The problem of defining the optimum final limits of an open-pit mine has challenged the mining industry for the last three decades. The difficulty results mainly from the great number of variables involved and from the sheer computational effort required in real-life applications. An actual lignite deposit is used in this study to introduce and apply a new methodology that can be used as a basis for surface-mine design optimization. A geologic-reserves model of the deposit is first developed with the use of an integrated geostatistical-modeling package. The model is transformed into an economic one through the use of flexible objective function formulation(s). The final open-pit limits are then optimized using a competent commercial optimizer, and comparative-sensitivity analyses are performed to study the effect of some basic mining and economic parameters on the optimal pit design. The conclusions drawn can develop useful guidelines for decision making by the mine operator.

The support of intersections in coal mines remains an important safety issue, mainly because the large diagonal span compromises the stability of the roof. This structural weakness is further exacerbated if the intersection is developed incorrectly, the pillar corners fail or the crosscuts are angled (not perpendicular). This report details the current support systems used and investigates unplanned falls of ground in intersections in coal mines throughout the United States. A possible failure mechanism is proposed and some suggestions are made to improve the effectiveness of the support in these vital areas.

The current Canadian coal production is approximately 57x106 tonnes per annum of which some 25 million tonnes is exported. Two thirds of the Canadian output is classified as thermal and one third as coking or metallurgical coal. The Canadian coal industry, like the industries in some other industrialized nations, has gone through a cycle of ups and downs. The current world vide recession and stable oil prices have somewhat dampened the plans for a further growth of this industry - albeit temporarily. No new mines are expected to be developed within the next few years. However the production is projected to increase to 60x106 tonnes in 1985 increasing to an estimated 75 to 80x106 tonnes by 1995. The Canadian mines are highly mechanized and are willing to employ the modern technology to maintain its competitive position in the world's coal market. This paper reviews the recent technical developments which continue to improve resource recovery and productivity.

Usually stresses generated by explosive charges during blasting are considered to propagate through materials in a spherical manner. Although conical stress-waves had been suggested by a few investigators they have never been clearly defined or critically observed. An experimental technique using models and lengths of Mild Detonating Fuse was developed to produce conical stress-waves and study their effects. Several materials with different properties were tested to compare the influence of those properties on wave shape and crater formation. The investigations showed that whenever column charges were end-initiated, conical stress-forms were produced if the explosive's velocity exceeded the energy propagation velocity of the surrounding material. The stress-cone angle significantly affected fragment size and shape as well as the geometry of craters produced.

The NMBGMR is slowly converting historical data into a relational database using Microsoft Access 97. The purpose of this database is to provide data on districts, mines, and mills in New Mexico to government agencies, public organizations, industry, and citizens to make informed decisions about resource development, resource management, water supplies, environmental impacts, hazard assessment, and waste disposal. Once the data are entered into the database with locations, the data can easily be converted to GIS format for displaying as different map layers.

Bolting the mine roof is one of the noisiest underground mining operations. The main contribution to the noise is the drilling of the roof bolt holes, especially drilling in hard rock. Previous research shows that the specific energy consumed in drilling bolt holes is inversely proportional to the bite depth (i.e., penetration per drill revolution). Less specific energy at a reasonably high bite depth means less energy is wasted in the drilling process for producing heat, bit wear and noise. Therefore, proper control of the drilling operation to achieve a reasonably higher bite depth can reduce drilling noise from its sources as a proactive noise control approach. In order to explore the feasibility and develop the proactive technology for reducing drilling noise, drilling tests have been conducted in laboratory settings. The preliminary results show that significant reduction in noise dose can be achieved by drilling in medium hard rock with uniaxial compressive strength of about 276 bars (4,000 psi) and at a reasonably high bite depth of about 4.6 mm/rev (0.18 in./rev). This paper presents the findings from laboratory experimental studies.

The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. The Regional Connector Transit Corridor (RCTC) Project is a 1.9-mile-long metro light-rail extension project that traverses the historical core of downtown Los Angeles, California. This project aims to improve mobility throughout downtown LA with fewer transfers for riders. It is designed to connect two existing rail lines for a more seamless travel. The project consists of twin bore tunnels, three new stations, and is scheduled to be completed in 2022. The design-build contract was awarded to the Regional Connector Constructors (RCC) in 2014, a joint venture of Skanska and Traylor Bros, Inc. with Hatch Mott MacDonald as the designer. One of the challenging aspects of the project was the construction of a crossover cavern in a narrow public right-of-way surrounded by historical structures. RCC used Sequential Excavation Method (SEM) to construct the crossover cavern measuring 287 ft long by 58 ft wide by 36 ft tall. The initial lining of the cavern featured a 12 in. fiber reinforced shotcrete lining. The initial lining was separated from the final lining by a hydrocarbon resistant membrane, as specified by the standard requirements of Metro. The cavern features a cast-in-place final lining with a thickness of 5 ft 9 inches in the invert and 18 inches in the crown and walls. The structure also features a nonload bearing plenum slab and interior walls for ventilation.

