Uranium associated with phosphate deposits has been the subject of numerous investigations (1-8). In the land-pebble phosphate deposits of central Florida, uranium is found in the phosphate matrix (ore) and in the leached zone between the over-burden and matrix (1). Between 0.01 to 0.02 percent uranium is found in the leached zone, which consists of apatite and aluminum phosphate minerals (crandallite, wavellite, millisite) (Z). The primary phosphate mineral in the matrix is apatite, and the 0.005 to 0.01 percent uranium typically found in the matrix is associated with this mineral (1). It is generally believed that uranium substitutes for calcium in the apatite structure (3-5). Clay and quartz phases associated with phosphate deposits contain little uranium (1, 6), and no descrete uranium minerals have been detected in these deposits (4). A typical phosphate matrix consists of quartz, slimes (-150 mesh material) and recoverable phosphate. When the matrix is beneficiated, partition of uranium and radium takes place (9, 10). Although considerable data exists on how uranium is distributed in the phosphate deposits, no systematic study has recently been reported on the distribution of uranium during phosphate rock beneficiation. The purpose of this study was to determine how uranium is distributed in the various strata which comprise the overall land-pebble phosphate deposits, as well as how the uranium is redistributed during beneficiation of phosphate matrix. To obtain this information studies were carried out on matrix samples obtained from three different mines in central Florida. Using pilot-plant scale beneficiation, an analysis was performed on how uranium in the matrix is distributed among the pebble fractions, flotation concentrates, flotation tails, and slimes. The uranium level profile for an active mining area was also obtained. Also, since thousands of acres of slime ponds may someday become a source of both phosphate and uranium, a depth versus uranium content profile was determined for an inactive slime pond.

AMAX Inc. climax's mine-mill complex at Climax, Colorado is best known for its molybdenite production: 50,000 TPY of molybdenite flotation concentrate (95% MoS2) from mill heads containing 0.35% molybdenite. Less recognized are the byproducts that are concentrated from the tails generated in the rougher flotation circuit (see Figure 1). Climax recovers a heavy mineral concentrate by passing the rougher tailings from molybdenite flotation over Humphrey spirals (Figure 2a). This concentrate is floated using xanthate at pH 4 to remove sulfides, principally pyrite. The tails from the pyrite float are then cleaned of quartz, feldspar and light minerals by tabling (Figure 2b). Amine flotation follows at pH 1.5 and 75°C to float monazite (Figure 2c). The present circuit at Climax dries the monazite flotation tailings and utilizes high intensity cross-belt magnetic separation Figure 2d) to generate a high grade wolframite concentrate and a low-grade cassiterite product, both of which are contaminated with the mineral brannerite, (UO, TiO, UO2)TiO3. The uranium specifications have recently become difficult to meet due to the increasing percentage of brannerite reporting in the mill feed. A plant is being built utilizing hot sulfuric acid and sodium chlorate to leach this uranium from the monazite flotation tailings prior to their being fed to the wolframite- cassiterite magnetic separators. This modification is the subject of our paper.

Both Canada and the United States are endowed with significant reserves of mineral resources. Mining industries in these two countries have a strong safety and health culture; skilled, dedicated and well-paid workforce; applications of state-of-the art technologies and high productivity, strict environmental requirements and social responsibility. Both countries are global leaders in safe, economic, productive, environmentally responsible and sustainable mining practices. Mining schools/ departments in Canada and the United States provide a strong and comprehensive education and training, hands-on learning experience, with support for internships and co-op opportunities to prepare graduates for careers not only nationally but also in the global mining industry. While there are many similarities in their industries and mining schools, there are also some differences. This article examines the contribution of mining to the economy, the political climate, the regulatory framework, the investment climate, environmental regulations, the language, the perception of mining, news and press coverage, and the academic landscape in both countries. Opinions, observations and perspectives shared in this article are of the author, and do not necessarily reflect the views, policies or positions of any organization, employer or affiliated group.

