Thallium (Tl) is a highly toxic heavy metal, soluble over a wide pH range. Tl levels may exceed discharge limits in mining-influenced water associated with processing gold, lead, cadmium, zinc, and copper ores. In this work, the effect of sodium permanganate (CARUSOL® C liquid permanganate) on Tl removal from mining wastewater was studied. Factors influencing Tl removal, namely permanganate dosage/demand, coagulant and flocculant use, order of chemical addition, and co-existing metal ions were examined. The results show that permanganate addition is very effective at removing Tl to below target limits and can provide a unique solution for improving wastewater quality and optimizing overall treatment costs. In addition, several on-line monitoring techniques were evaluated for process optimization. The Hach DPD Free Chlorine method was optimal, allowing plant operators to rapidly and easily spot check effluent samples for excess permanganate dose.

The Wyoming Province is an Archean craton which underlies portions of Idaho, Montana, Nevada, Utah, and much of Wyoming. The cratonic block consists of Archean age granite-gneiss with interspersed greenstone belts and related supracrustal terranes exposed in the cores of several Laramide uplifts. Resources found in the Province and in the adjacent accreted Proterozoic terrane include banded iron formation, Au, Pt, Pd, W, Sn, Cr, Ni, Zn, Cu, and diamonds. The Province shows many similarities to the mineral-rich cratons of the Canadian shield, the Rhodesian and Transvaal cratons of southern Africa, and the Pilbara and Yilgarn blocks of Western Australia, where much of the world's precious and strategic metal and gemstone resources are located.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Increasing public pressure and demands from various tiers of government have generated a legislative maze of statutory and administrative requirements facing industries involved in mineral extraction and processing. Each tier, of government has asserted concurrent jurisdiction and threats of harsh measures if industry does not satisfy all requirements. In the field of water pollution control, federal requirements have increased, carrying with them increasing techniques of enforcement - ranging from injunctions through criminal penalties. Federal laws have required that states formulate water quality standards as an adjunct to federal regulation. Florida has reacted with the Water Pollution Control Act of 1967. This act incorporates state water quality standards and permit requirements for any installation constituting a potential source of pollution, and provides for civil sanctions as well as injunctive relief. The federal government has utilized an 1899 law to require a permit for discharges into navigable waterbodies - a term which has been judicially defined to include any watercourse capable, after reasonable improvement, for use in the transportation of waterborne traffic. Failure to secure these permits can result in the issuance of an injunction or civil or criminal penalties. The Corps of Engineers will not issue these permits without the approval of the discharge by state, local and other federal agencies. Air pollution similarly is regulated by a multi-tiered network of laws and administrative standards. Federal regulation has increased from early research support in the 1950's through the development of Air Quality Standards and their enforcement by large fines, injunctions, administrative conferences and public hearings. Florida regulation, under the Florida Air Pollution Control Act of 1967, parallels federal law but grants concurrent regulations, requirements and enforcement tools to local and state agencies. Although previous state regulation was minimal, consisting only of three acts passed in 189 1, 1899, and 1911, in the future the mining industry will have to contend with this increasing network of ecological requirements. It is recommended that the industry take the initiative by involving Florida in the Interstate Mining Compact, as well as seeking the passage of a state reclamation law funded by a severance tax.

Geotechnical Baseline Reports often estimate the number of cobbles that will be encountered in terms of volume or weight. These estimates are practically impossible to verify in the field. ClaroVia Holdings in conjunction with Frontier Kemper Constructors Inc. developed Digital Geologist 2.0 to classify and count cobbles discharged from an EPB TBM at the RSC7 project in Burbank, CA. The system worked by using two stereoscopic laser sensors with a global shutter to scan and count cobbles at 12 frames per second. Results of the effort are revealed along with lessons learned and paths for improvement.

