Many systems which are modelled mathematically result in a model where the relationships between some or all of the parameters are found to be non-linear. These systems are usually complicated further by a desire to make the system achieve multiple and often conflicting objectives or goals simultaneously. Rozwadowski (1970) developed a model to describe the total discounted net profit of a mine as a function of the amount of ore developed and of the grade of the amount of ore mined. Dynamic programming was used to determine the policy which gave the maximum net present value. In this paper it is shown that the relationships between the variables can be approximated by piecewise linear functions. This is amenable to solution by an algorithm based on the simplex algorithm of linear programming. The goals of maximizing the net present value, the total net profit and the total gold output are incorporated simultaneously into a goal programming formulation of the system. The resulting model is characterized by a large number of disconnected constraints. These are decomposed into several smaller problems and the problem solved. The solution is examined to discover the sensitivity of the system to changes in certain parameters. In particular the interaction between the three goals is analysed to determine whether there is conflict between any of the goals and, if so, what the trade-offs between the conflicting goals are.

During 1983, The Youghiogheny and Ohio Coal Company's lost-time-incidence rate was 8.1, equal to the average for underground bituminous operators. How- ever, one half of all lost-time injuries were low back, back and neck related. In reviewing these results, we determined that substantial improvement could be made. We investigated existing back schools and the possibility of opening an in-house clinic. In September 1984, we began The Youghiogheny and Ohio Coal Company's Back Care Program. The objectives of the program are to reduce the number of back injuries incurred at the work site, hasten recovery time, decrease medical and workers' compensation costs and provide the employee with a thorough understanding of his problem. A state-of-the-art clinic capable of treating injuries to the spine and extremities has been established at the work site. The clinic is staffed by a licensed physical therapist and is offered to all employees on a voluntary basis under physician referral. The approach to treatment is multi-phasic. For the typical patient, the initial goal is to reduce pain and correct dysfunction. Treatment modalities such as auto-traction, extension exercises, ultra sound and moist heat are frequently used. During this period the patient is given extensive education regarding his problem. As soon as more vigorous activity can be tolerated, a work-hardening pro- gram consisting of job simulation activities designed to improve flexibility, strength and functional capability is begun.

Companies are constantly searching for more effective methods of controlling and reducing costs. In recent years increased emphasis has been placed on cost reporting to the middle manager and down to the first-line foreman because this is the place where the money is really spent. Traditionally, operations management has been relegated to using cost systems designed by financial management for the use of financial management. They reflect the machinery necessary to produce profit and loss statements, and so-called cost reports emanating from these systems frequently have a heavy orientation toward product costing rather than the cost that an individual manager or foreman actually controls. In addition to direct operating costs by function or product type, they often include overhead allocations from local operations as well as from the home office. This type of full-absorption costing has many worthwhile uses but is of little or no use to operations management for cost control purposes. It is particularly discouraging to many supervisors because it includes so many categories of cost over which they have little or no control. It is for this reason that modern, aggressively managed companies are increasingly moving in the direction of responsibility cost reporting. It is the objective of responsibility cost reporting to report only direct operating costs over which the individual manager or foreman has complete control, thus facilitating cost control by fixing responsibility for cost.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. GEOLOGY The regional geology of the Washington Metropolitan Area is divided into two physiographic provinces by the northeast trending Fall Line (Fig. 2). A current program of research on the explosibility of coal dust/methane mixtures is described. During the study an explosion test chamber based on a novel design has been developed. This 20 litre open chamber uses a rotating drum concept for dust dispersion and infra-red sensors for dust concentration measurement. The chamber design allows different initiators to be tested while varying methane gas and coal dust concentrations. A new approach to the determination of coal dust concentration is included with a description of a dielectric dust probe. The measurement technique is based on the change in dielectric constant as the proportion of coal dust in air between probe capacitor plates increases or decreases. Characterization of coal dust samples is of vital importance. The particle size distribution, coal proximate analysis and elemental analysis were studied. Coal dust was sourced from airborne collected samples, settled dust from mine sources and seam channel samples crushed and sized. Explosibility test results indicate that a very low concentration of coal dust can form an explosible mixture when dispersed in methane concentration of just below five percent. With low temperature initiators, the coal dust lean limit concentration rises rapidly as the methane concentration is reduced. An accurate knowledge of the potential explosion hazards of coal dust and coal dust/methane mixture is necessary to establish safe operating conditions in underground mines. The research results outlined extend knowledge in this area.

