This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. Longwall mining technological improvements have provided significant increases in productivity over the last 15 years. Longwall productivity is anticipated to continue to escalate with expanded application of automated equipment. Automation technology that will likely be adopted over the next 5 years is memory cut with shearer initiation of shield movement supervised by a couple of face workers. Operations using this technology will most likely relocate many production workers from the face to the outby gate entries and position several face workers outby the shearer, exposing workers to different health and safety risks. These changing risks are primarily related to worker relocation and expected increased production levels. Workers outby the face will most likely have less dust and noise exposure, but will be exposed to other safety hazards associated with outby equipment movement, materials handling, and gate entry ground movements. The face workers will most likely be exposed to higher respirable dust and noise levels generated by the equipment at elevated production rates. Methane gas emission is also expected to increase with faster mining rates. These operational changes and the control technologies needed to reduce redefined longwall worker hazards at semiautonomous longwall operations require examination to maintain the health and safety of mine workers.

The microstructures and kinetics of a rich iron ore ( TFe = 65.84%) of Na Rua mine, Vietnam, used for the iron production were investigated in this study. Thermal behaviors of iron ores were well-examined by heating microscopy, thermogravimetric analysis, and differential thermal analysis. After being pelletized and then oxidatively fired at 500–1200 °C for 2 h, the pellets fired at 1200 °C (P1200) displayed a hard and dense structure with a decent compressive strength of 317.9 kg/pellet whereas those fired at 500 °C (P500) had a soft and spongy structure. The reduction of iron pellets conducted in a flow of a 60–100% CO2/ Ar gas mixture at 900–1100 °C showed significantly higher efficiency than the reduction using coal. The spongy pellets showed superior performance for the reduction in the CO/Ar gas mixture compared to the dense ones, compatible with the production of sponge iron. When mixed with an amount of coal, P1200 designed for iron production in the blast furnace demonstrated an impressive reduction activity compared to P500 and previous studies. The kinetics of pellet reduction was determined by the diffusion of substances through the solid product layers having the mathematical model of 1 − 2 3 f − (1 − f )2∕3 = kt . The microstructures of pellets during the oxidative firing and reduction were also examined by X-ray diffractometry; scanning electronic microscopy; energy-dispersive X-ray spectroscopy; and Brunauer, Emmet, and Teller method.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

This paper reviews the process control systems used in early commercial pelletizing plants, traces the development of these systems into present day practice, and briefly outlines advanced automation concepts being considered for future installations. It deals specifically with controls for the balling circuit, pelletizing machines, and related material handling and combustion equipment. The importance of instruments for visual observation and data logging is discussed, and the potential use of computer control is evaluated.

The reconstruction of the British mining industry which began shortly after nationalisation in 1947 continued until well into the 1950s with the support of the Government. This support diminished as plentiful supplies of cheap oil from the middle East made many coalmines un¬economic. The planned rundown which followed was foreshadowed in the 1965 White Paper which outlined the financial measures to speed the closure of uneconomic collieries. The decline appeared likely to continue into the 21st century as the role of coal in UK energy requirements became less and less significant. This policy was well on course in 1973 when the oil crisis led to a complete reappraisal of the position. A Government examination in 1974 of the coal industry then supported the National Coal Board's general strategy of major capital investment as set out in its 'Plan for Coal' (1). Plan for Coal aimed at halting the intended decline in the industry's capacity and restoring it to 120 million tons of deep mined output in 1985. The Plan proposed action along the following lines (a) increase output by major Investment in construction at existing collieries with sufficient reserves to give 13 million tons per annum extra output (b) invest in extending the life of existing collieries by gaining access to additional reserves, to give 12 million tons per annum extra output © by sinking new mines, produce an extra 20 million tons per annum. Figure 1 shows the contribution (2) expected from each of the three sources up to 1990/1. The measures taken were expected to offset the inevitable exhaustion of existing pits and provide the additional 40-42 million tons capacity needed to restore annual output in 1985 to 120 million tons. Parallel to this programme for expansion of deep mined output, opencast mining was to produce 10-15 million tons per annum. A recent review however, indicates that new mines are likely to yield only 10 million tons per annum by 1985, mainly owing to the need for public inquiries into proposals for new mining and the resultant fact that planning approval takes 'much longer than originally expected. Nevertheless the objective of 120 million tons deep mined output by 1985 is still considered achievable of means of a greater contribution from existing mines. This programme was originally estimated to cost 2,-56 million dollars at March 1974 prices, out revised estimates of the cost of Plan for Coal indicate that it may now exceed 6,960 million dollars at mid-1977 prices. Plan for Coal includes a substantial investment in new and reconstructed coal preparation plaints. At mid-1977 prices more than 322 million dollars Ls so be invested in coal preparation projects in the UK, at the rate of, about 70 million dollars a year. This rate 3f capital expenditure has been maintained over the past three years and covers investment in a wide range of coal preparation coals for the power station, coking and domestic markets.

