Controlling dust generation and keeping it below permissible limits to meet federal dust standards at the working face of a roomand-pillar coal mine is a challenge for a mine operator. With the recent changes in federal dust regulations requiring lower worker exposure, maintaining compliance has become increasingly difficult. The current most effective practice of dust control at a continuous miner face in an underground mine is the use of a flooded-bed scrubber. A study carried out by the National Institute for Occupational Safety and Health (NIOSH) indicated that a flooded-bed scrubber could achieve cleaning efficiencies between 58 and 90%. But, the operation of such a system is maintenance intensive. The flooded-bed scrubber screen becomes clogged with dust particles and requires frequent cleaning to maintain performance. However, the dust control issue is not solely a mining industry problem. Other industries face similar issues. The University of Kentucky collaborated with Toyota Motor Manufacturing on the development of a novel wet scrubber, called the vortecone scrubber, for capturing oversprayed paint particles in automotive paint booths. The vortecone scrubber achieved a cleaning efficiency of 99% and required minimal maintenance. This study aims to assess the ability of this vortecone scrubber to capture respirable dust in an underground coal mine. The paper presents the results of computational fluid dynamics (CFD) modeling of this vortecone scrubber. It discusses the effects of air quantity and dust particle size on the performance of the scrubber.

Machine Situational Awareness (MSA) requires the ability to efficiently evaluate the probability of interaction of objects within the environment, without creating false alarms or ignoring materializing hazards. To do this, an MSA system needs to assign context to observed object activity and integrate as much information about object identity, kinematics, behavior, and current state as possible. This paper describes how known object characteristics, attributes, and activities (drilling, dumping, driving, etc.) can refine interaction probabilities and help identify rogue actors that introduce anomalous risks to the health and safety of miners. Path projections need to incorporate velocity and direction as a function of time while accounting for terrain, safety response, environmental factors, current assigned activity, etc. This paper also describes the methodology for properly prioritizing responses to place the highest value on human safety.

The disposal of sludges and other similar industrial wastes is a major problem. Liquid wastes from industrial operations, when treated, produce significant volumes of sludge which are difficult to dispose of, because of the chemical and physical properties of the sludge. In the mining industry sludge is produced from various water treatment operations, in particular mine drainage neutralization. Waste water from coal preparation plants also produces a sludge however the sludge is in fact a slurry containing clays, coal fines and coal impurities. In many areas the disposal of these sludges is producing a serious problem. Mine drainage sludge consists of a variety of hydrous iron oxides, usually ferric oxides, contaminated with other neutralization products such as calcium sulfate. Molybdenite and chalcopyrite are two often-associated minerals. In Quebec, the Gaspe Copper Company, a subsidiary of the Noranda group, currently operates a molybdenite flotation circuit to recover a one percent trace of this mineral in the chalcopyrite concentrate. The low levels of molybdeni 2 preclude the use of flotation to remove molybdenum directly from the ore while scavenging of chalcopyrite concentrate for molybdenite yields a concentrate of the latter of somewhat inadequate quality. Such a situation could possibly best be solved by hydrometallurgical means, if molybdenite could be leached selectively from the chalcopyrite concentrate. Work in the field of extractive metallurgy was initiated about 22 years ago in the laboratory of the department of mining and metallurgy at Laval University, Quebec. Following a literature search, two objectives were selected. The present talk will outline some of the results obtained to-date and it is hoped the ensuing discussion of the paper can raise questions of immediate assistance to us for the future. First, as an immediate objective of-practical use, the oxidation rates for molybdenite and chalcopyrite in alkaline media would be studied under conditions of possible industrial application. Secondly, the kinetics of mass transfer of gases in pressure reactor are to be studied. Solubility data for various gases in aqueous solutions have been gathered by a few investigators, to mention the work of Pray1, Wadsworth2, Pawlek3 and Gerlach. Scattering in experimental results and discrepancies between authors are ominously present. Kinetics of mass transfer have somewhat been more neglected. A systematic investigation by the school of Berlin has greatly helped in the design of impeller most suitable for gas dispersion, without much reference however to the solid dispersing ability of the various designs. Variables affecting rates of gas transfer to the solution have not been studied. Studies on the aqueous oxidation of sulfide minerals are much more numerous. While molybdenite has been relatively less studied, work has been carried in two areas namely in alkaline oxidation of MoS2 , work performed by Dresher2 and Wadsworth, and in the hypochlorite leach of molybdenite by Bhappu4 and co-workers, These two methods showed appreciable rates of leaching for molybdenite. In general, comparisons between rates of oxidation of this sulfide with that for chalcopyrite have not been made.

