Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

The practice of dust abatement or control is not new to any operation of United States Steel Corporation. This report will review those activities, past and present, within the five operating districts of United States Steel-Coal Operations with specific reference to mechanical and continuous mining, and including both the health and safety aspects of the problem. Obviously, the first principle of dust control is to inhibit its formation If this is not practical, steps may be taken to prevent its becoming airborne. Airborne dust control can be realized by either collecting it at the point of generation, diluting it with large volumes of air to reduce concentration, settling it by various means, or with reference to ignition hazard only, render it incombustible by neutralization with an inert material. These basic principles have been verified by the work of many, including the Bureau of Mines, U. S. Department of Interior, Bituminous Coal Research, Inc., and the Mining Research Establishment of the National Coal Board of Great Britain. Their application to every day mining problems is best illustrated by the following examples.

The possibility that a hypothesis explains almost all observed facts may be satisfying. Yet the almost gives a distinct sense of uncertainty. Moreover, overlooking the almost, reliance on the favored hypothesis may close our eyes to the discovery of new information and, in the field of mineral exploration, to the possibilities of finding new and hidden ores. A case in point is that of mines such as the Elizabeth and Ely, along the copper belt in eastern Vermont, principally in Orange County. The geology of the Strafford Quadrangle, where the Elizabeth Mine is located, has been described by Doll (1944). Two informative papers (McKinstry and Mikkola, 1954, Howard, 1959) present much valuable information about the geology of the Elizabeth Mine. Both reach the conclusion that the ores were emplaced after the peak of metamorphism, through the agency of metal-bearing hydrothermal solutions. Both, therefore, conclude that the source of the ores was somewhere below the outcrop area, presumably in some hidden intrusive mass. Neither yields a satisfactory guide for further exploration. Howard (1959) cites geophysical observations which show that there is a mass with a density similar to that of granite under the Strafford dome, adjacent to the Elizabeth Mine on the West. Yet examination of gneissic granite in the Chester dome, 25 miles to the South gives no suggestion of a young, near-surface intrusive capable of carrying or mobilizing large quantities of sulfur and metals. Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

The main objective of this work was to quantitatively investigate exhaust emission levels, as related to maintenance (service) intervals, during the operation of diesel-powered equipment at an underground bauxite mine in Greece. Such emissions depend on a great number of parameters, including the type (technology) and tuning of the engine, the type of work performed as related to the engine workload, suggested maintenance intervals, the altitude, the temperature and the humidity of the atmosphere of the underground mine, the properties of the fuel, the operator's training and experience level. Necessary ventilation quantities were calculated based on exhaust gas concentration measurements, site specific relationships between pollutants and adjusted air quality indices. Diagrams comparing necessary and recommended air flow for several equipment groups featuring two engine types and for different maintenance intervals are presented.

Over the past eight years, Phelps Dodge (a subsidiary of Freeport-McMoRan Copper & Gold, Inc.) devoted a significant amount of effort to the development of a suite of processes for the effective hydrometallurgical treatment of copper sulfide concentrates. This effort resulted in the development of high-temperature (>200ºC) and medium-temperature (150° to 165ºC) pressure leaching processes. Specific configurations of both processes have been commercially demonstrated at Phelps Dodge?s facility in Bagdad, Arizona. This paper reviews in detail the chemistry of medium-temperature pressure leaching of copper concentrates and reports on the process development work conducted by Phelps Dodge and others for this technology. This paper is Part I of a four-part series on this technology. Part II covers the development of medium-temperature pressure leaching and direct electrowinning technology; Part III considers the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona; and Part IV addresses the development and design of a full-scale commercial application at Morenci, Arizona.

