The Federal Coal Mine Health and Safety Act of 1969 (FCMHSA) begins with this statement: "Congress declares that the first priority and concern of all in the coal mining industry must be the health and safety of its most precious resource -- the miner; . . ." At the Federal level this responsibility is shared by the Department of the Interior and the Department of HEW. The health research and standard setting activities under the Act are largely the responsibility of the Department of HEW, and with the exception of Title 4, Black Lung Benefits, have been delegated to our Institute, which I will refer to henceforth as NIOSH. In addition, we bear certain joint responsibilities with the Department of the Interior. These include dust sampling and respirator approval. To complete the picture, the Department of Labor has recently assumed Black Lung Benefit respon¬sibilities from the Social Security Administration under Title 4 of the Act.

There are several elements of online pedagogy and information technology that are being used in the University of Alaska Fairbanks’(UAF) course “ES 201: Computer Techniques,” to enhance classroom teaching. The use of information technology in this class grew from a desire to make lecture notes available to students. This has grown to include a sophisticated, online delivery software package. It provides chat rooms, discussion groups, and online testing and grading. Online delivery aside, the class uses the telnet, e-mail and C++/FOR-TRAN compiler facilities of the university server during class to enhance learning. During class, for example, the students read the lecture notes on the Web browser, telnet to their university Unix accounts, check their e-mail and download programs (to be covered in class) sent by me, and then compile, run and modify the programs. The class, therefore, requires students to be active most of the time. This ensures their full attention and better learning due to the hands-on experience (Fig. 1).

This article presents a customized genetic algorithms (GA) with new crossover and mutation operators to solve the short-term production scheduling problem of multi-mine mineral value chains (MVC). The preceding problem consists of determining the extraction sequence and destination allocation of blocks from all the mines collaboratively while closely meeting the quality and quantity requirements of the processing units subject to relevant technical and operational constraints. The short-term production scheduling is carried out at shorter scales wherein the operations are modeled in a great detail with large number of constraints. This makes the industry-scale instances of the problem computationally intractable for standard mixed-integer programming (MIP) solvers. Thus, a GA-based heuristic approach is developed to obtain nearoptimal solutions to the large-scale instances of the problem in a reasonable amount of computational time. Computational experiments show that the developed GA-based method is a promising way to handle industry-scale instances of the problem. Moreover, the sensitivity analysis on various parameter combinations of crossover and mutation operators indicates that the customized global mutation operator, when used in combination with the customized crossover operators, took on average 12.5% less time than the customized local mutation operator to converge to a solution.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. Twenty-three companies mined kaolin in nine States in 2004. Production was estimated to be 7.6 Mt (8.3 million st) valued at $912 million, based on preliminary data. This was a slight decrease from 7.68 Mt (8.46 million st) valued at $939 million in 2003.Georgia was the leading producer state with an estimated 6.5 Mt (7.1 million st) in production. It was followed, in decreasing order of tonnage, by South Carolina, Alabama, California, Texas, Arkansas, Nevada, Florida and North Carolina. Georgia accounted for nearly the entire domestic water-washed, delaminated, and pigment-grade calcined kaolin production. Consumption Sales to the paper industry accounted for 49 percent of domestic sales and 64 percent of total sales. Other major markets for domestic sales were refractory products (10 percent), paint (5 percent), fiberglass (4 percent), catalysts (3 percent) and rubber (2 percent).Paper coating and filler markets accounted for about 87percent of export sales of kaolin.

Macroscopic characteristics of a complicated mine ventilation is remarked to build an expert system for mine safety in the Taiheiyo coal mine, Hokkaido, Japan. To gain the characteristics a large number of simulation were performed with varying aerodynamic resistance of the branches with regulator in mine ventilation network. The principal results of the study are as follows, (1) Pressure loss diagram for ventilation network with main and auxiliary fans enables capability of air circulation in the network. (2) H-Q (pressure-quantity) diagram gives capacity of air quantity In a network with main and auxiliary fans. (3) When airflow rate, [] through branch qi is changed by opening/closing regulator set in the branch, air flow rate, [], through branch p can be represented by the empirical formula. [ ] where Api and Qp,o are the constant coefficients. (4) Macroscopic characteristics mentioned above are available to make rules in an expert system for escaping route at emergency.

The dissolubility of a natural sphalerite (ZnS) in the entire pH range was theoretically calculated, and its practical dissolution in an aqueous solution at different pH values in an inert environment, together with its surface properties after dissolution, was fully investigated. The results of the investigation indicate that the total concentration of Zn (CZnT) decreases significantly with the increase of pH value, while the pH value is set below 8; however, it reverses when the pH value reaches 8. Such a tendency is similar to that of the theoretical calculations, although the experimental CZnT were much higher than those of the theoretical calculations. The X-ray photoelectron spectroscopy (XPS) of the sphalerite surface after its dissolution under alkaline solution shows that a polysulfide (Sn 2-) surface layer with a binding energy (BE) value of 162.96-163.25 eV is present on the surface, and the percentage of Sn 2- increases significantly with an increase in pH value; the undissolved and dissolved sphalerites under the acidic solution have a negligible difference in S2p peaks. The surface S/Zn ratio of all dissolved sphalerites shows a marked Zn enrichment and S deficiency. An atomic force microscope (AFM) view of the sphalerite surface, after its dissolution under the alkaline solution at a pH of 12, shows that the surface is significantly different in morphology from that of the undissolved one.