While this conference is dedicated to the examination of "Challenges in Mineral Processing," the broader aspect of the pursuit of this subject is Research and Development in the Mining Industry. When I was asked to speak at this symposium, I hesitated to accept. While my early schooling, training and professional occupation were in the field of this symposium, it was so long ago that I no longer feel competent to contribute anything of interest to you except perhaps for a limited historical perspective, which most of you probably already know. However, it might be worthwhile to explore the more general aspect of research and development from the viewpoint of management, as this is the stance from which I dealt with the subject for the last 30 years or so. While most managements generally have a positive view of research and development, few of the leaders in the mineral industry have actually had the personal experience of doing research for a long enough time to have obtained a full understanding and the feel for its place in the long-term technological innovation that our industry must foster. I graduated from the University of California in Berkeley with a Bachelor of Science degree and a major in metallurgy. It was during the great depression of the thirties, and it was difficult to obtain a practical job in the industry. I got a scholarship at the Montana School of Mines and received a Master of Science degree in ore dressing under Professor A. M. Gaudin, followed by another year with him pursuing research. Anyone who studied under him, or knew him well, would assert that this was a unique experience. Gaudin had a brilliant mind and a profound respect for science and the scientific method. Each and every mining operation from a simple sand-and-gravel pit to the largest integrated mine-mill-concentrator-smelter-refining complex has, as its foundation, a quantity of extractable natural resource the reserves. Without reserves, there is no mine, and any concentrating or extracting plant, no matter how sophisticated, is simply so much scrap metal. And, of course, without resources there are no reserves. It is remarkable, therefore, especially in this age of careful planning, high quality engineering, and state-of-the-art financial analysis, that such a fundamental and vital item is so little understood and the subject- of so much confusion. Time and time again it has been the experience of the author, when called in to a mining operation that has run into trouble in reaching projected production targets, to find that the designed-for tons were not reaching the concentrator/extraction plant, and/or the grade of such tonnage was substantially below the forecast and design grade of the plant. The mill blames the mine for delivering below standard tons and/or grade and the mining engineer blames the geologist for overly-optimistic assessment or incorrect interpretation of the deposit. The geologist blames the mining and metallurgy division for wrongly interpreting his data and conclusions, or simply fouling-up a fine orebody.

The intensity of environmental conflict, the delays and legal battles that have marked the 1970's suggest the need for additional processes to resolve environmental disputes. Our present means frequently fail to address the real issues separating individuals and institutions. They are primarily adversary processes that foster polarization and reduce cooperative efforts. At the Office of Environmental Mediation, we have no quarrel with adversary processes nor with polarization, for both serve as important spurs to necessary change. We do seek cooperation among parties at a point where there can be a realistic expectation of success in facilitating a resolution of their mutual differences.

As a clean and renewable energy carrier, hydrogen is an important component of most alternative energy portfolios. Hydrogen combines very high energy content by weight with excellent environmental attributes. Since hydrogen reacts with oxygen to produce only water with release of energy, it can be used to power fuel cells, combustion engines, and turbines, without production of greenhouse gases at point of use. However, because of its low volumetric density, storing pure hydrogen is impractical. Thus implementation of hydrogen technologies requires materials that can safely store and release large amounts of hydrogen (1,2). In recent years, the U.S. Department of Energy (DOE) and other governmental agencies around the world sponsored extensive research on hydrogen storage materials, including those based on boron. These efforts have resulted in significant advances in hydrogen storage technologies. Boron materials stand out as leading candidates for hydrogen storage among the many options investigated. Combining excellent hydrogen densities, release rates, and safety characteristics, some boron materials can hold substantially more hydrogen by weight and volume than even pure liquid hydrogen (3-5).

Central America is graduating this year into large scale mining with the start up of Inco's multi-million dollar nickel laterite processing plant in Guatemala. In the other extreme of the Isthmus in Panama Texas Gulf Sulphur is doing check diamond drilling and foundation test drilling at the Cerro Colorado copper porphyry. The higher price of gold and silver has spurred development and exploration of several small precious metal mines. The purpose of this presentation is to make a brief resumé of the most important mines operating in the area and a list of significant exploration projects. Also, tables will be shown to compare mining codes and taxes. Unfortunately these tables lack information on Panama. Before starting I like to express my appreciation to Kennecott Copper who permitted the use of some of the data compiled by the author on their behalf during the year 1975. Other persons which did not want to be named also have my gratitude.

The lacustrine Green River Formation of Eocene age in the Green River Basin, southwest Wyoming, contains the world's large resource of natural sodium carbonate in bedded trona (Na2CO3? NaHCO3? 2H2O). In this study, 126 billion tons are estimated to be present in 22 beds, ranging from 4 to 36 feet in thickness. These 22 beds underlie areas of about 50 to more than 775 square miles at depths ranging from about 650 to more than 3,000 feet below the surface. The total resource of trona ore in the basin for which drilling information is available is estimated to be about 149 billion short tons. The undeveloped deeper trona beds in the southern part of the basin may be exploitable by solution mining. Additional unevaluated sodium carbonate resources are present in disseminated shortite in strata interbedded with the trona and in shallow sodium carbonate brines in the northeast part of the basin.

