In 2008, the authors developed a methodology for identifying underground coal mines at high risk for major-hazard events. It focused on major hazard-related violations of safety standards associated with high-risk conditions. Later, using a sample of 103 mines with 2008 and 2009 data, injury measures and U.S. Mine Safety and Health Administration (MSHA) citation data were combined into a safe performance index (SPI). The SPI was used to assess the relative safety-related risk of mines, including by mine-size category. In this paper, comparisons are made of SPI-associated, normalized safety performance measures across mine-size categories, with emphasis on small-mine safety performance as compared to large and medium-sized mines. The Green Mining Industry Initiative is a risk management strategy for the future of the mining industry. Defining the Risks The bad news is peak commodities, energy and economic crisis and stock markets collapsing are the issues that are already hitting everyone?s bottom line and draining the treasuries of every mining company around the world. Higher energy costs are affecting the bottom line more than ever before, which is creating more risk for companies. Mining companies have major land positions around the world and they have major energy needs. Uncontrollable increases in energy costs, increased regulations for diesel fuel emissions and energy intermittencies are costing mining companies more time, money, and man-power, which are cutting into profits and hitting the balance sheet. The good news is, there are practical energy solutions which are off the grid, tried and true methods which can be implemented in a cost-effective manner and will increase profitability and save shareholder values as well as energy security for these companies and their projects. To date, most of the mining resource industry has not yet considered or used other forms of power like clean, sustainable, or alternative energy for their own energy needs. The reasons have primarily been pushback from the mining industry due to beliefs of older technologies in alternative energy, a lack of understanding of the cost advantages long term, and perceptions of environmental relativity.

Crushed stone operations have become more difficult due to rising costs of labor and equipment, with the consequent reduction in profit margins. Competition from other operators and the encroachment of vertically integrated companies place severe restrictions on available markets. The seasonal demand for stone precludes any definite production level, and changes in productivity have to be accommodated. These influence profitability, and therefore production plans must be continuously adjusted to keep pace with rapidly changing conditions. The basic problem of stone companies seeking to maximize profits is one of balancing stone production costs, costs of inventory holding and stock-piling, marketing costs and any other charges accruing over time against the selling price of stone. Because of high peak demands, slack period production must be stored and then distributed to supplement peak period production. For a multi-plant operation, there is a need to evaluate at the same time the interaction between the plants and the various marketing sectors. In a multi-plant operation with different production capacities and production costs, stone producers are interested in the answers to the following questions: 1. How much stone should be produced at each plant in each time period? 2. What should be the optimum stone shipment from each plant to each market? 3. What are the effects on net returns and shipping plans, if production capacities are altered at the plants? These questions have many different answers that, will satisfy demands. From the point of production scheduling, the minimum production cost may be the objective. From the inventory standpoint, the best solution will be to synchronize production with sales. This subject was introduced last April in a paper presented in Birmingham, Alabama, by James E. Elkin, General Superintendent of Duquesne's Coal Department. This paper will cover some of the same data and in addition it will update and further describe our experience. Our Portal No. 3 was started in June 1965 with battery tractor-trailer face haulage. This mine is operating in the Sewickley seam in Dunkard Township, Greene County, in Southwestern Pennsylvania as shown on Fig. 1. The Warwick group of mines fronts on the Monongahela River and extends westward for some ten miles as shown on Fig. 2.

"In order to sustain the operations in chromite processing plants, due to concentrate selling cost, plants are in need of optimization in terms of capacity and recovery increase. In this study, DAMA Engineering carried out a methodological study for the purpose after a detailed sampling campaign in a plant which is situated in one the main chromite zones in Turkey; 1 The current status of the plant was investigated quantitatively with the bottlenecks, Plant overall efficiency in terms of recovery, Efficiencies of the particular equipment (mill, screen, gravity circuit), 2 A new circuit was proposed with the available equipment, 3 The new circuit that is product of modeling and experimental effort, was evaluated quantitatively as if it is a running plant, After 4-5 months continuous effort, the capacity of the plant was almost doubled (37 tph to 70 tph) and the plant overall recovery was increased from 48% to 63% by grinding adjustments and additional shaking tables theoretically. It was shown that the plant may move into profit with the minimum amount investment using readily available system. INTRODUCTION TO THE CURRENT PLANT The objective of the study is to increase the capacity and recovery of the chromite plant owned by Kurmel Group, Akmetal Inc. The complete study is given elsewhere (DAMA, 2016). The plant is situated in one of the main chromite zones in Turkey; Aladag. The current capacity of the plant is around 35 tph and the overall recovery declared by plant engineer is around 47 %. The chromite plant mainly has 3 units; crushing, grinding and gravitational circuits. The crushing circuit has 3 stages; a jaw crusher, a secondary cone crusher and a tertiary cone crusher operating in closed circuit with a vibrating screen with the aperture size of 15mm. In grinding circuit, a rod mill (2.44 6m x 3.6) and a ball mill (2.13 x 2.3m) are used for primary and secondary grinding, respectively. Derrick screens are used for the size separation. Additionally, for the size classification of the system, hydrosizers are used and each size fraction is sent to the shaking table sets. The middling product of the tables is subjected to re-grinding with a ball mill with the dimensions of 2.1 x 2.9 m. The capacity and the recovery are affected by several bottle necks; hydrosizers’ pure classification, primary/secondary mill power vs capacity problems, re-grinding product’s high slime content and so on. These combined factors made the plant to run in low recovery and capacity. Hence, DAMA was asked to make a study to investigate current status of the plant and propose a new solution to increase capacity and recovery of the plant. The conceptual flowsheet of the circuit is given in Figure 1 below."

