After accepting the invitation to make this appearance today, it occurred to me that the subject matter which had been assigned to me, namely, the purpose and role of an advisor, was, contrary to what; some people might think, a controversial subject. In my brief lifetime, I have discovered that the world is full of advisors; that is to say, there are many people who undertake to render advice concerning subject matters upon which they may, or may not be qualified to speak. It shall be my purpose today to set forth what now appears to be the function of the members of the Advisory Council to the U. S. Public Land Law Review Commission; and, in so doing, I hope that I do not offend the Commission or any other-member of the Advisory Council with whom I serve. It has always been my personal conception of the role of an advisor that he should tender advice when it is requested, and then only if he has prepared himself concerning the matter upon which the advice is being given. I am sure it was the Congressional intent at the time the Public Land Law Review Commission was established indeed it was the hope. of Congress--that those of us who were to become members of the Advisory Council were informed upon certain particular subjects and then at the proper time express our opinions upon these subjects-and, by the same token, not attempt to enter opinions upon problems with which we have no experience in theory or in actuality. Some wag once said that if Columbus had had an advisory council, he would still be waiting at the dock in Spain, and there is more truth than fiction in that statement. With this problem in mind, let us examine the purpose of the Advisory Council itself.

This report is based on experience developed on the construction of one contract for the Buffalo, New York subway. The Buffalo subway is under construction for the Niagara Frontier Transportation Authority and is called the LRRT-Light Rail Rapid Transit or more commonly the Metro. The Initial Route of the Buffalo subway construction started early in 1979 and is scheduled for completion in May, 1984. The initial system includes 5.2 miles of underground construction, 1.3 miles at grade for a total of 6.5 miles of subway system. A total of fourteen stations, eight underground and six at grade are included on the system. The Initial Route has a planned expansion to 17.3 miles in the future. On January 15, 1979, a Joint Venture of S & M Constructors, Inc., Solon, Ohio, James McHugh Construction Co., Chicago, Illinois, and Kenny Construction Company, Wheeling, Illinois, was awarded contract 100031, the Line Tunnels from Amherst Street to South Campus in northcentral Buffalo between Delaware Park and the State University, (see Fig. 1, Location Plan) This $35,000,000.00 contract was designed by Hatch Associates Consultants, Inc., Buffalo, N.Y. The Notice to Proceed was issued January 15, 1979 and the scheduled completion date is August 18, 1981. The project consists of two parallel rock tunnels with a minimum excavated diam of 18 ft 0 in. and a final concrete lining of 16 ft 0 in. diam. The tunnels total 14,630 linear ft. In addition to the tunnels, contract C-31 includes four shafts, an underground pump station, three cross passage connections, and other minor work items. Radomiro Tomic, the new CODELCO division, is a copper deposit located at 3000 m a.s.l. and 40 Km from Calama in northern Chile. It has total oxide reserves of 802,000,000 tonnes with an average grade of 0.59% total Cu (using a cut-off grade of 0.4% total Cu). The copper oxide ore is mainly atacamite and chrysocolla. Startup is expected to commence in December 1997 of 150,000 t/y of Cu cathodes. Future expansion to 250,000 t/a of Cu cathodes is currently being planned. The process consists of an open-pit mine, a two-stage crushing system, agglomeration with sulphuric acid and emplacement on a heap leach pad for a 45-day leaching cycle. Solvent extraction and electrowinning will produce LME "A grade cathode. A number of significant technology innovations have been incorporated into the project.

