INTRODUCTION The passage of Comprehensive Environmental Response Compensation and Liability Act (CERCLA/Superfund) as well as the Resource Conservation and Recovery Act (RCRA) and state laws, have placed added regulatory pressures on the mining industry. These laws which focus on the regulation of hazardous substances and wastes for the protection of the public health and welfare and the environment, present the potential for tremendous financial impacts and liabilities on existing mine operators and owners and/or potential mine operators/owners. This paper takes a brief look at these laws and presents an environmental audit procedure to identify environmental liabilities prior to mine land transactions. The environmental audit approach presented is an overview of the procedures that could be used to document, evaluate and inventory existing and/or potential environmental concerns. This audit procedure can be applied to developed or undeveloped properties and at active or inactive mining sites. REGULATORY OVERVIEW Mining environmental liabilities have been addressed in RCRA, Superfund, the Clean Air Act (CAA) and the Clean Water Act (CWA). Even though the U.S. Environmental Protection Agency (EPA) has determined that mining wastes will be treated as solid wastes under RCRA and not as hazardous wastes, these wastes could still bring about a great deal of financial liability under Superfund. The catch is if the mine wastes generated contain hazardous substances such as the heavy metals arsenic, beryllium, cadmium, chromium, copper, lead, mercury, nickel, selenium, silver, thallium, zinc and others as well as cyanide. Thus, it is not only important for a mine operator/owner or a potential mine operator/owner to know if the mine wastes generated are hazardous, but it is important to know if the wastes contain hazardous substances. Following is a brief overview of RCRA and Superfund and their potential implications. RCRA RCRA, which provides the basis for the regulation of solid and hazardous wastes, is applicable to active mining and milling sites. Within RCRA the definition of a hazardous waste is provided. This definition applies to owners and operators of mining and milling sites if the operator has stored, disposed or treated hazardous wastes on-site. If this is the case and if strict process control and waste management activities are not adhered to, environmental liabilities may be associated with the site. Superfund The 1980 Superfund law can be applicable to inactive mining sites or to inactive sections of an active facility. The provisions of Superfund call for the regulation of hazardous wastes and hazardous sub- stances disposal and release not only by the existing owner, but also for any previous owner. This concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of hazardous waste cleanup (Haller, 1987). Furthermore, liabilities under Superfund have also been applied back to past acts; thus, several mining properties, active or inactive prior to the 1980 Superfund law, are at risk of being placed on the EPA's National Priority List (NPL) for cleanup. Last years amendments to Superfund, known as the Superfund Reauthorization Act of 1986 (SARA), provided some significant developments for the mining industry. The major requirement of the amendments as it pertains to owners or operators of mining sites is that the EPA must revise its present Hazard Ranking System (HRS). This is important be- cause in most cases the primary reason for several mining sites having been included on the NPL was due to the large volume of wastes generated. As is typical at most mining sites, large volumes of low toxicity wastes are generated and the current HRS model prejudices against this. It should be noted that this provision only applies to sites that are not already on the NPL or have not been proposed for inclusion on the list.

