In the U.S.S.R. three of the world's major-known phosphate deposits are located. These have an estimated reserve of 2,600 million short tons of contained phosphorus. The best known lies in the "Khibiny Massif', an alkalaic rock formation some 600 square miles in area with mountain peaks rising to an altitude of 3300 ft above the surrounding terrain. Location and Climate The Khibiny Massif lies north of the Arctic Circle in the Kola Penin-sula, 100 miles south southeast of Murmansk, at a latitude of 67° 30' north and a longitude of 35° 30' east. It is serviced by rail from Murmansk and Leningrad (900 rail miles south). Figure 1. The phosphate operations are centered about the two cities of Apatity and Kirovsk. The former has a population of 35,000 and is on the Leningrad¬Murmansk railway. Kirovsk, 15 miles to the east, is now a city of 85,000. The region is at the limit of the tree line with most of the ground cover typical tundra. The mean annual temperature is -4°C and, in a normal year, precipitation occurs on 240 days. Because the temperature does not exceed freezing for 300 days each year, virtually all of the precipitation is snow. The two towns are nestled between mountains and, because of the weather, extensive avalanche control systems incorporating major engineering construction have been introduced to divert snow slides away from the populated areas. General Kirovsk was first settled in 1923 and the apatite occurrences were recognized shortly after. In 1933, the first concentrator for the recovery of the mineral was completed, producing in its first year of operation 170,000 tons of concentrate. With the growth and demand for phosphate in the U.S.S.R., a second concentrator was erected at Apatity. It calve on stream in 1963. Because of the severe climate, in the early days mining was limited to 85 days per year. With the introduction of new techniques and improved mining methods, the season has been extended to 115 days.

Topaz is a fluorine-bearing aluminosilicate mineral of the kyanite-sillimanite group. The formula has been given as Al2SiO4(F,OH)2, [Al(F, OH)]2SiO4, or 2Al2O3?2Al(F, OH)3SiO2. Topaz is generally considered a semiprecious-to-precious gem mineral, but it is a fairly common minor constituent of granites. In 1937 the U.s. Geological Survey reported an occurrence of massive topaz in the 3 Brewer gold mine, Chesterfield County, S.C. Over the next 8 years considerable research was done on topaz to establish its properties and to determine possible end uses The first reported shipment of ore was in 1939 Peak production was reached in 194412, and output then began declining until the mine closed in 194913? During World War II topaz was used in refractories, as a flux in steel mills, and in the manufacture of borosilicate glass 14. The main advantage of using topaz over kyanite and sillimanite in refractory use was that calcined topaz converted to over 95 percent mullite (3A1203 .2Si02) while calcined kyanite or sillimanite contained only 88 percent mullite15. However, a major draw-back to utilization of topaz is the evolution of fluorides during calcination. In 1973 the Geological Survey reported that topaz occurred in probable commercial quantities in at least two domestic locationsl6: the Brewer area of South Carolina and a location in Colorado. The literature also indicated that progress had been made in controlling fluorine-bearing fumes. This research has progressed to the state where valuable fluorine compounds are being recovered on a commercial scale 17. Thus, a major obstacle to utilization of topaz appears to have been resolved. The Bureau of Mines under its program of advancing minerals technology initiated a project to study techniques for the concentration of topaz from disseminated materials. The objective of the study was to determine those techniques that would be used to produce topaz concentrates that could be utilized as a source of fluorine and mullite.

This presentation will represent a diversion from the central theme of Cordilleran geology, in both time and space, as we move 2,000 miles east of Spokane to eastern Canada, specifically the province of Quebec, to discuss a major new Archean-age volcanogenic massive sulphide deposit called Louvicourt. The deposit is located in the Val d'Or camp in the prolific Abitibi Greenstone Belt some 400 miles north of Montreal. It was discovered by Aur Resources in June, 1989 on a property operated under the terms of a joint venture with Louvem Mining, a Quebec company controlled by Ste. Genevieve Resources Inc. of Montreal. As a geologist, I am proud to be able to describe Louvicourt as a geological discovery, as it was found by doing systematic deep diamond drilling based on a geological concept. The deposit is essentially blind from surface and lay undiscovered for the 10 years that the Louvem mine was in production just 2,000 feet away from its easternmost workings.

The Florida Peninsula has existed as a part of a much broader plateau, since at least the Early Cretaceous. This plateau, the Floridan Plateau, now consists of the present peninsula and a broad submerged shelf of equivalent size extending the length of the state and out into the Gulf of Mexico. Florida Peninsula was separated from the mainland United States by a negative area called the Suwannee Straits. To the south of this feature existed an environment similar to today?s Bahamo Banks where very pure calcium and magnesium carbonates with associated evaporites were deposited. Thus the Eocene and Oligocene contain little or no quartz sand or clay minerals except in the Panhandle west of the Suwannee Straits where some clastics were contributed by rivers from the north.

