Hong Kong is an intensively developed region and has the highest vehicle densities in the world. In 2000 there were 6.6 million people and 580,000 vehicles using 1,890 km of road covering the 1084 km 2 territory. The high vehicle and population densities together with the difficult terrain have seen road tunnels emerge as key components both in the current and future road transportation network. Currently there are eleven operating highway tunnels in Hong Kong, seven government owned and the remaining four “build, operate and transfer” franchises, see Figure 1. The very first tunnel was the dual two Lions Rock Tunnel completed in 1967and the latest the dual 3 lane Tai Lam Tunnel opened in mid 1998. Figure 2 shows the alignment and statistics for all 11 Hong Kong tunnels. Looking ahead, Hong Kong has embarked on the study and design of the next generation of major highways and as many as a further seven tunnels are currently under feasibility study or detailed design. This seems an opportune year to produce a broad appreciation of the fire strategy, life safety and ventilation practices in Hong Kong not only for the existing tunnels but the new standards and requirements for the next generation of Hong Kong tunnels. This paper provides an overview of the fire strategy, life safety and ventilation of Hong Kong’s existing and planned tunnels. The paper pays particular attention to the areas where the unique conditions and requirements in Hong Kong impacts on tunnel and systems design and the solutions adopted to overcome these challenges.

In recent years, there has been increasing interest in the role that individual factors play in health and safety (H&S) outcomes in the mining industry. Two surveys, one measuring self-reported routine safety performance and one measuring individual perceived competence in the non-routine knowledge, skills, and abilities (KSAs) critical to emergency response, were administered to two samples of mineworkers in separate research studies over a 2-year period (N=2,020 and 696, respectively). Eight demographic items were common to both surveys and their associations with each performance outcome were tested in response to a series of exploratory research questions.

The Tailings Leach Plant (TLP) of the Zambia Consolidated Copper Mines Ltd at Nchanga was commissioned in 1974 as the world's first largest successfully operated agitation leach SX-EW plant for copper production. The design, development and operation of the plant soon after commissioning termed as TLP stage II has been described by Holmes et al (1). In the initial phase the plant was designed to treat approximately 25,000 tonnes per day of current flotation tailings from the Nchanga Concentrator operations, and had a design capacity to produce 75,000 tonnes per annum of copper. Further expansion took place in 1986, and TLP stage III was successfully commissioned to treat an additional 20,000 -25,000 tonnes per day of large reserves (over 135m tonnes) of reclaimed tailings stockpiled since the early 1930's in four paddock type tailings dams (T01 to T04). The salient feature of TLP stage III expansion described by S K Mwenechanya et al (2 -3) was the installation of the world's largest Horizontal Belt Filter Plant with 26 filters each of 80 m2 filtration area.

Health risk underlies all of today's environmental regulations. Mine Manager's are no strangers to risk, but risk in the context of mine management is not the same as risk in the context of environmental regulation. One of the risks facing the mine manager is whether the mining operations meet environmental compliance standards. These standards are defined in terms of the frequency of occurrence of adverse health effects in an exposed population (i.e., health risk). Demonstration of compliance necessarily involves mathematical modelling and selection of values for input variables. What is not immediately apparent is that the method of estimating the human health risk has a significant influence on remedy selection and the amount of money spent at suspected contaminated sites. Using a hypothetical, mining-related example, this paper illustrates the disassociation between the current deterministic approach to health risk assessment and cost-effective decision making. This paper also illustrates how the probabilistic approach to health risk assessment provides a more realistic characterization of health risk and enables mine managers to identify cost-effective remedial strategies for the site.

The concept of sub-aerial tailings deposit.ion using a managed rotational deposition system to form a deposit of partly-saturated tails for North American conditions was introduced by Knight and described by Knight and Haile (1983). The application of the sub-aerial technique, together with continuous removal of all surface waters and underdrainage outflows from the Key Lake uranium mine I s tailing storage facility in Northern Saskatchewan, Canada, has been documented by Knight and Haile (1984). Since then, the concept is being applied in the United States to tailings facilities in California, Nevada, Arizona, Utah, Colorado, Idaho and South Dakota.

On 30 April 2004, a large scale slope failure incident occurred at the external waste dump facility of the South Field Mine, in the Western Macedonia Lignite Center, Greece. This landslide involved the mobilization of waste overburden material (that was continuously deposited for the last 20 years) in the order of 40 Mm3, while the material that moved outside the boundaries of the waste dump was in the order of 3 Mm3. The factors that led to failure as well as the procedures and measures taken in order to stabilize the failure and resume normal operations at the South Field Mine are presented and discussed. Emphasis is given to the impact on mine operations and the cost related to resuming of normal production operation as well as to implementing important modifications and improvements of the materials handling system.

