Acidic wastewater is at present directly neutralized with lime or limestone, which wastes resources such as titanium, scandium and iron and generates a great deal of solid waste. This study proposes a novel approach for the separation and recovery of titanium, scandium and iron from acidic wastewater, and utilization of red gypsum. The proposed process not only recovers valuable metals from acidic wastewater but also treats the red gypsum that has previously been dumped.

The production sequence optimization of open pit mine is a procedure that reflects the exploitation conditions over life of mine. These conditions are determined by the geological characteristics of the deposit, requirements of the mining and processing technologies and economic parameters of the exploitation. From a technological point of view the production sequence optimization deals with two aspects - spatial and time. Each of them plays a tremendously important role in searching for the optimum solution of the problem. This paper treats the time aspect of the production sequence optimization. This aspect is revealed in the context of the problem of the working zone formation of the open pit mine in time. The problem formulation places an accent on the determination of the theoretically possible time distribution of the waste and ore quantities of each bench of the open pit mine. A mathematical solution to the problem has been developed based on combinatorial analysis. The solution provides a multi-variant investigation of the production sequencing with the use of an optimization model developed as a linear programming formulation. The model objective function uses the Net Present Value as a criterion for assessing the effectiveness of production sequencing. A case study is provided for the conditions of Assarel copper open pit mine (Bulgaria) to illustrate the applicability of the approach. The results obtained reveal the complex nature of the variation of the Net Present Value as a function of the mining factor.

environmental and social/political changes the world is currently experiencing. Three of major challenges facing the mining industry today are: water scarcity, unpredictable weather conditions that generate a risk of tailings dam failures as well as the correlating social pressure and government regulations that prevent the development of new or expanded tailings dam projects. It is estimated the total number of active, inactive and closed storage facilities globally is over 8,500 containing over 217 km3 of tailings (46% are from copper mining)1 which at some point will need to be addressed. Technologically, there are several solutions for tailings management, including conventional ponds, thickened tails, paste backfill and filtered dry stack tailings. The use of pressure filters, for tailings dewatering is currently being evaluated and often selected as the preferred technology where dry stacking is the chosen solution for residue disposal. This is mainly due to the pressure filters ability and flexibility to address and achieve the current challenging aspects of tailings processing including: • Extremely high capacities of >80,000 dry tons/day • Lower ore grades which require finer grinding and result in a higher amount fine fractions and clay content • Residual moisture targets required for the geotechnical specifications for dry stacking

In the United States there are approximately 155 established operating plants located in 37 states, extending from coast to coast. Silica, in varying degrees of chemical purity, enjoys a very diversified market. Silica is the basic ingredient of glass, bothcontainer and flat glass, and is used for grinding and polishing of flat glass up to the final polishing stages where rouge is generally used. Silica is used for foundry molds and cores, sandblasting, stone cutting, refractories, placing sand in furances, glass coatings and linings, laboratory glassware, construction, oil well fracturing for increased oil flow, filtering purposes, silicate of soda, silicon carbide, and others.

The Ship Canal Water Quality Project (SCWQP) includes a 2.7-mile long, 18'-10" internal diameter tunnel which is located inWest Seattle. Tunneling in urban areas and soft ground conditions (Till and Till-like soils in Seattle) is associated with the risk of settlements, especially in presence of groundwater above the alignment. The Designer foresaw the use of soil improvement (jet grouting) outside of the launch shaft to mitigate the risk of flowing ground and to provide a redundant sealing. The Contractor proposed and ultimately successfully executed a different approach by using a “Steel Bell System” or Pressurized Can as described in this paper.