The problem of the estimation of ore reserves is essentially a simple one to describe. Given a set of sample data, at specified locations within a deposit, how can we estimate the value (or quantity) of ore in unsampled areas. The question may be posed of a whole deposit (global) or it may be more desirable to estimate smaller volumes within the planned mine area, e.g. stopes or blocks (local). Many methods have been evolved to tackle this problem, from hand-contouring of values by the mine geologist to extremely sophisticated geomathematical analysis. The main difficulty with any estimation method in this context is that it is almost impossible to check whether the "predicted" value bears a close relationship with the "actual" value. The only reliable way to decide if an estimation method has "worked" is to test the eventual value of ore against the predicted value. This is, more often than not, impossible - even allowing for the time factor involved. To know the "actual" value of a mined block it has to be sampled intensely, and these values with their positions recorded accurately. Alternatively, blocks may be passed through the concentration process individually and these results recorded. In most producing mines neither of these alternatives are practicable or seen to be-important. Another problem with comparing in-situ (so-called) mineable reserves with production figures is the introduction of many variables into the concentration process -- dilution, wastage, possible stockpiling, mill recoveries and so on.

The Central Florida Phosphate District is located in southwestern Polk, southeastern Hillsborough, Manatee, and Hardee Counties, Florida, flanking the.southern end of a major structural uplift known a the Ocala arch. Ore control problems here are varied and unique due to non-homogeneity of matrix and high volume mining operations. Overburden stripping and matrix mining are performed by large draglines, the matrix being slurrified and transported to the processing plants hydraulically. Production geologists' responsibilities include, 1) prediction of special mining problems, 2) prediction of ore quality and quantity, and 3) the physical control of the ore quality and recovery during mining. prediction is based on core drilling and visual inspection and analysis of the core samples. Basic economic, and physical minability criteria are thus established. Ore grade and tonnage recovery are of particular importance with emphasis being placed on coordination between mining and processing personnel. Routine inspection of the working pit face is of prime importance and both physical and quality variations are pointed out to the mining supervision. Physical problems in ore control occur due to erratic clay, dolomitic limestone and sand lenses. Near surface ground water is abundant, posing a threat to recovery. Contaminants of the phosphate ore are large quartz grains, pebbles of cemented quartz sand, clay balls, iron oxide laminac and dolomitic limestone particles. Success of the ore control program is predicated on a balance between predicted ore tonnages and grade and actual production. The geologists' primary attention is directed toward this balance.

Most of us are aware of the ever increasing use of underground space. At the Advisory Conference on tunneling in Washington, D. C. in June of 1970, the demand for construction oriented tunneling during the 1970s was estimated at some 21,000 Km of length with an excavation volume of 675 million cubic meters. Of this total, 11 million cubic meters were forecast for underground parking. Though this is a small portion of the total, it is significant to note it represents a 280% increase over the previous decade. Other areas of unusual increase were railroad tunnels, 150%, and rapid transit tunnels, 160% (1). Faced with this increasing demand, the need for improved excavating efficiency is obvious. Great strides have been made. In Japan, for example, several new long tunnels have been driven parallel to old existing ones at costs as much as 50; under those of the original tunnels (1). This is an impressive achievement. I am certain, however, that we would all agree that even greater improvement is required. Great emphasis is being placed upon sophisticated systems which include among others, mechanical borers, thermal fracturing, and various methods of rock weakening and softening. However, in hard rock excavation the fact remains that the drill-blast method continues to be the most widely used system. Undoubtedly it will continue to be one of the most important techniques in the forseeable future.

