I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The Jim Bridger Mine is operated by Bridger Coal Company and is located in Sweetwater County, 35 miles (56 km) northeast of Rock Springs, Wyoming (USA). The general location of the mine site is shown on Figure 1. Bridger Coal is a joint venture of NERCO Coal Corp, the operator, and Idaho Energy Resources Company. The permit boundary encompasses in excess of 20,000 acres (81 km2) and is nestled against the western side of the Continental Divide. Production started on July 3, 1974, and the mine has produced approximately 90 million tons (82 million t) while moving approximately 450 million cubic yards (344 million m3) of virgin earth. Annual production averages 5 to 7 million tons (4.5 to 6.4 million t) of run-of-mine coal. Coal is consumed on site by the Jim Bridger Power Plant, a 2,000-megawatt generating station, and the electricity is transmitted to the Pacific Northwest power grid (Oregon, Idaho, Northern California, etc.).

INTRODUCTION The continuous mining machines which were introduced in the 1950's now account for more than half the production of coal from underground mines. Unfortunately, these continuous miners which were designed for increased productivity have also increased the concentration of respirable dust in mines. Inhalation of this respirable dust by miners causes the Coal Worker's Pneumoconiosis (CWP). Concern for CWP increased in the United States following a 1963-65 survey that showed definite x-ray evidence of CWP in 9.8 percent of working miners and in 18.2 percent of nonworking miners in the Appalachian bituminous coal region (Breslin and Niewiadomski, 1982). One of the major objectives of the Federal Coal Mine Health and Safety Act of 1969 was the prevention of CUP. This law initially limited the daily average exposure of coal miners to 3 mg/m3 of respirable dust. However, following the results of a probabilistic model developed by Jacobsen, et. al. in 1971, the limit was reduced to a mass concentration of 2 mg/m3 unless quartz content exceeds 5 percent, a rare occurrence in mines. Based on x-ray categorization prior to death it is believed that the mass concentration in the respirable fraction is a parameter of primary interest for hygenic evaluation of dust exposure. Elorgan, Burgess and Jacobson (1973) suggested that the quantity of inhaled dust, although influential is not the only aspect of exposure which is significant in producing CWP. Miners working in higher rank coal (anthracite) mines are more susceptible to CWP (Morgan, Burgess and Jacobson, 1973). This also confirms the findings of the British (Bennett, Dick and Kaplan, 1979 and Hurley, et. al., 1979) and Germany (Reisner and Rubock, 1977). Based on the cy to toxicological evidence Reisner and Rubock (1979) suggested that when coal properties are similar, increasing quartz and mineral content increases toxicity. David, Ottery and Le ?oux (1975) examined that as the severity of the CWP increased the retention of the coal dust content in the pulmonary region remained the same, while that of quartz content increased significantly . Leiteritz, Baur and Bruckman (1971) studied the various components of coal dust and showed that coal particles comprised a smaller fraction of the mass of fine dust than did particles , of quartz and minerals. It is ironic that quartz and mineral matter both comprise smaller fractions of the higher rank coal dust (Dodgson, et. al., 1971 and Dwiggins, 1981). "Ore morphology plays a vital role during the milling and liberation of minerals. This study was carried out to understand the role of mineral crystallography and mineral interfaces on the milling and liberation processes. Data related to mineral crystallography, Vickers Hardness Number and beneficiation processes were collected from literature, and detailed statistical analysis was conducted to relate these parameters. Review of the crystallographic information of minerals present in ores indicates that molecular weight and cell parameters significantly affect milling and liberation characteristics. Mineral interfaces were classified into the three categories of coherent crystals, semi-coherent and incoherent crystals, and breakage behaviors were studied. The studied cases revealed that these material interfaces control the micropore properties that play a vital role in the initiation of intergranular and intercrystalline fractures which occur in siliceous manganese ores and dolomite as a result of thermal treatment. In contrast, banded hematite jasper and coal exhibited a much more complex fracture pattern due to their coherent interfaces and finer physical associations. This study explains the effect of the various types of interfaces on milling, and the approach can be helpful in developing a methodology to enhance mineral liberation with minimum energy consumption.IntroductionComminution is a vital unit operation in the mineralprocessing, cement-making, power-generation and pharmaceutical industries. Its importance in mineral beneficiation operations is increasing every year as a result of the growing need to exploit lower-grade ore bodies and process reject materials (Blazy et al., 1994; DOE, 2005). Low-grade ores require significant energy during grinding to liberate the valuable minerals, which are further separated from the gangues by various beneficiation methods. Various attempts have been made to enhance mineral liberation during grinding to minimize energy consumption. Most of these studies focused on the analyses of the compression mechanism, chemical additives, thermal treatment, microwave treatment and electric disintegration (Klimpel and Austin, 1982; Norgate and Weller, 1994; Bearman et al., 1997; Kumar et al., 2010; Wang et al., 2011; Singh et al., 2012). However, many of these efforts had limited success, and there is a need to see the problem from a fresh perspective."