Mining has traditionally been seen as a relatively risky business. Exploration is expensive and the failure rate is high, while start-up costs commonly run to many hundreds of million dollars. To justify the risk and expense, the returns from successful projects must also be high. Accurate estimation of mineral resources and reserves is fundamental to the processes of optimising returns and managing risk in mining developments. Systematic development from initial exploration through a series of development stages enables expenditure and risk to be balanced. As a consequence, large scale modern mine are more akin to manufacturing businesses. This paper examines the life history of a mineral reserve estimate from the perspective of a large mining company against a background of modern estimation and reporting requirements. It will also touch on what constitutes, in the author's opinion, `best' practice in reserve estimation, and how this concept can be spread more widely. The employment of continuous rotary vacuum disc filters to filter refuse from the fine coal washing circuits has been increasing as it has become more important to close the water circuits and eliminate sludge holding ponds. This paper will discuss our past experience filtering refuse, effects of solids concentration in the filter feed, use of polymer flocculation aids, effect of flocculation devices, and effects of particle size and ash content on the filtration rate. Detailed tests were performed on existing installations utilizing coal refuse filters to determine optimum flocculant dosage, solids concentration, and disc rotation speed to form a dischargeable cake. Information was also obtained showing effect of flocculant addition on the moisture of the filter cake. Our test work has shown that the continuous filtration dry cake rates for fine coal refuse correlates very well with the data developed and presented by Silverblatt and Dahlstrom1 except that the curves have moved up the scale by use of polymer flocculant additions. These polymers were not available at that writing. Finally, our tests also confirmed the general premise stated by S. K. Mishra2 that controlled additions of polymer flocculants will reduce filter refuse cake moistures somewhat.

Increasing mechanization of underground mining operations throughout the years has reduced the dependency on large, concentrated working forces. Fewer workers in scattered locations, coupled with the versatility of diesel equipment to load and haul personnel, supplies, and mineral ore, has made diesel equipment attractive in mine feasibility and design studies. The use of the mobile equipment along with higher production or "bulk" mining methods provides for more efficient mineral extraction systems. These systems are expected to become more widespread until long-term research provides a further evolution to more complete automation of underground mining. The U.S. Department of the Interior, Bureau of Mines, has been conducting research to reduce the health and safety hazards posed by increasing use of diesel equipment and the higher power ratings being proposed. The goal is to provide for safe and efficient use of the equipment. The National Institute for Occupational Safety and Health has recommended that diesel exhaust be regarded as a potential occupational carcinogen adding importance to the Bureau's research program. The paper describes advances in engine design, the use of diesels in mining operations, and significant health and safety research accomplishments of the Bureau of Mines. These accomplishments will help assure that diesel equipment remains an option for determining the most efficient system to mine an ore body.

OVERVIEW Like many older metropolitan areas across the U.S., the Greater Cleveland area is served by a combination of separate sanitary sewers and combined sanitary-stormwater sewers. In 1966, a Master Plan was implemented by the Northeast Ohio Regional Sewer District (District) to minimize pollutant overflows into adjoining Lake Erie and its tributary rivers and streams, that would occur during wet weather events. One component of the Master Plan was to reduce the load on combined sewers by constructing new conveyances to intercept separate sanitary flows and convey them to upgraded regional waste water treatment plants for priority treatment. As part of a 15-year program to construct 74 km (46 miles) of new interceptors, the West Leg Interceptor (WLI) Project intercepts flows from four decommissioned waste water treatment plants (WWTPs), and conveys those flows to the new Southwest Interceptor (SWI), which conveys the flows to the Southerly Treatment Plant, a tertiary level treatment facility. The WLI Project was built in sections to permit decommissioning of the WWTPs as each segment of the interceptor system was completed and put into service. Flows from the first of the four WWTPs was converted to the WLI in November, 1992; the final connection was achieved in July 1994. The WLI comprises 9.1 km (5.7 miles) of 21 to 29 m (70 to 95 ft) deep mainline interceptor tunnel, four vortex drop structures, approximately 2 km (1.3 miles) of shallow tunneled connector sewer to the mainline, approximately 2.9 km (1.8 miles) of open cut connector sewers, five construction work shafts (not including one work shaft constructed under SWI Contract 6 at the north end of the WLI), and 15 access shafts.

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. Phase One of Copenhagen Metro opened on October 19th, 2002 and is already a great success. 11 stations are open and Phase Two with 6 additional stations will open during 2003. Phases One and Two include 21 km dual track, whereof 10 km is in tunnel. 17 stations (six deep, three shallow, and eight above ground) will service passengers with trains running at 90 seconds intervals. This paper will discuss the various aspects of the Metro, where construction methods include TBM bored, NATM, Cut & Cover, Secant Piles and Diaphragm Walls.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

In the past, when phosphate rock quality was good, few paid attention to any of the impurities or other qualities associated with phosphate rock. In general, they had little or no effect on the ability to make the phosphate products for the market. However, as phosphate rock quality declined, it was apparent to the rock consumers that the individual impurities had a significant impact on their processes. FIPR is presently funding an analysis of operating plant data to determine the range of the effects of rock impurities on production plant performance. The study will not be completed until 2002. IMC has agreed to share some of the information they had developed in the early 1990s.