In 1987, the Rock Springs, WY district office of the US Bureau of Land Management (BLM) began to develop an automated system to store, maintain and manipulate more than 14,000 drill hole logs contained in the district's office files for various solid leasable minerals. The development of this system was based predominantly on a trial-and-error basis, with many procedural changes incorporated over time. The current Automated Drill Hole Database and Analysis System will continue to evolve with new software developments and increased personal expertise in this field. The mission of the BLM's Branch of Solid Minerals is mandated by a series of federal laws. The most important are The Mineral Leasing Act, the Federal Land Policy and Management Act, the Federal Coal Lease Amendments Act and the Surface Mining Control and Reclamation Act. Several regulations, promulgated from these laws, dictate that BLM must perform certain tasks and functions as part of its specific duties. The regulations that apply to the BLM Solid Minerals program are codified at 43 Code of Federal Regulations (CFR) 3400 for coal, and at 43 CFR 3500 for non-energy solid leasable minerals, such as sodium, phosphate and potash. Specific functions required of the Branch of Solid Minerals necessitates the use of geologic and drill hole data analyses. These functions can be divided into pre-lease and post-lease. Development of the Batu Hijau Project was successfully completed in the fourth quarter of 1999 with the final handover and start-up of ore processing facilities. The development project had started more than three years earlier, in August 1996, when the Owner, PT. Newmont Nusa Tenggara (PTNNT), awarded an EPC contract to Fluor Daniel (FD) for design and construction of the project including: copper concentrator, port, power plant, town site, and infrastructure. PTNNT managed the development of the mine and procurement of mine equipment with its own forces. Bringing the Batu Hijau copper deposit into production was the largest mining project ever undertaken. Development of Batu Hijau was a complex project involving the work of tens of thousands of people in all parts of the world to complete engineering, manufacture and deliver equipment, supply materials, and build the plant. The ore deposit is located on the tropical island of Sumbawa in a remote and undeveloped section of Indonesia. The location and environment presented challenges for all phases and aspects of the project. To meet the challenges, the project team combined good planning and teamwork to best utilize the resources available. This approach assured continuity of personnel through construction to operations and minimized cost, resulting in completion of the project ahead of schedule and under budget.

