The California Department of Transportation (Caltrans), the Contra Costa Transportation Authority (CCTA), and the Alameda County Congestion Management Agency (Alameda CMA) are involved in a unique partnership on the planning and design of the fourth bore of the Caldecott Tunnel, located on State Route 24 in Alameda and Contra Costa counties. The project will add a two-lane bore north of the existing three bores. The project will alleviate traffic congestion in the non-peak direction. This paper provides background on the existing facility, summarizes the need for the new fourth bore, describes the proposed improvements, sets forth the approach for project delivery, and lists some of the challenges that are expected during construction.

Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

The Deep Mill Level Zone (DMLZ) panel cave mine is one of three active caving mines at PT Freeport Indonesia’s Grasberg Underground Mining Complex. The DMLZ mine is located at a depth of approximately 1,500-1800 m below the surface, making it one of the world’s deepest panel cave mining operations. This depth results in both high in-situ and induced stress that acts on the hard and massive rock mass, triggering rockburst conditions. As a result of the bursting conditions, ground support and maintaining the support capacity are an essential part of operating the DMLZ mine in an efficient and safe manner.

M-30, Madrid’s inner ring, covers 42 sq km of the city centre where one million people reside. It was constructed in several phases during the sixties and the eighties. The design criteria applied to those phases were different and were not always homogeneous with urban roads with lighting regulation as well as speedways. These areas had a heavy concentration of access and exits and there had been made many changes on the number of traffic lanes which has caused heavy traffic congestions and high accident rates. The environmental impact and noise pollution in residential areas are also consequences of M-30. The Madrid Major took a decision at the beginning of the present legislation, based on socio economic and environmental evaluation; rebuild the M-30 with the following sustainable mobility principles: Underground transfer of a considerable portion of the main ring and some of its links replacing some parts of the surface with new green areas in order to reduce the environmental impact. Increase the traffic capacity, improving the traffic continuity and fluidity and eliminating the lighting regulation areas, which is one of the main congestion problems currently. Increase the traffic safety with clear signalling information panels and avoiding difficult maneuvering. Redesign the links with the high capacity radial highways and other connecting lanes of the city. The project is worth 3.7 billion Euros. In 2007, when the construction is completed, it is expected will save 14 million of journey hours that represent 4.5 million Euros saved in fuel consumption per annum, There will be a very significant reduction of 35,000 tons of CO2 in terms of pollution and 400 less car accidents. Those values will increase even more in the following years. The areas beside Manzanares River, running parallel to the M-30 on the western side of Madrid, will be highly enhanced. Better water quality and the recovering of the green areas existing in old times will also return for the citizen’s enjoyment. TUNNEL CROSS SECTION OF CALLE 30 SOUTH BY PASS One of the major challenges of the new Calle 30 is actually not only the related to the main road but also to the link with the A-3, with highway to Valencia. This link is currently the most congested area and has one of the highest traffic densities of Spanish roads, with more than 250,000 vehicles/day. The remodelling of this area is the principle objective of the South by-pass. The tunnel is the only answer for this by-pass as the road alignment will go among buildings. 2.1 INTRODUCTION This chapter provides the reader with a sense of how a heap leach project may make an orderly, and hopefully non-traumatic, transition from discovery or acquisition to project construction. In making this transition a project can pass through several project development phases (i.e. ore definition and delineation, conceptual engineering, detailed engineering, and ultimately on to project construction and operation). "Go" or "no go" decisions may occur at any point in each of these phases. The transition from ore definition to detailed engineering should be accomplished via a well thought out program of interdisciplinary studies and an integrated, interdisciplinary project team. This chapter also describes, in general terms, a "roadmap" approach to the project evaluation process that must occur as project planning and development progress. It is the experience of the authors, as well as a myriad of companies who have been through the heap leach