The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

Southeast Asian countries cannot maintain their economic growth rate without the development of their mining industries. To make this development as sustainable as possible requires sound fundamentals securing not only economic progress and environment protection but also improvements in occupational safety and health (OSH) for the miners. Mining in South East Asia is still very labor intense and dangerous. Tremendous achievements from world class mining operations in advanced mining countries can be used as role models to improve the status quo of the Southeast Asian countries in OSH management. Know-how transfer, therefore, is a key factor for major improvements. Effects of this transfer based on a multi-level approach will be discussed based on a case study. It describes the transfer from German to Vietnamese hard coal mining industry. Crucial requisites for excellent achievements in OSH in Southeast Asian mining countries are also mentioned.

Acid mine drainage, discharging from coal beds, has polluted our streams and rivers since early time. These pollutants affect water quality by lowering the pH, reducing natural alkalinity, increasing total hardness, and adding undesirable amounts of iron, manganese, aluminum and sulfates, The tangible damages are the costs involved in replacing equipment corroded by the acid water, additional treatment costs at municipal and industrial water treatment plants, and damages resulting from corrosion of steel culverts, bridge piers, locks, boat hulls, steel barges, pumps, and condensers. Intangible damages, which are real and important, include destruction of biological life of the stream, reduced property values, and streams rendered undesirable for recreational uses.1 The major problems of mine drainage occur in the anthracite and bituminous coal regions in Appalachia. However, many of the western mining states have significant mine drainage problems in specific areas, but the overall problem is not as great as in the eastern states.

Mining impacts to groundwater are being comprehensively regulated for the first time in Arizona with the implementation of the Aquifer Protection Permit Program. This far reaching program is one of the nation's strongest groundwater quality protection programs. Aquifer Protection Pennits (APPs) are required for almost all mining operations and will compel mining companies to pay increased attention to the potential groundwater quality impacts from their activities. All regulated mining operations will have to employ discharge control technologies and monitoring will be heavily emphasized. Technical requirements and relevant permit conditions are discussed.

[The Atlantis-II-Deep is a hydrothermal mineralization located along the median valley of the Red Sea at a water depth of about 2200 m. Extensive exploration of the metal-rich brine deep revealed a potentially mineable deposit on economic interest consisting of oxides, silicates and sulphides with considerable concentrations of zinc, copper, cadmium and silver. Geostatistics was applied to assess the most likely in-situ vague of the metal potential for economical exploitation. Semi-variograms were constructed to characterize the structure of the regionalized distribution of the geological parameters. Volume grades and thicknesses were determined by the kriging technique, avoiding systematically biased high or low grades, and then block .tonnages were computed. The estimation variances, distribution of errors and histograms of observed and kriged values in each grid Mock were also produced.]

Flow models are used to predict the extraction efficiency of metals in rock piles. These models typically use hydraulic parameters obtained through column studies, which assume that the material in the column wholly represents the entire pile and the parameters can be upscaled several orders of magnitude for model evaluation. This assumption fails for parameters that are spatially variable or scale dependent. To overcome these issues, measurements made directly on the heap at the appropriate model scale can be made with the electrical resistivity method. The method aims to map the variations in the electrical resistivity, which can be associated with moisture content, degree of fines, metal content, and leachate concentration. We present an example of calibrating the resistivity with borehole measurements of moisture using geostatistics to show how the resistivity method can be used to obtain a spatial moisture distribution. It was shown that cokriging the resistivity and moisture together gives a more reliable distribution.

Talc has been the focus of recent civil litigation based on claims that asbestos minerals exist in talc deposits and therefore have caused asbestos-related diseases in those who have regularly used talc products. Such litigation, and ensuing confusion over the petrology and asbestos content of these deposits, challenges the talc mining industry in Montana and elsewhere in the world. The talc deposits in southwest Montana were formed by hydrothermal alteration of dolomitic marbles and are still actively mined. In general, talc formed by hydrothermal alteration of preexisting carbonate rocks is known to be nearly monomineralic and lacking in amphiboles. This paper includes data from analyses of representative ore samples from this mining region in southwest Montana. The results conclude that the presence of asbestos minerals — both amphiboles and chrysotile — is unlikely and that the ores are nearly monomineralic, as expected. Samples were characterized using a suite of analytical methods, namely, powder X-ray diffraction, X-ray fluorescence spectroscopy and electron microprobe analyses, which allowed us to determine the minerals present and the formation process. Our data and interpretations suggest that previous identification of asbestos minerals in these deposits is not accurate.

