We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.

Over 2 million tonnes of smelter slags containing Co, Ni and Cu are produced and stockpiled in Canada each year. Smelters also produce SO2 an air pollutant. Recycling these materials will maximize the value of natural resources and minimize possible environmental impacts of industrial operations. The objectives of this research were to understand the characteristics of slag, the reaction of slag with SO2(aq) and to develop a novel method for extracting Co, Ni and Cu from slag using SO2. The properties of slags from different smelters were studied, with emphases on the form of Co, Ni, Cu and Fe. Leaching experiments were carried out in a batch reactor. The parameters investigated included concentration of SO2(aq), stirring speed, particle size, temperature and pH. O2 was introduced into the reactor to study its effect on the system. The amount of each of Co, Ni and Cu in all the slags was less than 1%, while Fe was between 30% and 45%. The form of Co and Fe was primarily oxide, however, significant portions of Ni and Cu were present as sulphides. SO2(aq) alone, was effective in leaching Co and Fe. Cu dissolution was negligible due to precipitation. The presence of O2 improved Cu and Ni extraction. SO2(aq) was found to be more effective in leaching slag than H2SO4 at the same pH. The leaching process was modelled using the shrinking core model. A scheme was proposed for the extraction of Co, Ni and Cu from slag using SO2(aq). The process makes efficient use of SO2, separates Co and Cu at an early stage, and minimizes the consumption of base during Fe separation.

Bond International Gold's Colosseum gold mine was discovered in 1865. No recorded production occurred, however, until the 1930s, with production of about 19 kg (615 oz) of gold. The mine was closed in 1942 as a nonessential industry during World War II. The property was acquired by Dallhold Resources in mid-1986. Construction of a 1.1-million Mt (1.2-million st), carbon-in-pulp (CIP), cyanide mill began in November 1986 and was completed in September 1987. Minable reserves are estimated to be 9.5 Mt (10.5 million st), with an average grade of 2.1 g/t (0.061 oz per st). This article describes the general process flow and plant equipment. And it looks at the maintenance and operational problems encountered in the first six months of operation. Process description Ore is direct hauled from the open-pit mine 1.5 km (1 mile) to the crushing facility. There it is crushed to -152 mm (-6 in.) with a single- stage, 1.5-m x 1.2-m (60-in. x 48-in.), 186.5-kW (250-hp), Fuller-Traylor jaw crusher. The ore is then stockpiled in a 31.7-kt (35,000-st) reclaim ore pile. Lime is added to the crushed product as it is conveyed to a single 6.4-m x 4-m (21-ft x 13-ft), Hardinge semiautogenous grinding (SAG) mill, followed by a single 4.3-m x 7.3-m (14-ft x 24-ft) Hardinge overflow ball mill. After grinding, the slurry is thickened and then preaereated for three hours. Following preaereation, the pulp is leached with NaCN at a pH of 11, also for three hours. The slurry then goes through a seven-stage CIP circuit for 21 hours. Then the tailings slurry is preaereated for three hours before cyanide destruction using the Inco process. Loaded carbon is eluted using an Anglo American strip, followed by electrowinning on stainless steel wire. The stainless steel wire is transferred to refinery cells where the gold and silver is plated on stainless steel plates. Following electrore-fining, the gold-silver foil is removed, melted, and poured into dore bars for shipment. The crushing, milling, refining, and maintenance processes require 37 people. Crushing The crushing area required changes and modifications following start-up. Several areas are of specific note. Structural failures Rubber support cushion blocks located under the coarse ore bin failed. These were replaced with heavier, more durable blocks and have since appeared to be satisfactory. A severe structural vibration was encountered in the entire crushing facility. A mechanical engineer, brought in by the contractor, determined the structure needed more support and cross-bracing.

The purpose of this work is to develop a conceptual recovery process for thorium dioxide (ThO2) from its primary source, monazite. The study-level design presented in this paper represents an economically viable method for conducting ThO2 extraction from monazite ore while also recovering byproducts that include P2O5 and other rare earth element oxides rather than producing unnecessary waste streams. Three key points to note in the development of this process design are: (1) the process economics relied heavily on recovery of rare earth byproducts, (2) the thorium handling portions of the process could effectively be segregated from the rare earth and phosphate handling portions of the process, and (3) the thorium and uranium content in waste streams should be carefully managed and eliminated where possible.