King County?s (KC) Brightwater Conveyance Project in Seattle, Washington involves the construction of approximately 21 kilometers (13 miles) of bored tunnel, in three contracts, with four TBM?s which produce large amounts of real-time digital mining data. To facilitate the management of TBM data with a single interface and assist in project Quality Assurance, KC?s Construction Manager (Jacobs Engineering) recommended the use of the software TPC (Tunneling Process Control), developed by Babendererde Engineers GmbH. The paper demonstrates how TPC was used for oversight, analysis and QA on a complex tunneling project and how contemporaneous review and management of data results in a better understanding of TBM performance than can be obtained by retrospective analysis of data.

In a lagging economy where profits are tight, businesses cut costs. No revelation there. The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. During the past three years, a diverse group of educators, natural resource managers and business leaders was assembled under the auspices of a local community college. This group’s goal was to provide unique natural resource education opportunities for the region.

Stability of an underground opening can be defined in several ways. To geologists and engineers that are used to working in geological environments where the major parts of the works after careful scaling can be left unsupported during the construction period as well as during operation, any rock mass behavior that requires reinforcement, support or lining may be regarded as a stability problem. To colleagues excavating underground openings in geological environments that require continuous use of reinforcement or support and lining "stability problems" are often associated only with those parts of the work where "standard" construction procedure and method of reinforcement or support and lining is inadequate, and special measures therefore needed. In either case, a major objective is to assess the stability problems correctly -as far as possible at the planning stage -- and choose methods for excavation and reinforcement or support that will bring the opening safely and as economical as possible through the problem areas. INTRODUCTION It is not uncommon that stability problems associated with faults or seams have been described as "unexpected." This term has unfortunately been used to indicate that no one knew that the fault or seam existed prior to excavation. A careful review of documented cases where serious stability problems have occurred revealed that the existence of these zones most often was known, but that their behavior was incorrectly assessed prior to or during construction. Miscalculations have been made in terms of the type and magnitude of loads that developed, and in particular in terms of the time-dependant behavior.

Kittilä Mine is a gold mine located in Northern Finland, owned and operated by Agnico Eagle Finland. The mining operation started in 2008 with open pits which were completed in 2012 and production moved to being entirely underground. The mine consists of four separate orebodies, currently producing 2.0 Mt per annum, and requiring over 19 km of development on a yearly basis. The principal mining method is long hole stoping with delayed backfill. Microseismic monitoring was initially tested in the Suuri orebody, in the mining block between the 625 and 500 Levels. A small monitoring system was installed in 2018, after observations of stress-induced damage to the rock mass and in anticipation of future mining at greater depth. The initial goals were to evaluate if useful data could be recorded and test the signal quality of different sensor types. Prior to 2018, ground control related challenges in the Suuri and Roura mining blocks had been mostly related to sill pillar mining and block movements between weak graphitic schist planes. Seismic monitoring in the Suuri deposit proved successful for following the rock mass response to mining and helped support the rationale for early monitoring in the new, deeper mining block in Rimpi at 900 m depth. Preliminary geotechnical characterization and testing of the rock mass showed areas of silicification in the footwall rocks with potentially continuous structural features. Seismic monitoring of the Rimpi area has confirmed the brittle behavior of the rock mass, with strong seismic responses induced by stress changes following blasting being recorded. In addition to this expected behavior, a large magnitude event associated with significant damage in the footwall drive development 90 m above the stoping was experienced. Initial investigation of the rockburst showed two separate damage locations with over 300 tons of displaced rock. The seismic monitoring system recorded this rockburst as a single seismic event with magnitude significantly larger than previously recorded. Additional analyses indicated a possible thrust fault event, triggering two separate strainbursts. Following this event, the ground support system was upgraded in parts of the footwall drives to improve dynamic capacity. The increase in depth of mines due to the depletion of surface deposits leads to unsafe tunnel construction and overall ore extraction. This is due to tunnel instability associated with the surrounding rock mass’s ability to exhibit creep that occurs over time. However, the explicit description of this mechanism using conventional constitutive models has proven to be difficult and inadequate. Hence, this paper presents an integrated viscoelastic viscoplastic visco-damage model with the Duvaut-Lions function. The presented model is calibrated by experimental data to determine the viscoelastic viscoplastic and visco-damage parameters. It is further implemented in a finite volume numerical code and verified on an experimental scale by numerical modeling of a cylindrical specimen. It describes the 3-phase creep mechanism perfectly as compared to the inbuilt conventional integer-order derivative model. Results from the conducted verification show that it can successfully be employed to describe the long-term behavior associated with the creep mechanism.