Environmental experts face large and rapidly-increasing volumes of raw data obtained from environmental monitoring stations. These professionals must compile and analyze the data in a systematic manner to cost-effectively understand and minimize the impacts of mining. The shift toward desktop computing, combined with the downsizing of company staffs, has now more than ever created a demand for a modern, PC-based application for the storage, retrieval, analysis and presentation of environmental data. This paper discusses the general requirements of such a system, and points out specific ways in which such industry-specific software can provide convenient and useful access to the data. The software used to illustrate these features is the HydroDat program, developed by Western Water Consultants, Inc.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Current mining regulations require revegetation in reclaiming surface nines. Excessive soil compaction can be an impediment to successful revegetation in poor soil conditions common to Eastern coal nine sites. A field study was performed to determine the bulk densities of soils that had been spread by either bulldozers or scrapers at a strip nine site. Moisture-density relationships for the soils were determined from the field samples. These were compared with stockpile samples compacted by the Standard Proctor compaction test. The results of the study indicate that the degree of compaction could be lessened through proper soil handling procedures.

The mining industry appears to be slowly rebounding. But many individuals and company officials are still smarting from the beating they received during the recent recession. As a result, companies have taken the "lean and mean" approach. As pointed out at the Oct. 24-26, 1984 SME-AIME Fall Meeting in Denver, CO, companies are placing more emphasis on optimizing their operations through more efficient mining and processing technologies and equipment. Empathizing with the mining industry's woes was the meeting's welcoming luncheon speaker, John D. Withrow, Jr., executive vice president product development for Chrysler Corp. Withrow paralleled Chrysler's problems of a few years ago with the current problems facing the US mining industry. He said Chrysler's come-back centered around its engineering and technical personnel, who regained "their seat at the head table." "In short," Withrow said, "we had lost the competitive edge. By cutting costs and people and improving our products we got everybody to believe we could." The 2700 participants at the Fall Meeting attended technical sessions geared toward turning mining back into a productive and profitable industry. Sessions and symposia included papers on precious metals extraction, crushing and grinding innovations, geomechanics, environmental control, health and safety, and various commodities. Computers Gain Mining Acceptance High tech has reached mining. As evidenced by many papers, computers have become valuable tools in many applications. These include tailings ponds operation and waste management; truck dispatching; mine design, simulation, and scheduling; monitoring; and reclamation. Mine planning is generally labor intensive and requires a considerable amount of the planner's time. P. K. Chatterjee, X. Chung, and Y. Jianjy described a computer-generated interactive graphics approach to under-ground coal mine planning that lessens the manhours involved in producing plans. The computer program examined exploratory borehole information. This included coal seam thickness, tonnage, quality constraints, and the nature of their distribution. Layout designs were then initiated and a probabilistic simulation performed to determine production levels of different extraction strategies. The interactive graphics approach gives planners the ability to quickly evaluate several layout alternatives and select the best one. For surface coal mines, M. A. White, of Arch Minerals Corp., explained several computer programs that aided in his company's surface mine plans. Several drill hole database and modeling pack¬ages are available. But Arch tech¬nicians developed specific pro¬grams for model strip areas. They were used to form long-term pro¬jections for various area and semi¬area stripping operations. They also generated reports on yard¬age, tonnage, quality, and ratio in¬formation. The information is used in budgeting, to compare mine plans, and to analyze acqui¬sition candidates. While computer-based truck dispatching systems have been used in mining for some time, earlier systems were run on ex¬pensive mainframe or high per¬formance minicomputers. As such, computer-based truck dis¬patching systems have been too expensive for all but the largest mines. Recently, however, a microcomputer-based system, af¬fordable to smaller mine opera¬tors, has become technologically feasible. Y. C. Kim and W. E. Kolb re¬ported on a simulated microcom¬puter system that uses strategi¬cally placed signposts in the pit area to automatically detect truck movements. A microprocessor in the signpost sends information to the microcomputer. The computer determines the truck's assign¬ment and alerts the dispatcher. He radios the driver his assign¬ment. In addition to the technical pa¬pers, an introductory short course on microcomputers was offered at the meeting. L. M. Kass and J. P. The use of coal as a fuel causes air, pollution in; a number of different forms, and in nearly all stages of its, handling, preparation, storage, use and-disposal of its residue. First let us consider the handling of coal. As shipped, particularly to large utilities, it is run-of-mine bituminous made up of large chunks as well as pulverized particles. Because it 'is in an open car or barge, it is subject to the action o winds and the small particles may be blown around adding to the-particulate load in the atmosphere. Mien un¬loaded from the barge or car, there is again an opportunity for the wind to blow the fine particles around. All of us I am sure have seen a barge at the dock of a utility plant being unloaded by a clamshell bucket. This, after grabbing its load from the barge, lifts it some 60 or 70 feet and, then drops it on a conveyor, which carries the coal to a storage area.

