World demand for phosphate rock has increased significantly in the past fifteen years. Prior to the early 1960's, most of the world production was obtained from Florida, North Africa, and Kola. As the 1960's arrived, new mines in North Florida and Eastern North Carolina, as well as expanded production in the Western United States, .increased domestic production. Many new mines overseas have also become significant. This includes countries such as Senegal, Togo, Israel, Spanish Sahara, and Jordan. Limited production, often as by-products, has been noted in South Africa, Brazil, and other countries. In recent years, and even recent months, we have learned of many new areas being considered as potential sources of phosphate rock. This includes Australia, Saudi Arabia, Mexico, Colombia, and Brazil. Many other developing countries have discoveries and are considering their new deposits, often with difficult beneficiation problems, as potential sources of phosphate. These factors all relate to expanded world, population and the demand for more fertilizer products to produce food. In this paper, four areas of the world with different types of phosphate deposits are briefly reviewed to contrast the ore beneficiation problems to Florida procedures--long considered the "standard" of the industry, at least for most of the United States' domestic production. Agrico has three large operating mines in Florida with total production capacity exceeding seven million tons per year. Here, pebble phosphate (+14 mesh material) is produced without the use of flotation, whereas all of the material finer than 14 mesh is subjected to flotation beneficiation to upgrade into high grade concentrates.

The Purpose of the Paper It is fitting that the first paper of a session on the Financial Aspects of Mining should be on the basic data upon which any financial discussion of a mining project must be based. The history of a mining project starts with exploration in an area considered geologically favorable for mineralization and culminates in the discovery of a body of valuable mineral material commonly known as a mineral deposit. Subsequently more detailed exploration establishes the approximate size, shape, tonnage and average grade of the deposit by surface and/or underground drilling, -surface trenching and/or underground workings. Some preliminary metallurgical testing and other studies, as required, are made at this time. Development work is then carried out to provide representative samples for determining flowsheet and metallurgical balances, preparing the deposit for production and establishing more firmly the grade and mining characteristics of the deposit. A feasibility study is then made of the engineering aspects of the project including the estimation of operating coats, the capital required to place the deposit into production, profit and return on investment. The Washington Metropolitan Area Transit Authority(WMATA) officially came into existence in February 1967 after the District of Columbia, Maryland, and Virginia joined in a com¬pact pursuant to Federal creative legislation signed the previous November to build a regional rapid rail transit system called METRO (1). The parent organization was the National Capital Transportation Agency (NCTA), a Federal agency, subject to Federal statutes and regulations. Soon after the completion of the transition from NCTA to the new "non-Federal" status of the Authority, the Board of Directors of the Authority formally adopted procurement policies and procedures (2). These are specific statements concerning competition by formal advertising for bids or by solicitation of proposals for negotiation, contracting authority, approval of awards, awards of contract modifications, and processing of claims and disputes. These policies and procedures are silent as to Federal procurement statutes and regulations. But because of the Authority's origin, the sensitive nature of the compact among the several sovereign jurisdictions, Federal financing of two-thirds of the costs, and the resultant surveillance by the General Accounting Office over staff operations, the Authority's procurement practices follow closely Federal regulations adapted to WMATA's needs. This is an important point and is the foundation of contractual relations between the Authority as the owner and its construction contractors. Various constraints and flexibilities of this arrangement with respect to excavation and tunneling contracts will be pointed out in the ensuing discussions.

At the turn of the century the keys to industrial success were coal and iron. At that time, Pennsylvania was the ranking mineral producer among the States and close to 90% of the Nations energy output was generated by coal. The growth of this Common-wealth into the greatest industrial State in the nation has been due to the huge resources of easily accessable coal found by the early settlers. It was the development of these deposits that provided the United States with a new source of fuel energy. For nearly a century, the Commonwealth was the chief powerhouse of our nation and the chief source of its industrial blood and bone. In 1928 it was truly said that coal was king in Pennsylvania. Pennsylvania that year mined a billion dollars worth of coal. A single train carrying this output would reach more than twice around the world at the latitude of Pennsylvania. Coal formed nearly 67% of the freight of Pennsylvania and was responsible for its four billion dollar iron and steel industry. Coal was the real reason why Pennsylvania although 32nd in size was second and not tenth or fifteenth in wealth, population and industry. Pennsylvania was slow to take-up her heritage as the greatest coal producing State in the union. But the knowledge that coal was present was not slow in accumulating. In fact the Indians were aware of its existence long before the white man arrived. They knew that many of the hills were underlain with black stones that would burn. It is reasonably certain that Arnold Viele, the first white man to cross the mountain in this State saw coal in them in 1692. But awareness was not enough. The population in these days was confined to southeastern corner of the State and the population at this time had little need or interest in the resources further inland. Pennsylvania anthracite was discovered in 1762 but was first regarded only as a curiosity. Commercial productions started in 1820. This stimulated the development of many native industries and extensive canal system and afterwards an elaborate net-work of railroads were constructed at great costs to bring the products of the hard

