The Construction Institute of the American Society of Civil Engineers recently published the second edition of a 1997 publication on geotechnical baseline reports. The new publication, called Geotechnical Baseline Reports for Construction, Suggested Guidelines, represents a 2-year effort that adds three new chapters to the original publication, as well as capturing practitioner commentary through two industry workshop sessions. The paper will overview the contents of the new publication, particularly the three new chapters.

In considering the importance of lease management and administration, I have decided to approach the topic, Lease Default and Eviction: Action or Reaction, as a three phase presentation dealing with mineral lease administration and management, past, present and future. Though the title may border on the dramatic, it illustrates the real consequences of alternative approaches to property management viewed from my experience in the evaluation, development and implementation of a number of such systems and services in my current position as president of Talco Group Corporation. First, though, let's take a moment and set the stage by giving a few actual examples of why a pragmatic approach is needed in this particular area.

Barrick Gold’s Bullfrog underground mine, near Beatty, NV, was established as an after-thought to the main open pit. As open pit ore dwindles, the underground mining became increasingly more important as an ore source, and to the overall economics of the project. This situation is similar to many other mines. Today, there is a move towards underground mining in the United States. There are inherent problems in starting and operating underground mines in the shadow of any open-pit operation. Several attempts were made at the Bullfrog Mine for productive increases. Some were successful, while others were not.

Although this paper has been entitled "Design of Embankments for Tailings Ponds and Waste Dumps," a better title might have been "Site Selection and Design Planning for Tailings Ponds and Waste Dumps," The procedures normally followed in performing the engineering calculations based upon the measured soil properties will not be detailed. Instead, we shall look at the subject in broader perspective which considers the environmental factors and the fundamental design principles. Disposal of waste materials left from the extraction and processing of mineral deposits has become, in recent years, an important engineering consideration for mine and mill operators. Land occupancy and land values almost everywhere are increasing at a rapid rate. So is the size of mine and mill waste dumps, thanks to our advancing technology in mineral beneficiation. Mining companies are being pressured to "clean up" their operations, both literally and in a safety hazard sense. Once, long ago, the miner could use any convenient location to get rid of his mine waste and mill tailings without being concerned over possible infringement on the rights and well-being of the public. Today, however, he must pay close attention to these matters if he wishes to avoid liability suits and the unfavorable reaction of civic groups as well as local and regional government. Most operators keenly sense their increased responsibility, not only because they are legally vulnerable, but because they realize the necessity for sharing space harmoniously with the rest of society.

Most coal seams in the United Kingdom contain firedamp, some of which is released into the ventilating airways as the strata around a working relax. The close sequence of seams in carboniferous strata is usually such that seams in adjacent roof and floor strata are also disturbed and potentially large quantities of firedamp can enter the workings from these sources. Since emission depends on the disturbance rate of the seams, higher coal production rates associated with increased mechanisation in the colliery accentuate the problem. Firedamp concentrations in UK underground workings are subject to statutory regulations1. To enable production to continue uninterrupted and in safety the problem is tackled by ventilation engineers by the provision of adequate ventilation in the airway and by the technique of firedamp drainage. In the UK the latter usually takes the form of cross-measure boreholes in roof strata, and increasingly also in floor strata, drilled from the gateroads, especially from return airways. In this way firedamp emitted from disturbed seams in adjacent strata can be extracted directly to the surface or to some safe position outbye, and the airways of the working district are not contaminated. Despite the use of firedamp drainage, considerable quantities of firedamp enter the ventilation air- stream and the concentration levels may be seen to be related to the coal production activites in the district. Figure 1 shows a typical recording of methane concentration obtained by a BM1 methanometer at a position outbye in a return gate where firedamp drainage was operating. The general rise in level throughout the working week may be seen, together with peaks occurring during production shifts and the gradual decay of emission over the weekend. In view of the fact that ventilation and firedamp drainage contribute a considerable proportion to the operating costs of the colliery, it is essential that the ventilation and firedamp drainage requirements be calculated as accurately as possible at the planning stage of the working. In the past the ventilation engineer has had to rely heavily on experience in neighbouring workings but with the development of mines in previously unworked areas there is clearly a need for a methodical approach to meet the requirements of planning. The work described in this paper represents such an approach and it is hoped that successful development and application of the method of prediction will lead to the widespread adoption of a routine procedure. The current development of a method of prediction of firedamp emission into longwall workings is based on the theoretical treatment of gas emission from coal seams proposed by Airey2 in 1971, which was based on his study of gas emission from broken coal 3 which was published in 1968. In common with other experimental methods of prediction, the method enables a calculation to be made of the total make of gas emitted from all sources of gas in the strata per tonne of mined coal.

