Management of mineral resources through land-use planning procedures is not a new concept, particularly at the local level of government. Colorado may well be one of the first states, however, to vigorously attempt to evaluate on both the state-wide and regional basis, mineral resource potential and to make certain that potential for mineral resources is included as one of the primary factors considered in the local land-use decision-making process. Less than a decade ago the only consideration given to mineral resource extraction, particularly aggregate resources, was whether or not they could be produced at the particular time they were needed. This attitude has now shifted to the other extreme, not only in Colorado, but other states as well, so that other interests, especially housing projects, mountain subdivisions, recreational and wilderness areas are gaining prime consideration in land-use decisions. Ideally, in a more acceptable median position, mineral resource potential would receive definite consideration at the local level.

Colloidal interactions play a critical role in mineral processing, including grinding, physical separation (particularly flotation), dewatering, and tailings management. Despite great energy input in comminution to liberate valuables from gangues, heterocoagulation between valuables and gangues would prevent the separation of valuables from gangues. On the other hand, selective coagulation/flocculation to increase the size of desired fine particles could enhance physical separation and dewatering, while dispersion is needed for fine grinding. To control the state of colloidal dispersions by creating favorable conditions, it is of paramount importance to study colloidal interactions in a relevant system and understand underlying mechanisms. This review summarizes recent advances in developing the-state-of-the-art techniques and novel methods of measuring colloidal forces, including atomic force microscope, surface force apparatus, zeta potential distribution measurement, quartz crystal microbalance with dissipation, and our recently developed integrated dynamic force apparatus. The basic principle of each technique was introduced first, followed by a summary of critical information derived for the relevant mineral processing systems. Finally, the pros and cons of each technique were discussed to emphasize the use of complementary techniques that assist in solving fundamental problems in mineral processing.

This article describes three practical applications of the Hill of Value (HoV) methodology within different stages of strategic planning for open-pit mining operations and projects. In the pursuit of optimal mine planning, this study establishes a comprehensive case study during the (i)design phase, by refining key parameters for efficient decisionmaking. (ii)production planning, where the HoV is used to define achievable production rates, enhancing operational effectiveness through a nuanced consideration of mining and processing capacities. (iii)Additionally, the study introduces a conceptual framework for orchestrating the optimal sequence of multiple pits during the planning phase, with a focus on maximizing project value.

The authors summarise the development and recent advances in the reconstruction and visualisation of three-dimensional objects from point data and describe applications to the reconstruction of orebody shapes from drill-hole and other data. In particular, Dijkstra's algorithm is proposed and implemented as a means of optimal reconstruction of complex orebody and topographical shapes from irregularly located sample data. The surfaces of the shapes are constructed from triangular tiles and the algorithms proposed by the authors are guaranteed to find the optimal set of tiles that "best" construct the surfaces on the basis of specified objective criteria. The algorithms are illustrated by applications to a complex silver/gold/zinc/lead deposit.

The discovery of important new ore deposits of lead, zinc, copper and silver in 1955 in Southeastern Missouri has resulted in the development of a thriving mineral industry known as the "New Lead Belt" or "Viburnum Trend", to distinguish it from the older lead producing areas to the East. This region has recently become the world's largest lead producing district with production in 1970 reaching 432,576 tons or 74.4% of the entire United States lead mine production. The area is heavily forested with rolling hills dotted with numerous clear running streams in the Clark National Forest of the Missouri Ozarks. The location is within 70 miles of St. Louis, Missouri and has a natural abundance of water resources which provide an important recreational area for fishing, hunting, camping and other outdoor activities. Until this recent development, the area was sparsely populated and industrialization was almost unknown. The infusion of $150 million in mining capital has brought about a dramatic change in the economic structure of the area and will almost surely be accompanied by changes in its environmental picture. In an effort to maintain this bountiful national resource and to evaluate the changes occurring in surface water quality and aquatic life forms present, an inter- disciplinary research program at the University of Missouri has been undertaken with the support of the National Science Foundation. Research has been carried out to determine background values, establish natural baselines, and to evaluate the extent and causes of changes in streams effected by mine water discharges and wastewater from ore milling operations. The unique topography of the "New Lead Belt" area allows the channelization of milling and smelter wastes to separate stream systems (Figure No. 1) thus allowing measurements of the pollutional effects on an individual basis.

