Parts I and II in this series of papers presented the chemistry of medium-temperature pressure leaching of copper sulfide concentrates and reviewed the metallurgical development of a process to effectively recover copper using medium-temperature pressure leaching and direct electrowinning (DEW). Part III reviewed the large-scale demonstration of the MT-DEW-SX process at Bagdad, Arizona. Key features of the process were the use of superfine grinding of the concentrate (to a P98 of 12 to 15 µm and a P80 of 6 to 7 µm), pressure leaching at 160ºC with 1,380 kPa (200 psig) oxygen overpressure, DEW to produce LME Grade A cathode, recycling some of the lean electrolyte to the pressure leaching step, and treatment of a lean electrolyte bleed by solution extraction (SX). Recycling of lean electrolyte provided all of the acid required to effectively dissolve copper and convert approximately 65% to 70% of the sulfide sulfur to elemental sulfur, resulting in an acid-autogenous process for pressure leaching. This paper (Part IV) discusses the development and design of a full-scale commercial application for the Morenci operation in Arizona.

The North Shore Connector Project for the Port Authority of Allegheny County constructs twin Tunnel Boring Machine (TBM) tunnels through cohesive soils and rock beneath the Allegheny River and a narrow city street in Pittsburgh, PA. The tunnel alignment includes an historic building on shallow foundations, modern buildings on deep foundations, and an office building constructed directly over the alignment during the design of the tunnel sections. This paper provides an overview and update of the general site conditions, TBM tunnel design, and support of excavation for the TBM launching pit. Deformation limits, ground improvement, monitoring and mitigation plans are also discussed.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Economical dewatering of ultra-fine (minus 74 m) clean coal slurry produced in column flotation to a 20 percent or lower moisture level will be an important step in successful implementation of the advanced fine coal cleaning processes. The main objective of the present study was to evaluate efficiency and effectiveness of three dewatering techniques, namely, hyperbaric, vacuum and screen bowl centrifuge, in dewatering of ultra-fine (D50 -25 m) clean coal slurry produced by the 'Ken-Flote' columns operating at the Powell Mountain Coal Company, St. Charles, Virginia. he hyperbaric filter using 3 bar pressure and 1650 cake formation angle, provided a filter cake with 23.6 percent moisture with a throughput of 800 Kg/m2-h and air consumption of 868 Nm3/t (460 scfm/t). The vacuum filter with 30 percent submergence provided a filter cake with 27.8 percent moisture with a throughput of 122 Kg/m2-h. The screen bowl centrifuge provided a dewatered product containing 32.9 percent moisture at a feed rate of 450 Kg/hr, however, the solids capture was only 65 percent. Addition of 1 Kg/t of a cationic surfactant provided filter cakes with 19.1 percent, 23 percent, and 34 percent moisture using hyperbaric, vacuum, and centrifuge, respectively. Similarly, addition of 0.5 Kg/ton of copper chloride lowered filter cake moisture to 20.7 percent and 24.8 percent, using hyperbaric and vacuum. With the centrifuge no improvement in filter cake moisture was noted. However, use of 80 Kg/ton of 'orimulsion' in the centrifuge provided dewatered product containing 26 percent moisture, and the solids capture increased from 65 to 95 percent. The dewatered product appeared dry and was easily handleable.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. The Zn-Ag-Pb mineralization zone near Molai (Greece) was explored by more, than 60 drillholes. Promising results led to the decision of additional drillholes in order to confirm the expected spatial extension of the deposit. A multiobjective approach is described which optimizes the location of a set of 5 additional drillholes. The decision is based on estimation errors for grade, thickness and depth of the main ore bearing layer, with respect to cut-off values for grade and thickness. The linear combination of these variables defines a favorability index which is used for mapping optimal drillhole locations. The map shows several clusters of favorable cells. A declustrering algorithm is used to select a representative cell for drilling in each cluster.

Ground engaging tools are used to prevent damage to the main components of earth-moving equipment. These tools consist of everything from shovel teeth to replaceable drill bits to dozer wear plates. The costs of these ?consumable? items are increasing with the costs of raw materials. This project developed a tool to be used by Newmont Mining Corporation to predict the consumption of excavator teeth. This paper presents the results of a Montana Tech research project in which an equation was developed to predict excavator teeth consumption based on production rates and rock properties.

