INTRODUCTION Cost Management is the evaluation and control of project scope, budgets, and costs with the objective to minimize costs and maximize the benefits to be derived from the use of project resources in conformance with Criteria stipulated or approved by the Owner. In order of importance, Cost Management is one of the most prominent Project Management functions because of its impact on the financial success of the venture. Cost Control and Cost Accounting are essential parts of Cost Management. The principal objectives of Cost Control are to monitor project commitments and expenditures, and measure performance for the detection of variances from acceptable standards and from control budgets so that timely action can be initiated to minimize costs. Cost Control is evaluation of current costs and projection of future costs, rather than the reporting of actual costs. Cost Control is not Cost Accounting. The primary objectives of Cost Accounting are the determination, classification, analysis and reporting in useful detail of actual costs. Following are some considerations on Cost Management and Cost Control as practiced by Owners and Contractors of industrial projects, Mining and Metallurgical projects in particular. COST MANAGEMENT Functions Conforming with the requirements of Owner's Criteria, the principal Cost Management functions are to • evaluate estimates of project costs and establish budgets for a scope of work and schedule; conversely, evaluate the scope of work that can be executed most effectively within a budget and schedule. • promote investigations and comparative evaluations of alternate designs and plans to find the most cost effective way to execute a project and minimize its operating costs. • based on Cost Control and Cost Accounting input, evaluate and initiate appropriate actions to correct deviations from approved budgets. assess project economics, the effect of changes on project economics and, if necessary, revise Project Criteria to modify their impact on costs.

The study area is located in the NW of Uluborlu (Isparta). Massive limestones and alluvial deposits form the lithological units of the study area. The average thickness of the alluvium deposit consisting mainly of light brown - red colored and fine grained clastic sediments which derived from the limestone is about 10 meters. The aim of this study to investigate the uses of this alluvial sediments as tile - brick material. For this aim, disturbed and undisturbed samples have been taken from different depths in the alluvial deposits. Mineralogical compositions have been determined by XRD and major oxide contents by XRF. Laboratory experiments have been carried out to determine the technological properties of the samples. The selected major oxide contents of samples vary between A12O3 (24.6 - 24.12 wt %), CaO (0.76 - 4.27 wt %), Fe2O3 (10.21 - 10.29 wt %), MgO2 (1.25 - 1.51 wt %). CaCO3 and MgCO3 values calculated from the geochemical analyses, are between 1.55 - 1.62 and 2.62 - 3.17 respectively. The ratios of grain size of the samples are 82 % for < 0.2 mm and 5 % for > 3 mm. Geochemical analyses and technological features of the samples indicate that these fine grained sediments of alluvial deposit are suitable in terms of uses as tile - brick material. The potential reserve of this tile - brick material has been determined as 40 million tones.

At nuclear facilities, three types of radioactive waste must be managed: (1) high-level liquid waste containing fission products from the chemical separation of irradiated uranium, (2) low-level condensates from the concentration of the high-level waste, and (3) dry solids such as obsolete process equipment, spent ion exchange resins, and irradiated metal scrap. The geological and environmental characteristics of a site are important considerations in planning the waste management program. At the Savannah River Plant, low-level liquids and dry solids are safely and economically placed in the soil where the geologic and hydrologic conditions are favorable. Within the general area where the waste originates, studies are made to locate seepage basins and burial grounds in the most favorable sites: (1) soils should have a high ion exchange capacity and moderate to low permeability, (2) the water table should be deep, and (3) burial sites should be relatively distant from the nearest flowing stream.

What is required for the mining industry to grow and prosper in a politically challenging world? The answer to this can be summarized as “the industry’s three priorities.” The first priority is gaining access to the world’s mineralized jurisdictions. The second is establishing a measure of security and predictability in government treatment of mining. Confidence in the stability of the fiscal and legal framework within which mining operates is necessary to encourage the investment of large amounts of capital in mine development. The third priority is sustaining the industry’s welcome during the long term in those jurisdictions worthy of investment.