The exploration for a commercially acceptable deposit of limestone is consid¬ered by many to be a relatively easy task; however, trying to locate a zone of high calcium limestone of economic thickness within a formation, which outcrops only in a narrow band varying in width from a quarter mile to ten miles, adds considerably to the normal problems experienced during an exploration program. The existence of varying glacial and karst features in the outcrop area intensified the problems encountered and complicated the interpretation of the economic value of the deposit. This paper highlights a recently completed five year exploration program during which approximately 3,900 acres of ground in seven civil townships were evaluated as potential sources of high-calcium limestone. Details are given with respect to the final site chosen and the methods used in determining the suitability of the site. This site exhibited many karat features and several methods were utilized to determine the effect of these features on the gross characteristics of the deposit. Aerial photography for both mapping and interpretation were utilized. Black and white panchromatic photography, black and white infrared and color infrared photography were flown. Resistivity, diamond core drilling and close-interval angering were used to supplement the information obtained from the aerial photography.

Agglomeration by balling in cylindrical or shallow pan devices dates back to the early part of this century. The first sintering tests conducted by Dwight-Lloyd on nonferrous ores included a mixing step for ore, flux and fuel carried out in a deep pan device similar to the balling pans, or discs, presently in use. Further work directed mainly toward sintering of ferrous and nonferrous ores always included a preparatory step, usually referred to as mixing, agglomerating or green-balling of the ingredients. In the late forties and early fifties two methods of particle preparation prior to firing were in general use. In Europe the balling pan was used predominantly, both as a mixer and as a pelletizer. In the United States many pilot plants and semi¬commercial plants used balling drums. When the first iron ore pelletizing plants were built in this country, the most frequently used device for green-balling was the cylindrical drum. At the same time, the pan device was used both in Europe and the United States for many other materials such as fertilizer, cement, flyash, alumina and copper concentrates, as well as to mix the feed for sinter machines. The difference between these two balling devices - -the drum and the disc - has been the subject of much discussion and is well covered by several papers included in the 1962 publication "Agglomeration' issued by AIMS, based on their 1961 International Symposium held in Philadelphia. "Location: The Menominee district has been described geologically in several units, because the known iron-bearing formations of the larger region are not a really connected. From the commercial and mining standpoint, however, the district em¬braces, all that territory extending from a point about five miles east of Vulcan to a point a few miles west of Iron River, an east-west distance of about fifty miles, and from a line about two miles south of Vulcan to one ten miles north of Crystal Falls, a north-south distance of about thirty-five miles. This area is largely in the State of Michigan, but includes more than two hundred square miles in Florence County, Wisconsin. The chief towns of the district are Vulcan, Iron Mountain, Iron River, and Crystal Falls, in Michigan, and . Florence in Wisconsin. The Wisconsin portion of the district has not produced a large portion of the output of the area.History: The earliest reports of iron ore in the Menominee district were made by J. W. Foster and S. W. Hill, who conducted a geological exploration from Lake Superior to Green Bay in the fall of 1848. It is a remarkable fact that in spite of their plain statements regarding their discoveries, these state¬ments were apparently forgotten for a period of nearly twenty years. Foster states that ""about two miles southeast of the lower falls (of the Twin Falls on the Menominee River) near Sec. 30, T. 40 N., R. 30 W. there is a large bed of specular iron ore associated with the talcose and argillaceous slates. It makes its appearance on the north side of the Lake and can be traced a mile and a half in length and in places is exposed one hundred feet in width."""

The concept of using powdered coal-in-oil-mixtures (COM) as a composite fuel to conserve oil resources and relieve import supply problems is being vigorously promoted by the Department of Energy via the sponsoring of various demonstration units (1). The idea of COM as a useful alternative fuel has been explored on and off for over 100 years (2). The approach must be capable of grinding, mixing, storing, and combusting COM with presumably only minor equipment changes on oil-fired boilers. DOE estimates that 56 000 m3 of oil (350 000 barrels) could be spared daily if a 50-50 COM was used to generate electricity. Of course, the ability of COM suppliers to prepare and deliver a stable suspension of COM at reasonable economic costs must be achieved if the concept is to be successful. This report reviews the various methods used to attain stable coal-oil mixtures. Various physical-chemical principles associated with each method of stabilization are also discussed.

