Many of the world?s largest existing mines are considering substantial step changes in production volumes, compensating for declining ore grades while trying to address increases in world demand for resources. The natural configuration of coal deposits allows for many mine development openings along the strike to access the ore body and thus increase volume. Similarly, with iron ore the nature of the deposits means that additional capacity can easily be added by opening up new mesas and providing extensions to infrastructure. On the other hand most of the non-ferrous metaliferous deposits form vertically and additional extraction volume comes from increasing depth. Underground mining from the base of the strata allows for large extraction rates, but block or panel caving operations develop at rates dictated by the geophysics of the overlying strata and the need for massive tunnelling developments to establish sufficient extraction points for high volumes. For really big mine production capacity, open cast mining still allows the easiest development of more massive mining techniques. But there remains the question of whether there are limits to how large an open cut mine can become in terms of throughput?

Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

The Mercur Mine, developed and operated by Getty Mining Company, is designed to process 3,000 tons/day of gold ore from the historical Mercur Hill mining district. The mill process involves crushing, grinding, and cyanide carbon in leach for recovery of gold ores ranging from 0.08 to 0.10 oz/ton. During the mining of normal grade ore, a substantial tonnage of material containing 0.02 to 0.05 oz/ton is mined and would be available for heap leaching. Also, Getty Mining is developing methods to test and prepare lower grade material for heap leaching by rejecting a course rock fraction from the grinding circuit SAG mill. This lower grade fraction is suitable for heap leaching, and its removal will upgrade the regular mill feed. Other test methods are directed toward leaching techniques on some 4.0 million tons of tailings that resulted from roasting and/or cyanide leaching Mercur ores in the early 1900s. The natural carbons associated with the Mercur deposits require special treatment to reduce their gold adsorption effects when leached with cyanide.

The West Elk Mine is located near Somerset, Colorado approximately 70 miles southeast of Grand Junction, Colorado and 72 miles southwest of Glenwood Springs, Colorado on state highway 133 (Figure 1). The West Elk Mine was opened January 20, 1982 as the Mount Gunnison #1 Mine operated by the West Elk Coal Company, a division of ARCO Coal. In the early 1990?s ARCO changed the mine name to West Elk Mine and the operating company was renamed Mountain Coal Company. Arch Coal, Inc. purchased the West Elk Mine in 1998. West Elk Mine has produced coal from three different seams. Coal was first mined from the F Seam, the upper most seam in the stratigraphic sequence, from 1982 through 1991. Coal was produced from the B Seam, the lower most seam, starting with continuous miners in 1991 and transitioning to longwall mining in 1992and continued on through October 2008. The development of the E Seam, which is the middle seam in the stratigraphic column, started in 2004 with longwall production commencing in 2008. The ventilation conversion from exhausting to forcing for the E Seam portion of the West Elk Mine was implemented in late October 2009.

"Presplitting is a form of blasting that when executed properly will create a smooth wall that will minimize secondary conditioning. In recent years, presplitting has become a popular technique to be used in both the mining and construction industry, however, presplitting fails on many occasions because of ‘geologic conditions’. This is typically because of improper explosive loads consisting of overloading and underloading blastholes. In this paper the authors introduce new factors such as a presplit factor which varies for different rock types, selection criteria for the spacing of presplits, the optimization of explosive load, as well as prediction methods for the environmental affects for the technique of Precision Presplitting. BACKGROUND Methods of controlled blasting in which a smooth, stable wall could be blasted have been an important consideration since blasting in mining and construction has begun. How can one use an explosive, with its massive energy and power, to break a non-homogenous rock without causing backbreak, poor walls, or deviations in the wall over large distances? The blasting industry has known for a long time that blasting ‘high benches’ would result in better walls and less backbreak. However, this was not a sufficiently controlled technique for critical projects, such as the Niagara Power Plant. This was one of the main challenges Hercules Powder faced when they began the project. In order to achieve this, they used a new tool in the explosive engineer’s toolkit, presplitting. The presplitting done on the Niagara Power Project utilized 1 ½” x 8” (38mm x 203mm) 40% gelatin dynamite in 2 ½” (63.5) diameter boreholes. This was done on multiple levels with benches between 12 feet to 52 feet (3.6m to 15.8m) with a total powder factor of 0.75 pounds/cubic yard (0.45 kg/m3). The spacing on these holes ranged between 18 inches to 24 inches (0.46m to 0.61m), center to center (Langfors & Kihlstrom, 1973). The strange aspect of this project was that this “lightly loaded” closely spaced row was fired before the production blast, yet this project produced some of the best walls seen at that time directly from blasting. In today’s blasting industry, presplitting is a more common way to produce smooth, stable high-walls for both the construction and the mining industry. Today, explosive loads for traditional presplitting is generally measured in pounds per foot (kilograms per meter) and typically ranges from 0.30 lb. /ft. to 0.5 lb. /ft. (0.45 kg/m to 0.75 kg/m). MECHANICS OF PRESPLITTING When analyzing a blasting process like the Niagara Project, many wonder how did that work when normally confining a charge would cause cratering and increased backbreak. Since then, presplitting mechanics have been studied extensively. It has been shown in many models that presplitting is not achieve through the collision of shockwave, but by gas pressure in the boreholes. In addition to models and finite element simulations, this has been proven full scale using Pyrodex, a propellant, to create a presplit plane with no shock wave present (Konya, Dean Barrett, & Smith Jr, Presplitting Granite Using Pyrodex, A Propellant, 1986)."

