This paper describes the original planning which actually resulted in the opening of a new aggregate plant located in central New York State. This plant, which is now named the Skaneateles Plant of The General Crushed Stone Company is unique in that the plant itself is a departure not only in design but in concept of operation from the normal aggregate plant the company has operated in the past. Whether or not the concepts which resulted in the Skaneateles Plant are economically feasible remain to be proven by the next few years of operation. By way of background data about our company which will help set the stage for this presentation, we currently operate seventeen stone quarries in the states of New York, Pennsylvania and Virginia. These quarries range in size from 200,000 tons per year to 1,500,000 tons per year with a total annual stone production of approximately 7,500,000 tons. We also produce about 1,250,000 tons of sand and gravel at six sand and gravel plants, 300,000 cubic yards of ready mix concrete, 1,500,000 tons of bituminous concrete, aglime and other minor construction materials. In many cases we are our own best customer consuming a large percentage of the total production of our own aggregates in our various ready mix and blacktop plants. Up to the concept of the Skaneateles Plant our operating facilities have been of the permanent type as opposed to the moveable or portable type plant. The steps involved in the case history of Skaneateles will begin with the basic economic requirements, market research, geologic surveys, land acquisition, zoning and financing and carry through to the final design and construction. We will attempt to show what some of the problems were, how we interpretted them and how we proceeded to solve them. The current results are apparent and can be analysed. The success of the total concepts of the Skaneateles Plant remains for future analysis.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

"Surface settlement adjacent to sensitive structures is a challenging issue in the tunnel engineering. In this study, 3D simulation of TBM excavation has been performed with the FLAC3D code and then the results compared with real monitoring data. Sensitivity analysis was carried out for all parameters affecting the surface settlement, such as the tail void grouting pressure (Pt), the face pressure (Pf), the tunnel diameter (D), overburden (q), shield thickness (t) and the length of the shield (L). The results show that the face pressure, tail void grouting and tunnel diameter have a considerable effect on the maximum ground displacement.In this paper, the monitoring data from Mashhad Metro was used to verify the numerical simulation. Data monitoring for about 47 sections between A2 and D2 stations was selected and a multiple regression analysis was performed. Based on this analysis, an empirical relationship was obtained for the coefficient of regression relationship which confirmed the sensitivity analysis.INTRODUCTIONThe surface settlement due to tunnel excavation is a complex issue, since the surface displacement is a function of several parameters that they are related to the excavation method, soil characteristics and TBM elements. Prediction of deformation is a very important issue, especially in urban areas, since these displacements may be affected the superficial structures. In recent studies, one of the most popular empirical relationships that is used to predict the surface displacement has gussian curve that it was suggested by Peck [1, 2]. An analytical relationship was proposed by Chow that its base assume was isotropic of soil, that surface settlement can be estimated based on the tunnel geometry and the shear modulus(G) [3]. Besides these methods numerical approaches such as the Finite Element Method (FEM) and the Finite Difference Method (FDM) have been used over the last twenty years, since numerical modeling has a high capability to simulation a complex soil conditions and irregular geometry [4]. In this study, all aspects of the EPB-TBM on Mashad Metro Line 2 were modeled and the most important influences on surface displacement in urban areas were determined [1, 3]."