Introduction On June 20, 1986, the Occupational Safety and Health Administration (OSHA) published revised asbestos exposure standards for general industry and construction. The standards reflect OSHA's attempt to adequately control workplace exposures to minerals it considers carcinogenic - minerals capable of causing or contributing to cancer. These standards specifically identify asbestos as: chrysotile, an asbestiform serpentine mineral; and the amphibole minerals amosite, crocidolite, tremolite asbestos, actinolite asbestos, and anthophyllite asbestos. Each of these has a more common nonasbestos mineral analog that exists in nature in a crystalline, blocky shape rather than the hair-like or fibrous shape of asbestos. The mineralogical names for three of these nonasbestos minerals are unique: antigorite for chrysotile, cummingtonite-grunerite for amosite, and riebeckite for crocidolite. The other three nonasbestos analogs do not have unique mineralogical names. They are simply designated as actinolite, tremolite, and anthophyllite without the word asbestos following their names. The 1986 OSHA standards not only cover exposure to the six asbestos minerals, they also cover specifically the nonasbestos forms of actinolite, tremolite, and anthophyllite (AT&A). The new standards regulate these minerals exactly like asbestos (OSHA, 1986). The construction aggregate industry views this as a major problem because these nonasbestos minerals are common amphibole rock-forming minerals in the earth's crust. They exist in small quantities over large areas of the United States (Kuryvial et al., 1974). These minerals, unlike asbestos, are not mined for a specific commercial purpose. They are unavoidable components in much of the aggregate used for construction throughout the US. They are also common in the gangue material of metallic ores. There are areas of the US where amphibole-bearing bed¬rock is common. Not every rock mass in these areas contain amphiboles, however. It does mean, though, that amphiboles are physically compatible with many of the rocks in those areas. And given the correct geochemical conditions, they will be present primarily in the nonasbestiform variety. In addition, these amphiboles will probably exist in the natural drainage system, sand and gravel deposits, stream sediments, lake shores, valley basins, or ordinary beach sand within these areas. There has been little quantification of nonasbestiform AT&A in dusts and soils in the US. This is not surprising since these nonasbestiform minerals are not commercially valuable. However, an example of the pervasive nature of these minerals can be found in a 1981 Geological Society of America publication where about 0.7% tremolite-actinolite was found in the desert dust in and around Tempe, AZ (Pewe, 1981). Since OSHA standards treat these common nonasbestos minerals as carcinogens in the same way as asbestos, large natural areas in the US are implicitly being labeled as hazardous by OSHA. When a substance is identified as a carcinogen, another OSHA standard comes into play, the Hazard Communication standard. There are also right-to-know laws in 9 states that essentially duplicate this federal standard. These standards require that a product containing 0.1% or more of an OSHA-designated carcinogen be labeled as such (OSHA, 1983). This means that much of the stone and sand gravel products occurring naturally and mined in the US could be labeled a carcinogen when, in fact, they are not. The National Stone Association (NSA) and the domestic construction and mining industries believe that OSHA has seriously erred. The NSA has studied the health, mineralogical, technical, economic, and legal basis for OSHA's action. These studies concluded that there is no justification for the agency regulating nonasbestos minerals as if they were asbestos. Health issues The preamble to OSHA's 1986 asbestos standard states that evidence for asbestos-like health effects from exposure to nonasbestiform varieties of AT&A is inconclusive (OSHA, 1986). The fact is, not only are the data inconclusive, they are nonexistent. During 1986-1987, NSA's occupational health and epidemiology consultant, Environmental Health Associates (EHA), reviewed all available health studies related to AT&A. EHA found evidence that malignancies in both experimental animals and humans are associated with the asbestos forms of these minerals. No experimental or epidemiological evidence was found that indicated such pathogenic effects occur from exposure to nonasbestiform varieties of these minerals. There are relatively few scientific studies of the health effects of exposure to nonasbestiform varieties of AT&A. "INTRODUCTIONThe Port of Miami Tunnel (POMT), designed and constructed by Bouygues Civil Works Florida between 2009 and 2014, was a Public Private Partnership between the Miami Access Tunnel Concessionaire, Florida Department of Transport, Miami-Dade County and the City of Miami. The project comprises dual 11.3m internal diameter, 1.27km long, twin lane road tunnels running between Watson and Dodge islands and under the main shipping channel in Biscayne Bay (Figure 1).The POMT was a unique project which embodied many technical firsts and involved the first large diameter tunnels constructed through Florida’s challenging sedimentary carbonate strata. At the outset, a comprehensive ground investigation was performed, using both conventional and less conventional investigation techniques, to characterise the highly heterogeneous ground conditions.The findings of the investigation had a major impact on the tunnelling methods, triggering a series of mitigation works to ensure that the tunnels could be excavated safely and effectively. The mitigations included modifications to the already designed Tunnel Boring Machine (TBM), to facilitate an innovative excavation process, and a unique grouting campaign (Storry et. al. 2013a). The project was completed and opened to traffic in August, 2014 and has significantly alleviated traffic congestion in Downtown Miami.GEOLOGICAL CONTEXTThe geological conditions at the project site consist of carbonate sediments which can be divided into distinct geologic units; the Miami Limestone Formation (Layers S3, S4), the Fort Thompson Formation (Layer S5), the Anastasia Formation (Layer S6), the Key Largo Formation (Layer S7) and the Tamiami Formation (Layer S8). Multiple changes in sea level over a relatively short geologic time scale have resulted in a heterogeneous profile consisting of interbedded sedimentary rocks and sediments, which vary widely, both vertically and laterally (Figure 2)."