Good afternoon gentlemen. It is always a pleasure to talk about a subject dear to our hearts--the high speed transfer of bull; materials. Specifically, today we will be reviewing the engineering approach to an age old problem of ship loading and unloading. You may be puzzled by the title of this paper and we will attempt to explain this for you--particularly the use of the words "New Era", since high speed automated facilities are nothing new to the material handling engineer. The new era in material handling designs refers to an all out concerted effort to provide custom engineering tailored to specific operations and economic requirements of the client. It shuns hardware type of engineering wherein existing machines and devices are dusted off and reapplied. It provides automation when automation can be justified and it exemplifies the application of systems engineering to solve specific problems.

Brines (a solution containing more than 100,000 mg/l dissolved solids) in sedimentary basins are genetically related to evaporites in one of three ways: (1) dissolution of evaporite minerals, generally halite; (2) interstitial fluids in evaporites which are expelled from their source rock during compaction; (3) incongruent alteration of hydrous evaporite minerals (carnallite). Most brines of commercial interest originate as interstitial fluids in halite-rich rocks. These fluids are initially rich in magnesium, sulfate, and potassium but evolve in composition to an Na-Ca-Cl brine during their migration to their present host rock. A particularly important reaction in this process is: 2CaCO3 + Mgt+ = CaMg(CO3)2 + Cat (1a) This reaction reduces the magnesium content of the brine and ultimately converts it to a calcium-rich brine. The loss of sulfate occurs by two mechanisms. One of these is by direct precipitation as calcium sulfate (either as gypsum or anhydrite): Ca 2+ + SO4 2- = CaSO4 (2a) Additional sulfate may be lost from the brine by sulfate reduction: S042 + 1.33CH2 + 214- = H2S + 1.33CO2 + 1.33H20 (3a) The loss of carbonate species occurs by precipitation as carbonates: H2O + C02 + Cat = CaCO3 + 2H+ (4a) The net result of reactions 3 and 4 is: Ca 2+ + SO4 2- + 1.33CH2 = H2S + CaCO3 + 0.33H2O + 0.33CO2 (5a) The loss of potassium from brines is caused by the formation of potassium aluminosilicates: 2K+ + Al2Si2O5 (OH)4 + 4SiO2 = 2H + 2KAlSi2O8 + H2O (6a) The hydrogen ions produced by this reaction dissolve carbonates: 2H+ + CaCO3 = Ca 2+ + CO2 + H2O (7a) The net result of reactions 6 and 7 is: 2K+ + CaCO3 + Al2Si205 OH)4 + 4SiO2 = Ca2 + 2KA1Si3O8 + H2O + C02 (8a) A study of brines from central Mississippi has shown that the composition of these brines is related to the interaction of pore fluids from evaporites with minerals in the enclosing sedimentary rocks.

The role of ZnSO4 in activation of sphalerite (ZnS) and deactivation of lead-activated sphalerite has been investigated. Adsorption of metallic ions at the solid-solution interface, electrokinetic results for sphalerite under different chemical conditions, and thermodynamic calculations were used to elucidate the mechanisms involved. It is shown that flotation response of sphalerite in absence of activators is rather weak and that adsorption of ethyl xanthate on the mineral mainly electrostatic in nature. Zinc sulfate is found to activate the mineral but only in a narrow acidic pH range. This is attributed to the increase of zeta potential as well as the possible increase in amount of negatively charged bulk precipitated zinc xanthate. Lead ions activate sphalerite in a wide pH range and the lead activated mineral assumes a flotation behavior similar to that of galena (PbS). However, addition of ZnSO4 depresses the lead-activated sphalerite by replacing lead ions at the mineral/solution interface.