RADON EXPOSURE AND CARCINOGENIC CELL TRANSFORMATION The highest radiation burden to miners is due to inhalation of radon and its short-lived decay products. The quantification of the risk associated with this radiation burden is complicated by modeldependent lung dosimetry, insufficient accuracy of past human exposure data as well as lacking knowledge about potential synergism of various carcinogens. Nevertheless, it is evident from epidemiological studies of miners that inhalation of elevated levels of radon daughters is correlated with increased lung cancer incidence (UNSCEAR, 1977). The situation is further complicated by the lack of reliable data on the biological variability of the latency period for the development of lung tumor under varying exposure conditions. At present information on variation with age is scarce, however, it is indicated that the excess lung cancer rate for workers exposed to high radon levels is considerably higher, if exposure occurs at ages over 40 years as compared to under 30 years of age (Sevc, Kunz, Placek, 1976). Furthermore, latency period is shorter by 6 - 7 years for smokers exposed to elevated radon levels than for non-smokers (Fry, 1976). Analysis of US- and CSR-uranium miner data revealed that the mean latency period is in the order of about 15 years (Jacobi, 1973). These uncertainties, together with medical diagnostic shortcomings, lead to the dissatisfying situation that at present the detection of radon induced injury of mining personal is primarily the assessment of the endpoint, i.e. radiation induced cancerous transformation of lung cells with typically less than 10% chance for recovery. Therefore it would be advantageous to develop practically applicable diagnostic aids to indicate already early precancerogenic changes of cell characteristics. This would permit the identification of specific population groups at increased risk for the development of lung cancer, thereby increasing the chances of more successful medical treatment. Despite continuous improvements in the reliability of test methods for the diagnosis of cancer cells there is still need for techniques, which enable the detection of transformed cells before the onset of invasion of the host organism. It is generally recognized that the transformation of a cell into a malignant state leads to a change of the cell surface, indicating a correlation between membrane-specific immunological properties and loss of growth control. Surface alterations on cells appear to be responsible in part for the malignant state and are not simply secondary effects of the transformation (Schnebli and Burger, 1973). Furthermore, membranes of cancer cells differ significantly from those of normal cells, particularly, in permeability properties (Rastogi, 1976). In dying cells, proteins, glycoproteins, peptides, aminoacids and their breakdown products are released, which block the permeation of the membrane itself. A mammalian cell can be considered as a 3-phase system (interior, boundary, environment) with the membrane forming a heterogeneous barrier between two subsystems. Under normal circumstances a difference of chemical potential is maintained on both sides of the membrane, causing an ion gradient across and fixed surface charges on the membrane. This results in a membrane resting potential (MRP) between cytoplasm and the bulk medium. It has been shown that MRP is a highly sensitive indicator for cellular reactions due to physical, chemical and biological agents, particularly whenever phenomena of transport and ion gradients as well as permeability are involved (Redmann, 1980). The primary interaction of the agent "ionizing radiation" with any form of living matter occurs at the cellular level. The component with the highest hit probability is the cell membrane. In the study presented MRP-changes of human cells were investigated with simultaneous measurements during irradiation and post-irradiation intervals up to six days. Furthermore, the suitability of MRP-measurements of human cells was tested as an indicator for early changes of cellular properties prior to the histological confirmation of carcinogenic transformation. EXPERIMENTAL METHODS Lung cells The biological specimen used were cultured human lung cells and human lung biopsy samples. Monolayers of lung fibroblasts (W138) were grown in petridishes using conventional culture techniques. In addition, transformed lung cells (W138SV13, subline 2RA) were used applying similar culture methods. All petridishes were incubated at 37°C and only cells in logarithmic growth phase were used. Freshly excised lung biopsy samples were obtained from randomly selected male and female patients (20 cases), where suspected or unclear malignancies were indicated by clinical or X-ray observations. At the time of sampling 80 % of the patients were or had been smokers in the past. The samples were taken by means of a stiff bronchoscope introduced into the trachea under local anasthesia with 1 % Novesinsolution (preparation with Atropin and Pantopen). This permitted the observation of both main bronchi down to the segmental bronchials. From each patient two tissue samples were excised from the mucusepithelial layer under visual control with fiber optics and transferred immediately into 1 % NaClsolution. Over the last many decades, a significant amount of research has gone into the domain of slurry transport. However, design engineers still face many challenges with respect to prediction of pressure drop, critical velocity and other design parameters as a function of Solids % and Particle Size Distribution (PSD). The industry requirement is to transfer the slurry at the maximum concentration as possible (above 30% (volume %)) to make slurry transport more economically viable and to reduce water consumption. To facilitate the design and scale-up of slurry transport in pipelines and in process plants, there is a need for a correlation that can predict slurry pressure drops over a wide range of operating conditions and physical properties of different slurries. The objective of this study is to overcome the limited range of applicability and validity of existing correlations and to develop a generalized but more rigorous correlation applicable to a wider range of slurry sys-tems. The existing Wasp et al. (1977) method is based on multi-phase flow modeling approach. This study attempts to modify this approach by considering material-specific values of Durand?s equation co-efficient and by defining flow regimes based on particle Reynolds number. When compared with experimental data, the modified Wasp method proposed in this study predicts the pressure drop for slurry flows more accurately than other available correlations. Also, the pro-posed method requires minimal test/experimental data for a particular slurry system and can be extended over different input conditions. An iterative computer algorithm is developed to calculate the criti-cal settling velocity and pressure drop in a pipe as a function of Solids % and PSD. The solution method can easily be implemented in de-signing slurry pipes, design validation, and studying the different slurry transport scenarios. The modified method can also be extended to accurately predict pressure drops in dynamic pressure flow networks used in commercial process simulators.

