Cortez Gold Mines, the United States' third largest primary producer of gold, commenced continuous operations on January 10, 1969. The decision to proceed to production was made in March of 1968 and construction of the mill and stripping operations for the pit began in April and July, respectively. Anomalous conditions on the slope of Mt. Tenabo along the Roberts Mountain thrust fault zone were discovered by the U.S.G.S. while conducting geochemical surveys in the old Cortez silver district. Following the discovery of gold an intensive program of drilling was organized. Drilling outlined an orebody with 3.5 million tons of ore averaging 0.28 ounces of gold per ton. It was on the basis of this reserve that a 1700 t. p.d. cyanide plant was designed. Needless to say, with such a limited ore reserve, economies in design and construction would have to be observed. Cortez Gold Mines is a joint venture with American Exploration & Mining Co., The Bunker Hill Company, Vernon F. Taylor, Jr., and Webb Resources, Inc. , as partners. "As part of the Metropolitan Transportation Authority’s $10.5bn East Side Access Project in New York, 3,200 m of tunnel had to be constructed in rock, mix face and soft ground conditions beneath one of the largest passenger railroad junctions in North America, handling over 780 trains per day. The use of risk based decision making tools was essential in developing the bespoke contract framework that was adopted as well as making informed decisions once excavation commenced. This paper will outline the risk management process adopted, discuss the risks and mitigation strategies adopted and comment on the impacts of this approach on the as built Project cost and schedule. In particular, the paper will outline the unique approach used to establish the baseline against which the Contractors performance would be measured as the selection of a Slurry TBM to excavate the tunnels was considered to compromise the effective use of a Geotechnical Baseline Report. BACKGROUND AND CHALLENGES Contract CQ031, Queens bored Tunnels and Structures was awarded in September 2009 to a joint venture of Granite Northeast/Traylor Brothers/Frontier Kemper (GTF JV) for $717.6m following a negotiated procurement process. A robust approach was taken with regard to the management and payment for risks associated with the construction of these tunnels. Risk assessments were carried out during the design phase and a risk register was developed prior to procurement. During the procurement phase close attention was paid to ensuring that the allocation and pricing of known risks, together with mechanisms for managing future risks were clearly defined between the MTA and GTF JV.In comparison to the excavation work in Manhattan, which was performed in competent hard Manhattan schist, the tunnels in Queens were excavated predominantly through soft ground with a high water table and complex environmental conditions. Not only did this require the use of pressurized face TBM technology, a first in New York, but also a re-evaluation of the contractual mechanisms used to manage the hard rock excavation contracts for their appropriateness to the soft ground tunnel work."

Spirals have become one of the most popular methods for treating fine coal. Unfortunately, spirals tend to produce an undesirably high specific gravity cut point and often misplace significant amounts of coal and/or rock. In the present study, a process-engineering tool known as linear circuit analysis was used to identify problems with traditional spiral circuits and to suggest alternative configurations. These analyses indicate that a modified rougher-cleaner circuit incorporating a middlings recycle stream offers the best option for improving performance while maintaining a reasonable circulating load. In light of this finding, a full-scale test circuit was installed and evaluated at an existing preparation plant. Data obtained from the plant tests indicate that the new spiral circuit can simultaneously reduce the cut point and improve separation efficiency. Preliminary economic analysis show that the new circuit provides an attractive payback on capital investment.

This paper describes the U. S. Energy Research and Development Administration's (ERDA) program to develop in situ coal conversion processes, especially gasification, he potential of this technology, the technical directions being explored, and the program strategy to carry the process concepts toward commercialization are emphasized. The geographic location of the U. S. coal resources and a market analysis are described. Commercially successful in situ coal processes could add over a trillion tons of coal to the U. S. coal reserves. The economics of these processes is compared with surface gasification independent studies show this process to be 25Z cheaper than surface gasification for Western coals. The major projects are briefly described. The Linked Vertical Well process is in the lost advanced stage and shows great promise. The last test produced a low-Btu gas averaging 171 Btu per standard cubic foot for average pro¬duction rates of 5.5 million standard cubic feet per day. The other projects are Packed Bed, Longwall Generator, and Steeply Dipping Beds.

