On July 30, 1979 New Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the decade-old National Environmental Policy Act went into effect. These new regulations replace approximately seventy different sets of agency regulations, providing some uniformity throughout the Federal government in the conduct of environmental reviews and preparation of environmental impact statements (EIS). This attempt by the Federal government at a general improvement in the preparation and quality of EIS's presents an opportunity for the mining industry to evaluate how the EIS process for mining proposals can be expedited. The environmental impact statement is often a key element on the critical path of a major mining project. Preparation of the EIS is ordinarily the responsibility of the Federal agency with primary decision-making authority over the project. Still, the proponent, i.e. the mining company, can play a major role in the process and have a major impact on the timeliness and adequacy of the effort. Typically, the Proponent will conduct (or will hire consultants to conduct) environmental baseline studies of, for example, air quality, wildlife, geology, water quality, vegetation and archaeology. These studies are then compiled into an environmental report and submitted to the agency. The agency verifies the data and incorporates them into the environmental impact statement.

The mine is a large open-pit copper mine located near Tucson, AZ. Mining operations involve shovels digging at relatively fixed locations and haul trucks moving the muck to a primary ore crusher, a primary waste crusher, and directly to waste dumps. The total investment in shovels and trucks is some $100 million. Fig. l is a schematic drawing of the operation. A static method of truck assignment is used; i.e., each driver is given one particular shovel to serve until reassigned by the dispatcher. A dynamic system is one where trucks are reassigned after each trip. The problem is to compute a near optimum assignment of trucks for efficient operation.

Natural resources are the reservoir from which society draws its material sustenance. Although there is a growing awareness of the need for aesthetic resources such as space for recreation and natural beauty, the basic resources are soil, air, water, and minerals including fuel. Minera's and all sources of energy gain in relative importance with advancing technology and expanding industrilization. In the highly industrialized economy of the United States, almost every aspect of man's life is touched in some way by a product of, the mineral; industries. Agriculture owes much of its productivity to mineral-based fertilizers, insecticides, and mechanical equipment. Modern construction, manufacturing, communications, and transportation are all dependent on nonmetallic minerals, metals, and fuels. Throughout history, those nations with access to minerals, and the technology for using them, have gained ascendency. Before World War II the leading powers also were, leading coal producers. In order of declining rank the five leading' coal producers were the United States, the United Kingdom, Germany, the USSR, and Japan. That the military victory went to the side with the greater' capacity to convert iron and coal into tools of industry, and weapons, is' more than coincidence. It is a fundamental' fact of existence. It is axiomatic that the United States must have a continually increasing supply of minerals if we are to meet the needs of our burgeoning population for a comfortable standard of living and for national security.

The use of high-efficiency electrical submersible pumps (ESPs) for large scale, open pit mine dewatering operations provides a good example of how technology, products and services from the oil and gas industry can be adapted to the mining industry. In this case, the mine is Goldcorp?s Peñasquito in the Zacatecas state of Mexico, at the Peñasco and Chile Colorado open pit deposits. The technology, products and services are from Schlumberger artificial lift (AL) and Schlumberger industrial water services (IWS). Overview of high-efficiency ESPs This section provides a brief description of the basic components, specifications and operating capacity ranges for the ESPs compared with traditional or conventional dewatering well pumps. This information helps to establish how ESPs provide certain functional and economic advantages over conventional pumps in a mine dewatering application. A schematic of a high-efficiency ESP in an oil and gas (O&G) application is shown in Fig. 1.

Belt conveyor systems, long the standard transportation technique in soft-rock open-pit applications, are encountering growing interest in the hard-rock open-pit sector as economic factors force companies to seek an alternative to costly truck haulage. A general review of mine conveyor systems is followed by detailed analysis of the mobile and semi-mobile in-pit crushing plant essential to successful use of mine conveyors. A final section presents case studies of three crusher-conveyor systems handling overburden, copper ore and granite.

Environmental and regulatory authorities are increasingly requiring that precious metals heap leach piles be contoured before they are abandoned so they may present a more "natural" look to the eye. Depending on the ore type, many of these contoured heaps will be subject to substantial erosion by precipitation events, native plants will have difficulty in establishing themselves and slimes be washed onto surrounding areas or into watercourses. This paper presents the argument that the results of contouring heaps are counter to good environmental practice. Calculations which have been made demonstrate that leveling and berming the heap tops as well as berming the edge of each lift or setback will effectively prevent water erosion and promote the growth of native plant species.