Bentonite Corporation decided to pursue ISO-9002 Registration for our bentonite production for many reasons. We wanted to improve our current Quality System to encompass all business aspects, not just Quality Assurance. We wanted this system to build supplier/customer confidence and provide our customers with all the services that they needed for their business functions: such as Quality Assurance for their needs; appropriate shipping and delivery; appropriate billing; and appropriate sales, technical and management support of our product. These objectives of our Quality System are addressed by the ISO 9000 clauses and requirements. There were additional reasons and expectations for implementing an ISO 9000 Quality System. ISO 9000 registration would develop and aid international sales since the ISO system is a basic requirement in many parts of the world such as Europe and the Far East. It would bring acceptance of bentonite products by new customers and markets Another objective was to develop better trained employees. We hoped that the ISO Quality System would help us reduce costly non-conformances and reduce overall production and operating costs. We hoped to achieve ISO 900 registration before our major customers required it. For example, our major market is use of bentonite as a binder in foundry mold sand systems. The foundries in North America primarily service the automobile manufacturers who have individual Quality System requirements that are being merged with ISO 9000 Standards. As the foundries addressed the automobile manufacturer?s needs, Bentonite Corporation received numerous inquiries and surveys of our Quality System and its conformance with ISO 9000 Standards. Eventually, ISO 9000 Registration will become a requirement to directly or indirectly service this market.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

In flotation practices, as particles become finer, such as smaller than 20 μm, process efficiency declines markedly. Selective agglomeration of fine particles is a technique to enhance the recovery of fine valuable minerals in flotation circuits. Different agglomerating methods have been introduced and tested. One method that has recently received much attention is to make use of magnetic force to aggregate fine particles. A selective aggregation of fine paramagnetic particles, such as sulfide minerals, can be achieved in the high-intensity magnetic field prior to or during flotation. The method is simple, selective and effective for fine particles and has low operational cost, though a minimum magnetic susceptibility for fine grains is required to promote the process. In this paper, the implementation of the ProFlote magnetic conditioning device in Boliden’s Garpenberg old concentrator in Sweden, where a complex massive sulfide ore is treated, is presented and discussed based on Boliden’s Garpenberg plant. The results showed an increase in the flotation recovery of fine valuable minerals. Zinc (Zn) production was increased by between 1,100 and 1,500 t/a, while salable yearly silver (Ag) production was increased by 1,500 kg. The copper (Cu) grade in the final concentrate was increased by 1 percent, while reductions in its Zn and lead (Pb) grades were obtained. The disposal of hazardous chemical wastes will be one of the major environmental issues of the 1980's. Approximately 50 million tons of hazardous wastes are produced yearly. One of the major aspects of the problem is the siting, design and construction of environmentally acceptable disposal facilities to accommodate this huge volume of material. Surface mines have been considered attractive for development as disposal sires for several reasons: 1. Surface mines represent an open pit that can conveniently serve as a repository for wastes. This could represent a significant economic savings when compared with sites on undisturbed lands chat might require extensive excavation or embankment construction.

