Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

The current state of the mass transit industry in America will be examined. How and why this important urban activity shifted entirely, or almost entirely, from the private sector to the public sector. Who pays for transit? For day to day operating costs? For capital investment? The prospects for transit's future will be the next major issue addressed. In a word, they are rather good. Over the past decade there have been major new transit investments made in Atlanta, Baltimore, Washington, D.C. and Miami, as well as constant re-investment in such cities as New York, Boston, Philadelphia and Chicago. While the current administration has put a temporary halt on the initiation of any major new rail transit projects using Federal funds, there are several mechanisms localities have for using other resources for such projects. These will be explored.

Increased consumption of concrete in the Pacific Northwest has pushed aggregate resource development pressure from urban areas west of the Cascade Range to rural areas east of the Cascades. Some recent development has focused on barge and rail accessible off-reservation Indian allotments that are exempt from state and county regulations. These lands have their own unique set of challenges, especially when Federal and Tribal governments have conflicting goals and attitudes pertaining to resource development. This paper discusses issues of leasing, reclamation, Federal vs. Tribal authority, cultural resources, and the history of allotment.

Two epiclastic horizons in an Archean volcanic sequence host the gold occurrences on the Dunraine property near Wawa, Ontario, Canada. The Grace horizon of cherty and pelitic tuff strikes north-northwest and dips east. Native gold occurs with arsenopyrite in bedlike and podlike bodies of quartz lenses and stringers set in a pelitic matrix. The Parkhill horizon of lithic graywacke with associated flow-breccia strikes southwest and dips south. Native gold occurs with minor sulfides in similar bodies of quartz erratic within the Parkhill horizon. The auriferous bodies occupy paleotopographic channels and troughs within the two horizons. The former producers are the Parkhill mine with 1689 kg (54,300 oz) Au, Darwin mine with 473 kg (15,200 oz) Au, and Van Sickle mine with 48 kg (1536 oz) Au between 1902 and 1944. The gold occurrences are syndepositional with the host volcanic sediments laid during a pause in explosive volcanism. Fumaroles along steep gullies on the flank of a subaqueous volcanic center precipitated aprons of auriferous silica-sulfide mud. Downslope slumping resulted in exhalative debris flows; gold concentrated in flexures and depressions along stumpage channels. Renewed explosive volcanism covered the auriferous sediments with pyroclastic tuffs, arresting the slumping of in situ fumarolic deposits.

The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

"Feather edging"- a major source of injury and fatal accidents in Australia, South Africa and USA, refers to a phenomenon where the roof, at the goaf edge, falls as a thin wafer of rock often suddenly, over-riding conventional timber breakerlines. It may run down and affect adversely a working bord at distances of 15 metres or more from the goaf edge. Feather edging typically occurs in relatively massive, strong roof strata such as sandstone or conglomerate. This paper presents the results of a mine trial where a concentrated row of fully grouted bolts were able to resist the feather edging in the first comprehensive, monitored trial in an Australian pillar ('total') extraction coal mine.

A rigorous horizontal drilling and chemical grouting program was specified beneath the Hollywood Freeway (U.S. Route 101) section of Los Angeles Metrorail Contract C-311.Twin 6.67-m (22-ft.) diameter starter tunnels were to be conventionally mined through amixed alluvial and bedrock face consisting of silty sand, gravel, and weathered sandstone and siltstone of the Topanga Group. The contact between the alluvium and bedrock dipped toward the Crossover Excavation where the horizontal drilling and grouting operations were performed. The intent of this grouting program was to stabilize the mixed face to minimize ground loss and surface settlement, and to reduce groundwater inflow into the tunnel headings. Given the highly variable mixed face conditions, horizontal drilling up to 86 m (284 ft.) resulted in upward trending trajectories which likely followed the bedrock contact. Chemical grouting was performed in a primary, secondary and tertiary, three dimensional sequence. Evaluation of the primary and secondary grouting parameters indicated where tertiary grouting was required. Grouting pressures induced a small rock failure at the tunnel heading as well as increased stresses on the tiebacks of the excavation.