project development process, that a systematic approach will save many headaches, and many dollars. In fact, it is safe to say that a project with no formalized system of "objectives setting" and "milestone charting" may well flounder along the way, even if an economic ore body exists. Many papers and technical articles have been written about various aspects of mineral resource appraisal, economic evaluation, and mine development. Most of these invoke the same general philosophy of a systematic approach to project evaluation and development, although methods cited for attaining goals are quite variable. This is undoubtedly appropriate, given the fact that there is great variation in approach to project development (e.g., climatic considerations, ore body size and physical ore characteristics, permitting constraints, etc.). For the purposes of this chapter, two primary sources of information have been used to highlight the "road map" approach previously alluded to. These sources are cited throughout the text as Mackenzie (1980) and Snow and Michel s (1986). A brief summary of each of these sources is provided below: Brian GJ. "INTRODUCTION The construction of the BAB 44 motorway between Kassel and Herleshausen (both Germany) is an important part of the trans-European road network. After its completion, the A 44 will permit an efficient connection of the Benelux States in the West and Poland in the East. In the section between Eschenstruth and Hessisch Lichtenau the Hirschhagen Tunnel is constructed with a length of 4.1km. Most sections of the tunnel are situated in weak ground conditions. Hence a combination of face bolts with spiles (short forepoling) or pipe umbrellas (long forepoling) additionally support the tunnel heading on a regular basis This article will focus on the application of a newly developed method to connect the pipe umbrella support, which is mostly installed by conventional drilling machines nowadays. The installation method limits the outer diameter to a maximum of 168mm and a pipe wall thickness of 12.5mm because workers must be able to handle pipes and its drill steel. Typically these pipes are connected with threads that create a weak link in the support system so during the last decade alternative connection systems were developed to overcome this disadvantage. One of these alternative coupling systems is the so called Squeezed Connection, which will be explained in this article followed by a discussion of its advantages and disadvantages regarding technical specifications, construction time, and safety issues. THE HIRSCHHAGEN HIGHWAY TUNNEL The German highway A 44 directs from Aachen through the Ruhrgebiet to Kassel (all Germany) and it is extended to Herleshausen (Germany). The new section connects the A 7 to the A 4 after completion. This upgrades the east-west highway connection starting at the Benelux Union and heading to Poland so it is an important part of the trans-European road network. The newly constructed section has a total length of approximately 63 km and comprises 13 tunnels. All tunnels are constructed as double tube tunnels with 2 lanes and emergency sidewalks on both sides and 14 emergency cross passages. The Tunnel Hirschhagen starts in the north of Eschenstruth and ends near Hessisch Lichtenau (Figure 1). The length of the northern tube is 4,147 m and that one of the southern tube is 4,204 m. So it is the longest tunnel of the A 44 and the second longest highway tunnel in Germany when it is put into operation. On its alignment it crosses underground the Losse valley with the state road 7, the streetcar Kassel-Hessisch Lichtenau and the Losse stream. The cover above crown varies from 10 m to 95m and it is the lowest when crossing the Losse stream."

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.

Due to falling metal prices and depletion of ore reserves, lead-zinc mining in the Leadville, Colorado, area gradually came to a halt in the 1950's. Exploration work continued, however, and by 1969 sufficient ore had been blocked out to warrant sinking a shaft and erecting a new concentrator to treat 700 tpd. The new shaft and concentrator were to be located in Iowa Gulch several miles east of Leadville at an elevation of 11,100 ft. The Leadville project is a joint venture between Newmont Mining Company and ASARCO with ASARCO being the operator. Design work began in the fall of 1969. Engineering was done by Torkelson Engineering Company of Salt Lake City in conjunction with the Central Engineering Department of ASARCO. The plant was constructed by Stearns-Roger Corporation. Construction began in the spring of 1970 and the plant went onstream in April, 1971. Flow sheets and equipment lists are attached. This paper will describe the flow sheet very briefly and discuss in more detail those aspects of the design which may be of interest, particularly the provisions for expanding the capacity of the plant.

