Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

This paper describes a case study for the ventilation planning at Utah Fuel Company's Skyline Mines which are located outside Price. Utah. The Skyline Mines are currently comprised of two longwall coal mining blocks located in two different mines. A third replacement longwall block is currently being developed. Future ventilation systems for the mines were determined by establishing ventilation models developed from data collected during a detailed ventilation survey. The paper discusses the challenge to coordinate immediate ventilation requirements with long-term demands. The continuous movement of the longwall, which frequently represented the only open split in the ventilation network, resulted in cyclic ventilation demands dependent upon the length of the tailgate. A series of system configuration changes were recommended based on the results of the network modeling exercise and an economic evaluation of the various options. The scope and cost of the configuration changes, and the mead improvement resulting from these changes is discussed.

The article cited above reflects the difficulty that is often encountered in interpreting different aspects of kriging. Baafi et al. write: "Due to negative kriging weights, negative block grades may be obtained in some extreme situations, which makes no practical sense." Their solution to this particular problem is to constrain the kriged estimates to data values that have positive weights, i.e., reduce the subset size contributing to the estimation. As Journel (1986, p. 133) has already observed, "Negative weights are no evil." Indeed, they are an ineluctable result of the Lagrangian multipliers in the system of simultaneous equations. The fact that data distant from the estimation point may be given negative weights simply means that the influence of such distant values must be negated because their influence is contradictory to closer values (as illustrated by Baafi et al. in their Figs. 3 and 4). Of course negative kriging weights applied to distant grade values will not in themselves induce negative grade at some central interpolation point. Negative grade values, rather, seem to be a particular artifact of automatic methods of estimation involving accumulations (Philip and Watson, 1985a, 1985b, 1987b). The elimination of negative weights, suggested by Baafi et al., is likely to exacerbate a quite different problem of kriging and piecewise spline interpolation discussed elsewhere (Philip and Watson, 1987a). In interpolating large data sets of scattered observations, changing local subsets or neighborhoods must be selected automatically. Because of the mathematical formulation of kriging and spline interpolation, discontinuities then occur between closely-spaced estimation points as the subset used in the estimation changes. If this subset is reduced in number and size, the discontinuities will be amplified and more common.

INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980's. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that 'larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. Though generally rather non-selective in nature long chain collectors nevertheless function in different ways in accordance with their own particular physical characteristics. Altering various parts of their structures such as chain length, type of chain, etc. can therefore substantially alter the adsorptive behavior of the collectors in a set environment. The effect of such structural differences of the collectors on physical parameters such as solubility, critical micelle concentration, acid or base strength, tendency to be expelled from the aqueous phase is discussed, as is also the effect of these parameters on flotation behavior.

The shifting of coal extraction from one government agency to another has not provided an environment for a focused national research program. This paper presents an update on hydraulic mining research in the United States. A comparison is made between the development of the technology in this country and the state of the art in other parts of the world.

The Waste Isolation Pilot Plant (WIPP) performed a feasibility analysis for the purpose of either modifying, supplementing, or replacing its two main mine fans. The WIPP, located near Carlsbad, New Mexico, is a U.S. Department of Energy (DOE) fa¬cility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste in a deep bedded salt deposit. Since the centrifugal fans were installed in 1988, multiple op¬erational and performance concerns have been identified. A com¬prehensive engineering study was conducted in 1995 to: 1) Qualify and quantify operational concerns, 2) Evaluate possible alternatives, and 3) Recommend an optimum solution. Multiple system modification and/or replacement scenarios were evaluated with associated cost estimates developed. The study considered replacement with either centrifugal or axial fans. Multiple fan duties are required at the WIPP. Therefore, Variable Frequency Drives and Inlet Vane Controls (IVC) were investigated for centrifugal fans. In-flight adjustable blades were investigated for axial fans. The study indicated that replacing the existing system with two double-width, double-inlet centrifugal fans equipped with IVCs was the best choice. This alternative provided the most desirable combination of: 1) ensuring the required operational readiness, and 2) improving system performance. The WIPP is currently planning to replace the first fan in 1997.

Providing a suitable protective water barrier pillar (PWBP) is common to reduce inundation hazards in underground coal mines. The imperative factors influencing its performance include the water head acting on the pillar, cover depth, pillar width, strength properties, and permeability characteristics. The mechanical failure of such pillar is a stress-controlled phenomenon, whereas the hydraulic failure is a strain-based phenomenon. A finite-difference numerical modeling approach was developed to study the hydro-mechanical coupled behavior of protective water barrier pillars. The mechanical stability was evaluated in terms of the percentage of failed (ZoF) and intact zones. The influence of the strain-controlled weakening on the permeability of the flow medium was studied through the coupling of the mechanical and hydraulic effects. The coupled steady-state model was used to estimate the outflow rate and its hydraulic stability. The adequacy of the protective pillar was also investigated by assessing mechanical stability and capability to resist hydraulic pressure against the maximum expected water head. A seepage rate-based classification system has also been proposed to evaluate the seepage potential and assess the hydraulic stability. The model has been validated for two case studies at the cover depth of 136–189.5 m and the existing pillar width of 16–42 m against the water head of 25–141 m.