We have all heard a great deal about how various projects were financed or certain companies were successful in obtaining a bank loan. There are many more projects and companies who fail to get the money they need. At least a portion of these failures, and a large percentage of the frustrations connected with even the successful financings, are a result of not understanding the process of obtaining money. Recent years have seen a proliferation of sources available to finance minerals operations, but let me assure you that these represent only a minor portion of the minerals financing market. The fundamental source of borrowed money to almost all minerals related companies remains the banks. Therefore, understanding the "Loan Approval Process" can easily mean the difference between getting the money or not. In the following pages I hope to provide some insight into what I define as the loan approval process. Having pre-offered my definition, I intend to delineate the various stages of the process and the planning and information I believe should be contained in each. My ultimate goal is to help you think like a banker and, in so doing, stay on top of the process so that you can successfully obtain the funding necessary for your projects.

"The silver nitrate titration method is a rapid and acceptably accurate means of analyzing for cyanide in leach solutions that contain primarily free cyanide. However, in leach solutions containing elevated levels of copper, the titrimetric method overestimates the concentration of free cyanide and underestimates the concentration of weak and dissociable (WAD) cyanide. The authors have developed a modified potentiometric (MP) titration method for determining WAD cyanide that overcomes issues associated with high copper levels in solution. The new MP-WAD method involves addition of a chemical ligand to the sample prior to silver nitrate titration to release cyanide bound to copper. Once released from copper, cyanide in solution is no longer affected by the presence of copper, and titration results are quantitative rather than empirical. In multiple laboratory trials with synthetic solutions and complex actual leach solutions, analytical results obtained with the new MP-WAD method were found to be within about ±5% of analyses obtained with the USEPA OIA-1677 WAD cyanide analytical method.IntroductionThe silver nitrate titration method is widely used to estimate the concentration of cyanide in leach solution for purposes of cyanidation process control. Cyanide determined by silver nitrate titration is commonly referred to as “free” cyanide, but frequently should be referred to as “titratable” cyanide. By definition, free cyanide is the sum of the concentrations of aqueous hydrogen cyanide HCN(aq) and the cyanide anion CN- (ASTM, 2010). Titration will only yield a reasonably accurate measurement of free cyanide when metal-cyanide complex concentrations (e.g., cadmium, copper, mercury, nickel, silver and zinc) in solution are low. In other words, titration will only yield a reasonably accurate measurement of free cyanide if the solution primarily contains free cyanide."

The Mining Regulatory Affairs review arrived in time for the May issue. The Managing Editor inadvertently buried it in one of his paper piles. Regulatory developments at the federal level involving the minerals industry solid waste disposal under the Resources Conservation and Recovery Act (RCRA) remained at the forefront of concern. The Environmental Protection Agency (EPA) received public comments on two major documents. One was a strawman draft rule covering wastes from mining and beneficiation. The other was a report to congress covering selected mineral processing wastes. The regulation of minerals industry waste management is moving forward on parallel paths. Mining and beneficiation waste is somewhat further advanced.