In business, as in life, that is usually the best path to follow.The instant access to people and information provided by 21st-century technology continues to push businesses in all industries toward greater efficiency and unheard-of levels of modernization. And in the world of mining, the embrace of advanced technology is all about managing risk.However, even in this age of digital information overload, some mine sites still require employees to physically download data from individual trucks to monitor payload data and inspect road conditions using a clipboard. What’s more baffling is that other mine sites still have no way of tracking tons moved at all.This isn’t due to a lack of innovation in the industry. Quite to the contrary, there is an abundance of new technology available that provides real-time monitoring of vehicle movements and tracks road conditions without the intervention of people. So why are owners reluctant to embrace advances in mining tech?Gauging the value of changeSurvey data has traditionally been captured by ground laser scans and LIDAR systems. A mine site surveyor would drive around the pit with a truck-mounted scanner to generate a point cloud. This process would be completed every few days and would take an entire day.The many cons of this method far outweigh the pros. First, it provides no visual data. If an operation has moved beyond the roller wheel and tape measure, visual pit models and LIDAR scans are typically completed once every six to 12 months by an aerial flyover, but such sporadic information gathering isn’t likely to result in the most actionable data. Moreover, given the high cost (in terms of both money and time), the numerous safety and liability issues, and the lack of flexibility in scheduling, manual processes are more trouble than they are worth.Overall, while miners are excellent operators who value innovation, their employers often try to outsource it or acquire innovators instead of investing in existing technology that can improve current operations. Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. INTRODUCTION The basic premise of the ideas presented in this paper are as follows: Engineers believe that "theoretically" it will work. Operators ask what they must do to make it work. And, people can screw it up. r Today the challenges conf onted during the engineering, startup and operation of mines are becoming more complex. As mining and processing professionals, we are called upon to trav­el all over the world, are subjected to a wide variety of climates and must deal with a numerous cultures and people. Historically, for the majority of the people working in the mining industry, the primary challenges related to projects have focused on the differing perspectives of the disciplines involved. For example, geologists focus on resources and reserves, mining engineers relate to tons or tonnes, metallurgists count ounces or pounds or kilograms of product, mechanics emphasize availabil­ity, human resources personnel deal with absentee rates and turnover and accountants watch the bottom line ($$'s). As the world has become "smaller" and the mining industry has become more globalized, the puzzle is becoming increasingly difficult. Even the most experienced in the crowd of mining profes­sionals are oftentimes surprised by the types of problems that are encountered. Try as we may, we cannot anticipate the complex­ity of dealing with the human side of an operation.

During design of a 550-foot rectangular shaft in alluvium, lateral support within the excavation was an anticipated construction problem. Actual experience showed that the nearly 9 x 14 foot excavation required no lateral support. A strain measurement program con- current with construction and for a 9-month period following completion of the shaft detected only minor strains. Shaft design included consideration of available geological information. Site exploration included a 754-foot drill hole, cored at selected intervals, and a suite of geophysical well logs. Generalized physical properties of the alluvium were developed from laboratory core testing. An elasto-plastic, finite element computer program (DAHLKE) developed by the Spokane Mining Research Center U.S. Bureau of Mines, has been recently used to analyze the behavior of the alluvium around the shaft. Analysis showed that yielding first develops in the shaft corners and progressively expands into the wall zones around the shaft as loading increases. Gradual growth of a plastic zone progressed outward from the excavation boundary at increasing loads but had limited extent and was surrounded at all stress levels by an infinite elastic zone. This design review, aided by computer analysis, confirmed that the shaft would have been considered theoretically stable as designed.