"Physical impurity transfer in solvent extraction (SX) has a significant impact on operating costs, electrowinning (EW) performance, and cathode quality. Some operations use a wash stage to limit impurity transfer by diluting the entrained pregnant leach solution (PLS) to prevent direct transfer to EW. Wash stage operating conditions vary impacting impurity transfer. A number of factors impact dilution efficiency including mixer continuity, wash aqueous acidity, and organic quality. The impact of these variables on dilution efficiency was studied and compared to current industry practice. INTRODUCTION With the exception of iron, impurity transfer in copper SX is due to PLS carryover in the loaded organic via aqueous entrainment and crud movement. The quantity of impurity transfer is influenced by many variables including operating set points, organic quality, and settler housekeeping. Crud management and treatment is a common practice aimed at minimizing transfer of impurities to EW. Crud is a complex solid-stabilized emulsion of aqueous and organic[9]. As such, it contains a large aqueous component and the associated impurities (from the PLS). A common practice is to remove interfacial crud to prevent movement. Additionally, mixer continuity can be altered to enable compaction and improve the efficiency of interfacial pumping[10]. Understanding the factors impacting aqueous entrainment and optimizing the available controls should be a key focus for any operation. Aqueous entrainment in the loaded organic can be impacted by: • Mixer continuity • Mixer organic/aqueous (O/A) ratio • Mixer speed and impeller type • Organic and aqueous depths • Specific settler flow • Use of settler internals (picket fences, coalescing packs) • Organic quality • Design and operation of loaded organic tanks Conventional thought is to run the E1 mixer in aqueous continuity to reduce aqueous entrainment. Generally, O/A ratios close to 1:1 result in improved metallurgical and physical performance. Mixer speeds should be chosen to achieve acceptable stage efficiencies while minimizing over-mixing. Organic depths can be increased in the E1 stage to increase retention time and minimize aqueous entrainment. Settler internals can also be used, but require maintenance to maintain effectiveness. The quality of the plant organic inventory will impact physical performance. Poor organic quality can lead to higher phase disengagement times increasing impurity transfer to the electrolyte. Additionally, the design and operation of the loaded organic tank can impact impurity transfer[8]. Despite the variables that can be used to reduce aqueous entrainment and crud movement, impurity transfer is still an issue in some operations. For these operations with high PLS impurity concentrations, a wash stage may be beneficial to manage impurity transfer. Understanding factors impacting wash stage performance is important to optimize performance and limit impurity transfer."

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

In the mining and processing industry, the maintenance plan has often evolved rather than being consciously set up resulting in an overreliance on breakdown and fixed-time maintenance (planned maintenance). Historically mining and processing plant equipment has been robust and less automated than modem equipment, making it relatively easy to work on. Mining and processing plants have relied on large and expensive maintenance departments to enable rapid attention to breakdowns. Maintenance itself can result in excessive downtime and costs. This results from the requirement to take the machinery off-line to carry out (possibly unnecessary and invasive) maintenance. The danger of infant mortality after it has been put back on line again and also the cost of the maintenance action itself contributes to costs. A goal of any well-run maintenance program is to have the lowest cost while providing 100% capacity 100% of the time to operations. When maintenance investments are at a minimum, the cost of lost production is at its highest. As maintenance effort and investments are intelligently increased, the production loss gradually decreases until the lowest combined cost is achieved. This is the maintenance goal. A road map is needed to achieving maintenance excellence. This article addresses a "Road Map" to achieving maintenance excellence. INTRODUCTION Mining and processing industry maintenance is big business. A world-class maintenance program is characterized by maintenance excellence.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The efficiency of a coal mine ventilation circuit is usually measured by the ratio of the sum of the face quantities divided by the quantity supplied by the fans. Other types of systems use the power delivered to the power supplied to measure efficiency. This paper argues the case that the current measure may be inadequate and that by also looking at the power ratio, ventilation may be better managed. Problems associated with failing ventilation systems would be highlighted earlier so that crisis management could be avoided.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on the evaluation process. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mine. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Red Dog is a Mississippian to Permian aged sulfide deposit located in the western Brooks Range north of Kotzebue, Alaska. It belongs in the family of black Shale hosted sedimentary exhalite deposits but lacks classic sulfide sedimentary textures. Pervasive silicification, and a significant portion of the mineralization, is replacement in nature. An extensive feeder vein system cuts the footwall and the exhalite package. A Jurassic to cretaceous age compressional event has repeated the ore section through thrust faulting and folding. The orebody contains 77,000,000 metric tons averaging 17.1% Zn, 5.0% Pb and 82 g per metric ton of Ag. Weathering has locally altered the sulfides to sulfates and formed elemental sulfur.