"Location. The copper mines of Michigan are all in the northern part of that state on the Keweenaw Peninsula, which extends from the (Michigan) mainland for about seventy miles northeasterly toward the middle of Lake Superior. The mines occur in a belt or zone occupying the central portion of the peninsula from end to end.. The most productive mines for many years past have been those located not far from the city of Houghton in' the central part of the zone, in a section extending about ten miles southwest of Houghton and fifteen miles northeast. The most important mines in order of location, from the northeast to south¬west, are the following: Mohawk, Ahmeek, Allouez, North Kearsarge, Wolverine, South Kearsarge, Centennial, Calumet. and Hecla, Osceola, Franklin, Quincy, Hancock, Isle Royale, Superior, Baltic, Trimountain, and Champion. The first three named are in Keweenaw county and all of the others are in Houghton county. Still farther to the southwest are the Lake, Mass, Adventure, Michigan, Victoria, and White Pine mines. These are in Ontonagon county.History. The exploitation of these copper mines extends back into prehistoric times. There is little evidence that the American Indians carried on mining operations in this region in the period shortly before the advent of white men, but there is abundant evidence that the ancestors of the Indians, •or some earlier inhabitants of the region, carried on primitive mining operations. For example, Mr. S. O. Knapp, Agent of the Minne¬sota Mining Company, in the winter of 1847-48, made the first discovery of prehistoric mining. In virtually all jurisdictions, comprehensive environmental protection regulations or standards are in place that apply to all industries, including mining. The only other legitimate mine-permitting concern is post-mining land use (PMLU). PMLU includes all uses of land after mining as well as the ecosystems appropriate for those uses. Although flawed, the New Mexico Mining Act (NMMA) of 1993 is a PMLU-based permitting statute. It requires measures during closure that will establish a PMLU or self-sustaining ecosystem for each mine unit. PMLU-based permitting avoids prescriptive, one-size-fits-all measures and keeps permitting focused on the legitimate goal of responsible land management..

The fundamental importance of comminution by high-pressure grinding roll (HPGR) technology to efficiently increase the particle surface area lies in lower energy and water consumptions for iron ore pellet feed production. This study compared the ball wet milling process with the innovative HPGR processing technology for hematite-goethite ores. Green-pellet balling and induration processes were simulated on the bench and pilot scales.

A team of researchers at the University of Kentucky, working under a USBM contract, developed over 65 simulation exercises for teaching and testing problem-solving and decision-making skills to miners and mining engineers. These skills involve both improving judgment and decision making in mine emergencies and enhancing the learning of real-world engineering design principles. The exercises are ideally suited for either latent image format or for computer-aided instruction. Exercise features are summarized, the structure and field testing of typical exercises described, and sample frames of individual exercises presented. Empirical data are summarized that describe the effectiveness of using these short, time-efficient performance tasks that simulate real problems and that provide immediate corrective feedback for teaching and testing critical skills. The ninth annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held in February at the SME Annual Conference & Expo in Minneapolis, MN. A total of 33 students presented their work at the contest. The competition began in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes. The students worked hard at their research and then set aside time to complete all the necessary steps to enter the contest. The MPD recognizes the effort required to enter and, as a result, provides monetary rewards to all participants. As in past years, there are separate levels of competition for undergraduates and graduates, and the prizes are designated accordingly. At the graduate level, first place receives $1,000, second place $500, third through seventh $200 each, and all others $125 each. At the undergraduate level, first place receives $1,000, second place $500, third place $250, and all others $125 each.