Antimony removal has become necessary as it is commonly found in precious metal refractory ore bodies. The Sunshine Mine in Kellogg, Idaho has recovered metallic electrowon antimony from its argentiferous tetrahedrite (Cu2S'Sb2S3) deposits for over fifty years. Recently, Sunshine conducted an intense research effort to improve and modernize its antimony facility. This paper presents information which was learned about the antimony electrowinning processes and the development of a single¬-electrolyte antimony electrowinning technology. The relevant effects of process variables were investigated. The research results and the relevant chemistries involved in metallic antimony electrowinning will be discussed.

The trend to higher solids paper coating and to neutral/alkaline papermaking is causing an above average growth in the use of calcium carbonate as both a paper coating and a paper filling pigment. These developments are expected to continue well into the 1990s. Thus, calcium carbonate will account for a somewhat larger percentage of total paper pigment volume. Nevertheless, overall growth in paper tonnage coupled with an increase in filler pigment percentages will create a demand for larger quantities of other pigments as well. Kaolin will continue to be the dominant paper pigment by far, with continued growth though at a somewhat slower rate than calcium carbonate.

The Tilden Mine is an iron ore mining, processing and pelletizing facility located on the Marquette Iron Range in Michigan's Upper Peninsula. It has a designed capacity to produce 8 million long tons of pellets annually from 21 million long tons of crude. It is a partnership owned by The Cleveland-Cliffs Iron Company, Algoma Steel Corporation, LTV Steel Corporation, the Steel Company of Canada, Wheeling Pitts- burgh Steel Corporation and the Sharon Steel Corporation. Cleveland- Cliffs manages and operates the Tilden. The crude ore averages 35% iron and is primarily non-magnetic iron oxide and silica. The major ore mineral is martite. Hematite, earthy hematite, goethite and magnetite are also present. The principal gangue mineral is chert. The ore grains are mostly in the 10 to 25 micron size range which necessitates very fine grinding for liberation. The concentrating process is the most complex one used in the iron ore industry. The unique technology for Tilden was developed in the mid and late 60's. The design and construction occurred in the early 70's and operation of the first phase which was of 4 MLTPY capacity began in October. 1974. Expansion of the facility to the current 8 MLTPY capacity was completed in 1979. Chemicals are the key to the beneficiation process at the Tilden Mine. The flowsheet utilizes selective flocculation - desliming, cationic silica flotation and concentrate dewatering by thickening and filtering. Nine different process chemcals are used. The control of the reagent feed systems is highly auto- mated. The entire concentrator is operated from a central control room. The concentrator flow diagram is presented in figure 1. The plant consists of 12 primary autogenous grinding lines, a common crushing circuit to handle an intermediate product within the primary grinding section, 24 pebble mill lines with cyclones and deslime thickeners, 12 flotation lines, 4 concentrate thickeners and slurry tanks, 8 lines of filters with six machines per line, and 2 tailings thickeners. A pumping system was installed in 1980 to permit the direct return of tailings thickener overflow water back to the reuse water pumphouse.

Seawater and natural brines accounted for about 51percent of U.S. magnesium compounds production during 2004. Dead-burned magnesia was produced by Martin Marietta Magnesia Specialties from well brines in Michigan. Caustic-calcined magnesia was recovered from sea-water by Premier Chemicals in Florida; from well brines in Michigan by Martin Marietta and Rohm and Haas; and from magnesite in Nevada by Premier Chemicals. Intrepid Mining and Great Salt Lake Minerals recovered magnesium chloride brines from the Great Salt Lake in Utah.

The midwestern area referred to is the Illinois basin. The coals presently worked are mainly the No. 5 and No. 6 coal seams which vary in thickness from five to eleven feet. Present average of the more important No. 6 id about nine feet. The coal can vary considerably in toughness within the same mine with some coal perhaps rashing very easily and other coal being extremely difficult to cut. Top is generally well laminated shales with some fortunate areas having limestone roof. There are local areas with troublesome top of poorly laminated shales, shale with slickensides and shale intermingled with small partings and traces of coal. The bottoms are generally one to three feet of clay which softens readily on exposure to moisture. The mines are dry although some water is released and collects from rapid penetration of the seam by continuous miners. However, there are locally wet areas. Most of this material refers to mines of the Freeman Coal Mining Corporation. The mining operations written about are underground mines in southern and central Illinois.