INTRODUCTION Good ventilation bulkheads (stoppings) can be obtained only by conscientiously adhering to four basic principles: carefully selecting the site for the bulkhead, adequately preparing the site, properly constructing and sealing the bulkhead, and checking the results with a smoke tube before leaving the area. If all these guidelines are followed during each ventilation project, a poor job will result only from the use of improper materials and cannot be blamed on carelessness or oversight. SITE SELECTION A perfectly constructed bulkhead in the wrong location can be completely worthless. Conceivably, a bulk-head in the wrong location could cause dangerous ventilation conditions that are difficult to identify and isolate. If the suggestions herein are followed, a considerable amount of work, time, and material may be saved. Perhaps the single most important step is always to select the exact site for a bulkhead before starting construction. Although the latitude in selecting a site may be limited by instructions or operating conditions, it is common to find poor bulkheads built within a few meters (feet) of a site that would have been far superior but was overlooked during the planning process. The ideal site for a bulkhead should have as many of the following features and conditions as possible: 1) To provide a solid bulkhead, the selected site should be in firm and unbroken ground. 2) To minimize the amount of work and material required and to minimize the danger of later damage to the bulkhead, the site should have as small a cross section as possible. 3) The bulkhead site should not be encumbered by interferences such as pipes, wires, ditches, wire roof supports, trash, muck piles, etc. 4) The walls and timbers of the site should be free from oil, grease, or tar that would inhibit adhesion of the sealant used on the bulkhead. 5) Unless special precautions are taken, the site should not have water seepage, standing water on the floor, or water-carrying ditches. 6) To expedite construction of the bulkhead, the site should have reasonable access to transportation, supplies, communication facilities, and compressed-air lines. 7) The site should have a reasonably level floor, allowing direction of the bulkhead door swing to be reversed at a later time if so desired. In a steeply sloping location, it may be possible to open the door in one direction only. SITE PREPARATION Once a suitable site has been selected for the bulk¬head, it must be prepared properly. All site preparation work should be completed before starting any construction work on the stopping itself. Unfavorable site conditions can be identified during the course of thepreliminary site preparation, saving time, effort, and materials that otherwise might be wasted. The follow¬ing preparation steps help assure the construction of a good stopping: 1) If wire mesh has been used at the site, a strip 457 mm (18 in.) wide should be cut and removed from the walls and roof at the selected location. 2) The exposed strip of rock should be barred down thoroughly to provide a smooth surface. 3) All obstructing materials should be removed, including old timbers, pipes, rockbolts, wires, etc. If a conduit must cross the bulkhead area, it should be located or relocated away from the floor, walls, and roof to allow a 6.28-rad (360°) seal around the juncture between the conduit and the bulkhead structure. 4) All loose muck should be cleaned from the site and a trench about 152 mm (6 in.) deep should be dug from wall to wall in the floor. The trench must be wide enough to accommodate the entire bulkhead, including the posts. 5) The rock surfaces of the walls and roof should be cleaned with a wire brush to remove as much loose surface material as possible. Thorough cleaning promotes adhesion of the bulkhead sealant to the surfaces of the walls and roof, thus promoting an airtight seal. 6) It is quite difficult to seal landing mats that cross a bulkhead. If such a crossing cannot be avoided, the bulkhead should be placed between the end and the first hole in the steel so at least one side of the bulk-head can be sealed easily and completely. That may have to be done prior to actual construction if the end is located on the opposite face from the seal coating of the bulkhead. BULKHEAD CONSTRUCTION The three principal considerations in bulkhead con¬struction are the type of bulkhead, materials to be used, and construction method to be employed. For many projects, the bulkheads are specified by the requesting agency, with no latitude for independent choice of the type, materials, or construction method. In such cases, any deviations from the specifications, for any reason, must be approved in advance by the proper department or by the project senior ventilation engineer. Types and Materials When a choice of type, materials, or method is allowed, consideration should be given to factors such as cost, required useful life, proximity to blasting concus¬sions, availability of materials, direction of permissible air leakage, and degree of airtightness required. Other factors to be considered include the amount of time available, accessibility of transportation, potential for interference with operations or production, ambient water conditions, availability of connections to com¬pressed-air lines, etc. Despite the multitude of factors to be considered, most stoppings can be analyzed easily and the proper choices can be made without much difficulty. A 1/20 scale experimental dozer push test rig was designed and constructed to quantify the expected production rates (loose cubic metres per hour) for dozers operating in hard rock bulk push applications. The particle size distribution of the material employed in the test rig was modelled on a fragmented muckpile representative of that for a typical surface copper/gold mine overburden. A commercially available road base material was found to be highly representative of site conditions. Buckingham Pi theory was applied to mathematically develop factors for scaling up dozer productivity parameters, including blade loads and push times. Dozer production rates were investigated for various dozing distances and slope angles. A series of instantaneous productivity curves were produced which are applicable for use in hard rock dozer push operations. Currently, it is difficult to estimate dozer push productivity in hard rock environments due to dozer productivity correction factors that are empirical in nature and provide only discrete, end-point values for a range of operating conditions. The productivity curves produced demonstrate that dozer productivity declines rapidly over the range of 10 m to 40 m. As such, it is recommended that efficient bulk dozing operations in hard rock mining blocks should not exceed 40 m dozing distance. Further testing of muckpile conditions with increased clay and moisture content would be beneficial in order to better understand and quantify the effects of cohesion on hard rock dozer push productivity.