INTRODUCTION In the USA regulatory agencies have adopted standards which limit the allowable concentration of ore dust in underground uranium mines. The American Conference of Governmental Industrial Hygienists has recommended a threshold limit value for silica which has been incorporated by reference in federal regulations (30 CFR 57, 1980). The Nuclear Regulatory Commission (NRC) imposes a limit for unprocessed uranium ore dust for reducing the exposure to radioactive materials from inhalation (10 CFR 20, 1980). We have been unable to trace the origin of the NRC standard. Recently the ICRP has published recommendations concerning limits for intakes of radionuclides by workers (ICRP, 1979). We have used the ICRP methodology to compute the dose equivalent commitment to lung and bone from inhalation of insoluble ore dust particles. These values were used to derive air concentrations which would provide an acceptable risk for induction of cancer from occupational exposure. Results indicate that the new ICRP recommendations are more restrictive than the present NRC standard for radioactivity. The maximum allowable dust load in a uranium mine will depend on both the concentration of silica (% Si02) and the amount of radioactivity (% U308). We have combined these standards assuming complete independence of biological hazard to establish boundary conditions for which either silica or radioactivity is the dominating factor. Based on these results we present suggestions for analysis of ore dust to insure compliance with regulatory agencies. SILICA STANDARDS Silicosis, fibrotic lung disease produced by crystalline silica, was one of the earliest forms of occupational disease to be recognized. The pulmonary lesions caused by silica, silicotic nodules, consist of concentrically arranged bundles of collagen fibers. Fusion of these nodules results in progressive massive fibrosis causing alveolar changes which decrease ventillation and blood flow in the lungs. The current Threshold Limit Value (TLV) for mineral dusts is based on the concentration of free silica. The standard is expressed in three forms: (1) Particle count standard: TLV (mppcf) = 300/(% Si02 + 10) (mppcf = million particles per cubic foot) (2) Respirable dust mass standard: TLV (mg/m3 ) = 10/(% respirable Si02 + 2) (3) Total dust standard: TLV (mg/m3 ) = 30/(% Si02 + 3) The most commonly used form is the respirable mass standard. These curent values for silica are based primarily on epidemilogical studies of Vermont granite workers and other occupationally exposed workers. In the Vermont study no cases of silicosis were seen in individuals employed after dust control measures were initiated and whose subsequent exposure averaged less than 5 mppcf. The free silica concentration in the airborne dust to which these workers were exposed averaged 25%. A concentration of 10 mppcf of granite dust is considered equivalent to 0.1 mg/m3 quartz. The current respirable mass standard allows a maximum silica concentration of 0.1 mg/m3. NIOSH (1974) has recommended a reduction in the current TLV for respirable silica to 0.05 mg/m3 Si02. As with radiation standards, the TLV for mineral dusts is an upper limit for time weighted average exposure. It is recommended that dust concentrations be maintained as far below the TLV as current practices permit. RADIATION STANDARDS The present concentration limit for airborne natural uranium in ore dust prior to chemical separation is 75 µg of uranium per m3 of air ( 10 CFR 20, 1980) . This corresponds to 1.85 Bq/m3 (50 pCi/m3 ) of natural uranium, U-238, U-235 and U-234 and is equivalent to 3.7 Bq/m3 (100 pCi/m3 ) of gross alpha activity with radioactive equilibrium between the long-lived alpha progeny through Ra-226. The origin or basis for this standard is not known, but it presumably includes both chemical toxicity and risk from somatic radiation injury. Recently the International Commission on Radiological Protection (ICRP, 1977) has published recommendations concerning the objectives and criteria for limiting radiation exposures. This was followed b y a revision of the limits for intake of radionuclides by workers (ICRP, 1979; ICRP, 1980). The previous compilation of limits for internal emitters was published by ICRP Committee II in 1959 (ICRP, 1959). Most mining companies today perform site assessments and operational or compliance audits regularly. The purpose of these audits is to review company facilities and operations to determine whether they comply with applicable federal, state and local environmental laws and regulations. Why Audit? Companies adopt assessment and audit programs for legal and business reasons. The business reasons include: (1) ensuring efficient and cost-effective compliance through early problem identification and resolution; (2) planning and implementing business transactions such as real estate conveyances, loans, mergers and acquisitions, and waste disposal service contracts; and (3) employee training and relations. Legal reasons for audits include: (1) avoiding enforcement actions and penalties; (2) meeting environmental permit certification requirements; (3) avoiding corporate officer liability; and (4) meeting Security and Exchange Commission disclosure requirements. The Environmental Protection Agency ("EPA") encourages environmental auditing by regulated entities. The EPA Environmental Auditing Policy Statement was published in the Federal Register on July 9, 1986 (51 Fed Reg 25,004). Although the existence of an auditing program does not create a defense to or otherwise limit a company's regulatory responsibilities, EPA considers compliance programs in setting inspection and enforcement priorities. If a company makes an honest effort to identify and correct its own problems, EPA's enforcement approach is influenced, especially if violations are promptly reported. Perhaps more significant to many executives, the U.S. Department of Justice issued guidelines last year on when it will pursue criminal prosecution for environmental violations. See Department of Justice, "Factors and Decisions on Criminal Prosecutions for Environmental Violations in the Context of Significant Voluntary Compliance or Disclosure Efforts by the Violator," (July 1, 1991). It is now commonplace to read about major companies pleading guilty to criminal violations and paying millions of dollars in penalties. For example ALCOA recently agreed to pay criminal fines and civil penalties totaling $7.5 million for unauthorized excavation of PCB-contaminated soil and improper dumping of spent caustic solution. No executive wants to explain to the Board of Directors or shareholders why the company was criminally indicted. The Department of Justice considers factors such as voluntary disclosure, preventive measures and compliance programs, such as a regular compliance auditing program, the effectiveness of the disciplinary system for employees who violate the company's environmental policies, and subsequent compliance efforts by companies to remedy ongoing noncompliance. The Department of Justice looks closely at whether audit recommendations were implemented in a timely way and whether environmental compliance was a standard by which employees were judged. The Lawyer's Role. The role of the lawyer in an audit team deserves special attention. When enforcement action or litigation has begun or is contemplated or a government agency has asked for information, attorneys always should be directly involved in environmental audits. In most situations, however, environmental audits are management tools, and the attorney's role should be to advise the team. The attorney can help make sure the team understands the laws and regulations the facility must

THE QUARTETTE Mine near Searchlight, NV, a mine that first operated in the 1890s, could begin processing ore again by September. Jetco Enterprises Inc. plans to work through the tailings and ore close to the surface followed by plans for an openpit mine. It is one of at least three new mining efforts in the region, the Associated Press reported. Another is north of Searchlight, with yet another across the Colorado River in Arizona, east of Bullhead City. Gold mining is rare in southern Nevada. The area generally lacks the rock type that contains gold deposits. Restrictions on federal wilderness areas and protections for the desert tortoise also play a role. Gold veins in the region are generally small and erratic in length and height, Bill Durbin, a geologist and chief of southern Nevada operations for the Nevada Division of Minerals told the Associated Press. L.R. Tad Tinnell, president of Jetco Enterprises, has long eyed the mine. From 1993 to 1995, he explored and drilled on the property, which was still owned by Searchlight Mercantile.

