For the last four years, the Kilborn Group of Companies (Kilborn) has been involved in several major projects in the CIS. These projects include the Kumtor Project, the Kubaka Gold Project, the Kazgold Project, the Aginskoe Project and the Jerooy Project. These projects are all in various stages of detailed engineering and construction. In this paper, Kilborn will discuss our experience in the CIS and share some insight into project development in this geographic region.

The paper will discuss the successful construction of the largest dollar value ($194.5 million, U.S.) TARP (Tunnel and Reservoir Plan) project built to date for the Metropolitan Water Reclamation District of Greater Chicago. The mining and lining of the 18.5km (11.54 miles) tunnels will be emphasized. The tunnels were driven utilizing three TBMs ranging in size from 9.85m (32.33 ft) to 3.70m (12.16 ft) in diameter. The operations surrounding the 11,546m (37,876 ft) long 9.85m (32.33 ft) diameter tunnel will be highlighted. A total system concept was utilized to attain mining rates up to 29.3m (96 ft) per shift and lining productions of 58.5m (192 ft) per day. The reliability of these systems was instrumental in the completion of the project more than a year ahead of schedule.

Development of the Twin Buttes mine entailed the largest known preproduction stripping job in the history of mining. It linked earthmovers and conveyor belts in a new approach to development of a pit that may reach, or even exceed, dimensions of 1 x 1-1/2 miles at the surface and go as deep as 1800 feet. The orebody to be stripped was covered by an average of 460 feet of alluvial gravels, which presented an initial stripping job of great magnitude. The initial pit layout and the original time schedule established early in 1965 called for the excavation and disposal of about 250,000,000 tons of alluvial overburden before the end of 1969. Allowing about a year for equipment delivery, this schedule left four years to do the job averaging about 62-1/2 million tons per year. In 1964 when The Anaconda Company undertook the development of Twin Buttes, it was recognized that special planning was necessary for the disposal of waste material and tailings. Environ- mental control was a prime consideration and is particularly sensitive in the Twin Buttes area due to the proximity to residential developments. Disposal of the 250,000,000 tons of alluvium, as well as future rock and tailing waste material, presented a problem which Anaconda engineers resolved by designing a plan to spread out much of the alluvium over an extended area, including a massive 11- 1/2 mile dike system which will impound mill tailing in three basins. Following three major mining accidents in 2006, the MINER Act of 2006 was enacted by the U.S.Congress. The U.S. Mining Safety and Health Administration subsequently released the Final Rule on Refuge Alternatives for Underground Coal Mines, which required every underground coal mine to install refuge alternatives to help prevent future fatalities of trapped miners in the event of a disaster. The following paper documents the research that was performed on a structural wall to be used in conjunction with a breathable air system to create a refuge alternative. A 103.4-kPa (15-psi) safe haven polycarbonate wall for use in underground coal mines was designed and modeled using finite element modeling in ANSYS Explicit Dynamics. The successful safe haven wall design was modeled for an actual underground coal mine environment using the explicit finite difference formulation program FLAC3D to determine the responses of the wall and surrounding strata within a mine. A full-scale design was fabricated and installed in an underground coal mine to determine any construction constraints and as a final step in proof of concept for the safe haven wall design. This paper is meant to introduce the reader to a new wall concept to be used in conjunction with current technology.

Since mechanically suitable grinding mills were available in 1908, mill operators have been searching for the best material and design with which to line the mills. These liner systems had to fulfill several criteria. First and foremost they had to last long enough in an operating mill to protect the mill structure from the abrasive wear of the ore and the grinding media. In addition they had to be able to efficiently transfer the energy from the mill to the mill charge in order to facilitate the grinding process. The liners also had to be easily attached to the mill when new and removed from the mill when worn out. The first liners used were generally made of cast white iron, Hadfield manganese, unalloyed high carbon steel and composites of steel and concrete or cemented in flint blocks or natural stone. 1