TRANSPORTATION TUNNELING The use of tunnels for transportation, namely rapid rail transit systems and highways is on the increase. How much that increase might be through the 1980's is the question that is discussed in this paper. In 1975, there were 218 route miles of subway tunnels for rapid rail transit and 154 lane-miles of highway tunnel. From the viewpoint of many transportation planners and designers, the tunnel is one of the tools which may be used to by-pass many types of obstacles: a mountain, a body of water, or a Central Business District (CBD). Therefore, the transportation tunnel is a rural as well as an urban solution with major emphasis on the latter because of the current transportation needs of our cities. In the case of rural locations, tunnels are usually constructed through mountains in order to eliminate miles of steep grades and dangerous curves, such as the Eisenhower Tunnel which cuts through the Continental Divide in Colorado along 1-70 and saves 10 miles and 40 minutes of driving time. Tunnels also provide an excellent transportation link across bodies of water in order not to interfere with shipping lanes. The Chesapeake Bay Tunnel and Bay Tubes of the BART system are excellent examples of this type of tunnel.

The method of powering mills such as AG, SAG and Ball has a long and technically interesting history. It can be said that almost every decade in the last half century had its own trend. The trends were dominated by the market demand, the advanced process development and requirement of the mechanical and the electrical technology but mostly by the price of the applied technology. The increasing size of the ring geared mills in the last years requires more awareness on the drive train solution. Special attention must be paid to the mechanics and the requirements of the power grid. Operational challenges such as soft starting and controlled operation as well as the protection of the equipment have gained importance. Frequency converter drive solutions dedicated to single or dual pinion ring-geared mills offer significant advantages over conventional drives due to their application specific features and controls. Solutions with low speed motors as well as high speed motors cover all possible configurations available for ring geared mills.

Located in Central Nevada, The Round Mountain Gold deposit has been continuously mined since 1977. Present proven and probable reserves are 226 Mt (250 million short tons) at 1.1 g/t (.032 oz per short ton). The current open pit mining rate of 118 Kt (130,000 short tons) per day is producing 41 Kt (45,000 short tons) per day of ore to be processed by heap leach methods. At this rate, the current reserves provide a 16 year mine life. The high mining rate and strict ore delivery requirements mandate comprehensive and realistic mine planning. The mine planning process is described in three general steps: Deposit Modeling; Mine Design; and, Production Coordination and Support.

Historian and storyteller, Duane Smith, will be the keynote speaker at the National Mining Hall of Fame's 10th anniversary induction banquet on Saturday, Sept. 6,1997 in the Museum Convention Center at Leadville, CO.Smith is a professor of history and southwest studies at Fort Lewis College in Durango, CO. He is also an award-winning author of 28 books about the West and mining. Hall of Fame Board Chairman Richard Moolick said the induction banquet event will mark the National Mining Hall of Fame and Museum's 10th anniversary in its Leadville facility, a century-old Victorian schoolhouse. Karl Elers, chairman of Battle Mountain Gold in Houston, TX, will be the master of ceremonies. He is a member of the National Mining Hall of Fame and Museum's board of directors. The six inductees into the National Mining Hall of Fame will be enshrined by Thomas Falkie, president of Berwind Natural Resources of Philadelphia, PA. He is also chairman of the Mining Hall's board of governors. The six inductees will join 132 mining greats who were previously honored. The black-tie (optional) banquet will be highlighted this year by guests who prefer to don 1890s dress for the occasion in the old silver-mining boomtown. A cocktail reception and open house will precede the banquet, with tours of the district and special events to follow on Sun- day, Sept. 7.

Shallow water covers for preventing acid production in tailings are based on the principle of minimizing oxygen availability. Resuspension of material from the tailings bed may result in increased oxidation and metal releases since dissolved oxygen is at near saturation levels in the water cover. Resuspension can be caused by waves and currents strong enough to mobilize the surface of the tailings bed. Tailings resuspension was measured with sediment traps in the Upper Cell of the Heath Steele site near Mirarnichi, New Brunswick Canada. Although significant amounts of resuspended tailings were collected in all traps, analysis of resuspended solids and bed tailings suggests that for the observed wind conditions resuspension did not occur at locations where the water cover depth was greater or equal to 1.0 m. Currents were likely responsible for the transport of resuspended tailings from shallower areas to locations where the water cover was deeper than 1.0 m.