On-line analyzers have made possible the use of fuzzy logic control (FLC) for local control applications in coal preparation plants. This includes FLC of heavy media vessels, cyclones and froth flotation. These circuits can be controlled in real time in a feedback control loop with an on-line analyzer. Control strategies can be developed using statistical process control (SPC) techniques that are first applied offline in manual mode through the use of control charts. This process is then brought on line using FLC in conjunction with an on-line analyzer to automate the circuit. The advent of programmable logic controllers into preparation plants has enabled the implementation of regulatory control. As shown in Fig. 1, regulatory control is the first level of process control as applied in a processing facility. This involves: ? The logic sequences for start-up and shutdown procedures and all the necessary interlocks for safety purposes. ? The systems to control individual parameters and individual units. Various sensors provide information that is useful to plant operators, while some can be used as signals to simple control loops (Couch, 1996). This is the foundation of process control. It must be performed well if there is to be any success in supervisory control (level 2). Supervisory control involves overseeing and directing the operation of unit operations, or of the whole plant. This includes more complex loops with cascade control. And it may involve feed forward and feedback systems. There have been some applications of this kind of control to thickeners and flotation circuits in coal preparation plants. In addition, there are supervisory controls on some dense medium circuits and, in a few cases, on jigs. These are implemented with proportional integral- derivative (PID) controllers that are available in the PLC or distributed control system (DCS) operating soft ware. In a coal preparation plant, there might exist 200 to 400 PID loops. In a coal-pro¬cessing plant, this number is increased to 2,000 loops or more. It is important to use the correct algorithm or function to control a process variable to the point where automatic control shows a markedly decreased variability over manual mode. This is where fuzzy logic and neural networks have an advantage over traditional model-based expert systems. Because dynamic models of coal preparation unit operations do not exist, model-based expert systems that are prevalent in minerals processing cannot work. Not enough is known about the dynamics of the gravity separation processes employed in coal preparation. Therefore, an artificial intelligence (AI) system consisting of a subset of fuzzy logic, genetic algorithms and neural networks must be applied in coal preparation plants if a supervisory control system is to be successful across a range of feed characteristics and variable set points.

Introduction The frigid regions of Canada's high arctic islands are well-known for major oil and gas explorations. But mining leads the way in development. Cominco Ltd.'s Polaris mine is in its second full year of commercial production, and outstripping the rated production capacity foreseen by its planners. The Polaris mine is located on the shore of Little Cornwallis Island, near the settlement of Resolute Bay. The mine property is compact. It occupies about 3 km2 (0.5 sq miles) of the vast Arctic landscape. A number of mining and technological firsts were necessary to bring a mine into production at this 76° North latitude. Development constraints that had to be overcome included climate, remote location, and the limited ice-free shipping season. Construction of the entire process plant and ancillary facilities took place on a barge in the South where labor and supplies are plentiful. The plant was towed through ice-strewn waters to its permanent location at the mine site 1450 km (900 miles) from the North Pole. Freighters moved the first shipments to the South during ice break-up in late summer 1982. Most of the zinc concentrate is sold to European smelters. The remainder is tolled at a custom smelter in Europe, and the resulting metal is sold by Cominco. Lead concentrate is sold to European smelters. The mine was designed to produce 177 kt/a (195,000 stpy) of zinc concentrate and 41 kt/a (45,000 stpy) of lead concentrate. Actual production in 1983 was considerably greater, with both mill throughput and feed grades being higher than forecast. Production was 217 kt (239,300 st) of zinc concentrate and 51 kt (56,300 st) of lead concentrate. Average milling rate was 2.3 kt/d (2500 stpd), well above the designed capacity of 2.1 kt/d of (2300 stpd). Arctic Climate Extremes The climate is typical of the Arctic: very dry with short, cool summers and long, cold winters. From November through February, there is continuous darkness. Continuous daylight prevails from April to August. Precipitation is light, rivaling the Sahara desert at about 127 mm (5 in.) of rain and snow a year. An almost continual wind forms deep snow drifts against any obstacle on the ground. Temperatures range from a winter low of about -50°C (-58°F) to a relatively pleasant 15°C (59°F) during sunny days in August. Freeze-up begins in September and ice thickness increases from less than 0.3 m (1 ft) in early October to a maximum of about 2.1 m (7 ft) in May. The permanently frozen ground extends to a depth of about 427 m (1400 ft). Only a few inches of surface ground thaws in the summer. Exploration Activity Zinc-lead mineralization was

