At the request of the Mine Safety and Health Administration, a quantitative assessment of the risk of lung cancer associated with occupational exposures to diesel exhaust was performed. This assessment was primarily based upon the results from a study of the effects of chronic inhalation exposure to diesel exhaust in Fischer-344 rats (previously reported by Mauderly et al., 1987). An adaptation of the Armitage-Doll multistage model, which allows for an age-dependent effect of exposure, was used to model the tumor response data. This model was fitted to all tumors (benign and malignant), and to malignant neoplasms alone. Estimates of unit risk (potency) were derived based upon a linear approximation to the results from the multistage model. A biologically equivalent dose was developed to scale the results from airborne exposure in rats to humans, which was adjusted for differences in weight, ventilation rate, deposition fraction, and the percentage of time actually exposed. Comparisons are made with risk estimates derived from modeling other rat inhalation bioassays and from applying different models to the study by Mauderly et al. (1987). We emphasize that our risk estimates are based upon a series of assumptions and carry a great deal of uncertainty. In particular, uncertainties regarding the effects of exposure on lung clearance mechanisms, the deposition rates in humans, and the relevance of our exposure index limit our confidence in these risk estimates. Conventional zinc concentrates generally contain 5 to 10% Fe, while bulk concentrates can contain up to 20% Fe. As a result, the disposal of iron bearing residues is an integral part of zinc refining operations. The quality of iron residues must comply with ever changing and increasingly stringent environmental legislation. Zinc has been recovered from sulphide concentrates by a hydrometallurgical route for almost one hundred years. The disposal of iron was a major difficulty for the industry for many decades and was directly responsible for low overall zinc recoveries. The introduction of the jarosite process in the mid 1960's allowed for the treatment of neutral leach residues and the precipitation of iron in an easily filterable form. Subsequently, three additional iron precipitation processes have found commercial application in the zinc industry: the goethite process; the paragoethite process; and the hematite process. The Sherritt Zinc Pressure Leach Process has been developed for integration with existing roast leach electrowin zinc plants, or as a stand alone facility for the treatment of a wide variety of zinc bearing feed materials. It is essential that these processes allow for the disposal of iron residues in an environmentally acceptable form. This paper describes the integration of the Sherritt Zinc Pressure Leach Process with commercially proven iron precipitation processes. The results of laboratory testwork and data from operating plants are presented.

Transportation tunnels are highly sensitive to ground movements and are required to be stable and secure for safe operation. In urban areas, the interaction between tunnels and adjacent piles, which are widely used to support buildings and other structures, requires careful consideration. The seismic response of tunnels may vary depending on the lateral stiffness and strength of the tunnel walls, while the axial loading and seismic impact of adjacent piles may cause soil displacement and stress changes that can damage the tunnel lining. As a result, tunnel owners often impose strict limits on the design of new piles lying close to existing tunnels including maximum allowable tunnel deformation, stress change limits, and minimum tunnel to pile separation distances. This paper describes a numerical analysis of the inuence of the axial loading and seismic impact of bored pile foundations on subway tunnels, undertaen using the nite element software laxis D. ased on the results of the numerical analysis, the paper suggests a more realistic and less conservative approach for designing piles in close proximity to transportation tunnels. More than two thousand abandoned mines within the Animas watershed in Southwestern Colorado are being prioritized for remediation by the Animas River Stakeholders Group (ARSG). Phased collection and assessment of information progressed from large scale to site specific. Prioritization was based on existing or potential environmental impact and technical feasibility of remediation as measured by dissolved Cd, Cu, and/or Zn in the discharge; indicators of habitat degradation; aquatic life in streams; cumulative impacts at the point of compliance; cost effectiveness; treatiblity/feasibility; and cultural and historic preservation.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Environmental protection, economic prosperity and respect of the need for social equity promotion, constitute a prerequisite for any modern industry aiming to operate in a sustainable manner. The Natural Stone industry in Europe, a sector comprising mainly of SMEs, despite the fact that consists a dynamic extraction sector, often lucks the resources to apply novel techniques and management schemes towards achieving sustainable performance. I-STONE, an EU Integrated Project funded by the 6th Framework Programme, is aiming to contribute in the improved performance of the Natural Stone industry. A primary project objective is the re-engineering of the stone production chain, in order among others to considerably in-crease its efficiency and productivity, and minimise the amount of stone wastes disposed. The present paper, resulting from the research con-ducted on environmental management within I-STONE, is focusing on the use of sustainable indicators as a tool for the assessment of the stone industry?s performance. Based on Commission Decisions and reported studies, a list of indicators was selected and used within I-STONE, including environmental and socio-economic indicators. A set of selected environmental indicators were quantified based on operational data of a number of Greek and Portuguese quarries examined as case studies. The analysis indicated that an integrated strategy, including the application of novel operation techniques and equipment, waste minimization and systematic environmental monitoring and reporting, constitute key factors for the sustainable operation of natural stone industry.

