As the 2013 president of the Society for Mining, Metallurgy and Exploration, Inc., I am pleased to present the 2013 issue of the Transactions of the Society for Mining, Metallurgy and Exploration, Vol. 334. The timely publication of professional papers that promote the advancement of scientific and technical knowledge is critical for enabling technology transfer. SME plays a key role in this process through its publications. Communication within the mining community is the key to a successful profession and society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2013 Transactions contains 73 papers covering most every aspect of the mining life cycle and encompassing the diverse sectors of our industry including coal, industrial minerals, metals, health and safety and computational methods. It includes all 18 papers published in 2013 in the Technical Papers Section of Mining Engineering magazine (Vol. 65) and all 33 papers published in 2013 in Minerals & Metallurgical Processing (Vol. 30). Additionally, this volume contains 22 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. Some of the many research highlights from 2013 include discussions of perennial issues, such as how to adequately prepare the next generation of mining engineering students for the workforce (Frimpong et al., pp. 44-52) and how to predict and prevent coal mine bursts and bumps (Pariseau, pp. 60-68), the highly anticipated February Rare Earths issue of Minerals & Metallurgical Processing, and papers analyzing electrical injuries in the U.S. Mining industry (Homce and Cawley, p. 367-375) the latest in assessing the safety and efficiency of operations. All 73 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2013 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

 This research project explored the viability of a new mining technology — thermal fragmentation — in narrow-vein mining. Thermal fragmentation technology uses a flame jet to produce extreme heat that spalls the surrounding rock to a strategically located drill hole, as an alternative to traditional blasting. This paper creates a net present value (NPV) model of a mining method using thermal fragmentation as well as one of an existing method used for narrow-vein mining. Comparisons and evaluations were made regarding the feasibility of the new technology. It was found that while overall costs for thermal fragmentation were relatively high, reductions in wages, haulage and processing costs as well as increased productivity and ore recovery meant that the new method would improve the financial performance of any operation.

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

Following an in-depth scenario and strategic planning exercise in 1997, Noranda’s mine production goal was set at 500,000tonnes per year of both copper and zinc metal within five years. There had been no recent discoveries, reserves were shrinking and things had to be done differently and quickly. Change is now continual in our program but here is what we did first: - Combined the exploration and business development groups - Formed teams to search for and respond to opportunity - Made our geologists more business minded and our engineers more optimistic - Went global - Set clear thresholds, farmed out the marginal properties, fast tracked the others - Focussed reconnaissance exploration where we had a clear competitive advantage - Became a “flexible” partner to both juniors and seniors

A major share of the increase in the energy demands of Ontario province in the next decade will be supplied by bituminous coal mined in the U,S, To be competitive with alternative sources of energy, it is essential that the delivered cost of coal, inclusive of all transportation charges, be kept at a minimum. The Bessemer aid Lake Erie Railroad Company and the Pittsburgh and Conneaut Dock Company are currently building a shiploading terminal at Conneaut, Ohio, to service this tonnage, together with expected increases in coal consumption in the Eastern Lake Erie - Lake Ontario area, (see Fig, 1).

Traditionally, molybdenum and vanadium have been used chiefly as alloy metals in steel. They impart similar characteristics to most steels, and to some extent one can be substituted for the other. In the United States during the 1950's the production of steel increased about 5 percent, and the reported consumption of both of these alloy metals in steel increased some 40 percent. In Europe during the 1950's the production of steel in¬creased nearly 100 percent. Data on the actual consumption of these alloy metals in European steels are not available, but production and trade records show that the European supplies of molybdenum increased about 150 percent and those of vanadium about 350 percent during the 1950's. If most of the molybdenum supplies in Europe are being added to steel, as seems likely, then the European steel industry has nearly caught up with the United State in the rate of consumption of molybdenum in steel. The vanadium supplies, on the other hand, are puzzling--unless Europe is adding mach more vanadium to steel than is done in the United States, it seems reasonable to assume that other uses are consuming moderately large quantities of this metal or that appreciable amounts of it are being transshipped from Europe. To the extent that a changing volume of supply signifies a changing pattern of use, the increased demand for molybdenum and vanadium in Europe should be of interest to domestic producers and consumers of these metals.