Moving ground in the mining industry is almost inevitable; however comprehensive awareness of these movements is necessary to mitigate risk. Monitoring of displacements caused by mining is a key tool for geomechanical risk management. Good monitoring may prevent unexpected failures and protect personnel and equipment. Many displacement monitoring techniques are available, however not all are reliable, accurate, and cost effective. Close range photogrammetry (CRP) is a monitoring method with high accuracy, reliability, and cost effectiveness; and has the ability to measure places that are inaccessible. In CRP, some series of photos are taken in different positions with different angles at different time intervals depending on the displacement rates. These photos are processed using PhotoModeler software and 3D models are made. By comparing 3D models, displacements can be measured. This method has been demonstrated at the Freeport-McMoRan Safford Mine in Arizona. A fault related instability in part of the pit is reactive to mining, and provided an opportunity to compare results between traditional monitoring methods and CRP. In this project, multiple series of photos were taken at different times using a Canon 5D Mark III digital camera, then PhotoModeler software used to make 3D models for each specific measurement event. Movement rates were determined by comparing different 3D models. These results are then compared to results of other monitoring methods to validate the CRP displacement method.

Fan stall is a notorious phenomenon with axial-flow fans. When multiple fans of this type serve a ventilation system, their mutual impacts are very complicated and not well understood. Results from laboratory experiments indicated that the immediate consequence of a fan working across its stall zone (i.e., the pronounced trough on the fan characteristic curve) is that some branches in the system may suffer abrupt and even drastic changes in air quantity and pressure. The quantity range of the fan that causes the abrupt change is called an unstable operating range. The corresponding quantity range of a branch is called a non-achievable quantity range of the branch because any quantity within this range cannot be achieved without changing some parameters of the ventilation system (e.g., branch resistances). These concepts are introduced based on the test results from tubing networks to bring attention to these important characteristics of ventilation systems.

Rock joint stiffness is not only a poorly known parameter, but also has no established laboratory measurement procedure. This paper presents methods used to determine the normal and shear stiffnesses of healed joints filled with vapor-altered minerals obtained from the Yucca Mountain site in Nevada. Results show that these joints behave linearly up to 85% of their loading history and are stiff with strengths very close to the strength of the intact rock. Factors that might have contributed to the linear behavior of these joints are discussed and areas requiring further investigation are provided. Joint normal stiffness ranges from 7.16 to 64.77 GPa/mm with an average value of 26.93 GPa/mm, while joint shear stiffness averages 11.41 GPa/mm and ranges from 3.09 to 28.41 GPa/mm. Young?s modulus of the vapor-altered joint infilling was calculated from the stiffness of the healed joint. Young?s modulus of the vapor-altered joint filling material averages 7.89 GPa and ranges from 2.15 to 19.43 GPa. Given the pervasive presence of such altered rock, usually in the form of sub-spheroidal 3-D pockets, this property should be of value in any numerical modeling attempting to describe the mechanical behavior of these tuff formations at the level of detail where inclusions might be a factor.