For the past 30 years there has been a gradual evolution of mechanical excavating systems in underground hard rock mining applications. This paper traces many of the tests of various tools and methods to break hard rock, up to the present. The tools include impact hammers, boring machines, disc on boom mining machines, disc on revolving wheels and drums, picks and drag bits on revolving hubs, rock splitters, slot cutting systems, and with customized explosives/powder mini-blasting. While the progress has been slow, successes are being achieved in hard rock and more opportunities exist today than ever before.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

Surface mining and reclamation has the potential to at least temporarily increase surface runoff and resultant erosion and gully development. This increase in erosion is due in part to compaction of the soil surface with heavy equipment, creation of large relatively unvegetated watersheds, and elimination of natural dendritic ephemeral drainage patterns. Methods for stabilizing gully channels which may develop prior to establishment of sufficient vegetation to control erosion are analyzed. Utilization of various sizes of riprap for channel lining, the use of riprap check dams, reinforcement of riprap check dams, and the relation- ship of type of control structure to area of watershed and resultant flow velocities are discussed.

The latest resource estimate for the Caspiche gold/silver/copper project in the Maricunga region of Chile was released by gold explorer Exeter Resource Corp. The resource is low grade, but bulk minable and drilling to date has shown a NI 43-101 compliant inferred resource of 1,117 Mt (1.23 billion st) grading 0.55 g/t (0.016 oz/st) gold, 3.81 g/t (0.111 oz/st) silver and 0.22 percent copper. Exeter said these findings make the in situ metals amounts of 609 t (19.6 million oz) of gold, 4.4 kt (137 million oz) of silver and 4.84 billion lbs of copper, which the company relates as 33.7 million gold equivalent ounces using assumed metal prices of $23.33/g ($800/oz) for gold, 35 cents/g ($12/oz) for silver and $2/lb for copper. The deposit is almost midway between Barrick?s Cerro Casale gold deposit and Kinross? Refugio Mine. In a statement Exeter chairman Yale Simpson said ?This updated resource estimate places Caspiche firmly among the world?s largest gold-copper discoveries in recent years and clearly supports our decision to aggressively drill the property, despite the global economic decline. ?We expect that the very substantial copper and silver credits will be extremely important, and will markedly impact the potential viability of Caspiche. Specifically, using metal prices of US$2/lb copper, $23.33/g ($800/oz) gold and 35 cents/g ($12/oz) silver, the 4.84 billion lbs of copper and 4.2 kt (137 million oz) of silver are equivalent to 376 kt and 62 t (12.1 and 2 million oz) of gold, respectively. ?Our recent drilling has defined what appears to be a coherent higher grade central zone associated with a definable early stage diorite intrusion. We expect this zone will be important in developing various mining and economic models for the project,? Simpson said. Exeter is still drilling the deposit to expand the re-source estimate further to the southeast and at depth and to upgrade the higher grade central zone to the indicated category. Simpson said, ?Exeter intends to enhance the value of Caspiche by continuing to de-risk the project through ongoing exploration, metallurgy, engineering, water and environmental studies. These studies will continue through the next 12 months and will lead to a conceptual development study. A timeline for the release of that study is being formulated. The project budget for the next 12 months is C$14 million.? Mineweb reported that Caspiche is likely too big of a deposit and at too high of altitude for Exeter to handle alone. Exeter will be looking to other majors, or perhaps the Chinese, to help develop this huge orebody. But, in the meantime, it also has its high grade Cerro Moro deposit in Argentina, which could be brought to production relatively quickly and at relatively low cost.