The planning of an underground coal mine requires a complex blend of technical expertise, experience and subjective design criteria implemented by the mining engineer. Currently the procedure is largely manual and requires considerable resources to generate a single mine plan. Often three or four people are assigned to work in the development of a single draft layout. Evaluation of the layouts is also tedious as it requires many repetitive calculations. The evaluation of layouts developed manually generally attempts to derive a single economically feasible solution. Operational constraints in underground coal mining such as manpower, time, equipment, etc, do not allow the generations of more than one alternative layout. As a result, the first plan is generally the only one considered. Computer-aided mine planning can automate many of the manual procedures and calculations involved in mine planning thus allowing to evaluate many layouts and mining strategies and to select the optimum plan with confidence. An optimized planning procedure will also provide the capability to evaluate mine performance continuously and critically, thereby helping to maximize return on investment.

Green algae have been found to be much more resistant to heavy metals than blue-green algae. Several mechanisms for resistance to toxicity have been recognized in laboratory strains of Cyanidium, Chlorella and Chlamycomonas. Cyanidium and Chlorella both grow at low pH in acid mine water. Cyanidium removes metal ions from solution by precipitation as metal sulfides whereas Chlorella complexes metal ions to the cell surface i.e. cell wall) and therefore functions as an efficient ion exchange vehicle. We have shown that Ca2+, Mg2+, K+ and Na+ are of critical importance in both the resistance and bioaccumulation of toxic heavy metals.

It is becoming increasingly difficult to secure local aggregate resources that meet quality standards and local restrictions without conflicts with other land uses and environmental regulations. The successful integration of natural-resource information into land-use decisions is becoming increasingly important as the needs for both land and resources become more numerous, complex and urgent. Well-reasoned decisions about land-use are crucial to the Nation if infrastructure resources are to remain economically available. Provisions for uninterrupted future supplies of aggregate should be made using proper long-range planning that incorporate a multiple land-use program. That program would include identification and protection of natural resources, strategies that will permit development of resources according to future market needs and environmental considerations, and the beneficial reclamation of mined-out areas.

Although mining is currently one of the smallest academic units on the Colorado School of Mines(CSM) campus, it is alive and well, with nearly 100 undergraduate and graduate students. For many years, Mines has had undergraduate and graduate programs in hard-rock mining. The school has recently transferred its physical mineral processing activities to the Mining Department. The program has also expanded to include tunneling, underground construction and industrial minerals. There are current discussions about increased research activities on cement and other construction materials. The Mining Department also teaches its share of what is called the “distributed core” courses with curricular requirements common to related programs, as well as mining safety and health, in conjunction with our continuing education department.

Due to the surge in shale gas production, a substantial number of unconventional shale gas wells have been drilled across U.S. coal reserves. Gas breaches resulting from damaged wells pose a considerable safety risk to miners. This paper investigates how a ventilation system can effectively manage breached gas through a network-based numerical model and laboratory-scaled physical model. Several hypothetical gas breach scenarios in a longwall area are simulated, exploring factors influencing gas mitigation. The study establishes correlations between breached gas inflow and gas concentration at critical locations. The findings in this study provide valuable insights for managing mine ventilation systems and enhancing coal miner safety.