"This summary of international mineral exploration activities during 2017 draws upon information from industry sources, published literature, SNL Metals & Mining (SNL), an offering of S&P Global Market Intelligence (New York, NY) and specialists in the U.S. Geological Survey (USGS) National Minerals Information Center. Three types of information are reported and analyzed in this annual review of international exploration: 1) budgetary statistics expressed in U.S. dollars provided by SNL; 2) regional and site-specific exploration activities that took place in 2017 as compiled by the USGS and 3) regional events and legislation that affected exploration activities including economic, social and political conditions, which were derived from published sources and discussions with USGS and industry specialists. Commodity and regional compilations are presented in this summary. Because multiple sources were used to develop commodity and regional compilations, statistics may vary depending on the source and type of data that are being reported.The SNL data summarize budget estimates for worldwide exploration activities in 2017 for 30 nonfuel mineral commodities and metal alloys, based on company surveys. Surveys focused on precious metals (gold, platinumgroup metals (PGMs) and silver), base metals (cobalt, copper, lead, molybdenum, nickel, tin and zinc), bulk commodities (bauxite, chromite, iron ore, manganese, phosphate and potash), and other commodities (aluminum, antimony, diamond, graphite, heavy-mineral sands, lithium, niobium, rare-earth elements (REEs), scandium, tantalum, tungsten, uranium, vanadium and yttrium). Information on uranium exploration activities was included in SNL’s survey for the first time in 2007. Data on lithium, niobium, phosphate, potash, REE and tungsten were compiled for the first time in 2010, and scandium, vanadium and yttrium were added in 2014 because of their increased topical significance. Since 1999, companies with exploration budgets of $100,000 and greater were included in the SNL surveys. SNL budget estimates exclude coal, and oil and gas. The 2017 SNL mining company survey compilation was reported by SNL to include an estimated 95 percent of the world’s nonfuel mineral exploration budgets. The 5 percent that was not covered was accounted for by companies that chose not to participate in the SNL survey, private companies that do not publish their budget data, and government-funded exploration activities."

Paraphrasing the poetic repetition of Gertrude Stein - "Research is research, is research, is research --- ad infinitum." But research takes many forms and involves many facets. Perhaps the most simple of definitions is that attributed to the late "Boss" Kettering of General Motors who in advising a young trainee said, "Research is an intelligent effort to satisfy the curiosity of the human mind." Reclamation research is complex and requires a diversity of scientific knowledge. The overall aim of land reclamation research is directed to finding practical ways to develop efficient methods to restore mined lands to productive use, compatible with use of adjacent lands, as soon after mining as possible; and, finding practical ways to reduce or prevent damage to surrounding resource areas, which may be affected by the mining process. Research in the field of mined land reclamation is not entirely new, although in some respects we are exploring new areas each day.

The Cannon mine, located in north-central Washington is mining gold hosted in silicified Eocene-age arkosic sediments arrayed along a regional strike-slip fault system. Branches of the Eagle Creek fault have broken the Chumstick Formation into blocks and wedges, and have caused intense deformation of stratigraphy in the mine. Mineralization at the Cannon mine (B-Reef) and O-Reef (L-O mine) is a bulk silicification with high grade cross-cutting veins containing principally electrum, silver sulfosalts and pyrite in a gangue of quartz, adularia and calcite. Orebodies have very irregular shapes, but tend to follow stratigraphy and high-angle pre-mineral fault breccias and splays developed adjacent to the major faults. Both B-Reef and O-Reef occur at significant bends in the regional trend of major fault strands. Mean gold grades decrease upward from near sea level to the 300 m elevation at the Cannon mine. A new discovery, the A-Reef is hosted by a moderately dipping structure which is at a low angle to bedding. Fluid inclusion studies of B-Reef ore zones indicate dilute ore-bearing fluids boiled at temperatures between 185 and 2850 C at a depth of 1 km. Many ore zones are bounded by sheared mudstone and claystone and a much broader halo of argillic alteration comprising illite, smectite and sericite. Trace and major element analysis by ICP-ES for 33 elements, LECO for S, Hg by CVAA and gold by AA-FA shows dispersion patterns hundreds of meters outward from the known orebodies in the Cannon mine. Geometric mean comparisons, hierarchical R-mode cluster analysis and single element spatial plots show that Hg, As, Sb, S and K/Al compose a suite of elements which are significantly dispersed away from, and increase toward mineralization. Ba, Ca, Na, Mn, V and Zr decrease toward mineralization. The suite is more selective than gold with respect to known mineralization within the exploration area.