Transportation is one of several important increments in the total market cost of most commodities. On a national average it has been reported that transportation accounts for about 25% of the total cost of a product at the market place. And industrial minerals are no exception. In fact, the proportionate cost frequently exceeds the 25% average. Further, it may actually determine the economic value of a deposit. Transportation may possibly be thought of as a specialized subject of concern only to a traffic manager and of only nominal interest to the mining engineer, the geologist or other technically oriented member of mineral producers' staff. However, in the industrial minerals field, interest is not commonly confined to exploration, development, production or marketing, but is in contrast an overlapping one. In a very real sense this broad area of interest in the total economics of the business is the specialty of the industrial minerals man. And transportation is a vital part of the total picture. Comments in this paper deal with rail transportation.

INTRODUCTION The first Dispute Review Board (DRB) was utilized on a tunnel project 20 years ago. Increasingly utilized on a wide range of construction projects, DRB's are becoming the norm on tunnel and underground projects. This paper summarizes the growth in this usage, uses observations and experience to establish that barriers to the utilization of DRB's are more perceived than real and that many arguments against the DRB concept are not valid, and notes some of the salient elements that should be considered in practice to optimize DRB effectiveness. The purpose of the paper is to provide an annotated checklist for current and prospective users. The basic concept, structure, and operation of DRB's are described elsewhere and will not be repeated here (ASCE, 1991). DISPUTE REVIEW BOARD USAGE A compilation of Dispute Review Board usage for tunnel and underground projects to January 1994 indicated use on 63 contracts with a cumulative construction value of $3.8 billion and a total of 60 disputes settled. As of that same date, DRB's were planned for another 63 contracts with an estimated construction value of $4.7 billion. (A listing of these 126 projects is available from the authors.) This success and popularity have spread to other civil projects as well as process and building construction. The increase in DRB usage has been exponential. See Figure 1.

U. S. Steel's coal mining research activities are directed toward providing new or improved hardware and techniques to increase productivity or reduce cost. Because more than 80 percent of U. S. Steel's coal production is obtained from continuous miner sections, most of our research efforts are focused upon that mining system. Current and historical time study data show that our continuous miners only operate about 30 percent of the available face time. This limited equipment utilization is the result of the delays or interferences imposed by the non-coal-cutting phases of the continuous mining cycle. The most time consuming of these delays are: waiting-on-roof-support, tramming between alternate work locations, waiting-on-haulage-capacity, and in some mines waiting for excessive methane concentrations to clear. Because waiting on roof support is our most time consuming delay, several programs are underway simultaneously to address this problem. In one of these we are developing a patented microprocessor-based control method and apparatus to improve roof drilling performance. This increase is attained by using the microprocessor to adjust electrohydraulic valves which control drill thrust and rotation speed. The microprocessor is designed to continuously search for an optimum combination of thrust and drill rpm to maximize penetration rate at all times.

The Butte quartz monzonite is the host rock for early porphyry copper style mineralization and subsequent mesothermal-epithermal, enargite-gold style veining that transects the district. The east-west Anaconda system veins sustained mining for over a century. They include the Emma, Anaconda-Original, Syndicate, Badger-State and Alice-Rainbow veins, each with strike lengths of more than 3,660-m (12,000-ft) and vertical continuity in excess of 1,370-m (4,500-ft) with mining widths from 1.5- to 15-m (5- to 50-ft). These characteristics are unique to Butte. The incredible dimensions and tenor of these veins have yet to be surpassed and Butte is still touted as being the “Richest Hill on Earth.” The Anaconda Company was formed in 1895 to develop underground copper reserves in the district. It eventually consolidated all operations under one company. Production from underground mining continued through the mid-1970s. Openpit mining in the Berkeley pit began in 1955 with the extraction of supergene ores, along with the remnants of deeper horsetail zones inaccessible to the underground mines.

Oxidized coals are difficult to float. Therefore, in this paper, a special flotation procedure was investigated for upgrading this type of coal. The procedure is called direct contact flotation. It relies on mixing dry coal either with pure (anhydrous) flotation reagent(s) or microemulsion. By applying the new direct contact flotation procedure, a coal yield reaching > 95% using anhydrous flotation reagents was achieved, but with relatively high consumption of reagents (up to 30 g/kg). This high reagent consumption may be attributed to the fines included in the flotation feed (100% less than 0.5 mm, with 40% less than 75 µm). On the other hand, the clean coal yield was found to be approximately 88% when mixing dry oxidized coal with microemulsion droplets from dodecane and dodecyl tetra (ethylene glycol) ether (C12E4) in water at a total reagent dosage of 10 g/kg. The direct contact of coal either with unhydrous reagents or microemulsion also provided a high flotation selectivity.