ENERGY POI.ICY-PRINCIPLES AND THEIR PRACTICE Persistently, at least since the end of World War 11, governments have intervened broadly, deeply, and incoherently in major energy markets. If we take a broad definition of energy that encompasses gas distribution and electric power, we can observe regulations of even older vintage. This trend, of course, is not unique to energy. Expansion of government controls has occurred in many areas. The relevant basic question about energy regulation, therefore, is not why is energy special, but whether any general principles exist to explain the wisdom of existing regulations. This review takes place at a time, the middle 1980s, in which a massive onslaught is being undertaken against government regulation. However, the present chapter is influenced primarily by my observations of the failures of energy regulations and not by any inspiration from those ideologically opposed to government intervention. Several subquestions arise in policy appraisal. A primary need is to establish clear objectives and determine the consistency between these goals and the policies imposed. Thus, the first step is to set objectives. The next is to outline ways to attain these goals. However, it should be recognized that many apparently distinct options are economically equivalent. When the goal is to charge producers or consumers for something, it is possible to attain the same result through either government ownership or taxing private transactions. The tax can raise the price to the level the government would have charged if it were the owner. Creation of a Department of Energy is not necessarily any different from having separate energy agencies well coordinated by some small supervisory body. Thus, a distinction should be made between substance and form in policymaking. The critical substance concerns such matters as whether the government imposes financial penalties, incentives, or rules to attain a goal. Then, there can be many equivalent ways to implement the basic policy form. The second prior illustration suggests that one favorite question is how to attain proper integration of policy. At various times, voices on either (or even both) sides of the Atlantic have called for a coordinated energy policy. The U.S. Paley Commission made this a primary goal for future policy. The western European governments that were the founding members of the Coal and Steel, Economic, and Atomic Energy Communities spent much time in the middle fifties and much of the sixties trying futilely to agree on an energy policy. (See Gordon, 1970 for an annotated review). The energy price rises of the 1970s rekindled United States interest in coordination. However, astute observers of the problem such as O. C. Herfindahl of the United States and Maurice Allais (1 962) in France warned the discussions confused form with substance. The crucial issues were what were the goals and what were the best types of policies to attain such goals. Policy suffered, not from poor organization, but from discord about the goals and how to attain them. All this suggests that we need principles to guide policy appraisal. This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

Unitization and containerization continue to grow with great rapidity throughout the world today. Every industrial nation outside of the Iron Curtain is devoting more and more time toward research of these developing sciences. Unitization and containerization are proving to be the solution to many of modern industry's most pressing handling and shipping problems. Manufacturers make large savings, carriers receive many benefits, and customers take an increasing interest in demanding that their shipments either be unitized or containerized. Unit-loads consist of items, packages or bulk materials pre-assembled into a convenient mass for handling by mechanized equipment and to fit the internal dimensions of carriers. It has been found that unitized handling and shipping offers cost savings too great to be ignored by anyone interested in the distribution of goods. At present, the benefits from unitized shipping and handling are being enjoyed only to a small extent due to the failure of many persons concerned with handling practices in recognizing only some of the advantages of unitization. Before the full benefits of unitized handling and shipping can be realized, some major changes in packaging and distribution practices will be necessary on the part of industry. Numerous investigations in the last two years show conclusively that there are more advantages and more inherent savings for shipping goods on pallets in unit loads than by any other method. There is no question that unit-load handling can offer significant advantages to the user over piece-by-piece package handling. Reduction in handling costs is the primary objective of such activities, but it is by far not the sole objective. Some of the other benefits that can be realized are:

Mercury and silver polythiocarbonate sludge that was generated from the pilot testing of optimized mercury removal from cyanidation pregnant eluate solutions prior to Merrill-Crowe recovery of gold and silver were tested for long term stability at Newmont Metallurgical Services. Sludge samples were mixed with heap leach residue to simulate disposal of the sludge in spent or active areas of the heaps and leached for twenty weeks with water and cyanide leaching solution, respectively. Leach testing results are presented as well as analysis of the sludge using scanning electron microscope techniques down to the <1000 nanometer scale.