A method of hand-calculating the air-cooling requirements of a conceptualized underground mining operation is presented for the reader's orientation. Separate air heat load calculations were conducted for adiabatic compression, electromechanical equipment, wallrock, broken rock, groundwater, and blasting operations. The air heat sources were calculated for four mining levels under conditions representative of a typical planned mining operation at depth. The total heat gain on each level will approximate the level air-cooling requirements. The results of these hand calculations can be further modified by the use of mine ventilation computer software that refine the heat-source calculations, predict underground ambient air temperatures, and establish the air-cooling requirements of a mine. INTRODUCTION The principal mining method employed is a modified vertical crater retreat (VCR) blasthole operation. Typical scopes range from 20 to 40 feet wide, 75 to 100 feet long, and 100 feet in height. Six and one-half inch blastholes are drilled with an "in the hole" hammer drill. Eight-foot high horizontal rounds are blasted down. Mucking of ore from the undercut to orepass is done with LHD equipment operated from a remote control station. Backfill includes hydraulically placed tailings with cement, and waste rock when available. Stope access is from ramp sub-levels on 50-foot vertical intervals. Crosscuts are ramped down to the first stope cut 25 feet below the sub-level elevation. Then the crosscuts are raised by taking down the back when each stope cut is completed, until an elevation 25 feet above the sub-level is reached. The crosscuts are filled with tailings, and/or waste rock. See Figure 1. Typically, a two-pronged approach to defining the air-cooling requirements is conducted. First, the principal sources that make up the air heat load are individually hand-calculated. Second, projections of mine heat load are calculated by utilizing computer modeling techniques. This paper discusses the first method (hand calculations) of determining the individual components of heat flow into the mine. CALCULATED AIR HEAT LOADS Adiabatic Compression The plans for the mine include delivery of 300,000 cfm of air to ventilate the lower level operation. This is equivalent to approximately 200 cfm/ton of rock produced (300,000 cfm/1500 tpd of ore and waste). As air flows down a shaft, with no heat interchange between the shaft and air and no evaporation of moisture taking place, the air is heated in the same way as if it were compressed in a compressor. Dry air increases in temperature about 5.4°F per 1000 feet. One BTU is added to each pound of air for every 778 feet of decrease in elevation, or is subtracted for the same elevation increase. For dry air, the dry-bulb temperature change is 1/(0.24 x 778) = 0.00535°F/ft., or 1°F/187 ft. elevation. Auto-compression may be masked by the presence of other heating or cooling sources, such as shaft wallrock, groundwater, air and water lines, electrical facilities, etc. The major factors influencing the temperature of the air delivered underground by a shaft are (1) the night time cool air temperature's effect on the rock or lining of the shaft, (2) temperature gradient of ground rock related to depth, and (3) evaporation of moisture within the shaft which increases the latent temperature and decreases the sensible temperature. [Calculation For Adiabatic Heat of Compression] a. Assumptions: 1. Three hundred thousand cfm of fresh air at 3000 level has increased in temperature during the summertime to the point where it has little available cooling power. Air-cooling will be required on 3000 Level and below. 2. Elevation of 3000 Level is approximately +1000 ft. above sea level.