"INTRODUCTION Cohesive soils are notorious for causing clogging of the cutter head and the excavation chamber of tunnel boring machines (TBMs). While clogging leads to a drastic reduction in excavation performance, it further induces higher wear of tools and other parts of the cutter head and may even prevent a controlled support of the tunnel face and, thus, lead to face collapse and excess settlements or sinkholes. Employing well-balanced soil conditioning techniques, the clogging tendency can be significantly reduced. The monitoring and control of soil conditioning as well as the timely detection of potential clogging tendencies require a close monitoring of all relevant machine parameters and measurements. To this end, a reliable and powerful Process Controlling software that gathers all machine and process-related information is a prerequisite for successful mitigation of clogging-induced problems. The remainder of this contribution is organized as follows: First, a brief introduction to the Process Controlling system PROCON is given. Afterwards, the mechanisms and mitigation techniques of clogging are discussed. Finally, an example is given how Process Controlling has been employed to soil conditioning in a tunneling project with highly clogging soils.PROCESS CONTROLLING Being both the active part and a huge measuring device, the shield machine represents the core component in mechanized tunneling. This machine comprises a manifold of complex components and devices that require constant supervision and control and, thus, is equipped with a manifold of different sensors that provide a continuous monitoring of the state and condition of the machine (Maidl & Stascheit, 2014). If these data are put into the whole context of the tunneling process, they can provide insight to the assessment and optimization of the performance and to the prediction of potential risks and hazards such as, for example, the tendency of clogging of the cutter head."

The combustion of fossil fuels in a fluidized bed of calcined limestone particles is a potentially efficient and economically attractive process for the generation of steam for electric power production and other uses. The process results in greatly reduced emissions of both sulfur oxide and nitrogen oxide pollutants. Development work, evaluations and design studies are being carried out by various organizations under contract with the U. S. Environmental Protection Agency and the Dept. of Interior (Office of Coal Research). The AEC's Argonne National Laboratory is one of the principal participants in the development program under interagency agreements with EPA and OCR. This paper covers the principal reasons for developing fluidized-bed combustion, its advantages and disadvantages over conventional combustion methods, and some of the potential applications of the process. The participants in the multi-organizational program, the sponsoring agencies, the general status of development of the overall project, and the chief program areas that still require resolution are discussed. The main features of the program of work at Argonne National Laboratory and the results achieved so far are also included.

Routine analyses of seismicity and event locations are essential for coal burst risk management, especially in the presence of unfavorable and complex geology. In an Australian longwall coal mine, a small-scale seismic monitoring network was installed to monitor a section of a major dyke intersected by the roadway, which was classified as a coal burst prone zone. The Deep Convolutional Neural Network (DCNN) technique was adopted for automatically discriminating seismic events to assess seismicity in this zone. The discriminated seismic events were located with the Shortest Path Method based on the Boundary Discretization Scheme (BDS-SPM) for temporal-spatial seismic event distribution analysis. The results demonstrate that the seismic events are discriminated with an average accuracy of 94%. Moreover, the seismic events are more accurately located using the BDS-SPM with a 3D heterogeneous velocity model compared with results obtained with a homogeneous velocity model. The temporal and spatial variances in seismic activities identify that the rock fractures in the dyke zone are closely related to the longwall mining process and a local dyke has a controlling influence on the stress concentration in its vicinity.

In attempting to tell the general public about the coal industry's land reclamation efforts, we have often said, "We're not doing things by the book, because we're still writing it." Like any good catchphrase, the statement is not only striking but true. It is particularly true in the mountains of Appalachia, where the problems of mining; and of reclamation are made more intense by the nature of the terrain. Mining and reclaiming the land "by the book' --which is to say by the methods of contour mining traditionally used in hill country--hasn't worked too well. So a lot of conscientious coal operators and associations are trying new methods--new ways of mining, new machines for seeding and planting, and new species to seed. Not all their experience can be transplanted to other areas, and of course I don't believe that Appalachia is the only place where new methods are being developed. Nevertheless, there's enough action in Appalachia to make a detailed examination rewarding, so let's focus on the hills to see what's new.