"Fluorspar is one of the most important industrial minerals. It has a wide range of applications, for example it is used in the steel and aluminum industry, and is also the raw material to produce hydrofluoric acid, Teflon or Gore-Tex. There are only a few major fluorspar mines worldwide, with China being the most important fluorspar producer (U.S. Geological Survey National Minerals Information Center, 2017). At Okorusu, Namibia, fluorspar has been mined with conventional open pit mining methods from 1955 until 2014 from a large scale metasomatic fluorspar deposit with seven identified orebodies. There are about 7 million tons of measured resources left with an average grade of 27.5 % CaF2. This paper is based at an MSc thesis at Technical University Freiberg and describes the design of an underground mine for the A and D orebodies with an annual production rate of 100,000 t acid-grade fluorspar product. By comparing different mining methods and adapting variants of access to the underground orebodies the paper will emphasize on the selection of a suitable mining technology, with a special focus on the economic considerations to decide about the most profitable operation. INTRODUCTION Mining holds an important part in the economy of Namibia. In 2016 11.1 % of the GDP was made through mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists an underground mining operation. The global annual production of fluorspar is approximately 6 to 7 million t (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu produced on average about 50.000 t annually in recent years (U.S. Geological Survey National Minerals In-formation Center, 2015). Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an open pit mine with four individual pits (A-D) since 1980. In 2014 the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village. The intent is to develop a concept for the further underground development of the mine. There are still about 7 million t of measured resources left in the deposit, with an average grade of 27.5 % CaF2. This study focusses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged."

The case history, which is the subject of this paper, involves the expansion of a lime plant in Texas. The major new production unit is to be a 545.45 tonne per day coal fired rotary kiln. Auxiliary facilities include additional quarry haulage equipment, modifications to the crushing plant, a hydrator, storage facilities, and a loading system. The existing plant consists of a high calcium limestone quarry, two coal fired rotary and 10 gas fired shaft kilns, nth crushing, screening, stockpiling, hydrating, storing and loading facilities. The proposed modification would increase quarry volume from 545,000 tonnes per year to 805,000 tonnes per year. The plan also includes the addition of dolomitic lime to the product line which requires the purchase and handling of 186,000 tonnes of screened, washed dolomite yearly. A decision to undertake such an expansion was previously a simple and straight forward process. Such a decision now faces a major and complicating obstacle which can delay the project, raise the expected cost, or prevent it entirely.