Effective mine operation demands that the right people have the right information at the right time. Caterpillar's Mining and Earthmoving Technology System (METS) meets this demand by providing "real-time" information transfer between the mine offices and machines equipped with the Caterpillar Computer Aided Earthmoving System (CAES). Transfers of mine plans from the mine planning software to CAES-equipped machines give operators access to current mine plans within minutes of their creation. Additionally, office personnel have access to a current digital terrain model (DTM) of the mine site as it is updated in "real-time" by CAES-equipped machines. METS provides mine personnel in operations, planning, and management the information they need when they need it.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

During the 1980s and 1990s, twenty deep shafts were constructed in Milwaukee to depths from 85 to 91 m (280 to 300 feet) through soil and weak rock thicknesses ranging from 37 to 69 m (122 to 227 ft). Adjacent compressible soils, settlement sensitive structures and high groundwater levels required that shafts be constructed without dewatering. Contractors attempted several methods of ground support and groundwater cutoff. Significant problems developed during construction of 11 of the 20shafts. One shaft collapsed; groundwater blow-ins occurred at five of the shafts; and seepage caused unfrozen windows at three of the freezewalls. Ultimately, combinations of grouting and ground freezing were utilized to complete all of the shafts into bedrock. This paper discusses the main design and construction challenges experienced and the lessons learned.

In west-central England, 183 m (600 ft) below the Cheshire Plain, lie the evaporate remains of an ancient sea. Stratified into nine beds of salt separated by marl bands, the deposit stretches roughly 21 x 12 km (13 x 7.5 miles) and contains reserves of rock salt estimated as high as 400 Gt (440 billion st). The Winsford Salt Works, one of England's largest underground mines, extracts the Cheshire salt and sells it for use as animal feed, for application in de-icing programs, and as a key ingredient in sodium fertilizer production and a variety of other industrial processes. Because road de-icing is an important market, demand for Winsford's salt varies with the severity of British winters. Design capacity is 2.25 Mt/a (2.5 million/year). However, production peaked at 2 Mt (2.2 million st) in 1987. Over the past five years, annual production has averaged 1.6 Mt (1.7 million st). Run-of-mine salt averages 92.5% NaCl, mixed with about 5% marl. The marl was formed by deposition of a reddish dust blown into the Cheshire basin from deserts in what is now central Europe. Association with the marl adds color to the salt, producing tea-colored crystals that resemble unrefined sugar. Adaptation of coal mining systems Rock salt mining in the Winsford district began at least as early as 1682. Mining at the current site dates from 1844 but was shut down from 1892 to 1928. In the early 1900s, a series of catastrophic collapses and floods plagued and ultimately shut down then-active Cheshire brine-salt producers. Subsequently, Winsford reopened and began adapting mechanized underground coal mining systems to rock salt extraction.

INTRODUCTION Pincock, Allen & Bolt, Inc. (PAH) has developed a series of cost models for Western U.S. Gold Mines. The models indicate the economic potential of developing gold properties at various production rates and ore grades. Various combinations of mining and processing methods are also analyzed. The conclusions shown in this paper are taken from PAH's 600 page study titled, "Capital and Operating Cost Models for Western U.S. Gold Mines." PAH decided to develop the cost manual as a result of our perception of the industry's need for such a document. It was our impression that exploration development decisions were being made on the basis of limited economic information. PAH has compiled a substantial database on unit cost information. That database and the engineering capabilities of the firm allowed us to develop a reasonably detailed analysis of capital and operating costs and overall development economics. The study has developed a series of algorithms for underground and open pit mining, processing, G&A, and infrastructure costs. The capital and operating cost data served as a basis for performing after tax discounted cash flow analysis for the various development alternatives. For the base case scenarios, a 15% DCFROR was assumed and the required ore grade was back calculated using the computer. The ore grade versus production rate graphs summarize the economics of developing gold projects in the Western U.S.