The apatite deposits in east-central Bahia, Brazil, are about 50 km east of Serra do Jacobina, between lat. 11° and 12° S. and long. 39°40' and 40° W. Apatite was found and examined at 15 localities in a mineralized belt that strikes about N.25° - 30 W. over a distance of about 100 km, but the size of the deposits has not yet been determined. Rocks of the region consist of a sequence of Precambrian migmatites and quartz feldspar paragneisses containing units of pyroxene-rich rocks, lenses of sillimanite-bearing quartzite, amphibolite zones, and calc-silicate marble lenses. Pegmatites and granites of probable anatectic origin (anatexite) are abundant. Faults are numerous. Clastic sediments of Tertiary and Quaternary ages cover most of the area; thus, outcrops of the Precambrian rocks are sparse. Trenches and pits have exposed mineralized zones as much as 10 m wide at some localities within the region. A layer of apatite at least 1 ½ m thick is exposed in a trench at Lagoa do Mel. At Rio do Peixe, vertical shafts have penetrated a mineralized zone, to a depth of as much as 13 m, of which about 25 percent is apatite. Apatite is massive or forms minute crystals, stringers, and disseminated grains in alkalic host rocks. At Apolinario, euhedral crystals of apatite are as much as 50 cm long and 30 cm in diameter. Associated minerals include vermiculite, biotite, scapolite, opal, chalcedony, epidote, montmorillonite, chlorite, kaolinite, sericite, magnetite, and limonite. Apatite is everywhere intimately associated with pyroxene-rich rocks, alkalic syenite pegmatites, and alkalic granite pegmatites. At Panelas-Retiro, apatite is associated with pegmatites, crystalline calcite (vein calcite), vermiculite, and pyroxene-bearing rocks. Analyses of samples show that the apatite is radioactive and rare-earth-bearing. Traces of vanadium and titanium were detected by spectroscopic analysis. The apatite was probably derived from phosphatic zones in the original Precambrian sedimentary rocks and has been crystallized and some mobilized by high-temperature regional metamorphism (higher amphibolite facies) into veins, pegmatites, and along certain preferred beds and fractures. Radiometric and geophysical surveys, in addition to conventional geological investigations, are planned to further investigate the nature and economic potential of the deposits.

A system for a continuous determination of the charge volume of grinding media in ball mills and SAG mills has been developed. The system, comprised of a unique measurement device and a model based Kalman filter algorithm, determines grinding media level within a mill and calculates media and liner wear rates. The signal from an instrumented washer mounted on the exterior of the mill shell is used to provide the measurement that, along with mill power and on-line models for media mechanics, result in estimates of mill parameters that can be used in media addition control strategies. Data are presented for a 12.5 x 15 ft. ball mill.

The fluidized bed was invented by Fritz Winkler of Germany in 1921. The first application in the U.S. was in the development of the fluidized bed catalytic cracking of petroleum in 1942. Today, fluid bed cracking reactors are an integral part of every oil refinery. When fluid bed technology was first considered for applications outside the petroleum industry it was recognized to have uniform temperature, close control of the gaseous atmosphere and excellent mixing between solids and gases. Roasting of sulfide ores and concentrates was an obvious match. The first application was a single stage roaster for gold refining in 1947. There have been over four hundred commercial fluid bed roasters built and operated successfully in the four decades since the fluid bed was invented. There are three general categories of roasting applications. The largest number of roasters fall into the dead roasting category which includes gold ore roasters. The other categories are sulfating roasters and partial roasters (Reference 1).

Theories are proposed to explain consistently a class of phenomena and are established with experiences, hypotheses, and laws. Not all concepts need to be presented in a mathematical format. A comminution theory must incorporate fracture physics, particle breakage, stressing events in crushers and mills, material transport, comminution kinetics and models, etc. In this paper the state of knowledge of some of these aspects is discussed. An attempt has been made to show the benefit of theory in comminution practice.

To provide a relatively more permanent solution, different processes have been developed. In addition to reviewing these processes, potential of using flotation as a process to treat hazardous metal and oil contaminated wastes is discussed in this paper.

The dispersion model of nonideal flow was applied to describe the hydrodynamic state within the flotation column. Residence time distribution (RTD) data of a laboratory flotation column were measured to determine the parameters of the model. The effects of operating variables and column geometry on the Peclet number which reflects the extent of axial dispersion were investigated and a semi-empirical expression of Pe was formulated. The dispersion model was validated for the column flotation of ultrafines coal. Under the conditions of sufficient aeration rate and frother addition, a good agreement between the measured recoveries and predicted data was obtained. The dispersion model with first-order flotation rate process of the flotation column developed in this study is useful in predicting the collection zone recovery of fine coal, and for the flotation column scale-up.