Gold Fields Mining Corporation started processing ore from it's Chimney Creek operation in northern Nevada in November, 1987. Since that time production has averaged about 200,000 ounces per year from the milling and dump leaching circuits combined. The events that led up to commissioning of the plant started in January of 1985 when the Gold Fields exploration team drilled their first hole in an area now known as Discovery Hill. The major orebody was located later in the year in what is currently the major focus of activity, the North Pit. Subsequent drilling since plant startup has found another 14 million tons of ore two miles south of the original orebody. This South Pit orebody is currently being stripped and metallurgical testing is underway. Engineering Engineering on the Chimney Creek plant started in earnest in May, 1986. Davy McKee Corporation from San Ramon, California, did both the engineering and the construction management. Before engineering began the entire senior staff of the Plant Department was hired and assigned to the project. Senior staff included the Plant Superintendent, Plant General Foreman, Maintenance General Foreman and Chief Metallurgist. Gold Fields does not employ an internal central engineering staff to design their plants. We feel that the people who design the plant should be the ones who will be required to run it once it has been commissioned. This philosophy affords a continuous accountability from start of design through commissioning and operations. All four of the senior staff spent the most critical phase of the engineering stage at Davy McKee, so the plant is truly a reflection of all four disciplines. In bringing on the Maintenance General Foreman from the start, there was a focus placed on ease of maintaining the plant. Another philosophy that was adopted from the start was that the plant be easy to work in and maintain for both operators and maintenance personnel. Numerous design criteria were given to Davy McKee to ensure this. For example, we required that every piece of equipment could be reached easily with a crane or fork lift. All conveyors were required to have walkways on both sides for ease of maintenance and a minimum of 30 inches of clearance under them for ease of cleanup. Visibility for operators was considered very important and the control rooms and general plant layout were designed with this in mind. A list of about 100 general rules were given to Davy McKee during the early layout meetings and these were held as the general design criteria throughout engineering and construction. While engineering was progressing in San Ramon, California, dump leach test work was being done at the site. Three 6 foot diameter fiberglass columns were constructed and filled to a 20 foot height with low grade ore. Leaching characteristics were determined and the dump leach design was based on information collected from these columns. Construction The major contractors on the project were The Industrial Company for the bulk of the piping and structural, EMKO on the electrical/ instrumentation and Hunewill for most of the earth work and leach pad construction. All plant operating and maintenance personnel were employed eight weeks before startup for intensive training. Instructors were Gold Fields personnel, including foremen, and Davy McKee engineers. On occasion, selected suppliers representatives were brought in to discuss major pieces of equipment. Project completion was targeted for January, 1988 at a projected cost of 78.9 million dollars. Actual startup was about 1 1/2 months ahead of schedule and slightly under budget. Full design capacity was achieved the first full month of operation. Crushing Run of mine ore is delivered to the crusher and dumped into a 90 ton hopper which is topped with a 30" X 30" opening stationary grizzly. A very high-grade calcite deposit located in northern Norway consists of CaCO3 ore with minor silicate and sulphide impurities. Cationic (Tallow-1,3-diaminopropane, Duomeen T) collector has been used in the purification of calcite by flotation with an aim of achieving calcite concentrate for its use in value-added products in a variety of industries. The feasibility of sulphide flotation from calcite by this cationic collector has been initially judged from Hallimond flotation and zeta potential on pure mineral systems and the results illustrate the removal of sulphide from calcite ore at neutral pH region. The adsorption mechanism of diamine on both the sulphide minerals was found to be the same by zeta potential studies. The variations in zeta potential are in good agreement with the adsorption of diamine molecular and ionic species as a function of pH. FTIR studies also showed the adsorption of diamine species in agreement with the zeta potential and Hallimond flotation results. Furthermore, the removal of sulphide impurities with selective flotation by diamine collector was performed in bench-scale flotation with the calcite ore and the results indeed showed that the calcite concentrate could meet the quality requirements for its use in the paper industry for coating and filler purposes.

