The concept of using powdered coal-in-oil-mixtures (COM) as a composite fuel to conserve oil resources and relieve import supply problems is being vigorously promoted by the Department of Energy via the sponsoring of various demonstration units (1). The idea of COM as a useful alternative fuel has been explored on and off for over 100 years (2). The approach must be capable of grinding, mixing, storing, and combusting COM with presumably only minor equipment changes on oil-fired boilers. DOE estimates that 56 000 m3 of oil (350 000 barrels) could be spared daily if a 50-50 COM was used to generate electricity. Of course, the ability of COM suppliers to prepare and deliver a stable suspension of COM at reasonable economic costs must be achieved if the concept is to be successful. This report reviews the various methods used to attain stable coal-oil mixtures. Various physical-chemical principles associated with each method of stabilization are also discussed.

Iron ore pellets use bentonite clay as binder at dosages from 0.5to 1.0% (10 to 20 pounds per ton) of moist iron ore concentrate. Bentonite is typically shipped hundreds of miles from Wyoming to the Lake Superior iron ore district. It is therefore best to know how effective a bentonite will be before it is shipped and used to bind concentrate into pellets. Current tests of bentonite effectiveness include: plate water absorption, methylene blue uptake, free swell, exchangeable cations, and glycolated layer expansion. However, these tests have many disadvantages: First, they only measure the ability of a bentonite to expand, disperse, or absorb, not how well it will bond. Second, most of the tests require up to 20 hours to perform. Bentonite only has a few minutes to interact within the concentrate before it is indurated (sintered). These long-term tests may not reflect the true behavior of bentonite. Third, the tests are tedious and often results are inconsistent between different iron ore concentrates, labs, and technicians. Fourth, some of the testing equipment is difficult to procure. Fifth, procedures are often difficult to standardize. In this paper, the Binder Effectiveness Strength (BESt) test to evaluate binders for iron ore pellets is presented that: measures the ability of bentonite to bond, requires only about two hours to complete, is simple and reproducible, and utilizes readily available equipment that has been standardized for decades.

Svedala has a ported kiln process, designed specifically for the direct reduction of pelletized or natural lump iron ores. The process is called ACCAR. This ported kiln technology has been coupled with Svedala's GRATE-KILN System, for iron ore pelletizing, into the GRATE-CAR System for the reduction of fine grained ore concentrates through the steps of agglomeration, induration and reduction in a single production line. Additional applications of the GRATE-CAR System include: the recovery, agglomeration and reduction of steelmill waste oxide fines and the use of minus 6mm size natural lump ores to produce a highly metallized pellet agglomerate. Svedala conducts tests to confirm certain operating parameters through process simulations of the GRATE-CAR process. These tests are conducted at Svedala's Process Research and Test Center, Oak Creek, Wisconsin. Svedala also assesses issues of process variables, heat transfer, equipment sizing, retention time and endothermic demand associated with iron ore reduction using natural gas or coal as the reductant. The purpose of this paper is to present the GRATE-CAR processing concepts, the commercial production line and the testing procedures associated with investigating potential raw materials.

Analysis of the energy resources available in the United States confirms that coal will be needed to satisfy the future energy needs. The trends in the market place, particularly economic and political, suggest that the bulk of the coal will be consumed for generation of electricity. The utilization of coal to produce electricity will require technical solutions to the variable characteristics of coal and ash, development of methods to improve coal quality, and public acceptance of the cost of compliance with environmental standards.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. Unitization and containerization continue to grow with great rapidity throughout the world today. Every industrial nation outside of the Iron Curtain is devoting more and more time toward research of these developing sciences. Unitization and containerization are proving to be the solution to many of modern industry's most pressing handling and shipping problems. Manufacturers make large savings, carriers receive many benefits, and customers take an increasing interest in demanding that their shipments either be unitized or containerized. Unit-loads consist of items, packages or bulk materials pre-assembled into a convenient mass for handling by mechanized equipment and to fit the internal dimensions of carriers. It has been found that unitized handling and shipping offers cost savings too great to be ignored by anyone interested in the distribution of goods. At present, the benefits from unitized shipping and handling are being enjoyed only to a small extent due to the failure of many persons concerned with handling practices in recognizing only some of the advantages of unitization. Before the full benefits of unitized handling and shipping can be realized, some major changes in packaging and distribution practices will be necessary on the part of industry. Numerous investigations in the last two years show conclusively that there are more advantages and more inherent savings for shipping goods on pallets in unit loads than by any other method. There is no question that unit-load handling can offer significant advantages to the user over piece-by-piece package handling. Reduction in handling costs is the primary objective of such activities, but it is by far not the sole objective. Some of the other benefits that can be realized are:

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.