Drilling underground in the Grasberg De-watering drifts has routinely hit water aquifers with high flow rates and pressures. Two types of holes are utilized; pilot-holes to probe ahead of the tunnel development to intersect aquifers ahead of the face; and de-watering holes to de-water rock formations that will drain water from the Grasberg pit and allow tunnel development to proceed safely. Recently, rates of 1050 psi static pressure have been recorded with flows from a NQ hole measured at 1350 gpm (US). The water flows can be slightly acidic, necessitating the use of stainless steel collar gear to resist corrosion. These rates were anticipated and contingencies were planned early to deal with these conditions. The collar gear is used to control water flows whereby the water is treated as an important resource. As a result, pm has established procedures to maintain safety of the drill crews, enable coring of the rock and to maintain safety of the miners who are driving the drifts.

X-ray computed tomography (CT) images of rock specimens often contain artifacts which must be corrected before scientific analyses are performed. This paper presents a new workflow of automated image processing to utilize poor-quality X-ray CT scan images. The workflow runs on the open-source image analysis software and efficiently separates desired features from low-contrast scanned images. The new workflow is a two-step technique using contrast enhancement and automated feature segmentation to generate noise-free binary images. The results of binary images using the proposed workflow and using a conventional thresholding technique are analyzed to show the quality of the proposed method. The paper also presents a workflow of estimating the structural geometries of features in two and three dimensions. The results of the structural feature analyses and computational time were compared between the open-source (ImageJ) and commercial image analysis software (Bruker Computed Tomography Analyzer). The commercial software was more computationally efficient, but the task-specific macros in open-source software enabled the user-desired automation in image processing and data extraction of desired structural features of comparable quality.

Studies have been carried out to optimize the VCR's mining sys- tem on the basis of synthetic analysis at Fankou Pb-Zn mine in Southern China. The synthetic e- valuation method is proposed for selection of mining alternatives and stope dimension optimization techniques. Theoretic calculation and computer optimization of the fragmentation of rock blasted by multispherical explosive charges are discussed. The mathematical and optimal fragmentation models are built. The optimum model is built for the main mining operations such as drilling, blasting and haulage. Lt can be used to evaluate VCR?s mining projects, select mining parameters and provide design fundations. From the point of view of system research on the geomechanical process, stoping technological process and benefit, the complex method of optimization is proposed for VCR's mining. Using computer simulation, based on this model, the optimal parameters are established and analysed. An effective approach is provided for research on the mining method optimization and getting better economical benefits from the application and improvement of VCR's method.

The pit slope angle dictates the economics as much as the depth of the pit. Steeper slope provides more ore reserves, at the same time, the steeper slope presents higher probability of instability and associated maintenance problems. While large open pit mines mostly belonged to nonferrous metals in the past, other mines are becoming deeper as the mine economics permits deeper mine operations, Such minerals include coal, uranium, phosphate, and others. There are some basic differences between an open pit slope and slopes that are encountered in usual civil engineering work such as dam embankments and highway cuts (Figure 1). The stability of the civil engineering slope changes continuously with time due to ground-water movements, weathering, etc. But the stability of the open pit slope (Figure 2) changes more drastically day-to-day or even hour-to-hour, These changes occur because not only is the slope geometry being continuously changed by the mining operation, but also different geology and geologic structures are being exposed on the slope. Even when a particular slope area is not presently being mined, excavation in adjacent areas can affect the general condition of that slope area. A pit will experience some slope failures during its life.

Media mills operate by having energy transferred to the media which in turn grinds the feed material in a packed bed. Regardless of the mill type, the media energy density per unit surface area is constant. Since for optimum grinding conditions, both peak pressures and particle number of the bed depth are constant, the frequency of energy input is inversely proportional to feed size. As the particle size decreases the voles energy density increases linearly necessitating cooling in stirred mills. Grinding finer particles therefore, requires moving from rotary to vibratory mills, and the finest, the stirred mills.