The detection and quantification of invisible gold by microbeam techniques is discussed. Ion probe microanalysis is used to quantify the gold content of individual sulphide, sulpharsenide and oxide particles with a detection limit of 0.2 ppmw (g/t). The proton microprobe is used to determine the gold concentration of gangue minerals with a detection limit of 2 - 4 ppm. Using these techniques complete mineralogical balances for gold are obtained to assist in the process selection and optimization. A total of twenty gold and gold-bearing ores have been examined. The geostatistical technique of conditional simulation is applied to measure the uncertainty inherent in the factor-of-safety (FS) predictions for soil slopes in which there is an incomplete knowledge of the spatial distribution of soil properties. A case study that considers a natural clay slope in Canada is presented. The sequential-indicator simulation technique was used as a means of generating a series of spatial maps of the soil properties at the site. These maps approximate random draws from the conditional probability density function that characterizes existing uncertainty in the spatial distribution. FS determinations were made for each simulated map using the simplified-Janbu approach. In using this approach, computations are performed using a new computer program that can operate on irregular spatial profiles of soil properties specified on a discrete grid. A unique capability of this approach is the ability to generate the FS distribution conditional to the type, position and value of existing site-characterization measurements. This capability should reduce uncertainty in FS predictions.

Underground mine mapping is a critical component of understanding the controls on ground instability. Many relatively localized examples of ground failure are associated with geologic features, such as faults, joints, compaction zones, or sedimentological transition zones. In contrast, long-running, directional roof falls are associated with regionally directed horizontal stress fields, which are induced by tectonic plate interactions in the earth?s crust. When stress-related features are distinguished from geological features, underground mapping can be an effective method for inferring the direction of horizontal stress at individual mines. Comparisons with data compiled in the World Stress Map confirm that underground mapping can be a valid method for determining the orientation of maximum principal horizontal stress at a variety of scales, ranging from individual mines to an entire mining district or coal basin. Comparisons are presented between the maximum horizontal stress directions inferred by MSHA?s Roof Control Division through underground mapping and the azimuths of maximum horizontal stress in the World Stress Map database for North America?s Pennsylvanian-aged Appalachian, Illinois, Black Warrior, and Arkoma Basin coal fields. The comparison indicates that azimuths are similar for both data sets, even where variations in the direction of horizontal stress are present. It is interpreted that inconsistencies in direction are attributable to near-surface affects such as deeply incised stream valleys, or to fault zones that represent heterogeneities in the crust.

When the automatic control of a ventilation process is considered, and supervising expert systems need to be designed, an important problem to address is: what will be the optimal set points of the regulators that should meet a certain number of independently formulated requirements, distributed over a ventilation network? The set of these requirements, expressed in terms of air flow quantities or differential pressures in certain airways, need not be consistent. Their number is not limited by the number of available regulators, nor by their nature, i.e. passive or active. Moreover, they may be subject to upper or lower limit values. The method described here addresses this problem and tries to provide a tool that should allow to calculate the set points of all the regulators as a global and optimal solution with respect to this set of distributed requirements. The pure mathematical developments in this paper are kept as short as possible in order to allow more room for the description of a relevant example.

Airborne respirable Diesel Particulate (DP) presents an additional health hazard in that it has been shown to be mutagenic. This problem is of increasing concern as more coal mines introduce diesel vehicles. If the DP present in coal mine air is to be controlled it must first be measured. This paper describes development of the laser Raman spectroscopic measurement of the amount of DP in DP/coal mixtures collected on filters in the laboratory and in coal mines. The Raman technique provides a chemical measure of the carbonaceous material in each component, and is not dependent upon particle size. When this work was begun there were no known analytical methods for this measurement. Side-by-side in-mine comparisons of the results obtained from Raman, neutron activation analysis, and size selective analyses (MOUDI and personal samplers) are presented. The neutron activation and size selective analyses were obtained by the USBM Twin Cities Research Center and University of Minnesota. Good agreement has been found among these three methods.

In Switzerland at present, the longest railway tunnels in the world, the Gotthard(57 km) and the Loetschberg base tunnel (34km) are under construction. For thischallenge six high-tech HERRENKNECHT Hard Rock Tunnel Boring Machines (TBM)are applied, which have to excavate approx. 80 km at the Gotthard and 20 km at the Loetschberg Tunnels. The machines being used are of a single Gripper-TBM type, which are equipped with the latest rock support techniques, in order to optimize the quality of the working conditions for the personnel which have direct impact on the quality of the tunnels. The different requirements of the projects based on different speci?cations within the tender documents led to completely different TBM concepts which will be reviewed in detail in this paper.

INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

In 1996, 92.5% or 233 Mt (257.4 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River Coal Field. While the mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft), the thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash, and 19.98 MJ/kg (8,590 Btu/lb). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coal beds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 10.2 billion cu ft a year. This production is occurring just west and downdip from the coal mines and is increasing each year.