The Caribou sulfide deposit near Bathurst, New Brunswick (Figure 1) is illustrative of one variety of strata-bound sulfide deposits. It consists of numerous near-vertical sulfide lenses which are concordant to the foliation and lithologic layering of low-grade metamorphic host rocks. Pyrite is the chief mineral in these lenses, but appreciable quantities of sphalerite, chalcopyrite, and galena are also present. Rocks in the Caribou mine area belong to the Tetagouche Group of Ordovician age. They consist chiefly of (1) quartz-sericite and quartz- sericite- feldspar schists, (2) greenschists, and (3) slate and phyllite. The trends of these steeply dipping rocks define the trace of a tight, steeply plunging fold structure, the Caribou fold (Figure 2). This fold plunges approximately 750 to the north-northwest; its axial plane strikes N.20°E. and dips steeply westward. Sulfide lenses of the Caribou deposit are associated spatially with the Caribou fold. The deposit is located in the fold along the contact between quartz-sericite and quartz-sericite-feldspar schists on the hanging wall and quartz-chlorite-sericite phyllites and graphitic schist on the footwall (Figure 3). Genesis of the Caribou deposit is ambiguous because its strata-bound form suggests syngenetic sulfide deposition, whereas its location within a fold suggests structurally controlled epigenetic mineralization. Acceptability of a particular genetic model rests on establishing the time of mineralization relative to deposition, deformation, and metamorphism of the associated rocks. To establish the timing for Caribou mineralization, the deformational histories of rock and sulfide, respectively, were compared. Epigenetic and syngenetic models can be tested against this interpreted structural history of the Caribou deposit.

In the past, salt cavities for storage of liquid and gaseous fuels have been developed and operated using practical experience as a guide rather than rock mechanics principles and practices. Although many salt cavities are still operating satisfactorily. some of them are beginning to show various problems associated with long-term deterioration of the cavities. This paper describes a major breakthrough in the rock mechanics design of solution cavities which is the development and application of the REM computer simulation system. From the computer simulation analysis, the long-term deterioration process of cavities can be related to the basic parameters of rock mechanics design and the storage operations. The computer simulation system is also used for optimizing cavity design and operational specifications. This optimization technique is explained by its application to the three basic storage systems: 1) open dry storage system for liquids and solids 2) open wet storage system for liquids 3) pressurized storage system for gases, liquids and solids The effectiveness of the optimization technique is illustrated with some field examples by showing the direct interaction between the computer simulation system and field data of a test well including tectonic stress conditions, material property coefficients and geological anomalies.

This work discusses the sulfur dioxide (SO2) leaching of low-grade ferruginous manganese ores to selectively recover manganese (Mn) as manganese sulfate (MnSO4), followed by electrowinning of the purified MnSO4 to produce electrolytic manganese dioxide (EMD). The effects of the leaching process parameters on Mn recovery were studied, and the leaching duration and SO2 flow rate were found to have significant effects. Under the optimum conditions derived for grade 1 ore (with total Mn content of approximately 17.16 percent), the specific SO2 requirement (SSR) — that is, the SO2 flow rate per gram of Mn in the leach slurry — was calculated to be 0.014 L/min. At the SO2 flow rate calculated using SSR for grade 2 ore (with total Mn content of approximately 26.29 percent), a Mn recovery rate of 94 percent was realized. Electrowinning of the purified MnSO4 generated after leaching resulted in EMD with 88.01 percent purity and a γ structure.

For 10 years, the author has been engaged in a program of geologic mapping of the Seward Peninsula, Alaska, for the U.S. Geological Survey. Initially, two 1:63,360-scale quadrangles were napped by traditional methods of traverses by foot and by tracked vehicle, supplemented by reconnaissance from a light aircraft owned and piloted by the author. Five summers were required to map those two quadrangles, which lie north of the tree lice in typical Arctic climate. In 1967, the project was reoriented toward the reconnaissance capping of four 1:250,000-scale quadrangles, with helicopter support to be used for cart of each of four summers amounting to about 45 hours time per support year. The light aircraft was use-,' to support the field operations. Over the year,, the aircraft was used in progressively more geologic tasks, culminating in 1970 with a successful field test of rudimentary devices made to collect soil, rock, and sediment samples while the aircraft remained airborne. Additionally, an attempt was made j- 1970 to prepare reconnaissance geologic maps entirely by the use of the light aircraft combined with foot traverses [fr??], the landed aircraft. Several such maps, prepared at the rate of about one 1:63,360-scale quadrangle per day, were checked from a helicopter by an impartial observer end were found to be sufficiently accurate for reconnaissance mapping when reduced to 1:250.000 scale.