In 1975 bituminous coal and lignite production in the United States reached an all-time high of 637 million tons, an increase of 6 percent over production in 1974. The output, valued at $11.9 billion f.o.b. mines, was produced at 5,100 mines in 24 states (6). Coal mining is the largest mining industry in Alabama. Production from Alabama's mines in 1975 was over 21 million tons, and present projections forecast a steady increase in production, with tonnages almost doubling by 1985 (5). Of the total quantity of coal produced, about 16 million tons were consumed in electric power generation and the remainder was used for metallurgical coke production, extraction of chemicals and petroleum based products, and power for industry. The fact that 75 percent of Alabama's power is generated by burning coal attests to the importance of this fossil fuel to the State. Approximately 14 million tons of coal were produced by strip-mining methods in Alabama during 1975 and about 7 million tons were produced by underground mining during the same period. Surface mining is expected to continue at about 14 million tons per year, but by 1980 underground coal mining is expected to increase to about 25 million tons (3). About 7 million tons of surface-mined coal in Alabama is subjected to some means of washing or cleaning. The methods used are screening accompanied by heavy media separation, jigging, tabling and flotation. Some of the simpler approaches employ screening and jigging, or tabling. Except where flotation is used, the screen undersize fraction (finer than 0.25 inch) is rejected, with the result that 10 to 15 percent of the coal is lost. Thus, in the State of Alabama an aggregate of about 1 million tons of coal is wasted annually in the fines which are impounded from treatment of surface-mined coal. A comprehensive approach to the development and organization of an expert system that is designed to assist electricians in diagnosing electrical faults m mining machinery is discussed. The system includes diagnostic, reference, and tutorial programs. The diagnostic portion of the system is based on a causal-reasoning approach which is used to establish a hierarchy of symptoms and the subsequent production rules for identifying component-level failures m the motor-control circuit of a shuttle car. With this approach, conclusions are developed directly from knowledge of the circuit and its behavior (in both working and failure modes) based on first principles, rather than the heuristics of a domain expert. The symptoms and their hierarchical structure an: formulated by creating "what-if" scenarios and performing a qualitative circuit analysis for each fault Techniques for incorporating interactive graphical displays of the circuit schematic into the diagnostic portion of the system are also presented. Supportive computer programs that provide' reference material and tutorials on the circuit are also described.

This article summarizes some of the results of the continuing research activity at the Henry Krumb School of Mines, Columbia University, directed towards a better understanding of the stochastic behavior of slurry flows in underground coal-slurry pipeline systems. The slurry system under consideration here replaces all conventional haulage systems between the coal face and the coal preparation plant on the surface. At the beginning of the pipeline system, flow rate and frequency of coal slurry is very closely related to the activities of production equipment at the coal face. Due to several scheduled and unscheduled interruptions in continuous miner's coal mining activity, resulting slurry flows possess stochastic characteristics. Proper understanding of these characteristics is believed to lead to a more realissic and economic design of slurry handling equipment. Fundamental ideas supported by field observations are presented and a Semi-Markov model of the slurry flows is developed. As a result of this formulation, behavior of combined slurry flows from N independent coal faces can be expressed in analytical form. The contents of a slurry surge tank receiving slurry flows with certain stochastic characteristics is investigated as a function of discharge pump characteristics and time.

A cover with capillary barrier effects (CCBE) is being constructed on the AA Leach Pad at the Barrick Goldstrike Mine site near Carlin, Nevada. The purpose of the cover is to eliminate/minimize infiltration of meteoric waters into the leach pad. Laboratory and numerical analyses indicate that Carlin Formation siltstone (TCS), a locally available material, has the necessary hydrologic characteristics when placed on the leach pad to act as a CCBE. A pilot study has been conducted on a small-scale test cover placed on the AA Leach Pad to examine the cover performance under irrigated conditions. The preliminary test results demonstrate that the designed cover is capable of preventing meteoric water infiltration.

An economic and operational evaluation of the unrecovered metal, physical conditions, and chemical environment in a leach pad should be made prior to decommissioning. This evaluation will help determine the possibility and method of secondary and/or enhanced metal recovery and the method(s) to be used for detoxification and heap closure. The evaluation requires quantitative sample collection in a locally variable, yet grossly homogenous material. An assessment of a valley fill heap leach pad was made using a technique borrowed from placer technology called sonic drilling. The sonic drilling technique produced very satisfactory core recovery and sample quality. At this site, drilling results demonstrated that the method of heap construction produced expected features after extensive long term leaching. Rather than a uniformly homogenous pile of metallurgically depleted crushed ore, an assemblage of solution channels, un-oxidized sections, unleached areas, and compaction due to various factors, were found. These conditions are thought to represent a normal, rather than unique, situation for a valley fill heap leach. The lack of this information can have a significant impact on the economics and methods of heap re-handling and ultimate closure.

The velocity of detonation (VOD) is a significant property considered when rating an explosive. It may be quantified as a confined or unconfined velocity. The confined velocity is the rate at which the detonation wave propagates through an explosive within a blast hole or any restrained space. The unconfined velocity emanates when an explosive is detonated in the open. However, the confined velocity is more significant as explosives are usually employed under a definite degree of confinement. This paper evaluates the increment of air deck volume and its effect on the VOD. The air gap (air deck) volume is increased stepwise from 10 to 30% of the total blast hole volume by reducing the stemming height in the collar zone. Thereafter, the VOD estimation in the 172-mm-diameter explosive column is conducted using the Dáutriche technique. It is observed that the VOD reduced with the increasing air deck volume and detonation failure is high when 30% of the blast hole volume is replaced with air deck. It is deduced that the increment of the air deck volume has an effect on the attenuation of the steady-state VOD.