Coupled influence of sulphidizers and xanthates on the electrokinetic property and flotation behavior of malachite was systematically examined via electrophoretic mobility measurements and microflotation tests. The electrophoretic mobility results for the malachite before and after surface modification with different types (Na2S and (NH4)2S) and amounts (1×10-7?1×10-4 moles/g) of sulphidizers, showed that the isoelectric points (IEP) of malachite differed at the low dosage level depending on the type of the sulphidizer, which ranged between 5 and 9.5. However, the IEP values were observed to be shifted from high to low pH values with increasing amount of sulphidizers and finally ranged between 3 and 4, indicating that the sulphidizers played a different role on changing the surface property of malachite. In order to further understand the effect of sulphidizers on the electrokinetic property and flotation behavior of malachite in a sulphidizer+xanthate system, flotation tests were carried out with malachite sulphidized with Na2S and (NH4)2S (adsorptive amount=8×10-5 moles/g) at different bulk xanthate concentrations. The results showed that the flotability of (NH4)2S-treated malachite was greater than Na2S-treated one over the entire xanthate concentration investigated, indicating that the type of sulphidizers played important role in malachite flotation; however, no obvious correlation between electrokinetic property and flotability of malachite was observed.

Mining and processing of minerals, metals, and fossil fuels can release selenium and arsenic into wastewaters. Both selenium and arsenic are difficult to remove to levels that meet current drinking water and discharge criteria. These metalloids can be used as electron acceptors by microorganisms transforming them back to reduced states, thus removing or stabilizing them. Bioremediation cost effectiveness will be discussed in terms of site information required, microbial populations, co-contaminants, pH, redox, and nutrients. Full-scale, economical ex situ and in situ biotreatments are possible and can produce 1,000’s of times less sludge than conventional precipitation technologies.

"193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). Even though it does not make it legally binding to the country members, the SDGs establishment incites national and managerial frameworks to achieve the SDGs. The mining industry inserts itself in this context by its global presence and frequent location within ecologically sensitive and less developed areas. This paper aims to consolidate the state of academic research on mining, sustainability and sustainable development, by organizing the results of previous studies within a systematic review on the SDGs set. To do so, the ISI Web of ScienceTM Core Collection database was chosen as a database of record, as it is one of the most widespread databases of academic journals. We have used all years available in the ISI database, from 1945 to 2016 (for complete years). The systematic review process comprised of five steps: (i) to search terms [(“sustainability” or “sustainable development”) and mining] on the database and to apply filters of criteria; (ii) organizing papers; (iii) metrics and relations between papers and authors; (iv) classification of the results through content analysis techniques; and (v) synthesis. The results were divided in two groups: the highly cited and the most recent papers, to include papers that have academic impact and those which show the newest contributions to the field. The results showed that, in spite of a growing amount of publications in the past years that relates to mining and sustainability, the main focus of these publications are still on the environmental dimensions of the UN goals. This suggests that more practical and academic work in the mining sector are required to fill in the blank spaces regarding the other set of goals that compose the SDGs framework.Introduction A total of 193 United Nations members are signatories of the 17 Sustainable Development Goals (SDGs). By doing so, the results can portray the actual concern and the lacks that the academic field had on this subject in comparison to the UN contemporary agenda."