Introduction The formation of scale is common in gold ore processing plants. A working definition of such scale is: "A hard, tightly adhering deposit formed in place by the precipitation of calcium-bearing mineral compounds from water." The most common scale found in gold processing plants is calcium carbonate (CaCO3) although calcium sulfate (CaSO4) is occasionally a problem. The problem of scale in carbon strip circuits Carbon strip circuits present a particularly challenging scale inhibition problem. Many of the factors that tend to promote scaling are present in these systems. For example, carbon strip circuits are run at high temperatures and high pH levels and require long batch cycle times. Tortuous paths are encountered by the strip solution circulating through heat exchangers, pipes and elbows, causing transient pressure drops throughout the system. Severe conditions such as these cause the water to possess a high scaling potential and may lead to the breakdown of some of common types of scale inhibitors. Formation of scale Natural waters contain dissolved minerals and gases that promote scaling. One of the contained gases, carbon dioxide (CO2), is an important factor in scale deposition. Carbon dioxide dissolves in water to yield carbonic acid according to the following reaction: [CO2 + H2O - H2CO3 (carbonic acid)] Carbonic acid rapidly dissociates to yield bicarbonate and carbonate ions depending on the pH of the system: [H2CO3 -s H+ + HCO-3 (pH range 6-10) HCO3 -a H+ + COO (pH range > 9)] In gold cyanidation processes, lime is added to raise the pH of the mill solution to 10 or above to promote cyanidation of the gold and to eliminate the possibility of hydrogen cyanide (HCN) formation. Lime contributes both hydroxyl ions (OH--) and calcium ions (Ca++) to the solution. The normal scale forming reactions in mill water systems were described by Beasley (1973) as: [HCO-3 + OH -s C03 + H2O Ca++ + C03 -a CaCO3] Factor affecting scale deposition According to Linke's (1958) solubility tables, the solubility of calcium carbonate in carbon-dioxide free water is only 13 mg/dm3 (13 mg/L) at 25° C (77° F). Scale deposition occurs when the concentration of calcium and carbonate ions in the solution exceeds the solubility of calcium carbonate. This occurs, in most cases, when the water has undergone some chemical or physical change. Some typical changes that might occur that lead to scale deposition are discussed below. Temperature An increase in temperature can greatly increase the tendency to form calcium carbonate scale. Studies by Miller (1952) have indicated that calcium carbonate is less soluble at higher temperatures. Hence, high temperatures promote scaling. For this reason, scale is often noticed on heat exchangers, autoclaves and other high temperature surfaces. Pressure A decrease in pressure may lead to an increase in the tendency to form calcium carbonate scale. Fulford's (1967) work has shown that scale is more soluble at high pressures. Hence, scale is likely to be prevalent in pump suction lines, elbows, baffles and other areas that produce turbulence and subsequent pressure drops. Change in pH Calcium carbonate scale is pH dependent and tends to form more readily at high pH. Any event that causes an increase in pH, such as the introduction of lime or caustic, would tend to initiate scale formation. Since most gold recovery operations are run at a pH above 10, the tendency to form calcium carbonate scale is always great. The use of scale inhibitors to prevent calcium carbonate scale Many products are commercially available to inhibit the formation of calcium carbonate scale. Some of the more effective types include phosphonates, as well as acrylate and maleate-based polymers and copolymers. Many of these products function by means of threshold