The final cost and quality of a project employing equipment, labor, and materials is dependent upon the expediency and extent to which each of these parameters are used. An ideal solution then, would be one in which three solvable equations were given for each particular situation. The equipment, labor, and materials could then be solved for, and the perfect job would result. In reality, however, the ideal and most economical solution is seldom attainable by solving three given equations. Therefore, knowledge, experience, and sometimes guesswork must be relied upon when correlating equipment, labor, and materials. Drilling and blasting, in particular, is one operation which normally involves more uncertainty than other operations. It is also an operation in which the outcome is extremely critical for two reasons. First, the cost of the operation that follows drilling and blasting is dependent upon how well the material is fragmented. Second, once the drilling and blasting has taken place, it is impossible to return to the area, without considerable expense, and correct any mistakes that might have been made. Therefore, what is desired is a method by which drilling and blasting operations can be performed yielding optimum results at the lowest cost; this can best be accomplished by having the relationships between equipment, labor, and materials prior to their use. For obtaining best results, the selection of these three relationships must be based on knowledge, experience, and as little guesswork and uncertainty as possible.

"INTRODUCTION Conventional steel bar reinforcement is used in many tunnel linings to provide high flexural and tensile load resistance. These Reinforced Concrete (RC) tunnel linings may suffer flexural cracking during service or, in the case of precast concrete segments, during production, handling, or installation. Cracks can lead to corrosion of steel reinforcement, so limits are placed on maximum acceptable crack widths to reduce the likelihood of corrosion during the intended design life (AFTES, 2013; MC2010, 2012). However, the relatively light level of reinforcement used in many applications can result in quite wide in-service crack widths, so either additional steel bar reinforcement is required to limit maximum crack widths, or fibers can be included to control crack widths. Numerous investigations have been undertaken into the efficacy of including steel fibers to reduce crack widths in conventionally reinforced members (Stang and Aarre, 1992; Abrishami and Mitchell, 1997; Bischoff, 2003; Dupont and Vandevalle, 2003; and Jansson et al, 2010), but steel fibers suffer the problem that they are at least as sensitive to corrosion at cracks as steel bars and therefore have similarly tight limits placed on acceptable crack widths (AFTES, 2013). An alternative means of maintaining narrow crack limits in RC members has therefore been sought. The current investigation was instigated following an observation that theories promoted as an explanation for the ability of steel fibers to reduce crack widths in reinforced concrete flexural members (Deluce et al, 2014) do not depend on the material composition of the fibers used but instead depend primarily on the tensile stress generated by the fibers across cracks. Since it is known that macro-synthetic fibers are capable of equaling the post-crack tensile capacity of steel fibers, it has been hypothesized that macro-synthetic fibers are also capable of reducing crack widths in reinforced concrete flexural members but with the added advantage that macro-synthetic fibers are completely immune to the effects of corrosion. Use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete flexural members subject to aggressive environmental exposure is more rational than use of steel fibers because steel fibers are very sensitive to the corrosive effects of environmental exposure at cracks. The current investigation was therefore undertaken to explore the potential use of macro-synthetic fibers to reduce maximum crack widths in reinforced concrete members subject to flexure. Barchip BC54 fibers were selected as they are one of the most widely used and competitive high performance macro-synthetic fibers currently available."