China’s land area, comparable in size to United States or Canada, contains diverse geological environments and mineral resource potential. The diversity in geological environments is such that the potential for developing many world-class mineral deposits in China is good. However, China’s mining sector was not open to foreign investment until the1990s. The long-term prospect for Chinese resource development is attractive because of China’s enormous population and cumulative demand for minerals. Approximately 33 foreign mineral companies, including 11 major internationals, are to various degrees active in China. Chinese mining laws and regulations pertaining to joint ventures with foreign companies are, from the international investment prospective, evolving slowly, but positively. This positive trend is continuing under the current government reform process, which is moving China towards a freer market economy. Although improving the enforcement of relevant laws and regulations is an ongoing process, the environment for mineral investment and joint ventures is increasingly more accommodating to foreign companies.

Wet ground and dry muscovite mica continued to be the most commercially significant types of mica in the US. Canada&apos;s phlogopite mica and some US deposits of sericite mica have also contributed to the overall application of mica in a variety of industries. Mica&apos;s major end uses are paint, rubber, and construction material. Its value was about $30 million last year. The southern Appalachian Mountains weathered granitic bodies and pegmatites continued to be the primary US muscovite mica source. North Carolina production of mica as a coproduct of feldspar, kaolin, and lithium processing accounted for more than 60% of the total output. New Mexico, South Carolina, South Dakota, Georgia, and Connecticut accounted for the rest. Flake mica was also produced from mica schists in North Carolina and South Dakota. It is also being investigated in Ontario, Canada. Wet ground mica Wet ground mica was produced by four companies: KMG Minerals, Franklin Mineral Products, J.M. Huber Corp., and Concord Mica. KMG and Franklin Mineral Products accounted for more than 80% of the production. Wet ground mica is a highly delaminated platey powder used to reinforce solvent and aqueous system paints for increased weatherability, durability, and greater resistance to moisture and corrosive atmospheres. In plastics, it is an excellent filler and reinforcing agent, providing better dielectric properties, heat resistance, and added tensile and flexural strength. In the rubber industry, wet ground mica is used as a mold lubricant to manufacture molded rubber products, such as tires. It also acts as an inert filler that reduces gas permeability. Miscellaneous uses include additives to caulking compounds, foundry applications, lubricants, greases, silicone release agents, and dry powder fire extinguishers. Wet ground mica prices range from $353 to $496/t ($320 to $450 per st) fob plant. Specialty products may be higher, depending on customer requirements. Dry ground muscovite mica Dry ground mica was produced by nine companies: KMG Minerals, Unimin, US Gypsum, Mineral Industrial Commodities of America, Spartan Minerals Corp., Asheville Mica Corp., Deneen Mica Co., Pacer Corp., and J.M. Huber Corp. Dry ground mica&apos;s primary market is wallboard joint compound. Here, it is a functional extender that improves the physical properties and finishing characteristics of the mud. It is also used in various grades as a filler in asphalt products, enamels, mastics, cements, plastics, adhesives, texture paints, and plaster. Dry ground mica became popular as an additive in oil well drilling fluids, where the mica flakes platey nature helps seal the well bore, preventing circulating fluid loss. But oil&apos;s dramatic price drop and consequent curtailing of well drilling brought this once booming market to a virtual halt. Forecasters predict that this business will gradually pick up during the next few years and most current dry ground mica producers will again produce the oil well drilling material. Dry ground mica prices range from $110 to $420/t ($100 to $380 per st) fob plant. High quality sericite mica, sometimes referred to as an altered muscovite, was mainly produced by two US companies. Mineral Industrial Commodities of America and Mineral Mining Corp. have equivalent capacities of about 27 kt/a (30,000 stpy). The majority of the material produced was consumed by the joint compound industry. Minor uses are in paint and oil well drilling. The lack of ground sericite penetration into the traditional ground muscovite markets is attributed to high silica content, typically in excess of 20%, and a bulk density. Prices range from $88 to $187/t ($80 to $170 per st) fob plant. Phlogopite mica is a dark colored, magnesium bearing mica rarely found in the US. Suzorite Mica Corp., a division of Lacana Petroleum, mines a deposit in Quebec that is 80% to 90% phlogopite. The dark color has prevented the material&apos;s entry into the traditional paint markets. But the physical properties and high purity make it useful as a low-cost reinforcing filler in many plastics and