Laboratory conducted cutting tests at traverse speeds up to 1 m/s have been undertaken with high pressure water jets assisting the cutting action of drag tools. Four sandstones and one limestone have been investigated, which represents a wide range of compressive strength. Variables investigated include water jet pressure, nozzle diameter, depth of cut, traverse speed, jet position, and tool bluntness. The test programme has allowed a model to be developed which describes the action of water jet assistance for three conditions dependent on the ability of the jet to penetrate the rock: where no significant penetration occurs, where penetration is greater than 50% of the tool depth, and an optimum condition around 30% of tool depth.

The Plant. The annual production of the Pyhasalmi mine is 900 000 tons of copper- zinc-pyrite ore containing approximately 0.7 % Cu, 2.5 % Zn and 30 % S. During 1976...1981 altered surface ore, 850 000 tons in all, was also treated at the concentrator. The surface ore was crushed and ground in a separate plant and was then fed into the copper or zinc flotation or was flotated in its own circuit, depending on the degree of alteration and the content of copper and zinc in the ore. The surface ore was exhausted in October 1981. Flotation comprises three consecutive flotation circuits; copper, zinc and pyrite circuit. The zinc circuit includes an open circuit roughing and scavenging. The scavenger concentrate and cleaner tailing are pumped to the middlings flotation. Rougher concentrates of the open circuit and the middlings flotation are pumped to cleaning which includes four stages. Figure 1 describes the flowsheet of the zinc circuit.

This paper describes the techniques implemented at Randfontein Estates to develop twin-haulages at 'high speed'. An operation which culminated in the world record advance for twin-end multiblast cyclic development in hard abrasive quartzites. A major expansion project was planned for the mine, with the sinking of a third twin-shaft system (to be known as Cooke No. 3), to raise the level of ore production from 3 500 000 to 5 000 000 tonnes per alumm. Subsequent redesign of the proposed shaft system as a single 9 m brattice wall shaft took place, reducing the planned shaft sinking period by 12 months and saving an estimated R 250 000 (U.S. $ 330 000) in sinking costs. The advancement of the Cooke No. 3 Shaft sinking and development programme necessitated a rapid excavation schedule for two interconnecting twin-haulages from the existing Cooke No. 2 twin shaft complex to provide a second means of egress. An early holing between the two shafts would provide significant financial and technical benefits. Pre-development and equipping of shaft pillar excavations would enable a rapid shaft production build up and blocking out of at least one year's ore-reserves.

It wasn't until late 1976 that the U. S. Nuclear Regulatory Commission (NRC) set about to address the uranium tailings issue in earnest. It was decided that a generic environmental impact statement related to uranium milling operations would be prepared to support formal tailings regulation. We recognized, however, that this was a task that would take many years to complete and we could not take a "business as usual" approach to tailings management in the interim; the issue was too sensitive. To facilitate licensing during the interim period, the NRC developed guidelines in May 1977, for the industry in the form of the following performance objectives for tailings management: Siting and Design 1. Locate the tailings isolation area remote from people such that population exposures would be reduced to the maximum extent reasonably achievable. 2. Locate the tailings isolation area such that disruption and dispersion by natural forces is eliminated or reduced to the maximum extent reasonably achievable. 3. Design the isolation area such that seepage of toxic materials into the groundwater system would be eliminated or reduced to the maximum extent reasonably achievable. During Operations 4. Eliminate the blowing of tailings to unrestricted areas during normal operating conditions. Post Reclamation 5. Reduce direct gamma radiation from the impoundment area to essentially background. 6. Reduce the radon emanation rate from the impoundment area to about twice the emanation rate in the surrounding environs. 7. Eliminate the need for an ongoing monitoring and maintenance program following successful reclamation plan. 8. Provide surety arrangements to assure that sufficient funds are available to complete the full reclamation plan.