On September 10, 1991, Secretary of the Department of Interior Manuel Lujan deleted the Silver Peak Range North Wilderness Study Area from the list of U.S. Bureau of Land Management lands in Nevada to be considered for wilderness designation. This decision was based in part on the U.S. Bureau of Mines mineral investigation of the wilderness study area which found that it has indications of precious metals resources. The following is a summary of the results of that mineral investigation. The study area lies between the Silver Peak and Dyer mining districts of west-central Nevada. The Silver Peak mining district, to the east, has a long mining history dating back to 1907 when precious-metals-bearing veins were discovered. The major producer in the Silver Peak district was Sunshine Mining Company's Sixteen-to-One silver mine. During the Bureau's study the Sixteen-to-One mine was operating; it has since been idled due to low silver prices. Precious metals-bearing veins were discovered in the Dyer district, to the west of the study area, in the 1860's. Mineral activity in Dyer district consisted mainly of prospecting. The Silver Peak study area itself has no mining history and contains only a few mining claims, but the Bureau examined 13 mineralized sites, most previously unknown and unclaimed. These sites are along two zones that cross the study area from the Silver Peak to the Dyer mining district. The two zones transect a volcanic center of fractured and altered rocks that contain epithermal veins of quartz, calcite, and jasperoid with gold, silver, and base metals. At the surface these veins are poorly defined and poorly mineralized. The more than forty veins examined in the study area are as thick as 17 feet and as long as 1,000 feet. Samples from surface exposures of these veins contained as much as 0.02 ounce per ton gold, 2.1 ounces per ton silver, 1.0 percent copper, 2.6 percent lead, and 0.4 percent zinc. Analyses of the Bureau data disclosed no vein large enough or of high enough grade to be classified a mineral resource. However, most do have indications of silver-and gold-bearing resources at depth. Subsurface exploration had to be done on the vein at the Sixteen-to-One mine to outline reserves (a vein averaging about 22 feet thick and containing 6-to 7-ounces per ton silver); the same is true of veins in the Silver Peak Range North Wilderness Study Area.

Short Mountain Silica mines the Clinch Formation, an orthoquartzite, for silica sand. The operation is located near Mooresburg, TN, about 80 km (50 miles) northeast of Knoxville. Short Mountain is a local geographic name given to an area of resistant sandstone (Fig. 1). The area is part of the Clinch Mountain system that extends from eastern Tennessee to southwestern Virginia. The thick sandstone unit is more technically called a quartz arenite (orthoquartzite) that forms most of the mountain. In 1980, a Knoxville resident brought the Clinch Formation - Short Mountain in particular - to the attention of the large silica-sand producers as a potential silica-sand mine. Working with a local contractor who owned several hundred acres on Short Mountain, the Knoxville resident contacted interested companies. Many silica companies reviewed the property including Ottawa Silica Co., Pennsylvania Glass Sand Co. (both now US Silica Co.),Unimin Corp.,The Morie Co. and others. AFG Industries was the main market for the glass sand product from this potential mine. It had two plants, both within trucking distance from the site. All the silica sand producing companies, however, declined to develop the site. A few years later, Unimin Corp. decided to drill and evaluate the deposit. From that evaluation, Unimin leased the property but later dropped it. The relatively limited market for the Short Mountain product as well as Unimin’s recent acquisition of Carolina Silica were reportedly instrumental in the company’s decision to let go of the lease. Several other companies-unrelated to the silica sand industry - looked at the site but no one was interested in developing it. In 1986, J.D. Nicewonder, owner of coal mines in Virginia and Kentucky, was approached to investigate the site. Nicewonder began to develop the site with the intent to produce glass sand to supply AFG Industries. In May 1988, the first shipment of sand was trucked to AFG Industries.