The general application of memory cutting technology to shearers is improving the intelligence of the working face, but it has its limitations. It is only suitable for conditions where the environment of coal seam is changing slowly. It compensates for the cutting height by changing the fuselage attitude, and frequently adjusts the height to control the learning cutting trajectory, but due to the problems of shearer control and height adjustment accuracy, it cannot adapt to and compensate for the change of cutting height in a timely manner, resulting in poor cutting accuracy. Normal dodecyl mercaptan was evaluated as a collector for flotation of sulfide minerals and precious metals. The reagent is from the class of normal mercaptoalkanes (n-alkyl thiols), and is commercially available in the form of a mixture of n-dodecyl mercaptan and a dispersant, under the trade name Pennfloat(TM)3. Reported are results of bench-scale flotation experiments on many commercially treated base metal and precious metal sulfide ores. Dosages, points of addition, and flotation pH were among the uariables studied. Most notable results were increased copper, molybdenum, and precious metals recoveries. Dosages of dodecyl mercaptan on some ores were considerably lower than required for conventional collectors.

"During construction of a 9.5-ft. diameter sanitary sewer tunnel, the City of Edmonton encountered a large pocket of flowing sand that flooded their TBM and caused significant surface subsidence, stopping further tunneling by the TBM through this zone. A unique collaborative effort ensued between the authors representing the city, consulting engineers and academic researchers to develop the optimal strategy for grouting the problematic soils. The site has a layer of very find sand between 20 and 30 ft. in depth with fines contents ranging from 5% to more than 40%. The collaboration extended from requesting additional site investigation efforts to shipping samples to the UT-Austin laboratories for grout testing plus ground and grouting characterization tests resulting in field recommendations for a full scale ground improvement program. New research information on the grouting of fine sands along with a collaborative framework for the design of in-situ grouting projects are the key topics presented. INTRODUCTION Encountering a large unexpected pocket of flowing sand with an open-faced TBM while excavating a tunnel below the groundwater table is never a good thing. This was certainly true for the City of Edmonton when one of their Lovat TBM’s became inundated by flowing sand while excavating the 9.5-ft. diameter Millwoods Double Barrel Replacement Tunnel in September 2013. However, since the City of Edmonton self-performed this work, a rare situation existed where the site could be investigated objectively, without the prejudice of contending parties selectively influencing how information was gathered and presented, to accurately examine site conditions with a goal of identifying the best remediation measures."

Thermal pretreatment can significantly improve industrial comminution operations by reducing energy requirements and increasing mineral liberation. The effect of pretreatment using conventional and dielectric heating followed by quenching on the fracture properties of a number single and multiphase brittle materials has been investigated. The reduction in the impact fracture energies and particle strengths with and without pretreatment has been measured in precise single-particle experiments using the Ultrafast Load Cell. Variations in the fragmentation pattern caused by different pretreatments were assessed by measurements of the progeny size distributions. The differences in the effect of thermal treatment on single and multiphase materials are discussed based on the experimental results.

Nevada is primarily known today for its nation-leading production of gold and silver. However, industrial mineral production continues to play an important role in providing construction materials to help make the state the fastest growing in the United States. Aggregate production in Nevada was about 20 million tons in 1991. Most of that was used in construction in the fast-growing Las Vegas area. The state leads the nation in the production of barite and mined magnesite and has significant production of lithium carbonate, diatomite and gypsum. Other industrial minerals produced in the state include specialty clays, silica, lime and dolomite and relatively small production in salt, perlite and dimension stone. Industrial minerals operations are subject to state and federal permitting requirements, especially in the areas of air and water quality and mined land reclamation. As in all segments of the mineral producing industries throughout the nation, the amount and complexity of regulations affecting industrial minerals has increased significantly in recent years. Nevada is no exception.
