There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

In the early days of the United States, gypsum was most commonly used for the manufacture of plasters with energy being used for quarrying, grinding, and calcining of gypsum rock. With the dramatic switch to gypsum-drywall construction after World War II, the energy usage per ton of rock processed increased more than threefold, and with the rapid growth of the construction industry, the total energy consumption in gypsum-board production alone increased eightfold during the period from 1940 to 1973. The gypsum industry was one of the first to recognize the need for energy conservation and has voluntarily reported its progress to the Federal Energy Administration for the past several years. Efficiencies in the use of energy have resulted in decreasing the unit consumption an estimated 10 percent during the past six years. Improved combustion efficiencies, optimum operating conditions, more liberal use of insulation, and heat recovery will all contribute to the gypsum industry's goal of using less energy. Gypsum products today are vital to over 85 percent of new housing construction in the United States.

INTRODUCTION The Metropolitan Boston Transit Authority (MIA) Red Line has served greater Boston commuter needs from its Harvard Square terminus since its opening in 1912. Since then, the population of Boston's northwest area has increased substantially, and with this growth have come dramatic changes in the type and distribution of urban land uses, including the number of households, jobs, shopping and recreational opportunities; these changes have created a need for improved transportation. Extension of the Red Line to better serve these communities has been a topic of discussion for nearly 40 years. In November of 1977, the Urban Mass Transportation Administration (UMTA) granted the MBTA approval and funding for the Red Line Extension Project. With funding in place, the MBTA proceeded with final engineering and construction of the section from Harvard Square to Alewife. When completed, the Red Line Extension will add 3.2 miles of new track to the MBTA system. Estimated final cost is about $400 million. On October 3, 1978, the MBTA received bids for the construction of Project 091-105, Harvard Square to Porter Square Tunnels and Shafts, which is part of the overall Red Line Extension. The Joint Venture of Morrison-Knudsen, White, Mergentime was the low bidder at $47,478,600. Official award of the contract came on October 25, 1978, with Notice to Proceed given October 31, 1978. The contract called for construction of two independent parallel concrete-lined tunnels in rock, soft-ground and mixed-face

The White Pine Mine is located 4- 1 /2 miles south of Lake Superior in the western part of Michigan's Upper Peninsula. The orebody occurs in tabular, gently dipping Keweenawan sediments. GEOLOGY The orebody outcrops beneath 30-50 feet of Pleistocene clays and dips to the east and northeast to a depth of 3, 000 feet in five miles. It lies midway between the Porcupine Mountains and the Bergland Hills, both of which are steeply dipping felsite and coarse porphyry intrusives, extrusives and sediments (Figures 1 and 2). The orebody sediments were deposited in the Keweenawan basin during mid- and upper Keweenawan times. Mineralization occurs in the basal 20 to 25 feet of the Nonesuch formation, which is made up primarily of laminated siltstone s. Native copper, chalcocite, and silver are the ore minerals. The ore is mined by trackless room-and-pillar methods.

If the emission of methane into any particular area of an underground coal mine remains constant, then the calculation of ventilation requirements is relatively simple. This is also true if the ventilation system is recirculatory. However, the emission of methane into a working area can vary considerably. There is always a risk that the ventilation will not be able to dilute the emission of methane to acceptable levels, because there are often short-lived peaks of emission which are very large. The ventilation design must therefore consider what is an acceptable level of risks and calculate the airflow requirements to meet this level. The acceptable level of risk can be calculated by examining the historical variation in methane emission into the area to be ventilated. For example, consider that an acceptable level occurs when methane emission peaks only exceed the capability of the ventilation one day in twenty. Then, from the history of methane emission, it is possible to calculate the necessary ventilation requirements. This method has been used since the early 1980s for conventionally ventilated districts. This paper examines the application of this technique to districts ventilated by recirculatory ventilation.

As a prerequisite to removing mineral matter from coal by any physical separation technique, the mineral and coal particles must be sufficiently liberated. In the case of the production of superclean (< 2% ash), low-sulfur products, the appropriate liberation size may be less than 10 µm. Unfortunately, much of the liberation data obtained at these fine sizes is only qualitative due to the lack of appropriate instrumentation. In the present work, computerized image analysis has been used to characterize several common eastern U.S. coals. In most cases, it has been found that micronizing of the coal is necessary in order to achieve sufficient liberation for deep cleaning. Liberation analyses of the products from the microbubble column flotation process have been used to distinguish problems in liberation from problems in selectivity, especially as they pertain to pyrite rejection.