It is estimated that the volume of low -level and intermediate level contaminants present in the soil at different DOE sites is of the order of several million cubic feet. The existing remediation scheme is containerization followed by burial in Land Disposal Facilities (LDF's) which is economically unattractive warranting the need to develop alternate remediation routes. One such route is the physical separation based volume reduction approach to removing a MINIMUM AMOUNT OF CLEAN SOIL with the radioactive particles, reducing the amount of material that requires disposal. The purpose of this study was to evaluate and test the feasibility of using physical beneficiation techniques for removal of contaminants from soil. The performance criterion was to recover at least 80% of the activity in 20% or less of the original contaminated soil volume. Four different radioactively contaminated (primarily uranium and plutonium) soils from DoE sites namely LANL, INEL, Fernald Plant 1 Storage Pad (ID-B) and Mound soils were tested using gravity, magnetic, gravo-magnetic, hydrocyclonic and flotation devices. The paper is divided into the two sections. The first section presents the overview of the Heavy Metals in Contaminated Soil Treatability Project conducted at the University of Nevada, Reno (UNR) describing the salient features of a state-of-the art Soil Washing Laboratory and the technology equipments used in the test program. The second section describes the soil characterization and typical volume reduction results obtained from the UNR tests. Among the physical separation processes, only flotation processes passed the performance criterion. For the LANL and INEL soils where the contamination was contained in coarse particle size, it was possible to recover more than 80% of the activity in less than 10-20% of the original volume of the soil thus rendering 80-90% of the soil "clean". For Fernald and Mound soils where contamination was of colloidal nature, flotation based processes showed encouraging results and are recommended for further studies.

"INTRODUCTION Mine Ventilation has come a long way over the years. The main purpose of mine ventilation is to keep conditions in the mine safe for the worker so that the mine will be productive and profitable. Technological developments to the mine ventilation system itself and the development of mining techniques have helped improve the safety and productivity of the miners and the mine. Most of the developments to mine ventilation and to safety devices came as the result of serious mining disasters. Another effect of those mining disasters, especially in the late 19th century and after, was legislation to set specific safety standards for mines, especially in the underground coal mines. This paper will focus on the connection between mines disasters and the mine safety legislations promulgated because of those disasters. A BRIEF HISTORY OF MINE SAFETY LEGISLATION Mine legislation has a long history in the U.S. dating back well in the 1800’s. However, mine safety legislation is considerably newer. In 1891, the U.S. Congress passed the very first version of mine safety legislations setting up minimum safety standards. By today’s standards, the 1891 legislation was incredibly basic (7). It took a series of horrific mining disasters for Congress to take action a second time. In 1910, Congress established the Bureau of mines. The role of Bureau developed and changed over next 60 years. In 1995, Congress voted to disband it (27). Initially the Bureau was only charged with investigating and coming up with ways to reduce accidents in coal mines. It was not until 1941, when Congress formally allowed Bureau of Mines’ Inspectors into the mines. In 1947, the Congress enacted and adopted a set of federal safety regulations for the inspectors to follow (1). Finally, in 1952 Congress granted the Bureau of Mines the authority to inspect the mines and to issue citations and/or orders of withdrawals. This act was known as the 1952 Coal Act and the penalties were limited to civil penalties. It would take a couple more iterations of mine safety legislation for monetary and criminal penalties to be introduced (10). Up until 1966, mine safety legislation was directed primarily at underground coal mines and surface coal mines. Congress passed the Federal Metal and Nonmetallic Mine Safety Act of 1966, thus providing a set of standards for all mines to follow (1). The 1952 Coal Act was amended again to be the Federal Coal Mine Health and Safety Act of 1969. This amendment was the beginning of modern mine safety legislation (13). In 1973, Congress created what can be considered the first ‘version’ of the modern day MSHA (Mine Safety and Health Administration). The initial version was the Mining Enforcement and Safety Administrations or MESA. Congress created MESA to act as the enforcement agency, relieving the Bureau of Mines of that responsibility so they could focus on their initial purpose, the development of countries natural resources (14). As mining industry grew, mine safety and health became a greater concern and priority. More efforts were put in legislating the industry. The Federal Mine Safety and Health Act of 1977 provided the platform for today’s mine safety and health legislation. Under the Federal Mine Safety and Health Act of 1977, also known as the Mine Act, MSHA came into being (1)."