In September 1970, the Quebec Cartier Mining Company, started development of the Mount; Fright iron ore mine. The estimated ore reserve is in excess of 1,000,000,000 long tons with an average grade of 31.5% Fe. The run of mine ore is crushed, ground and concentrated to a product having 66% Fe and 5% silica at an annual concentrate production rate of 18.4 million long tons. The daily production rate of over 50,000 long tons of concentrate necessitates a daily mine output of approximately 250,000 long tons of material of which 50% is waste. The mine is located in the Province of Quebec, close to the Labrador border approximately 600 miles north-east of Montreal. The development of the mine necessitated the construction of an all electric one thousand housing unit townsite along with associated services such as a shopping center, swimming pool, arena, school, etc... A one-hundred mile long, 315 K.V. Dower line was built between the mine site and the Hydro-Quebec 735 K.V. existing power line between Churchill Falls and the Montreal area. The construction near the mine of a beneficiation plant was necessary to upgrade the 31.5% iron ore to a marketable product of 66% iron.

Studies investigating the evaluation errors in laboratory scale flotation tests for platinum-bearing Merensky Reef in the Bushveld Complex, South Africa, have constructed a quality control model to assure a 95% confidence in the attested data. Specialized knowledge of the mineralogy of the platinum-group elements (PGE), together with acquaintance of evaluation models, validate a systematic checking of the sub-processes of the testwork. These include determination of minimum mill feed sample size, assay head reference distribution, mass balance checks, and specialized sample preparation of flotation test products prior to analysis. A flow schematic of this quality control model is proposed, with an example of test data that produce an error in the metal balance of 0,2% after rejection of outlier data.

It is more than ten years since the first fully automated process using a computer started operation. Computer control has become common in a number of process industries, yet in spite of the tremendous incentives which ere present, there are only a few computer installations in the mining industry and none of these has announced successful control of a process. Recognizing that one of the reasons for this slow progress is the lack of adequate mathematical models of the various processes involved, the author's company started a project in the summer of 1966 to develop such models. It was early recognized that the existence of a major disturbance input, in the form of the mineral composition of the feed prevents most flotation plants from attaining a steady state condition. This makes the custom¬ary method of developing correlations from steady state plant data inapplicable and requires a more fundamental approach.

"Every year the tunneling business is expanding and collaboration with the International Society of City and Regional Planners (ISOCARP) for the future design of cities and urban communities is in the making. During the last half of this century, billions of people migrated to cities, and it is estimated that by 2030 almost five billion people worldwide will reside in urban communities. Hence, “Underground development will be an important tool in reshaping our urban areas to meet the challenges of the future without destroying their heritage or worsening their surface environment” (Esaki, 2005). In 2013, the Organization for Economic Co-operation and Development (OECD) estimated life expectancy to be around 80 years, meaning that in less than a decade we will need to bury billions of people in cities and urban communities, while trying to retain the deceased’s beliefs and customs. Religion plays a major role in our lives, and many people worldwide still decline to cremate their body after their death; therefore, cemeteries are essential for city inhabitants. Rites and traditions usually call for burials to be near the place of residence, which allows the remaining family members and friends to visit the grave frequently, at least in the first years. This is a challenge that urban designers and architects must confront while trying to solve the problems of future urbanization. In recent years, population growth, the rising cost of land and the extensive preservation of green areas have made cemeteries a burden and a nuisance, particularly for large cities and communities. Many graveyards that were once on the city's outskirts have become lifeless islands in populated areas (Fig. 1), rarely visited by the second and later generations. Cities worldwide face the challenge of allocating less land to maintain current burial practices. In response, some cities have begun to bury their dead at a great distance from the community; others have started to stacked burials, one on top of the other, while still others are constructing buildings and even skyscrapers for the practice of burial (Fig. 2)."