several asphalt applications. Phlogopite mica is ground to several grades and may be treated with various surface coatings for use in plastics or coated with nickel for EMI/RFI shielding applications. Prices for phlogopite products range from $144 to $580/t ($104 to $580 per st) fob plant. As in recent years, production of domestic muscovite sheet - block, film, and splittings - remained insignificant. These resources are limited and uneconomic due to the high cost of hand labor required to process sheet mica in the US. Imports from India and Brazil were the primary sources of the estimated 1 kt (2.4 million lbs) valued at $2.5 million consumed by US electronic and electrical equipment manufacturers in 1986. Introduction Coal extraction by continuous miners (CM) is currently the most common underground method in the US industry and accounts for slightly more than two-thirds of the nation&apos;s deep mining production (National Coal Association, 1987). Even if longwall mining should become more commonplace, it can proceed only after ventilation and access entries have been driven by CMs. Since an area of concern continues to be the effects of the dust generated on the health of mineworkers, this paper discusses the relationship between the elemental compositon of mining-generated airborne dust sampled from the immediate ventilation return of a CM and laboratory-generated dust derived from channel samples taken from the mines. There are several potential contributions of this type of study to the coal mining industry. First, after more fundamental knowledge of the causes of Coal Worker&apos;s Pneumoconiosis (CWP) is learned, the laboratory-generated respirable dust could be used to identify a potentially hazardous coal seam. Also, this study could possibly aid in understanding the fundamental causes of CWP by producing mining-simulated samples of coal dust that could be used in epidemiological studies. Further, assuming that there is no difference in the elemental composition of a drill-core sample and a channel sample from the same location, a mining company could predict a new mine&apos;s respirable dust elemental composition in the immediate ventilation return by using exploratory drill core samples of the roof, coal, and floor rock to prepare the laboratory dust. Ventilation engineers could then use engineering design and control measures during premine planning to reduce the incidence and severity of CWP by better ventilating the potentially hazardous coal seam. If this proper planning prevented any future changes to the ventilation equipment and mine design, much time and money could be saved. Scope of work To investigate the variability of the chemical characteris tics of respirable dust, airborne dust samples from eight underground coal mines located in the eastern and midwestern United States were collected with eight-stage Sierra Model 298 Marple cascade impactors, as well as 25 channel samples of mined material. Each channel sample was removed from the middle of the coal face before mining occurred. Sampling of the mining-generated dust was conducted by Lee (1986) by sampling the entire working sections, primarily for characterization purposes, to obtain information on the locational variability of dust characteristics. Research performed for this study used the elemental analyses of the mining-generated dusts he sampled in the immediate ventilation returns of CMs. The procedure that was used to produce the laboratory-generated respirable dust was based on the Hardgrove grindability test since it reflects the pulverizing characteristics of coal. This test was chosen for several additional reasons. First, it is repeatable and reproducible. A consistent amount of input energy is used as well as a specified size range of feed material to be crushed (the channel samples). Second, it is thought to generate secondary dust in a way similar to that of the crushing and grinding of the coal and rock as they pass through the arc-shaped cutting path of the CM&apos;s cutter head. The potential effect on dust generation by this secondary grinding mechanism may be at least as much as that produced by primary fragmentation, which is dust produced by the cutting action of the bit against the coal or rock (Roepke, 1984). Finally, the Hardgrove grindability test is well known and is used in the coal industry to guide mineral processing engineers in estimating the capacity of mills used to grind coal. One hypothesis of dust researchers in the Generic Technology Center for Respirable Dust is that the elemental as well as the physical characteristics of coal mine dust will make a difference in the incidence and severity of CWP. Coal mine dust is generated not only from coal, but also from any rock partings contained within the seam or any roof or floor material mined with the coal. Thus, coal mine dust may not have the same elemental characteristics as the coal being mined. Given that hypothesis, mixtures proportional to each thickness mined of roof, coal, and floor rock derived from the channel samples of the face areas from which the respirable dusts were generated by the CMs were used to produce the feed material that was pulverized in the Hardgrove machine.