The ultimate objectives and interest in removal of sulfur from high sulfur coal include: (a) reduction of the atmospheric load that con- tributes to the problem of acid precipitation; (b) reduction of ash which contributes to decreased energy transfer in boilers and the problem of ash disposal; and (c) alleviating the social and economic dislocations related to uneven geographical distribution of sulfur in coal reserves. The cost of sulfur removal in relation to the value of refined coal will govern the development of an emerging coal-refining industry. The value of refined lower sulfur coal will be influenced by the national commitment to the environment as well as economic considerations.

An on-line rheometer, suitable for use with slurries, has been developed at Michigan Technological University. This rheometer can be used with both Newtonian and non-Newtonian slurries, and produces complete shear-rate/shear stress curves which characterize the time-independent rheology of the slurry. The sensor utilizes the Hagen-Poiseuille equation and Boyle's Law to calculate the shear rate, slurry flowrate, and shear stress from a series of pressure measurements. The design of the unit allows the measurement sample to be continuously collected from operating process streams in the often-hostile on-line environment. The shear rate/shear stress curves can be used to conveniently calculate the apparent viscosity at any given shear rate, and also to measure any yield stress or other deviations from Newtonian behavior.

The mechanisms of release of arsenic in gold mine tailings were investigated. The highest concentration of dissolved As (75 mg/L) was observed near the base of the tailings impoundment, in close association with a peat layer. Elevated concentrations of reduced iron and hydrogen sulfide were also measured at the base of the impoundment. High numbers of iron-reducing and sulfate-reducing bacteria were detected at depths within the impoundment which correlated with dissolved As, Fe and H2S. The data presented in this paper suggest that arsenic is released from the tailings by bacterially-mediated reductive dissolution of As-bearing iron minerals.

Minerales Monclova S.A. de C.V. (MIMOSA) has applied different methane gas drainage technologies, according to the top industry requirements in order to keep the methane gas at the lowest possible concentration in our operations, both in the development sections and longwall sections. Our staff has used the horizontal rotary technique. In 2004 MIMOSA bought a re-built drill machine and signed a contract with Resource Enterprises Inc. (REI), which included a training program in Horizontal Directional Drilling using the reflex system. The training system was developed for a period of three months in Mine VII, with very good performance by the MIMOSA staff. After the training the equipment was moved to Esmeralda Mine, where we had already drilled holes at the development section, 2,500 ft. It was the longest distance that could be reached with our original equipment, obviously; the directional drilling program is another challenge for us and our staff, but we are very confident that our result will be better every time. We will be evaluating each borehole and expect to improve our results in each progressive borehole, until we can drill up to the capacity of the equipment. We are in the process of buying another drill with an electronic monitoring device (DD DMecca) in the following months.

The Blair Athol Coal Mine (BAC) is a large open cut operation in the Bowen Basin of Queensland, Australia. Current mine capacity is about 11 million tonnes per annum(Mtpa) of export coal. On-line analysis at BAC consists of two Coalscan 9500s installed directly on the output of the crusher plant and immediately before the product stockpiles, while a third Coalscan 9500 is installed on the transfer conveyor feeding the train loading bin. The two product Coalscans have a dual purpose. The first is to provide real time coal quality data directly back to the mining operations. The second is that of modeling the product stockpile with accurate on-line information. This modeling enables both production and coal quality personnel to accurately examine the coal quality of each stockpile with a degree of resolution which previously had never been achieved.

