, the actions of three governments are reviewed and the consequences of their actions are examined.
