C. Hertzler The difference of means of milling characteristics by rock and ore type is tested in a statistical manner in the paper. The null hypothesis being tested is that the sample means of two different populations are equal. It is assumed that the null hypothesis is true when performing the test. Because of this, acceptance of this hypothesis leads to the conclusion that the sample means of the two different populations are equal (or there is no significant difference between the sample means), not that the samples come from the same population, as the author asserts. Rejection of the null hypothesis leads to the conclusion that the sample means of the two different populations are not equal. A P value for this test is reported in Table 2 and is incorrectly identified as the probability that the two samples came from different populations. Actually, what was recorded was 100(1 - p) where p is the usual p-value. The usual p-value measures, on a scale of zero to one, the extent to which the data agree with the null hypothesis. It is the probability of observing a value of the test statistic (Z score) that is at least as contradictory to the null hypothesis as the one computed from the sample data (McClave and Dietrich II, 1982). The author makes no mention of the fact that were these tests to be conducted together, the chances of determining that the null hypothesis is not true when it is really true are increased considerably (Snedecor and Cochran, 1980). This is a multiple comparisons problem and should be dealt with accordingly. The usual methods involve adjusting the level of the individual tests. Table 2 reports an incorrect 100(1 - p) value in the comparison of concentrate grades for other rock types with .30 to .69 % Cu vs other rock types with .70 + % Cu; 86 % should be 98.6 %. Although the article can be criticized for poor data presentation and discussion of that data, the point the author makes regarding the use of these statistics in the ore reserve estimation process is well taken. It does not appear that inaccuracies in the statistical interpretations have hindered that usefulness. Miller After reading Ms. Hertzler's comments, it appears that the differences noted were basically semantics. If the paper is ever presented at a math symposium, some changes will be needed. When deciding the best way to present the data to mining engineers and geologists, I decided that presenting the probability that the two sample groupings came from different populations (reverse to the Null hypothesis) was easier and would require less verbage to explain. Hence, the 100(1 - p) difference which was noted. Ideally, I would have preferred to give the recovery and concentrate grades, then comment which ones had significant differences. Unfortunately, Kennecott Corp. did not grant permission to publish the ore body's actual recoveries and concentrate grades. The conclusion is that there was, as expected, a relationship between the ore's geologic properties and the metallurgical properties, and by determining this relationship, the overall mineral model was greatly improved.

Efficient transport of bulk materials by belt conveyor systems is an important engineering design issue, especially as conveyors become longer and power requirements increase. It is well known within the industry that the parasitic energy loss of a belt conveyor, due to the indentation of the idlers into the belt backing material can be upwards of half the total energy required to drive it on a horizontal flight. Other loss sources includes the rolling resistance of the idlers, belt/roller misalignments, material trampling, frictional and acceleration losses on loading, etc., but energy absorbed by indentation of the belt backing as it passes over each successive idler is the dominant power consuming factor. INDENTATION LOSS MODELS Models to predict the rolling resistance of a cylinder (idler) on a viscoelastic foundation (backing material) have been available for some time. As a contact problem, it is nonlinear (contact length or indentation depth is a dependent on the load and vice versa) in load/deformation response. Rubber backing material is generally assumed to behave as a linear viscoelastic solid, even though it is known that most rubber compounds retain linearity only at very low strains. Because completely general solutions are impossible, practical solutions require simplifying assumptions. Those assumptions relate naturally to two separate pans of any analytical model: I. The deformation model-aspects of the problem relating to the geometry, boundary conditions and kinematics of how the material deforms. 2. The material model-aspects of the problem relating to the material properties, or constitutive relationships, i.e., the stress/strain relationships.

Mechanization and automation of logistic equipment has become one of the main key factors in raising productivity and competitiveness especially for complex and larger mining or tunneling projects. The Lake Mead Intake Tunnel #3 shaft mucking installation is a good example to demonstrate the potential that is found in an overall optimized logistic. It starts with the planning and results in using customized installations which fulfill the specifically defined requirements for the project. Rowa developed a solution and supplied a shaft mucking system using a discontinuous double drum hoisting concept with shaft buckets, loading, and unloading devices. With this fully automated system a continuous muck flow of 437t/h can be achieved.