The effect of pyrite, pyrrhotite, chalcopyrite, realgar and arsenopyrite on gold dissolution in cyanide media was investigated. The cyanidation of synthetic gold ores in the presence of various concentrations of sulfides was studied under constant experimental conditions. A mineralogical analysis of the minerals was performed. The leaching kinetics were determined. The negative effect of sulfides on the gold dissolution rate varies with the sulfide mineral and decreases according to the following order: realgar > pyrrhotite > chalcopyrite > pyrite > arsenopyrite. The chemical characterization of gold and sulfide minerals surfaces using X-ray photoelectron spectroscopy (XPS) was undertaken to identify the mechanisms involved. XPS analysis showed that a passivation layer of sulfides, arsenic or iron compounds might form on the gold surface as a result of the dissolution of the sulfide minerals. A decision support system for the management of the mineral resources of a developing country has been derived. The system allows the evaluation of the impact of a mineral project in a developing country in the broad context of its economy. The analysis permits the assessment of the overall socio-economic consequences of mineral prospects and allows incorporation in the evaluation of issues that are broader in scope than the pure financial objectives. The system is built around the Leontief framework of economic analysis. The original input-output model, enhanced to incorporate country-specific behaviour is integrated with cost-benefit analysis and shadow pricing. The analysis leads to synthetic measures of profitability at market and shadow prices. These measures are useful to direct the mineral policy of a developing country through the exploitation of those mineral resources which are most likely to bring about economic growth and social advancement.

A laboratory study of dense-medium cycloning with Redstone seam coal has been conducted. The investigation was performed using a 203 mm (8 inch) Heyl-Patterson dense-medium cyclone. Two underflow orifices of 31.8 mm (1.25 inch) and 44.5 mm (1.75 inch) in diam were used. The effects of feed pressure and particle size were determined on the cycloning performance. In addition, the cyclone performances with coal-rich and refuse-rich samples were also investigated. The results of the experiments were analyzed using basic hydrodynamic principles. The increase in the feed pressure increases the specific gravity of separation (defined as the specific gravity of a particle which has an equal chance of reporting to either the overflow or underfow) for both underfow orifices. The specific gravity of separation increases as the particle size decreases with the smaller underflow orifice. However, an opposite relationship has been observed with the larger under flow orifice. The separation becomes sharper with the smaller under flow orifice than with the larger underflow orifice especially for fine material. Also, the separation becomes sharper with an increased feed pressure for a coal-rich sample. However, this effect is less significant for a refuse-rich sample. This means that a high feed pressure is required for a coal-rich sample to maintain a good separation. It also means that applying a high feed pressure provides a good separation regardless of the type of feed coal in terms of ash content in the solid.

Introduction Geologic ore deposit models are key to any exploration program. In the search for ore deposits, the geologist first tries to understand the genesis of known ore bodies. During reconnaissance and evaluation of a prospect, a valid exploration model of a known ore body can help the explorationist focus on critical geologic attributes of the target area. Exploration models can conserve exploration funds that might otherwise be spent collecting data not critical to delineating an ore body. This article examines the benefits of using models, factors to be considered in developing models, and examples of the way recent models have evolved. New exploration concepts and techniques are developed in response to increased competition in the mining industry. New techniques can give an exploration group a slight edge that may translate into a discovery. Mine geology staffs may find previously unlooked for extensions to the ore body by applying new genetic concepts. When all appropriate techniques are applied to exploration and mining efforts, greater efficiency and increased profits may result. Before the 1950s, scientists speculated on the genesis of ore deposits and other natural phenomena. But they presented their results as if universal and final, even though they applied to only a few deposits. Because it did not provide sufficient criteria to distinguish the genetic processes, the classic conflict between hydrothermalists, epitomized by Lindgren, and nonhydrothermalists did not help the minerals explorationist much. Important information about individual ore deposits, such as age of the host rocks and mineralization, composition of the mineralizing fluids, and separation of mineralizing and nonmineralizing events in the paragenetic sequence, could not be gathered with past equipment and methods. But these early concepts of ore genesis contained excellent empirical observations, perhaps the most useful parts of these hypotheses. Through the years, prospectors have found most of the ore deposits in the world using direct observations and their collective empirical wisdom - an empirical model. The geologist's contribution becomes increasingly important after the more obvious surficial ore deposits have been discovered. In Europe and North America that time has arrived. With the introduction of sophisticated equipment and matching techniques in the 1950s in geochronology, geochemistry, geophysics, remote sensing, and computers, many previously equivocal genetic questions can be resolved. This proliferation of highly technical data has allowed the construction of many well-founded genetic models.