In coal-bearing formations, seams are often bounded by sedimentary layers of mudstone, claystone or shale. When the electrical conductivity of the surrounding sediment layers is greater than the conductivity of the seam, a natural parallel plate waveguide forms in the strata. For frequencies below the AM broadcast band, the waveguide can be used for the transmission of electromagnetic (EM) waves. In a uniform seam, the primary wave travels in the coal layer along paths between a radiating antenna and a distant receiving antenna. The travel distance increases with seam height and the conductivity of the surrounding sediment layers. The distance decreases with increased coal conductivity. In Cretaceous western bituminous coal, the distance may exceed 549 m (1800 ft). Anomalous geologic disturbance zones such as faults, shear zones, paleochannels, sills and dikes significantly alter the values of EM wave propagation constants (attenuation and phase) expected in a uniform seam. In the neighborhood of an anomaly, EM wave energy is scattered (reflected and diffracted). Scattering creates secondary waves in the seam wave guide. A receiving antenna at a remote location in the coal seam can be used to measure the magnitude and phase of the EM wave at the end of the path. The measured data can be processed to determine the average value of the propagation constants along each path. Paths with anomalous propagation constants are used to locate and image geologic disturbance zones. Radio Imaging Method (RIM) instrumentation, survey procedures and data processing (tomography) algorithms have been developed to image geologic structure in advance of mining. The survey is conducted between gate roads of a longwall panel. Data processing constructs contours of constant attenuation rate (phase constant) across the plan view of the panel. In anomalous zones, the contours rapidly change with distance. The shape of the contour lines generates a visual image of the anomaly and suggests the type of anomalous condition to be expected in the coal seam. This paper briefly discusses the depositional environment and the formation of the imperfect waveguide in coal-bearing strata. The linkage between sedimentary geology and EM wave theory establishes an understanding of how the propagation constants depend on the anomalous geologic conditions. A case study compares in-mine geologic mapping with the tomographic image of a longwall panel.

Development of a process for winning copper from pelletized chalcocite concentrate without matte smelting and converting is underway at the Twin Cities Metallurgy Research Center, Bureau of Mines. The new route from concentrate to metal includes 2-stage fluid-bed treatment; pelletized concentrate (33 percent Cu, 7 percent S) is first desulfurized (to about 0.5 percent S) in an oxidizing atmosphere, and in the second stage the calcine is metallized by reduction with hydrogen. Thereafter, the reduced product plus 10 percent CaO is routed to a smelting furnace to separate metallic copper from the gangue. Recovery and the Cu content of the product at this point are in the 97-98 percent range. The metal must be refined to remove sulfur and iron to make wirebar copper. An important feature of the process is the pelletizing of the fine concentrate into mini-pellets prior to fluid-bed treatment, which has permitted shorter reaction time, decreased dusting, and facilitated subsequent processing.

The study investigates the behaviors of zinc and iron in neutralized residue during pressure and hot acid leaching. It examines the effects of temperature, acidity, leaching time, and oxygen partial pressure on zinc extraction. The results indicate that the acid to zinc mole ratio is crucial for the extraction process, with a zinc extraction rate reaching 98.0% under optimal conditions.

Over the past quarter of a century, the success of the hydrocyclone as a classifier in closed circuit grinding installations has permitted the introduction of the cyclone into virtually all fields of wet industrial processing. Research and experience gained in these applications have established the optimum cyclone sizes and designs necessary to provide the required performance. Although cyclones are used in widely diverse liquid-solid applications, their use for ultrafine separation clearly demonstrates the importance of a familiarity with previous case studies. Krebs Engineers is firmly dedicated to serving the process industry and has acquired the unsurpassed knowledge and experience to handle all types of separations and classification problems. Cyclones have been used for a number of applications to make what might be considered fine separations. A typical example is in an iron ore grinding circuit where a 381 mm diameter cyclone will classify an overflow product to 85% -44 micron. There is no question that this is a fine separation, but still finer separations are possible, and these are known as ultrafine separations.