Analysis of the energy resources available in the United States confirms that coal will be needed to satisfy the future energy needs. The trends in the market place, particularly economic and political, suggest that the bulk of the coal will be consumed for generation of electricity. The utilization of coal to produce electricity will require technical solutions to the variable characteristics of coal and ash, development of methods to improve coal quality, and public acceptance of the cost of compliance with environmental standards.

While systems to remove sulfur oxides from flue gases have been used at coal fired power plants since 1931, critical need for flue gas desulfurization has only occurred since the late 1960s following the passage of the Clean Air Act Amendments. Commercial and advanced flue gas desulfurization processes (FGD) are reviewed. Advantages and disadvantages of the processes are discussed. Regulatory requirements leading to the development of FGD systems are identified. The location and operation of coal fired plants may be determined more and more by the regulatory requirements for sludge disposal, waste, water discharge and air emissions.

Svedala has a ported kiln process, designed specifically for the direct reduction of pelletized or natural lump iron ores. The process is called ACCAR. This ported kiln technology has been coupled with Svedala&apos;s GRATE-KILN System, for iron ore pelletizing, into the GRATE-CAR System for the reduction of fine grained ore concentrates through the steps of agglomeration, induration and reduction in a single production line. Additional applications of the GRATE-CAR System include: the recovery, agglomeration and reduction of steelmill waste oxide fines and the use of minus 6mm size natural lump ores to produce a highly metallized pellet agglomerate. Svedala conducts tests to confirm certain operating parameters through process simulations of the GRATE-CAR process. These tests are conducted at Svedala&apos;s Process Research and Test Center, Oak Creek, Wisconsin. Svedala also assesses issues of process variables, heat transfer, equipment sizing, retention time and endothermic demand associated with iron ore reduction using natural gas or coal as the reductant. The purpose of this paper is to present the GRATE-CAR processing concepts, the commercial production line and the testing procedures associated with investigating potential raw materials.

It scarcely 1s possible to read a new issue of any of the principal mining trade journals without noting some mention of a major new overseas mining venture with which one or more domestic companies are involved. These projects seem to follow a fairly consistant pattern; most are large open pit mines, with relatively low grade ore bodies but huge reserves; the total price tag will be in nine significant figures and around half or more of the total cost will be for infrastructure. West1 noted that nearly $7 billion is being invested annually for new mining projects and the expansion of existing mining ventures, in the free world. He anticipates that by the year 1975 such investments would reach the $10-11 billion annual figure, and that in the five year period 1972-76 total capital requirements can be expected to aggregate around $45 billion. The proportion of this total investment which will be financed in some manner is difficult to estimate because of the variety of available financing arrangements. West estimated that around 75% of the total capital would come from internally generated funds, with the balance from external sources. Conceivably a substantially higher percentage could be attributable to external financing, especially it the trend of recent mineral development in Canada and Australia is any criterion, and of course, including local sales of equity as a part of the package.

A PDP 11/34 computer has been inter- faced to existing instrumentation in a 400 tph rod-mill/ball-mill grinding circuit and programed with a Kalman filter to estimate several unmeasured variables. A dynamic two-size- fraction model of the circuit is used to predict the complete state of the circuit including particle size distributions around the circuit, mass holdups and flowrates, the ball-mill grinding rate, water additions and cyclone parameters. Online measurements of sump level, slurry densities and product particle size are used to update the model values sequentially on a 20-second interval. This procedure results in optimal estimates of circuit variables given the relative reliability of measurements and the accuracy of the model.

The theoretical analysis of tumbling mill energetics and performance has largely neglected mill dimensionality, and, in particular, the importance of the length/diameter ratio. This is in spite of the fact that practice varies substantially in this area: geographically, for semi-autogenous and autogenous mills, as between North America and South Africa/Scandinavia; historically, for overflow ball mills, for which the L/D ratio has increased significantly from the earliest small mills to/the largest mills currently. The present study is concerned primarily with the influence of the L/D ratio on the design and operation of overflow ball mills; on the occurrence of the overload phenomenon; and on the limits, if any, it may impose on mill capacities because of critical pulp axial velocity limits. It will be shown that the shape face or is of major importance in this area; and that its adjustment to the extent that this is practical should remove the diameter limitations previously postulated for this mill type.