Mining steeply dipping coal seams is a difficult task. Prior to 1996, fully mechanized longwall mining methods along the seam strike direction were tried in China and other countries. Due to its larger coal reserve in steep seams, China made more, but still limited, progress on mining such seams than other major coal-mining countries. In the last two decades, accelerated research efforts have tried to improve the mining technology in steeply dipping coal seams. Based on this work, a dynamic model of a roof-support-floor (R-S-F) system under asymmetrical constraints in mining steep seams is established here, and a theory of strata control and hazard prevention is formed. The key technologies for mining steep coal seams include global and regional strata control methods in the longwall face; methods for the longwall face machines to sustain static and dynamic loads; and flexible protection technology. These theories and technologies have been successfully applied in China to the mining of steep coal seams of varying thickness and hardness, with hard and soft roof and floor, and with a high potential for spontaneous combustion. In recent years, the technology has been introduced to Russia, India, Uzbekistan and other countries where steep coal seams are mined.

Laboratory tests were conducted by the U.S. Bureau of Mines to determine the respirable dust reduction effectiveness of and interaction between face airflow and water sprays for a continuous miner. Exhausting face ventilation was varied from 3,000 to 9,000 cfm (1.42 to 4.25 m3/sec). Spray-water-flow was varied from 15 to 35 gpm (0.057 to 0.132 m3/min), while nozzle operating pressure was varied from 80 to 200 psi (5.62 to 14.06 kg/cm2). Results from gravimetric dust samples indicated that airflow had the greatest individual impact on reducing dust levels, with return and operator concentrations reduced by as much as 57% and 99%, respectively. Interactions between dust control parameters were found to be significant. Often, these interactions defined a level of application for a control parameter where further increases in that parameter failed to produce additional reductions in dust concentrations. In several cases, increases in a control parameter resulted in higher dust levels at the operator's location. These higher dust levels were attributed to additional rollback and/or airflow turbulence. Regression modeling indicated that increases in airflow to 8,400 cfm (3.96 m3/sec), water flow to 25 gpm (0.095 m3/min), and water pressure to 140 psi (9.84 kg/cm2) typically were beneficial at the operator and return sampling locations.

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

INTRODUCTION Uranium mill tailings, by-products from the mining and milling of uranium oxide contain all decay products of uranium-238, uranium-235 and all the Th-232. The ore containing all daughter products of the parents U-238, U-235 and Th-232 is ground to approximately 50% under 200 mesh particle size and after extraction of uranium, the residue, described as tailings, is discharged into natural depressions confined by dams. These deposition sites are referred to as tailings ponds. Tailings ponds are located in two mining districts, Bancroft and Elliot Lake in the Province of Ontario, Canada. Some parts of tailings ponds are dry up to a depth of several meters, whereas other parts have a water table very close to the surface and still others are covered with water. The extent to which the daughters of uranium isotopes are in equilibrium with the parents U-238 and U-235 is dependent on the age of the deposit in which uranium occurs and the extent to which the decay products are removed by geochemical processes. In the mining district of Bancroft, the deposit is known to be approximately 1 billion years old, whereas in Elliot Lake, the deposit is considered to be approximately 2 billion years old. The ratio of radiogenic lead isotopes Pb-206 and Pb-207, can provide some estimates concerning the age of the deposits. If the tailings are not affected by geochemical processes, the tailings would contain all the daughters of the 4n+2 and 4n+3 series in equilibrium concentrations. The equilibrium activities of some members of the 4n+2 series are calculated in Table 1. [ ] The amount of radiogenic stable lead isotopes depends on the age of the ore deposits. If the deposit in each district is of the same age, a definite relationship is expected with respect to the activity of Pb-210 and the radiogenic stable isotopes. Approximately 33 million tons of the tailings have been deposited in the early 1960's, approximately 20 years ago. During this period of storage, the segregation of uranium daughters, like radium, the diffusion of gaseous product, Rn-222, and removal of precursors by geochemical processes, can cause dis-equilibrium. Earlier work concerned with the uptake of Ra-226 and Pb-210 by plants (Kalin and Sharma, 1981), indicated that the concentrations of Pb-210,in samples of the tailings taken, were lower than the expected equilibrium. The diffusion of radon from a variety of matrices has been studied (Tanner, 1964). It has been shown that the diffusion coefficient is dependent on the particle size in which its precursor is present, the moisture content and the surface conditions. The direct measurement of radon concentrations in the environment near the ponds is dependent on the metereological conditions. Kramer, Schroeder and Evans, 1964, have examined the variations in the concentration of radon near the ground level with respect to atmospheric variables, such as changes in barometric pressure, precipitation, wind velocities, thermal atmospheric instability. It is difficult to relate the total release of radon from the ponds to the atmosphere over an extended period. Our measurements of Pb-210 and total lead on tailings samples taken from 16 sites indicate that the ratios of the activity of Pb-210 to the mass of total lead can provide parameters which are helpful in the estimation of the total amount of radon and its decay products diffusing from the tailings ponds. In this paper, we present the results of measurements of activities of Ra-226, Pb-210 and total lead in samples from various ponds situated in both mining districts. The measurements were confined to samples taken at 0-25 cm depth from the surface.