A. We are aware that many who are in the audience have perhaps heard before some of the material which will be presented. Since our firm is more closely associated with the heavy construction industry our experience is more oriented in that direction. Notwithstanding this, the subject your program committee has asked us to present centers mainly in the earth-moving field. We find a common denominator between say, the stripping of a site to uncover an ore-body which will be developed by open-pit methods, and that of excavating & transporting materials for an embankment dam, airport or other project. Both are earth-moving problems and we offer for your consideration a means of determining the most favorable method, equipment selection and resultant cost. We do considerable studies involving rock excavation for tunnels, underground powerhouses, inclined and vertical shafts for penstocks, muck-removal, electrical cable & other related underground work. Hence, we believe we speak the same language.

With the current trends towards the concentration of extraction to fewer but higher production units in deeper seams, often of higher coal rank, the role of methane drainage ranges has become critical. As mines exploit seams at greater depth and more remote locations there has been a need to extend the lengths of methane drainage ranges and to increase the capacity of the surface pumps. This trend has highlighted the need to effectively simulate the operation of a methane drainage range in order to produce the optimum design and operation of a safe and economic system. This paper describes the development of such an analytical tool. The application of this computer model is illustrated by the analysis of the operation of the drainage system of an extensive mine. The paper concludes by considering the development of a [Knowlege Based or Decision Support System] which will assist the ventilation engineer in assessing the current performance of an existing drainage range and will suggest possible remedial modifications or design strategies which may improve the system performance. INTRODUCTION In order to maintain the general body methane levels to below predetermined statutory threshold limit values (TLV's) on major longwall production units there are, for a given production rate, two major complementary control devices which may be employed by the ventilation engineer. These are the combined design and application of a competent mine ventilation and methane drainage system. The methane drainage system should be designed so as to maximise the capture of the methane (firedamp) from the seam being mined and the strata gas liberated in the vicinity of the extraction zone from gas bearing seams or other reservoirs of gas situated at above or below the mining horizon. The design fresh air quantity entering the face should ensure that under normal operating conditions the methane entering in the vicinity of the face is rapidly dispersed and dilute to well below statutory TLV's. The drainage system must therefore be designed to maximise the capture of the methane gas liberated to minimise the amount of gas which enters the ventilation airstream. GAS DRAINAGE The inherent dangers of methane emissions in mine workings have been a problem of concern to mining engineers for many years. To alleviate the risk, methane drainage has been employed for some years to capture the gas before it becomes a hazard to the operation of the mine. The method of drainage employed will be dependent on a number of factors which include the longwall mining method and production cycle employed, the characteristics of the coal seam being extracted and those of the adjacent gas bearing strata. During the past several years, more frequent reference to Wollastonite has appeared in print, both in this country and abroad. The reason for this is the apparent growing interest in this mineral as it approaches commercial maturity. Twelve years ago, wollastonite was available in only limited commercial quantity. In 1933, a deposit in California was worked for a short time to provide a calcium silicate raw .material for the manufacture of mineral wool* It was not until the spring of 1953 that Cabot Corporation put into operation a modem commercial plant to produce this material in a variety of grades. These grades covered both a range of particle size and of particle shape. At that time, applications for wollastonite were largely speculative, although a few commercial applications in glass frits and welding fluxes did exist, For all practical purposes, it was a new material for which few commercial uses had been fully proven.

Powerful mining systems typically generate high-level noise that can damage the hearing ability of miners. Engineering noise controls are the most desirable and effective control for overexposure to noise. However, the effects of these noise controls on the actual hearing status of workers are not easily measured. A tool that can provide guidance in assigning workers to jobs based on the noise levels to which they will be exposed is highly desirable. Therefore, the Pittsburgh Mining Research Division (PMRD) of the U.S. National Institute for Occupational Safety and Health (NIOSH) developed a tool to estimate in a systematic way the hearing loss due to occupational noise exposure and to evaluate the effectiveness of developed engineering controls. This computer program is based on the ISO 1999 standard and can be used to estimate the loss of hearing ability caused by occupational noise exposures. In this paper, the functionalities of this software are discussed and several case studies related to mining machinery are presented to demonstrate the functionalities of this software.