In the time period from the early 1980's to the present, longwall roof support technology has evolved tremendously. Chock supports and caliper shields were replaced by 2-leg or 4-leg lemniscate shields. The lemniscate linkage for which the support is named offers numerous advantages to the sup-port both as a fabricated structure and to its performance in the mining application. The hydraulic system, which is the dynamic element of the roof support, was essentially unchanged in early lemniscate shields with the exception of the complexity of additional hydraulic circuits to power a canopy tilt cylinder and canopy side-seals. The control of these fluid-powered functions was provided by direct manual control of valves energizing individual functions onboard the roof-support or the adjacent roof-support. This control valve-gear was comprised of multiple individual valves arranged in a "bank" or integrated into a single hydraulic distribution block with a single operating handle to select any independent function.

The paper describes the unique operating features of the Lebanon Concentrator Plant wherein both magnetic concentration and froth flotation are used. Chalcopyrite is selectively floated by the use of dual collectors, Aerofloats and secondary butyl xanthate. Both potassium ethyl xanthate and sodium isopropyl xanthate (dual collectors) are dissolved and emulsified with pine oil for the flotation of the pyrite. Sketches describing the plant operations are presented and plant operating metallurgical results obtained are also given. The optimum production of minerals by the froth flotation process is normally achieved [ ] smooth operating conditions, The process, because of its many variables, becomes an art as well as a science. Therefore, any phase of the operation which will aid the operator in his control of the numerous variables will help produce a smoother operating plant, One of the most important variables which the operator deals with is the addition of reagents, These are usually costly items and should be used discretely with minimum amount of waste, The danger is that ,this emphasis may reduce the reagent amount to a point below that required, or, on the other hand an excessive amount is added, Both conditions usually yield poor results. The drea of the metallurgist is to provide the operator with the tools enabling him to produce a good mineralized froth at all times. Normally the operator has no control concerning the type of reagents which he must use. This has usually been worked out for him in the laboratory and by plant-scale tests. He does have limited authority to control the amounts of the reagents at his disposal. This, I believe, is as it should be. However, the operator should be provided with the best combination of reagents for his particular job. The providing of this combination of reagents for his particular job, The providing of this combination is often difficult, yet it is very important in order to yield good results, With this in mind, the dual collector idea was introduced for the selective flotation of chalcopyrite, and also later for the flotation of pyrite at the Concentrator Plant of the Bethlehem Cornwall Corporation in Lebanon, Pennsylvania, Supplying several types of collectors has given the operator an additional effective tool, even though great variations are encountered in ore tonnage treated and in ore composition, This paper deals with the use of the dual collectors and with the addition of the reagents in the form of a pine oil emulsion, or more accurately, a pine oil suspension. It is hoped that other operators may find the ideas helpful. There does not seem, to me, to be definite scientific fact which would substantiate the necessity for the use of dual collectors. However, in actual operations, the metallurgical results at Lebanon became more uniform with the use of dual collectors, I look upon it as an "insurance policy" which greatly aids the operator during those periods when he is having trouble, One theory has been advanced, i.e. one collector has a greater tendency to float the coarser minerals, whereas the other one may float the finer ones. Consequently, a combination of the two collectors will result in optimum recoveries, There has been some evidence that this is true, but it is not conclusive, on the other hand, the use of a xanthate-pine oil suspension (or emulsion) should speed up the surface reaction of the collector with the sulfide minerals, result¬ing in more uniform flotation, This has definitely happened in our particular case. A more interesting unexplainable observation has also occurred; i.e., the xanthate solution does not appear to lose its strength as rapidly when it is in the form of an emulsion (or suspension), This was first observed when a 50 gallon drum of a 20% ethyl xanthate solution was taken to Wilmington, Delaware, for a laboratory test, using a homogenizer to produce the xanthate-pine oil emulsion. Upon arrival, the drum of xanthate had developed a considerable internal pressure, The relief of this pressure was accompanied by a strong odor, When the emulsion was returned to Lebanon for the plant test orders were issued to release the pressure prior to emptying the emulsion. Nopressure had developed within the drum and there was no unusual odor present, Since this time it has been observed that xanthate pine oil suspensions have greatly decreased the possible decomposition of the xanthate solutions. In fact, suspensions have been exposed for more than a month without apparently effecting their reactions in the flotation plant. On the other hand, we found that the regularly mixed concentrated xanthate solutions, after standing for several days, did not give the same results as the freshly made ones. This effect was greatly reduced by the use of xanthate pine oil suspension (or emulsion)