Franklin Industrial Minerals operates several mines/quarries, including two room and pillar underground mines. Both of these mines are operated as multiple level room and pillar including heading and bench operations on one or both of the levels. This paper focuses on Franklin’s Crab Orchard, Tennessee mine, which produces both high purity chemical grade limestone and crushed stone for construction applications. The high purity chemical specifications for the chemical grade limestone and filler/extender applications are inconsistent with the non-chemical rock being produced to supply the crushed stone market. As a consequence Franklin has developed a unique mine plan and operation to maintain both product balance and a safe and stable working environment.

In designing mine workings and adequate roof supports, it is indispensable to determine properties of the strata surrounding the workings. The proper selection of roof supports is based, before everything else, on a thorough knowledge of the roof rock strength, especially tensile strength. This parameter is a vital factor in the delamination of roof rocks and eventual cave-in. It is also important to know the properties of the floor on which the roof supports are set. While driving galleries, it is essential to know beforehand the strength of rocks that will be encountered in the near future during the work. The devices described will help to obtain this information.

Using computer applications to solve mining problems began in the early 1960s, utilizing the large (for that day) centralized computing facilities at a few universities and major mining company headquarters. Many years passed before technology was adequate to allow any of those applications to be run at the mine sites to provide immediately available solutions. One of the first mining applications attempted was for ore reserve analysis and long- to medium-range mine planning. As these are among the most frequent and familiar minicomputer applications at the mine site, it is interesting to follow the evolution of computing and communications hardware which has finally allowed effective transfer of this technology.

Approximately six billion gallons of combined sewage are discharged annually into Willamette River and Columbia Slough through Portland’s combined sewer system. The Columbia Slough Consolidation Conduit (CSCC) is an important element of mandated Combined Sewer Overflow (CSO) abatement. It includes2,548m (8,361 ft.) of 3.7 m. (12 ft.) internal diameter tunnel. The CSCC alignment traverses the UP railroad, Columbia Boulevard and parallels an old sewer. Geologic conditions include river alluvium and fine to coarse-grained flood deposits containing cobbles and boulders. This paper describes design and construction of a tunnel in soft-ground, with shallow cover and close to an old concrete sewer.

Tunnel Boring Machine Instrumentation A 9.17 m. diameter tunnel boring machine presently in operation in Chicago, Illinois, has been instrumented to continuously monitor and record machine thrust, torque and penetration rate during boring. A micro-processor-based data logger capable of monitoring up to 60 channels of data digitizes and converts into appropriate engineering units the signals from various transducers mounted on the machine. The output from the data logger is sent to a teleprinter, providing a permanent record of measured data. The program control enables the data logger to scan all data channels at desired time intervals. Data obtained to date have been analyzed to determine the interrelationships of the parameters measured. Penetration rate was found to increase linearly with machine thrust with a unit increase in thrust causing more than a unit increase in penetration rate. For low thrust levels corresponding to the initial stages of a boring cycle, the penetration rate was observed to behave erratically until the thrust pressure was sufficiently high for the cutters to establish full contact with the tunnel face. Torque showed a curvilinear increase with machine thrust, reaching the design rating at about 70% of maximum available thrust. No-load torque was approximately 20% of the machine's rated torque capacity. Overall, the trends observed in measured machine parameters correlated closely with those predicted from experimental and theoretical boreability studies. In summary, the instrumentation system has mett two basic goals. First, it provided extensive and accurate boring data and secondly, it has proven that an automatic data acquisition system can be installed on a TBM and can function under adverse environment.