A new polyhalite fertilizer mine is currently being developed in the UK by Anglo American Crop Nutrients. The project includes the construction of a Mineral Transport Tunnel almost 37 kms long to house a conveyor belt that will move polyhalite from the production shaft at the mine to a materials handling facility at the port. The project sets a new standard in terms of an ultra-long tunnel drive and sustainable, environmentally friendly and efcient material transport. The paper highlights in particular the . m diameter TBM in use for the construction of the ultra-long tunnelling section.

The oxidants which participate in the bacterially catalyzed oxidation of minerals are dissolved oxygen and some aqueous iron(III) complexes. Speciation studies indicate that these complexes consist of iron (III) -sulfate and iron (III) -arsenate ions. The complexes have different oxidizing powers as indicated by their calculated standard reduction potentials. The thermodynamics of the oxidations of pyrite and arsenopyrite are related to the mechanisms of the reactions. The mechanisms are discussed in terms of primary processes occurring on the mineral surfaces and the secondary reactions of the primary products. The importance of the conclusions to plant operation is discussed.

"Upon completion, the Bátaapáti deep underground radioactive waste repository complex (National Radioactive Waste Repository - NRWR) will provide safe final disposal for low and medium-level radioactive waste from the Paks Nuclear Power Plant in Hungary. The waste emplacement is in progress and one of the main concerns related to the development is ensuring a feasible plan is in place for permanent repository closure. Detailed hydrogeological observations and safety assessments revealed that the clay filled fault zones penetrated with the access tunnels play determinant role in the long-term confinement performance of NRWR, so they need to be plugged. Detailed mechanical analysis and numerical modelling of the tunnel constructed through a fault zone is presented here to gain a better understanding of the rock mass and rock support behavior. The effect of stress reflection is demonstrated and its consequences are described in detail. A recommendation is given for tunnel support design in such conditions. INTRODUCTION Crossing fault zones is a challenging task during tunnel construction and can lead to failure if not properly accounted for during design and construction. These failures are can be caused by high water inflow or stability loss of the rock mass surrounding of the tunnel (examples can be found in CEDD, 2015). The prediction of the magnitude and development of displacement has a considerable impact on issues during tunnel construction. Changes of rock mass stiffness or structure ahead of the face, to a great extent influencing stresses in the vicinity of the tunnel and thus deformations (Steindorfer, 1998). Further research with numerical simulations was carried out, and the qualitative and quantitative evaluation of displacement vector is presented in (Grossauer et al, 2005). The concern associated with crossing fault zones was considered during the design of the Bátaapáti deep underground radioactive waste repository complex (NRWR) in Hungary. In the case of NRWR project, the fault zones have an impact on maintaining the stability of the surrounding rock mass as well as the final sealing of the repository. As part of the final closure design, a complex numerical modelling program was completed to gain a better understanding of the mechanical behavior of the rock mass and the monitoring observations during construction. Even though the need for the presented study is closely related to the NRWR project, the results can be used in any project related to fault zone crossing. The methodology used to better understand the impact of crossing fault zones for the NRWR project is presented in this paper. First the project background is introduced including an overview of the underground facilities, the aim of the repository, and the construction experience gained from the first crossings of the fault zones. After that the in-situ and laboratory testing is summarized. The numerical modelling methodology is detailed in the next section. Not only the outcome of the model is presented, but the results are compared with the experience and observations made on site. Since a good agreement is found between the actual and the modelled behavior, the conclusions are based on the validated result. To fulfill the aim of the paper, the stress reflection concept is introduced to explain the mechanical behavior of the fault zone and the rock support; furthermore straightforward suggestions are made for rock support design."