Custom Coals, International has installed and is presently testing a 225 kg/hr. (500 lb/hr.) micronized-magnetite, fine-coal cleaning circuit at PETC's Process Research Facility (PRF). The cost-shared project was awarded as part of the Coal Preparation Program's High Efficiency Preparation Subprogram. The project includes design, construction and testing of a fully-integrated, bench-scale circuit, complete with feed coal classification to remove the minus 30 micron slimes, dense-medium cycloning of the 300 by 30 micron feed coal using three different size micronized-magnetite mediums, and medium recovery circuits using drain and rinse screens and various stages and types of magnetic separators. This paper describes the project circuit and goals, including a description of the current project status and the sources of coal and magnetite which are being tested.

Two three-lane highway tunnels, 700 and 2900 m long, make up the driven tunnels portion of Melbourne City Link. Tunnel construction, using design-construct delivery, commenced in May 1996. Construction required excavation through varying rock conditions; temporary support included ground freezing, pipe-spiling, steel sets, and rock bolts. Permanent support for the tunnels required both drained and undrained tunnel cross sections using unreinforced concrete. This paper reviews the construction methods, and highlights some of the not-so-standard designs developed while construction was underway.

Polish power industry is based on brown and hard coal combustion and transferring the heat into electric power. Over 99% of lignite is used as a fuel in power plants. Lignite is mined on in open pits. Therefore very deep (for example 300 m in Belchatow open pit) excavations having great volume are formed. Thus such type of mining has the impact on land degradation. In order to reduce this effect, at the earliest possible moment the cap rocks are dumped in the pit but at the safe distance from the mining face. Due to the big amounts of lignite delivered to the power plant, there are shortages of solids for filling the pit after completing the mining operations. Geotechnical properties of dumped combustion by-products depend on the lignite type, combustion technology and ashes haulage methods. The paper presents lignite combustion methods used in Poland and their impact on properties of ashes and methods of their transport determining the parameters of dumped wastes. Geotechnical, physical and chemical test results concerning transport and deposition of hydraulically active ashes from the Belchatów power plant are presented. The critical role of geotechnical properties in selecting the deposition technology and post mining management of open pit excavations was showed. The importance of filling the post-mining spaces for restoration the useful function of brown fields and for neutralization of negative effects of mining activity, was underlined.

Locating and defining an ore body with minerals or metals that can be recovered at a profit is the objective of minerals exploration. Direct exploration involves examining and sampling rocks either in outcrop, underground exposure, drill core, or cuttings. Indirect exploration infers the measurement of some physical, chemical, or biological factor that reflects the possible presence of the metal or mineral of interest, or a structure that may act to collect, concentrate, or otherwise favor the presence of the desired commodity. Included here are all forms of geophysical, geochemical, or geotech-nical prospecting. In recent years, indirect exploration has given rise to an impressive number of specialists and a variety of techniques. Less impressive is the success rate or productivity of the modern explorationist. Exploration Productivity Losing Ground Judging from the low number of mine openings or mine discoveries in recent years, the exploration industry is not as productive as it once was. Many will take umbrage at this judgment, but a review of the literature will support this statement. In Canada, from 1951 through 1960, there was an average of 5.6 discoveries a year. From 1961 through 1976 there were only four a year. This nearly 30% reduction occurred despite a massive increase in exploration funding. From 1950 to 1955, the Canadian mining industry spent $5 million (1975 dollars) for each minable deposit found. During the period 1970 to 1975, the cost was $25 million for each one found. The industry was spending five times as much and finding 30% less than a generation earlier. This is not indicative of a productive endeavor. The loss in productivity is even more apparent to explorationists who wander the western US, and are awed by the thoroughness and discovery rate of those early prospectors who explored from 1850-1920. The "old-timers" missed very little. They used pans and crude chemical tests in place of plasma or X-ray fluorescent assay techniques. But, they found ore bodies that led to mines. Today, the best prospecting areas are pockmarked by the hand dug pits, trenches, and shafts left by our predecessors. The success or productivity of the old-timers may be attributed to any or all of several factors. Granted, they were looking at virgin ground and at deposits that in many places were exposed. The factor most critical is, however, that they employed direct exploration methods. They walked over areas of interest, traversed swamps and mountains, and followed "colors" in stream gravels to their source. They also chipped rocks, dug pits, trenched along structures, and followed the "leads." Many of today's explorationists, on the other hand, adopt a more sophisticated approach. A geologic model is conjured up so the exploration team "knows" models, but the model should be applied at a later stage in the exploration effort. J. D. Ridge has written an excellent article on the role and timing of models. Geologists should collect and assemble data, facts, and observations and fit these into a model and not conceive a model and seek data to prove their vision. Further, many exploration managers are adept and talented at devising exploration programs. They can program and use modern exploration techniques and tools. They can apply these and their modeling capacity to assemble a glittering array of targets. It would appear that in all too many instances, creating targets has been equated with and is considered being productive. As noted, finding ore bodies is being productive in exploration. Creating targets may or may not lead to ore bodies. As an end result, locating targets is not productive exploration. How then does one foster productivity in exploration? Some suggestions are to increase the use of direct methods, follow the methods and philosophies of old-timers, look at more rocks, do more field work, use foot traverses, and do more drilling. It may be argued that this is what the old-timers have done and we would then be hoping to find