OPEN STOPING An open stope is an underground cavity from which the initial ore has been mined. Caving of the opening is prevented (at least temporarily) by support from the unmined ore or waste left in the stope, in the form of pillars, and the stope walls (also called ribs or abutments). In addition to this primary support system of open stoping, some secondary support may also be required using rockbolts, reinforcing rods, split pipes, or shotcrete to stabilize the rock surface immediately adjacent to the opening. The secondary reinforcement procedure does not preclude the method classified as open stoping. There are many forms of open-stope mining used to extract the initial material from a mine. Having once established that the mineral and waste rock are competent enough to use an open-stoping method, and assuming that the reserve is not classified as gassy, the Form which the method will take is primarily determined by the dip and thickness of the reserve. How these two factors affect the selection of the open-stope mining is discussed in a later chapter. At this point it will suffice to say that the classification of the open-stopes mining system which follows is based on whether dry' broken materials flows by gravity or whether it must be moved by nongravity methods where energy must be supplied to move the material. Room-and Pillar-Mining Room-and-pillar mining is an open-stoping method where mining progresses in a nearly horizontal or low angle direction by opening multiple stopes or rooms, leaving solid material to act as pillars to support the vertical load. Since the direction of excavation (angle of dip) is below that which would cause the dry material to flow by gravity to a drawpoint or gathering point, the material must be loaded in the room where it was extracted and transported to a point where it will flow, either by gravity or mechanical means, to a central gathering point to be taken out of the mine. This is an important aspect of room-and-pillar mining which differentiates the system from other open-stope mining methods which rely heavily upon gravity to transport ore from where it was broken to a lower elevation, usually through a drawpoint. There are many variations of the method which go by a number of names in local districts: breast stoping, breast-and-bench stoping, board-and-pillar, stall-and-pillar, and panel-and-pillar are all basically open-stope room-and-pillar mining. In some instances detailed stope planning is almost nonexistent; i.e., the operator simply follows the visual pay values, leaves pillars only where necessary, and tries to locate them in the zones of lower value. This method of mining is as old as the beginning of underground mining itself, dating back thousands of years. Early in the history of mining in this country, the term "gophering" was used to describe this method (Peek 1941). The term is appropriate, for it brings to mind the exact results of this type of system-a random and irregular room-and-pillar mine. In other instances where the mineral values are consistent both in physical dimensions and quality, the mine layout can be planned to the last detail, resulting in a uniform room-and-pillar mine. Coal, trona, gilsonite, potash, oil shale, salt, limestone, and sandstone mines can usually follow such a system. Today, most metal mines using a room-and-pillar operation try to mine as regular a pattern as possible but deviation in height, width, thickness, dip, and grade of the ore results in comparable deviation in the mine plan. Variations of the Room-and-pillar System It is necessary to briefly describe some of the many variations of the room-and-pillar system of mining, enabling the reader to fully explore the concepts and become familiar with the terminology used before going on to the details of mine design. Full-Face Slicing: If in the process of opening the rooms the total vertical extent of the mineral values of the particular seam or strata are extracted from the advance of one vertical face, the term used to describe this is full-face slicing. This face is also known as the "breast." There is no mineral of economic value intentionally left either in the floor or the roof (back) to be mined later. To be able to extract the full-face height in one pass, the mining equipment must obviously be designed to reach as high as the back. In an Appalachian coal mine, this may be all of 660.4 mm (26 in.); for a future oil shale property it might be 15.24 m (50 ft). Normally, however, in a majority of mines where the mining face gets over 6.09 to 6.7 m (20 to 22 ft), the tendency is to divide the face into more than one pass. Over this height, it becomes difficult to properly see and remove loose rock from the back with a hand "mining bar." Where the process of taking down loose rock has become mechanized, higher full-face mining can be safely practiced. Most eastern and midwestern coal seams and western uranium, trona, and potash seams in the United States are easily reached in a single face; many limestone, lead, and zinc mines must resort, at least in part, to "multiple-slicing" to remove all the minerals of value. Multiple Slicing (also known as multiple-pass mining): In many cases it is not practical to carry the full vertical height of the mining horizon as a full face. The face is divided into parts known as the breast, bench, and/or brow. Computerized Preventive Maintenance is important in maintaining consistent and efficient operation in any industry utilizing sophisticated and expensive equipment on a continuous basis. At today's large bulk materials handling facilities, the problems of continuous operation of complex machines with their thousands of components exposed to abrasion, dirt, dust and the elements, are intensified and multiplied. Effective preventive maintenance can increase profits. Yet, the number of tasks to be performed is so staggering that it is beyond error-free human capacity. The computer must be an essential ele¬ment in any efficient and economical preventive maintenance system. Computerized preventive maintenance techniques have been successfully used in many fields, usually involving highly skilled and specialized personnel working under favorable and controlled conditions. Now, The Pittsburgh & Conneaut Dock Company has developed and is applying a computerized preventive maintenance system that is applicable to the bulk materials handling industry. The "system" has taken many years of intensive effort to develop and has been time-tested and proven during the past years on equipment handling materials with rugged physical characteristics and corrosive and abrasive qualities, under some of the most adverse weather conditions on the Great Lakes.

Risk management is an established loss-control methodology that has been applied successfully in many industries. Recently, interest in this structured approach has grown in the mining industry. The main objective of this research was to develop a risk-assessment process, which is a part of risk management, that can be used by the U.S. mining industry to more thoroughly characterize risks associated with haul truck-related fatalities. The assessment is based on historical data obtained from the U.S. Mine Safety and Health Administration (MSHA) investigation reports, which includes 113 fatal incidents that occurred from 1995 through 2006. The risk-assessment process used in this research involves the following basic steps: identification of the risks, risk analysis and risk evaluation. The preliminary hazard assessment (PHA) method is used in identifying and quantifying risks. Risk levels are then developed using a pre-established risk matrix that ranks them according to probability and severity. The resulting assigned risk value can then be used to prioritize control strategies. This paper is a part of a detailed study on risk assessment for equipment-related fatalities in mining sponsored by the Western U.S. Mining Safety and Health Training and Translation Center.