In order to comply with time limitations imposed by this symposium, a very narrow but nonetheless interesting segment of the market has been chosen for discussion of the preparation of a tailor-made product to meet a specific need, and in view of the fact that the barite market is one of the oldest and one of the broadest non-metallic mineral markets in the world, it is necessary that we place this in perspective. Of a recent world annual production; (i.e., 1966 figures released last year in MINERALS YEARBOOK), of some four million tons, the United States consumed over 1/2 million tons, of which approximately 950,000 tons were produced domestically and approximately 700,000 tons were imported. Of this total, something approaching 90% was used for drilling-mud weighting, and of the balance, all but about 60,000 tone is consumed in the production of glass, barium chemicals, aggregates, and other minor uses; thus we are really taking a look at a very minute, however important, and very selective, portion of the total barite-market. The real meat of this paper, after eliminating all irrelevant uses of barite, and delineating the area of discussion, resolves itself into the approach to a favorable marketing area and a specific attack on that area. Cost, to the user, has been, patently, a function of distance, as the basic price of barite has varied very little over the years until recently, and freight rates have been the governing factor. Conversely, the seller of barytes must make concession in the plant price to compensate for distance, if he is to successfully compete.

The objective of this study is to provide potential users of booster fans in coal mines with the necessary information on monitoring and control of fans and environmental factors. The guide-lines listed in this paper were formulated based on the current practice of mine monitoring, the U.S. Code of Federal Regulations on environmental monitoring, and the United Kingdom&apos;s National Coal Board recommendations on the use of booster fans. The principles involved in the design of booster fans as well as the provisions needed to guarantee a safe operation of these units, are illustrated by means of an example problem. The example includes a summary of costs for two ventilation systems: a conventional surface fan system and a fully automated booster fan alternative. A comparison of these costs showed that significant gains may be attained by selecting a combined surface-booster fan strategy over a conventional surface fan alternative.

Mining coal under deep cover conditions is certainly the proper phrase to use in describing one of our newest operations. Located in the southwest corner of Virginia is this operation which is the Beatrice Mine of the Beatrice Pocahontas Company, a joint venture of Republic Steel Corporation and Island Creek Coal Company. The mine is working in the No. 3 Pocahontas seam in an assigned area of over 9500 acres containing over 60 million tons of recoverable, high quality, low volatile coal. The site of the mine opening was at Keen Mountain, Virginia, where the seam lay 1350 feet below the surface. This depth, greater than anything attempted thus far in the coal industry on this continent, would pose some problems, we felt, with which we had not previously had to contend.

For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V&apos;. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm&apos; (P P ) . v&apos;. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. Since the specific gravity of the medium is 1.40, the particles of 1.40 sp gr actually act as part of the medium and, regardless of the particle size, split between the underflow and overflow of the cyclone in proportion to the volume split of the medium. Particles higher in specific gravity than 1.40 are recovered in the underflow of the cyclone at increasing rates as the difference in specific gravity increases and the particle size increases. Particles lower than 1.40 in specific gravity are dis¬charged through the overflow orifice at increasing rates as the specific¬gravity difference increases and the particle size increases. However, all the curves originate at the fluid-flow ratio point for the finest particles of any gravity. Tarkwa Gold Mine is located in south western Ghana, and is majority owned and operated by Gold Fields Ghana Limited. The Tarkwa CIL plant utilises a single low aspect 27&apos; x 42&apos; 14MW dual pinion drive SAG mill designed to mill 4.2mtpa (525tph). The plant was designed and constructed in a manner that would facilitate its expansion to 8.4mtpa (1,050tph). Since the plant was commissioned in September 2004, the SAG mill has consistently exceeded its nameplate throughput by up to 25%. Through the installation of a 26? x 36? 14MW dual pinion drive Ball mill along with additional upstream and downstream equipment, the plant will now be expanded to 12mtpa (1,500tph). This paper endeavours to outline the process and engineering design challenges along with the future construction challenges of the expansion in the midst of a fully operational plant.