Sophisticated models have progressively been developed to address the challenges related to long-term, openpit mine planning under conditions of geological uncertainty. Prior research has acknowledged that strategies for mine planning and the design of mineral concentrators are interdependent; thus, it is highly desirable to optimize them together. However, achieving detailed holistic optimization of the mineral value chain remains unresolved because of the inherent limitations associated with mathematical formulations and computational processing capacity. This paper details a method that contributes to bridging these limitations by employing a novel parallelized variable neighborhood descent approach combined with an embedded mass–balance component using linear programming techniques refined through Dantzig– Wolfe decomposition. This approach is exemplified through a case study of a gold deposit, which illustrates the enhanced performance capabilities of the new algorithm. The findings demonstrate significant improvements in the optimization process for mine planning, providing a stronger link between the mine’s output and processing plant’s capabilities.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). The U.S. Geological Survey has completed a dig-ital coal resource assessment of six of the top-producing coal beds and coal zones in the northern and central Appalachian Basin coal regions. These include the Pennsylvanian-aged Pittsburgh, Upper Freeport, Lower Kittanning, Fire Clay, Pond Creek, and Pocahontas No. 3 coal beds and coal zones. Resources were calculated on all of the coalbeds/zones, with the exception of the Lower Kittanning coal bed. Preliminary original resources are estimated at about 93 billion short tons (84 billion tonnes), of which about 66 billion short tons (60billion tonnes) remain. Much of the remaining coal in all five coal beds/zones is thinner [<3.5 ft (1.07m)] and deeper [>1,000 ft (305 m)] than the coal that has been mined, but economic resources are still available and mining in each coal bed/zones will continue throughout this decade and into the next given current market conditions.

Blind shaft drilling equipment has not changed substantially since the 1970s. Since it resides in a niche market between conventional shaft sinking and raise boring, the relatively small demand has resulted in some stagnation of development. In the 1990s the technology found a larger foothold in foundation and deep piling work for civil construction. WIRTH GmbH from Erkelenz, Germany has been servicing this market for many years with pile top drilling rigs and tools. Frontier-Kemper Constructors, Inc. recently entered into an agreement with WIRTH to develop a new generation of large diameter blind drilling equipment more specifically aimed at mining needs. The, recently completed, DHI-240 is the first rig to apply the most recent technology. This machine made its commercial debut in the fall of 2008. The calculation of the dose to the bronchial epithelium, lungs and other body tissues from exposures to airborne radon and thoron daughters requires a knowledge of the pattern of deposition in the respiratory system and clearance from it. Exposure to radon or thoron daughters is measured in units of Working Level Months (WLM), which is independent of the aerosol particle size, the fraction of daughters that are attached to the aerosol and the degree of disequilibria between the daughters, and age and breathing rate of the subject. These factors will influence the deposition and clearance, and hence dose. It is therefore of interest to find the relationship between WLM and calculated dose as a function of aerosol size, unattached fraction, and disequilibria, and of age and breathing rate, and to define ranges for these parameters for which WLM is an acceptable measure of the risk. This presentation briefly reviews the two dosimetry models being considered by a current Nuclear Energy Agency (OECD) Working Group, and using these models, defines limits on parameters for which the WLM is applicable.

Design and construction of the Epping to Chatswood Rail Line tunnels in Sydney, Australia required an innovative approach to define hydrogeological properties of the Sydney Hawkesbury Sandstone and provided an insight into the hydraulic behaviour of fractured sedimentary rocks. To meet restrictive water inflow and infiltration criteria both the pre-treatment of zones of fractured or highly jointed rock, and waterproofing using an interior spray on membrane for the finished drained tunnels and stations was required. Methods typically used to address the interaction of groundwater and tunnels in the Sydney Basin are demonstrated by case histories from major design-build tunnel projects.