The Colorado portion of the Rio Grande rift is clearly defined physiographically from the south in the San Luis valley northward to the latitude of Leadville where sediments of the Dry Union Formation (Tweto, 1961) accumulated within the subsiding rift zone. To the north of Leadville is a system of faults active in the late Tertiary, including the Mosquito fault that offset a portion of the Climax mineralization (Wallace et al., 1968). Tweto (197B) describes remnants of Dry Union Formation against the Mosquito fault north of Dillon in the Blue River valley, so it is apparent that the rift and associated sediments extended well to the north of Leadville. Kelley (1952, 1954, 1956) and Chapin (1971) have noted in New Mexico that the Rio Grande rift is a series of en echelon basins, offset to the east, with constrictions connecting them (Fig. 1). In Colorado the structural basins are offset to the west. The net effect of all the rift zone basins in New Mexico and Colorado is an arcuate pattern (Fig. 1) abutting the Colorado Plateau and Sari Juan Volcanic Province on the west. The width of the rift system gradually decreases northward to about Leadville where rift definition is not apparent.

In the exploitation of porphyry-type deposits, the quality of the ore is mostly defined according to its grade. Besides the simplest distinction, ore-waste, several grade categories may exist and they correspond to the different ways in which the ore is further processed. At the time of mining the selection of the different categories is done from extensive information available from blast holes. But planning has to be done before this information is available and it is necessary for the geologist to forecast, from exploration and development data alone, the possible outcome of the selection done later on a block, a level, or the whole deposit and ultimately predict the ore reserves and value of the deposit. A good statement of this problem has been presented at the 1976 AIME annual meeting by Williamson and Hueller (1976). They have shown that, if the cut-off values are directly applied to the estimated grade of blocks, a gross overestimation of the recovered tonnage of ore (14%) will occur. This problem, now termed "the vanishing tons problem" (DaVid, 1977) seems to be common in many open-pit operations and it has been explained several times (DaVid, 1972; Huijbregts, 1975). In order to solve it l.Jilliamson and Mueller proposed a solution based on compiling masses and masses of blast hole data available from mined-out portions of the deposit. They derived empirical correction factors which provide for every block, given its estimated grade, the expected tonnage and average -grade of each category of material within that block. The purpose of our work is to repeat the same exercise but ignoring the blast holes data i.e. we want to derive the correction factors from the only DOH data. Doing this, we are more in the real conditions where the valuation of the mine and are reserve analysis has to be made before production actually starts. Chalcopyrite (CuFeS2) is the most refractory copper mineral when treated in conventional sulfate media leaching systems. This study is the first to examine the use of a dimethyl sulfoxide (CH3SOCH3), or DMSO, solution containing copper chloride (CuCl2) in the leaching of chalcopyrite. The DMSO solution containing CuCl2 could selectively dissolve the valuable metals of copper (Cu) and gold (Au) from chalcopyrite while leaving minerals with little economic value, such as pyrite (FeS2), and the penalty element arsenic (As) in the residues. Leaching chalcopyrite using a DMSO solution that contains CuCl2 offers a number of advantages, including eco-friendliness and easy operation.

The practice of dust abatement or control is not new to any operation of United States Steel Corporation. This report will review those activities, past and present, within the five operating districts of United States Steel-Coal Operations with specific reference to mechanical and continuous mining, and including both the health and safety aspects of the problem. Obviously, the first principle of dust control is to inhibit its formation If this is not practical, steps may be taken to prevent its becoming airborne. Airborne dust control can be realized by either collecting it at the point of generation, diluting it with large volumes of air to reduce concentration, settling it by various means, or with reference to ignition hazard only, render it incombustible by neutralization with an inert material. These basic principles have been verified by the work of many, including the Bureau of Mines, U. S. Department of Interior, Bituminous Coal Research, Inc., and the Mining Research Establishment of the National Coal Board of Great Britain. Their application to every day mining problems is best illustrated by the following examples.