The CP-3A contract is the final segment of the MWWST’s 28.3 km (17.6 mile)pressurized water supply tunnel for the metropolitan Boston area. The 1,288 m (4,226 feet) of U-shaped tunnel alignment passed through five rock zones employing four different primary support systems. The short tunnel began in Weston, Massachusetts, at Shaft 5A in soft, completely weathered argillite, passed through a fault zone, and ended in Dedham granite. An 18-foot diameter horseshoe starter tunnel was built to accommodate a 4.94 m (16-foot 2 1 / 2 inch) diameter Robbins TBM. Heavy water inflows were anticipated and subsequently encountered during probe drilling. Pre-excavation grouting was implemented at high pressures to displace high water inflows in the starter tunnel and consolidate the fault zone. This paper will provide an overview of the tunnel construction with an emphasis on ground control, grouting and survey control.

This paper details the successful progression of a promising exploration property into a producing gold mine in only 35 weeks on schedule and on budget. While under construction, an extensive exploration program continued to add to the mine life through the increase in reserves, resulting in a decision to increase the mill capacity from 500 tonnes per day to 1000 tons per day while maintaining the original construction schedule. Details are provided on the unique geology at the Puffy Lake Gold Mine, development from the exploration stage through construction and ultimately to production, with a detailed flow sheet. In addition, of note is the successful change over from contract mining to the hiring of Pioneer personnel who are successfully carrying on both stope mining and development. Operating costs per ounce of gold production are projected at $185 U.S. and alternate methods of mining are currently being examined which could further reduce operating costs.

The Compañía El Zapote Yacimiento Y Minas, S.A. has an ore body containing 650,000 tons of 0.185 oz/t gold ore in Mexico. Metallurgical testwork has been done to determine the response of this ore to several possible processing schemes. The paper describes the rationale for selecting the Silver State Mining Co. methods in Colorado. Plans for developing the mine and building the treatment plant are described in detail in the paper. There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. U.S. Geological Survey (USGS) recently initiated the Front Range Infrastructure Resources Project. This is a multidisciplinary study along the Rocky Mountain Front Range from Pueblo, Colorado, to Cheyenne, Wyoming, and is designed to collect, compile, and analyze new and existing data on natural aggregate (stone, sand, and gravel), as well as water, and energy resources. To identify aggregate resources in the Front Range, a 1:500,000-scale reconnaissance map showing locations and quality of both bedrock and surficial sources of natural aggregate in the Front Range urban corridor was prepared by processing the digital geologic maps of Colorado and Wyoming. The first step of the process was to identify map units as either bedrock or unconsolidated material. Bedrock was classified according to type (i.e., limestone, granite, gneiss, etc.), which in turn was classified based on the suitability of the bedrock for use as crushed stone. Unconsolidated materials were classified according to relative age, with the older, more weathered materials being defined as less suitable for use as aggregate than younger materials. As a spin-off from the Front Range Project, the techniques developed for analyzing the Front Range geology have been modified and expanded to include all of Colorado and New Mexico. More detailed digital aggregate maps (1:24,000 scale) are being prepared in collaboration with the Colorado Geological Survey (CGS). Maps from the CGS "Atlas of Sand, Gravel and Quarry Aggregate Resources, Colorado Front Range Counties" show the distribution of potential resources of sand and gravel and provide general information about the physical properties of the resources. These maps are being digitized and merged into a single Geographic Information System (GIS) data base. In addition, the project is adding more specific information to the maps about deposit thickness, volume, and quality. This additional information is being obtained through field-characterization studies and modeling activities. The GIs data base can be displayed and queried using off-the-shelf software such as ArcInfo?, ArcView?, and Map Professional?. In addition, the USGS is developing a decision-support system to assist users in analyzing various land-use options on resource availability.