Two pilot-scale biological reactor systems were installed to treat metal-contaminated water. The reactors consisted of barrels and tanks filled with spent mushroom compost, within which bacterial sulfate reduction became established. Concentrations of Fe, Zn, Mn, Ni, and Cd were lowered by over 95% as these metals were precipitated as insoluble sulfides by reaction with bacterially generated H2S. The chemistry of the reactor systems is examined, and opportunities for maximizing their metal-retaining and alkalinity-generating potentials are discussed.

Any viable model or deterministic formula used to make predictions must follow certain criteria. The standard models and procedures used to project acid load from mining activities operate from a number of assumptions, some of which, although logical, are scientifically oversimplified and, hence, invalid. Highly variable field parameters have lead to highly variable acid projections. Kinetic tests are in themselves misnomers in that no parameters associated with chemical reaction kinetics are ever determined. Sampling error coupled with assumptions made as to the distribution mode of pyritic materials in rock units can lead to highly inaccurate conclusions explaining why acid generation often occurs where none is predicted. The fact that probability theory and paradigms governing luck and chance have not been incorporated into the science of acid prediction undermines any credence placed on such projections. To date, with few exceptions, the acid prediction is logically closer to a game of chance than practical science.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

Even though the mining industry in 1966 produced more ore than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. Nearly 90% of all metals and-mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which has, consequently, resulted in some spectacular developments. With increasing size of projects, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process. Traditional concepts in mine development and operations are being sidestepped in favor of new ideas and principles. As the overburden thickness increases, materials handling presents a major problem to mining companies, especially those concerned with the mass production of ore and waste from low-grade deposits. The profit margin here is likely to be significantly less as to take chances with capital investment. 1 Constant efforts are needed to improve upon productivity if the ore is to be economically mined.

Introduction In view of the continuing depletion of natural resources, requirements for energy conservation, plant optimization and hazardous waste management, and environmental consciousness, recycling and secondary recovery of materials are being developed with increasing interest Many secondary recovery processes are being developed that apply mineral processing technology. Gravity separation, magnetic separation and flotation have all emerged as explicit methods for recovering residual values from various process streams and hazardous constituents from waste streams. Recently, a technique for concentrating metallics has been successfully reintroduced. The concept of the alternating magnetic field eddy-current separator was developed over a century ago using rudimentary electromagnets (Patent 400317 issued to Thomas Edison on March 26, 1889). Widespread acceptance was, however, hindered by high costs, marginal results and poor economic incentives for secondary recovery. With the recent increased interest in secondary recovery and the development of high-energy rare earth permanent magnets, the eddy-current separator has now gained prominent acceptance. The separation forces imparted by an eddy current separator are the function of the magnetic field intensity and the alternating frequency of the magnetic field. The evolution of permanent magnets has provided a cost effective alternative for the generation of high-intensity magnetic fields. High-energy rare earth permanent magnets have substantially reduced the capital and operating costs over the electromagnetic circuits employed in antecedent eddy-current separators. Specifically, in recent years, the strength of permanent magnets has increased several fold with neodymium-boron-iron rare earth magnets now providing an energy product of 35 million gauss-oersted. Figure 1 shows the evolution in the strength of permanent magnets. The development of these rare earth magnets has led to the design of circuits possessing a magnetic force an order of magnitude greater than that of conventional permanent magnetic circuits. The eddy-current separator has been successfully applied in several metal sorting and recovery operations. Most common is the sorting of metal from shredded automobile scrap and municipal waste. With the advent of high-frequency, high-intensity magnetic fields, the separator has advanced to the point where it has direct application in the beneficiation of fine sized metals. Relatively fine sized (-1/4 in.) metal bearing slags and spent foundry casting sands as well as precious metal hearing electronic scrap demonstrate excellent metallurgical response to the eddy-current separator, and applications have progressed to finer materials and more selective separations. Theory Electrical currents are induced in all conductors when exposed to an alternating magnetic field. The induced current generates a magnetic field in the conductor that opposes that of the alternating magnetic field. Figure 2, is a schematic illustration of generated eddy currents. In this particular example, the alternating magnetic field is produced by a series of permanent magnets mounted on the circumference of a rotor. The permanent magnets have alternating polarity. As the rotor revolves, an alternating magnetic field is produced, and the rate of revolution determines the frequency of the alternating magnetic field. When a conductor, such as a metallic disc in the illustration, is placed in the alternating magnetic field, a closed loop current flow occurs. The current loop in the conductor produces a magnetic field that is a mirror image of the alternating magnetic field. At any point in time, the induced magnetic field in the conductor directly opposes the alternating magnetic field. This opposition of magnetic fields produces an instantaneous repulsion in the conductor. The conductor is consequently repelled from the rotor. The alternating magnetic field has no effect on nonmetallic materials as they pass through the magnetic field and discharge the rotor in a natural trajectory. [ ]