"""Operational excellence"" provides a sound foundation for RWE Power AG's three strategic pillars (innovation, expansion and organic growth). The maintenance and development of operational excellence in lignite mining operations at RWE Power is supported by the Continuous Improvement Process (CIP) ""immer:besser"" (getting better). Obtaining cost reductions with the aid of the CIP as a kind of value-adding self-renewal process to ensure competitive lignite mining operations and lignite-based electricity generation forms the basis for further increases in profitability and growth. Since the beginning of the 1990s, RWE Power has carried out a multitude of re-engineering projects focusing on the efficient shaping of processes with the assistance of external consultants to enable the Company to cope with the considerable need for change by swiftly implementing major efficiency levers. These also include the required adaptation and development of the organization. Since 2004, the Continuous Opencast Mine Improvement Process (""KVT"") has enabled the mines to tap significant cost reduction potential by virtue of their own strength. But there is another issue that has come into focus: the development of performance enhancement options. In 2006, the ""KVT"" process, piloted in the opencast mines, was included in the RWE Power-wide immer:besser (i:b) programme (Figure 1)."

The Cyprus Pima Mining Company's open pit operation was started in 1957 with the normal assumption that the ore reserve estimate was accurate within an acceptable range of values. At that tine reserves were law - volume (+10 million tons) and high grade (+1.5% Cu). Several periods of growth have brought the operation to its present production level of 55,000 tons per day of ore and +125,000 tons of waste. Over the years, a number of attempts to refine and polish the ore reserve figures have been made using a variety of established standard procedures. None of these attempts have produced results which are totally satisfactory, particularly when comparisons are made between ore reserve estimates and short to medium range production figures. Other refinements were tried using adaptations of established methods combined with computer modeling techniques. The resulting mine-model ore blocks were an improvement but they still tended to show too match tonnage of mill feed, often at too low a grade. One attempt at Kriging had only limited success. Statistical studies of operations data revealed relationships which could be used to subdivide ore blocks in much the same way as they are actually mined. Comparisons thus far between these newly developed ore blocks and production data show that the new method of evaluation yields excellent results. A new, better procedure for estimation of ore reserves apparently has been developed for the Cyprus Pima deposits. The specific procedures seem likely to have direct application to other, similar operations. The methods used to develop the procedures could be of value to still other operations.

The steel industry's increased demand for higher grade pellets has caused the pellet producers to investigate methods of upgrading their product. The Hanna Mining Company's Groveland plant is no exception. The Groveland Mine is located in Dickinson County on the Upper Peninsula of Michigan. The low grade iron deposit is a complex mixture of magnetite and hematite with chert, quartz, jasper, and various iron silicates. (1) Beneficiation is by Humphrey spirals and anionic flotation of the iron minerals. (2) A general flowsheet is shown in Figure 1. Flotation of the spiral tailings makes up about 75% of the concentrate. A minor amount of concentrate, less than 3%, is produced in magnetic circuits. The concentrate is pelletized at the rate of 1.6 million tons per year.

Highly stressed excavations in hard brittle rock may fail by self-initiated, triggered or dynamically loaded strainbursts (Moss and Kaiser 2021). The low-frequency part of seismic radiation associated with strainbursts is described by a crush-type seismic source mechanism with a significant negative (implosive) isotropic component and a ‘pancake-shape’ CLVD deviatoric component. The seismic source is co-located with the excavation damage site. For such strainbursts, the ejection velocity is primarily related to the depth of strainbursting, the rock mass bulking characteristics, the duration of the bulking process, and the effectiveness of the support system. For dynamically loaded strainbursts, the displacement and energy demand may be augmented by the impact of the stress wave from a distant seismic event. This article describes the failure process and factors contributing to rock deformation and energy demands for support design. Case examples are used to demonstrate the dependence of rock displacements, rock ejection and energy demand on the factors described above. A seismic source model is proposed to assess the depth of strainbursting and the duration of the related bulking process by using seismic monitoring data. The implications for support design are briefly discussed.