Marcona Corporation produces about 3.5 million long tons of iron ore pellets annually on its two travelling grate pelletizing machines at San Nicolas, Peru. During 1969, these pellets will be shipped to customers in four marketing areas--Japan, the United States, Europe, and South America. All of these sales are on the open market, and product quality is a major concern. Typical chemical, structural, and quality test results for Marcona pellets are given in Table 1. [ ]

The current economic downturn has been at the center of media attention for several years. Today, the mining and mineral sectors are being impacted by highly fluctuating supply-and-demand conditions, extreme price volatility and tremendous market uncertainty on a world-wide basis. There have been numerous plant closings, project cancellations and employee layoffs. In this gloomy economic environment, it is easy to forget that the world?s gross domestic product (GDP) has more than doubled in real terms during the last 30 years. While current market turbulence may continue for some time, the long-term trend is unmistakably upward. Living standards are rising all over the world, thereby creating demand for food, clothing, transportation and housing. This translates into tremendous demand for the mining and mineral sectors. In the future, new capacity and plant expansions will be necessary to meet this need. These investments, which typically have a life span of 30-plus years, will have to be based on long-term economic considerations rather than current market conditions.

Belt conveyors have proven themselves for many years as a dependable and low cost method of handling bulk materials at high flow rates. The success of a belt conveyor system greatly depends on the initial loading of the material on the belt. If the material is loaded on the belt at the center, at approximately the same speed and with minimum impact, then most of all belt conveyor problems disappear. Proper belt loading is primarily determined by the engineering and design of the conveyor transfer point. This paper will establish and discuss some general design criteria required for proper loading and transfer of materials from one conveyor to another. Specific attention is given to loading points, chutes, skirt board length and general design of transfer structures.

Processing of various ores and materials in a reducing atmosphere has been done for many years. However, the typical device currently used is a large, often high maintenance, expensive piece of equipment; the rotary kiln. While it is a very reliable and a proven technology, the rotary kiln also has its limitations. It is limited by its ability to process very fine materials without creating a huge dust loss to the air pollution control equipment. This leads us towards the development of an alternate technology; the Gas Suspension System. Gas suspension preheating of various materials has been in commercial use since the early 1950's, but recently has been expanded to include Gas Suspension Reduction. Laboratory experience has proven successful on several materials; Nickel Laterite Fines, Iron Ore Fines, Fluorspar, and Clays. The gas suspension reduction system has many advantages over the conventional reduction kiln when processing fines. They are; lower cost, more fuel efficient, able to process fines, less real estate required, etc.

OHSAS 18001 is a series of international standards for occupational health and safety management. It is comprised of two parts, 18001 and 180029. OHSAS 18001 was formulated by international certifying bodies and is based on BS8800 and was first published in 19996,11. OHSAS 18001 was developed to be compatible with ISO 9001 and ISO 14001 in order to facilitate integration of quality, environment, and occupational health and safety management systems5. It is a voluntary standard and the overall aim of OHSAS 18001 is to enable organizations to control their occupational health and safety (OH&S) risks and improve overall health and safety performance5. OHSAS 18001 is widely accepted in the UK, Europe, and Asia, is gaining momentum in North and South America, and it was used as the basis and conforms to the requirements of ANSI/AIHA Z.10-2005: American National Standard for Occupational Health and Safety Management Systems. It defines a set of requirements for an occupational health and safety management system suitable for any kind and size of organization4. Businesses of all sizes are developing and implementing occupational health and safety management systems (OHSMS) that are in compliance with the OHSAS 18001 standard.

"Electric and hydraulic shovels are the dominant loading machinery in surface mining operations. Despite their critical role in production and their high capital and operating costs, no reliable and comprehensive quantitative performance metric is available. In this paper, a stochastic shovel effectiveness (SSE) measure is proposed for the purpose of quantifying the performance effectiveness of these shovels. The SSE is based on the widely used method of overall equipment effectiveness (OEE) in the manufacturing industry. The OEE measures the performance effectiveness of equipment by multiplying its mechanical availability, utilization and production quality. In manufacturing processes, quality rate is the ratio of the total number of products minus the number of defective products – equivalent to the number of acceptable products – to the total number of products. The SSE similarly uses the mechanical-availability and utilization terms, but instead of quality rate it uses a new parameter named bucket rate.The variability or randomness of the input data, that is, availability, utilization and bucket rate, are further incorporated into the SSE, and a final stochastic SSE distribution is derived in the form of a probability density function. One hydraulic and one electric shovel in a surface mining operation were selected to test the validity of the proposed method. The SSE scores for the two shovels, operating continuously for one year, were derived and compared. As with the OEE, the three-parameter SSE method yielded more representative results for overall performance measurement than a single-parameter approach. Using Monte Carlo simulation, a three-parameter Weibull and a normal distribution were derived for quantifying the overall effectiveness of hydraulic and electric shovels, respectively. As a decision aid, the proposed methodology promises to render a more informative tool than traditional metrics for mine equipment maintenance and management."

Cyprus Sierrita is a major producer of copper and molybdnum from its Sierrita and Twin Buttes open pit mines south of Tucson, Arizona. Both pits were started in the late 60's and are in excess of 1500 feet in depth. Sierrita has utilized a Cat 992C Remote Controlled Loader since January 1993. The loader was justified to increase SAFETY and PROFITS at Sierrita. It has exceeded all expectations. As of June 1993, it had produced additional profits totaling more than $1,500,000.