The valuable Maximum Utilization Factor (MUF) concept has been extended to other rotating excavators beyond stripping shovels and draglines. In this concept the boom reach and bucket capacity are multiplied to get an MUF, then normalized by dividing by the equipment weight. Statistical analyses were applied to the remaining shovels (hydraulic and cable), draglines, and backhoes. Positive correlations were found. Stripping shovels and draglines were also re-examined. The results provide an estimate of equipment diggability and encourage versatility by the interchange of the boom and the bucket. The concept further clarifies the existing equipment classification by delineating general excavating, loading, and stripping kinds. The results also forecast trends, and noted innovative advances and possible retrogression. Extension to other boom excavators, such as front-end loaders is recommended. The MUF concept provides one of the few indices of gross external characteristics available to the engineer-user of equipment.

This morning, gentlemen, I should like to discuss resin anchors of a type introduced to North America approximately 2-1/2 years ago. We shall also briefly review the basics of mechanically anchored rockbolts so that a general comparison may be made. Previous efforts with synthetic resins were aimed at aiding a mechanical Or "point" anchor, obtain a better purchase in the rock mass. Resin cartridges of the type to be described in this paper are capable of achieving point anchorage or full encapsulation of mine roof or rockbolts. Of significance, therefore, is that unlike a mechanical bolt, placed and tensioned, celtite rockbolts may be fully grouted and tensioned or left untensioned in the installation sequence. Our principle effort has been to offer this system to mining and civil engineers who have encountered difficult rock conditions and wish to reinforce strata to achieve a greater degree of permanence and safety.

Since it is becoming increasingly important, from an environmental viewpoint, to minimize blast vibrations induced in urban dwellings and improve rock fragmentation in order to reduce costs with loading, transportation crushing and grinding, a cooperative research project was established between Companhia Vale do Rio Doce - CVRD and the Blasting Research Group in the Department of Mining Engineering at Escola de Minas - UFOP to investigate which elements interfere on ground vibration, air blast, flyrock and rock fragmentation related to rock blasting activities at Conceição Mine, located in Itabira city, state of Minas Gerais, Brazil. This research also involved development of a new explosives formulation in order to minimize the total blasting cost. This paper presents the general scheme of the research running from May 1995 to May 1997 and a summary of the results obtained in the field tests that were carried out in this mine.

In the course of time, an increasing number of investigations on jet cutting all kinds of material, such as rocks1, 2, 3, metals4, 5, and wood6 have been reported to serve various applications. This paper deals with one particular application of jets, viz deep-well drilling for hydrocarbon exploration and production. A number of papers have been published on this subject 7, 8, 9, some of which refer to jets purposely containing abrasives, termed 'jetted particle drilling'7. Since such abrasives complicate fluid handling considerably and do not appear to be absolutely necessary for making hole we have restricted ourselves to conventional drilling fluids. A large part of our investigation has been performed with the aid of three laboratory-type drilling machines, which permit tests on both micro-bits (12 in) and full-scale bits (62 - 9 5/8 in). In view of the application of jets in deep wells, care has been taken to simulate hydrostatic pressures as they exist in the field on the hole bottom. These have been found to have a major effect on the bit-penetration rate for various drilling fluids. Following experiments with single nozzles, laboratory bits have been designed, improved further and developed for field use. Field runs on 9 5/8 in bits, using conventional equipment and pumps, served to verify the feasibility of the jet drilling concept. Further efforts are evidently needed to evaluate the jet drilling method. It is encouraging that one of these10, a field test programme, is supported by a number of oil companies jointly. Such a combined effort is of paramount importance to evaluate and develop this new method of drilling to its full potential in a reasonable period of time. This paper aims to contribute to that ultimate goal.

This is an update of an original dissertation on this topic by Lavallee, McIvor and Stolovitch (1992). A step-by-step, technical procedure used to measure and improve the performance of plant grinding circuits was adapted into a training program. ?Systematic Design of Instruction? was applied to: ? Determine if training was a suitable way to deliver this new technology; ? Define the technical content of the program; ? Select program specifications based on learner and context characteristics; ? Design, create and test prototypes of the training modules; and, ? Establish a process for plant implementation. The training program covers numerous skills that are extremely valuable for plant personnel, not only in the grinding area, but also for many other parts of the plant. This paper describes how new skills are brought into the workplace through designed instruction can be an effective alternative to hiring during severe skilled labor shortages.