A detailed kinetic study of the flotation installation at the Metcalf Concentrator revealed a rougher flotation circuit operating under less than optimal conditions. Based on these results, a project was initiated to approximately double the rougher flotation capacity by increasing the installed volume from 780 cubic meters to 1,560 cubic meters. This project, which was completed in early 1991, replaced the existing cells with larger capacity cells. A comprehensive analysis of results demonstrates significant metallurgical benefits. INTRODUCTION/BACKGROUND The Metcalf Concentrator is located in Morenci, Arizona and is part of Phelps Dodge Morenci, Incorporated. Sumitomo Metal Mining of Arizona is a minority partner in the operation with 15% interest. The Metcalf Concentrator is the newer and smaller concentrator and operates in conjunction with the Morenci Concentrator. Operating capacity at Metcalf is currently 48,000 TPD of ore on a 365 days per year basis. The Metcalf Concentrator was commissioned in 1974 at a 30,000 TPD operating rate for the purpose of treating ores originating in the Metcalf Mine. The mine takes its name from the former town of Metcalf which was named for Robert Metcalf who was credited with discovery of the mineral district. The predominant ore mineral is chalcocite which occurs as a secondary enrichment closely associated with iron pyrite. The host rock is largely granodiorite and quartz monzonite. The original rougher flotation circuit consisted of a total of six rows of Wemco 8.5 cu. meter (300 cu.ft.) flotation machines treating pulp from the two grinding sections (Sections A and B). Each row was configured in a 4-4-4 arrangement. Shortly after startup the throughput rate was increased significantly without sustaining a recovery loss. This increase was achieved by raising the target value for the particle size of the cyclone overflow which is the rougher flotation feed. Shortly thereafter, the capacity of the pump and cyclone began to restrict further increases in throughput. After testing, two 66 cm. (26-in.) cyclones and a 12-in. X 12-in. centrifugal pump replaced the original classification equipment. As a result of these modifications, the grinding section could routinely process in excess of 42,000 TPD. Due to the increased tonnage rates, limitations in the rougher flotation circuit performance were observed. In an effort to improve the performance of rougher flotation with this higher throughput, the speed of the flotation mechanisms was increased from 230 RPM to 250 RPM. This change improved the suspension of the coarser feed and induced additional air into the pulp. It did, however, apply additional strain to the motors, shortening their life. At these elevated processing rates, it was found that the dart valves operated almost entirely at the top end of the control range and could not efficiently handle upsets from the grinding section. This was remedied by lowering the end overflow weir and allowing some of the tailings to overflow the end weir. However, in order to obtain acceptable recovery levels, the flotation pulp was maintained at a high level, adversely influencing the rougher concentrate grade.

The Kings Mountain area of North Carolina is the lithium pegmatite center of the U.S., if not of the whole world. We have two spodumene and by-product mineral producing companies, Lithium Corp. of America, and Foote Mineral Company. We also have Kings Mountain Mica and Kings Mountain Silica Companies producing mica. feldspar, quartz and clay from weathered pegmatites in that area. Figure 1 gives the location of the spodumene pegmatite area in North Carolina. The two spodumene producers mine typical pegmatite ore in open pits after removing amphibolite or mica schist overburden which is sold to aggregate producers. The ore reserves are discussed elsewhere in this session. They are in the order of plus 50 million tons but not unlimited. 1.2 The major minerals found and concentrated from the North Carolina spodumene pegmatite ores are tabulated on Table 1.

"We made site visits to determine potential environmental issues caused by artisanal and small-scale mining (ASM) in the Tarkwa Mining Area (TMA) of Ghana. Activities of the diggers were observed to degrade vegetation, land and water. Improper handling of mercury was also identified as a major threat to people and ecosystem. Large abandoned pits and trenches posed fall traps to farmers, hunters and wildlife. We argue that lack of adequate monitoring and regulatory enforcement by Ghanaian authorities, together with inappropriate mining processes, probably due to lack of technical expertise are contributing factors to the environmental issues of artisanal and small-scale mining in the TMA. INTRODUCTION Environmental degradation caused by artisanal and small-scale mining (ASM) has been a major concern to many people and governments around the world. ASM is often associated with health, safety and environmental issues in communities where it is practiced (Kitula, 2006; Asiedu, 2013; Sousa et al., 2010). Some of the environmental issues that have been reported include land degradation, mercury contamination, cyanide release, and pollution of rivers/streams. These issues have been attributed to improper mining methods, inefficient technology, lack of technical training and environmental awareness, and lack of regulatory enforcement (Serfor-Armah et al., 2005; Bansah et al., 2016a; Hentschel et al., 2002). In Ghana, ASM typically occurs in rural communities, providing jobs to many people and contributing towards socioeconomic growth of the country (Banchirigah & Hilson, 2010; Bansah et al., 2016b; Osei-Kojo & Andrews, 2016). As a result of the environmental issues, many people have called on government to develop drastic measures to control ASM operations. It is in this regard that this paper examines potential environmental issues caused by ASM in the Tarkwa Mining Area in Ghana, and suggests mitigation measures to ensure environmental sustainability. ASM in the area comprises of registered (licensed) and unregistered (unlicensed) operations that adopt surface or underground mining methods to exploit gold-bearing materials. Surface operations typically involve clearing of vegetation, removal of overburden, excavation of mineral deposit, washing/grinding of excavated gravels and processing with mercury. Except grinding, washing and mercury recovery, underground operations are conducted below ground with limited impact on the surface. Alluvial mining is also commonly practiced in streams and along river banks. These activities can have devastating impact on biodiversity of the ecosystem. To achieve the objective for this study, field visits were made to ASM sites to observe operations and interact with diggers. Visits were also made to host communities of ASM and government officials to obtain their perspectives on ASM in relation to environmental impact. The study area (Tarkwa Mining Area) is located in the Western Region of Ghana (see Figure 1). It is endowed with natural resources such as gold and manganese. Hence, mining is the major economic activity in the area. ASM is widespread, with 15 registered operations and several unregistered mines. The environmental issues observed in the study have been grouped into three main categories: vegetation and land depletion; water quality and pollution issues; and mercury contamination issues."