"The present study was carried out to develop an economically feasible and environmentally friendly technique to extract metals such as Al, Fe, Cu, Zn and Ni from electronic scrap by employing Penicillium chrysogenum strain KBS3. Studies were carried out in various leaching modes, including one-step leaching with combined growth and leaching phases (Mode 1), two-step leaching with alternative growth and leaching phases (Mode 2), spent medium leaching with separated growth and leaching phases (Mode 3), leaching with fresh growth medium without fungal culture (Mode 4), leaching with deionized water (Mode 5) and leaching with commercial organic acids (Mode 6). The main lixiviants produced in leaching Mode 1 were citric, tartaric, oxalic and gluconic acids in concentrations of 12, 2.5, 1.8 and 152 mM, whereas in leaching Mode 2, the concentrations were 15, 0.5, 1.0 and 1,162 mM, respectively. In leaching Mode 3, 63 mM citric acid, 23 mM tartaric acid and 29 mM oxalic acid was observed. At 5% pulp density, both leaching Modes 1 and 2 showed similar metal extraction yields from the electronic scrap at 35º C. Approximately 96% Al, 98% Zn, 48% Cu, 25% Fe, 66% Pb and 73% Ni were extracted in leaching Mode 1 in 14 days. In leaching Mode 3, 85% Al, 81% Zn, 97% Cu, 22% Fe, 50% Pb and 63% Ni were extracted in 14 days. The extraction yield of Cu was much lower in leaching Modes 1 and 2 (48- 50%) than in leaching Mode 3 (97%), as well as in leaching Mode 6 (98%) with organic acids, including citric, tartaric, oxalic and gluconic acids.IntroductionTechnical innovations in electrical and electronic equipment with new functionalities and designs stimulate consumer purchasing and lead a rapid increase in the production of waste materials. Terazono et al. (2006) have reviewed the data on electronic waste generation in different parts of the world. Studies by Bertram et al. (2002) have also affirmed that waste electrical and electronic components are the fastest growing waste category, which emphasizes the need for efficient recycling strategies. The recycling of electronic waste is an important subject, not only from the perspective of waste treatment, but also from the perspective of the recovery of valuable materials. However, the recycling of electronic scrap is still limited, due to the heterogeneity of the materials present in the products (Veit et al., 2005).Bioleaching-based processes offer a number of advantages over conventional pyro or hydrometallurgical methods (Lee et al. 2007; Lee and Pandey, 2012). These advantages include simple, inexpensive (in some cases) and ecofriendly approaches and the generation of less active leach residue relative to other metallurgical processes. Although biohydrometallurgical processes have been successfully applied to the leaching of metals from ores (Olson et al., 2003; Rawlings, 2002), data pertaining to the application of these processes for the extraction of electronic scrap are still scarce. Recently, a few studies have been undertaken for the extraction of metals from electronic scrap/ printed circuit boards (Brandl et al., 2001; Faramarzi et al., 2004; Ilyas et al., 2007; Ilyas et al., 2010). These studies were conducted with mesophilic chemolithotrophic bacteria (Acidithiobacillus ferooxidans and Acidithiobacillus thiooxidans), cyanogenic bacteria (Chromobacterium violaceum) or moderate thermophilic bacteria (Sulfobacillus thermosulfidooxidans). However, compared to bacterial leaching, fungal leaching has several advantages, including (i) the ability to grow at a higher pH, thus making it more suitable for the bioleaching of alkaline solid waste; (ii) a generally faster leaching process with a shorter lag phase and (iii) the chelation of excreted metabolites (e.g., organic acids) with metal ions, thus reducing toxicity to the biomass (Burgstaller and Schinner, 1993; Aung and Ting, 2005)."