The use of fillers and reinforcements for plastics has increased considerably over the past few decades. For example, in the 1980's the average growth rate of filler use was 5.8%. [Katz and Milewski, 1987] Similar filler use growth rates occurred in the 1970's due largely to the increase in price of petrochemical starting materials for plastics. While filler use is still sometimes predicated on the cost benefits associated with their addition to the plastic, other mechanical and performance advantages associated with filler addition are being realized, and account for most of the increased usage. Plastic filler types are many and varied, and include both inorganic minerals/metals and organic compounds, with the former type being, by far, the more common. Common mineral fillers include oxides, including both natural and synthetic silica; carbonates, particularly calcium carbonate; clays such as kaolin; and silicates like mica and talc. It has been recognized that a number of factors influence filler performance, including particle size, shape, surface area, and hardness to name a few. In addition, the interaction between the filler and the plastic is of paramount importance as this interaction will determine the wettability, bonding and the adhesion between the two materials, and ultimately, the mechanical properties of the composite. Froth flotation has long been recognized as a viable process to separate different mineral types. [Leja, 1982] Prior to flotation the minerals are liberated from the ore by comminution. The mineral particle size range produced by this comminution process is typically between 300 and 10 microns. This size range is also typical of mineral fillers for plastics. The size similarity between mineral fillers and minerals concentrated by froth flotation is only one of many similarities that can be found.

INTRODUCTION The occurrence of the radioactive element radium, [2gg~a], often in trace amounts, in the crust of the earth gives rise to a flux of the daughter product radon, ['ii~n], across the earth-air interface. This so-called exhalation process has been studied by many investigators [KO 45, Kra 64, Pe 66, Wi 741] over several decades. In the earlier investigations the exhalation process was studied in a purely geophysical context, but over the last 20 years it has been realized, that under certain conditions the exhalation may be intense enough to also have radiological implications. This is for example the case where relatively radium-rich wastes or by-products, like uranium mill tailings and phospho-gypsum, are stored in larger quantities. In order to be able to predict the radiological impact on the environnent it is necessary to know the rate of exhalation of radon from the surface of the exhaling material. Usually the determination of these exhalation rates has been done by measurements in situ directly upon the accumulated material [~le 74, Ha 791. Although such field measurements have the obvious merit of dealing directly with the full scale problem, the results are often lacking in generality, making predictions for other situations difficult or even impossible. The present paper describes some results of an investigation where it is attempted from laboratory measurements on samples of limited size to obtain material parameters, which are suited for extrapolating and predicting the radiational behaviour of larger accumulations of the material. THEORY Let us consider a sample of a radon exhaling material enclosed in a container with a dead space volume, Vd, and initially containing radon free air. If the total exhalation rate (number of atoms per unit time) is c, the radon concentration (number of atoms per unit volume) N will initially grow with the time t according to the equation [ ] where [R] is the decay constant of radon. As the concentration (or activity) in the container grows, the net exhalation rate will slow down because of back diffusion, and, furthermore, radon atoms may be removed from the container, not only by radioactive decay, but also by diffusion leakage [JO 81 ]. If, however,only the initial. part of the activity growth curve is considered, the total exhalation rate, c, is given by [c = r•Vd(2) where r is the initial activity growth rate in the container. Let the container be cylindrical with an inner cross-section S and filled to a height L with a radon exhaling material with the specific mass p, the porosity E, the radon pore production rate f and the diffusion length i. The Morenci Open Pit Mine, located in south-eastern Arizona, is owned and operated by Phelps Dodge Morenci, Inc. The Mine has been predominantly a rail mine since its origin in 1937. However, beginning in early 1986, a program was initiated to phase out the rail mining operation and replace it with a more flexible and productive truck haulage scheme. This transformation from rail to truck haulage will be accomplished when the current in-pit crushing and conveying project is completed in late 1988.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. Heap leaching has become one of the prime technologies used for the recovery of precious metals from low-grade ores over the past ten years. The recovery process involves mining and stacking the ore on engineered leach pads, with or without crushing and/or agglomeration, followed by leaching with a low concentration sodium cyanide solution. The metal-bearing, pregnant solution is then processed by zinc precipitation or activated carbon absorption to extract the precious metals. The leaching process continues until all economic metal values are removed at which time the spent heap leach pads, the leached materials and excess process solutions require decommissioning. The management of these solutions may present a potential challenge for successful and environmentally sound decommissioning due to their composition, volume or continuity of generation from the spent ore even though active leaching has been terminated. The principal objectives of solution management in decommissioning spent heap leach pads are to meet all operative environmental regulations in a cost-effective manner and to leave the pads in a condition where they do not present a long-term liability either to the operator or to the environment. This involves the reduction in volume of the residual process solutions and/or treatment of these solutions to where they meet applicable water quality criteria. In the past, the environmental and economic aspects of decommissioning and solution management have been overlooked or under-estimated during the planning of mining operations. As a result, there is a potential for long-term liabilities and costs to be recognized only at the end of active leaching, a time at which operating revenues and cash-flow are minimal. Therefore, the decommissioning process requires addressing at the mine planning stage and agencies now require that a plan for solution management after the cessation of operations be submitted prior to initiation of mining. This paper discusses aspects of process solution management during decommissioning, both in terms of quantity and quality, and how potential issues may be recognized and planned for in the initial stages of heap leach design.