The total iron ore production in Sweden in 1969 was 33.3 million metric tons. 31.7 million tons were exported mainly to Western European countries. 27.8 million tons (87 per cent) originated from the mines at Kiruna, Svappavaara and Malmberget, located just north of the Arctic Circle in Sweden. Planned production for 1970 is 25 million tons during 10 months, due to a strike at the beginning of the year. Present production plans for the next five years expect an annual export capacity around 33 million tons in 1975, including 5.7 million tons of pellets. The mining and shipping at the loading terminals of Narvik on the Atlantic coast and Luleå at the Gulf of Bothnia are managed by LKAB - a 96 per cent state-owned company. 4 per cent of the share capital is owned by the private Grängesberg Company. The railway - 106 miles from Kiruna to Narvik and 130 miles from Malmberget to Luleå - is operated by the State Railways in Sweden and Norway. Comprehensive expansion of the Narvik ore port will be carried through during the next five years to increase the annual shipping capacity to at least 35 million tons and meet the development of rapidly growing ship sizes.

Many of us are privileged in that we have witnessed the transition from mining methods used in the first quarter of the twentieth' century to those practiced today. In the late Twenties, for example, many mines still used hand mucking methods. In the middle Thirties, more than one large metallurgical limestone quarry still used the 4 cubic yard railway steam shovel formerly in use at the Panama Canal. Mules could occasionally still be found underground, where they provided the-main-source of motive power. Within the last decade, and even within the past five years or less, great improvements have been made in blast-hole drilling, ore loading, and ore hauling equipment. Industrial demand for minerals can be expressed in exponential terms as compared to that at the turn of the century. Even marine mineral resources are receiving accelerated attention. One overall result is that larger and lower grade orebodies can be exploited at a profit. This profit must be made despite, for example, a static monetary price for gold, and despite the continual cost escalation involving labor, materials, supplies, and equipment. Accordingly, the application of the necessary degree of knowledge and judgment required to meet production, cost, and profit goals is paramount.

Due to the ongoing restructuring of the mining industry in central Europe with a continuous decline of the number of large underground mines and collieries, and a simultaneous decline of staff numbers in the remaining mines, the established mine rescue schemes are endangered to collapse. With the end of the mine rehabilitation at Wismut Uranium in 2014, the last remaining major mine rescue teams in Saxony, providing basic mine rescue services for all other mines in the region, will disappear. This will leave a large number of small mines and other underground operations without capable mine rescue support. Since none of these companies is able to set up a complete mines rescue unit on its own, new ways have to be found. Among others, a central mine rescue team for central Germany as well as the assistance by special trained professional fire fighters or mine rescue teams from abroad are discussed. Problems like location of the central rescue team, financing, communication and transport have to be solved. This paper provides an overview over the complexity of the problem as an example for other mining regions worldwide and will discuss national and cross-national strategies.

The stable domestic supply of gallium, indium, and germanium has been identified as a critical need for the USA. Electric arc furnace dusts processed to recover zinc produce a process residue that could be a potential source of these critical materials. An industrial zinc leach residue was characterized to determine the predominant mineral phases and leached with common mineral acids. Atmospheric agitated leaching using sulfuric acid and hydrochloric acid were examined to determine the extractions of gallium, indium, and germanium as a function of concentration, temperature, and time. Extractions of gallium were found to be similar to iron in all experiments. The maximum percentage of Ga, Ge, and In leached into solution were 82%, ~100%, and 89%, respectively.

This paper presents a comparison between the simulations of a semi-empirical model and a theoretical model for the prediction of radial stress in rock. The results of the simulations were compared to the results of a field test. The comparison of the radial stress predictions shows that in the semi-empirical model use of the plane wave approximation as the basis for the prediction of the radial stress provides a much better result than the theoretical model. The theoretical model includes the correct elastic wave geometry and theory but fails twice, firstly by considering the charge as a point (unit) energy source therefore; and secondly by using a Delta function with a very sharp rise and decay time to simulate, with no distinction between non-linear and linear zones, the attenuation of the energy per unit volume at the shock wave front as the wave moves away from the borehole. The results of the semi-empirical model were within the same order of magnitude as the results from the field test whereas only one result from the theoretical model came close to the result of the field test. However, even this closer result for the theoretical should be taken with caution as there was no measurement in the field test made at this distance from the borehole. Finally, because of its potential portability, convenience, and cost-effectiveness the theoretical model can be a most valuable tool for mining and civil construction operators in the early design of blasting rounds and of the mining operation itself.

The evolution of Inco's Selective Reduction Smelting Process as practised today is described, beginning with the initial laboratory experiments on small samples to the processing of large bulk samples through pilot plant equipment. For both the Guatemalan and Indonesian (Soroako) ores, the initial screening tests using hydro-, vapo-, and pyro-metallurgical processes showed that the latter was the most promising both metallurgically and economically. Later, larger scale tests confirmed the earlier testwork.