The U.S. Bureau of Mines conducted a study to evaluate the effect of ventilation on the performance of automatic sprinkler systems in extinguishing wood crib fires. Experiments were conducted at airflows of 0, 0.76, 1.5, 2.5, and 4.1 m/s. Two experiments were conducted at each airflow, using 74° C fast response pendent sprinklers in one experiment and 74° C fast response horizontal sidewall sprinklers in the other experiment. In the experiments at airflows of 0 and 0.76 m/s, sprinklers were located directly above the fire and 2.4 m upstream and downstream of the fire. The sprinkler directly above the fire was the only sprinkler to operate with no discernible difference in the suppression capability of the pendent and horizontal sidewall sprinklers. In the experiments at airflows of 1.5 and 2.5 m/s, sprinklers were located directly above the fire and 2.4 and 4.8 m downstream of the fire. The sprinkler located 2.4 m downstream was the only sprinkler to operate with the horizontal sidewall sprinkler being more effective in extinguishing the wood crib fire. The average response times of the sprinklers at airflows of 0.76, 1.5, and 2.5 m/s were 3-1/2 times the average response time of the sprinklers at 0 m/s. Spoil instability has been a problem at a coal mine in interior Alaska. Parameters such as original site topography, groundwater conditions, material properties, spoil-pile geometry, geology, permafrost, natural slope instability, changing weather conditions, and dense, near-surface vegetation have interacted to produce unstable slopes. Several failure modes have been identified including deep seated earth block slides, bimodal earth flows, and solifluction. Thawing of permafrost also created conditions where sliding of spoil along the interface separating the spoil and the natural ground surface occurred when the cohesion and the friction angle of that zone was reduced to zero and below 15?respectively.

The results of a previous basic study of the flow and design characteristics of the hydrocyclone has shown that a recovery as high as 99% with a product rating of 0.95 can be achieved on a "batch?2 basis with a single, water-only cyclone if it is configured properly. The next logical step was to demonstrate continuous processing of gob for the efficient recovery of coal by means of a laboratory-size demonstration system. A project to design and construct such a single-cyclone system was also sponsored by the U.S. Department of Energy. A recovery of 93% with a product rating of 0.89 was demonstrated. The system design and the data taken are discussed.

There has been considerable growth in public enterprise institutions involved in mineral commodity markets. These institutions typically consist of trading organizations (STO1s), regulatory agencies, and mixed agencies. The particular character of these institutions varies according to whether they reside in developing countries, in Eastern Europe (COMECON Countries), in industrialized countries, or in the form of international agencies. The purpose of this paper is to explain recent attempts to assess the growth of public enterprises as well as their impacts on mineral markets and trade. Some earlier analyses of market impact made by the author have been up- dated for four major mineral markets: copper, tin, bauxite and iron ore. Conclusions are drawn regarding the dynamics of market structure changes and their impacts.

The low-grade talc deposits in Tallapoosa County, Alabama, are associated with a mafic-ultramafic rock complex that is part of a widely distributed schist and gneiss group. These rocks form a synform structure overlying Inner Piedmont lithology. Paragenetic sequence of the Tallapoosa talc is interpreted as enstatite-anthophyllitetalc. Talc occurs as massive boulders formed by the alteration of enstatite-anthophyllite and as finely disseminated discrete particles in the enclosing saprolite matrix. Weathered rock reaches depths as great as 60 feet. The quality and quantity of the talc, however, are variable. Mineral analyses of the talc-bearing samples, by petrographic grain count, indicate a talc content of 16 to 26 percent. Most of the talc occurs as plates or scales that are moderately stained with limonite. Fibrous talc also occurs in the deposits and is often mistaken for anthophyllite asbestos which is intimately associated with the talc. The size, shape, and occurrence of the talc deposits precludes any method of min¬ing other than open-cut. A small-scale mining operation began in the district in 1969. Potential capacity of the operation is 5, 000 tons per year. Inferred reserves, based on field investigations, are placed at approximately 8 million tons.