In central Utah, a coal mining operation is taking place under an 0.5-m (20-in.) pressurized natural gas pipeline. The room-and-pillar method with pillar extraction is being used to extract the coal from the seams. The pillars beneath the pipeline will not be extracted; however, there is a possibility that some subsidence may occur due to pillar failure. To assess possible damages on the pipeline, an attempt has been made to predict subsidence in the area where pillars may collapse. The resultant values of subsidence strain and slope have been used to determine the magnitude of strain, stress, and shear induced in the pipeline. Also, a network of survey points has been installed along the pipeline to detect ground move¬ment that would indicate excessive subsidence.

"The science of “optimal economic pit design” has been highly refined in the last decades. Even with the proliferation of optimizing and heuristic algorithms exploiting ever faster computers, the most common input is a single block model and a single set of cost assumptions, each of which is an estimate and prone to errors. An analysis of price assumptions produces a suite of nested economic shells, each with its own quantities of ore, waste, grade, and profit, but due to irregularities in the mineralized body, the growth of these shells can be erratic. To control the impact of the errors of the model and cost assumptions when choosing the pit shell for design, graphs of pit shells characteristics, such as stripping ratio, cost per unit of product and profit/ton, can be analyzed to consider points with higher stability, or robust pits. Selection of robust shells for a pit limit and for push backs can help to understand the impact to profit and risk. The robust shells also guide the preferred solution sets for final pit and cutoff optimization. INTRODUCTION “An open pit mining operation can be viewed as a process by which the open surface of a mine is continuously deformed. The planning of a mining program involves the design of the final shape of this open surface.” Optimum Design of Open-Pit Mines, Lerchs, H. and Grossmann, I. Transactions C.I.M. Volume LXVIII 1965. Traditionally an analysis of economic pit shells and sensitivity was performed by varying the input metal price. This was done with both floating cone algorithms as well as early versions of the Lerchs-Grossmann (L-G) algorithm. This gave an indication of the pit sensitivity to price but since other variables also change, some with metal price (perhaps steel and equipment), and some independently (fuel and tires) the understanding of these different pits was restricted. In addition, a run of the program could take hours, making a detailed analysis of small changes unwieldy. The L-G algorithm was programmed by a variety of people and sold as part of commercial mining packages, however it was first and most successfully commercialized by Jeff Whittle in 1984. When Whittle’s 3-D™ was expanded to 4-D the parameterization of the economic inputs was considered and the ability to run a suite of “pit shells” became automatic. The competing NPV Scheduler™ program sold by DataMine™ offers similar pit shell analysis capabilities."

The prevention of frictional ignition with a ripper-type continuous mining machine using conical bits was investigated in the laboratory using cutter-drum-mounted water sprays. Results indicated that frictional ignition during dry cutting of sandstone with conical bits was readily obtained even at low drum rpm, while wet cutting with a carefully-designed water spray nozzle located behind the bit substantially reduced the likelihood of frictional ignition. However, the orientation and operation of the spray nozzle is critical and involves almost no margin for error. A Lee-Norse 265 ripper drum has been modified to include durable water seals and is presently being field tested underground.

The inability to economically separate Fe3+(aq) from a variety of liquid effluents is a major Concern for the primary metals industry. A unique solvent extraction process, galvanic stripping, has been developed to address this problem. The galvanic stripping of iron from D2EHPA using only a 5~10 g/L H2SO4 solution is achieved after Fe3+ is directly reduced to Fee, in the organic phase using zinc metal additions. To date, the primary focus of the laboratory research has been on optimizing the parameters that control iron removal. The results from these studies have now been, used to make a preliminary design for a continuous flow process that is envisioned for zinc industrial applications. Specific quantitative data are shown for the use of a Zn-Ph cellos° in the iron-reams al process. Some introductory results on electrochemical potential measurements and impurity distribution with solution cycling are also giiven.

Traditionally, the practical evaluation of a mining project for a potential investment has been made considering mainly technical aspects. But the concept of sustainable development has introduced significant changes in the factors analyzed to make the final decision. This paper proposes an empirical evaluation of a project considering not only technical, economic and financial parameters, but also associated risks and other intangible aspects, such as political considerations, stability in the legal frame, social factors and environmental issues. The proposed methodology is practical and easy to apply for project management. Among its main advantages, the following could be quoted: using this evaluation two different projects or locations of a same project can be compared, future behaviors could be predicted, the index incorporates a new approach to specific mining projects and this perspective could also be applied to other projects with environmental and social impact, such as civil works or industrial projects.