Exploration for ore deposits in southeastern Missouri in the 1950's resulted in the important discovery of lead, zinc, copper and silver in 1955. Further discoveries in the area led to the naming of the Viburnum trend. It has sometimes been referred to as the "New Lead belt" to distinguish it from older lead-producing areas to the east. As presently developed, the "trend" is 35 miles long, running north and south about 50 miles west of the Lead belt. Galena (lead) is the principal ore mined, with lesser quantities of sphalerite (zinc), chalcopyrite (copper) and silver recovered as economic by-products. The ore body is as much as 140 feet thick and 1,200 feet wide, and is found in the Bonneterre Dolomite (Upper Cambrian) at depths ranging from 700 to 1,200 feet. Since its discovery many companies have engaged in exploration and several major companies have developed new mines and constructed mills and a smelter in the area. The first mine in the Viburnum trend came on stream in 1960, but as more mines came on stream and others reached capacity, lead production increased to the point that the Southeast Missouri Lead district produced 432,576 tons of lead in 1970 to become the world's largest lead-producing region (Missouri Geological Survey and Water Resources, 1971). The Viburnum trend area with its rolling, heavily forested hills and numerous clear running streams is in the Clark National Forest of the Missouri Ozarks. Until the recent development of its mineral resources, the area was sparsely populated and nearly unmarked by the activities of man. No commodity agreements now exist for sulfur and a lack of reference to sulfur commodity agreements exists in the literature. Law (1975) made a passing reference to sulfur as one of a group of commodities where "there have been additional control efforts of various types." Clearly, sulfur was a candidate, at least conceptually in the past, for some form of commodity agreement and the following discussion centers on the world sulfur market of the early 1980's in this context. GENERAL THEORY OF COMMODITY AGREEMENTS The upsurge in demands for commodity agreements seen in the last decade or so stems largely from agitation by the less developed countries (LDC) for better economic treatment by more developed countries (MDC). Several economic factors, real or imagined, adversely affect the LDC's as follows (MacAvoy, 1977): 1) variable demand in MDC's causes wide fluctuations in commodity prices which hurt the economies of commodity producers, who are often LDC's although consumer economies may also benefit from more predictable prices; 2) a general decline of commodity prices relative to the price of manufactured goods which hurts commodity producers in their balance of trade while their stocks and overcapacity rise; 3) instability of LDC economies enhanced by the above factors lowers internal stability, inhibits foreign investment, and retards economic growth; and 4) a lack of self respect when dealing with developed countries o, following the OPEC lead, LDC producers want the stature related to cartel market power.

There are three parties to the oil imports controversy: the domestic oil producers, whose side has just been ably summarized by Mr. Jameson; the oil importers; and the public. Domestic producers and importers are both motivated by economic self-interests, that is by their natural and legitimate desire for profit maximization, in their respective positions. Thus, domestic producers, rightly, regard every barrel of imported crude oil (with the exception of some specialty crudes) as a displacement of a barrel of their own crude. Hence, the lower the import Level the better they like it. Conversely, U .S. refiners whose plants are located at the seaboard or at certain inland waterways generally welcome a higher level of imports because refiner profits are based primarily on the spread between the crude oil price and the refined products price, since crude oil represents by far the refiner?s largest cost factor. The relatively low cost of foreign oil means therefore higher profits to those refiners able to process such oil, This applies particularly to integrated companies whose own domestic oil production is insufficient, to meet their refinery requirements but who have developed ample low-cost foreign oil supplies.

The Columbia Slough Consolidation Conduit Project is a 12 ft. 0 in. inside diameter—15 ft. 4 in. excavated diameter tunnel, 8,300 lf. in length. The tunnel is divided in two parts a 4,460 lf. reach to the West and a 3,770 lf. reach to the East separated by a flow regulation structure in the middle. The project was built for the City of Portland, Oregon Bureau of Environmental Services (BES) by the Frank Coluccio Construction Company (FCCC) Seattle, Washington under a $22,600,000.00 contract starting in 1998 and completing the contract in 2000 at a total cost to the City of $25,448,000. An increase of 12.6% from the original contract. The tunnel was constructed in an alluvial sediment that ranges up to 1,500 feet thick. The sediment varies from ?ne silty sand and sandy silt (SM-ML) to coarse sand and gravel (GP-GM) with varying quantities of cobbles and boulders. Most of the tunnel was constructed above the water table although one reach of almost 1,000 lf. had water to above the tunnel crown. The contractor, FCCC, used a Lovat 15 ft. 3 in.900 hp shielded TBM with multiple doors (4) of variable opening to excavate and support the tunnel. Tunnel supports were 5 in. WF 16 lbs. per foot at 4 ft. spacing and4 in. Douglas Fir lagging. Tunnel excavation was worked in 10 hour shifts with additional equipment maintenance and repair on the off time. The original Geotechnical Design Summary Report (GDSR) established a baseline for contractual purposes of slightly over 5 boulders (between 12 in. and48 in.) per foot of tunnel. (Table 1) At the pre-bid conference, three test pits were excavated to approximately tunnel invert, one at each end of the project and one in the middle near the flow regulation structure. The test pits encountered a few boulders but did not seem to support the five boulders per foot (varied from one boulder per foot of tunnel to eight b/lf.). Subsequent to the pre-bid meeting and the test pits, BES issued any addenda which changed the baseline boulder quantity in the GDSR to 1.7 boulders per foot of tunnel (varied from0.2 to 3.5 boulders per foot) a reduction of 67% from the original baseline. It is interesting to note the two separate tunnel reaches and how they were evaluated in the GDSR. Originally the Eastern portion of the work was projected at5.08 boulders per foot of tunnel and the Western portion at 5.30 boulders per foot of tunnel for a variance of less than 5%. In the revised quantity the Eastern portion was projected at 2.01 boulders per foot of tunnel and the Western portion at 1.42 boulders