The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

Mine fires, explosions, spontaneous heating and inundations are among the leading causes of catastrophes (unplanned, temporary sealing and recovery of major mines). Many reports are available that detail company efforts to re-establish mining operations and agency efforts to regulate away the causes, but the associated costs are rarely included. The increasing scale of coal operations concentrates earning potential and the financial risk of business interruption in fewer locations. Underground coal mine catastrophes are low probability, high loss events that happen nearly every year. This paper will present an evaluation of coal mine catastrophes from case studies.

The operation of a series wash thickener-two stage filtration circuit determines the soluble loss in many hydrometallurgical operations A study of this circuit yielded expressions which permit calculation of soluble loss for almost any condition of operation. The soluble loss over a range of the circuit variables is presented to illustrate and evaluate circuit performance, The interrelation of factors affecting filter performance and some of the wash circuit, variables are quantatively described. Filter wash, which is governed by wash zone size, filter pulp level and filter feed pulp density, has the greatest affect on soluble loss. Excepting clothing blinding and flocculation the factors which decrease filter capacity also decrease soluble loss. Repulping with water, under some circumstances, can bean important means of soluble loss reduction. Water for primary filter wash, leach pulp density repulp density and wash thickener underflow density have little effect on soluble loss. The dilution of both o the filter pulps with wash solutions is suggested as a means of reducing soluble loss, and at the same, time, controlling the performance of the filters. Blowback and filter cloth blinding seriously increase soluble loss.

The ground forces generated by a properly installed and tensioned mine roof truss assembly can provide permanent mine roof support, even in severe ground conditions, either by direct suspension of the rock loads within the potential failure zone above the mine opening or indirect reinforcement of the natural rock arch that tends to form within the immediate mine roof. Notable advancements in mine roof truss support systems hardware and design technology have occurred since the introduction of the in situ mine roof truss concept for permanent mine roof support in 1966. The systematic installation of mine roof truss support systems has proven to be a very effective method of mine roof control room and pillar mines under a wide variety of ground conditions, even in areas otherwise considered unmineable because of severe roof control problems. Properly designed mine roof truss systems have also been used for permanent support of mine slopes and haulage tunnels.

Bismuth, one of the heavier chemical elements, is a pinkish metalloid that is chemically related to antimony. It is a byproduct of lead and tungsten extraction and, to a lesser extent, of copper and tin extraction. Antimony is a metalloid and less heavy chemical element, an extraction coproduct of metals such as lead, silver and gold. While both bismuth and antimony are metalloids, their major uses are as chemical compounds. Drill cores from uranium roll-front deposits, hosted in lower Cretaceous strata, were examined from the proposed Dewey Burdock in-situ uranium recovery site in the northern part of the Edgemont uranium district, South Dakota. Uraninite (UO2), coffinite U(SiO4)0.9(OH)0.4, and doloresite (H8V6O16) occur as pore-occluding cements within the Fall River Formation in the Dewey area. In contrast, within the Lakota Formation in the Burdock area, uranium (with very little vanadium) is absorbed onto woody fragments and amorphous carbonaceous material in pressure-solution seams. Both areas have typical uranium roll-front mineralogy with 0.5 wt. % pyrite in the reduced solid phase and no pyrite in the oxidized solid phase. The groundwater at the ore zone is not oxygenated, so the uranium is relatively insoluble. Uranium in solution in ground waters is <10µg/L at Dewey and <22 µg/L at Burdock. Micromineralogic and geochemical data are being used to understand water/rock interactions, uranium distribution and movement, and as input factors for predictive reactive transport models.

Phelps Dodge’s Candelaria copper-gold mine is located 20 km (12miles) south of Copiapó in northern Chile’s Atacama province (Region III) (Fig. 1). The Candelaria Mine is about 800 km (500miles) north of Santiago and 75 km (47 miles) east of the Pacific Ocean. Its elevation is 600 m (1,970 ft) above sea level. The Copiapó River Valley is 6 km (4 miles) northeast of the mine site. It is the only major source of water in this arid region. The average rainfall is 14mm/a (0.5 in./year). During 1995, the mine produced 521.4 kt (574,800 st) of copper concentrate containing 150 kt (165,000 st) of salable copper and 3 t (98,800 oz) of gold. The 1995 unit cash cost was less than 50 cents/lb of copper. This makes Candelaria one the world’s lowest cost copper producers.