Simulation of Mineral Processes is now commonly used by the Engineers in charge of plant design or optimization but a good knowledge of the simulation tool is still needed to conduct a project. A new level of algorithm has been defined above the simulator to answer directly to the user's questions. This level has been called the supervisor of simulation, which is using the automation concepts of sensors and actuators. At any place of the flowsheet (i.e., a stream or an equipment), the user may indicate which value could change by graphically implementing an actuator. Then, he can evaluate the effect of the variation of this value at any other place of the flowsheet by inserting a sensor. Thus, by example, it becomes possible to look at the evolution of the recoveries and/or the circulating loads when scanning an interval of the possible teed flowrates. This approach conducts to an increased facility in using a simulator and in analyzing the predictions. It is also a very valuable tool for permitting to characterize the sensibility of the simulation results to the variation of some settings (e.g., load of grinding media, rotation speed, water addition, etc.) or feed characteristics (e.g., flowrate, sizes, grades, grindability, etc.). Thus, the most important variables can be identified for design and pre-control optimization of plants. This new level of simulation will be implemented in a further version of the USIM PAC simulator and selected examples are presented.

The objective of this study is to assess the impact of different reagents, such as limestone, lime, magnesium oxide, and sodium hydroxide, in experiments carried out in the single purification step and in two consecutive purification steps by raising the pH of a rare earth sulfuric liquor with the aim to remove or reduce the impurity concentrations in the rare earth sulfuric liquor. The choice for the best purification condition was made based on the minimum loss of rare earth elements (REEs), reagent consumption, and residue generation. The exploratory experiments show that it takes place in the two consecutive purification steps, the first one consists in dosing the limestone pulp until it reaches a pH of 3.5 followed by an addition of a lime pulp reaching a pH of 5.0. Under this condition, the results were a total removal of Fe3+, PO4 3− , and Th4+ ions and a reduction of 99%, 87%, and 37% w/w in the Al3+, UO2 2+, and SO4 2− concentrations, respectively, in the purified rare earth liquor. Furthermore, the lowest REE losses (8.3% w/w) and reagent consumption (4.3 kg/m3 ) and also a low residue generation (7.5 kg/m3 ) were observed in this condition. Despite reaching similar results regarding impurity removal, the experiments done with the addition of limestone, lime, magnesium oxide pulps, and sodium hydroxide solution in the single purification step, where the pH was raised to 5.0, presented higher REE losses (64.9%, 42.5%, 44.8%, and 60.9% w/w, respectively) and a higher residue generation (43.2, 25.1, 11.1, and 13.6 kg/m3 , respectively). This occurred due to the co-precipitation of salts containing rare earth elements in their composition. The experiments conducted with limestone, lime, and MgO resulted in a higher consumption of reagents, while the same result was observed when NaOH was used (4.3 kg/m3 ). In the experiments carried out with the addition of magnesium oxide and sodium hydroxide, the respective purified rare earth liquors presented a high concentration of magnesium, sulfate, or sodium, which could impact the quality of the marketable rare earth salts, whereas the salts obtained under the best condition observed in this study seem to be amenable for use as raw material in an attempt to obtain rare earth products with an acceptable chemical quality.

As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.

A new explanation of the scale dependency of the strength properties of rock is presented based on the theory of extremes. A review of past work on specimen size strength relationship is followed by an introduction to the fundamentals of the underlying theory of extremes and its relationship to the scale effect on the statistical properties of the strength distribution. It is shown that the weakest link theory is directly related to extremal statistics and properties of strength distributions of rock can be derived as a function of the specimen size. Three sets of Brazilian test data are used to demonstrate the use of this approach.

