This paper is intended to describe the utilization of Western subbituminous coal as used in a utility-sized steam generator. It compares this coal's characteristics with those of a typical Midwestern and Eastern coal as a base and reviews the various design considerations when blends of these coals are used. The effects of blending various low-sulfur Western coals with Midwestern or Eastern coals to achieve a predetermined sulfur dioxide emission and the resulting alteration in the coal characteristics as they apply to utilization are also reviewed. The blending of coals as one means of complying with sulfur dioxide regulations will take on increasing importance as the various deadlines for compliance with new and existing regulations approach. We must first consider the availability of these low-sulfur coals; and insofar as the Eastern low-sulfur coals have been mined for many years, we have focused our attention on the availability of the coal reserves west of the Mississippi River in the United States, as this is the area to which many people are turning in order to meet this requirement.

Two of Peabody Western Coal Company's mine operations are the focus of this paper ... Black Mesa Mine and Kayenta Mine, both located in Northern Arizona. These two locations are unique for a variety of reasons. ? The two mines have only two customers, both power plants, one the Southern California Edison's Mohave Generating Station near Laughlin, NY, the other the Navajo Generating Station near Page, AZ. Close in proximity, these two locations ships nearly 12 million tons of coal per year. ? Material is shipped to these customers two ways: via a 273 mile underground slurry pipeline, which by the way is longest in the world, and by a 17 mile long conveyor to four storage silos. Product is then shipped via train from the storage silos to the plant sites.

Contract practices affect cost and schedule of tunneling works, impacting risk allocation between Owners and Contractors. The Authors compiled a dataset of projects constructed in the Toronto Area between 1990–2020 procured either Design-Build or Design-Bid-Build. Data were analyzed identifying independent cost variables across the two methods. Overall industry efficiency further comparison with historical information demonstrates the costs of engineering ongoing escalation due to rising trends in environmental requirements and public consultations stirred through modern communicative platforms. These hard to predict and estimate costs need to be included in the risks evaluated and managed by Owners and not by Contractors

A more effective method of fracturing and chipping the formation is necessary to significantly increase the productivity of blasthole drilling with a roller cone bit. The conventional rotary blasthole bit engages the formation and initiates spalls, chipping and fractures in the formation at a rate dependent on the amount of pull down force applied by the drill. The rotary speed of the drill increases the number of fractures and creates drilled chips that are removed from the hole by the air circulation. An engineering project was motivated to develop a low pressure, low impact downhole percussion hammer to provide an overstrike force to a blasthole bit, in addition to the conventional pull down force and rotary speed. The objective of the project was to utilize existing rig air packages in the range of 50-110 psig and provide an overstrike force to the bit in the range of 1100-1500 impacts per minute. Laboratory testing performed on Barre granite achieved, on average, a 40% improvement in rate of penetration. This performance has been confirmed in actual blasthole drilling in copper and iron ores mines. During the testing phase, additional unexpected benefits have also been realized.

In small coal mining operations, little is done in controlling supply and material inventories and optimizing total inventory costs. Material Requirements Planning (MRP) is an efficient material control system which time-phases net material requirements based upon production plans, bills of material data, and inventory status records. Inventory levels and total inventory costs are optimized using a lot sizing technique in placing time-phased purchase orders. The MRP system has been applied in large manufacturing firms utilizing mainframe computers, but it can be adapted to micro-computers for inventory control. This paper presents an application designed to assist the coal mine manager in optimizing inventory costs.

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. China?s remarkable levels of economic growth during the past three decades have lifted almost 300 million people out of poverty. This amazing achievement has placed an increasing demand on energy and minerals, especially coal, which supplies 68.7 percent of China?s energy (June 2011). It is estimated that China mined more than 3 Gt (3.3 billion st) of coal in 2010, three times as much when compared to merely 10 years earlier. Such an impressive achievement does not come without major costs ?? including concerns with mine safety and an increasing number of occupational illnesses due to fast growth. This article reports on one of the major safety concerns in China?s coal mining, dust and dust control practices, and known cases of caol worker?s pneumoconiosis affiliated with prolonged exposure to excessive coal dusts. The exact size of China?s mining industry is not known, but it is estimated the coal industry is at least five-million people strong, and the metal and nonmetals industry probably employs another three million people. To meet increasing energy demand, China mined more than 3.1 Gt (3.4 billion st) of coal in 2010 from its 15,000 plus coal operations1, most of which are small- to medium-sized operations with annual coal productions ranging from a few thousand tons to 300 kt (330,000 st). These small coal operations are typically in remote areas, inadequately engineered, poorly ventilated and still using rudimentary drilling and blasting mining methods employing antiquated mining equipment and, presenting safety concerns, i.e., methane and dust explosions.

U. S. petroleum demand has increased at a rate greater than that of domestic production. A domestic energy source that is under serious consideration to augment present supply is oil shale. The Green River formation in Colorado, Utah, and Wyoming represents a resource potential containing about 2 trillion bbls. of oil in shales averaging 15 gallons or more per ton or more than 400 billion bbls. in 30 gallon per ton shales. This paper will consider the technological and environmental aspects of developing this resource.