As all of us know, the "heat" is on for western coal. The need for western coal is critical if the nation is to reach the goals of Project Independence by 1985. Without the development of western coal, the goals will not be met. It's that simple! That's because 50 percent of our nation's coal reserves lie in the states of North Dakota, Montana, Wyoming, Colorado, New Mexico, Arizona and Utah. And surface mining is the key to unlocking these reserves. Of the nine states in the coal provinces, five-Wyoming, Montana, New Mexico, North Dakota and Arizona-are the best examples since surface mining accounts for 88 to 100 percent of the coal mined in each of these states. Collectively, their annual production more than doubled between 1969 and 1972, rising to 35 million tons per year. And, taken individually, each state's production has more than doubled, also. Total annual production from these five key states could very well exceed 180 million tons per year by 1980-four times the 1972 production level. The biggest producer among the five is Wyoming. Wyoming's production tripled since 1969 to nearly 14 million tons in 1973. So the heat is on for western coal, especially from Wyoming. Now we come to the question of how to mine this increasingly precious mineral. What are the available methods? First, let's take a brief look at several characteristics of western coal deposits.

JIM HANDLEY: Before we get to the third and final session, I want to introduce my co-conspirator for this session, John Mansanti. John is manager of milling with Newrnont Gold Company, Carlin, Nevada, and was very active in securing participation in this innovative symposium. I'm Jim Handley and I'm with Cyprus-Amax Minerals at the Sierrita copper and molybdenum mine. Our third presentation is titled "Geared Up or Wrapped Up?" I hear this topic discussed, but never at great length. I think that's because the opinions are fairly strong and diverse, and people generally aren't reinforced properly in their arguments. The first person to enlighten us on this topic is Scott Bird. He has more than 20 years with Kennecott, is a graduate in metallurgical engineering from the University of Utah, and is currently operations superintendent and deals with this phenomenon every day.

The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

Corrosion studies in laboratory ball mills and grinding environment simulations produce corrosion rates and total metal removal rates much lower than those recorded in operating production ball mills. The corrosion component of ball metal loss in commercial mills represents less than 10% of the total loss expressed as micrometers/hour of exposure in recent USBM tests. Such small absolute losses are consistent with ball metal loss measured in production ball mill marked ball wear tests to determine effects of corrosion and abrasion resisting properties of alloys in operating mills which indicate that metal hardness and microstructure determine relative metal loss rates of a given situation. The combination of ore characteristics and grinding process dynamics determine metal loss severity. Alloying for corrosion resistance and modification of the milling corrosion environment yield relatively small metal loss reductions. Alloying and heat treatment to produce high hardness and microstructures of high carbon martensite and for cast irons, M7C3 carbides produces the lowest metal losses in typical wet grinding applications.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

There will be 3 billion people moving into cities by 2050. Permitting is both the biggest obstacle and the biggest opportunity for mining. The problem is not if we have the right minerals, but how we can permit and produce it in a ?Sustainable? manner. A ?Permit? and a ?Sustainable Development Plan? may soon be the same thing. How do we produce the minerals we need with: 1. The lowest possible carbon footprint. 2. Social license from community outreach by being a catalyst and not a problem in a ?Green World.? 3. Enhanced water supply during all stages of production. 4. Meeting requirements of our customers for service, quality, & cost. How important is it to have a complete ?Sustainable Development Program?? First, no plan is complete!!! It is a work in progress subject to continuous improvement. We need to work together to get the results we want. The goal of the world communities is to become carbon neutral by 2050. What is the mining community?s goal? Do we have one???? When a Clorox, Colgate Palmolive, Wal-Mart, Toyota, or Caterpillar buys a product, what are your chances of getting an order without a good program in place? The answer is it will be difficult or impossible shortly and you will be requiring the same thing with your suppliers. This is an opportunity if you are in the lead and it soon will be a necessity for most mining and processing companies requiring much extra effort to catch up. For some mines it was a necessity to get most of the SD plan to get permitted. The number of companies in the extractive industries with a full Sustainable Development Programs is expanding rapidly as shareholder demands for transparency continue to grow.

This study investigated the operating parameters that affect the kinetic dissolution of copper and cobalt from sulfidic ores. The sulfuric acid concentration, temperature, sodium chloride concentration, particle size range, and leaching time were selected to deduce the kinetic mechanism of the leaching reaction. Other parameters, such as a stirring speed of 250 rpm and the percentage solid 10% w/v, remained constant. The results reveal that an increase in acid concentration enhances the leaching rate of copper and cobalt. Copper and cobalt dissolution was positively affected by the addition of sodium chloride. The highest leaching rates of copper and cobalt were 24.71% and 15.65%, respectively. The chemical control and diffusion control by shrinking core models are well fitted as the kinetic models representing the dissolution of the minerals. The respective activation energies for copper and cobalt dissolution of 10.92 and 31.023 kJ mol− 1 for the chemical control and 18.83 and 37.28 kJ mol− 1 for diffusion reaction control were established from temperature-based experiments.