"Where can I obtain a reclamation bond today?" "Who is writing your bonds?" These questions are common and heard frequently. The fact that the Society of Mining Engineers has determined that two of the five environmental topics reviewed at the 1989 Annual Meeting relate to reclamation bonding indicates to me that those who are involved in the coal industry, no matter what capacity, remain very cognizant of the reclamation bonding dilemma.

In a shearer longwall mining operation, the longwall bits are responsible for breaking into and chip-ping the broken coal blocks away from the coal face. However, underground observations have found that a large number of longwall bits are always working under various degrees of wear. Reduction of the bit wear could be realized by using better designed longwall bits and properly selected shearer operating parameters. A computer program has been developed to simulate the performance of the longwall bits. The shape of the bit head, the installation of the bits on the drum and the operation parameters are the information required by the program. Through the simulations, the main factors affecting the bit wearing process are identified. Suggestions are also made for improving the design of the longwall bits.

An ultrasonic, pulse-immersion apparatus and method are described for determining the effects of moisture on the dynamic elastic properties of rock. The method provides an alternative approach for assessing the moisture sensitivity of rocks. Ultrasonic wave velocities are continuously monitored in immersed rock samples as a function of water absorption and time up to saturation. Moisture effects on compressional wave velocity vary as a function of the type of rock and the time and amount of water absorption. Regression analyses are used to curve-fit plots of the data and to derive empirical expressions for compressional wave velocity as a function of water content for different categories of rock. Results indicate that compressional wave velocity can be used to predict both the moisture content and its effect on strength and deformational properties of rock. These results have potential for detecting or monitoring bad roof conditions in situations where the mine rock exhibits strength degradation with moisture absorption.

Sustainable development has brought social, environmental and energy efficiency concerns together with management and governance of natural resources. Cement manufacturing, an energy- and natural resource-intensive industry, is adapting to meet sustainable development goals. Emission standards for cement plants and increasing energy costs have lead to changes in the use of natural resources and recycled materials. Utilizing pozzolans or supplementary cementitious materials (SCMs) as mineral admixtures in blended cement or as a substitute for cement in concrete lowers energy costs and CO2 emissions. Although the western U.S. is rich in natural pozzolans, artificial products, particularly fly ash, have greater use as mineral admixtures. Pozzolans and SCMs have many beneficial properties, such as preventing alkali-silica reactivity, a common problem in the western U.S. Barriers exist for mineral admixtures in the cement and concrete industries because of past inconsistencies in quality or availability. New environmental regulations on the primary industries producing artificial mineral admixtures could adversely affect the quality and quantity of these materials in the future.