Zeolite ores and protores occur in extensive deposits in the western United States. A recent paper1 describes the general geology and mineralogy of these deposits and their geographical distribution. The zeolites are alkali-and silica-rich varieties of mordenite, erionite, chabazite, phillipsite, ferrierite, and clinoptilolite. The zeolites were formed primarily by the alteration of Tertiary pyroclastics and in some cases by the alteration of Tertiary siliceous flows. The altered pyroclastics are of principal economic significance. The volcanic ash and tuff were deposited in restricted basins where saline lakes developed. The pyroclastic layers often are of uniform thickness and macrotexture for miles from the center of the basin and interfinger with detritals toward the edge of the basin. Thus, in addition to unaltered volcanic glass, the gangue minerals in these deposits include some combination of primary minerals in the pyroclastics, alteration products of the glass other than the zeolite of interest, and detrital minerals. The gangue minerals include quartz, cristobalite, tridymite, opal, orthoclase, micro cline, montmorillonite, hornblende, calcite, gypsum, thenardite, and iron oxides. The presence of one or two other zeolites in the layer in some cases also is considered as gangue. There are no quantitative mineralogical descriptions of these deposits in the literature; this: study was undertaken to obtain this information. As the zeolites occur as single crystals, crystal aggregates, zeolite-glass particles and in cemented aggregates, a method of study was chosen which would give the size distribution of the zeolite in these types of association. For this reason dispersion of the rock was achieved with a minimum of grinding action. This excluded those zeolite ores, silicified by hydrothermal altera¬tion which require grinding. A relative index of the ease of disaggregation of the zeolite ores thus is obtained, but the technique does not give absolute size distributions of the zeolite crystals. Samples were selected for analysis which do not necessarily represent the best ore horizon, but do represent a spectrum of zeolite occurrences from significant deposits. They are mordenite, erionite, and phillipsite from Rome, Oregon, clinoptilolite and chabazite from Reese River, Nevada, chabazite (and var. herschelite) from Bowie, Arizona, erionite from Jersey Valley, Nevada, and erionite from Pine Valley, Navada.

Following the completion of the 7,600 m primary access tunnel by Kiewit/Parsons Brinckerhoff (K/PB) in April 1997, an exploratory East-West Cross Drift Tunnel was constructed at the Yucca Mountain Project over the proposed future repository block for high level nuclear wastes. The 2,681 m (8,796 LF) East-West Cross Drift Tunnel was excavated through volcanic tuffs having zones of incompetent rock using a re-built Robbins 5.000 m (16’-5”) hardrock TBM with a special arrangement of supporting equipment. Details of the unusual site and contract conditions will be discussed as well as with the unique tunnel equipment specified by the Owner. This portion of the Yucca Mountain project required eight months to complete.

I consider it a distinct privilege to be afforded the opportunity of discussing the program of the Office of Coal Research. The principal activities I will be discussing are concerned with projects that fall in the utilization area. I will, to be sure, touch on other activities of the Office of Coal Research but am not equipped to discuss these activities in great detail. Research activities of the Office of Coal Research are conducted on a contract basis with commercial, academic, and non-profit institutions. We do not operate any laboratories of our own but we do maintain a very small staff for technical and administrative supervision of our contractors. We have consistently attempted to interest outstanding, creative, and practical research organizations in our program. We are constantly seeking the imaginative new idea that will materially reduce the cost of mining coal, transporting it, or will process it into a more convenient and useable form. In assessing proposals and in developing our program, we search for the improvements that will develop large-scale new uses for coal or coal products or those that support these new uses.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

There are no formulas that guarantee success when it comes to obtaining zoning approval for mineral aggregate mining. Local land use decisions often times represent the most controversial issues faced by community. Public awareness, concern, willingness to get involved, sensitivity to the environment and probably most importantly fear of change only begin to describe the atmosphere in which local land use decisions are made. Add to this the public hearing process which is quasi judicial, adversarial, and unfortunately not designed for resolution of disputes and it is not difficult to see the need for an alternative to present methods. Hopefully, some day we will have a process that will do away with or at least minimize unnecessary, unproductive and unmanageable community conflicts.

This paper describes the development of a life-of-mine schedule (LOM) for one of the world's largest known sedimentary copper-cobalt districts located in the Katanga Province, Democratic Republic of Congo (DRC). A particular feature of the Tenke Fungurume LOM schedule is the considerable number of pits/phases for scheduling, each competing to provide the best ore available to a capacity-constrained process facility. This paper discusses the LOM scheduling objectives and constraints, data preprocessing steps such as ore binning, block aggregation and clustering analysis as a scheduling aid, the mine scheduling approach and results and conclusions. A review of the history of boosters is given with examples of the prominent types that have been made commercially. The performance and design features of protected core boosters are discussed in detail. A new gel booster is discussed with its advantages to the mining industry. Booster size, hole configuration, performance and safety aspects are reviewed. Important features of boostering in above ground and underground blasting are related to an economic analysis. This presentation will cover different types of boosters commonly used in mining. However, for the purpose of this paper a few terms need to be defined to clarify the action of different parts of a priming system. Booster* - "Any unit of explosive or blasting agent to be used in a charged hole for the purpose of perpetuating or intensifying the initial detonation". Primer* - "A unit, package or cartridge' of explosives containing a detonator or detonating cord which is used to transmit detonation to other explosives or blasting agents". Detonator - A device for initiating a detonation from a flame or a small electric current, the former being represented by a fuse cap and the latter an electric blasting cap.