Control of radiation hazards in mines is only one of many goals of the Bureau of Mines. Radiation research is only a small part of the Bureau's mine health and safety research program. In this paper I will describe the mission and programs of the entire Bureau of Mines, with emphasis on the mine health and safety program of which our radiation research is a part. The radiation program and its results will be described in detail by other speakers during this symposium. The Bureau of Mines was established in 1910 and is one of a number of agencies within the Department of Interior. Our mission is given by the Organic Act of the Bureau of Mines, last revised in 1913, which still accurately describes our work today. The amended Organic Act (Public Law 62-386) gives the Bureau authority "... to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment, and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources through the prevention of waste in the mining, quarrying, metallurgical, and other mineral industries; to inquire into the economic conditions affecting these industries..." Since 1913 at least 52 public laws bearing on Bureau responsibilities have come into force. However, our basic role is still unchanged, i.e. improving health conditions, and increasing safety and efficiency in the mineral industries. The two principal activities of the Bureau are Minerals Information and Analysis and Minerals Research. The Minerals Information and Analysis programs provide the data base and the analytical capability to support the development of effective national mineral policies. Data on the availability, production, and utilization of minerals are collected, interpreted, and analyzed for some 100 commodities. Resources of the most important commodities are evaluated to support policymaking that influences utilization of the Nation's existing and potential mineral supplies. The President's budget for the Mineral Information and Analysis programs in fiscal year 1982 is $34 million. The largest activity of the Bureau is Minerals Research, which is divided into three major programs: Mineral Resources Technology, Minerals Environmental Technology, and Minerals Health and Safety Technology. The principal goal of the Mineral Resources Technology program is to help provide technology to maintain an adequate supply of minerals for the United States. The budget requested by the President for this program in fiscal year 1982 is $41 million. The goal of the Minerals Environmental Technology Program is to create mining and mineral processing operations that are more compatible with the environment. The budget for this program in fiscal year 1982 is $12 million. The largest program of the Bureau is Minerals Health and Safety Technology, which has the goal of providing the technology to protect the health and safety of mine workers. The budget for health and safety research for fiscal year 1982 is $55 million. Our radiation research is part of the health and safety research program. The Bureau of Mines has done research to improve health and safety conditions in mines since it was established in 1910. The research expanded greatly following the passage of the Federal Coal Mine Health and Safety Act of 1969 (Public Law 91-173) and the Federal Mine Safety and Health Amendments Act of 1977 (Public Law 95-164). These acts provided for increased health and safety regulatory activities, but they also significantly increased the funding available for mine health and safety research by the Bureau of Mines. Funding for the Bureau's health and safety research grew from $12 million in 1970 to $60 million in 1981. The funding in 1982 will be somewhat lower than that for 1981. However, the health and safety program funding is still approximately 40 percent of the total budget of the Bureau of Mines. Of the health and safety budget, 22 percent is spent on research to control health hazards in mines, including radiation hazards, which has a budget in 1982 of approximately $1.1 million. Other mine health hazards which the Bureau is doing research to control include respirable mine dusts which cause black lung and silicosis; excessive noise; toxic gases from explosives and diesel emissions; and excessive heat in deep hot mines. The other 78 percent of the budget is spent on safety research to prevent death and injury to miners from such causes as roof falls, fires, explosions, and accidents involving mining equipment. Over the past decade the majority of the Bureau's health and safety research has been done through outside contracts with private industry and universities. Our policy has been to do some research inhouse to maintain the expertise of Bureau personnel. Contractors are used to do research for which the Bureau does not have the necessary personnel available. The percentage of the program being done by contract has been gradually declining for the past few years, and in 1982 the program will be divided evenly between inhouse and contract research. The inhouse research of the Bureau is done at the 10 research centers located throughout the country. Our radiation research is done at three research centers, Denver, Spokane and Pittsburgh, and by contractors whose work is monitored by project officers at these centers. There are three Federal agencies involved in mine health and safety. These are the Bureau of Mines, the Mine Safety and Health Administration (MSHA), and the National Institute for Occupational Safety and