Mr. William. J. Montgomery in his book "Theory and Practice on Mine Ventilation stated "Ventilation is vitally important to underground mining for three reasons: First, it sweeps all workings with a plentiful supply of air and drives to the outside the smoke, gases, and contaminated air which would be injurious to the miners; second, it dilutes and renders harmless the explosive gases emitted from the strata, thus eliminating the dangerous conditions caused by the accumulation of these gases; third, it keeps the mine air as nearly as possible of the same composition as the outside air, thus giving to the miner the healthiest possible condition in which to work...." Specific methods to achieve the above basic reasons for mine ventilation were established in the Federal Coal Mine Health and Safety Act of 1969. Sections 303(y)(1); (y)(2), and Section 317(f)(4) of the Act, which can be broadly described as entrapment features, are controversial and debatable in the minds of many mining engineers in their intent and method for affecting, 303(y)(1) in certain cases prohibits the use of belt haulage entries as an intake for face ventilation, This is to say that air traveling in a belt entry will be placed into the returns and not used for face ventilation, 303(y)(2) limits the velocity of the air on trolley haulage entries. The regulations, as published in the Federal Register, have set this limit at 250 feet per minute unless a higher velocity is approved by the District Manager.

The use of fillers and reinforcements for plastics has increased considerably over the past few decades. For example, in the 1980's the average growth rate of filler use was 5.8%. [Katz and Milewski, 1987] Similar filler use growth rates occurred in the 1970's due largely to the increase in price of petrochemical starting materials for plastics. While filler use is still sometimes predicated on the cost benefits associated with their addition to the plastic, other mechanical and performance advantages associated with filler addition are being realized, and account for most of the increased usage. Plastic filler types are many and varied, and include both inorganic minerals/metals and organic compounds, with the former type being, by far, the more common. Common mineral fillers include oxides, including both natural and synthetic silica; carbonates, particularly calcium carbonate; clays such as kaolin; and silicates like mica and talc. It has been recognized that a number of factors influence filler performance, including particle size, shape, surface area, and hardness to name a few. In addition, the interaction between the filler and the plastic is of paramount importance as this interaction will determine the wettability, bonding and the adhesion between the two materials, and ultimately, the mechanical properties of the composite. Froth flotation has long been recognized as a viable process to separate different mineral types. [Leja, 1982] Prior to flotation the minerals are liberated from the ore by comminution. The mineral particle size range produced by this comminution process is typically between 300 and 10 microns. This size range is also typical of mineral fillers for plastics. The size similarity between mineral fillers and minerals concentrated by froth flotation is only one of many similarities that can be found.

Industrial minerals or non-metallic minerals are loosely used terms applied to a diverse assortment of materials which, in many cases, have nothing more in common other than the fact that they are neither metals nor fuel minerals. To help bring order to this otherwise random assortment of minerals, we have grouped these materials into two main categories; chemical and physical minerals, and nine sub-categories based on end-use applications as shown in Table 1. Chemical minerals are products which are principally used for the specific chemical elements they contain, whereas physical minerals are products which are used to meet specific performance specifications. The latter part of the 1970?s, in particular 1978, were considered peak years in terms of production and sales for many industries, By using 1978 as a base year, we can evaluate wherethese markets stand today after the recession of the early 1980's and the recovery which began several years ago. From this historical overview and appraisal of the current situation, various assumptions can be drawn as to which markets are expected to perform well into the 1990's.

With new lightweight designs, spirals have become standard equipment in coal preparation plants worldwide. To their credit, spirals typically show very low coal losses to the refuse stream under most operating conditions. However, spirals do tend to separate at cut points in excess of 1.80 S.G. Attempts to obtain lower cut points have typically resulted in coal losses to middlings. Middlings retreatment with secondary spirals is therefore becoming common place. Other forms of retreatment with water-only cyclones, hydrosizers, and recirculation have been attempted with some success. This paper reports on a novel (Patent Applied For) approach to retreating spiral middlings m a heavy-media-cyclone circuit.