The phosphate formations of the Pliocene epoch were deposited along the coastal shelf of the eastern seaboard. The deposition of the phosphate is thought to be somewhat contiguous along the early shoreline, and the deposit can be more or less traced over an 800 to 930 mile path from the Florida Gulf Coast, near Ft. Myers, to the Pamlico Sound of North Carolina. This is illustrated in Figure 1. Three areas of commercial importance are currently being exploited from this extensive known deposit: 1 - The so-called ?Bone valley? in Central Florida (multiple operations) 2 - Hamilton County in North Florida (Occidental Corporation operation) 3 - Beaufort County in North Carolina (Texas Gulf Sulphur operation)

Tunnel boring machines continue to develop to take on not only larger and larger diameters but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar has required innovative design approaches. A systems approach has been required to produce tunnelling machines that can not only safely excavate the tunnel but do so in an efficient, cost effective manner that stresses production and labor saving approaches. This paper will review the current design developments and present recent projects where these most recent principles have been applied.

Laboratory tests were conducted to evaluate the silica collection efficiency of flooded-bed scrubbers with six different filter panel designs and at two operating velocities. Test results indicated that reductions in filter density negatively impacted respirable dust collection. Silica collection efficiency for the least dense filter was as much as 33 % lower than the collection efficiency of the densest filter. At the low operating velocity, the least dense filter allowed over 40% of the respirable silica dust in the scrubber intake air to pass through the unit, where it would be discharged back into the mine environment. Operation of the scrubber at the higher test air velocity increased silica collection efficiency, regardless of the filter panel tested. The density of the filter panels also impacted the quantity of air that is moved through the scrubber, with higher density filters reducing scrubber airflow. For each filter, the relationship between dust collection efficiency and air moving capacity must be considered to determine overall effectiveness for specific mine applications.

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

The depressing effects of different inorganic chemicals on the flotation of pyrite have been investigated in this study. The results of the flotation tests indicate that pyrite can be depressed by oxidizing as well as reducing agents under controlled conditions of pH and reagent dosage. Oxidizing reagents such as potassium chromate and potassium dichromate were found to cause complete depression of pyrite in the acidic pH range. These effects are similar to those obtained in the pyrite-cyanide system. A less stable oxidant, potassium permanganate, inhibited the flotation of pyrite at a concentration as low as 0.1 mol/L at all pH values, Addition of reducing chemicals such as ferrous chloride or manganous sulphate to the flotation of pyrite were found to produce depressing effects depending on the additive concentration and pH of the solution.

Estimation of high grade epithermal vein deposits can present challenges in correctly representing the continuity of grade within an undulating structure. One solution to this problem is to use dynamic anisotropy to follow local variations in the strike and dip of veins. Dynamic anisotropy (D.A.) allows the search parameters to change block by block throughout the model to account for the local variations. Presented here is a study of a vein that changes orientation down-dip. A traditional resource estimate using one search ellipse orientation was performed. The resulting estimated grades did not accurately reflect those of the sample data. Using a search ellipse with an average value for the two distinct dips caused the grade estimation to be less representative than desired. Rather than performing domain-based analysis with different search ellipses, the issue was corrected by using Datamine Studio 3?s D.A. function. The 3D vein trend was used to estimate the dip and dip direction of the vein in each block. The resulting D.A.-estimated model follows the two dip trends of the vein. This software makes a previously tedious task faster, and allows for more accurate estimations.

Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anoionic complexes, and faster leaching rates with acidic solutions of thiourea. Generally, the rate of metal dissolution in thiourea solution is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

This paper is concerned principally with the competition between fuels for industrial use in the United States. Total energy consumption in the U. S. is allocated between industrial and other uses The industrial volume is divided into two classifications (1) where-there is competition between fuels and (2) where there is no competition. The pattern of fuel consumption by electric utilities was studied because there, is competition between fuels and because it is the fastest-growing industrial market. Electric utilities fuel consumption is discussed by geographic area. The growth of each fuel in several areas is investigated. The analysis of these areas, includes the study of the relationship between prices where fuels are in, competition:- (1) on the East Coast where price competition occurs between oil and coal, and (2) in the southeastern states where competition exists between coal and gas..