One of the most common errors uncovered while performing a reserve, or resource, audit is not in the geological modeling or grade problems due to poor sampling, prepartion or assaying. The error most commonly found is in tonnage or, more specifically, in the tonnage factor - that factor applied to volume to derive tonnage. Tonnage factors In the metric system, the tonnage factor is the density, or specific gravity. Specific gravity (Sp.g.) is defined by Dana (1947): • "The specific gravity of a mineral is the ratio of its density to that of water at 4° C (39.2° F). • "Density is the mass of the unit volume or weight of the body divided by the weight of an equal volume of water." When Sp.g. is multiplied by the metric volume it yields metric tonnes. In the English system, the tonnage factor is usually expressed in cubic feet per short ton (cu ft/st). When the volume in cubic feet is divided by cu ft/st, the resulting figure is in English short tons. Table 1 gives the cu ft/st factors equivalent to specific gravities from 1.6 Sp.g. to 5.8 Sp.g. The table is based on the following equation: cu ft/st = 0.9072 divided by Sp.g. times 0.02832 The blase attitude that most geologists have toward tonnage factors is echoed in the prevailing definitions of Reserves and Ore, as provided by the US Securities and Exchange Commission (S.C Form S-18), Canadian National Policy 2A and the SME Proposal for Reporting Terminology (SME February 1991). In each case, it is stated that "quantity" (SEC, SME), or "tonnage" (Can.2A), "is computed from dimensions revealed in...." etc. Unfortunately, "dimensions" do not directly yield tonnage. Dimensions must be factored by density to derive tonnage.

In order to provide insights for the optimization of ventilation systems for U. S. underground coal mines facing both methane control and spontaneous combustion issues, a computational fluid dynamics (CFD) study was conducted to model the potential for spontaneous heating in longwall gob areas. A two longwall panel district using a bleeder ventilation system was simulated. The permeability and porosity profiles for the longwall gob were generated from a geotechnical model and were used as inputs for the CFD modeling. In this study the effect of methane emissions from the mined coal seam, including the longwall face and overlying rider seam reservoirs on the gob gas distribution was considered. The spontaneous heating is modeled as the low-temperature oxidation of coal in the gob using kinetic data obtained from previous laboratory-scale spontaneous combustion studies. Unsteady state simulations were conducted and the effects of the coal’s apparent activation energy and reaction surface area on the spontaneous heating process were also examined. Since the interpolation of exploratory data 1 can be no better than sampling procedures, a series of field experiments were conducted in an effort to determine whether hand-cut channel or core washability determinations best represent continuous miner produced run of mine coal. By obtaining a core drilled to within a few feet of channels taken from an underground face and then overmining both locations; core, channels and run-of-mine coal allocations were obtained from a common sample and all allocations were subjected to identical washability determinations. In order to compare results, basic rules2,3 previously anticipated and later published by the writer were employed. The first rule states that "For any full seam washability determination, the sulfur versus ash function for increasing cumulative specific gravity float coal fractions is linear". The second rule states that "For any full seam washability determination, the recovery versus ash function for increasing cumulative specific gravity float coal fractions is logarithmic".

Geochemical conditions within a leaching operation are heterogeneous. This variability arises mainly from hydrological controls imparted by physical characteristics of the ore and by heterogeneous metallurgical properties at the rock-fragment and industrial heap scale. The resulting chemical conditions are responsible for stratified mineral recovery, non-uniform extraction and prolonged leach cycles. This paper presents field data from a sulfide-leaching operation which clearly demonstrate the impact of chemical heterogeneity on metal recovery and the potential use of modern measuring techniques to facilitate operational monitoring and decision making for optimization of leaching operations.