The use of plate and frame filter presses for dewatering cement copper at Kennecott' s Bingham Canyon precipitation plant is described. The dewatering process begins by periodically flushing a dilute copper slurry from cone precipitators to a rake thickener. The thickener underflows intermittently to an agitated surge tank which feeds the filter presses with a relatively constant slurry containing 10 to 20% solids. The presses operate with a three-stage cycle; loading, air blowing and discharging. Exothermic reactions occur during the air blow which cause actual drying as well as promoting dewatering via simple filtration. At the completion of the air blow, the presses are discharged onto a conveyor belt which transfers material to the load-out building for shipment to the smelter. An extended investigation was undertaken to relate moisture content in the filter cake to maximum press temperature, acidification of press feed, percent solids in the feed, and percent insol in the copper. Of these, press tempera¬ture and feed pH (3. 5 to 1. 0) have the greatest impact on drying. Because the discharged filter cake is hot and continues to undergo exothermic oxidation, significant drying occurs during subsequent handling so that a product containing 8 to 14% moisture is delivered to the smelter.

Recent regulatory and legislative events are now bringing this goal closer to reality. This paper discusses the mining industry's perspective on a number of the issues currently being addressed at EPA's Policy Dialogue Committee and in Congressionally-sponsored negotiating sessions.

During the last 28 years, I have had the very challenging and rewarding experience of working as an engineering professional in a large multinational company, both as a manager of engineers and engineering projects as well as an inventor and generator of new engineering processes and products. Due to the diversified geographic and tech¬nical nature of my employer's business, my responsibilities have taken me all over the world. This has included interactions with people in different industries including minerals, coal, chemicals, petroleum, pulp and paper, agriculture and pharmaceuticals. As diverse as my experience may seem, it has always amazed me how common the basic underlying technology and economic trends are that shape the working environment that any given engineer in any given geographic loca¬tion will experience. I would like to discuss the industrial evolution from micro to macro engineering. One of the basic truths behind how industry must and will operate is "change," including: • the creation of conditions for change, • the anticipation of change, • the resistance to change, • the rewards that being part of a change can bring and • the destruction that change can bring to the unprepared. This fact was well stated by Heractitus around 500 BC.: "There is nothing permanent except change." This simple truth has been valid since the dawn of time and, if anything, is accelerating in nature every decade.

The Kidd Creek orebody is a massive, base metal deposit with widths up to 600 feet and a strike length of 2,200 feet. The orebody dips eastwards at 70° to 80° and is amenable to sub-level open stoping. Five distinct zones (Fig.1) based on structural wall rocks and ore type parameters occur within the orebody. These zones are: Zone 1 - Mainly copper stringer ore Zone 2 - Massive pyrite ore Zone 3 - Massive sphalerite and chalcopyrite Zones 4 and 5 - Are banded and variable in nature Compressive strengths vary from zone to zone with an average of 22,000 p.s.i. and highs of 40,000 p.s.i. The mine is developed from a ramp extending from surface to the 1600 foot level and a 24 foot diameter, 3050 foot vertical shaft with main levels at 400 foot intervals. Sub-levels at 100 foot vertical intervals are driven from the ramp. transverse and longitudinal pillars to support the crown pillar left under the open pit. The layout allows an opportunity to enlarge or reduce pillar sizes and also to introduce fill on any horizon should conditions warrant. It also offers a large number of operating stopes spread through the various ore zones giving good ore blending characteristics. All ore from the stopes is handled through drawpoints using Wagner ST8 scooptrams with an average one way haul length of 650 feet.

The economics of a mineral-processing circuit is dependent on the numerous sensors that are critical to optimization and control systems. When a sensor goes off calibration, it results in errors that can have a severe impact on plant economics. Classical statistical approaches fail to detect when errors are “subtle,” unless they grow and become large enough to be “gross,” whereas methods based on signal processing and artificial intelligence fail in dealing with the complexity of process fluctuations. Due to the sheer volume of sensors, undetected errors are not remedied until the next calibration, which on average are a year apart across all industries [1]. This research aims to detect such subtle errors (2 percent bias) in shorter time spans of about a month — rather than wait for errors to grow — using innovative data-mining techniques and algorithms.