"It was possible to beneficiate a low-grade iron ore fines sample from Bellary-Hospet, Karnataka, India assaying 56% Fe, 9.1% SiO2 and 5.2% Al2O3 and produce two concentrates, namely, a sinter-grade fines concentrate (43.7% by weight), assaying 63.6% Fe, 2.6% SiO2 and 1.7% Al2O3, and a pellet-grade concentrate (30.7% by weight) assaying 64.7% Fe, 2.9% SiO2 and 1.7%Al2O3. Rejects (25.6% by weight) assayed 32.5% Fe, 27.9% SiO2 and 15.4% Al2O3. The mineralogical characterization indicated that the sample consisted of 69.5% ironbearing minerals (56% hematite, 7.5% martite and 6% goethite-limonite), 12.5% quartz and 15.2% clay, and the rest were minor minerals. Liberation size was found to be in the size range of 25 to 100 µm. The process flow sheet consists of jigs, spirals, grinding and low- and high-intensity magnetic separation of the deslimed feed. IntroductionJSW Steel Ltd is a 10-Mt/a integrated steel plant. To produce 10 Mt/a hot metal requires nearly 16 to 20 Mt/a iron ore fines. The fast depletion of highgrade iron ore fines, increased industrial demand and an increase in iron ore prices have necessitated the exploitation and use of low-grade iron ore fines in the steel-making process after beneficiation. Thus, the beneficiation of low-grade iron ores by removing the associated gangue minerals and enhancing their grade is essential. The use of these iron ore fines in sinter and pellet making has prompted the undertaking of systematic studies on low-grade iron ores.Finely disseminated low-grade iron ores with siliceous impurities have been upgraded by gravity, magnetic and flotation-based processes (Burt, 1994; Svoboda, 1987; Houot, 1983). The processing of low-grade Indian hematite ore containing high levels of alumina-bearing minerals as impurities present separation challenges and pose special problems in martite and magnetite, in association with quartz and clay as the gangue-forming minerals. Alumina is mainly contributed by clay (kaolinite, montmorillonite, illite, alunite), lateritic material and gibbsite; some alumina occurs as solids in iron oxide minerals, namely, goethite and limonite. The Summitville Mine, located in the mountains of Southwest Colorado, is an abandoned gold mine. From 1984 to 1992, Summitville was mined for gold using an open pit heap leaching technology. During this period, the volume of acid mine drainage released from the mine significantly increased. This was attributed to the development of the mine pits, the waste rock piles, the heap leach pad, and increased discharges from the drainage adit. The release of this acid mine drainage resulted in the destruction of the aquatic ecosystem for more than twenty miles downstream of the mine. Beginning in 1993, plans were implemented to reduce the amount of acid mine drainage released from the mine. The majority of this work has been completed at the mine. This work includes removal of the Cropsy Waste Pile, closure of the Heap Leach Pad, and revegetation of disturbed areas. Significant improvements to water quality downstream of the mine have occurred resulting from mine reclamation. Aquatic life has returned to portions of the previously mining impacted areas. This study discusses the actions taken to reduce the amount of acid mine drainage generated at the Summitville Mine, the costs of these actions and the resulting reduction in metal loadings. Over 250 samples taken at over 10 locations since 1993 form the basis of this evaluation. Copper loading is analyzed as an indicator of the effectiveness of the actions taken.

INTRODUCTION From its beginnings in the first decade of this century, flotation has gradually moved to a predominant role in mineral separation. There are several reasons for this, the continuing trend toward treat¬ment of lower-grade and more finely disseminated ores being the major one. Not only has this been true for sulfide ores to which the process was first applied commercially, but also for most nonsulfide ores as well. A second factor has been the broad applicability of the process with respect to particle size; it is effective from 8 to 10 mesh to below 10m. Finally, more so than for any other separation process, flotation has almost no limitations in separating minerals. Gravity, magnetic, or electrostatic processes are either applicable to particular minerals, or to a restricted number of mineral combinations. Flotation, on the other hand, can utilize the wide range of surface chemical differences among minerals, and an equally wide range of reagents. The recent availability of selective flocculation capabilities on a commercial scale as an adjunct to flotation should remove one of the limitations to the process in the very fine particle range. History Although flotation was anticipated in a 19th century patent to Haynes, its first significant industrial uses were in the early 20th century in Australia. According to Hoover,' the Pottter-Del-prat pro¬cess had a "measure of success" at Broken Hill's Block 14 mine in 1905-1906, and was definitely successful at the BHP Mine, where it produced 80,000 tpy of zinc concentrates. Both the Mineral Separa¬tion and the Elmore processes had early trials in Australia also, with both successes and failures. The first application in the United States was in 1911, when the Hyde process was used by the Butte and Superior Copper Co. on a zinc ore in Montana. By 1916 Hoover could list 46 applications to copper, lead, and zinc ores, mainly in the United States. Ten years later Taggart2 listed almost a thousand patents covering processes and reagents which with few exceptions laid the foundations for modern practice. Included were: sulfidizing of oxides; leach-precip¬itation-flotation; cyanides, sulfites, sulfides, and oxidants for selective depression of sulfides; starch, tannin, and glue as depressants; and xanthates, dithiophosphates, and oleic acid as collectors. Within an¬other 20 years, all of these were in commercial use along with amines for floating silica from phosphates, and synthetic frothers were com¬peting with pine oil and cresylic acid. Many underground projects now include preparation of a Risk Register through planning and design as a tool for project and risk management. There is still significant discussion within the industry as to whether and how to best present the Risk Register through the bidding process and the construction phase of a project. While the ITIG Code of Practice for Risk Management of Tunnel Works recommends this approach of continuity in risk management procedures, it is silent on the specifics of how this should be achieved. This paper will explore the perceived benefits and disbenefit of including the project Risk Register with bid documents; format and content that should be transferred and lessons learned using the case history of bidding and early construction phase of the Bi-County Water Tunnel in Montgomery County, MD