Two pressure balancing chambers were constructed at a Colorado coal mine to reduce the risk of spontaneous combustion. Each chamber was established by installing a Kennedy stopping at about 10 ft (3 m) in front of an isolation seal, and equipped with two safety doors, a nitrogen injection system, and a set of environmental monitors. Several pressure balancing tests for different ventilation conditions were conducted in these chambers. During each test, pressurized nitrogen was injected into the chamber and the pressure differentials across the stoppings and seals monitored. This study presents a summary of the results achieved, lessons learned, and the basic requirements to operate a pressure chamber effectively.

"With up to 2,300 m (7,545 ft) of rock on top of it, the Gotthard Base Tunnel, which is scheduled to go into regular operation in December 2016 in the Swiss Alps, is not only the world’s longest, but also the deepest railway tunnel ever built. Accordingly, the temperatures in the tunnel are very high, with the surrounding rock expected to reach 45° C (113° F) once the tunnel is fully operational. Since unrestricted rail operations are only permitted in temperatures of 40° C (104° F) or less, the heat has to be controlled with suitable equipment. Large fans developed and built especially for this application by TLT-Turbo GmbH provide fresh air for regular operations as well as during maintenance and repair work. Separate fans ensure that the emergency exits are properly ventilated in case of fire. In addition to coming up with a technical solution that could handle the special challenges of this project, the engineers and planners had to develop detailed preliminary plans as well as a sophisticated logistics and installation concept.The Gotthard Base Tunnel consists of two 57-km (35-mile) long tubes, one in each direction. Including all connecting and access tunnels, the entire underground system measures 152 km (95 miles). At Faido and Sedrun, at approximately 16 and 36 km (9 and 23 miles) respectively, two multifunction stations were built that cut each of the two tubes into three sections of roughly equal length. Here, trains can make emergency stops and change tracks, if necessary. This is also where eight large axial fans made by TLT were installed that exchange the air, i.e. they extract a certain amount of heated air and inject the same amount of cool fresh air a few hundred meters further down the train tracks. In addition to the four exhaust and four supply fans, 24 so-called jet fans were installed along with associated components like silencers, shut-off dampers, drives and lubrication systems from TLT.In addition to exchanging the air, these fans are used to enable maintenance and repair operations in the tunnel. Current plans call for blocking each tunnel tube for one night per week in order to perform preventive maintenance work, thus enhancing the tunnel’s overall functionality and availability. During these hours, many people will be in the tunnel who require fresh air. “One of the major criteria for winning this bid was the fans’ ability to quickly switch between a wide-range of modes. TLT fans are among the best in the world in this regard,” said Andreas Kuhn, TLT’s project manager for the Gotthard Base Tunnel, about the selection of his company’s fans for this project."

As part of its mission to develop technology to assure a continuing supply of minerals, the US Bureau of Mines has investigated the flocculation of a Stillwater, MT, chromite ore. The ore was flocculated at different solids contents and at different stirring speeds to determine the importance and effect of hydrodynamic factors. In acidic and basic pH, the chromite ore was flocculated with high molecular weight polyacrylamides differing in the degree of hydrolysis. Polyacrylamides were found to bind to chromite ore particles through hydrogen bonding. The anionicity of the polymer and the pH affected the degree of polymer-particle interaction, which in turn affected polymer conformation at the surface. A polymer conformation with many loops and tails was used to explain high flocculation efficiency. It was found that such a conformation could compensate for poor hydrodynamic conditions.

In this paper the effect of the ratio of grinding and grindable size classes (ore lumps, particles and grains) and the guantity of intermediate size classes in the feed of the primary wet autogenous grinding "Cascade" mill is studied and the features of the influence of these factors on the mill capacity are shown. On the basis of the experimental data from Lebedinsky mineral processing plant, where magnetite guartzites are processed, a coefficient of the "total ratio of size classes" in the feed of 9x3 m "Cascade" mill was estimated. It helps to get an evaluation of the effect of ore size classes ratio in mill media on the mill capacity and to work out some ways for its optimization in closed or semiclosed technological circuites of primary autogenous grinding. The operation of the specific energy effects for some intermediate size classes, removed from the mill as circulating load, is proposed to improve its efficiency before regrinding in "Cascade" mill and decrease negative influence of such classes accumulation in the mill media.