INTRODUCTION Problems encountered in barite flotation from various waste materials such as spent drilling muds are likely to be closely connected with the effect of contaminant metal ions and other chemicals on the flotation. Investigations on the recovery of barite from tailings ponds and mining wastes (Sullivan and Lamot, 1981) have shown that such barite materials can contain large quantities of carbonate and silicate minerals (including clay minerals). Also iron oxide slimes can be present. From these substances, cations such as Ca2+, Mg2+, Fe2+, and A13+ can potentially dissolve and be present in the aqueous phase accompanying the various minerals. These ions and their hydrolysis products can have a substantial effect on any subsequent flotation scheme. The present study investigates the effect of the noted ions on both the stability and electrokinetic behavior of barite suspensions. Some adsorption (abstraction) experiments were also performed. Experimental materials and methods The barite used was a high-purity, naturally occur¬ring mineral sample (Kings Creek, SC). The material was ground in a porcelain mill and a fine fraction (mean particle size 11.49 µm) separated out by air elutriation. The mean size was determined by an aqueous sedimentation method using a CAHN electro-balance. In the method, an 0.6-g sample of the barite was dispersed in 450 cm3 of pH 7 water containing 0.01 g of sodium tripolyphosphate. The mean particle size was denoted X0. The stability of the barite suspensions was determined by a comparison of the mean size of the investigated barite suspension aggregations with the mean size of barite powder determined in the presence of sodium tripolyphosphate. The mean sizes (X) of the barite aggregations were determined using the same amount of water and barite sample as in the measurements of dispersed barite particle size but without the presence of polyphosphate. The ratio X/Xo is thus a measure of the stability of a suspension (the greater the ratio, the less stable the suspension). The adsorption (abstraction) experiments were carried out in polyethylene bottles containing 1 g of barite powder in 200 mL of solution. The solids were added to a solution containing a known concentration of metal chloride salts (AlCl3, FeCl2, MgCl2, and CaCl2) . The pH was controlled by both HCl and NaOH addition. The suspensions were agitated in a shaker for three hours. The final ion concentrations in solution were determined by atomic absorption analysis. The electrokinetic measurements were made using a Komline-Sanderson Zeta Reader in a conventional manner. All experiments were carried out in the presence of 1.0x10-3 k.mol/m3 NaClO4. Introduction Responding to Congressional inquiries regarding the purchase of a number of major domestic mining and metals companies by foreign firms, the US Bureau of Mines examined trends in foreign direct investment in the US. mining and mineral processing industries1. "Foreign Direct Investment in the US Minerals Industry" analyzes the extent of foreign investment in several major mineral commodity industries. It identified the countries of origin of foreign investment in US mineral assets. The study also described several reasons for the growth of foreign investment in US minerals and discussed some potential implications of this activity. Foreign investment trends in the economy and minerals For the economy as a whole, between 1977 and 1985 the number of US affiliates of foreign investors more than doubled - from 4046 to 9824 - as did employment at these affiliates - from 1.2 million workers to 2.9 million (Table 1)2. During this same time period, the total value of assets of all US affiliates throughout the economy rose from $239 billion to $736 billion (1985 constant dollars). In the domestic minerals industry, foreign investment also grew substantially during that same time as the number of US minerals-related affiliates increased by 74% - from 125 to 217 - between 1977 and 19853. During the same period, employment at all foreign-owned affiliate mineral operations in this country increased by 78% and totaled 198,000 workers at the end of 1985. Parallelling the growth in the number of and employment at foreign-owned US mineral and metal operations, the total value of US mineral assets owned by foreign firms (or individuals) has nearly doubled since 1977 and amounted to $30.9 billion at the end of 1985. The rate of increase in foreign investment in US mineral assets was slightly higher in the metals industries than in the nonmetallic groups. Foreign investment more prevalent in minerals Perhaps a more useful way of evaluating the growth in foreign investment is to analyze growth in the "intensity" of foreign investment - the proportion of total US industry assets held by foreign investors. Although insufficient data on total industry