"INTRODUCTION Control of target stream acidity is widely used in MIW (mining influenced water). Tailoring pH (a measure of acidity) finds application for controlling key chemistry in both process and waste streams. Traditional lime addition for neutralization and precipitation is most often used but has high reagent costs and results in large amounts of mixed metal sludge requiring costly disposal. A new adaptation of BPS’s patented DEMET™ technology (Dynamic Electrolytic Metal Effluent Treatment) platform offers a potentially improved and “reagentless” alternative to traditional chemical addition for pH adjustment. Electricity rather than chemical addition utilized in BPS’s proprietary approach controllably tailors target stream pH. The method offers a simple, low-cost processing technique yielding cleaner treatment chemistry. BPS’s “green” approach may yield lower operating (OPEX) and life cycle costs and significant reductions (up to 50%) in sludge generation compared to conventional lime treatment. It can also allow new opportunities to generate revenue via selective recovery of valuable processing byproducts. Specific savings and revenues depend on the target site chemistries, details, and processing goals. A more detailed discussion of the process and its operational principles may be found in Reference One.[1] Here application of the BPS treatment to POx (Pressure Oxidation) leaching as an alternative to traditional chemical addition is examined. An example operation process flow for gold mining is considered.[2] Promising processing points for potentially replacing conventional processes with DEMET are noted. The possibilities for lowering OPEX costs, lessening sludge creation, and capturing various valuable byproducts and residuals are examined. Financial life cycle benefit estimates of the principal gains provided by DEMET application to the example operation are noted. Extension and generalization of the analyses to a wider range of scenarios is explored."

The total value of coal, FOB mine, consumed in the United States was $21 billion in 1985. Roughly $6 billion was spent to transport coal from the mine to the consumer by rail. This indicates the impact railroad transportation has on the competitiveness of U.S. coal as an energy resource. Actually, this is just the tip of the iceberg. When you consider the largest U.S. reserve of coal, the Powder River Basin, which is possibly the lowest cost coal in the U.S., or maybe even the world, the transportation cost is the overriding factor in developing competitive pricing. Rail transportation costs from Powder River can be multiples of 2, 3, or even 4 times the cost of coal FOB mine. About sixty percent of all U.S. coal is shipped by rail. In the case of Powder River Basin coal and many other reserves there are no current alternatives to rail. Are there feasible alternatives to rail transport?

"Fully grouted rock bolts have been used in mining industry for many years. Significant research has been conducted to evaluate the load transfer behavior of fully grouted rock bolts with experimental programs. However, compared with that, less work has been conducted with analytical modelling. Therefore, in this paper, the authors used an analytical model to study the load transfer behavior of fully grouted rock bolts. To confirm the credibility of this analytical model, an in-situ pull-out test was used to validate this model. There was a close match between the experimental result and the analytical result. Following this, a parametric study was conducted with this analytical model. The influence of coefficients, Young’s modulus of the rock bolt and the diameter of the rock bolt on the load transfer performance of rock bolts were studied. Furthermore, the load distribution along the fully grouted rock bolt was analytically studied. The results show that the axial load in the rock bolt decayed from the loaded end to the free end independent of the pull-out load. However, the trend of the load distribution curve was influenced by the pull-out load. This paper was beneficial to better understand the load transfer mechanism of fully grouted rock bolts.INTRODUCTIONRock bolts have been used in the mining industry for a long time. They are used as the reinforcement tendons to keep the stability of openings in underground mining and the slope in open-pit mining. Furthermore, rock bolts are commonly used not only in the mining engineering, but also in civil engineering (Thompson, Villaescusa, and Windsor, 2012).The rock bolt is a tendon which can be a rod or a cable inserted into a borehole drilled in rock masses or soils. Traditionally, the material of rock bolts was steel. However, engineering practices showed that the steel rock bolts can be easily corroded by the moist environment in underground mines. Next, Fiber Reinforced Polymer (FRP) was used to manufacture rock bolts, which are termed as FRP rock bolts. Experimental results proved that the FRP rock bolts can effectively reinforce the surrounding rock masses without being corroded (Wang et al., 2018)."