Meridian Gold Company's Royal Mt. King mine (RMK), a subsidiary of FMC Gold Company, is located approximately 40 miles east of Stockton, California on the western edge of the historic mother lode belt. Gold ore at RMK is associated with a series of northwest trending fault zones hosted in either meta-volcanic or meta-sedimentary rock types commonly referred to as greenstone sulfide and carbonaceous phyllite. Mineralogy studies show gold in both ore types to occur primarily as electrum in the form of 1 -20 um inclusions in pyrite with varying amounts of free milling gold. In carbonaceous ores, gold was not found to be closely associated with carbon. At the start of the current mining operation, three major ore resources were identified. North Pit and Gold Knoll pits were the major greenstone reserves while Skyrocket Pit contained over 60% of the total reserves as carbonaceous ore. Since North Pit and Gold Knoll were to be the first areas mined, the mill began operation in February 1989 with a flowsheet designed for greenstone ores with a carbonaceous expansion anticipated after depletion of the greenstone reserves.

Kaolin samples from Rio Capim resources were treated in conventional and superconducting magnetic separators to study the main variables that influence the color removal process. Coating clays and delaminated clay were tested. Retention time (or pulp injection velocity), magnetic field intensity and matrix type were the' variables studied. The feed brightness ranged from 84.7 to 87.6 % ISO for the coating clays and from 80.7 to 85.4 % ISO for the delaminated clay. The results showed unleached brightness values higher than 88 % ISO for coating products and higher than 87 % ISO for the delaminated product, using a conventional magnetic separator with an applied field of 1.5 to 2.0 Tesla. With a maximum field intensity in the superconducting machine of 5.0 Tesla, unleached brightness values higher than 88.5 % ISO for both coating and delaminated clays were attained.

The U.S. Geological Survey (USGS), in cooperation with the Bureau of Land Management (BLM), Geological Survey of Wyoming, and U.S. Bureau of Mines (USBM), will produce an estimate of the amount of available coal in an area about 55 Ian (35 miles) south of Gillette, Wyo., where the Wyodak coal bed is 8-27 m (25-90 ft) thick. Available coal is coal that actually is accessible for development under current regulatory, land-use, and technologic conditions. Local coal-development considerations include roads, ranches, railroads, pipelines, power lines, wildlife and archaeological sites, alluvial valley floors, cemeteries, and the Hilight oil and gas field and gas plant. Some of these considerations would be mitigated so that surface mining may proceed; others presently preclude mining in their vicinity.

Your personal assessment of the minerals business. Gosh! When I think about what has happened to the minerals industry over the past 27 years that I have been a member of SME! There have been fundamental structural changes in the industry. And I think that SME has been quite successful in coping with these changes as well. There has been a reorientation in how the minerals industry does business. It used to be called rationalization. Today we call it reengineering. In addition, the minerals industry has become more complex and more global. Shareholders have become more vocal and demanding in the management of the business, asking for protection of their shareholders' value. In the 1980s, a fundamental change was precipitated by a merger and acquisition fever in all industries, including the minerals industry. Raiders such as T. Boone Pickens put enormous demands on companies that, in turn, had to spend substantial management time to fend off the raiders. This resulted in a major restructuring of the mining houses. Today, for example, Anaconda, Kennecott and Amax are only historical names.

Physical separation of bitumen from low-grade Utah tar sand deposits containing a relatively high viscosity bitumen phase (Sunnyside and Tar Sand Triangle deposits) has been accomplished by traditional size reduction and froth flotation techniques. At appropriate experimental conditions more than 90 percent of the bitumen can be recovered in a concentrate, containing more than 20 weight percent bitumen, which should be a suitable feed material for subsequent hot water or thermal processing. The efficiency of bitumen recovery depends on the extent of size reduction, promoter and dispersant addition. Rejection of greater than 60 percent of the sand at ambient temperature and ease of water removal from the concentrate make such a process strategy both energy and cost effective. The energy required to achieve effective separation by the ambient temperature process is significantly less than the energy required for the recently developed hot water process. The flotation behavior of the tar sand has been analysed with respect to flotation pH, contact angle measurements and the apparent iso- electric point of the bitumen. The best flotation response at pH 7.8 to 9.0 can be correlated with the maximum in contact angle developed between the air bubble and bitumen surface and with the apparent iso-electric point of the bitumen (-pH 8.0).

The requirements for controlling air and stream pollution are a most timely subject for all concerned people. The coal industry has taken great measures to reduce both types of pollution. Through the use of more efficient scrubbing equipment on their thermal dryers, pollution has been considerably reduced. In many cases, the complete elimination of thermal drying by using centrifugal dryers to dewater fine coal products and meet customer specifications has completely eliminated air pollution from this source. To help eliminate stream pollution and the hazards created by tailing ponds, the coal industry is using centrifugal dewatering equipment. Use of centrifugals to dewater fine refuse for disposal would eliminate refuse ponds or extend their life. In doing this effectively and economically, preparation plants have the option of recycling the clarified water to close the water circuit or of discharging the water into receiving streams with the assurance that it contains an acceptable amount of refuse solids.