The National Mining Hall of Fame and Museum in Leadville, CO seized the opportunity to show off during its 10th anniversary induction banquet on Sept. 6. "We wanted to make people more aware of the mining hall of fame and museum," said Carl Miller, its executive director. The annual event honors inductees into the Mining Hall of Fame. This year, the inductees included Paul Wheeler Allen, Joseph Rosenblatt, Arthur Fay Taggart, Joseph Toy, Joseph Wharton and John Benjamin Zadra (ME, August, pp. 60-63). Allen, of Pasadena, CA and Rosenblatt, of Salt Lake City, are both living. Only Allen was able to attend. This year's induction banquet was the first held in Leadville, North America's highest incorporated city, at 3,094 m (10,152 ft) above sea level. The banquet gave attendees an opportunity to see the museum in its century-old 6,500-m2 (70,000-sq ft) Victorian schoolhouse. Many of the 350 guests came in 1890s dress to the black-tie affair. The evening included a cocktail reception and an open house along with a catered, prime rib dinner. During the open house, attendees had the opportunity to tour the museum's 12 rooms of exhibits and displays. Among items of interest, it was noted that a framed directory of inductees now enhances the entrance to the hall of fame. The directory is organized by the inductees' names and the location of their plaques, allowing visitors to quickly find hall of fame members. Noted mining historian and author Duane Smith delivered the keynote address at the banquet. After the induction of the six honorees, attendees danced to the big-band era music of the Leadville 17-piece band BandAge. Karl Elers was the master ceremonies for the evening's program. He is a member of the hall of fame's board of directors and is chairman of Battle Mountain Gold Co. Allen was honored by the presence of 26 former colleagues and associates. He told the audience that he originally thought the museum should have been located in Denver. "But I have been proven wrong," he said. For many years, Allen was the operational executive of Cyprus Mines Corp. and a key participant in the company's growth. Allen received a replica of his mining hall of fame plaque from Thomas Falkie, chairman of the hall of fame's board of governors and president of Berwind Natural Resources Co.

The U.S. Bureau of Mines, in an effort to improve coal conservation and utilization is currently investigating longwall panel layouts to maximize coal recovery and minimize interactive problems in multiple-seam operations. When longwalling coalbeds in descending order, the transfer of stress from overlying gate roads is a major design constraint affecting pillar stability in the lower mine. The lower mine gate road pillars must be properly designed to withstand the additional load transfer if gate roads are superpositioned in successive seams. The Bureau's MULSIM/NL model was used to analyze load transfer mechanics for superpositioned gate road pillars. Analysis of Longwall Pillar Stability (ALPS), which is an empirically based design method for longwall gate road pillars, was used to calibrate model input parameters. The attributes of both the MULSIM/NL model and ALPS were combined to develop a modified method for estimating pillar stress for multiple-seam cases. The modified method uses a multiple-seam (MS) factor to estimate the stress on the lower mine gate road pillars when superpositioning is practiced. Numerical analysis shows that the MS factor is dependent upon the interburden thickness and pillar width and is presented in a series of graphs relating these two parameters. Several examples are included to illustrate the use of the MS factor for estimating lower mine pillar stress and resulting stability factors.