The authors summarise the development and recent advances in the reconstruction and visualisation of three-dimensional objects from point data and describe applications to the reconstruction of orebody shapes from drill-hole and other data. In particular, Dijkstra's algorithm is proposed and implemented as a means of optimal reconstruction of complex orebody and topographical shapes from irregularly located sample data. The surfaces of the shapes are constructed from triangular tiles and the algorithms proposed by the authors are guaranteed to find the optimal set of tiles that "best" construct the surfaces on the basis of specified objective criteria. The algorithms are illustrated by applications to a complex silver/gold/zinc/lead deposit.

While systems to remove sulfur oxides from flue gases have been used at coal fired power plants since 1931, critical need for flue gas desulfurization has only occurred since the late 1960s following the passage of the Clean Air Act Amendments. Commercial and advanced flue gas desulfurization processes (FGD) are reviewed. Advantages and disadvantages of the processes are discussed. Regulatory requirements leading to the development of FGD systems are identified. The location and operation of coal fired plants may be determined more and more by the regulatory requirements for sludge disposal, waste, water discharge and air emissions.

The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter ratio. This is in spite of the fact that practice varies substantially in this area: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia; historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to/the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills; on the occurrence of the overload phenomenon; and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape face or is of major importance in this area; and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type.

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

Traditional methods of project procurement of have remained virtually unchanged in the U.S. infrastructure construction industry for more than 50 years. The traditional method, Design-Bid-Build (DBB), uses a two-step process that separates planning and design from construction. Design is generally done by the public agency and their consultants and the subsequent construction contract is procured from the private sector, almost always by a “low-bid” approach. This method has worked well for many projects, delivering quality work for the lowest bid price. This is particularly true for those projects where the work, and the public agency’s management procedures, are well understood by the contracting community and there is relatively low uncertainty in the work or conditions, particularly geotechnical conditions for underground construction. However, concerns exist with the DBB process. It is time consuming because all planning and design work must be completed prior to beginning any construction work and it is of concern for complex or large projects, plus those with significant risk, where the separation of design and construction, in conjunction with pressures resulting from the low-bid environment, often result in substantial cost and schedule increases. Frequently, these increases occur in a non-productive, inefficient, adversarial work environment leading to claims, disputes and costly litigation (Quick 2002).

One of the most important applications of material handling engineering technology occurs in iron ore pelletizing plants. Although the total installed value of material handling systems in such plants, as well as in many other modern process plants, is a relatively small percentage of the value of the plants (5 to 10% perhaps), their significance is considerable. Indeed this significance equals that of the more expensive process equipment in the plant, since the failure of any component of any system causes, shutdown of the entire plant. It is because of this increased consequence of failure that design criteria for process plants are more conservative than for conventional material handling applications. A second unique characteristic of material handling technology applied to process plants in general is the variety of materials being handled and the wide range of problems this variety presents. One extreme encountered is the stickiness of filter cake. Here the entire design effort is aimed at keeping the material flowing through transfer points and preventing it from building up on components. Another extreme is the conveying of fired pellets - hard spheres with a very flat angle of repose and abrasive characteristics severe enough to make conventional wear plate materials impractical.

Cominco Snip is a 60: 40 joint venture of Cominco Ltd. and Prime Resources Group Inc. Cominco manages the operation. The mine site is located in a narrow mountain valley where Bronson Creek enters the Iskut River in Northwestern British Columbia. Access is by air only to the company's 1,500 meter airstrip. Milling at a designed feed rate of 300 tpd began on schedule in January 1991. Tonnage and gold production in the form of bullion bars from the gravity circuit and gold bearing float concentrate have exceeded design forecast. This presentation will examine many of the factors that influenced the final plant design inclusive of exploration findings, bench scale and pilot plant test results, environmental and social considerations, capital and projected operating costs and product transportation alternatives such as the operation's Hovercraft.