Rock joint stiffness is not only a poorly known parameter, but also has no established laboratory measurement procedure. This paper presents methods used to determine the normal and shear stiffnesses of healed joints filled with vapor-altered minerals obtained from the Yucca Mountain site in Nevada. Results show that these joints behave linearly up to 85% of their loading history and are stiff with strengths very close to the strength of the intact rock. Factors that might have contributed to the linear behavior of these joints are discussed and areas requiring further investigation are provided. Joint normal stiffness ranges from 7.16 to 64.77 GPa/mm with an average value of 26.93 GPa/mm, while joint shear stiffness averages 11.41 GPa/mm and ranges from 3.09 to 28.41 GPa/mm. Young?s modulus of the vapor-altered joint infilling was calculated from the stiffness of the healed joint. Young?s modulus of the vapor-altered joint filling material averages 7.89 GPa and ranges from 2.15 to 19.43 GPa. Given the pervasive presence of such altered rock, usually in the form of sub-spheroidal 3-D pockets, this property should be of value in any numerical modeling attempting to describe the mechanical behavior of these tuff formations at the level of detail where inclusions might be a factor.

Since mechanically suitable grinding mills were available in 1908, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. First and foremost they had to last long enough in an operating mill to protect the mill structure from the abrasive wear of the ore and the grinding media. In addition they had to be able to efficiently transfer the energy from the mill to the mill charge in order to facilitate the grinding process. The liners also had to be easily attached to the mill when new and removed from the mill when worn out. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. 1

A recent Nevada Gold Mines research program focused on the pressure oxidation (POx) pretreatment of a Carlin-type double refractory ore from the Turquoise Ridge Mine. The research team found that both arsenian pyrite and carbonaceous matter were highly oxidized within an hour at 300 °C using a bench-top autoclave reactor and that the gold recovery from the residues after cyanide/carbon-in-leach (CIL) approached the technical limit set by the amount of gold encapsulated by silicate minerals. Although the 60-min pretreatment at 300 °C yields robust performance when treating a whole ore, copper additives can catalyze the oxidation rate of carbonaceous matter and reduce the residence time needed at elevated temperatures. Certain gangue minerals are susceptible to dissolution in acidic solutions at 300 °C, and this may cause poor gold recovery. This recovery challenge is mitigated by keeping free acid in the discharge solution below a key threshold.