This paper discusses the application of Integrated Inertial/GPS technology for position determination of earthmoving equipment in an open-pit mine. Different GPS augmentation methodologies are introduced and discussed. Principles for the operation of the Applanix POS MC (Position and Orientation System for Machine Control) are also presented, together with test results conducted at the Twin Creeks Newmont mine, using the POS MC and Caterpillar’s CAES (Computer Aided Earthmoving System).

The term “Paste Technology” was first used in the late 1980’s. It was used to describe a high fines (15 wt% or greater minus 20 microns), low water content backfill material that could be transported underground through a borehole/pipeline distribution system (4” to 8” dia.) at a yield stress similar to fresh concrete (100 to 400 centipoise). This “Paste Backfill”, unlike slurry transported backfills does not segregate into separate solid and liquid phases at low pipeline transport velocities or upon disposal into the underground stope. Paste backfills can consist solely of fine material, or can include fines plus sand and aggregate similar to a concrete mix. Pipeline transport of paste requires that sufficient fine material (minus 20 micron content) is contained within the mix to lubricate the pipeline walls to create a plug flow condition. For concrete, the fine material is supplied through the cement addition to achieve high compressive strength. For paste, the fine material is generally available in large quantities in the form of mill tailings. The paste tailings can be transported underground for use as backfill or discharged on the surface in a tailings management facility (TMF). This natural abundance of fine grained material is not exclusive to mine tailings but is common to many waste streams in many different industries. This makes the disposal of many waste materials very amenable to paste pipeline transport and placement as a non-segregating slurry. The potential use of paste technology for a wider group of waste materials was realized by these authors and others over two decades ago. Through the effort of this small group the use of paste technology has expanded over the years to become recognized as a low cost, environmentally superior, and technologically controllable method of transporting and placing specific material waste streams with a low water content and high placement density. The high yield stress nature of a paste also lends itself well to the blending of one or more coarse waste materials into the fine waste material paste stream. This allows all the waste materials to be transported by pipeline, increases their placement density; decreases the supernatant release/treatment, reduces contaminant mobilization, hydraulic conductivity and oxygen/water reactivity through encapsulation in the paste matrix. The following paper describes the present state-of-the-art use of paste technology in the world today. It also describes future uses of the technology that are under development and speculates on the overall use of the technology for waste management in the future.

A computer model has been developed at Consolidation Coal Co.'s Central Engineering Dept. for preliminary economic evaluation of deep coal mine reserves. Since it was first formulated more than two years ago, the model has been used for the following purposes: (1) ranking studies of coal exploration projects, (2) marketing surveys, (3) preliminary sale and acquisition analysis of coal reserves, and (4) parametric analysis in conjunction with detailed feasibility studies.

The U. S. Department of Energy is constructing and operating the Waste Isolation Pilot Plant (WIPP), a research and development facility near Carlsbad, New Mexico, to determine whether or not defense-generated high-level radioactive waste can be stored safely in bedded salt. The goal of the WIPP modeling program is to develop the capability to predict room responses from one site to another without a priori knowledge of the actual room responses. Data from one of the early WIPP excavations, called the South Drift, have already been used to form an initial evaluation of computational models for predicting room closures as a result of salt creep [Morgan et al., 19851. In that study, a significant unresolved discrepancy existed between predicted and measured room closures. It was suggested that future studies address alternate forms of the constitutive law. In this paper, an alternate form of the creep model for salt is used that is founded upon the deformation- mechanism map for the micromechanical deformation processes. This model embodies both steady-state and transient creep. Also, quasi-static plasticity is incorporated into the complete constitutive model for salt. The conclusion is drawn that the combination of the mechanistic creep model, plasticity, and flow potential can approximate the late time South Drift deformation. Further improvement of the model fit of plasticity in the future is expected to further improve the simulation.