This paper attempts to answer whether or not the mill performance at Bougainville could have, in fact, been predicted by the population balance approach, or whether other special considerations are required to explain their behavior. In recent studies, the plant tests were performed at Bougainville and batch tests were carried out at the Utah Comninution Center. In all tests power measurements were made and several levels of energy input to grinding were evaluated. Also, tracer tests were performed for mill residence time determination. The performance of Bougainville's 5.5 x 6.4 m mill has been very successfully predicted by population balance methods. The prediction errors are only about 1% on product size distribution and 4% on power with a mill volume scale-up of 3790 to 1. It is significant that this approach will reduce the risk of failure in large mill design that has been recognized in traditional methods.

Accurate engineering predictions of energy needs for pollution control equipment used in surface mining operations is critically important to sound management selection of control alternatives. This paper will describe a procedure for evaluating two control alternatives with different energy needs. Three steps are involved: an analysis of the pertinent regulations, a determination of the size distribution of the particles being emitted, a calculation of the energy needs and costs of the candidate control systems as a function of these regulations and emission characteristics. The principal air pollutant to be controlled in surface mining operations is particulates, or dust, some of which is already on the material introduced into the primary crusher and other dust which is generated by the various steps in the subsequent processes. The requirement for control stems both from regulations concerning workers at the operating site, and the community surrounding the operations. In order to speak quantitatively about the need for control we will use regulations that pertain in Pennsylvania although it must be borne in mind that such regulations vary according to juristiction.

The utilization of high sulfur Illinois coal by utility plants has been decreasing since the enactment of 1990 Clean Coal Air Act Amendment. Illinois coal producers can make their coal saleable by offering the choice of taking the combustion by-products from the utility plants and placing them in the abandoned sections of their mines. To be competitive, however, coal producers need to select an environmentally acceptable transportation-handling-placement system through which the cost-per-ton of by-product disposed can be minimized. In this paper, a few such systems are presented. The favorable operating range of each system is determined in terms of distance and tonnage. A case study is given whereby cost analysis is conducted for an underground coal mine receiving by-products from two Illinois utility plants.

Generally, production planning is concerned with the best use of fixed resources to determine a production schedule for one or more production units supplying one or more markets. Production scheduling determines when each production unit will be used and its production level. However, the production scheduling problems are intimately associated with the location of existing or new production units and processing facilities. Normally, mine location allows only a limited choice; processing plant types and locations are considerably more flexible. This paper presents a generalized multiperiod MIP model as an aid in determining the mine production schedule and the processing plant types and location to satisfy multiple markets. A brief description of MIP and how it has been applied in the mineral and other industries is discussed. A complete description of the model with an application to a coal preparation plant system is presented.

Barrick Goldstrike Mines Inc. (Goldstrike) operates a six circuit (train) pressure oxidation plant for the pretreatment of gold bearing sulfide ores. The property is located 27 miles north of Carlin, Nevada. Since the commissioning and start-up of the first circuit in 1990 until the present total plant availabilities have exceeded 90%. Establishing geotechnical baselines on soft ground projects that require the use of closed-face tunnel boring machines (TBMs) is difficult. It is hard to see the face when mining and the excavated material is combined and mixed, all of which makes baseline quantifications challenging. In an attempt to meet underlying objectives of minimizing bidder contingencies, allocating or sharing risks and paying for conditions only if they occur, nongeotechnical baselines (i.e., functional baselines) have been developed. These have been used on the District of Columbia Water and Sewer Authority?s Clean Rivers (DCCR) Blue Plains Tunnel (BPT) project. This article examines the development of such functional baselines and how they were implemented on the BPT project.

Western Oklahoma, with an estimated 48 billion tons of minable gypsum, has one of the largest reserves of high-purity stone in the United States (Figure 1). Gypsum beds of the Permian Blaine Forma¬tion are 10 to 30 feet thick in the southwest and northwest regions, and the Permian Cloud Chief Gypsum is 20 to 90 feet thick in the west-central region (Ham, 1962; Ham and Curtis, 1958; Scott and Ham, 1957). Republic Gypsum Company, in the southwest part of the State, is Oklahoma's second-largest gypsum producer. Since opening its plant in 1964, the company has steadily increased production and now accounts for about 15 percent of the State's annual output. The plant and quarry are 15 miles west of Altus at Duke, a small commu¬nity on the Hollis and Eastern Railroad in northwestern Jackson County.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants.