Examining a typical curriculum for mineral process engineers shows that traditional subjects remain important, namely, engineering, earth and basic sciences, mathematics and mineral proc¬essing technology. However, Table I shows additional subjects that may be woven into a modern curriculum, because of micro- and macro-engineering advances over the years. The ways to incorporate these subjects into the curriculum will vary from school to school. Such changes are in response to evolutionary technological and political needs as determined by society and business. Beginning with the 1950s, engineering empiricism was strengthened through micro-engineering, where fundamentals and mechanism serve as foundations. [Agitation and transport of slurries have been investigated intensively for the past twenty years. It has been shown (1) that slurries have the properties summarized in Figs. 1, 2, 3, 4, and S. For a detailed exposition the reader is referred to the above reference and the bibliography, which, in turn, have extensive references and bibliographies. An interesting problem with which the senior author has been concerned with is the scab up of power requirements for slurry agitators operating in the laminar region with pseudo plastic materials. Pulps of shaly ores, after various chemical reactions in aqueous leaching systems, are often difficult to settle and filter if agitation is violent. In these cases agitation must be at a minimum, yet prevent [tling] such as in copper uranium ores. This mild agitation is on the laminar region.]

INTRODUCTION For more than a century, artificial ground freezing has been used for groundwater control and structural support for excavations. Most of the early uses of the freezing method were for sinking deep access shafts for mines and tunnels (1,2,3,4). More recently, ground freezing has increasingly been used for construction of large diameter cofferdams and soft-ground and mixed-face tunnels (5). Although ground freezing has been used in the past-for tunnels, it was invariably used as a last resort measure, where more conventional measures could not be used. The more recent freezing applications, however, have become increasingly cost competitive with more conventional techniques, and are now being included as part of the design concept (6,7,8,9,10,11,12). The purpose of this paper is to describe some of the more recent applications of ground freezing for tunnel construction. The paper begins with a brief description of the most commonly used freezing system, the Poetsch process. Recent tunneling projects utilizing ground freezing for structural support are then discussed. As the use of longwall mining increases in the U.S.. there is a need to better understand the stress redistribu- tions indicative of this method. To control high stress concentrations, the yield pillar concept has been developed. A physical longwall mine model has been designed to study the effect of yield pillars in deep mining. The model in- cludes sensitive stress measuring devices, a new excavating technique, and a new model material. This study includes the use of both regular and yield pillar systems and has successfully simulated the mode of stress change in chain pillars.

INTRODUCTION This paper discusses two uranium tailings waste disposal studies that reflect the United States Nuclear Regulatory Commission (NRC) regulatory actions and their changing requirements during the mid to late 1970's. Present guidelines require that all new uranium tailings impoundments be designed and constructed to eliminate, to the extent that it is reasonably achievable, exposures and risks to the public from the tailings. This includes positive measures for control of seepage losses from the impoundment and for control of radiological releases caused by wind and water erosion. Long-term stability of the reclaimed impoundment is also a very important requirement. That is, it is intended that the tailings impoundment, once it is reclaimed, will require little or no care or maintenance as long as the uranium tailings remain a hazard. Principally because of the long-term stability objective, the NRC has now identified subsurface burial of the tailings as the "prime option" for tailings disposal. The environmental implications of these proposed regulatory actions are obviously desirable. The economic implications the actions may have on a particular project are not always so obvious because they are so dependent on environmental suitability of site conditions. Selection of a site with favorable topographic, geologic and hydrologic conditions will usually result in the most economically and environmentally attractive alternative for tailings disposal. The first project discussed in this paper was initiated before the NRC guidelines had been developed to favour subsurface burial. At the beginning, seepage and radon emission control requirements were moderate. Constraints were imposed on the design by site topography, geology, and project capitalization considerations, factors which were dealt with according to straightforward engineering and design principles. More serious constraints were imposed by changing regulatory requirements. Unlike the more usual engineeringrelated constraints, regulatory requirements were upgraded during the design process, causing the design itself to undergo numerous modifications. Over 800 mines have closed in Australia in the past 25 years. This paper summarizes the data obtained from those closures and includes all Australian States and Territories and all commodities, including metalliferous, coal and industrial minerals. Twenty five percent of the mines closed due to resource exhaustion or depletion; 24% due to high costs, price drops, or declining grades; 8% due to open pit resource depletion (but with underground reserves remaining) or underground reserves depleted (but plans to open cut remainder) and 7% due to receivership or voluntary administration. The environmental, social and economic impacts of these closures are also significant and include acid mine drainage and impact on mine employees. An understanding of the causes of premature mine closure will better equip mining companies and governments to better manage future mine closures, wherever in the world the mines are operating.