Computer use has become an integral part of mine planning at Kennecott Copper Corporation?s Utah Copper Division, Bingham Canyon mine. Engineers are using the computer for development drilling calculations, mineralization grade interpolations, ore value summaries, long-range mining plans and short- range mining plans. The versatility of the computer has made it possible to explore many mining plan variations and to develop plans covering varying time intervals and production rates. This paper will summarize computer use in long-range mine planning, tell how short-range mining plans are prepared by conventional methods and discuss the development and application of short-range mine planning by computer.

About 100 years ago the acid and chlorine oxidation routes for gold extraction were abandoned in favour of cyanide/ oxidation processes. Now a return to acid processing is in progress. One publication in particular led HM C Technology to investigate the reaction of dilute nitric acid and alkaline metal chlorides with refractory gold ores.(l) The one stage system of gold and silver recovery from sulphidic ores is described below. It is rapid and does not use large or expensive plant or special pressure equipment. It eliminates calcining followed by cyanidisation and shows a simple way of recovering the gold directly. Patents have been granted in some countries (2).

Divided opinions concerning dredging-permit locations and boating uses on the Kansas River in northeastern Kansas led to a study of the recreation potential on the river by a legislatively mandated interagency group (five agencies) that included the Kansas Geological Survey (KGS). In addition, the KGS conducted its own study of the river corridor, encompassing the development, geology, and economic resources of the corridor (Brady and others, 1998). The corridor area is 12 mi wide and 140 mi long (171 river miles). Included in the study was the potential impact of restric¬tions to river dredging. The Kansas River and its floodplain in northeastern Kansas are underlain by Lower Permian and Upper Pennsylvanian limestones and shales. The river and its floodplain are the major sources of sand and gravel for northeastern Kansas, and the limestones along the river bluffs supply crushed stone and building stone. The population of the 10-county area bordering the river has grown by 20% since 1980, and now comprises nearly 40% of the state's population (U.S. Bureau of the Census, 1996). Projections (Floerchinger, 1992) indicate close to 50% of the Kansas population will reside in these counties by 2025, with a continued increase in the demand for aggregates. Factors such as floodplain width, price and availability of land, and overburden ratios tend to favor river dredging on the lower part of the river, and floodplain or pit dredging on the upper portion. The use of alternate sources of sand and gravel such as the Missouri and Arkansas Rivers would increase sand prices due to transportation costs to much of the 10-county area. In 1996, river and pit dredges along the Kansas River supplied more than 3 million tons of sand and gravel valued at about $8 million to northeastern Kansas. As a result of its study, the KGS had concerns with the idea of large recreation zones on the river that excluded river dredging in areas of presently large population and projected population growth. This controversial issue is likely to recur elsewhere.

Deep sewer tunnels are required to meet future growth demands of the City of Austin?s down-town redevelopment. The tunnel is 18,000 ft long and varies in finished diameter from 54 inches to 96 inches. The tunnel crosses under Austin?s Town Lake three times and there are four main work shaft sites. Geology, groundwater, foundations, downtown redevelopment, and an active, healthy community put significant constraints on the design. This paper discusses a major underground project for downtown Austin and discusses the risk considerations and the opportunities the design team took toward optimizing the project design for the construction phase.

UK Seabed Resources (UKSR) signed a manganese nodule exploration contract with the International Seabed Authority on 8 February 2013 for a 58,000 km2 tract on the eastern edge of the Clarion Clipperton Zone (CCZ). UKSR is a private company based in the United Kingdom and established primarily to develop the commercial potential of the CCZ deposits. This is the first of many anticipated regulatory, market and technical milestones that are requisite for (1) environmentally responsible commercial scale production of nodule derived metals and (2) generation of revenue through their sale in the global commodities market. This presentation will describe the progress made to date in this effort and an industry-based perspective on the tasks and challenges that may lie ahead.

Recovery of phosphate concentrate has received increased attention as the existing mine and plant production capacity limitations of the Texasgulf Inc. Aurora, North Carolina Mine are reached. Improved mining techniques and mineral processing of waste streams offer a potential to increase overall phosphate production without major expansion of the Mining facility. Innovative processes have been or are being identified to maximize pit mining recovery and to minimize losses in waste streams, resulting in more effective use of the valuable phosphate natural resource. This paper will describe the various continuous recovery improvement programs being implemented to achieve this goal.

A technique is presented for simple characterization of the performance of flocculents in various mining applications. The method utilizes three key parameters obtained from raw settling data and combines them into a single athematical parameter called the desirability coefficient. The first two parameters are the timesrequired for the slurry-supernatant interface -to fall to two selected fractions of the starting height, and the third is the clarity of the supernatant liquid. The relative values of the three parameters may be assigned different weights in order to make them correspond with laboratory and field performance requirements of a particular industry. Provision is also made of an, internal comparison of test flocculant data with that of a control.