As stated by the Congress in the preamble of the act establishing the Office of Coal Research, its purpose is, "To encourage and stimulate the production and conservation of coal in the United States through research and development by authorizing the Secretary of the Interior to contract for coal research, and for other: purposes." Thus, while the overall responsibility for air pollution control from all sources rests primarily with the Department of Health, Education and Welfare, it is obvious that OCR could not perform its mandate of, increasing the utilization of our Nation's greatest energy resource if it ignored one of the greatest practical obstacles to achieving that objective. Therefore, air pollution abatement and prevention is one of the practical considerations taken into account in the selection of the OCR program. And as the severity of the air pollution problem imposes new restrictions on the use of coal, the importance of this criteria in the selection of OCR projects increases. The work done by OCR in air pollution abatement does not conflict with nor does it duplicate the program developed by HEW's National Center for Air Pollution Control. Technical members of the OCR staff maintain close formal and informal liaison with their counterparts in NCAPC. One formal agreement has been executed whereby the HEW agency has transferred funds to OCR for a practical study of the potential effectiveness of air pollution control when coal is burned in a fluidized bed comprised of inert alkaline earth material. "As ores degrade, mining techniques and chemistries change to meet market demand and maintain product quality. The balance of recovery and grade is a significant challenge in the Crago Process where an anionic collector is used to float phosphate, followed by acid scrubbing, then an amine float to improve product grade. As the grade is a requirement for DAP and MAP production, recovery is the criteria to suffer. Phosphate losses in the amine float can bring overall recovery down by as much as 18%, creating a growing need to think outside the box to improve recovery. This paper will focus on the theory of amine tail recycling and the best methods to optimize the overall phosphate recovery by recycling the tails from the cleaner flotation step. INTRODUCTION In 2014 the total US phosphate production was down 13% over the prior year, from 31.9 to 27.1 Mt, which accounts for 12.32% of the world’s phosphate rock production. Florida and North Carolina phosphate production accounted for 80% of total US phosphate production, which was down from 85% the previous year. This decline is due in part to the closing of the last phosphate mine in Polk County, FL - which had an operating phosphate mine for over 100 years (Gurr, 2015). Another factor contributing to the reduction in contribution from FL & NC is the increasing challenges in beneficiating the remaining ore deposits. The Central Florida mining district has historically been in the Bone Valley deposit, where raw apatite was abundant with P2O5 values as high as 15%. The Bone Valley ore also had characteristics favorable to beneficiation to 27.5-29.7 %P2O5 while achieving recoveries above 86%. The move southward into the Hawthorne Formation has seen the ore feed grade hit some historic lows, and the matrix characteristics pose more challenges to phosphate producers. The Hawthorne Formation experienced lateritic weathering after the Bone Valley formation which altered the apatite to aluminum phosphate minerals, and alteration of montmorillonite to kaolinite, releasing MgO that caused the dolomitization of the top of the Hawthorne limestone (Cathcart, 1966). Elevated levels of dolomite can yield an increase in slurry viscosities, reduce production rates, and increase energy costs in the wet-acid fertilizer process. The MgO will also act to dilute grade, making it more difficult to achieve a standard 18-46-0 product (McHardy, 1981)."

This paper describes variations in feed characteristics, preparation techniques, response to induration and product quality in pelletizing magnetite concentrates, earthy hematite ore fines, and specular hematite concentrates in grate kiln systems. The Cleveland-Cliffs Iron Company manages plants processing these various materials on the Marquette Iron Range in northern Michigan. The operations include the Humboldt Mining Company, Marquette Iron Mining Company, Empire Iron Mining Company and the Pioneer Pellet Plant. The combined output of the operations is approximately 9,000,000 long tons per year. The Humboldt Mining Company, owned by Ford Motor Company and Cliffs, produces pellets from a specular hematite concentrate. The Empire operation, which processes magnetite ore, is owned by Inland Steel Company, McLouth Steel Corporation, International Harvester and Cliffs. The Pioneer operation, which processes earthy hematite ores, is a joint venture of Republic Steel Corporation, McLouth Steel Corporation, Bethlehem Steel Corporation and Cliffs. The Marquette Iron Mining Company, owned by hones and Laughlin Steel Corporation, International Harvester, Wheeling-Pittsburgh Steel Corporation and Cliffs, produces pellets from specular hematite concentrate at the Republic Mine and Eagle Mills Pellet Plant. With the exception of the Eagle Mills plant, the operations employ the grate-kiln pelletizing system. Descriptions of the Empire, Pioneer and Republic operations, which have a combined capacity of 7,200,000 tons per year, are given in the paper.

Environmental laws and regulations have proliferated over the last two decades. 1/ Within the last year, Congress has dramatically expanded the scope of the Superfund program 2/ and has enacted significant new amendments to the Clean Water Act.3/ In addition, EPA has shown no signs of slackening the pace at which it promulgates new regulations to implement statutory programs. The agency projects that over the next few years it will issue approximately 275 new regulations under the statutes it implements. 4/

Electric utilities depend heavily on coal as a major fuel source for power generation, annually producing more than 85 million ton'> of ash, boiler slag and FGD (flue gas desulfurization -"scrubber") materials as by-products. Utilities and others who burn coal have traditionally disposed of these by-products in ponds or landfills. However, in the last 10-15 years there has been a greatly increased emphasis on beneficial utilization of these materials by the producers themselves as well as by customers who purchase the by-products. Regulatory, cost and technical performance issues currently impact the use of coal ash and other coal combustion by-products (CCB).

Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.