Over the many years since the development of the steam powered shovel, various powering and control techniques have been employed for the various shovel functions. While volumes have been published on this subject, this paper will be limited to a very brief discus-sion of one of the latest of these and its application to a unique machine. The evaluation of the subject machine is far beyond the scope of this discussion, which will be limited to the techniques and equipment employed, and the considerations involved in their choice. The basic requirements for any power and associated control system for any power shovel function have remained relatively un-changed over the years. To the extent possible, such an equipment grouping must be: Easy to install during fabrication Easy to maintain and repair by available personnel Life cycle cost competitive Adequately reliable Adequately responsive And as may be expected these factors are arranged in various orders of priority by different manufacturers and users. All the various time honored approaches have to some extent fulfilled these require-ments but were discarded or fell into disuse when more effective approaches were developed. The latest in this long line of develop-ments and perhaps the most promising is that of electro-hydraulic controls and hydraulic drive.

The general-purpose nature of a digital computer ensures its applicability to a wide range of tasks whereas an analog simulator is confined to the one specific use for which it was designed. Performance data from phosphate plants are often untrustworthy because of difficulties associated with highly variable feeds and unstable equipment operation. In some cases, this problem is further compounded by improper sampling procedures and unreliable laboratory analyses. Questionable data often lead to misleading conclusions that result in lost productivity and profits. Data reliability may be checked using mass balances, but the mathematics associated with this procedure can be overwhelming when multiple data sets or complex circuits are evaluated. To overcome this problem, a simple spreadsheet-based mass balance program has been developed specifically for plant operators. To use this program, operators simply enter a description of their circuit and input the assay values (e.g., % BPL, % Insol, etc.) for each stream. The program then generates the best estimates of the assay values and flags values that may be unreliable. The spreadsheet is specifically designed to be easy to use and requires no knowledge of statistics or programming. This manuscript reviews the mass balance problem and describes how spreadsheet programs can be used to evaluate plant data. An example problem involving the analysis of data around a two-stage phosphate flotation circuit is presented.

INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. Higher Overall Recovery The economic recovery is often misunderstood by plant operators when evaluating the advantages of sorters

Integrating a research and development department into an engineering company's corporate structure can be rewarding to the engineering division, the R&D group, and, most of all, the company's clients. Actually, the R&D department is a logical extension of the conventional processing group within an engineering organization-but the R&D group provides services as needed to the engineering department while it is carrying out regular testing, pilot plant, and preliminary feasibility studies. Backup Services Provided With an R&D group, the engineering division does not need a process engineering group as such. The R&D group provides project backup services for feasibility studies, preliminary and detailed engineering, construction, and startup. The R&D group, in turn, benefits from its close association with project engineers, draftsmen, estimators, and computer capabilities in the engineering division. The client also benefits from the arrangement because R&D and engineering skills are available to both departments on an as-needed basis without standby eost. To handle the integrated responsibility of R&D projects, as well as conceptual design and preliminary feasibility studies, the R&D staff must be carefully selected. These research engineers should: • have a good background in plant practice as a mill superintendent or chief metallurgist; • be capable of organizing and supervising a testing program or a pilot plant campaign; •be innovative and willing to accept new ideas and concepts; • be able to translate lab test results into a workable flowsheet through sound conceptual design and feasibility studies; and •be able to communicate with clients. In short, the R&D engineer must be a jack of all process-engineering trades to successfully take a project from concept to operating reality. The Spent Fuel Test-Climax (SFT-C) was con- ducted to evaluate the feasibility of retrievable deep geologic storage of commercially generated spent nuclear-reactor fuel assemblies. One of the primary aspects of the test was to measure the thermomechanical response of the rock mass to the extensive heating of a large volume of rock. Instrumentation was emplaced to measure stress changes, relative motion of the rock mass, and tunnel closures during three year of heating from thermally decaying heat sources, followed by a six month cooldown period. The calculations reported here were performed using the best available input parameters, thermal and mechanical properties, and power levels which were directly measured or inferred from measurements made during the test. This report documents the results of these calculations and compares the results with selected measurements made during heating and cooling of the SFT-C.

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.