Mine seismicity is influenced by the mechanical properties of both near-seam strata and overburden/underburden and the prudent selection of mining methods and mine layout designs, utilizing sitespecific structural setting of the mines. The importance of adequate data collection, monitoring, and prudent structural designs has long been recognized and utilized in many U.S. operations with adequate engineering resources. In this paper, two case studies of historic seismic events and contributing factors, in deep coal and trona mines with overburden thickness exceeding 1,500 ft, are reviewed using observations and analysis. By back analyzing the overburden response in a historic room-and-pillar coal mine, the overburden collapse mechanism associated with a 3.3 magnitude seismic event is reviewed as well as the need for improvements in designs including panel and barrier pillar widths. Similar high-order seismic events were also experienced in trona mines of the Green River Basin during 1990s, interrupting room-and-pillar mining and creating ground control concerns. Efforts to improve structural mine designs are described in this paper leading to stable and productive operations for decades following the high-order seismic events in both coal and trona case studies. These efforts included improving room-and-pillar extraction layouts and utilizing properly designed longwall mining techniques that were verified using long-term geotechnical instrumentation. The study mines are located on the Wasatch Plateau (WP), Utah and in the Green River Basin (GRB), Wyoming. More recently, in Utah’s East Mountain alone, Energy West Mining Company (EWMC) has extracted some 165 million tons of coal without any significant incidents. Overall, favorable geologic conditions and prudent mine layout designs are key elements to this successful experience in both single- and two-seam layouts. Utilization of conservatively designed longwall mining technique in the GRB has been geotechnically stable, using reported experience in 15 panels and monitoring results in the Northwest (NW) District with measurable longwallinduced seismicity being rare. These studies demonstrate a considerable amount of progress that has been made within the last four decades in the application of longwall mining technique, integrated monitoring, and analyses for the verification of structural designs in mines in the United States.

Increasingly, geotechnical data are being collected for various types of coal development projects. In many cases, a specific design concern is addressed. However, many data collection programs are not intended to immediately support mine design activities or to resolve a specific concern. The following discussion describes some current geotechnical approaches in mine planning, development of reserves, and peripheral activities. Types of Data Collection Programs Geotechnical data collection is increasingly becoming a part of standard coal exploration programs, performed along with stratigraphic evaluations and coal quality tests. The aims of such programs vary. The purpose of the exploration may be to fill out the portfolio on a block of reserves that is to be sold, leased, or held for potential future development. In such a case, a generic suite of geotechnical data are collected. The resulting engineering reports may touch on the more well known mining problems of the area, but detail may be lacking. The geotechnical data are mostly intended to enhance the saleability of the package. Mine design alternatives are generally not addressed.

"Shotcrete and mesh are often installed to control ground deformation, falls and ejection between bolts. The combination of mesh and shotcrete forms a panel or plate that is typically bent by ground extruding between restraining rockbolts. The ground pressure applied (that is, the resistance of these panels to bending) over large ground deformations is important for maintaining ground support safety. This paper describes a new test device that measures this resistance and its evolution over large deformations. Mixes of shotcrete, mesh and other components that can maintain significant support pressure are desired, a characteristic described as the “toughness” of support. Results show toughness depends largely on how shotcrete is integrated with other components. Shotcrete strength is less important. INTRODUCTION Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often called upon to do this (Figure 1). Applications are especially common in mines with squeezing ground or seismic loading. The support pressure maintained during ground deformation is key to the performance of these systems, and to protecting miner safety. However, the toughness of a design is difficult to estimate. Researchers at the Office of Mine Safety and Health Research (OMSHR) responded to this deficiency or “gap” by designing a full scale test device, described in this paper, and beginning a testing program. Some initial results from this program are reported to demonstrate test capabilities.BACKGROUND - TOUGHNESS Mining in ground that fails from the combination of in situ and mining induced stress is commonplace. Ground support elements are installed to reinforce such ground and preserve mine safety. Typically, the strength of support is considered key, and is used to prevent or halt yielding. However, ground movements driven by creep of weak ground or seismic loading may be impossible to halt altogether. In these cases, it is essential that support is able to yield with the ground in a safe manner while maintaining confining pressure that mobilizes the strength of rock in the immediate perimeter of the opening. In addition, it’s usually desirable to contain ground between rockbolts to protect miners from loose rock that might fall or be ejected. Shotcrete and screen are often employed, sometimes together and in combination with other support elements, to accomplish this function. A key characteristic of such a system is its ability to maintain support pressure through large ground deformations, a characteristic often called “toughness” – especially in support systems incorporating shotcrete. Toughness can be quantified as the work done during deformation (e.g. force x displacement)."