assets prevented the development of such a measure, employment data provide an indication of relative differences in the intensity of foreign investment among the mineral industries and other industries. For example, as noted in Fig. 1, the 198,000 minerals industry workers employed at US-affiliate companies in 1985 represented 12.7% of total employment in this sector of the economy. In comparison, for the mining and manufacturing sectors of the economy as a whole, 7.8% of all workers were employed at US-affiliate firms in 1985. For the total economy, 2.7% of the entire civilian employed workforce worked at US-affiliate firms that year. Using employment as an indicator, foreign investment has been more prevalent in the minerals industry than in most other industries. About one worker in eight in the minerals sector was employed at a US-affiliate firm in 1985. Introduction Potential applications that exploit the electrical properties of coal measure rocks include: (1) radar sensing of coal face, floor, and roof for automated mining operations; (2) underground wireless communications; and (3) sensing extent of subsidence, blasting operations, coal gasification bums, and moisture migrations. Impediments to exploitation of electrical properties include: (1) a lack of reliable electrical properties data for in situ conditions and (2) a lack of correlation data between electrical properties and other relevant physical properties. In this paper data are presented for electrical conductivity and permittivity for Appalachian and Illinois shales for a frequency range 2 x 10 to 2 x 10 Hz. These data are useful in establishing in situ electrical property variability, lower limits, and anisotropy. Electrical proper¬ties measurement and values for other coal measure rocks are discussed as well. Laboratory measurement For the frequency range investigated, a capacitance bridge and Q-meter were employed. These instruments are designed to yield bulk values of permittivity and conductivity. Disk samples of thickness 0.396 cm (0.156 in.) and diameter 2.54 cm (1 in.) were machined from cores obtained from the two coal basins. While both the capacitance bridge and the Q-meter must be balanced manually, the bridge has an analog-to-digital interface and an attached computer specifically designed to expedite data collection and interpretation. Sample holders are critical components in the measurement process. A Hartshom-Ward holder was employed with the bridge and a Marconi micrometer jig was used with the Q-meter. Neither commercial sample holder was designed to regulate ambient humidity conditions. Because water adsorbed on sample faces may cause errors approaching 100%, special enclosures were designed for both holders. Each enclosure contains a flush-mounted externally-manipulable carousel, an externally-manipulable rigid arm that can accomodate translational motion and three-dimensional rotation, a compartment for humidity regulating solids or liquids, and a humidity sensor. Each enclosure will accomodate several samples that can be manipulated within the enclosure without opening it. Experience gained during this research demonstrated that humidity regulation was necessary to obtain repeatable results. Grinding and polishing shale to a very thin thickness (about 0.4 mm) was shown to cause changes in electrical properties as well. These latter changes were attributed to alterations in the water content. Theoretical considerations A very comprehensive discussion of the electrical properties of sedimentary rocks is available in literature (Sen and Chew, 1983). These authors reviewed the work of others and proposed modifications to better explain the frequency dependent behavior of the permittivity and conductivity of rocks. A large portion of their article was devoted to explanations of large relative permittivities at low frequencies such as observed in this research. They noted that the electrical properties of formations containing shales and clays are the most difficult to explain. Sen and Chew noted the need for additional experimental data and further refinements in theory. Results Shales, limestones, and sandstones were examined for a single 150-m (492-ft) core from Pennsylvania and for a dark shale from a southern Illinois coal mine. The term bauxite was first used by O.P.A.P. Dufrenoy in 1845 for an ore which was discovered by Pierre Berthier in 1821 near the village of Les Beaux de Provence near Arles in southern France. His data suggested that this mineral was an alumina hydrate with two molecules of water. However, it was subsequently shown by thermal analysis that the mineral was a fortuitous mixture of the mono-hydrate and the tri-hydrate. Diaspore had been previously discovered in 1801 and gibbsite in 1822. The term was however retained as a rock name. The name of the village was