The Wellman-Lord SO2 Recovery Process is operating commercially at one location in this country and at two locations in Japan. Tail gases from a sulfuric acid plant, from an oil fired steam generator and from a sulfur recovery unit are the respective applications. 1) At the Olin Corporation's Paulsboro, New Jersey, stack gas from a spent acid regenerative sulfuric acid plant-45000 SCFM - is treated in the W-L unit to reduce sulfur dioxide concentrations from 4500 ppm to less than 500 ppm. 2) At the Japan Synthetic Rubber plant in Chiba Prefecture, stack gas from an oil-fired steam generating plant - 120,000 SUM - is reduced from 2100 ppm S02 to less than 200 ppm. 3) At the Toa Nenryo Kogyo refinery in Kanagawa Prefecture, tail gas from a sulfur recovery (Claus) unit - 41,000 SUM - with, an inlet SO2 concentration of up to 13000 ppm is reduced to less than 200 ppm. The three installations are operating successfully and are capable of reducing S02 emissions to levels significantly below the concentration guaranteed. With the one exception of a higher than guaranteed chemical make up requirement at Paulsboro, utility and chemical requirements will be less than design.

Cost control is a lot like motherhood - everyone proclaims its need and its worthiness, but is it really appreciated and used to successfully complete a project on time and within budget? Good Cost Control is a yardstick - requiring fixed definition but this does not mean rigidity for the project. It provides the means for telling: 1. Where you are going 2. When you will complete and 3. What it will finally cost. Cost Control does not fix the price of dreams nor the cost of projects loosely defined. It does not control costs in itself but provides the tools whereby engineering decisions can be made which will ultimately affect the project cost It does not even guarantee that a project will be completed within the original funds - but only, if this reflects management desires.

As a result of the Farmington explosion, the U. S. Bureau of Mines commissioned the National Academy of Engineering to a determine what steps could be taken in a short time frame to significantly reduce fatalities as a result of underground fire and explosion in coal mines. Three areas were named by the Academy as having the greatest potential; survival, communications, and rescue. The Bureau subsequently awarded a $3-5 million contract to the Special Systems Division of Westinghouse Electric Corporation for the development of prototype equipment and procedures. These were recently tested in a simulated emergency situation and will be delivered soon. Contractor recommendations for utilization and for further development effort will be studied and appropriate action taken.

BCI has developed a chemical process known as Ecophos® for the multi-industrial Pine Level Project in DeSoto County, Florida. Approximately 85 percent of the phosphogypsum at Pine Level will be converted to a very clean gypsum. The remaining 15 percent, including impurities plus some quartz tailings sand, constitutes what is termed redigestion solids. BCI has developed an alternative to the practice of disposing phosphogypsum in large above-ground impoundments. The proposed disposal method consists of mixing the redigestion solids with clays and reacting the mixture (leached tailings) with lime prior to disposal into the mine excavations as a reclamation soil material. Leachate water quality testing using lysimeter equipment indicates that the pore water associated with neutralized leached tailings meets maximum contaminant levels set for the drinking water standards of radium and selected primary metals.

Researchers at National Institute for Occupational Safety and Health (NIOSH) are investigating how fiber-reinforced shotcrete mix designs can be extrapolated from proven designs employing wire mesh. This paper explains the results of round determinate panel tests and relates the flexural strength and toughness of fiber-reinforced shotcrete to known energy absorbing properties of wire mesh. The energy absorbed with central deflection is strongly influenced by the amount of fibres. The higher the energy absorption the more load cracked shotcrete can support. Two types of fiber-reinforced shotcrete were investigated, one with steel fiber and another with polyfiber. The residual load supported in Round Determinate Panel Tests can be matched with the strength of wire mesh, thus providing equivalent bag strength values for fiber reinforced shotcrete panels.