It took me nearly nine months to make the move from Arizona to Berkeley, opening an office and planning our new home. While I was in Warren Dorothy had rented two rooms for my office In the new California Commercial Union Building at 315 Montgomery Street in San Francisco. She made such a good choice that this remained my address for more than 50 years Dorothy had also looked over many lots In Berkeley, and took an option on the one that pleased her the most. It was a beautiful lot, or rather three, as we took three lots to protect our view. The only possible drawback was that it was in a new district and there were only two houses within two blocks. No one could tell how the area would develop but we liked it so much that we bought the lots on the spot and signed a note to guarantee payment. Dorothy's good judgment was shown by the fact that after 50 years we are still glad to be living on the same property, at 168 Southampton Avenue. We arranged a meeting with the distinguished architect Bernard Maybeck-and employed him to design a house for us. Dorothy spent most of her time with Maybeck planning the house and an attached studio for her, and she later wrote an amusing essay on her dealings with Maybeck. They were so successful that even now we could not think of any changes we would have wanted. It took several months to design a house that suited Dorothy and would fit on our hilltop. I was glad to overcome some of Maybeck's scorn for "only an engineer" by showing how, by rotating the studio addition 45º, it would fit the lot without serious excavation. "Twin Creeks is a gold mining complex that is part of Newmont’s Nevada operations. The mining complex is composed of two openpits, Mega and Vista, external ore sources and a set of existing stockpiles, all of which provide ore for an autoclave, an oxide mill and a heap leach. Mega pit provides sulfide ore for the autoclave, whereas Vista pit provides oxide ore for the oxide mill and the heap leach. Both pits operate the same mining equipment and their extraction sequence must, therefore, be optimized simultaneously. Stringent blending requirements are associated with the operation of the autoclave for the sulfide ore. Strategic blending optimization on a large scale has brought significant value to the operation by increasing synergies. This paper presents the implementation of a stochastic optimization framework for the long-term production planning at Twin Creeks that simultaneously optimizes mining, stockpiling, blending and processing decision variables. The uncertainty and variability associated with the different sources of material are incorporated in the optimization model by means of stochastic simulations. The stochastic solution generated shows substantial benefits by increasing forecasted recoverable gold, leading to increased cash flows, while reducing the risk of not achieving forecasts by increasing the probabilities of meeting production and blending targets.IntroductionMine operations consist of multiple components such as mineral deposits, stockpiles, external sources, mills and autoclaves. These components represent a mineral value chain, also known in the literature as a mining complex (Montiel and Dimitrakopoulos 2015; Goodfellow and Dimitrakopoulos 2016). The material extracted from the mines flows through the different components and is transformed into sellable products. This flow of material in a mineral value chain involves complex, nonlinear transformations that render the use of industry-standard optimizers difficult. Furthermore, the optimization of a mining complex can be formulated as a mixed-integer, nonlinear optimization program with millions of integer variables representing mining, blending, stockpiling and processing decisions, prohibiting the use of conventional nonlinear optimization approaches. Previous methods that consider the joint optimization of multiple components of the mineral value chain are available (Hoerger, Seymour and Hoffman, 1999; Chanda, 2005; Stone et al., 2005; Wooller, 2005; Whittle, 2007, 2010; Bodon et al., 2010). Although these methods add value by increasing the synergy between the different components of the mining complex, they rely on simplifying assumptions that constrain their efficacy, while ignoring a most critical aspect. The latter aspect includes the geological uncertainty and actual variability of the materials in the mineral deposits mined and are supplied to the related mineral value chain, similarly to conventional life-of-mine planning methods used for individual mines (Dimitrakopoulos, Farrelly and Godoy, 2002; Godoy and Dimitrakopoulos, 2011; Spleit and Dimitrakopoulos, 2017). Additional simplifying assumptions may include: the consideration of a limited number of components, the combination of different methods, the aggregation of variables, fixed production schedules the definition of policies prior to optimization, such as cutoff- grade definition or destination of mining blocks, the linearization of nonlinear transformation functions and/or the disregard for the uncertainty of several critical parameters (Whittle, 2007). The simultaneous optimization of multiple components of a mining complex was introduced by Newmont. Hoerger, Seymour and Hoffman (1999) implemented a mixed-integer programming formulation to optimize Newmont’s Nevada operations. Enhanced gravity separation appears to be one of the most promising methods for processing all types of <200-µm coal feeds and tailings. Systems based on this technology are reviewed, and the results of investigations based on C900 Multi-Gravity Separator tests conducted to assess the treatment of <200-µm, extremely difficult-to-wash coal settling pond tailings are presented. Multi-Gravity Separator processing tests of ultra-fine tailings with a high clay particle size content (22.6% <10 µm and 60.1% <40 µm) and a 69.56% ash content show that this material can be effectively treated after desliming (<10 µm) of clay-size particles to produce a coal with a 20.6% ash at a separator combustible material recovery of 69.3%. Desliming is shown to be critical in reducing coal ash content and combustible material recovery. Similar improvements are anticipated in the recovery and separation pro-cesses for other enhanced gravity separation systems from the desliming of feeds. Although not a conventional form of treating Multi-Gravity Separator data, the existence of well-defined polynomial relationships based on the product of drum shake amplitude and shake frequency relative to product coal recovery, product ash content and yields at varying wash water flows is demonstrated. Low-amplitude and intermediate- to high-frequency bed agitation are shown to produce optimum ash reduction results.

Subsurface migration of cyanide is attenuated by naturally occurring geochemical and biogeochemical processes. Geochemical mechanisms which remove or immobilize cyanide and metal-cyanide complexes include precipitation/coprecipitation, sorption, and volatilization. Geochemical properties of soils and geochemical materials that promote the functioning of these mechanisms include the following: 1) acidic soil pH; 2) presence of illite and smectite clays; and 3) presence of iron hydrous-oxides and organic carbon. Naturally occurring soil microorganisms play perhaps a more important role in attenuating cyanide movement than previously realized. Biodegradation of cyanide is a "renewable" process, limited in its effectiveness by the avalibility of oxygen and micronutrlents (usually phosphate) to the microorganisms.