Potential processes for the recovery of precious metals and copper from diverse types of complex electronic scrap were investigated. Leaching-type processes were not successful, and attempts to physically separate the various gangue metals and plastics from more valuable components were also unsuccessful. The most promising approach was a smelting process, followed by electrolytic treatment to separate precious metal from copper. Recovery of precious metals from the anode sludge may follow conventional procedures. An alternative to the above process is incorporation of the scrap with the concentrate fed to an industrial copper reverberatory or converter furnace, possibly preceded by direct melting to form an assayable bullion and dross.

Despite the abundance of solid mineral deposits, Nigeria only earns about 0.5-1% of its current Gross Domestic Product (GDP) from the solid minerals sector. This is as a result of the dominance of the oil and gas industry, which has negatively affected the competitiveness of other sectors of Nigeria’s economy. The dominance of this industry has resulted in unemployment, poverty, hunger, domestic price inflation, corruption, unstable government, and higher exchange rates. These impacts are typical for economies suffering from the effects of "Dutch Disease" and the "Resource Curse". Community-based small-scale mining offers hope as an economic activity that can create wealth, employment, reduce hunger and poverty, and provide basic amenities for rural communities with solid minerals endowment. This study presents preliminary results of ongoing research into the prospects of using community-based small-scale mining in a developing country like Nigeria to move towards rural sustainable development.

The Alumet Company of Golden, Colorado, is currently engaged in the development of their Diamond Creek and Lanes Creek phosphate ore bodies located near Soda Springs, Idaho. The Alumet Company is a partnership of National Steel, Southwire Co., and Earth Science Inc. Davy Powergas, Inc., of Florida was contracted by Alumet to perform an evaluation study of these properties and, in general, determine the tonnage of altered and unaltered phosphate reserves which would be amenable to beneficiation and production of merchantable phosphate rock (defined as material with a P2O5 content of 3 1.0% and greater). The Colorado School of Mines Research Institute was retained by Davy Powergas to develop a beneficiation method for the studies of the altered and unaltered ores. Ore reserves were classified by Davy in a comprehensive range of categories such that any partial grouping could be made as dictated by future mine planning, mine or mill design, or prevalent economic conditions. Categories included ore horizon, stripping ratio, degree of certainty of their existence, and physical and chemical characteristics. The last category was of interest for beneficiation considerations in that it dealt with the degree of alteration of the phosphate ore.

M.S. Azun The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also, I do not agree with the conclusion implying that the main goal for state companies is to capitilize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondant government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

For several recent TBM tunnel projects, unexpected ground conditions have been encountered, causing extra cost, considerable delay, and in some cases major claims. Undoubtedly, insufficient and/or irrelevant site investigation and testing are among the main causes of such incidents. The purpose of this paper is to review the main investigations and tests relevant for hard rock TBM projects, with particular emphasis on the considerable development that has taken place over the last few years. Also, guidelines for defining optimum scope and extent of site investigations and testing are discussed, as well as the importance of adjusting the investigations and tests according to complexity of the ground conditions and project type.

The conveyor belt is the basic building block of a broad range of material handling applications in modern mining systems. The mining plans and site conditions dictate basic system requirements but this is only a part of total design evaluation. The total system in the typical mining situation can encompass all the activities from the excavators at the mining face to the processing plant, site loadout facilities and/or a power plant. The number of alternative configurations which must be evaluated including subsystems and components is limited only by analytical time and creativity. The constraints and issues which must be addressed continue to expand, driven by reliability, environmental impact and cost competitiveness. All of the system requirements must be translated into specifications for costing, final design and construction.

A modified push-pull field test and a computer model of cation exchange were developed to aid in evaluating cation exchange parameters prior to in situ mining. Reliable determination of these parameters is essential when modeling restoration of ground-water quality. The field test involves a much larger volume and much less disturbance to the ore sample than is feasible with laboratory measurements. This test can be per¬formed in two or three weeks. It is relatively inexpensive, requiring one injection-production well and two or more wells for collecting samples of leach solution. The use of the model in interpreting test results is illustrated with field data from an in situ uranium mine. Much of the research was performed by the University of Texas at Austin and was partially funded by the US Bureau of Mines.