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

Groundwater flow in bedrock units is an important factor to be considered for most mining situations, both underground and open pit excavations. Characterization of the hydrogeologic system into which a mine will advance is an important factor for slope and entry stability, mine dewatering design, and potential environmental considerations including stream loss and water well damage. In addition, hydrogeologic characterization of bedrock is important for locating water wells and for groundwater contamination mitigation. Hydrogeologic characterization for a site begins with a desktop study and often evolves to include drilling, geologic logging, monitoring well installation, groundwater sampling, pump testing, and packer (Lugeon) testing. In addition to these methods of hydrogeologic data collection, downhole geophysical logging of exploration and monitoring well boreholes provides detailed information associated specifically with in-situ conditions of each hole. The basic suite of geophysical logging tools used for hydrogeologic characterization often includes Optical or Acoustic Televiewer (O/ATV), full wave sonic, gamma-density, fluid temperature, resistivity, specific conductance, and flowmeter. For many hydrogeologic settings, groundwater flow in the bedrock is dominated by discontinuities, or fractures, in the rock. O/ATV logging allows for determination of the frequency (clustering), orientation, and aperture width of in-situ fractures, while sonic logging allows for estimation of intact rock strength. Fluid temperature logging and flowmeter measurements provide insight with regard to potential groundwater inflow zones, and other tools provide information for geologic unit contacts. This paper outlines the process and benefits of using downhole geophysical logging for hydrogeologic characterization and provides generalized examples from industry experience.

A fluidized countercurrent ion-exchange system was developed, operated, and evaluated by the Bureau of Mines. The system consisted of integrated multiple-compartment absorption and elution columns in which the solution flows are continuous except for short periods when resin increments are withdrawn. The exchange of uranyl sulfate between a simulated acid leach uranium solution and a strong-base, ion-exchange resin together with the subsequent elution with an acidified sodium chloride solution was studied. The effects of the number of sections, section heights, amount of resin withdrawal, and solution flow rates were investigated. Also examined were the kinetic and equilibrium relationships for the absorption step. The experimental data indicate a strong interdependence between variables. Solution retention time appears to be a major limiting variable. The column was efficient over a range of conditions, but close control was needed for optimum operation.

Thus, it is time to recall the value of geostatistical methods which were formerly developed as a money-saving and productivity-increasing tool. The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

Materials related problems at mines can be big ones - like a newly completed 1 -m (3.5ft) water pipeline burst during initial filling, grinding ball consumption at double the typical norms on startup of a new semiautogenous grinding (SAG) mill circuit or 30 open-pit haul trucks in the shop for new bed liners after less than a year’s service. Materials engineering provides solutions to these kinds of equipment problems by selecting good materials and designs, by trouble-shooting service failures and by maintaining high quality in vendor-furnished materials and components. Materials with good properties, correctly made and fabricated, correctly installed in mining and processing equipment, produce ore and final products reliably and efficiently. Materials engineering, applied during design phases, specification writing, and receipt and installation of materials, ensures that equipment will have the best possible shot at performing up to expectations. Good calls on materials properties - specifying state-of-art materials produced by competent manufacturers - help mine managers to reduce downtime and mining and processing costs. Materials that are improperly made or specified can make a mining operation less efficient or, possibly, uneconomical.