Vertical magnetic surveys have been made over about 3, 150 miles of the crystalline area of east-central Alabama. A contour map (100-gamma interval) showing regional magnetic anomalies has been prepared (scale 1:250,000) from data points located at quarter-mile intervals on all public roads. Small one- and two-station anomalies were eliminated, leaving only areally extensive anomaly features associated with regional geology. The regional gradient was "filtered" from the basic data and the resulting magnetic configuration compared to the regional geology. Regional lines of vertical magnetic intensity trend northeast and follow the structural framework of the area. Correlations can be made between a large number of geologic and magnetic features. The strongest regional anomalies are associated with the Goat Rock, Bartletts Ferry, Towaliga, and Brevard fault structures. The Inner Piedmont area is characterized by a broad regional high. The magnetic values of the northern Alabama Piedmont grades gently northwestward, disrupted occasionally by elongate highs and lows associated with amphibolites or granites. Scattered throughout the Piedmont are anomalous areas of high magnetic intensity; some are related to magnetic-bearing rocks, and some Indicate possible mineralization. This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

The current situation of the global mining economy is increasingly focused on the utilization of materials previously discarded in the mining process. The waste from the past, through new processing routes, is gaining new contours for use as high-value-added products. The strategic mine planning process has consequently had to adapt to the new economic reality. In standard scenarios, the focus was primarily on mine sequencing aimed at the highest economic return, with all infrastructure allocated as a necessity of mining. This work aims, in strategic planning, to configure and select the best composition of mining structures. The entire Mine-Plant-Waste-Tailings-Products chain will be considered as a factor in the sequencing of a multimine complex, to achieve the most sustainable utilization of the current mines’ waste. The sequencing is based on concurrent flows of process configurations and capacities, structure sharing, and flexibility of feed types. These factors will guide the sequencing, which will be constrained by components such as waste and tailings disposal rates, lithology feed relationships, and especially product composition through market specifications, all while respecting product shipping capacities.

Mining project development, permitting, environmental regulatory and compliance issues in Uzbekistan and the CIS are every bit as complex as those in the western world. The vast array of environmental permitting, monitoring and reporting regulations for mine project development and operation in the CIS are based on existing Soviet environmental regulations and policies which have remained in place after these countries gained independence from the former Soviet Union. The approach to mine project permitting in the CIS differs from the western world. Similar pre- feasibility, baseline data collection, and environmental monitoring requirements allow the project proponent to coordinate preparation and submission of documentation to support project permitting for Uzbek regulatory requirements with environmental requirements imposed by financial institutions and western environmental compliance structures. Implementation of generally accepted western environmental best management controls and monitoring into mine design, construction, and operation will not, however, ensure automatic compliance with Uzbek environmental regulations. Uzbek environmental compliance requirements that differ from western requirements include: 1) development and maintenance of an environmental database constructed specifically to address annual, biannual and quarterly statistical reporting requirements for emissions of "environmental pollutants" from the facility into air, surface water, ground water and soil; 2) preparation and submittal of specific permits for water utilization, hazardous waste storage and disposal, landfill construction and operation, and stack emissions inventories; and 3) procurement of approvals from the Uzbekistan State Committee for Nature Protection (generally analogous to the US Environmental Protection Agency). This paper outlines and summarizes the regulatory requirements for mine site permitting and the procedures for environmental monitoring and reporting during mining operation in Uzbekistan and the CIS.

Dwindling near-surface mineral reserves emphasize the need for the development of exploration techniques capable of greater depth penetration; geochemical techniques tradition- ally have been restricted to the search for deposits having at least a sub-outcrop expression. Rock geochemical techniques developed in Cyprus in 1967-1968 recognized anomalous conditions in volcanic rocks up to one mile from an ore de- posit. Research by the Exploration Geochemistry Group at the University of New Brunswick has shown that some massive sulphide deposits in New Brunswick have well-defined halos of major, minor, and trace elements in the host rocks extending up to 1,200 metres (4,000 feet) laterally along the same stratigraphic horizon, and up to 450 metres (1,500 feet) vertically in hanging wall rocks which apparently post-date mineralization; well-defined halos have also been found in foot- wall rocks. Some of these halos are readily identified as individual elements or as element pairs; others are so subtle as to be recognizable only through computer-calculated multivariate analysis. Research continues to extend the dimension of rock geochemical halos for regional exploration and for identification of more restrictive anomalous conditions which may closely define the location and extent of buried sulphide deposits.