"The two track road sector between Cisneros-Loboguerrero (having a length of 14 km and 11 short unidirectional tunnels) is a new highway still on construction located along the existing Highway Buga – Buenaventura (Colombia). Due to the steep topography, difficult geological/geotechnical conditions, the traditional portal construction approach was impossible to be implemented in eleven (11) of the twenty two (22) portals. In this specific project, the skewed portal approach was developed as the optimal and more effective solution. The construction time and costs of portals were reduced in 21 months and 75%, respectively. At the same time, the natural equilibrium of the slopes was maintained, thus, facilitating adequate safety factors along the useful life of the project. This document pretends to show a detailed design experience (and the construction of the entry portal of tunnel 11 (left)). INTRODUCTION The Cisneros-Loboguerrero project is a 14 km length dual lane highway, connecting productive zones with the Pacific Ocean along the current Bogota-Buenaventura highway as shown in Figure 1. The project is located at the northern side of the Dagua River Valley. The preliminary design suggested constructing portals under challenging topographical conditions, i.e., slope cuts having heights between 50 to 100 m (some having slopes > 100%) requiring complex developments and having very high risks.The entry portal of tunnel 11 (left) was the first portal successfully built by implementing the skewed portal approach. Later, this approach was used as a model for the construction of the other ten (10) portal having similar topographic and geotechnical conditions. The development of this new alternative provided a considerable reduction on the construction time of portals, thus relieving a critical path in this project."

A method is proposed to perform on-line data adjustment and inference of unmeasured variables, using measured flowrates and on-stream assays in mineral processing plants. The algorithm minimizes a weighted sum of squared residuals of the measured variables and squared species imbalances around the flowsheet nodes. The method is based on a trade-off between the material transient accumulation, evaluated by the imbalances, and the data inaccuracies, evaluated by the residuals (i.e. the adjustments brought to the measured values). A recursive algorithm is developed for on-line implementation of the method. It is a real-time extension of the hierarchical method for balancing steady-state data for bilinear mass conservation constraints. An illustration for a simulated flotation circuit is provided.

China was nota factor in the supply of fluorspar to the United States until the early 1980&apos;s when it shipped in its first package of Metallurgical lump, that not only was higher grade than the Mexican Metallurgical spar but was also about $30.00 a ton cheaper landed at Burnside. Representatives of the Mexican Fluorspar Institute and several producers made trips to see the Chinese operations supplying their once reserved market place. China, an enigma to most Westerners suddenly became the new contender, with prices that were disgustingly low or so thought the other exporters. Of course China has been mining, producing, consuming and exporting from 400,000 to 500,000 tons per year of various grades of fluorspar but until the first partloads came to the U.S., very little attention was paid to their exports by American-continent producers or consumers.

Predicting when and at what rate seepage will occur from waste-rock facilities is becoming an integral part of permitting and closure at mines situated in dry climates. Such predictions require development of a conceptual framework that accurately describes how water will percolate through a waste-rock facility. Also needed is a detailed hydrological characterization of the waste-rock facility, including measurement of the hydraulic properties of the waste rock and any potential cover materials. This paper presents a conceptual framework describing unsaturated water flow in a waste-rock facility and describes methods for characterizing the hydrology of a waste-rock facility in a dry climate. The methods are designed to collect site-specific data to support accurate and defensible predictions of long-term seepage rates.