The area described in this paper lies along the inner margin of the Coastal' Plain in Twiggs County, near the exact center of the State of Georgia. Twiggs is one of four counties which produces approximately 75 per cent of the nationals output of kaolin used in the paper trade. In this vicinity the land surface is characterized by coastal plain hills with elevations ranging from about 250 feet, above mean sea level in the flood plain of: the Ocmulgee River to about 550 feet above mean sea level on the hill tops. Surface drainage in the area is southwestward to the Ocmulgee River, the tributaries of which have dissected the land surface exposing thick sections of the upper parts of the hills of Eocene (Ocala Limestone and Barnwell formation) limestone, sand, marl and clay, and in the lower parts of the hills Cretaceous (Tuscaloosa Formation) kaolin, kaolinitic clay, sandy clay, sand and, gravel. The contact between these two principal groups of geologic units is rather easil distinguished as the top of the kaolinitic beds. It is described in detail and mapped in published geologic reports for the area (LaMoreaux, 1946).

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions' economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country's long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

The application of automation and robotic technologies to coal mining equipment at the face offers improvements in worker safety and efficiency. The evolutionary introduction of autonomous, intelligent machines to perform the most hazardous tasks in underground coal mines may become a reality within the next 10 to 15 years. The US Bureau of Mines Advanced Mining Systems research program is developing the technology necessary to achieve this goal. This program consists of both core and applications re¬search that focus on the fundamental issues of sensor-based, computer-assisted, machine control technology. In the near term, the research is directed specifically to the computer-assisted control of present-day underground equipment. The immediate effect will be relocating equipment operators to a nearby area of safety. It is being performed in a manner that can make incremental improvements in safety and efficiency. The research is being performed closely with private, government and academic researchers in the miring, space, armed forces and factory automation and robotics research areas. It is a mixture of basic research, applied research and the application and adaptation of existing technologies from a multitude of sources.

Hibernia de Mexico SA de CV, based in Durango, Durango, Mexico built and put into operation a 700-t/d (770-stpd) agitated cyanide leach plant in Guanacevi, Durango. Plant construction began in March 1993 and operations began in November 1993. Hibernia de Mexico, a wholly owned subsidiary of Hibernia Holdings, Inc., is a privately held Tucson, AZ-based company. The startup procedures described here deal with Mexico's legal, import-export and finance requirements, and labor and security requirements. The 700 t/d (770 stpd) Guanacevi project is located next to the town of Guanacevi. The project is an agitated cyanide leach plant built to process about 2 Mt (2.2 million st) of flotation tailings over its life. The plant is operated by Servicios de Guanacevi, Asociasion en Participacion. It is owned jointly by Hibernia de Mexico and Metalurgica Guanacevi SA de CV. Legal, importation of equipment and financing For a foreign company to operate in the mining industry in Mexico, it must form a Mexican company. A Mexican company presently must be at least 51 % owned by a Mexican entity. The other 49% may be owned by non-Mexicans.

The power industry throughout the world is in the midst of a significant transition that will result in a major restructuring. Deregulation of utilities in the United States is continuing, resulting in increased competition among power providers. The traditional ways that electric power is globally bought, sold and delivered will also change. However, according to the Department of Energy's (DOE) Pat Godley, one thing is clear: "Those who provide the power during the 21 st century will be those who are willing to change - those who are willing to accept new ways of doing business and willing to employ new technologies." Godley is assistant secretary of fossil energy with DOE. Her comments came during the opening remarks at the Fourth Annual Clean Coal Technology Conference, held in Denver, CO, Sept. 5-8, 1995. The conference was sponsored by DOE and the Center of Energy and Economic Development. Under the theme "Global Opportunity," more than 300 coal and utility executives spent three days discussing the new face of the electric-power industry throughout the world and the new, mostly clean coal technologies (CCT) that will be available to power providers.