This summary of international mineral exploration activities for the year 2013 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for the year 2013: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals & Mining (SNL) of Halifax, NS, Canada (formerly Metals Economics Group (MEG); 2) regional and site-specific exploration activities that took place in 2013 as compiled by the USGS; and 3) regional events that affected exploration activities, including economic, social and political conditions, that were derived from published sources and unpublished discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources are used to develop commodity and regional compilations, reported statistics may vary depending on the source and type of data that are being reported. The SNL data summarize planned company budgets for worldwide exploration activities in 2013 for 20 nonfuel mineral commodities based on surveys returned by companies primarily focused on precious metals (gold, platinum-group metals and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (coal, iron ore, phosphate and potash), and specialty commodities (diamond, lithium, niobium, rare-earth elements, tantalum and uranium). Information on uranium exploration activities was included in the MEG overview for the first time in 2007. MEG included data on the commodities lithium, niobium, phosphate, potash, rare-earth elements and tantalum for the first time in 2010 because of the increased topical significance of these commodities. Since 1999, companies with exploration budgets of $100,000 and greater were included in the MEG and SNL compilations. SNL budget estimates exclude aluminum, coal, and oil and gas. Budget estimates for iron ore have been compiled since 2011 but reported separately. The post-1999 budget surveys by MEG and SNL cover at least 90 percent of world?s reported nonferrous, nonfuel mineral exploration budgets; the 2013 survey is reported by SNL to cover an estimated 95 percent of these budgets. The 5 percent that is not covered is accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities.

The use of low-angle forward light scattering for measurement of particle size distribution has been described previously.1 Laboratory instrumentation using this technology is used routinely in operating plants for quality control and production control.2,3 Extension of the technique to on-line process monitoring and control has also been undertaken in several important areas. This paper will discuss the application of MICROTRAC R systems to the monitoring of particle size in wet slurry processes and dry powder grinding circuits. Examples of existing installations will be given with emphasis on performance and on-line reliability.

"Upon completion, the Bátaapáti deep underground radioactive waste repository complex (National Radioactive Waste Repository - NRWR) will provide safe final disposal for low and medium-level radioactive waste from the Paks Nuclear Power Plant in Hungary. The waste emplacement is in progress and one of the main concerns related to the development is ensuring a feasible plan is in place for permanent repository closure. Detailed hydrogeological observations and safety assessments revealed that the clay filled fault zones penetrated with the access tunnels play determinant role in the long-term confinement performance of NRWR, so they need to be plugged. Detailed mechanical analysis and numerical modelling of the tunnel constructed through a fault zone is presented here to gain a better understanding of the rock mass and rock support behavior. The effect of stress reflection is demonstrated and its consequences are described in detail. A recommendation is given for tunnel support design in such conditions. INTRODUCTION Crossing fault zones is a challenging task during tunnel construction and can lead to failure if not properly accounted for during design and construction. These failures are can be caused by high water inflow or stability loss of the rock mass surrounding of the tunnel (examples can be found in CEDD, 2015). The prediction of the magnitude and development of displacement has a considerable impact on issues during tunnel construction. Changes of rock mass stiffness or structure ahead of the face, to a great extent influencing stresses in the vicinity of the tunnel and thus deformations (Steindorfer, 1998). Further research with numerical simulations was carried out, and the qualitative and quantitative evaluation of displacement vector is presented in (Grossauer et al, 2005). The concern associated with crossing fault zones was considered during the design of the Bátaapáti deep underground radioactive waste repository complex (NRWR) in Hungary. In the case of NRWR project, the fault zones have an impact on maintaining the stability of the surrounding rock mass as well as the final sealing of the repository. As part of the final closure design, a complex numerical modelling program was completed to gain a better understanding of the mechanical behavior of the rock mass and the monitoring observations during construction. Even though the need for the presented study is closely related to the NRWR project, the results can be used in any project related to fault zone crossing. The methodology used to better understand the impact of crossing fault zones for the NRWR project is presented in this paper. First the project background is introduced including an overview of the underground facilities, the aim of the repository, and the construction experience gained from the first crossings of the fault zones. After that the in-situ and laboratory testing is summarized. The numerical modelling methodology is detailed in the next section. Not only the outcome of the model is presented, but the results are compared with the experience and observations made on site. Since a good agreement is found between the actual and the modelled behavior, the conclusions are based on the validated result. To fulfill the aim of the paper, the stress reflection concept is introduced to explain the mechanical behavior of the fault zone and the rock support; furthermore straightforward suggestions are made for rock support design."