The gas producer actually dates back far beyond the period from which we first find recorded data. A partial production of producer gas can take place in any type of solid fuel grate equipment, such as a boiler, or even a fireplace if a sufficiently deep fuel bed is provided. Those of us who have watched a coal fire burning in the hearth, have no doubt noticed at times, the gases liberated by the heat burning on or near the surface of the fuel bed. So far as we know, the first gas producer was built by Bischof in Germany in 1839, followed by Ebelman in France in 1840, and Ekman of Sweden in 1845. The first large industrial development in the use of gas producers was When the two Siemens brothers of Germany patented their first combined gas producer and regenerative furnace in 1861, thus opening up the field for the use of raw, crude producer gas in heavy furnace work. In the years 1879-1881 J, E, Dowson, of England developed a producer gas cooling and cleaning plant, which extended the scope of application of producer gas to make possible its use in small furnaces and gas engines.

A detailed experimental study of the variations in grinding rate with particle size, particle load, ball diameter, ball load, mill diameter, and mill speed was carried out for a soft cement clinker and a hard cement clinker. The effects of the ball diameter, ball load, and particle load were observed to be material (hardness) independent, and those of the particle size, mill diameter, and mill speed to be material dependent. A sharp change in grinding behavior was observed for both the clinkers at about 150 µm size. Below this critical size: (1) the hardness difference between the two clinkers became insignificant, (2) variation in the grinding rate with particle size became markedly more pronounced, and (3) mill speed had little or no effect on grinding rate. The importance of these results in the context of process optimization and control is discussed.

It also contains summaries of the results of bench-scale and pilot plant tests conducted to prove the Series C Process. The process is being used by the KFx-Thermo Ecotek partnership for a 500,000 ton per year commercial plant that has been constructed near Gillette, Wyoming. The plant is presently undergoing shakedown.

Recent ore pass failures have underlined the need for improved designs, standards, structural monitoring methods, and better hang up prevention and removal techniques. Researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) are investigating methods to improve safety during transport of ore in ore passes. Design criteria and hang-up prevention and remediation strategies involve studies of the effects of static and dynamic ore and waste rock loads on chutes, walls, gates, and support structures. Particle flow analysis methods were used to simulate the response of various ore pass designs to a wide range of ore loading conditions. A full-scale mock-up of actual ore pass and chute assemblies was duplicated and tested for load response. Data from a particle flow code and the mock-ups were com-pared. Loads on an active ore pass chute were measured.

Separation of dolomite from Florida phosphates was achieved by first conditioning the feed with fatty acid at pH 10 followed by reconditioning at pH 4 or below, before flotation. Observed selectivity of this two-stage conditioning process was attributed to the amount as well as changes in the nature of adsorbed collector species upon reconditioning. In this paper, bench-scale flotation results of optimizing the major process parameters, such as reconditioning pH and collector dosage, for upgrading natural high dolomitic phosphate samples from Florida are discussed.

Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

A number of private companies and universities have developed computer programs which can be used to simulate surface coal mining by dragline. In this paper, we briefly discuss the concept of computer simulation, compare these computer programs with each other, describe the major changes required to convert these programs to an IBM computer system, and analyze their sensitivity to inaccurate input data. We also present a summary of the required data input for each program, core storage requirements, and output results. Sources for obtaining these programs and their documentation are listed at the end of the paper.

In the operation of today's large scale ore-processing mills, it is extremely important to have some way of making an objective evalu¬ation of the performance of the available flotation reagents. Attempts to do this may often result in inconclusive findings since the magnitude of the difference in the mill results for any two reagents is apt to be quite small compared to the variability introduced by the process and 'the analytical procedures used to measure them. In cases where two reagents give vastly; different mill results, evaluation becomes a simple matter and as such deserves no further attention here. A question of primary concern, however, is how a mill can go about evaluating the performance of two reagents which may, for example, give a difference of only 0.001% copper in the-tailings or of 0.2% in copper recovery. The casual observer may feel that such small differences may be of little importance, but in a mill-whose daily tonnage is between 30 and 40 thousand, these differences could mean a substantial savings. Before the presentation of an actual example of a reagent testing scheme designed for just this-purpose, perhaps a few minutes should be devoted to a review of some statistical methodology to be used later in the discussion.

The advent of open nit mining permitted the development and processing of minerals never before thought possible. New equipment was needed; new techniques were devised; new methods were called for. This development and acquisition of new techniques, methods and equipment did not, however, stir the souls of our industry and educational leaders sufficiently to a recognition of the problem of people, especially the future development of the people needed in open-pit mining. The people problem has been and will be with us as long as there are two of them. The development of people will be required for the same reason. The problem of developing future personnel for open-pit mining is not what must be developed; that is known to all of us and can be briefly stated ashore and better of everything." As I see it, the real problem lies in determining (1) what personnel are really critical, (2) why are they critical and (3) how can we develop them.