"The applications for automation continue to expand within the mining industry. These applications can range from the startup, control, and shutdown of processing plants to the autonomous operation of surface haulage trucks. However, the term “automation” should not necessarily be interpreted as the total elimination of human interventions since numerous mining processes can be partially automated. The future survivability of many mining operations will be influenced by a company’s willingness and ability to understand, accept, and utilize this technology. The mining workforce, including management and engineering, should be familiar with the technological capabilities and limitations for effectively implementing automation into mines for improving safety and productivity. The Department of Mining Engineering at the University of Kentucky has recognized this educational gap and developed an automation laboratory, along with project-oriented courses at the undergraduate and graduate levels. The laboratory and the course objectives are described in this paper, as well as the skills and abilities that students obtain at the completion of the course(s). BACKGROUND The touted benefits of automation include: improved productivity, lower operating costs, reduced drudgery of repetitive operations performed by workers, and the removal of workers from hazardous locations. The acceptance of advanced technology by the mining industry, however, has traditionally been slow. This cautious approach is understandable considering the complex and harsh conditions routinely encountered in mining operations. Bad experiences with some premature installations of newly hyped technologies may have also resulted in lingering skepticism by many mine operators. Nonetheless, with thoroughly demonstrated reliability and proven applications, automation based on programmable logic controllers (PLCs) has made significant inroads into the mining industry. Programmable logic controllers (PLCs) are the workhorses of automation. They were originally conceived in the late 1960s, long before the invention of the personal computer (PC). Initial PLC applications were directed towards sequential relay control in manufacturing plants, which subsequently eliminated the use of “relay logic” that was based on hard-wired electromechanical relays. With continuous advancements in electronics and computer technology over the years, PLCs have evolved into sophisticated and powerful devices with very stable operating systems. They are designed for deterministic logic execution with extreme consistency in timing, along with a high tolerance to temperature, humidity, and vibration (Smith 2003). Because of their robust characteristics, PLC networks now provide the backbone for most industrial automation applications."

The new Los Angeles, California JWPCP effluent outfall tunnel will transport secondary-treated effluent from the Joint Water Pollution Control Plant in Carson to White Point Manifold. The tunnel will be approximately 7 miles (11 km) long with a finished internal diameter of 18 ft (5.5 m). The TBM is designed to cope with high water pressure up to 10 bar. The geotechnical challenges are due to the heterogeneous subsurface conditions: in the first half of the alignment, the tunnel runs through soils with a low overburden under urban areas, and, in the second half, the tunnel runs through extremely weak, intensely faulted rock masses with high overburden. Following an overview of the project, this paper focuses on the northern portion of the alignment and presents a decision-making procedure developed during pre-excavation phase in order to cope with the expected heterogeneous conditions during mining. Research efforts have been made to characterize a refractory Brazilian bauxite ore composed basically of gibbsite, kaolinite and quartz. Detailed polished-section microprobe analysis of the unbroken ore has been used to describe the liberation characteristics and the association between mineral phases. The linear grade distributions for selected particle size fractions were determined by means? of a particular implementation of King's Random Fracture Model that uses the exponential model for the distribution of linear intercepts through both dispersed (kaolinite) and continuous (gibbsite) phases. The corresponding volumetric grade distributions were then determined by means of a constrained optimization technique for the solution of the transformation equation. Batch flotation experiments were carried out to determine the kinetics for particles of different sizes and the results correlated with the liberation spectrum for each size class.

The industrial mineral filler plant of the Gouverneur Tale Company is equipped with a good dust collection system installed long before the recent popularization of environmental pollution. Credit for this fact is due to the foresight of Mr. R. S. McClellan, Project Manager and subsequent Vice President and General Manager of Gouverneur Talc, who recently retired as Vice President Engineering of the parent organization, the R. T. Vanderbilt Company. Also instrumental in the early stages of plant operation and the solution of start-up problems was J. A. Gustin who is now an engineering consultant located in Martinsville, Va. Credit is most certainly due to the late R. T. Vanderbilt, the company's founder, who favored and approved the investment in the necessary facilities that were far ahead of all competitors in the industry at that time.

Despite what may be overwhelming evidence that natural degradation of cyanide and cyanide attenuation in hydrogeochemical processes are capable of reducing or eliminating potential water quality problems associated with heap leach facilities, the recent sharp increase in the price of gold and wide interest in the cyanidation process has focused all regulatory eyes on cyanide leaching. Regulations continue to increase, design criteria are more strict, and detoxification requirements approach or exceed the level of detectability. Current governmental regulation of mining and milling operations using cyanide varies considerably from state to state. The lack of regulatory consistency at this level is largely attributable to the current Bevill Amendment exclusion of mine wastes as potentially hazardous wastes, the undefined status of the Environmental Protection Agency's ongoing mine wast study effort, and the mining industry's reluctance to develop a consistent policy regarding state versus federal mine waste regulation.