According to statistics compiled by the National Safety Council, US Bureau of Mines, American Medical Association, and other agencies, accidental injuries cause more deaths than all the leading diseases. No one is immune to an accident. Probably the best way to describe an accident is to say that it is an unexpected happening. The automobile driver is not expecting a terrifying crash, the electrician does not expect to be electrocuted, nor is the coal miner expecting the roof to fall on him. All personal injuries will not result in death. There is a multitude of victims who are living proof of what accidents can mean to an individual-victims who are blind, paralytic, missing arms, legs, etc. In most instances the earning power of these individuals is gone, and they are utterly dependent upon family or welfare. For many years there seemed to be an attitude that prevailed in industrial America that accidents were inevitable, and that so many fatalities and injuries should be expected. This, of course, was utter nonsense. Since the birth of such organizations as The National Safety Council, American Society of Safety Engineers, and. the US Bureau of Mines, much progress has been made in reducing accidents. The enactment of compensation laws greatly contributed to the progress that has been made. Does this mean that all accidents can be prevented? Unfortunately, it does not. Human psychology indicates that men will work unsafely or perform unsafe acts for the following reasons : 1) Lack of knowledge or skill. 2) Conflicting motivations, such as: (a) to be more comfortable, (b) to save time or effort, (c) to be accepted by a group. 3) Physical or mental condition. Nearly everyone desires his own safety, but not all individuals are willing to do what they know to do to insure their own safety.

The beginning of 21st century has heralded the global strategic importance, as evidenced by increase in energy prices and energy generation-emission-utilization dilemmas. In January 2008, the South African energy supplier, ESKOM had tabled the concept of power conservation and acknowledged the energy crisis until 2016. The concept is required of all energy users to reduce their electricity consumption, intensify energy efficiency and cautiously proceed with new projects. The generation of energy results in by-products called ?green house gases? (GHGs). To make a positive response to climate change and their effect on the environment, every energy user must ensure efficient energy use through technical and administrative means referred to generally as energy savings. This paper identifies mine ventilation engineering, in particular the electricity consumed by main fan units, as an area of potential energy savings. For a major mining company, electricity consumed by main ventilation fans alone can be in the order of 120 MW. Although a known fan engineering technique but scantly applied technology identified as the Hermit Crab can be seen as a ?quick win? project, due to its success in other industries such as cement and steel. The ?Hermit Crab? technique® involves upgrading or replacement of an impeller - whatever its origin - with a design impeller to suit the actual ventilation requirements, resulting in increased fan efficiencies. The cash flow benefits associated with a case study and its rollout of this technology have been calculated. For a 10% increase in main fan efficiency, would have a net present benefit of US$ 16.08m over 10 years. With the inclusion of carbon credits, this benefit rises to US$ 29.40m in total. Application of other available technologies, viz., composite materials, ventilation-on-demand and variable speed drives are discussed.

Truck-shovel dispatch systems based on linear or nonlinear programming algorithms have been in operation since the mid-1980s, with different levels of success depending on the correct arrangement of operational resources and the complexity of the mine. These systems are known for shortcomings related to the logic behind the decision-making of the operational objectives. This makes it necessary to have a human agent (dispatcher) to guide the system when the operational parameters change, creating the possibility of suboptimal decisions due to the human factor. To address this issue, the present work discusses the implementation of a methodology based on artificial intelligence (AI) techniques to assist in the decision-making of the best optimization goals arrangement when operating a fleet management system. The focus of the analysis is on the evaluation of variable goal weights in a nonpreemptive, multigoal optimization model for multiple uncertain scenarios based on regions of optimal feasibility.

Collectors commonly used in flotation to date fall into two main classes: ionic and nonionic. The use of neutral or oily collectors is generally limited to the flotation of nonpolar minerals onto which they are adsorbed by forces of a physical or 'Van der Waals' type, while ionizable chemical collectors are utilized for all other types of minerals, adsorption in this case involving bonds essentially of a chemical nature. Though chemical adsorption is more selective than physical adsorption, even heteropolar collectors are active towards certain classes of minerals (sulphides for example) rather than towards one individual mineral. Thus, in order to float a given mineral from a mixture of minerals belonging to the same class, modifiers have to be used to render the action of the collector more specific. However, there are often considerable difficulties involved in this procedure and the desired results are not always attained, especially in the case of minerals of complex composition whose surface properties are not sufficiently well known. Hence the importance of seeking out collectors capable of linking selectively with given minerals. Selective linkage is possible if the collector structure incorporates active groups having specific affinity for certain cations characteristic of the mineral surface. The decision to investigate the possibility of utilizing chelate--forming reagents for flotation was based on the premise that phenomena which occur in solution and involve chemical reactions in the strict sense of the meaning and those which occur on the surface are closely correlated (1)

Finite-difference digital computer models can be used to evaluate the effects of proposed mine dewatering and depressuring operations on ground-water aquifer systems. The effects of proposed dewatering and depressuring operations can be simulated for both underground and open-pit mining in confined and unconfined aquifer systems. Design of dewatering and depressuring well arrays to accommodate proposed mining operations in a variety of hydrogeologic settings can be accomplished through judicious application of well-documented and tested computer programs that are widely available from government agencies and universities. The speed and flexibility of the computer models can provide an economical means for comparison of alternative mining plans, and can be used to determine the optimum mine plan with respect to dewatering requirements.