changed to Les Baux around 1885; Sainte Claire Deville suggested that the mineral name should reflect this, and it was changed to bauxite (Bracewell, 1962, Rkgnier, 1988). Mining of bauxite began around 1860 in the Auriol region in the Bouches du Rhine area in the south of France. This ore was transported toMarseilles by carts and was processed in the Salindres plant, which at that time was the only plant producing alumina using the Deville process and aluminum by the chemical process. During that period white bauxite (low iron content) was particularly sought after for the production of aluminum sulfate, refractory bricks, and quick setting cement. Export of bauxite from France began in 1880 and was initially delivered to Chemische Fabrik, Goldschmischen near Breslau, and to Guilini's Ludwigshafen plant in Germany in 1885. These companies produced alum and aluminum sulfate (RCg- nier, 1988). The next bauxite mining operation was in Antrim County in Northern Ireland in 1873. This was first used for the manufacture of alumina refractory bricks and quick setting cement (Bracewell, 1962). It is important to emphasize that initially almost all of the bauxite which was produced came from France and was mainly used for non-metallurgical purposes. At that time even the production of alumina was mainly for use as a mordant in textile dying. However, with the development of the Hall-Héroult process, the alumina which was available was increasingly used for smelting to aluminum. In spite of this the demand for non-metallurgical bauxite continued to increase and a set of applications were developed. These include refractories, abrasives (including the recently developed proppants), high alumina cements, aluminum chemicals, activated bauxite, and alumina. It became increasingly evident that the high alumina-low alkali raw materials have special advantages. The question however was one of cost benefit. Chin (1989) has pointed out that the non-metallurgical operations have been traditionally grafted on a bauxite/alumina/aluminum industry tree. A process for the combined chemico-biological removal of iron present as oxide minerals in different mineral raw materials (quartz sands, kaolins, clays, etc.) was developed. In the process, mineral raw materials are leached at about 90 °C with lixiviant containing microbially produced oxalic and hydrochloric acids. The leaching is carried out in mechanically stirred acid-resistant reactors for periods of from 1 to 6 hours, depending on the iron content and the forms of iron in the raw materials being leached. The iron contents of some sands treated by this method were lowered from levels that were in the range of 0.035% to 0.088% Fe2O3 to less than 0.012% Fe2O3, making them suitable for the preparation of high-quality glass. The iron contents of different kaolins were lowered from levels that were in the range of 0.65% to 1.49% Fe2O3 to levels in the range of 0.44% to 0.75% Fe2O3. As a result, the whiteness was increased from values of 55% to 87% to values of 86% to 92%. The iron content of clay was lowered from 6.25% Fe2O3 to 1.85% Fe2O3, and this increased the “fireproofness" of the clay from 1,670°C to 1,750°C. A similar process was used for the leaching of aluminum from aluminosilicates, mainly clays and kaolins. However, in this case, the microbial fermentation fluid containing citric acid was acidified by means of sulfuric or hydrochloric acid or by means of different mixtures of mineral acids. For enhancing aluminum solubilization, the aluminosilicates were heated before leaching at 600° to 650°C for 1 to 2 hours. Over 90% of the aluminum present in different clays and kaolins were leached within 3 to 6 hours. "Silicate " bacteria related to the species Bacillus circulans were used to leach silicon from low-grade bauxite ores containing aluminosilicates as impurities. The bacterial action was connected with the degradation of the mineral structures (by means of microbial metabolites such as organic acids and exopolysaccharides), as well as with the selective separation of the rich-in-aluminum fine fractions, which were retained by the mucilaginous capsules of the bacteria. The solid residues after treatment were characterized by higher values of alumina and silicon module (A1203: SiO2 ratio), and they were suitable for processing by means of the Bayer process for recovering aluminum. The bending strength and other ceramic properties of kaolins were improved by contact with well-developed cultures of "silicate" bacteria. The improvement was caused mainly by bacterial metabolites (exopolysaccharides) that acted as resins during drying.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. However, segregation may alter the size distribution and should therefore be considered (Carson, Royal, and Goodwill, 1986). In addition, larger particles will

Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. Waste clay ponds are a necessary part of phosphate rock beneficiation. They are large, averaging 2.6 km2 (1 sq mile). They are unsightly in that they protrude 6 to 15 m (20 to 50 ft) above natural grade. Stabilization and reclamation is slow and they have had a history of catastrophic failure. Florida has never published a specific rule regarding the configuration or height of these ponds. But it has enforced several policies along these lines. The phosphate industry has been forced to make major monetary decisions that affect mine economics for decades. The Florida Bureau of Mine Reclamation believes that the direction of regulation has been solidified but changes are still anticipated. Phosphate rock has been mined in Florida since 1890 (Fig. 1). Three notable technological changes occurred in the industry that led to major shifts in mining technique and volume. By about 1915, hydraulic mining had been replaced by centralized washers. Hydraulic mines usually started at an outcrop in or adjacent to a stream of the pebble zone. Water was pumped out of the stream through high-pressure monitors and sand and clay were washed away from the pebble. Mobile grizzlies and screens were used in conjunction with animal and human labor to concentrate the pebble and haul it away. Populations were sparse and the clays washed into the stream were considered an acceptable price for the commerce. The clays were not voluminous because the pebble zone typically contained relatively small amounts of them. Machines largely replaced animals by 1910 and provided greater efficiency of production. Centralized washers replaced mobile trommels. They allowed greater ease of access to shipping routes by rail. Some clays were placed in mine cuts from 1915 to 1930. Some were dammed off to increase the capacity of a given site. Some of these also failed, leading to clay plumes that were visible all the way to the Gulf of Mexico. By concentrating the waste clays (slimes) in impoundments, the solids concentration had increased, making plumes persistent for long distances. There were complaints. But there was no litigation against the companies during that time. In 1930, flotation technology allowed the recovery of the phosphate from deeper zones. This was because the "concentrate" size phosphate rock was in the sand-size range and could not be screened out. Centralized beneficiation plants grew into a three-step process - washing and screening, feed preparation and flotation (Fig. 2). Reagent storage, safety and the flotation cell complex made the plants into large capital installations. Larger draglines were required to dig deeper into the matrix. These had dramatically larger production capacities, which were then figured into the overall material balance for a given plant. The number of operators shrank and the production per operator grew. Larger areas were being bermed off for waste clay storage. An economic incentive became apparent for storing as much waste clay as possible in each settling area. At the same time, the population was steadily growing and more eyes were watching the activities of the phosphate mines. INTRODUCTION Thermal dryers have been utilized for reducing moisture of bituminous coal since the late 1930's. Since that time, numerous changes in the coal industry have motivated advances in thermal drying technology. The purpose of this paper is to discuss the changes that occurred to dryer design and focus on current practices of fine coal drying. The major topics discussed in this paper are: - Early Thermal Dryer Design and Evolution - Current Drying System Design and Associated Components - Current Economics of Fine Coal Thermal Drying - Future Markets and Design Considerations EARLY THERMAL DRYER DESIGN AND EVOLUTION Background The practice of drying fine coal with heated air has been performed for more than one half century. Throughout that period, both Metallurgical and Steam coal producers have used this method for reducing the surf ace moisture content of their fine plant products. During the late 1930's and early 19401s, vibrating bed and flash dryers were used to per- form the drying duties. Closed water circuits and vacuum filtration had not yet been integrated into process circuitry and centrifugal dryers were in their early stages of development. During that same period, changes in mining practices were reshaping the distribution of coal to our processing facilities. Plants originally designed for the purpose of processing coarser fractions of coal were being burdened with additional quantities of fine coal. Those plants, unable to recover fine coal, would reject these solids to plant bleed. The higher incidences of stream pollution that resulted from these events prompted clean stream legislation and the need for new, more efficient fine coal recovery circuits. The coal processing industry responded to these needs by integrating closed water circuits and filtration into circuits. The fine coal filter cakes recovered exhibited poor handling characteristics by themselves and often required further dewatering to improve their characteristics. Flash dryers at that time were being used to dry the coarser products. For those facilities operating flash dryers, the solution to this new problem appeared to be simple. The filter cake was combined with the coarser (-1/4") coal and then introduced to the flash drying column for drying. The filter cakes, however, presented significant problems for the flash drying systems. Heavy lumps of filter cake could not be dispersed and conveyed by the rising hot air and as a result would settle out in the bottom of the column. This material, known as "drop-out", would then accumulate and require further handling. The solution to this problem was not an easy one. Sophisticated mixing equipment was employed to condition the feed to the dryers. As attempts to minimize drop-out with this approach failed, the only recourse was to collect the material with conveying systems and recycle it back to the plant or dispose of it. The additional costs of handling this material reduced the attractiveness of the flash systems and opened the door for the development of a new, more cost effective coal drying system. Due to the nature of the problems experienced by the flash systems, fluid bed systems were considered. Fluid bed dryers were being used in other industries at that time but had no operating history in the coal industry. Dorr-Oliver transferred technology from other industries and built the first fluid bed drying system for fine coal.