High-intensity wet magnetic separators have been successfully introduced into the mineral processing field over the past ten to fifteen years, due largely to rapid advancements in magnet design. Wet magnetic separation, until recent years, was applied solely to the concentration of minerals of high magnetic susceptibility, such as magnetite, at relatively coarse sizes. Now, however, high-intensity separators are capable of treating weakly paramagnetic minerals and have extended the range of treatable particle size down to about one micrometre(1,2). . One of the more recent-high-intensity separators developed is the Kolm¬Marston Marston type high-gradient magnetic separator (HGMS) (3,4) It consists basically of an iron-clad solenoid surrounding a matrix material - a fine, ferromagnetic steel wool or expanded metal lath. A schematic diagram of the device is shown in Figure 1. Large, highly localized, pertebations of the magnetic field are created by the ferromagnetic matrix. It is these field gradients that are instrumental in developing large magnetic forces which act on the mineral particles. Operation of the separator is simple. Slurried sample is fed through the matrix and, depending upon the mineral parameters of particle size and magnetic susceptibility and. the operating parameters of flow rate, field strength and feed weight, some particles will be attracted to and adhere to the magnetized matrix, while the others will flow through the matrix. The separation is completed by later removing the background magnetic field and flushing the captured mineral particles into a separate container. The process can also be applied on a continuous basis (S).

In the article "Concentration of Oil Shale,"(1) Dr. N. Arbiter stated, "One of the major factors in the delayed utilization of oil shale as an energy raw material is the low grade or content of hydrocarbon (kerogen) in oil shale as compared with coal and even more so to the liquid and gaseous fuels. " When the availability of high-grade deposits decreased, mineral industries started adopting prebeneficiation procedures for the low-grade deposits. This practice, which is becoming standard in these other industries, has been largely overlooked by the oil shale industry in its drive to produce oil from oil shale. If a major portion of this mineral matter can be removed, there can be potentially large savings in the capital and operating costs of oil shale retorts. Moreover, the environmental impact, associated with recovering the shale oil, could be reduced considerably. In 1980 Roberts & Schaefer Resource Service (RSRS) completed successfully the first set of demonstration runs with a 20-ton oil shale sample from Cathedral Bluffs (C-b tract), Colorado. This relatively low grade (~12 gpt oil content) oil shale was beneficiated applying the Dutch State Mines Heavy Medium Cyclone process. (2)

Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

Analytical costs are a major part of exploration programs in developing nations which may lack adequate laboratories. Laser-Induced Breakdown Spectroscopy (LIBS), a variant of atomic emission spectroscopy, can reduce exploration analytical costs and can provide the analytical results in <1 minute. CPI is now marketing battery-powered, backpack mounted analyzers, using LIBS to analyze for many elements of interest to the explorationist. LIBS is well suited to the analysis of elements in industrial minerals. Limits of detection in ppm for some of these are: Li-1, Be-2, Na-100, B-33, Sr-10, Ba-300, Cs-1, K-500, Fe-500, Mg-500, and Ti-500.

Crystallization of ammonium paratungstate (APT) is frequently the last effective purification step in producing high-purity tungsten. However, crystallizer mother liquors are often several times higher in tungsten than predicted by the solubility of APT. The formation of heteropoly anions, particularly those containing phosphorus and silicon, is largely responsible. Solubility of tungsten in APT mother liquor can be linearly correlated with the concentration of these and other impurities. The problem can be overcome by direct treatment of the crystallizer feed solution with alum. By appropriate treatment, the aluminum hydroxide flocculates and is easily filtered, resulting in a purified low-aluminum crystallizer feed from which high APT yields can be attained.