An attempt was made to extract niobium oxide from ~98.5% Nb2O5 using solvent extraction processes. Nb2O5 is used as the feed material in carbothermic reduction processes aimed at producing high-homogeneity, super-conductor-grade niobium on a laboratory scale. The Nb metal used for superconductor applications requires a residual resistivity ratio (RRR) > 300, which in turn needs a stringent purity of Nb and allows impurities (substitutional and interstitial) in ppm levels only. In this paper, solvent extraction of niobium was studied under various experimental conditions, such as effect of different extractants, concentration of methyl isobutyl ketone (MIBK) in the organic phase and concentration of various acids. The concentrate was digested with hydrofluoric acid, with ammonium fluoride (NH4F) as a stripping agent. The extraction of niobium from low hydrofluoric- (HF-) bearing solution was found to be low. Thus, various concentrations of hydrofluoric acid and sulfuric acid, as well as hydrofluoric acid and hydrochloric acid, were investigated towards obtaining a maximum amount of niobium in the filtrate and a minimum amount of niobium in the residue. A McCabe - Thiele plot for extraction of niobium from the aqueous phase, HF-bearing solution using HCl with 85% MIBK in kerosene has been constructed to determine the O:A ratio and the number of stages of the process.

When activated carbon is used for recovering gold in gold industry, carbon fine materials are generated in stripping, acid-washing and kiln regeneration circuits. The carbon fines at the Fort Knox mine, Fairbanks Gold Mining, Inc., contain up to 0.68 kg/t (20 oz/st) of gold. In laboratory tests, gold in the carbon fines was effectively transferred to coarse virgin carbon when the carbon fines were mixed with virgin carbon in cyanide solution at a cyanide concentration higher than 0.10%. A plant-scale test conducted at the Fort Knox mine also shows effective gold transfer from the carbon fines to virgin carbon with a 95% gold recovery in a two-stage gold transfer process.

The objective of this investigation was to compare the results of counter-current flotation column versus conventional flotation cell for the cleaning of a sulphur ore and its discrete size fractions. The tests were carried out using diesel oil as a collector and alcohol as a frother. Generally, flotation column produced concentrates of higher grade. For example, the grade of a rougher concentrate for a given feed obtained with the column increased by 33% higher than that produced with the flotation cell. Such higher grade could not be obtained using conventional cell even after 3 cleaning stages. Moreover, the column gave superior results for flotation of fine and ultrafine particles.

The profitability of coal mining operations is highly dependent on the performance of the coal blending and processing facilities. Many companies have recognized this fact and have instituted optimization programs that require large amounts of coal characterization data, extensive operational information and complex costing models. Unfortunately, this brute force approach to optimization is often overwhelming in terms of time and cost and is generally too inaccurate to be of value in day-to-day field operations. A simpler and more practical approach involves the use of ?micro-price? optimization throughout the coal supply chain. This fundamental concept assigns unit values to each type product (particle or groups of particles) passing through the production units. True optimization occurs whenever all particles with positive worth are recovered and passed to market, while all particles with negative worth are rejected. This paper describes the fundamental workings of the micro-price concept as applied to coal blending and processing operations. Several examples are also included to demonstrate the economic gains that can be realized via the application of this concept.

This paper examines and compares the role that chemical speciation plays in the environmental aquatic toxicity of two metals - copper and arsenic. Copper is shown to have well-understood chemical speciation equilibria, but poorly known species toxicities. Arsenic presents the opposite case, with unpredictable speciation in aquatic systems, but is relatively easy to evaluate toxicologically. Speciation is not currently incorporated into Water Quality Standards. This can have a major impact on the cost of environmental containment and cleanup.

Turkey has important celestite reserves in Sivas. These reserves have gypsum and/or calcite as gangue minerals. Celestite-calcite ore cannot be concentrated by gravity methods due to the low efficiency of gravity methods in fine sizes. Research was tried to concentrate celestite to a market grade by flotation. Parameters such as pH, particle size, dosage and types of collector and depressant were examined. Cyanamid A-845 and Na-oleate combination as collector, sodium silicate as depressant, and Aerofroth-65 as frother were found as the optimum flotation reagents. By applying 3-stage cleaning, a concentrate assaying 95,34 % SrS04 was obtained with 84,93 % recovery.

Several years ago it was decided that ASARCO was in need of a good mine scheduling program to complete the computerized open pit mine planning package that was being used on new prospects and operating properties. A trial and error approach was being used to schedule a mine on a year by year basis, but this was time-consuming and far from offering an optimum solution l. Due to the magnitude of time and expertise required to develop such a sophisticated computer program, it was decided to search outside of the company for one already developed and available for purchase, This proved fruitless and therefore proposals were requested from consulting firms that had the expertise to develop such a program. Out of the five firms that submitted proposals, the one chosen was Systems Control, Inc., (S.C.I.) of Palo Alto, California. S.C.I. was selected because it was felt that they offered the greatest capability in the mathematical solution of complex problems. But due to their lack of mining expertise, a cooperative venture was developed whereby ASARCO would supply this mining knowledge. The selection of this vendor, the formulation of the contract and specifications, and the development of the computer program required about 3 years to accomplish.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.