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

The discovery of important new ore deposits of lead, zinc, copper and silver in 1955 in Southeastern Missouri has resulted in the development of a thriving mineral industry known as the "New Lead Belt" or "Viburnum Trend", to distinguish it from the older lead producing areas to the East. This region has recently become the world&apos;s largest lead producing district with production in 1970 reaching 432,576 tons or 74.4% of the entire United States lead mine production. The area is heavily forested with rolling hills dotted with numerous clear running streams in the Clark National Forest of the Missouri Ozarks. The location is within 70 miles of St. Louis, Missouri and has a natural abundance of water resources which provide an important recreational area for fishing, hunting, camping and other outdoor activities. Until this recent development, the area was sparsely populated and industrialization was almost unknown. The infusion of $150 million in mining capital has brought about a dramatic change in the economic structure of the area and will almost surely be accompanied by changes in its environmental picture. In an effort to maintain this bountiful national resource and to evaluate the changes occurring in surface water quality and aquatic life forms present, an inter- disciplinary research program at the University of Missouri has been undertaken with the support of the National Science Foundation. Research has been carried out to determine background values, establish natural baselines, and to evaluate the extent and causes of changes in streams effected by mine water discharges and wastewater from ore milling operations. The unique topography of the "New Lead Belt" area allows the channelization of milling and smelter wastes to separate stream systems (Figure No. 1) thus allowing measurements of the pollutional effects on an individual basis.

The practice of Countertrade and all of its variations has increased dramatically during the last five years in great part due to the worsening world economic situation and the Third World&apos;s increasing debt problems. Conventional wisdom has held that the goods finding their way into countertrade will tend to be manufactured goods of ever increasing value added. It is my contention that this has not been the case. The continued depression of most metals and minerals prices has conspired to keep a great number of metals and raw materials in the forefront of countertrade negotiations. The concept that if a country needs hard currency it will simply sell metals into world markets for cash has been significantly modified by countertrade which encourages subsidies for raw materials which are in turn funded by higher prices for the manufactured goods which the country must import. Countertrade is a term that is relatively new to most of us who have been involved in the international trade of metals and minerals, but it is one that we will continue to hear more of in the future. Countertrade as it is generally known today had its beginnings after the Second World War in Eastern Europe. As the shattered economies of Europe struggled to right themselves, a "cashless" system of trade developed. This system included such ancient concepts as barter as well as more modern ones like bilateral clearing agreements. For over 30 years countertrade was confined mainly to the COMECON nations and their various trade protocols with Third World nations. If metals and minerals were involved, there was little disruption of world markets by such examples as Cuba shipping ferronickel and sugar cane to the U.S.S.R. for a host of manufactured goods and oil. As the world&apos;s economy began to slow in the late 70&apos;s and the debt crisis began in earnest in the early 801s, this all began to change. As more and more nations which had previously been almost totally dependent upon their mineral wealth over-extended themselves in an attempt to industralize, they concurrently found their income from minerals falling, due to the decreased demand and subsequently lower prices available in the marketplace. At first these nations attempted to balance their payments by promoting the sales of their high value-added manufactured goods. We have all heard numerous examples of U.S. companies going to sell their high technology products in Rumania or Yugoslavia and being confronted with counterpurchase requirements for machine tools, shoes or drill bits. When faced with these demands, a number of companies chose not to sell into those markets while others merrily signed up the obligations without much intent to carry them out. The Performance Bonds required were generally minimal, especially when considered in light of the high margin inherent in high tech items; and the penalty clauses were equally small or nonexistent. A third group of companies actually tried to buy the machine tools or drill bits either for their own internal use or resale but found that due to poor quality and high prices, they were faced with a difficult if not impossible task. This is not to say that no one was able to fulfill a countertrade requirement, but the success ratio on these transactions was incredibly low. This was one of the major contributing factors to the reputation that countertrade has gained as a discipline ... "that it is mostly talk and very little action." The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

During the last decade various modifications of room and pillar and sub-level methods have been tried in an effort to eliminate gob-fires, dangers from roof falls, surface subsidence and to increase efficiency of extraction in the Armutcuk Mine, Turkey. It was eventually decided that the most likely system to give maximum benefits in view of existing geological conditions and coal seam characteristics was a system of cut-and-fill stoping employing hydraulic stowing. This paper has attempted to examine the trends of working techniques of hydraulic stowing. In addition, the results achieved and technical problems involved are discussed.