Uranium mill tailings, waste products of uranium extraction, contain hazardous constituents that if released into the atmosphere and groundwater could threaten our health and environment. To provide for safe disposal and control of these tailings, Congress enacted the Uranium Mill Tailings Radiation Control Act of 1978 (Public Law 95-604). Subsequently, the Environmental Protection Agency (EPA) established standards for tailings disposal that limit radon emission into the air to 20 pCi m-2s-1 on an annual average basis (EPA 1983). The design life of the impoundment is to be 1000 years where practicable, but 200 years at least. To facilitate the design of containment systems that will meet the EPA standards, the Nuclear Regulatory Commission (NRC) and the Department of Energy (DOE) are sponsoring research at the Pacific Northwest Laboratory (PNL)* to develop the necessary technology. Earthen and asphalt materials have been evaluated for use as radon barriers (Hartley 1983) and as liners to minimize leaching (Buelt 1983). Herbicide and rock barriers against biological intrusion have been evaluated (Cline 1982). Surface stabilization techniques have been investigated to maintain the long-term effectiveness of a containment system that must be protected from wind and water erosion, chemical and physical degradation, and biological disturbance.

DTX is a 1.3-mile-long rail extension being constructed by Transbay Joint Powers Authority to extend Caltrain rail service and future California High Speed Rail service to downtown San Francisco. It includes a 3,352-foot-long mined tunnel with a cross section varying from 50 to 60 feet wide and 43 feet high to accommodate two- and three-rail tracks. DTX will be excavated in mixed-face and Franciscan Formation with ground cover ranging from 40 to 85 feet. This paper discusses how mined tunnel design has evolved since the initial preliminary design phase over 10 years ago. The current design concept for tunnel construction is also discussed.

Introduction The gas shortage is going to be with us for some time to come. If we can set aside political and industry rhetoric (along with subjective personal opinions), we still are confronted by two serious "facts of life": (1) for almost a decade the U.S. has been consuming natural gas at a greater rate than we have been finding new reserves; and (2) there is a finite amount of natural gas present within the earth&apos;s crust. Much of the known and easily exploitable sources of gas (the so-called "conventional" sources, such as the high permeability sand reservoirs of the Tertiary sequence along the Gulf Coast) already have been developed; their production is declining rapidly. The total producible reserves from conventional gas reservoirs amount to only 216 Tcf, less than an 11-year supply. However, several large potential resources of natural gas remain to be developed. These "unconventional sources" have low permeability and/or peculiar producing characteristics. The DOE program for development of these unconventional sources of gas is called the enhanced gas recovery (EGR) program. The primary goal of this program is to provide a data base of resource characterization and production technology that will lead to commercial development. DOE will encourage and support industry participation in developing and demonstrating technologies needed to reach this goal. Unconventional Resources Four major unconventional resources of gas have a high potential for commercial development. There are other unconventional sources (such as gas hydrates) that are too poorly defined to warrant a major development thrust at this time. The four unconventional sources of gas currently included in the EGR program are: 1. The carbonaceous shales of Devonian age in the Appalachian, Illinois, and Michigan sedimentary basins are the targets of the Eastern Gas Shales Project (EGSP). 2. The low permeability, low porosity so-called "tight" gas sandstones of the Upper Cretaceous/Lower Tertiary in the Rocky Mountain areas constitute the resource target for the Western Gas Sands Project (WGSP). 3. The free methane trapped in coal beds of both the eastern and western U. S. constitute the Methane from Coal Beds Project (MCBP). 4. The abnormally high pressured, high-temperature saltwater aquifers of the Texas-Louisiana gulf coast are targets of the Geopressured Aquifer Project (GPAP). Basic implementation strategy for these EGR projects involve (1) assessing and characterizing the resource potential of the resource; (2) conducting cost-shared field testing with industry to improve, develop, and demonstrate various stimulation and production technologies; (3) coordinating EGR activities within DOE and with other federal agencies (such as the Bureau of Mines) to minimize duplication; and (4) aiming all projects toward commercial development of the gas resources. EGSP What type of "geological animal" is the EGSP dealing with? While gas undeniably is related to the occurrence of natural fracture systems within the shale, the overall producing mechanism and precise location of fractured, gas-bearing locales within each basin is still poorly understood. By developing reliable resource characterization techniques and applying effective stimulation technologies we intend to elevate the Devonian shale from the status of a potential gas resource to that of a proven gas reserve. Once we have done this the private sector can take over the large-scale commercial development of the Devonian shale gas resource. WGSP The second largest project (both in terms of complexity and level of funding) is the WGSP. The primary targets for this project are the low permeability (< 1 md) gas sandstones of the Piceance, Uintah, and Greater Green River basins and the Northern Great Plains Province. Project success in these four primary geologic locales will permit investigating additional low permeability sandstones in 16 other sedimentary basins. It appears that the only practical means of increasing permeability and resultant flow rates from these sandstones lies in the use of massive hydraulic fracturing techniques. The Newell Creek Dam Inlet/Outlet Replacement Project is located approximately 11 miles north of Santa Cruz, California along Highway 9 in the San Lorenzo Valley. This project will replace the existing inlet/outlet works at the Loch Lomond Reservoir by constructing a tunnel using conventional excavation methods while simultaneously drilling three intake shafts to intercept the tunnel from within the city’s water supply. This project will improve the system’s overall operational efficiency and performance, and provide a safe and reliable facility for the City of Santa Cruz’s drinking water supply. This paper discusses the overall project configuration, construction observations, and challenges during construction, including tunnel excavating through the marine sedimentary siltstone of the Monterey Formation, probing and pre-excavation grouting, and the tools utilized to manage the project.

The Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (?CERCLA?), as amended by the Superfund Amendments and Reauthorization Act of 1986 ("SARA?) establishes a comprehensive Federal regulatory program for addressing environmental and public health risks posed by releases of hazardous substances into the environment from a wide variety of industrial and other sources. The statute is primarily administered by the United States Environmental Protection Agency ("EPA"). The applicability of CERCLA to the mining, milling, and smelting industries (hereinafter referred to as the ?mining industry?) has been upheld by the courts and recently affirmed by Congress. The purpose of this article is to briefly outline the scope of CERCLA as it applies to the mining industry, the scope of EPA&apos;s activities pertaining to the mining industry under CERCLA, the types of remedies which may be pursued by EPA, and the liability scheme of CERCLA as it applies to corporate entities, managers, and shareholders involved with the mining industry. "The objective of this research is to study the quality of blast-furnace iron ore pellets with binary basicity 1 fired on a pilot scale using the two main firing processes that are presently in use in the world and comparing them. Currently, the great majority of pellet producers use the traveling grate process because of its higher production capacity. In this study, the physical and chemical qualities of the pellet feed, limestone, anthracite and bentonite were determined and the amount of additives for a blast furnace pellet with the defined basicity was calculated. The physical properties of the green and dried pellets were determined accordingly. Produced pellets, after being fired on a pilot scale using traveling grate and grate kiln, were subjected to chemical analysis and physical testing. No significant difference was observed in the metallurgical quality — that is, reducibility index (RI), reducing disintegration index (RDI) and swelling index (SWI) — of the pellets produced by both processes. However, a comparison of cold physical tests — tumble and cold compression strength — shows improved quality of the pellets fired using the grate kiln process.IntroductionThe development of human civilization owes much to iron and steel (Sun et al., 2015). Iron is the most used metal in the world, and it is the main component of steel, which is present in materials for structural engineering, automotive and general industrial applications (Liu et al., 2014). Increased global demand has led to a decrease in the resources of ore with high iron content (Zhang et al., 2015), and currently 95 percent of the iron ore in China needs processing before smelting as its iron (Fe) content is only about 30 percent on average (Liu et al., 2014).Pelletizing is a process to economically agglomerate iron ore pellet feed into pellet form. After balling, green pellets are conveyed to the final step of the manufacturing process (Pena, 1982). The process is a multifaceted one, involving high temperatures, air flow gas turbulence and complex equipment geometry (Larsson et al., 2009). The pellets are fed into blast furnaces, which are now predominantly used in the extraction of iron. Ore processing also requires physical separation, including crushing, grinding and water removal (Sun et al., 2015).The increase in steel consumption favors the exploitation of low-concentration ores and the production of pellets (Halt and Kawatra, 2014). Pellet quality is affected by various factors, such as their physical and chemical characteristics and their temperatures and residence times in the furnace (Halt, Silva and Kawatra, 2015). Different geological settings lead to a wide range of different minerals (Graça et al., 2015).This work aims to generate important information for the pellet industry in the area of physical and metallurgical qualities of the agglomerates obtained by two processes: traveling grate and grate kiln."