Introduction "Austerity" is perhaps an overly generous description of the past three years in the American steel industry. Steel plants operated at an average of only 57% of their capability in 1982-84. The dismal losses for last year are still being totaled. But during the two years before this period, American steelmakers recorded an aggregate net loss of a staggering $6.8 billion. Steelmakers responded by closing numerous marginal facilities. And production capability was cut by 13.6 Mt (15 million st). Capital expenditures still averaged $2 billion annually. But this was inadequate to maintain the existing base of steelmaking facilities. The general economy experienced a satisfactory recovery during this period. American steel, however, continued to suffer from a lagging recovery in the capital goods sector. This was due to record penetration of its domestic market by imports and from very weak realizing prices on the volume that was available. In addition to the direct influx of offshore steel products - which itself depressed prices - the industry also became painfully aware of the growing importance of "indirect" imports. These came in the form of steel-containing producer and consumer durables. Industrial equipment and autos fabricated from foreign steel accounted for the equivalent of 6 Mt (6.5 million st) of lost market opportunity for domestic steel-makers last year. That is over and above the 23.5 Mt (26 million st) of direct steel imports. Given these factors, Inland Steel was not spared from the threeyear downpour of red ink. Despite its record of continuing modernization in steel, our single-plant location in the world's best steel-consuming market, and the high proportion of consumer durables related products, such as cold rolled and coated sheet in our mix, Inland suffered aggregate losses of $277 million during the 1982-84 period. Strategic Planning The foregoing establishes a perspective - a base from which we have restructured our view of the steel industry, and of our own role within that picture. Until possibly two years ago, this present weakness in steel demand was viewed around the world as an aberration, eventually to pass. By contrast, it is now recognized that austere times are the normal steel environment. The topic here is management of resources. This implies an emphasis on strategic planning. It is worthwhile to examine some of the more critical assumptions that were driving strategies among a number of steel companies just before the 1980s. Those projected characteristics of the future steel environment were arrived at through painstaking analysis. They were carefully and heavily quantified and were generally shared by outside observers and our peers within the steel industry. • First, the assumption was made that domestic steel demand would continue to grow at an average rate of 2% per year. • Second, it was assumed that this growth in the American market would continue to be filled predominantly by US mills. The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

As a factory-like method, sublevel caving consists of development activities, stockpiling and production activities that are carried out on different levels independently. Therefore, considering the operation from the development phase to the plant will lead to more reliable production scheduling. This paper presents a mixed integer linear programming framework for the long-term production scheduling of sublevel caving that maximizes the net present value while satisfying development activities, mining, and processing capacities, continuous mining, the allowable number of active mining units, grade blending, and vertical and horizontal sequencing. The model is coded in Jupyter Notebook and is solved using the CPLEX solver.

The future phosphate rock deposits in South Florida contain a significant fraction of dolomite. The high MgO content of the rock is undesirable in the production of phosphoric acid. Several flotation schemes have been attempted to separate dolomite from phosphate rock. Alternately, Selective Flocculation process has been suggested to separate dolomite from apatite. A high MgO content rock was simulated by a 30:10:60 synthetic mixture of apatite, dolomite and silica. Single mineral selectivity was observed in the mixed mineral systems apatite-silica and dolomite-silica with Polyacrylic acid (PM) and Poly(ethylene oxide) (PEO) flocculants respectively but not realized in apatite-dolomite system with PEO flocculant. Heteroflocculation, suspected to be the major reason for loss in selectivity, was minimized by addition of a Site Blocking Agent (lower molecular weight fraction of PEO). Process parameters such as size reduction schemes, flocculant/SBA dosage, and pH were investigated to achieve the desired separation. The selectivity obtained in binary mixed mineral tests was translated into the ternary mixed mineral system, viz. apatite-dolomite-silica. In this presentation surface chemical characterization of the samples and their flocculation behavior will be discussed.

First of all, I would like to describe the current situation of Japanese non-ferrous metal mining and mineral processing industries in Japan. Secondly, the supply and demand of non-ferrous metals in Japan. Thirdly, I would like to spare some minutes on the overview of overseas development by Japanese mining companies. Finally, since some people may not be sure what the Metal Mining Agency is or what this Agency, I would like to briefly introduce the Metal Mining Agency of Japan.

The U.S. Bureau of Mines inventoried and characterized mineral sites and production plants within 200 km of the border in both the U.S. and Mexico. Sources of information included the USBM Minerals Availability System, the USBM Automated Mineral Information System, the USGS Mineral Resources Data System, the Mine Safety and Health Administration Address/Employment File, and the literature. Three hundred seventy-eight major construction material and industrial mineral properties were identified and characterized in the U.S. and Mexican parts of the Borderlands. Sixty-six major metallic mineral properties were identified and characterized in the Mexican part of the Borderlands.

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. California's Surface Mining and Reclamation Act (SMARA) was passed in 1975 to identify and protect mineral resources in areas of high land-use conflict and ensure reclamation of mined lands. Under SMARA, aggregate resource availability is quantified and compared to forecasted demand in specific market regions. Fifteen regions studied thus far cover 20,000 square miles and contain 50 billion tons of high-quality aggregate resources which have been legally designated as ?regionally significant?, providing a measure of protection previously unavailable. SMARA reports and State testimony at local hearings have supplied objective information and helped reduce conflict in mine-permitting decisions.

The Minerals Availability Program is a Bureau of Mines Program to systematically measure and classify identified worldwide nonfuel mineral resources according to their respective extraction technology, economics, and commercial availability. The program is designed to identify, collect, compile, and evaluate information on worldwide active mines as well as on developed and explored mineral deposits, and on mineral processing plants. Objectives are to classify domestic and foreign resources, to identify by cost evaluations resources that are reserves, and to prepare analyses of the availability of these resources for 34 commodities and secondary minerals. Availability analyses consider such factors as geographic location, the type of producible material, the technology and time required to produce a marketable product, and the productive capacity and unit cost for each deposit. These factors, reflected in the aggregated tabular and graphical data in the study for each commodity, are developed for consideration in the formulation of both domestic and foreign mineral policy. To date, the data have been collected for the 34 commodities and the availability analyses are in various stages of completion; expected first cycle completion date for all 34 is early 1986. Raw and aggregated data are available to the public in the form of computer-generated listings, tapes, and maps as well as in published reports. Also, systems developed to assist in performing the engineering and economic c analyses, including the computerized economic evaluation program (MINSIM) and the cost estimating system (CES), are available.

A case study was conducted on a metal mine operating in Kazakhstan, in which problems were associated with use of a complicated and outdated ventilation system and its high expenses. The mine needs to reconsider its existing ventilation system and identify the risks associated with operational losses when using this ventilation system. The aim of this study was to develop an efficient risk analysis method capable of estimating operational risks and financial benefits of the existing mine ventilation system. The developed risk analysismethod considers ventilationmodelling, riskmodelling, and financialmodelling.Ventilation modelling comprises ventilation simulation and ventilation financial simulation. In risk modelling, the number of risk events occurring with the use of existing ventilation system and the operational losses during these events is estimated. Financial modelling considers operational losses and ventilation financial simulation benefits and uses a dynamic cash flow model to estimate how cost variability influences the cash flow. As a result, the improved ventilation system attains an additional NPVa ranging from 3.2 to 8.5 million US$ at the corresponding defined probability of 90%. The results of this study reveal that the developed risk analysis method can efficiently estimate the financial benefits of ventilation modelling and consider risk events and their total operational losses associated with use of the existing ventilation system. This approach provides a range of possible outcomes and helps with deciding whether the ventilation system is appropriate or whether it should be updated to better suit the project financial benefits.

This paper addresses the challenges in optimizing the phosphate flotation process, specifically focusing on the variability in P2O5 recovery. An artificial intelligence (AI) driven Flotation Prediction Model was developed to accurately forecast P2O5 grades. Leveraging real-time data from various operational sources, the model provides insights into how operators can opstimize key flotation parameters to enhance product quality and recovery rates. The results demonstrate the effectiveness of AI predictive modeling in addressing operational variability, marking a crucial step toward intelligent operations in the phosphate flotation process.

The 2006 North American Tunneling (NAT) Conference was held June 10-15, 2006, in Chicago, IL. The biennial conference was the first NAT conference by the newly formed Underground Construction Association of SME (UCA of SME). The UCA of SME was formed earlier this year at the request of members of the American Underground Association (AUA) (ME, April 2006, page 75). The conference included a keynote session, technical programs, workshops, a trade show and social activities. The conference exceeded expectations with 570 attendees. They included engineers, equipment manufacturers, representatives from government agencies and other interested individuals in the underground construction industry. The trade show was also a success with more than 86 booth spaces sold. Vendors included the biggest names in the underground construction and tunneling industry and included equipment manufactures, construction contractors and engineering companies. The trade exhibition provided a forum for interested parties in the tunneling industry to meet and discuss services, equipment and techniques.

In this study, the effect of cations, Na+ and Mg2+, in saline water on copper flotation in the presence of calcium bentonite was investigated. It was found that as the concentration of NaCl was increased, the copper recovery initially decreased and then increased to above 99%, while the copper grade initially increased and then decreased. In contrast, as the concentration ofMgCl2 was increased, the copper recovery continuously increased, while the copper grade continuously decreased. The variation of copper recovery and grade was mainly attributed to the synergistic effect of pulp rheology and flotation solution chemistry. The underpinning mechanisms are the compressing electrical double layer and ion-exchange interaction between saline water and bentonite, which occur at the same time. Using salinewater slightly affected the pulp rheologywith a decrease in copper recovery at low NaCl concentration. Increasing the concentration of cations in saline water might even facilitate the flowing out of exchangeable cations, especially divalent cations, from the interlayer space of bentonite to the solution, resulting in the decrease of copper grade at high salt concentration.
